This paper presents the latest developments in the flotation model being developed collaboratively between the Julius Kruttschnitt Mineral Research Centre in Brisbane, Australia, and the Mineral Processing Research Unit of the University of Cape Town in South Africa as part of the Australian Minerals Industries Research Association (AMIRA) P9 Project. It includes: - characterisation of flotation cells using the bubble surface area flux, Sb; - relationship of Sb to the overall flotation rate constant; - determination of the froth recovery factor; - evaluation of ore floatability; - modelling of entrainment - development of the Floatability Characterisation Test Rig (FCTR); - use of the model in design and optimization of flotation plants; and - current and future work.

The evolution of pit lake water quality depends on the lithology and hydrologic characteristics of the ultimate pit surface, the availability of buffering capacity in the wall rock vs. oxidizable sulfide content, the alkalinity of recharging groundwater and the evapoconcentrative characteristics of the system. This paper assesses the geochemistry of 11 existing pit lakes, ranging from the acid Red Hill and Berkeley pit lakes (pH 2.6 to 2.8) to the alkaline Yerington pit lake (pH 8.45). Predicted pit lake chemistry is similar to that in existing pits, with long-term chemistry lying on a geochemical continuum between end members that consist of influent calcium bicarbonate groundwater and naturally occurring sulfate-rich evaporate playa lakes.

Over the past few years the rising production costs, shortage of skilled labor, and increased use of lower grade ore bodies have all added justification for the use of on-stream analysis. A rise in the number of on-stream units indicates that this type of assay is now being accepted as a necessity. On-stream analysis is a much more rapid means of obtaining true assays of a flowing product when compared to wet chemistry or "grab" samples dried, briquetted and assayed by x-ray. In contrast, on-stream analysis uses real time samples assayed every 30 seconds while each stream is assayed every 5 to 15 minutes. It is very important not only to know that a change has occurred in the process, but to know what caused the change and how to correct for the change. For example, in a tailing sample the elements of interest comprise between 1% and 10% of the sample. The remainder is water and gangue. Previously the gangue was not assayed nor were the low atomic number elements used for corrections. In addition to the demand for higher accuracies some concentrators were being penalized for excessive Ca or in some cases 5i in their concentrates. This penalty was being imposed by the smelter in order that they could better cope with pollution problems and prolong the life of their furnaces. But until Ca, 5i, and S are measured on-line, nothing can be done about their control. By accurately measuring these light elements on-line, a complete assay is obtained of the total sample providing improved accuracy for the important products. The justification for complete accuracy assays is now even more obvious because they are possible at very 1ittle increased cost and at no increase in analytical time.

Three years ago, the New Britannia Mine started a project to improve productivity of its cyanidation plant. Results indicated that gold dissolution was strongly influenced by sulphide minerals and that the slower gold dissolution rate had a detrimental effect on overall gold recovery. The leaching strategy had to be modified to address this issue. Changes to the leaching circuit proved to be very successful. The first action was to introduce lead nitrate in the leaching circuit. The strategy of addition of lead nitrate was upgraded in three steps. An on-line free cyanide analyser was installed and the strategy of cyanide addition automated. The enhancement of the leaching kinetics have resulted: an 4% increase of gold recovery, from 87.8% in 1996 to 91.9% in 1999, which represents a reduction of 0.17 git Au in the leach residue; an average of 1330 additional extracted gold ounces per year from 1997 to 1999; a 21 % reduction in the cyanide consumption; the shut down of the cyanide destruction plant; and finally a contribution to the 27% reduction in the overall production cost per tonne of ore.($ 3 per ton). The significant increase of the throughput was instrumental in the reduction of the processing cost. In 1999, the improvement of gold recovery represented an additional gross revenue of $c""l.9 Million. The project is discussed in details in this paper.

