The Lower Indus Basin deposits form a substantial unconfined alluvial aquifer of excellent quality. This aquifer contains basically highly saline groundwater, overlain in places by considerable amounts of freshwater whose origin can be traced to the present and historical courses of the River Indus. In the past the main source of groundwater recharge has been direct river seepage and water tables were generally deep. Since the establishment of a perennial irrigation regime however, deep percolation from the increased irrigation supplies has predominated and the water-table has risen to within a few feet of the surface. The river system itself is being progressively developed for irrigation and very shortly a situation will arise where the entire low winter flow will be utilised. Fresh groundwater will then be exploited to supplement the surface supplies, and at the same time a drainage system, mainly based on wells will be used to stabilise the water-table at safe depths. This paper discusses some of the methods used to ensure optimum-economic development of the fresh groundwater and describes the general design philosophy evolved by the authors firms for both irrigation and drainage wells, with respect to both well configuation and operation. Water quality standards are discussed in as much as they affect subsequent use of the groundwater. A few particular aspects are considered, including that of the values of the relevant aquifer constants, the construction of wells and the determination of screen losses. A major problem solved during the Lower Indus Project investigations has been the design of wells to-produce fresh water from layers overlying saline water. This solution is also discussed.

Heavy mineral mining has been a small, but important Florida industry over the past sixty years. Early geologic history of each deposit is similar up to point of deposition in alluvium, deltaic sediments, or along shorelines. Later geological development through reworking and concentration is different for each deposit. The Trail Ridge deposit was formed by reworking Citronelle sediments of the Lake Wales ridge. Post depositional leaching of iron from ilmenite makes Trail Ridge an important source of titanium minerals for TiO2 pigment manufacture. Research leading to the separation and sale of by-product heavy minerals from Florida deposits has been important in maximizing profitability. Advances in mineral dressing technology will lead to future mining of lower grade reserves. Future needs for heavy minerals seem certain to expand, with increased activity in exploration and development of mining operations.

The U.S. Geological Survey (USGS) in cooperation with the New Mexico Bureau of Mines is conducting an assessment of mineral resources in the 36,800 km2 Mimbres Resource Area, southwestern New Mexico. Included in the assessment is a literature-based evaluation of sand and gravel that utilizes third party geologic information. The USGS has developed a method based on existing 1:500,000 scale geologic maps supplemented by remote sensing, statistical models, and point data such as test hole or pit records. The method defines the areal extent, quality, and quantity of aggregate.

The N20 to N25 Tunnel (basic) segment was the second tunnel contract awarded for construction by The PB/MK Team. This project embodied 3.9 km (2.4 miles) of tunnel and was located within the northwest quadrant of the 86.9 km (54 mile) long main collider ring. The contract required the excavation and initial support of a 54.3 m (178 vlf) deep ventilation shaft, a connecting horseshoe shaped Adit and TBM starter tunnel and 3,865 m (12,680 If) long main collider tunnel with a 4.3 m (14 ft) minimum finished diameter. This paper discusses the construction methods, equipment utilized and the production achieved in the construction of the ventilation shaft, connecting adits and the main collider tunnel.

Field testing of GPS mining applications has confirmed the technical and operational viability of GPS for precise, centimeter-level positioning in harsh taconite environments. GPS hardware has provided consistent availability exceeding 90%, with precision in certain applications of ± 0.07 foot at 95% confidence levels. Despite these technical successes though, challenges persist in achieving effective GPS integration. These challenges include the acceptance of new job tasks by mine personnel, the capacity of typical mine data communications infrastructure and the need to design GPS interfaces for new mining equipment.

Henderson Mine has been transporting molybdenum ore using a rail haulage system for the past 21 years. Due to the age of this system, limited performance, and obsolescence, a capital investment decision was imminent. Henderson used this opportunity to evaluate other transportation methods and continuously improve their mining practices. These efforts resulted in a new mine plan for Henderson, which ensures that Henderson will continue to supply high quality molybdenum into the 21st century. This paper will discuss the dramatic changes taking place at the Henderson Mine as a new production level is mined. These changes include the installation of an underground crushing, conveying, and truck haulage system, as well as increasing the scale of the panel caving process. Each of these topics will be discussed, as will their rock mechanics and material flow implications.

