Compacted clays are used as permeability barriers in many mineral engineering projects such as heap leaching, containment ponds, tailings disposal and earth dams. Source materials used for clay liners include a wide variety of sand, silt and clay admixtures that exhibit dramatically different engineering properties when densified. The permeability and plastic properties of fine-grained soils are reviewed with respect to the state of compaction as the water content varies. Be-cause they are weak in tension, compacted clays are susceptible to cracking when subjected to differential flexural movements. Designs of compacted clay liners must include an evaluation of their flexibility which is the ability of a fine-grain soil to bend plastically without cracking. This paper will also discuss the importance of flexibility with respect to soil types, compaction effort, failure mechanism and testing evaluation to the performance of clay liners in preventing seepage of pollutants from a containment site.

A packed column jig has been developed for sharp separation of fine particles--150 down to 1 micron--having different densities. The packed jig is a column filled with corrugated packing. A slurry of mixed particles is fed into the middle of the column. Water enters near the bottom of the column as both a steady state and a pulsating flow. The pulsating water sets up a jigging action that interacts with the packing causing the dense particles to sink and exit the bottom of the jig and the lighter particles to rise and exit the top of the packed jig. The result is a sharp, environmentally friendly, gravity separation machine with low operating costs. Grades and recoveries of iron ore exceed that of known devices. Grades as high as 95 percent purity with concomitantly high recoveries are common for iron ore concentration. Low silica, sulfur and phosphate are common. This paper is the first to unveil the packed column jig technology in detail and presents its physical model with performance data. The purification of iron ores and coal is the paper's focus.

According to the scientific views formed by the middle of nineteen seventies there should be no possibility of commercial diamondiferous kimberlites in the north of the west European platform. However a later analysis of the geological data gave rise to the concept that diamond bearing kimberlites would be present in the north but on the mineralogical level they would differ from kimberlites of South Africa and Yakutia. Further investigations resulted in the confirmation of these conclusions and with discovery at the beginning of 1980 of diamond bearing kimberlite pipes in the Arkhangelsk region.

This paper is a brief review of the recent history, and the present status of, of the program designed to develop practical new processes for producing pipeline quality gas from coal. Clean synthetic pipeline-quality gas from coal became a major objective during 1971. Agreement was reached with the American Gas Association, Inc., to cosponsor a $120 million, 4-year program to be funded $80 million by Government and $40 million by American Gas Association. The program was first announced by President Nixon in his Energy Message on June 4, 1971, and a portion of the additional funds needed for the program was approved by the Congress in the December 1971 supplemental budget action. A natural gas shortage has developed in the United States and every indication is that it will worsen. Many transmission and distribution companies have already been forced to curtail sales because of the shortage. Large sums are being committed to systems needed to bring liquefied natural gas from abroad and to plants to manufacture synthetic natural gas from petroleum--also largely imported. On the other hand, there is sufficient domestic coal to supply all of the needed gas through the next century. This accelerated program is designed to provide processes for making gas from coal at costs, including security costs, below the imported alternates. As outlined in the President's Energy Message, OCR and A.G.A. have accelerated the coal gasification program to make it possible to construct and operate a "demonstration plant" (semicommercial size) after 1975. Several processes, in various stages of development as will be described later, are being supported. Concurrently, the overall program will be constantly monitored and evaluated with the assistance of an independent, unbiased contractor. C F Braun of Alhambra, California, was selected for this task and has been actively engaged in it for the last several months. The height of permanent slopes at the Panguna mine of Bougainville Copper Limited will vary from 350 to 950 metres. A few degrees difference in slope angle has a large effect on the ore/waste stripping ratio. Optimum slopes can be achieved if longer batter slopes (exceeding 45m height) are excavated using bulldozers to trim parallel to controlling fracture surfaces. Unnecessary slope flattening by incorporating benches can cost millions of dollars in lost ore. Faults and other major weaknesses, which can result in wedge failure or erodible zones have been treated successfully with shotcrete, rockbolts and cable dowels. To minimize support effort and interference with mine production, early identification and treatment of unstable areas is important.