Mine haul roads degrade rapidly due to extreme loads on suboptimal construction materials. Unmanned aerial vehicles (UAV) are suited to quantify large-area road-network conditions, such as surface roughness, defects and grade to optimize remediation of poor conditions and reduce overall costs. Mine haul roads present unique challenges, such as material type and edge characteristics, to automatic road detection that often fails, requiring manual road input. This research work proposes a new method using the road center determined by the principal curve of a haul truck’s path. Analysis grids were created from this center line. A dense point cloud from UAV photogrammetry was generated and multiple linear regression analysis was conducted on each individual grid. The root-mean-square error in each grid indicates the surface roughness, and the change of slope between grids indicates the road grade inconsistencies. This method was applied to 26 road sections, and the results were validated by images taken from the truck operator’s vantage point. Critical defects were identified including excessive pothole formation, corrugation, depressions retaining water, and narrowing of travel lane. The results demonstrate this is a valid method of road identification and quantification of road defects at a mine site.

Considerable controversy seems to exist over the extent and nature of information that should be provided in design-build type contracts. Much of this controversy may relate to the types of owners, ranging from private industry to state and federal agencies that are implementing design-build. Philosophies for the development of geotechnical information ranges from no information to a thorough investigation approaching that needed for final design. Several recent projects, such as the Channel Tunnel in Europe, Whittier Tunnel in Alaska, Tren Urbano in Puerto Rico, and Sound Transit in Seattle have taken varying approaches to providing and interpreting geotechnical information for bidders. The pros and cons of these various methods are discussed and assessed.

This paper initially was to be on the design, construction and operation of the Lucky Friday mill. However, this subject has been pretty well covered in some of the mining publications in the past few years - specifically Mining Congress Journal for April, 1961 and Mining World for March, 1962- : In order to avoid too much repetition, we decided to present in this paper a comparison of the Lucky Friday mill constructed in 1959, and the Mayflower mill built by us in 1962. During the past three years Hecla Mining Company has constructed two relatively small mills: The Lucky Friday mill at Mullan, Idaho 750 T/day; and the Mayflower mill at Heber, Utah - 450 T/day. These mills were engineered, designed and constructed by Hecla, using principally our own personnel, with very little outside (contractor) labor employed. This paper presents a comparison of some of the interesting features of these mills, and where differences occur, it discusses the reasons for the various differences. It compares such points as the testing program, physical layout of the plant, construction costs, the grinding section, the flotation section, tailings disposal, metallurgy, recovery, grades, operating costs, etc. To help illustrate, and to compare these features, we will project pairs of slides showing each of the two mills. The Clinton administration’s policies toward the environment have the mining industry on the defensive. The president and US Secretary of the Interior Bruce Babbitt continue to bypass Congress in their efforts leave an environmental legacy when they leave office in a year. So the mining industry must take its case to the public. And the public seems willing to listen if the industry is willing to tell its story, according to US Rep. Chris Cannon (R-UT). Cannon was one of the keynote speakers at the105th meeting of the Northwest Mining Association, in Spokane, WA. An 8.5-km (5-mile) conveyor has gone into operation in western Turkey to eco¬nomically transport crushed lignite from the mine area to a power plant. This conveyor has replaced trucks as the principal mode of transporting the lignite. One principal element of Turkish govern¬ment policy is the country's commitment to increase electricity supplies for mining and other industries. Lignite is an important source of electric power supply in Turkey. Production was about 48 Mt (53 million st) in 1987, amounting to more than 20% of the total power supply in Turkey. In the western Anatolia supply network, it plays a major role for power generation. Deposits are located in the Soma region of western Turkey. The lignite is of low quality, deposits are scattered, and the terrain is dif¬ficult and hilly. These conditions demand an economical and technically feasible method of transporting the raw material from mining areas to the central thermal power plant. The Soma power plant is located about 120 km (75 miles) northeast of Izmir, near the coast of Aegean Sea. An overland conveyor of a unique design has gone into commercial operation at the Soma power plant facilities of the Turkish state electricity organization, Türkiye El¬ektrik Kurumu (TEK). The conveyor re¬places truck transport to ensure economical use of the lignite deposits. Computer-aided design (CAD) added more precision, qual¬ity, and flexibility of engineering in design activities. It also helped quick realization of the project that was executed in cooperation with the German company Krupp Industri¬etechnik and the Turkish firm Gama Endüstri AS. Unique features The conveyor includes several major features rarely combined in a single flight: Overland long distance conveyor. • Horizontal curves. -Steep vertical concave and convex curves to match the difficult terrain. Down-hill conveying. Frequency converter drives with vari¬ able belt speed. Generating operation mode to backfeed the energy to the network. Layout The 8.5 km (5 mile) long conveyor takes the -200 mm (-8 in.) lignite from the primary crushing plant located near the mine to the central, final crushing plant located in the stockyard area near the power station. The drive and belt tensioning assemblies are situated near the tail end of the flight. The high voltage switchgear is housed in a room in the primary crushing plant build¬ing upstream from the conveyor flight. Over 100 saprolite samples from Turkey Hill Gold Mine, Lumpkin County, Georgia, were analyzed (-80 mesh) for As, Au, and Sb. Maximum values are 16.2 ppm As, 7.9 ppm Au, and 29.1 ppm Sb. Results show trace element content of saprolite varies with topography: ridge top samples show a pronounced decrease in Au and Sb, and to a lesser degree in As, whereas, slope and valley samples have anomalous Au and Sb concentrations, with no discernable pattern for As. Statistical analysis shows strong correlation between Au and Sb and none between Au and As. This study will serve as a model for gold exploration in deeply weathered terrains with variable relief.