A new technology for recovery of metals from spent catalysts containing aluminum, cobalt, molybdenum, nickel and vanadium was developed. The catalysts are decomposed in two consecutive pressure leaching steps. Sodium aluminate-sodium hydroxide systems are lixiviants in both leaching steps. Selective extraction of molybdenum and vanadium is achieved in the first leaching step. The leach liquor is processed for separation and recovery of these two metals. The residue from the first leaching step is further processed in a second leaching step where alumina is solubilized. The residue from this operation is a nickel-cobalt concentrate. Alumina is separated from the second stage leach liquor by precipitation; the depleted liquor, a sodium aluminate solution, is recycled to the first and second leaching step. This technology has advantages over other approaches for the recovery of metals from spent catalysts because no solid waste is generated.

CARBINDER Polymer 498 is a liquid organic taconite binder which significantly improves fired compression in both fluxed and acid pellets. It has been used commercially in both shaft and straight grate furnaces. This new binder produces an unusual wicking phenomenon during balling wherein the rate of movement of interstitial water is accelerated to the surface of the balls. The phenomenon is proposed to be responsible for the significant improvement seen in fired compression. This paper presents information as to the effect of CARBINDER Polymer 498 on green ball and fired pellet properties. It also describes the wicking phenomenon and discusses a reversal in the normal balling operation procedures required for successful agglomeration.

The Groveland Mine. Concentrator and Pellet Plant are located in Dickinson County in the Upper Peninsula of Michigan. The construction of the Groveland Mine in 1959 was the first United States operation for the Hanna Mining Company in mining and beneficiating low grade iron formations. (1) The plant produced concentrates at 675,000 lt/yr. (746,600 mt/yr.) which was used as sinter feed in the steel industry from 1959 to 1963. Upon completion of a pelletizing plant in April, 1963 production increased to 1.6 million lt/yr (1.77 million mt/yr) of pellets. After the plant expansion, mill capacity increased to 2.2 million 1t/yr (2.43 million mt/yr.), producing 2.0 million It/yr (2.23. million mt/yr.) of pellets assaying 63.0% iron and 7.0% silica. (1) Prior to April, 1971 the concentrator operated with a flowsheet consisting of spirals and a petroleum sultonate iron notation circuit. This was presented in a paper by R. R. Smith and E. E. Sougstad, "Flotation at the Groveland Mine" in the 50th Anniversary Volume entitled "Froth Flotation". The ore body at the Groveland Mine consists basically of two types of iron formation (34% total iron, 20% magnetic iron head), the most abundant of which is a bedded magnetite-chert-silicate rock. This is intermingled to varying degrees with non-bedded to poorly bedded hematite-clastic quartz-chert rock. (1) In developing the Groveland flowsheet, Humphrey spirals were used because of their ability to produce a coarse size concentrate at a low cost. Tests run in the lab and pilot plant on the Groveland ore showed a. spiral weight recovery in the 27 to 33% range. (2) However as the ore body was opened up, it became evident that the most abundant ore type did not liberate at the coarse size fraction needed for spirals. Plant recoveries for the first five years operating the spirals only averaged from 10 to 15% weight recovery. In 1971 the weight recovery on the spirals had dropped to a low of 5%. To increase iron recovery and at the same time increase plant capacity with the least effect on the present operations the mill flaw-sheet proceeded from a spiral-notation circuit to an all flotation circuit to a magnetic separator-flotation circuit. During this changeover the concentrate grade also had to be improved to meet market demands. To do this the following changes evolved

