Clearly there is a tremendous need for assistance in Eastern Europe since most industries must undergo major restructuring. The new governments face many dilemmas, the first task being to establish an order of priorities to deal with the numerous problems at hand. Issues such as the standard of living take low priority compared with market economy and ecological problems. The concept of a Comecon market is now virtually non-existent and trade in roubles ceased from 1991. From this time onwards countries were obliged to trade using free market prices. Governments must also avoid the economic mistakes of countries such as Poland with its high devaluation and lack of economic control and, if possible, contain inflation and unemployment. The privatization of Eastern European enterprises raises considerable difficulties, particularly for large corporations, employing anywhere from 50-100,000 people, which played a major role in the national economy. Whichever method is selected, however, still has to overcome the problem of lack of capital and evaluating the national property. For example, earnings represent only a small percentage of the value of these national industries and thus cannot convert to private ownership without foreign capital investment, either direct or as joint venture capital.

The Mineral Economics and Management Society (MEMS) held its fifth annual conference in Montreal, Quebec, Canada earlier this year. “The Minerals Industry: Responding to the Global Challenge” was the first MEMS conference to be held outside of the United States. About 125 mining- and minerals-related professionals attended. The MEMS program included six sessions and three distinguished speaker addresses. The session topics included: “Minerals in the Macro economy: Development in Demand,” “Trends in Global Metals Supply: The Producers’ Challenge,” “Global Environmental Issues: Policy Perspectives,” “Global Environmental Issues: Quantitative Analysis” and “Minerals in the CIS: Phoenix or Albatross?” A student session was also offered. It provided a competition for monetary awards for outstanding papers.

Predictions of delayed environmental impacts from mining—degradation that won’t begin for hundreds of years, but will then continue for thousands—present new permitting challenges. Examples include evaporative concentration in pit lakes, which can eventually cause metals concentrations to exceed human and wildlife toxicity standards, and delayed degradation of groundwater by slow moisture percolation through acid-generating tailings and waste rock. Given the time-value of money, the present worth of such delayed impacts is insignificant, yet they are unacceptable undercurrent laws and cultural values. Long-term financial set-asides offer a possible solution, first funding infrequent, long-term monitoring, followed by more expensive mitigation when the set-aside has matured.