Brazil is a major mineral and metal producer, has magnificent fauna and flora, and superb architecture. In 1693 gold was discovered in Ouro Preto and Brazil produced about half of the world's gold. In 1726 diamond was discovered in the region of Tijuco in the Province of Minas Gerais, 150 km east of Bello Horizonte. The country became independence from Portugal in 1822 as the Brazilian Empire. In 1876, an Englishman succeeded in obtaining from the Amazon region seeds of rubber trees and secretly transferred them to England, where they were planted in the royal gardens at Kew. Some of the seedlings which spouted were sent to Ceylon and Singapore. Thus, began the rubber industry in the East. Today, Brazil is the largest producer of niobium, and produces a large number of other metals. The Mineral Research Center in Rio de Janeiro is the countries main Government establishment for mineral research. The country has been a republic since 1889 with its capital in Brazilia.

The City of Santa Cruz Water Department is replacing the existing Newell Creek Dam inlet/outlet works at Loch Lomond Reservoir in the San Lorenzo Valley. The project will improve the City’s overall operational efficiency, improve system performance, and improve the safety and reliability of storage for the City’s drinking water supply. The project comprises new inlet works* (three new inlets that control and convey flows into and out of the reservoir, and an intake control building), an inlet/outlet tunnel with a 48-inch conduit to convey flows into and out of the reservoir, and a new outlet structure at the toe of the dam. The outlet structure includes a release point for energy dissipation of emergency drawdown flows, a connection to Newell Creek Pipeline, and beneficial releases into Newell Creek. The project also includes a new dam seepage collection and monitoring system and appurtenant structures such as a culvert bridge over the spillway plunge pool to improve access to the new outlet. Notable complex project components include in-water work to connect the new intake shaft pipes to the three new inlets. The project includes one major milestone with a work window regulated by environmental permits that could only be amended/ extended with approvals from those agencies. If not met, the milestone work would have caused significant delays (potentially up to one year) to the project.

In 1973 the percentage of total coal production mined by surface methods in the United States again increased, reflecting a long term trend. Barely three decades ago less than 10 percent of the U.S. coal was produced in this manner. Last year surface coal mines produced 299 million tons, 50.7 percent of our nation's coal. At present there are about 2450 strip mines producing coal in 23 states. While accident rates for surface coal mines are less than underground coal mining rates, surface coal mining is certainly one of the more hazardous occupations. Figure 1 shows the injury rates (fatal and non-fatal accidents) of major U.S. industries. Note that surface coal mining is more hazardous than all other industries except contract construction. Accident rates are about the same as the contract construction industry which uses similar equipment. A limited amount of detailed data was available on elements of surface coal mining jobs and this lack of compiled information made it difficult to assess the significance of the conditions contributing to accidents and to make recommendations that would reduce accident frequency. Therefore as part of the Bureau of Mines continuing research efforts related to the health and safety of the coal miner, a contract was awarded to Theodore Barry and Associates of Los Angeles to conduct an "Industrial Engineering Study of Hazards Associated with Surface Coal Mines."

