The Bureau of Mines investigated rapid bubble-pulp separation to improve flotation kinetics. A shallow-depth froth separator was employed to quickly recover the mineral-laden bubbles from a mixture of ore, water, and air bubbles. The shallow depth minimized the rising distance required to recover even the smallest size bubbles (100 ~m). Therefore, the slurry remained in the unit only long enough to recover the bubbles before the pulp exited through the conical bottom. Joining this unit with a rapid bubble-particle attachment unit, a rapid flotation system was formed that floated silica from phosphate in one-fifth of the retention time for conventional mechanical cells. The hydrodynamics of the rapid flotation system along with fundamental parameters for scale-up are presented in this paper.

An important operational and environ-mental concern associated with in situ leaching activity is the balance between solution injection and recovery. Solution balance is an important indicator of the capability of a particular in situ hydrologic design to efficiently and effectively control and distribute leach solution within the target ore zone. The Bureau of Mines is investigating the factors that affect solution balance in an unsaturated ore deposit, as part of ongoing in situ leaching hydrologic investigations at the Cyprus Casa Grande Mine. Flow conditions in 58 injection and recovery wells at the Casa Grande In Situ Leaching Test Facility were monitored daily over an 18 month period. Changes in the balance between injection and recovery occurring during this period were evaluated using analytical and statistical methods. The results permit estimation of solution distribution and the volume of solution stored in microfractures and interstitial pore spaces within the deposit following 18 months of leaching. Approximately half of the difference between well injection and well recovery can be accounted for by solution movement through macrofractures into nearby drifts. Estimates of solution storage within the ore deposit at the end of 18 months of leaching range from 3.5 to 6.9 pet. of injected solution. These results also suggest that 13 to 26 pet. of the fracture/interstitial pore space in the deposit was saturated with solution after 18 months of leaching.

Preliminary design is underway for the Massachusetts Water Resources Authority’s (MWRA) next major tunnel program, the Metropolitan Water Tunnel Program (MWTP). The MWTP is the latest part of MWRA’s ongoing efforts to achieve redundancy for its metropolitan water transmission system including its historic deep rock City Tunnel, City Tunnel Extension and Dorchester Tunnels. The MWTP comprises several deep rock tunnels that will be approximately 10-foot to 12-foot finished diameter totaling just over fourteen miles long and ten connections to existing large diameter surface piping and pumping stations. This paper will present an update on current engineering and permitting efforts, packaging schemes, and the schedule to complete the MWTP.

This paper addresses the state and federal permit- ting requirements and regulatory constraints associated with the development of new "grass roots" surface coal mines in the Western United States. Since a major portion of new coal development in the West will be on federally leased coal in Wyoming, my comments are directed towards that geographical area. This will give the reader some insight into the current regulatory framework within which western mining companies must operate-i.e., the major applicable state and federal laws and regulations, the more important state and federal regulatory agencies, and the major construction and operating permits that are required. Before discussing the impact of the regulations on our business, I would like to tell you something of my company and then briefly discuss Exxon's forecast of the long range outlook for coal. Carter Mining is an Won affiliated surface coal mining company. Exxon became interested in the coal business in the mid 1960's with the recognition of the future need for alternative fuel sources. Since that time, it has acquired coal reserves located in Wyoming, Montana, North Dakota, Arkansas, Texas, Illinois and West Virginia. Carter's first surface mine, the Rawhide Mine, located north of Gillette, Wyoming began production in August, 1977. Our second surface mine, Caballo, located just south of Gillette, began operating last October. We have a third block of federally leased coal just east of Gillette. By 1985 we anticipate Carter's western surface mines will be producing at an annual rate of 30 million tons, subject, of course, to successful market development efforts and regulatory considerations. Rawhide will ultimately have a permitted capacity of 24 MM tons per year. The coal at Rawhide is in two seams; one 80 feet in thickness and the other 20 feet (including a 6 to 10 foot parting). A large shovel is used to remove the overburden, and a similar shovel and dragline are used to mine the coal. Caballo has a 75 foot seam; otherwise it is similar in design and operation to the Rawhide Mine.