Control of the environment is as old as mining. Engineers have always had to consider how best to deal with the surface, and the character of the surface environment always affects mining method in some way. However, if the relationship of the mine to the environment is old, today's approach is new. For one thing, land, air and water formerly could be viewed simply as obstacles to be overcome or resources to be utilized to win ore at the lowest possible cost. Now we have come to realize that these nonmineral components of the environment also are highly valuable. For another thing, environ- mental protection has become a public policy issue. Again, a special public interest in land and land use is old. From the firs(, the crown claimed extra rights in valuable minerals, and to this day a multitude of laws and regulations control-and tax-land use in every country. What is new is the detailed public attention bring given to waste management practices, whether these wastes be in the form of solids, liquids or gases, and regardless of where in the environment they appear. (It is convenient to lump all mining environmental problems, including hank fires and subsidence, together under the term "waste management," for in effect that is what they are.) As a result of these changes, the mining engineer must consider that lie is dealing with two productive resources the minerals and the remainder of the environment-and he must expect that lie will be judged not only on his efficiency in recovering the one but also on his effectiveness in protecting the other. Further, in seeking to protect the environment, the modern mining-environmental engineer has a dual role. First, there is the obvious task of finding better ways for industry to cope with waste-management problems in actual operations. Second, there is the less obvious but equally important task of helping formulate appropriate public policy objectives for the environment. Throughout; the section it is assumed that mining is an acceptable land use for the tracts under consideration. The question of whether mining will be permitted at all on these tracts is a further public-policy issue, ultimately to be resolved politically and thus, since it is beyond the scope of engineering, is not a subject that can be usefully discussed in a mining handbook. Finally, none of the statements in the section are predicated on the assumption that required waste-management measures will be privately profitable in the conventional sense. Indeed, the reverse is more likely to be the case-at least if accounts are kept so as to include all appreciable costs and a normal rate of return on investment in waste-disposal and reclamation equipment.',',' However, it is clear that improved waste management will be required of mining firms and that, to a considerable although undetermined degree, this expenditure is in the best long-run interest of both public and industry. The several studies that have attempted to quantify the impact of mining on the environment are admittedly rough but still provide enough information to indicate that there is a big job to be done. "Civil design has changed in many ways using BIM (Building Information Modelling) technology in its most recent form. Such a technological breakthrough has not been successful so far in traditional oriented Engineering Geology, except in the Mining and oil exploration markets with budgets on much different scales. The fact is that paper, pencil and hand drawn sketches are still state of the art and a perfectly acceptable way of producing subjective geological interpretations.Using the technology available, we have developed a set of procedures and techniques to combine the latest surveying and remote sensing technology, GIS based tools to manage large data sets and BIM modelling techniques in a 3D geological environment.To demonstrate the concept, the forthcoming Karavanke tunnel project (Slovenia) has been chosen for testing techniques. The project, with its rich documentation from previous phases and new data available, represented a good basis for testing the possibility of digitizing geological data while communicating with Leapfrog Geo 3D modelling algorithms. This type of procedure would then allow engineers at the construction site to use the 3D model for prognosis and evaluation, while upgrading it daily with new information.INTRODUCTIONThe Karavanke tunnel crosses the mountain range on the border between Slovenia and Austria. As the geology is very complex due to its imbricate fan structure, a series of geological – geotechnical and hydrogeological investigations have been performed since the 1970s, resulting in extensive project documentation. The construction of the 7864 m long single-tube two-lane tunnel took place in the late 1980s. Currently, the tunnel represents a critical point on Pan-European Transport Corridor X (Salzburg, Austria – Thessaloniki, Greece), with insufficient safety measures. The need for improved traffic flow and enhanced road safety led the Slovenian government in 2013 to a decision to continue with activities regarding the construction of the second tunnel tube 70 m east of the existing tunnel.The extensive project documentation from previous investigation phases and construction of a new tunnel tube presented a good base for a pilot project, in order to test the emerging new technologies for data acquisition, processing and analysis in a 3D environment. Several products are available on the market for data acquisition and 3D geological modelling, but only a few can be applied in the civil design, as well. Developing a standard format and procedure for implementing the 3D geological model using new remote sensing techniques, 3D geological modelling tools, such as Leapfrog Geo and BIM (Building Information Modelling) modelling techniques would move the Engineering Geology, Geotechnics and Tunneling to a more advanced level. 3D modelling tools would therefore not only be used as a visualization tool, but would also contribute to in a more efficient communication and workflow between the professionals involved in the project."

Synfuels development in the upper Colorado River basin and the population growth attendant with such development demand sizeable quantities of water. Unfortunately, the water supply in the basin is limited and such limitation may impose a significant constraint on the development of the West's abundant energy resources. Although the water for the synfuels development will be governed by the law of prior appropriation adopted in the upper basin states, the authors point out that an apparently senior water right .my not deliver a firm supply of water. The federal and Indian Reserved Water Rights Doctrine, the Colorado River Compacts the Doctrine of Equitable Apportionment, and the federal and state environmental laws can all severely diminish the value of any given water right and the synfuels industry should take care to evaluate these factors in acquiring its water.

Case studies abundantly demonstrate that properties with viable mineralization and *proven reserves have been overlooked, forgotten. or ignored and can be rediscovered by inexpensive literature search techniques Areal studies s as WaIlaby Enterprises Mining District Data Base Program appear to be more effective than traditional commodity studies. The success of such studies depends on the inclusion of Mineral Clairant Questionnaire Data, Mineral Ownership Data, Field Examination Data and the continual updating of all information. Such studies are valuable for proposed or existing Wilderness Area Evaluations.

In 2002 the Freeport-McMoRan Technology Center undertook research to develop a lower-cost alternative to guar for cathode smoothing in copper electrowinning. The work was conducted at the Technology Center?s SXEW Test Facility located in Morenci, Arizona. Bench-scale copper electrowinning cells were designed and implemented to screen a number of potential polymers for cathode smoothing. These included modified polysaccharide polymers that were nonionic, cationic, and anionic in nature.