The 1987 recovery in the US mining industry permitted modest increases in exploration expenditures that year (Fig. 1). Favorable market conditions apparently allowed the gains to be sus¬tained in 1988. There was great uncer¬tainty early in the year as to whether world and US economic growth would be a casualty of the October 1987 worldwide stock market crash. By nearly all measures, the performance of the US minerals industry was strong¬. A weak US dollar and the strong growth of worldwide capital spending resulted in in¬creased US exports of con¬sumer and producer durable items as well as strong domes¬tic demand for metals. In fact, 1988 US steel industry exports reached levels not attained since the mid-1970s. It was re¬ported that steel industry labor productivity is now roughly twice the 1981 level. Among metals with signifi¬cant average nominal price increases in 1988 over 1987 levels were copper (43%), alu¬minum (52%0), and zinc (44%). Even though domestic copper production has grown since 1984 by 30% in mining and 24% in refining, em¬ployment in mining and milling is 4% below the 1984 level. Domestic unit costs are reported in the range of $1.10 to $1.33/kg (50 to 60 cents per lb). The US base metals industry is proba¬bly in its best cash position in many years. However, there has not been a large increase in exploration expendi¬tures. This is due mostly to the percep¬tion that worldwide capacity can easily be increased. Industry reports do show that "low cost" copper producers have been buying reserves from weaker com¬panies. The 1987 Society of Economic Ge¬ologists (SEG) survey of exploration activity indicated that 95 cents out of every exploration dollar spent by US and Canadian firms was for base and precious metals (Economic Geology, January 1989). Press reports, though, make it clear that most of that spending was targeted for precious metals. US claim staking data (Fig. 2) rein¬forces this suspicion. The apparent lag in new claim filings in Alaska and phe¬nomenal growth in filings in the lower 48 states suggests that exploration is directed at relatively low risk targets. In the conterminous 48, more than 40% of the new claims were made in Nevada, indicating an emphasis on gold (although even Nevada had some base metals exploration). Even with a price decline during 1988, the difference between the gold price and average global "cash" production cost of $7.30/g ($227 per oz) still leaves room for an attractive return (Northern Miner, 1988). Exploration plans and results Metals Economics Group (Halifax) indicated in its 1988 exploration survey that exploration expenditures by US and South African firms would be at about 1987 levels. It also reported that Canadian and Australian firms were ex¬pected to reduce their exploration spend¬ing significantly. Firms in both coun¬tries were caught in changes in tax laws. In Canada, the Mining Ex¬ploration Depletion Allow¬ance (MEDA) once permitted generous tax write-offs to in¬dividuals investing in miner¬als exploration. It was to be replaced in January 1989 with the Canadian Exploration In¬centives Program (CEIP). Although structured and ad¬ministered differently than MEDA, CEIP can provide an equivalent or possibly greater financial incentive for min¬eral exploration, for junior mining companies. In 1987, it is estimated that junior com¬panies accounted for two¬-thirds of the off-property (or grass roots) exploration ex¬penditures in Canada. Australia will revoke the tax exemption for gold in 1990. Australian operators, therfore, were expected to concentrate efforts on speeding up pro¬duction during 1988 and 1989. In 1988, Chile and Mali announced special efforts to attract gold explora¬tion by foreign companies. The Cana¬dian government continues to express concern about the write-off (and drawdown) of base metal reserves. Ground control failures are one of the main causes of accidents in the underground stone mining industry. Some of the fundamental tools for rockfall hazard identification are related to rock mass characterization and geotechnical discontinuity mapping. Recent technological advances in these methods are related to remote sensing techniques and pointcloud processing software for automated discontinuity mapping. Remote sensing techniques, such as LiDAR and photogrammetry, generate multimillion-point clouds with millimetric precision, capturing the structure of the rock mass. The automated point-cloud processing tools offer alternative algorithm-based methods to characterize and map these discontinuities. However, their applicability is constrained by multiple factors, such as site-specific conditions of the rock mass and the parameters used within the mapping algorithms. This paper evaluates the performance of automated discontinuity extraction software compared with manual virtual discontinuity mapping. Sampling windows from laser-scanned sections in an underground limestone mine are defined and mapped using the Discontinuity Set Extractor (DSE) opensource software. Results from the virtual discontinuity software are compared with manually extracted fractures from I-Site based on reviewing orientation, trace length, spacing, number of extracted discontinuities, and processing time.

As the U.S. coal industry moves into the next century, it is becoming more apparent that the effective application of new technology is the only way it can remain competitive in the energy marketplace. Examples of this emphasis are with us today in such diverse areas as face-ventilation and excavation-equipment applications. The focus of this new technology is directed toward improvements in health and safety, cost control, and productivity. Room-and-pillar mining accounts for approximately 80% of the nation's underground coal production; this percentage is not expected to decrease markedly in the near future. As such, this paper analyzes the impacts of the changing technological climate on future room-and-pillar operations by comparing a base-case section (current) to three scenarios incorporating new or emerging technology. A microcomputer-based comparative analysis will reflect the changes in section production and costs.