"INTRODUCTION “Explosion protection” refers to techniques used to minimize the potential for electrical and electronic equipment to create an ignition while operating in a hazardous location (HAZLOC). In particular, U.S. coal mines are required to use equipment in certain areas of the mine that has been approved by the Mine Safety and Health Administration (MSHA) for use in a methane and coal dust environment to limit the risk of the equipment creating an ignition-capable spark or a thermal energy ignition. In general, MSHA’s regulations for explosion protection recognize two techniques: the use of explosion-proof enclosures (XP boxes) and 2-fault intrinsic safety for electrical and electronic equipment. For 2-fault intrinsically safe (IS) equipment, the U.S. mining industry requirements are unique in that the equipment is certified by MSHA. The criteria MSHA uses to evaluate equipment for intrinsic safety, as required by Title 30 of the Code of Federal Regulations (30 CFR) [30 CFR, Sections18.20(b), 18.68(a)(1), 19.1(b), 20.1(c)(2), 22.6, 23.6, and 27.20(a)], is published in a document referred to as ACRI2001 (1). Outside of U.S. underground mining, many industries and countries accept equipment that is designed to a consensus-based international standard (ANSI/ISA 60079-11 is the U.S. version). The purpose of this study is to provide an overall assessment of the ANSI/ISA 60079-11 standard on 2-fault intrinsic safety and the MSHA ACRI2001 acceptance criteria, and determine if the ANSI/ISA document can be an alternative to ACRI2001 while maintaining an equivalent or better level of safety for miners. There are many drivers for this study. First, immediately after the 2006 MINER Act (2) was passed, there was a perception in the industry that the unique MSHA requirements were contributing to delays or restricting the availability of equipment to meet the requirements of the Act. Additionally, the MINER Act required that mine operators submit an accident response plan for MSHA approval, to be reviewed every six months. MSHA is required to determine if these plans reflect the most recent credible scientific research and make use of currently commercially available technology. There is a concern, as expressed in a recent National Academy of Science (NAS) study (3), that the unique requirements for U.S. mining may be limiting the technologies available to coal miners and technology options for mine operators. Accordingly, the study recommended that the National Institute for Occupational Safety and Health (NIOSH) and MSHA re-examine their technology approval and certification processes to ensure they are not deterring innovation, and explore opportunities to cooperate with other international approval organizations to harmonize U.S. and international standards without compromising safety. Lastly, the National Technology Transfer Act (NTTA) and the accompanying Office of Management and Budget’s OMB-119 circular mandate the use of consensus-based standards by federal agencies. However, for U.S. mining operations, MSHA cannot accept such standards unless a determination is made that such standards provide an equivalent level of protection for the miner, per the requirements of the 1977 Mine Act, the 2006 MINER Act, and 30 CFR Part 18 regulations."

This report is based on existing reports and recently gathered field data. It discusses mineral resource potential of Tertiary playas in the Fort Irwin region. An estimated 1.3 million tons of measured salt "reserves", and 20 million tons of indicated salt resources, have been identified north of the fort. Other indicated resources include 300,000 tons of celestite, 800,000 tons of gypsum, and 10 million tons of selenite. Zeolitic tuff was mined south of Fort Irwin from 1978 to 1984, and unexplored occurrences are widespread. Calcium-bentonite is mined near Barstow, and more may exist, including valuable sodium-and lithium-based bentonites.

A mine fire is one of the most challenging safety issues facing a mine operator and can occur at any location underground. The National Institute for Occupational Safety and Health (NIOSH) and the Twentymile Coal Mine, CO, conducted in-mine experiments to determine the capability of high-expansion foam for addressing underground fires. The tests were conducted in sloping entries with high-capacity diesel-powered foam generators. The following results were observed: a well-designed, maintained and properly operated high-expansion foam generator can propagate a foam plug hundreds of feet in steep upward-sloping (20%) multiple entries against a ventilation pressure; stoppings and partitions designed to contain the foam plug in upward-sloping entries must be substantially constructed; and the predicted quantity of foam concentrate can be significantly less than the actual amount used, due to foam losses, such as bubble breakage on dry surfaces. This paper describes the production of high-expansion firefighting foam and discusses the in-mine experimental tests and results.

