In 1977, Congress enacted Title IV of the Surface Mining Control and Reclamation Act (SMCRA), providing for an "abandoned ml.ne reclamation fund". This fund, taken from a fee collected from operating coal mines, provides capital for the reclamation process. However, given the number and extent of abandoned mine sites in some states, the question of project selection is important. This paper describes a project in progress to create a Management Information System application for project ranking under multiple objectives. The benefit of this project for the need of new environmental control technologies will be discussed.

Common clay is a natural, fine-grained material composed of hydrous aluminum silicates. Shale is a laminated sedimentary rock formed by the consolidation of clay, mud and (or) silt. Government and legislative programs The U.S. Environmental Protection Agency (EPA) invited industry to nominate representatives to a review panel that will help the EPA develop rules to regulate air toxics from the production of brick and structural clay products. The EPA was required to establish a review panel because these regulations will significantly affect small businesses. The regulation of air toxics falls under the Clean Air Act.

The demand placed on the mining industry in the past 15 years for increased production, coupled with lower grade ore and higher cost capital, has resulted in a noticeable increase in grinding mill sizes. The pressure to increase mill size continues. During the mid sixty's and early seventy's, ?larger? conventional ball mills were in the range of 13 - 16-1/2 f t. diameter (4 - 5 m) increasing by the mid 70's to 18 ft. (5.5 m) diameter. At the same time, autogenous mills expanded from 24 - 32 ft. (7.3 - 9.1 m) to the present 34 and 36 ft. (10.b and 11.0 m) diameters. These size pioneers of 16-1/2, 18, and 36 ft. diameter mills from Allis-Chalmers have been free from structural problems, because they were analyzed, modeled, designed, and field tested to meet the challenge.

In the Fall of 1987 The Wellmore Coal division of The United Company installed a fines separation circuit in its #20 plant near Big Rock, Va. The addition of the fines circuit included a bank of classifying cyclones and two flotation units; one a conventional 4 cell, 34 m3 Wemco cell, the other an 2.4 meter diameter by 7.6 meter tall, 28.3 m3 column flotation cell. The new fine coal separation circuit is depicted in Figure 1. The column flotation cell is manufactured by the Deister Concentrator Company, Inc., under the trade name Flotaire. The Deister Flotaire column cell utilizes a counter current flow arrangement and a different means of generating air bubbles than that of conventional mechanical flotation cells found in coal processing plants. Other features include diffusers for additional air supply and a froth washer. This cell is one of the few commercial scale column cells processing coal.

In diesem Kon-text kann dann die Braunkohle die an sie gerichteten Fragen der Ökonomie, der Ökologie und der Sozialverträglichkeit auch mit Hilfe von Indikatoren beantworten.ABSTRACTThe discussion of the sustainability of lignite mining can only be continued successfully if the indus-try acts in a practical manner and demonstrates trustworthiness by responding fairly and reliably to open questions. This includes new and innovative technical solutions as well as the sensitive management of interests. The lignite industry has learned that openness and the constant effort to exchange viewpoints within their environment are all essential elements. The credibility that has been gained over the decades is the foundation on which the lignite industry can build its future. Beyond that a framework of political guidelines is necessary. Public interest in a secure and inex-pensive energy supply that also includes lignite is indispensable. In this context, the lignite industry will then be able to answer the questions which are directed at them and concern the economy, ecology, and social tolerability also by indicators."

Beneficiation of boron minerals by flotation with well defined systems has been very little investigated in the literature. The difficulty arises from the fact that boron minerals cover a spectrum of solubilities. Colemanite, a calcium containing relatively insoluble boron mineral, and borax, a highly soluble boron mineral have been used to exemplify the flotation of boron minerals. The floatability of both minerals using sodium dodecylsulfonate and dodecylamine hydrochloride exhibits considerable differences in their response to flotation. This has been ascribed to variations in the solubilities 0f boron minerals and the presence of the cations in the lattice structure. Flotation tests along with zeta potential measurements are used to elucidate the mechanisms involved in the flotation of boron minerals.