Over the years the coal industry in Alabama has generated about 150 million tons of fine waste coal, increasing at a rate of 2 million tons/year, during mining and cleaning operations. Reclamation of the fine-size wastes containing 20-60% by weight clean coal provides, free of charge, mined and crushed feedstocks for coal recovery and eliminates a major source of acid water pollution. Tests were made on the impounded wastes and current plant discharges to recover the coal fraction by sizing, gravity and flotation techniques. Gravity separation of the plus 100 mesh material produced commercial grade coal averaging 8.2% ash, 0.8% sulfur and 13,350 Btu/lb. However, the coal recovery was relatively low at 50-65%. Froth flotation using mechanical and froth column methods gave similar coal products at much higher coal recovery of 87-93%. The coal produced analyzed 10% ash and 1.1% sulfur.

Advanced remote sensing can be a powerful new information tool to help private and public entities make better environmental and resource management decisions. However, some regulated entities are reluctant to develop or use this tool because of their concerns that it will lead to increased risks and costs of environmental legal liability. They fear that new ways of monitoring the environment will increase liability, undermine existing enforcement agreements, reopen compliance agreements, and generally provide a competitive disadvantage to early adopters by accelerating environmental cleanup costs. Others counter that the increased risks are marginal, and that several advantages outweigh these risks, including the opportunity to more effectively manage environmental operations, target and set priorities, measure and track management and compliance effectiveness, provide more defensible environmental assessments and baseline conditions, make and defend optimal siting decisions, and avoid or resolve environmental disputes. This paper offers strategic advice on ways regulated entities can enjoy the benefits of these powerful new information tools while mitigating down-side legal and compliance risks as much as possible.

As the surface reserves are being depleted, more and more stone operators are seeking underground mining options. Stability of underground openings is a major concern for the safety and productivity. This paper relates to a field study conducted at a large underground limestone mine in Central Pennsylvania. Identification of hazards leading to ground failures and assessment of roof fall risks are important in mitigating injuries. Field observations at this mine were integrated with Roof Fall Risk Index (RFRI) mapping software recently developed by West Virginia University. The system is designed to combine field study data related to geologic factors, mining-induced damages, roof profile, and ground water influx to generate RFRI maps. The mine has adopted a proactive ground control program consisting of comprehensive examination of drilling and bolting logs; precision surveying of roof and rib; accurate mapping of cutters, falls, and geologic structures; and installation of extensometers and microseismic monitoring systems. Investment of time and resources has eliminated fatalities and lost-time injuries due to ground fall. This paper presents the geologic settings, mining conditions, ground control issues along with risk management and control techniques adopted at the study mine.