Introduction The mining industry is perhaps best characterized by the numerous and abnormally high risks associated with the business of mining and by its most basic assets - ore deposits, people and technology. At the most fundamental level, it is the quality and effective utilization of these basic assets that determine a mining company's ability to compete efficiently in the international market place. The gold industry has received much attention in recent years and especially in recent months, for good reason. This commodity serves as an excellent platform for the subsequent discussion of these three basic assets and their role in mining's future. Facets of the gold industry The fate of this noble metal in recent times illustrates some of the various risks associated with the mining industry and the importance of high-quality assets, whether they be ore deposits, people or technologies. The following comments pertaining to the gold industry help place proper focus on subsequent discussions. All monetary amounts given are in US dollars. Throughout 1997, falling gold prices broke record after record: first hitting three-year lows, then a 12-year low in July and finally an 18-year low at year's end. From Jan. 1 through Dec. 31, 1997, the price of gold fell by more than $2.57/g ($80/oz), or some 22%. The decline in gold-mining profitability and stock prices was even more dramatic. At the beginning of 1997, the 20 largest gold producers in North America had a market capitalization of approximately $44.5 billion. At year's end, this market cap had fallen to $26.2 billion, a reduction of 41%. The total market cap of all the world's gold companies fell from $71 billion to $46 billion, a 35% drop (Serwer, 1998). Analyses suggest that, at a spot gold price of $9.65/g ($300/oz), only one, or possibly two, North American gold-producing companies can make money when break-even or "total costs of production" are considered. While strong hedge positions mitigate this situation in the short term, clearly, this is an industry in desperate straits. For example, write-downs for North American producers in 1997 were approximately $2.5 billion. Speculative short positions in 1997 were near historical record highs and generally exceeded long positions by factors of 9:1 or 10:1. Much of this is driven by some US commercial banks, hedge fund managers and commodity speculators who can significantly move gold prices sharply over short periods of time by selling gold they do not own in the expectation they can buy it back at a lower price before they have to deliver. These signifcant short positions are likely to continue as long as central banks are willing to sell or loan gold to financial institutions that in turn make the gold available to speculators who hope to capitalize on price fluctuations. The Far East accounts for approximately 26% of the annual demand for gold. Including India, the region accounts for 43% of total demand. More than 85% of the physical demand for gold is for investment jewelry in Asia and the Middle East. This demand is extraordinarily price sensitive. The fairly recent turmoil in Asian markets and economies, combined with currency devaluations throughout the region, have made gold more expensive (30% to 50% in local currencies) for those peoples most likely to treat gold as a safe investment haven. Higher interest rates also have reduced the amount of money they have to spend on consumer goods such as jewelry. All of these recent Asian events are deflationary in nature. The major problems are identified the high phosphorus content and the fine dissemination or encapsulation of mineral impurities, in, ,the iron bearing minerals, A process which combined extreme fine grinding techniques with magnetizing roasting or flotation separation methods, is suggested. By these methods concentrates assaying 60-61 percent Fe exceeding the widely accepted upper limit of 56 percent Fe set for these ores, were produced with 75-90 percent iron recovery. Moreover it was shown that the phosphorus content of these concentrates could be reduced from 0.25 to 0.03 percent phosphorus by acid leaching. A brief discussion on production costs based on current and future developments in iron ore processing is given.