A bearing isolator is a noncontact, nonwearing, permanent bearing protection device. It has a rotor and a stator, and the two are unitized, so that they do not separate from one another while in use. The rotor turns with a rotating shaft, while the stator is pressed into a bearing housing. The two components interact to keep contamination out of the bearing enclosure and the lubricant in. Bearing isolators do not require lubrication or any particular shaft finish or condition. The best bearing isolators are made of metal, usually bronze. They use a vapor-blocking feature that inhibits the free transfer of vapor contamination when the rotating equipment is cycled on and off.

In 1968 three historical rockbursts had occurred at Bibai Coal Mine in Hokkaido. At the time they had been observed by several seismic observatories as natural earthquakes away more than 100km from Bibai City. These facts taught us that the occuerrence of failure yielded in underground opening that was accompanied with seismic wave could be observed by seismometer on the surface. After two years from this desaster, the study concerning to microseismic events generated from underground mining panels has been begun by researchers with heart-throb.

The integrated grouting method, as developed in the USSR, can be applied to multi-purpose operations that in¬clude the construction of shafts, drifts, and tunnels. In the USSR it has been used extensively for primary and final grouting of underground excavations in mining engineering and civil engineering projects. It has been applied in projects where the primary objective was waste contain¬ment. It has also been used to control subsidence beneath buildings located over mined out openings and to eliminate the flow of ground water beneath and around dams. This chapter considers several industrial applications in the form of case histories. The word integrated means that grouting activities were integrated with other activities. 9.1 CASE HISTORIES OF GROUTING FRACTURED ROCK WHEN SINKING VERTICAL SHAFTS The integrated grouting method has been applied most widely in the sinking of vertical shafts in fractured, satu¬rated rock. As explained previously herein, grouting oper¬ations preferably are carried out from the ground surface where they are integrated into the schedule of the setting up of the shaft excavation and construction equipment. Such integration reduces significantly the length of time required for preparation of shaft construction and the time required to sink the shaft. The increased efficiency is achieved by the elimination of cementing operations from the working face upon the penetration of each aquifer. Concomitantly, labor and energy consumption during shaft sinking are minimized because the more complicated and labor-intensive work is carried out at the surface section. Table 9.1 presents the essential parameters for the pri¬mary grouting of saturated fractured rock carried out by the integrated method when sinking vertical shafts. 9.1.1 NAGOL'CHANSK MINE NO. 1-2, VENTILATION SHAFT NO. 1 The integrated method of grouting saturated fractured rock through holes drilled from the surface was employed for the first time during the sinking of vertical shaft No. 1 at the Nagol'chansk mine No. 1-2 in the Don Basin. The shaft had an inside diameter of 6 m. The grouting operations commenced by using cement grout with a density of 1.7 to 1.8 g/cm3. Clay-based grout with cement and other addi¬tives was used only for grouting the aquifers where cement grout proved to be ineffective. By the time of the grouting of ventilation shaft No. 1, hydrodynamic analytical methods were well in hand and a preliminary method for designing isolation curtains had been developed. A method for designing and drilling ori¬ented directional drillholes whose natural curvature re¬flected the characteristics of the fracturing had been devel¬oped. The majority of the necessary equipment had been developed. Clay-based grouts were considered ready for the first industrial application. The hydrogeologic environment at the Nagol'chansk mine No. 1-2 contained many prolific aquifers. According to monitored drillhole data, the total expected inflow into ventilation shaft No. 1 without grouting was 425 m3/hr. This large ground water inflow rate was supported by in¬formation obtained during the sinking of the main shaft and from the auxiliary shaft of the "Nagol'chansk" mine No. 1-2. The construction contractor at the site began sinking ventilation shaft No. 1 to a depth of 217 m by cement grouting from the working face of the shaft. As a result of the cement grouting operations, the inflow of water was reduced from 105.4 to 40 m3/hr over this 217 m interval. However the residual inflow rate caused the shaft to become functional at the depth of 217 m. At this point all grouting operations were transferred to SPETSTAMPONAZHGEOLOGIA (STG) in an effort to improve the operation. In order to carry out preliminary grouting from the sur¬face, seven drillholes were installed and designed for re¬ceiving grout. Drilling was implemented by the ZIF-1200A rig to the design depth of the shaft. The geometry of the principal fracture system that would be encountered by the shaft was estimated while breaking ground using informa¬tion from other shafts. The drillholes were arranged so that they cut through the aquifers uniformly around the shaft. Some preference was given to intercepting the aquifers that were located along the rock dip above the shaft bottom because it was established that the ground water in the aqui¬fers flowed downward along the dip into the cone of de¬pression of the shaft. Investigations in the drillholes using the DAU-3M flowmeter described in Chapter 3 showed that all of the nine aquifers were penetrated by the time a depth of 690 m had been reached. The flowmetric information showed that aquifer numbers [1 and 2], [4, 5, and 6], and [7 and 8] had practically identical hydrogeologic characteristics; so it was decided to connect them into combined stopes and inject the grout using five stopes instead of nine. Table 9.2 shows the results of the grout injection into the aquifers. The volume of grout pumped into the separate intervals through single holes varied from 204 to 15 m3. Decreasing ore grades and increasing labor and material costs have seriously eroded the economic vitality of many mining operations. Coupled with global economic stagnation and recession in the early 1980's, these conditions have forced reevaluation of operating strategies and methodologies with the objective of remaining competitive in a world marketplace. A concept offering large potential benefits is hardrock portable crushing and conveying. Implementation of this system at Duval Corporation's Sierrita open pit copper-molybdenum mine (Figure 1) has significantly reduced mining costs, becoming a major part of Sierrita's cost reduction strategy. Located 48 km south of Tucson, Arizona, the 209 000 t/d property has one portable 60x89 gyratory ore-crusher in operation with tentative plans for two additional units.