Draglines often work from a position on the active highwall or spoil side bench to remove undisturbed waste material and spoil in the previously mined pit. To protect the dragline crew members and the machine, it is necessary that the highwall remain stable while the dragline is present on the bench. In the past several years, we have been involved in determining the causes for highwall failures that included the dragline. While there have been no injuries and limited dragline damage with these incidents, the potential certainly exists for a more serious outcome. In all cases, the operation had completed a geotechnical study to support the ground control plan and pit designs. However, all these incidents included aspects that would not likely have been identified in studies to determine highwall and spoil designs to support ground control procedures. In general, these events included aspects that were localized and would have been difficult to identify in initial slope stability studies either observationally or during the soil testing and modelling efforts. Although the authors do not have quantitative evidence of this, it does seem there has been an increased number of events in recent years. This may be due to loss of institutional knowledge, mining in more challenging areas, or simply an increase in localized variation. This paper will describe some of the issues we have seen and what the causes of failure were. It becomes clear that avoiding similar incidents in the future requires on-going observation and inspection of active highwalls and spoil benches to try and identify local variability and impact on mining. The information can proactively be used to update stability modeling of any concerning issues to determine likelihood of problems and to develop solutions.

"INTRODUCTION Twin Metals Minnesota (TMM) (operating as a joint venture between Duluth Metals and Antofagasta PLC) assumed control of the property in 2010. Amec became involved with the project in 2011 and in 2012 incorporated additional drilling in order to update historic resource estimates. The Maturi geological model and resource estimate was updated in 2014 to incorporate additional information obtained during 2013 and 2014 drill campaigns. In 2017, Amec was purchased by the Wood Group and is now known as Wood. Geology The Twin Metals Minnesota (TMM) Maturi, Maturi Southwest, Birch Lake, and Spruce Road properties are located in northeastern Minnesota (Figure 1). This talk discussed the Maturi deposit only, although all four deposits share similarities. The following geology is summarized from Peterson and Severson (2002).Maturi lies within the Superior Province of the Canadian Shield which is exposed in central and northeastern Minnesota and extends northward into Ontario. In eastern Minnesota, the Midcontinent Rift System developed during crustal scale extension in the Mesoproterozoic Era. The rift system is traceable, as exposures of mantle-derived tholeiitic to subalkaline mafic lava flows, intrusives, and rift-filling fluvial sedimentary rocks, and in the subsurface as a gravity anomaly (high), from the eastern end of Lake Superior, arcing west across the lake basin, and extending south-southwest to northeastern Kansas. Intrusion of the Duluth Complex, circa 1,108 - 1,099 Ma, was related to rifting and is co-genetic with the North Shore Volcanic Group mafic volcanic rocks that form the hanging wall of the Duluth Complex to the east. Cu-Ni-precious metals (PM) mineralization including Pt, Pd, Au and Ag within the Duluth Complex is hosted by mafic to ultramafic intrusive rocks that are part of the overall intrusive complex. The Duluth Complex is defined as a more or less continuous mass of mafic to felsic plutonic rocks that extends northeastward for more than 170 miles (275 km) in an arcuate fashion from Duluth nearly to Grand Portage in Minnesota. It is bounded by a footwall of Paleoproterozoic sedimentary rocks and Archean granite-greenstone terranes (Peterson and Severson, 2002), and a hanging wall largely of comagmatic anorthosite, rift related flood basalts, and hypabyssal intrusions of the Beaver Bay Complex. Mineralization is hosted in the basal mineralized zone (BMZ) of the South Kawishiwi Intrusion (SKI). The SKI magmas intruded sub-horizontally between hangingwall Anorthositic Series (AN) rocks and footwall granitic rocks of the Neoarchean Giants Range batholith (GRB). The Maturi local geology and the deposit footprint (shaded orange) is shown in Figure 2."