We define a specialized mineral market as follows: Specialized markets occur where a low volume of a given mineral is used to convey a large benefit to a specific product. Sales of these value added minerals to small markets generally require a different marketing approach than bulk or commodity markets for traditional minerals. Specialized markets are differentiated by several characteristics as listed in Table 1. [Table 1-Characteristics of Specialized Markets 1. Long-term sample evaluation 2. Small volume markets 3. Highly controlled properties 4. Customized specifications 5. Technical selling effort] Many of the specialized markets require long term evaluations before sales can be made. This can vary greatly depending on the type of industry and ultimate end-use of the final product. In some cases, complete evaluations may take from several weeks to years. Length of sample evaluation has no relationship to size of market. That is, the total market may be quite small or fairly large (e.g. from a few hundred pounds to a few million pounds). Uniformity of value added minerals from lot to lot is an extremely important characteristic for these markets. Variations that are of no consequence to one industry (or application) cannot be tolerated in another. This has led to customized specifications and test procedures for specific markets and applications. Because of the greater uniformity and customized specifications, the need for greater technical selling effort is required. This is particularly true in the initial developmental phases and contacts as well as in maintaining the account after the initial order. A small entrepreneurial organization can be used to advantage to achieve goals of sales and profit to these types of markets. The large commodity or bulk producer's sales and marketing organizations are not ordinarily equipped to give the necessary service or technical assistance to the specialized markets. The organization usually required for this type of marketing is given in Table 2. [Table 2- Specialized Marketing Organization Requirements 1. Flexible approach to technical and marketing problems 2. Versatile background in a broad range of industries 3. Laboratory backup when necessary 4. Marketing expertise 5. Technically competent management] In developing specialized markets, a flexible approach to both technical and marketing problems is necessary in understanding the needs and requirements of the industry and the applications involved. This flexibility is also helpful in adapting existing products to new market areas. Having knowledge of a range of industries as broad as possible can be very helpful. It often happens that a product developed in one area or industry can lead to its application in a different area with excellent results. Laboratory assistance for a wide range of tests and test procedures is an important asset in any development program for specialized markets. Laboratories can also assist in competitive evaluations. Marketing expertise and a management with some degree of technical understanding are necessary in to assign proper cost/ benefit ratios to a proposed new product or application of existing products. This is important since the total market volume can be small and the time required for initial contact to first sale can often be lengthy. Also, management's technical and marketing expertise is required in evaluating all possible options that can be considered viable when an application is presented. Once an organization of this type is in place, it is then possible to determine the needs of the marketplace, including when various minerals might have to be customized to fill those needs. There are generally two methods of marketing, as noted in Table 3. [Table 3- Method of Marketing 1. Product Driven -Develop a product with certain desirable properties and try to find a market to utilize those properties. 2. Market Driven -Know market well enough that when a need arises, it is possible to identify a product that will satisfy the need.] These approaches are not mutually exclusive and can be used at the same time. Marketing a value added mineral generally requires the "market driven" approach. Hence, the importance of a knowledgeable management as outlined above. To determine where needs and opportunities exist, several approaches can be used. Table4 lists some of the methods employed.

This paper first discusses the physicochemical cleaning methods used to process fines followed by an analysis of the subprocesses of froth flotation and the adverse effects of slimes and particle oxidation. These subprocesses include the phenomena of interception, contact, adhesion and levitation. Preventive and corrective measures to combat the generation of fines and their effects are suggested. Preventive measures include controlled grinding, limited liberation, flotation at coarser sizes. Means of preventing oxidation and/or removing oxidation products are a1 so discussed. Corrective measure to increase recovery include intensive aeration, aggregation of particles, intensive mixing, increased retention time, and reduction of detachment. Measures leading to improves selectivity involve means to reduce slime coating, achieve selective mineralization of bubbles and minimize entrapment.

The prime movers of the Centralia Project, the surface coal mine and the power plant, private utilities are very aware of public attitudes. They have established and maintain the reputation for leadership in public service and are genuinely concerned that this project initiate the pro-grams and design the hardware to answer the question :What will be the impact of the mine and the plant on the physical environment, i.e., the air, soil and the water." So in the beginning almost as soon as the decision had been made to go ahead with the project, officials of the two private utilities, Washington Water Power and Pacific Power & Light went on record and publicly stated time and again that the overall approach of the Operators would be to do all that was reasonably possible to safeguard the environment. This attitude became part of the thinking of the project planners, part of the design of the power plant and part of the plan for the surface mine. The coal to be mined is from the Skookumchuck formation. The formation is Late Eocene and is made up of poorly consolidated marine and non-marine deposits. The major overburden removal equipment is a bucket-wheel excavator -conveyor system and a 56 yard dragline. Mining of the coal will be done with truck and shovel. The coal is processed, washed and crushed to 1 ¼ " for delivery to the power plant. The muddy water created by the washing process is chemically treated and the solids removed by a thickener-vacuum filter system.