As the 2009 president of the Society for Mining, Metallurgy, and Exploration, Inc., I am pleased to present the 2009 issue of Transactions of the Society for Mining, Metallurgy, and Exploration, Vol. 326. A significant portion of the contribution that we as a society make is the publication of professional and technical papers that contribute to the advancement of scientific knowledge and information transfer. Communication within the mining community is the key to a successful society. Through the information-transfer mechanisms of books, magazines, meetings and electronic media, the technology exchange that is fundamental to the existence of the Society is accomplished. This technology exchange continues a tradition that dates back to the 1871 meeting of 22 mining engineers in Wilkes-Barre, Pennsylvania, that resulted in the founding of AIME; those individuals envisioned that these transaction volumes “would form a most valuable and greatly needed addition to our professional literature.” This volume certainly satisfies that intent. In keeping with SME’s tradition of promoting technological developments while honoring the past, the 2009 Transactions represents an important milestone. It is the last Transactions to appear as a bound volume. Future volumes will appear as e-books only, with some of the Transactions-only papers appearing online prior to the ebook (exactly what form the new Transactions will take is still in development). The decision to go to an all-digital format for this longstanding publication was a difficult one, but one which we hope will better serve the mining community, especially our international members. This 2009 Transactions of SME, Vol. 326, contains a total of 73 technical papers (510 pages), including all 23 papers (136 pages) that were published in 2009 in the Technical Papers Section of Mining Engineering magazine (Vol. 61) and all 32 papers (232 pages) that were published in 2009 in Minerals & Metallurgical Processing (Vol. 26). In addition, this volume contains 18 papers (142 pages) that are being published for the first time in this issue. The papers presented in this volume were written by some of the most distinguished professionals in the industry worldwide. All 73 technical papers were peer-reviewed and approved. The process of review and publication requires much hard work by authors, reviewers and publications staff. As the 2009 president of SME and on behalf of our members, I would like to extend our gratitude to all whose efforts contributed to the publication of this volume.

Shallow underground voids resulting from early coal mining and other resource recovery activities over the past several decades are now being recognized as a significant cause of ground subsidence problems. Uncertain knowledge of abandoned coal mines also imposes potential hazards in current mining operations since water inundation or the release of methane gas is a serious hazard when mine excavation operations break into an abandoned mine. Requirements for detecting and mapping subversive man-made tunnels in previous work has led to the development of a surface- operated automatic earth resistivity survey system and associated computer data processing system for military applications. Field demonstration tests of this system have resulted in successful detection of tunnels at depth-to- diameter ratios greater than ten to one. Under the sponsorship of the Bureau of Mines, a similar high-resolution earth resistivity system was designed and constructed for use as a potential means of detecting coal mine workings. The hardware and software aspects of the new system are described together with applications of the method to the survey and mapping of abandoned coal mine workings. Field tests are presented showing the detection of both air-filled and water-filled mine workings.