Crushed stone operations have become more difficult due to rising costs of labor and equipment, with the consequent reduction in profit margins. Competition from other operators and the encroachment of vertically integrated companies place severe restrictions on available markets. The seasonal demand for stone precludes any definite production level, and changes in productivity have to be accommodated. These influence profitability, and therefore production plans must be continuously adjusted to keep pace with rapidly changing conditions. The basic problem of stone companies seeking to maximize profits is one of balancing stone production costs, costs of inventory holding and stock-piling, marketing costs and any other charges accruing over time against the selling price of stone. Because of high peak demands, slack period production must be stored and then distributed to supplement peak period production. For a multi-plant operation, there is a need to evaluate at the same time the interaction between the plants and the various marketing sectors. In a multi-plant operation with different production capacities and production costs, stone producers are interested in the answers to the following questions: 1. How much stone should be produced at each plant in each time period? 2. What should be the optimum stone shipment from each plant to each market? 3. What are the effects on net returns and shipping plans, if production capacities are altered at the plants? These questions have many different answers that, will satisfy demands. From the point of production scheduling, the minimum production cost may be the objective. From the inventory standpoint, the best solution will be to synchronize production with sales. However, when the transportation of stone is also considered, the desired end is to achieve that delivered cost which maximizes the company f s net return. Homestake Mining Company has developed an estimating model, based on other closed projects, to audit and prepare new estimating plans. The results of recent closure audits reveal that the original budgets were often insufficient to cover the present expected expenses. Some of the major areas where technical challenges and costs are increasing include heap leach pile detoxification and rinsing, tailings dam closure, water management and treatment, abatement of contaminated soils, and many others. Risk and sensitivity analysis of each category will develop a level of confidence in the estimate and allow management to focus on the pertinent issues. Periodic audits of closure plans and costs throughout the life of mine serves to focus management attention on the complete costs of production. This will result in improved overall planning and management, and reduce the number of missed opportunities for savings.

Simulation and modeling is powerful tool to analyze real time data and can be used to analyze different scenarios using appropriate software that may reduce need of infield data collection process and can predict reasonably accurate results. In this paper the real time data of a mine is used to simulate and model the stresses on the pillars and evaluate the pillar strength and safety factor. The material properties assigned to the model are obtained by testing the representative samples taken from the selected locations of the mine. The mine under investigation has 50 ft wide pillars and 50 ft wide rooms under an average overburden of 650 feet. The effect of reduced pillar dimensions and increased roof span on overall stability of mine and extraction ratio is analyzed using LaModel [1] software. The predicted results of the reducing pillar size are analyzed to compares the current mining practices with the optimized room and pillar size to get better extraction ratio without comprising the safety.

Our industry has developed to the skilled, experienced and productive industry that we now enjoy as a result of the visions of great engineers throughout history, but, in particular for their visions in the last 1 centuries. Unfortunately for our forefathers, the technology lagged so far behind that these exceptional visions could not be realized for decades, sometimes for a century. All that has changed in recent time and many bold and visionary projects can now be constructed and operated because of dramatic advances in technology. Before, say, 1950, tunnel technology developed very slowly. However, technology is now developing at such a fast rate that planners and decision makers are challenged to stay ahead. Moreover, new technology will develop during the lifetime of any project that can dramatically improve under-ground space projects. One of the best examples of this technological advancement is that of closed-face TBMs which now make tunneling feasible in previously impossible ground conditions. Since it usually takes a decade or more to plan, overcome environmental and political issues, construct, and put into service major projects, planners and designers are challenged by the changes in technology that occurs during the long time span of planning and construction. This is particularly true of large infrastructure projects such as transportation, water and wastewater systems and other major underground schemes. Also, since the serviceable life of many of these tunnels is often over one century, planners must consider not only lessons learned from the past but also what new concepts and innovations may develop over an extremely long time. These and other issues create a great challenge to planners and illustrate the great importance of careful but creative vision and flexibility during planning of long-term tunnel and underground space projects.