This report describes Koppelman's work to develop the K-Fuel® Series C Process used to dry and stabilize Powder River Basin coal. It also contains summaries of the results of bench-scale and pilot plant tests conducted to prove the Series C Process. The process is being used by the KFx-Thermo Ecotek partnership for a 500,000 ton per year commercial plant that has been constructed near Gillette, Wyoming. The plant is presently undergoing shakedown.

The objective of blending materials in a bedding pile is to reduce the variation in successive samples taken from the materials to be blended. In designing a bedding and reclaiming operation, several mechanisms are available to effect the reduction of variability, or increase in homogeneity, of the materials. These mechanisms can act before stacking, in the stacking process, in reclaiming and after reclaiming. In evaluating alternative methods of stacking and reclaiming, the potential user must judge each method on the basis of certain criteria; the capital cost of the equipment, the allowable absolute variability of the reclaimed product and the effectiveness of blending. Several stacking and reclaiming methods have been tested using a computer simulation. Based on the results of this program, factors were developed to describe the effectiveness of blending for chevron stacking of discrete materials and preblended materials, bucket wheel reclaiming and drum reclaiming. From these factors, the total effectiveness of a combined stacking and reclaiming system can be determined.

A conventional paddle-type mixer and a gravity flow mixing device were evaluated for conditioning of phosphate ore with fatty acid and fuel oil, and for acid scrubbing prior to cationic flotation. Gravity flow mixing required less residence-time, but slightly higher reagent concentrations to achieve recovery levels similar to conventional conditioning. Grade was less sensitive to reagent concentration using the gravity flow mixer. For acid scrubbing, the gravity flow mixer proved equally effective. In this paper, the effect of time, pulp density, reagent concentration, and emulsification on conditioning and acid scrubbing efficiency of the two devices will be discussed.

Geologic constraints on mining and recoverability include the following: coal seams too thin or thick for conventional mining methods; coal seams with insufficient stratigraphic separation; unstable roof or floor strata; discontinuous or lenticular seams; coal seams that have high dips or are intensely faulted; water problems due to proximity of aquifers; and coal quality problems such as excessive sulfur, ash, chlorine, sodium, etc. The demonstrated reserve base for western coal of 220 billion tons is considered misleading as it does not adequately incorporate the above parameters in estimating procedures. Current reserve base estimating procedures involve an abstraction of data from generalized resource estimates. The authors believe the reserve base should be determined independently beginning with well-known deposits, with all mining and recoverability constraints fully incorporated.

Four counties in Indiana--LaPorte, Vigo, Vanderburgh, and Switzerland--have potential for deep underground limestone mining because they are in or are near high population areas and have no surface-minable limestone de- posits. The principal markets are Gary-South Bend, Terre Haute, Evansville, and Cincinnati. Minable seams suitable for aggregate are 120 to 150 meters (400 to 500 feet) below the surface in LaPorte and Vigo Counties, about 90 meters (300 feet) below the surface in Switzerland County, and about 600 meters (2,000 feet) below the surface in Vanderburgh County. Some deposits are also suitable for high-purity uses or for cement raw materials, which enhances their potential for exploitation.

The strongest magnetic roll separator available on the market enhances certain industrial minerals purity to levels not reached previously. Exceptionally strong forces can also be utilized for processing relatively fine particles at feed rates several times greater than for prior art electromagnetic induced roll separators. Since the unique machine does not work with an air-gap, coarser particles than what has been considered practical can be separated at rates up to 20 tph per single machine unit and 40 tph for a double machine unit. Examples for all these three application areas will be given. While the roll separator can be used only for dry processing presently, the other new separator can be used for both wet and dry applications. It is a medium-intensity, high- gradient magnetic separator employing a filamentary matrix. It was primarily developed for recovery of weakly magnetic iron ore fines, but it is finding applications for cleaning of industrial minerals such as wollastonite, calcite, clay and talc. Its main advantage is a simple design resulting in a very lm cost machine both with regards to total capital investment and operation. A significant technical advantage exists also. The metallurgical performance is similar to conventional electromagnetic separators, while the cost per ton is about half of such separators.