"He?s an SOB, but he's my SOB." Many of us have heard this line in reference to attorneys, and can appreciate the humor. However, the thought reflects a deeper attitude that lawyers should be used for attack purposes in the legal system or the regulatory process. Often, more permitting progress can be made with tact and flexibility than with inflexible, overly aggressive strategies. Usually, administrative hearings or other litigation work to the disadvantage of the applicant. Thus, I have concerns about approaching any permitting system with a hard-line attitude. On the other hand, the project team must always be prepared to defend permit applications and present a legally adequate case at public meetings, administrative hearings, or judicial proceedings. This paper discusses a number of strategies intended to increase the probabilities for successful permitting, whether opposition is informal or highly organized.

During the last decade, many exhaustive studies have been made of process energy requirements for the production of various metals and materials. Some excellent technical papers and text books have resulted, and some of these are included in the bibliography of this paper. These studies were, of course, prompted by the economic pressures which resulted from the beginning of the "Energy Crisis" in 1973. Our intensified consciousness of the cost of energy led, then, to a greatly improved understanding of the energy consumption attributable to individual mining, processing, and refining steps. It is worth noting, however, that an awareness of the cost of energy is not new and that efforts to minimize this cost were an important part of sound mine and plant management practice throughout the earlier days of our industry. One only has to read a few accounts of mining operations around the beginning of this century to develop an appreciation for the cost of supplying wood, coal, fuel oil, or electric power to remote locations.

Many Third World countries of Third World Africa are well-endowed with minerals, especially gold. Political and economic conditions discouraged interest by Western capital for the several decades since colonial rule. Influence from Eastern Block countries has gone and the left wing orientation widely favored by Third World countries has almost disappeared. Under International Monetary Fund influence, these countries now solicit Western finance to expand their industries. Mining is especially encouraged. The paper describes the financing of some recent developments and examines trends and opportunities in some of the more attractive countries.

Problems encountered in barite flotation from various waste materials such as spent drilling muds are likely to be closely connected with the effect of chemical additives and metal ions present either added or present as contaminants, on the flotation. Fuerstenau and Palmer (1976) have studied in detail the adsorption of multivalent cations onto oxide and silicate minerals. It was observed that the adsorption of a multivalent metal species exhibits a sharp pH dependence which is related to the formation of hydroxy complexes of the metal ions in solution. Investigations on the recovery of barite from tailings ponds and mining wastes (Sullivan and Lamot, 1981) have shown that such barite materials can contain large quantities of carbonate and silicate minerals (including clay minerals). Also iron oxide slimes can be present. From these substances cations such as Ca2+, Mg2+, Fe2+ and A13+ can potentially dissolve and be present in the aqueous phase accompanying the various minerals. These ions and their hydrolysis products can have a substantial effect on any subsequent flotation scheme. The present study investigates the effect of the noted ions on both the stability and electrokinetic behavior of barite suspensions.

The intersection of joint sets and excavation planes leads to removable blocks which can be expected to fall or slide. The amount and cost of supports required to stabilize these blocks of excavation are related to the number and dimensions of key blocks, the mechanical properties of joints and the active forces present. In this work, the application of the block theory in the study of the kinematics and stability of removable blocks is investigated considering any number of sliding faces for some Egyptian limestone quarries.