The Underground Construction Association?s (UCA) 2014 North American Tunneling (NAT) conference is expected to attract about 1,000 tunneling and underground construction professionals. With the theme ?Mission Possible,? attendees from around the world will hear the latest in tunneling and underground construction technology in the two-and-a-half days of technical sessions. The meeting is scheduled for June 24-27 at the JW Marriott Los Angeles Live in Los Angeles, CA. In addition to the technical programming, the accompanying exhibit has attracted 143 exhibitors in 162 booths. And the conference will offer short courses and plenty of social activities that will provide attendees the opportunity to catch up with each other. In addition, a proceedings volume containing all of the 128 papers will be available. An impressive lineup of sponsors will help attendees enjoy the conference. An induction time apparatus has been constructed in the present work which has a sensitivity limit of 100-150 micro-seconds. The basic unit is similar to the one used by Eigeles and Volova (1960) and Trahar (1983), but it operates with a micro-computer and has a greater sensitivity. Using this apparatus, the flotation chemistry of the quartz-amine system has been studied. It has been found that at a given dodecylamminium hydrochloride concentration, the induction time is at a minimum at approximately pH 10.5. At this pH, the collector hydrolizes to form neutral amine and the flotation recovery reaches a maximumy,suggesting that iono-molecular species are the surface-active species responsible for flotation. This finding confirms the earlier conclusions obtained using the surface tension (Somasundaran, 1976; Finch and Smith, 1973) and contact angle (Smith, 1963) techniques. The induction time measurements have also been conducted as a function of particle size, collector concentration, indifferent electrolyte concentration and temperature. The results are compared with flotation data, and the activation energies for the bubble-particle adhesion have been calculated.

Underground testing was carried out by Ingersoll-Rand, Inc., under contract to the Bureau of Mines to determine the effectiveness of a machine-mounted scrubber system for ventilating the face during an extended advance. A continuous miner equipped with an integral flooded-bed dust scrubber system was instrumented with methanometers and Real-time Aerosol Monitor (RAM) dust monitors. Methane and respirable dust data were collected at brattice setbacks of 7.5 m (current operating distance), 10.5 m, and 15 m (blowing ventilation) during production shifts. Results showed that a suitable machine-mounted scrubber system can adequately ventilate the face at brattice setbacks up to 15 m. No deterioration in ventilation performance was observed as brattice setbacks were increased from 7.5 m to 15 m. The scrubber system effectively controlled face methane levels at large setbacks, though respirable dust levels increased as much as 33 pct at the operator's cab at setbacks greater than 7.5 m.

The role of the laboratory is described in relation to the prospecting and exploration of kaolin clays. Test methods used to evaluate crude ore samples of kaolin clay for commercial consideration are reviewed. A background of the kaolin mineral and known means of prospecting this mineral are presented. Common analytical methods are discussed with special emphasis on those in use today.

Reclamation of potentially acid producing coal processing waste requires a 4-foot cover, and/or treatment to allow vegetation establishment. If not planned properly, soil covering alone does not prevent refuse acidification or formation of acid seeps. Adequate neutralization enhancement prior to soil covering can maintain an alkaline environment in the soil refuse interface and prevent acidification. Direct vegetation establishment using only limestone amendment (without soil cover) can successfully reclaim aged and weathered fine (Blurry) and coarse (gob) refuse if adequate neutralization treatment is provided for the oxidized surface zone. Acid seeps, representing an "after-the-fact" verification of an imbalance of acid-base equilibrium may also be corrected using upslope alkaline recharge techniques. Concentrated alkaline recharge pools have been constructed above previously soil covered acid gob at the Peabody Will Scarlet Mine to abate acid seeps. Preliminary monitoring results (1989-1992) from a concentrated alkaline recharge pool demonstration project in the Pit 4 area of the Will Scarlet Mine have documented a 50 to 80 percent reduction in acidity in the principal recharge pool groundwater zone. A 22% reduction in acidity has occurred in the primary seeps located downslope from the alkaline recharge pools. The initial improvements in water quality are seen as a positive indication that groundwater acidity will decrease further and amelioration of the acid seep will continue.

Electrochemical properties of silicate minerals govern their behavior in processes such as flocculation and enhanced oil recovery that can occur at elevated temperatures. Knowledge of these properties as a function of temperature can be helpful in developing an under- standing of the role of these interfacial properties at non-ambient temperatures. Zeta potential of Sodium Kaolinite and quartz has been determined as a function of pH and temperature in this work. Both systems exhibited markedly different behavior at higher temperatures and also exhibited significant hysteresis. Results are examined in terms of possible dissolution of the minerals and surface reactions at different temperatures.