The purpose of this paper is to describe an independent study which forecasts Texas coal production, specifically for electric power generation. This study, extending to the year 2000, is justified on the following basis. Texas produces and consumes considerably more electric energy than any other state, has consistently high growth rates in the population and industrial sectors, and has large lignite reserves. Also, since recent forecasts have been criticized as overly optimistic, this study is timely when considering the long lead times required in obtaining new power sources. In the study demand for electric energy was assumed to rest on two dominant factors: 1) overall state of the Texas economy as measured by the Texas Gross State Product (TGSP) and 2) Texas population. Demand models were prepared and tested following a study of several options. A final linear regression demand model with time lags for the two variables was chosen on the basis of good correlations. On the supply side, uncertainties such as impact of nuclear sources, gas-fired cogeneration, and ratio of imported to lignite coal exist. These uncertainties were studied with high and low cases for effects on lignite. Finally a simple supply model was chosen. Results of the study indicate that lignite production in Texas will rise from the current (1984) 40 million tons per year (XTPY) to the range of 77 to 124 MTPY and more probably 100 HTPY in the year 2000.

The rare magnesium-lithium clay mineral hectorite occurs at many places in the McDermitt caldera of Nevada-Oregon. Commercial development of several high purity deposits began in 1986. The hectorite was precipitated in a lake environment formed after collapse of the McDermitt caldera. Hectorite beds and lenses are associated with volcaniclastic sediments, limestones, dolomites, zeolites and locally sandy bentonites. The high purity deposits appear to be associated with hydrothermal areas. The hectorite consists of extremely small flake-shaped crystals, and Ca is the predominant exchangeable ion. Its color ranges from white to light green. Commercial uses developed to date include high brightness magnesium aluminum silicate products, organophilic clays, pulp retention, and ceramics. The MAS is used as a suspending agent, binder, stabilizer and thixotrope in aqueous solutions for cosmetics, household cleaners, pharmaceuticals and miscellaneous industrial applications. Organoclays are used in printing inks and paints.

The U.S. Geological Survey (USGS), in cooperation with the Bureau of Land Management (BLM), Geological Survey of Wyoming, and U.S. Bureau of Mines (USBM), will produce an estimate of the amount of available coal in an area about 55 Ian (35 miles) south of Gillette, Wyo., where the Wyodak coal bed is 8-27 m (25-90 ft) thick. Available coal is coal that actually is accessible for development under current regulatory, land-use, and technologic conditions. Local coal-development considerations include roads, ranches, railroads, pipelines, power lines, wildlife and archaeological sites, alluvial valley floors, cemeteries, and the Hilight oil and gas field and gas plant. Some of these considerations would be mitigated so that surface mining may proceed; others presently preclude mining in their vicinity.

The Environment Weipa is located at 12° south latitude on the west coast of Cape York Peninsula, North Queensland, Australia. The climate is tropical with most of the 1 600 mm. average annual rainfall falling between November and March. During the short winter months (May/ August) the weather is clear and pleasant, with temperatures seldom exceeding 27°C.Throughout the remainder of the year, conditions are frequently oppressive due to consistent high ambient temperatures accompanied by high humidity. The terrain is of low relief, and generally not more than 6 to 10m. above mean sea level adjacent to the coast. The coastline features numerous short estuaries which discharge run-off from the heavy rains collected by creeks and rivers. The whole area is covered by an open forest, the predominant species of which is Eucalyptus tetradonta. These eucalypts have only limited commercial value and are heavily infested with termites. Despite the fact that Weipa is close to the location of the first reported sighting of the Australian coastline by a European (William Janz - 1606), it remains very isolated. There is no developed road or rail connection to centres of population, so that transport of practically all products, personnel and materials to and from Weipa is by sea and air.