The United States has long been recognized for its ability to marshall the many tools of its scientists and engineers to meet national threats or crises. Two major World Wars, the Dust Bowl, the Soviet Missile threat, Sputnik, and more recently the Energy Crisis have stimulated military weapons development, massive land reclamation and water management programs, NASA, and the Space Program, Project Independence, and soon a new agency, the Energy Research and Development Administration. While our record of successful responses to these major national concerns lends support to the expectation that we will succeed in dealing with the current energy problem and potential future crises as well, the crisis mode of response is becoming increasingly wasteful of funds and human and natural resources. This waste, while always of a concern, is a more important factor than previously because of the accelerating pace at which the world has been shrinking, relatively, in comparison to its human population and that population's increasing demand for resources, both renewable and nonrenewable. If present growth patterns continue, in the year 2000 there will be two people to feed, clothe, house, and satisfy for every one person that existed in 1970. On a finite planet, with finite land areas, limited resources, and only partial understanding of the means by which future problems can be addressed, one of the major threats to mankind will be scarcity and one of our major challenges will be better management of our resources. Major scientific discoveries cannot be programmed. New or frontier technology, however, can and should be planned. It is the vital force underlying the business strategy of a vigorous and profitable mining and metals company. Generally, a radical departure from existing technology is required to 1) Enhance the competitive value of ore reserves, i.e., to turn low grade or marginal reserves into competitive reserves. 2) To increase yield and decrease costs. 3) To decrease investment. 4) To increase mine life. 5) To improve product quality to meet market demands. The very definition of frontier technology implies that it is so different that the old plant, if already in use, will not be directly suitable to use the new technology. Therefore, a priori, we know that the commercialization of frontier technology would very likely involve new investment. The recommended technique of economic and technical analyses, I propose to call "Success Analysis.'' Simply stated, it forces us, by step- by-step procedure, to ask "what is needed to succeed in this particular project." Therefore, the first step is to identify what is meant by "success." The definition of "success" requires an agreement with top management or sponsors of the project as to what constitutes "success" in their minds as contrast to the technical people perception of "success." In general, top management would define success as meeting: 1) The technical objectives, i.e., technology being developed would produce the desired product at the acceptable quality. 2) Financial objectives, i.e., when commercialized, the project's capital cost, operating costs and return on investment are better than the projects they would normally fund. The return has to be better because new technology is inherently riskier. 3) Marketing objectives in that the project will produce product of acceptable quality in timely manner, i.e., scale-up to commercial plant would not cause undue delays in start-up and that large fix-up expenditure would not be required to protect the projected return on the investment. Many projects are started in the laboratory to develop "Frontier Technology" in mineral processing. Most of these efforts are never commercialized. There are many causes of these failures. The major causes are listed below: 1) Inadequate communication with the sponsors of the project so that project objectives are defined and agreed to by all. 2) Ill-defined technical problems. 3) Incomplete development of technology. This has two major components: a. Incorrect scale-up and engineering. b. Inadequate start-up and maintenance planning. 4) Incomplete and over-optimistic process economics. 5) Lack of understanding of the future behavior of the marketplace. 6) Failure to complete R&D effort by the time it is needed. 7) Incorrect projections of human resources required; that is, technical, managerial and operating. 8) Lack of realistic forecast of the expenditures required for commercialization of the R&D effort. These pitfalls can be avoided by comprehensive planning and the use of success analysis technique. The major elements in "Success Analysis" are: 1) Identification of the "need" for new technology. 2) Unbiased and complete scale-up engineering. 3) Acceptable economic feasibility with enough margin of error in the sale prices and operating costs to justify the inherent risks in frontier technology. 4) Timing for availability of investment capital and markets. Many failures in the development of frontier technology are preordained because the initial selection of the research project has been without adequate attention to the needs of the industry. Many very innovative hydrometallurgical processes for recovery of copper from concentrates were developed in the past twenty years. They have not adapted except to a very minor extent because they did not satisfy the success analysis criteria. New methods for remediating metals-contaminated groundwater include in-situ emplacement of highly adsorptive substrates to permanently retard solutes. Substrates are introduced by sequential injection of soluble components that precipitate in the aquifer, forming a permanent high-retardation zone. This method overcomes the factors that limit pump-and-treat remediation; i.e, long-term source loading and slow desorption. Column tests demonstrated efficient substrate emplacement, increasing retardation coefficients of Cr(VI) by 20 and As(V) by 40. Similar effectiveness is expected for other heavy metals. Simulations using a coupled advective-geochemical model accurately matched substrate emplacement and arsenic attenuation, allowing extrapolation to other constituents and larger-scale applications.

Consolidation Coal Company (Consol) supports an active R&D effort to improve the safe, productive mining of coal and to utilize coal in an environmentally acceptable manner. Attention will be focused on degasification of coal seams, continuous coal transport systems, earth sciences activities, and coal combustion. Brief mention will be made regarding the SO2 emissions control programs. The research program constitutes about 1.0% of Consol coal sales which positions Consol as the preeminent coal company supporting broad-based research addressing the full spectrum of the various problems associated with utilizing the nation's abundant reserves of economical, readily available fuel.

With the depletion of mineral resources and the growing demand for metal resources from industrial development, the recovery of metal resources from secondary resources has attracted increased attention. Among all secondary resources, spent catalyst is one of the most important as it contains valuable metals such as vanadium, nickel, molybdenum, cobalt, and aluminum. Compared with the extraction of metals from minerals, the recovery of valuable metals from spent catalysts has the advantages of a simple process, a short production cycle, lower investment cost, and less environmental impact.