The cost of equipment maintenance is the largest single expense at many mines and processing plants. It is not unusual for a maintenance and repair budget to be larger than 50% of the punt's total budget. Generally, in the mining industry, 400-60% of the work force in a plant reports to the maintenance department. Studies have shown that many plant maintenance workers are only 33 to 40% productive, working 2.6 to 3.7 hours of every 8-hour day. In recent years, many companies have begun to recognize that- productivity improvements and cost reductions can he achieved by upgrading maintenance methods. This paper discusses ten common causes of low maintenance productivity and how recent advancements in computing technology can be utilized to address these causes for low productivity.

State and federal regulations require that surface mine overburden be investigated in advance of mining for naturally occurring earth materials that are detrimental to animal and plant life or to uses of water. Proper identification of these toxic materials is necessary to permit development of environmentally sound reclamation programs. Intensified use of present laboratory methods to meet anticipated testing demands would be both costly and time consuming. This paper discusses the desirability of and general requirements for a geophysical system capable of locating toxic zones in the overburden of surface mineable lands of the Northern Great Plains Coal Province. The paper (1) identifies the types and character of naturally occurring overburden substances that must be investigated in advance of mining, (2) discusses the economic justification for development of a geophysical system to replace or to complement conventional laboratory test methods, and (3) discusses the potential applicability of downhole geophysical methods to overburden analysis.

Mining is likely to be targeted by The United States Environmental Protection Agency (“EPA”) as one of its key enforcement targets for fiscal year 2002-2003. Identifying the mining industry as an enforcement target, coupled with an increase in enforcement activity in recent years, places each mining operation at increased risk of receiving enforcement attention. A properly developed and implemented Environmental Management System (“EMS”) tailored for your operation is invaluable in reducing the risk of incurring liability for non-compliance. At the heart of an effective EMS is an audit program that checks the company’s compliance with environmental requirements. In addition, audit privilege (in select states), voluntary self-disclosure, and the attorney-client privilege serve as very effective tools for managing those liabilities that may arise during auditing a well-developed program. Of course, these latter tools are effective only if the auditing program is properly structured and properly managed. EPA and some states also provide varying degrees of immunity for environmental violations that are voluntarily disclosed in writing by the company. However, self-disclosure laws and policies typically prescribe stringent requirements for parties seeking to take advantage of them. For example: U.S. EPA has recently extended the time period in which to provide full written self-disclosure to 21 days. However, U.S. EPA’s revised Self-Disclosure guidance also addresses when a company obtains knowledge of a violation for purposes of triggering the 21-day clock and specifically extends the knowledge requirement to include the company’s agents and consultants. This expansion increases the difficulty companies may have in clearly defining and managing when they obtained knowledge. Zoning is the legal means by which land use can be controlled. Although zoning laws have historically been quick to prevent quarrying, one is hard pressed to find zoning ordinances which specifically state that land should be used (or held in reserve) for quarrying and prevent other uses such as recreation, housing, etc. This situation is especially true when the mineral to be quarried has a low intrinsic value such as sand, gravel, and crushed stone. The chance of a gold mine surviving urban sprawl is probably considerably greater than that of a sand and gravel pit, even though it is possible that the dollar value of the sand and gravel' would exceed that of the gold mine. The research reported herein was concerned with two major topics: to delineate the real costs associated with the non-protection of our construction aggregate resources (growth minerals) and to develop a computer simulation model which would aid planners in making economically sound decisions. This paper describes the problems faced by the mineral aggregate industry and discusses the role of computer simulation in planning problems. It briefly describes a simulation model which has been developed and previously reported12 and discusses the results of a pilot study conducted on the Tri-City area (Albany, Schenectady, and Troy, New York). 3