Economic geologists faced with the task of evaluating phosphate rock deposits find it necessary to deal with a unique and a lengthy list of geologic, chemical, and economic factors before they can determine whether the deposit does, or does not, constitute "ore". The underlying fact is that phosphate rock concentrate sells at a price per ton that is among the lowest for all mineral commodities. A recent going price for a standard grade (i.e. 72% BPL) phosphate rock concentrate F.O.B. Tampa is $6.00 per long ton. This compares with sand and gravel's price of about $5.00 and $8.00, respectively, per ton. In the case of many, if not the great majority of mineral deposits, the evaluating geologist needs to concern himself principally with the fundamental and classic considerations of tonnage and grade. Barring some very unusual metallurgical problem any geologist that finds say 50 million tons of 1% copper rock, or substantial tonnages of 0.7% U308 sandstone, pretty well knows he has an ore body! Certainly the evaluation of phosphate rock starts with tonnage and grade. Any rock with less than about 10% P205 in the ground is generally ruled out as ore, on the basis of grade alone. Since nearly all phosphate rock operations must be of the large-tonnage, low-unit-value type, the tonnage of new reserves, to be considered as "ore", ought to be in the 100-million + class. The United States has traditionally been the world's largest producer and net exporter of phosphate rock and related fertilizer products with the exception of rock exports from Morocco. In recent years, however, U.S. producers have faced increasing competition from operations in foreign countries, leaving the future position of the U.S. phosphate .industry as a leader in the world markets somewhat less certain. This paper will review the U.S. phosphate rock industry in relation to its known demonstrated reserves, its historical and present production and export levels, and its future mining potential. The paper will include an analysis of the availability of phosphate rock in the United States represented by cost-tonnage relationships. The U.S. phosphate rock industry has for decades provided raw materials at reasonable costs to the phosphate fertilizer industry, and the fertilizer products have been made available to both domestic and international markets. Natural soils normally contain low quantities of phosphorus, and cultivation exhausts the available phosphorus through the removal of harvested products. Yields diminish, and it becomes necessary to apply phosphorus to the soil in an amount at least sufficient to compensate for removal. Raising the level of phosphorus also permits nitrogen and potash fertilizer nutrients to be effective and sustain the high crop yields necessary to support increasing food demands. In only a few areas of the world are soils, climate, rainfall, and low-cost phosphate fertilizer available to assure high agricultural yields in successive years. One of these areas is the central United States and south central Canada. By contrast, in the Soviet Union, the weather conditions in farming areas frequently cause crops to either bake or drown in the field. To attempt to counter the effect of weather on production, the U.S.S.R. has increased use of fertilizer and equipment in recent years. The effect of fertilizer on various crops has been documented, and in all cases, improvements in yield and plant development were noted, as was the ability of fertilizer to mitigate the effects of unfavorable climatic conditions. Phosphate resources can be classified as either identified or undiscovered. In the identified classification, we are principally concerned with demonstrated phosphate resources, or those that have been measured or indicated. In the southeastern United States, the phosphate mining areas of Florida and the Carolinas have been explored and drilled extensively in attempts to locate new deposits. The exploration programs indicate that another Florida Bone Valley Formation or North Carolina Pamlico River Deposit is unlikely to be discovered in the southeastern U.S. coastal plain. Phosphate rock deposits of commercial interest in the western United States are located in Montana, western Wyoming, northern Utah, and southeastern Idaho. The deposits are in the Permian Phosphoria Formation with most of the mining activity occurring in Idaho. Although substantial demonstrated resources have been identified, recovery costs and the field's isolation from markets have restricted growth of the industry in the west. The phosphate rock deposits in Tennessee are well known, and it is estimated that about 29 million metric tons1 are potentially recoverable. Undiscovered deposits of brown rock in Tennessee would likely be quite small.

The Cienega project, now under construction by Penoles group, is located in the mountains of the State of Durango, Mexico. The gold and silver deposits are found in the 4-km long system of veins, which will be extracted by underground methods. The planned 1000 tpd process plant will contain a countercurrent cyanide circuit for oxide ore and a flotation circuit for sulfide ore. Considerable resources have been devoted to development of infrastructure in the isolated location, as well as for the mitigation of environmental impacts. Startup is scheduled for the third quarter of 1994.

It appears that the tunneling trade is merging into its own renaissance for the decade of the 1970s', and most likely on past the year 2001. Federal interest in underground excavation, and more specifically, rapid excavation expertise has been on the upswing since the latter part of the 1960's, mainly due to the pressing national needs for more raw materials based on the rise for material goods and the projective gloom of possible power shortages. On the pure tunneling side the national needs encompass, in the mainstream of priorities, rapid transportation and water supply excavation as the two top contenders. For instance, the estimates for tunnel mileage for the period 1968-1975 are:(1) Subways---85 miles Urban Highways--- 123 miles Intercity Highways---210 miles Water Supply Routes---528 miles at a total of 946 miles of tunnels. The estimated cumulative underground excavation demand in dollar amounts for the period 1970-1989 are:(1) Construction Oriented Demand--- $35 billions Mining Oriented Demand---$34 billions (which includes the coal-oriented demand on the order of 26 billions.