Traditional aggregate sources, that is the riverbeds, the alluvial fans, located relatively close to the developing urban centers are being foreclosed to mining. As the sand and gravel reserves are depleted, those production plants are unable to secure additional adjacent reserves and are being forced to close down. The sand and gravel industry, in many respects, is its own worst enemy. We promote development, we promote the paving of streets, the building of houses, and industrial and commercial centers, and because of economics, we tend to favor those developments located close to our operations. Thus, we encourage development by our neighbors who soon become our detractors. In general, urban development is not compatible with sand and gravel mining. The neighbors don't like the view of the pits or the quarries, they complain about the "dust", about noise, about trucking . . . in general, the neighbors are not happy being close to an aggregate source.

Energy Developments Ltd. (EDL) has developed power plants at two Australian coal mines that featuring 94 gas-fueled Caterpillar G3516 engine/generator sets. They will convert to electricity 145 kt/a (160,000 stpy) of coal-seam methane gas for sale to a local utility. The $100-million project will cut the sites' methane emissions in half, provide a low-cost energy source and offset mine operating costs. The project began in May 1995. It is located at the Appin and Tower longwall underground mines, 80 km (50 miles) south of Sydney in New South Wales. The installation is one of the first to capture coal-seam gas from mine ventilation air and gas drainage systems. Coal- seam gas contains 40% to 60% methane, which fluctuates constantly. The system is expected to convert 578,000 m3/d (20.4 million cu ft/d) of coal-seam gas to 94 MW. It will also reduce greenhouse gas emissions by 3.5 Mt/a (3.8 million stpy) of CO, equivalent emissions. The Appin and Tower mines each produce 2 Mtla (2.2 million stpy) of clean coking coal. They operate around the clock with about 400 workers per site. The mines are owned by BHP Steel, Collieries Division, which will share the revenues from energy sales. The Appin Power Partnership consists of EDL and Lend Lease Development Corp.

INTRODUCTION Located approximately 48 km (30 miles) south of Dallas, Texas, use to be the site of the Superconducting Super Collider. For those of you unfamiliar with the project, this was a multi-billion dollar project taken on by the U.S. Government for the further advancement of technology, medicine, and science. Major components of the project consisted of a Linear Accelerator known as the LINAC; three accelerating rings known as the Low Energy Boosters (LEB), Medium Energy Booster (MEB) and the High Energy Booster (HEB); the East and West Campuses where the Inner Reactor Halls would have been located; and the 87 km (54 mile) main collider tunnel. Unfortunately, this all came to an end on December 6, 1993, with the termination of the project due to the Government's cancellation of funds. This paper will deal with the two of the underground contracts before the termination. These two contracts were the 1122 contract which ran from N25 to N40 and the 1130 contract which ran from N40 to N55. (See figure 1) The 1122 contract was awarded to us in July of 1992 and consisted of the excavation and support of six (6) shaft varying in diameter from 5.5 m (18 feet) to 8 m (26 feet) and ranging from 39.6 m (130 feet) to 61 m (200 feet) deep and the driving of approximately 13,100 m (.43,000 If.) of main collider tunnel. This paper describes laboratory techniques and subsequent results of Bureau of Mines research to produce chlorination-grade feedstock from an abundant, low-grade, domestic, rock ilmenite ore. The research is part of the Bureau-effort to devise technology that may help decrease U.S. dependence on imported raw materials. A rock ilmenite containing about 46 wt pct Ti02 was smelted in an electric arc furnace with coke, woodchips, and Na2C03 to separate most of the iron as pig iron and to form a low-iron, titanium-enriched slag. The slag was ground, pelletized, oxidized, and then sulfated with mixtures of SO2 and air in a continuous 4.5- to 9.1- kg/h apparatus at 1023 to 1223 K. The sulfated slag, containing 60 to 65 pct TiO2, was reground and leached in water at ambient temperature to decrease the combined levels of the troublesome Ca, Mg, and Mn impurities from 7.0 to 1.7 wt pct. At levels of more than 3 wt pct, these impurities contribute to operating and disposal problems, The final product was upgraded to about 84 wt pct TiO2. This material potentially is suitable for chlorination in a fluidized-bed reactor. The most favorable results were achieved with leached slag sulfated at a feedrate of 4.5 kg/h and at temperatures of 1073 to 1123 K.