Suggestions have been made that the appraisal of mining assets using discounted cash flow techniques should be based solely on proven and probable reserves in reliance upon the widespread international recognition of uniform resource definitions. Following a review of general accepted valuation principles, a survey of the literature and, most importantly, a review of real transactions in the open market, it is clear that valuators should not be constrained by the growing acceptance of modern mineral resource codes. On the contrary, valuation practitioners should be encouraged to examine all classes of mineralization and, after making due allowance for risk, to utilize all mineral resources as a basis for determining fair market value.

Ammonia, the principal source of fixed nitrogen, was produced by 16 companies at 31 plants in the United States during 2003. Fifty-five percent of U.S. ammonia production capacity was centered in Louisiana, Oklahoma and Texas because of their large reserves of natural gas, the dominant domestic feedstock. Production In 2004, U.S. producers operated at about 59 percent of their rated capacity. The United States remained the world’s second largest ammonia producer and consumer following China. Urea, ammonium nitrate, ammonium phosphates, nitric acid and ammonium sulfate were the major derivatives of ammonia in the United States, in descending order of importance.

Bacterial populations play an active role in mineral weathering in subsurface and near-surface environments e.g., supergene enrichment of Cu at Morenci, AZ. An invitro bacterial biofilm model was used to examine the interaction between Sporosarcina ureae and ionic gold(which is toxic) or amino acid-gold complexes in gold mobility. The immobilization of ionic gold was between80-90% for 1 week but as the available, cellular reactive sites became saturated immobilization decreased to 14%within 2 weeks. In the asparagine-gold system, gold immobilization occurred at a high rate (80-90%)throughout the experiment with limited toxicity towards Sporosarcina ureae.

Creating projects to reach a goal is not new to American industry. In fact, all major construction projects, from skyscrapers to bridges, are completed using similar project management techniques. However, modern project management is relatively new. It was not formalized until 1962, when NASA and the US Department of Defense recognized the need to develop uniform project management procedures throughout the aerospace industry (Moder, Phillips and Davis, 1983). This management method was not introduced to the mining industry until the early 1970s (Britton, 1983). Project management typically follows an organized, four-stage process —definition, planning, implementation and control.

As in other industries, companies engaged in mining and extraction use and develop intellectual property (?IP?) in the form of new technologies or production processes. The development of IP assets in mining may occur as a byproduct of ongoing operations, or result from investment in dedicated R&D efforts. New technology may lower costs, increase quality of output, and/or increase operational efficiency or safety. Key business questions with respect to any new technology are how best to use IP assets, how to protect them and how to derive value from them. IP assets can provide a competitive advantage to a developing firm that uses the technology to improve its operating results. The developing firm can preclude others from using the technology if it believes that is the best way to exploit the technology?s value. Or, it can be shared with others taking care to ensure rights are maintained, thereby generating royalty income or strategic value through cross licensing or other business relationships. Either way, in order to fully realize the maximum economic benefit, innovators must protect the IP assets and control their dissemination.

U. S. consumption of sulfur and sulfur products is expected to increase at a rate of 8 percent per year between now and 1980, largely as a result of their use in fertilizer markets. World consumption is also increasing rapidly, but at a-lower rate, about 6-percent per year. In 1965, sulfur recovered in the United States from purification of natural gas; nearly doubled from the 1956-1960 average; production from pyrites declined; and production of elemental sulfur increased 15 percent. Concern about air pollution resulting from sulfur oxides produced from the combustion of fossil fuel has lead to intensive research on methods of removal before combustion, during combustion (in-process methods), and from the resulting flue gases. If all the sulfur in fossill fuels were recovered, more sulfur products would be produced than were consumed in the United States in 1965. Removal of sulfur from coal before combustion could result in a product sufficiently-high in sulfur to be a suitable raw material for sulfuric acid manufacture. In-process methods produce solid sulfates, some of which may have commercial value. Flue gas removal' methods for sulfur oxidest generally result in the production of a byproduct either of sulfuric acid or sulfur. The projected sale of these materials significantly lowers the anticipated cost of sulfur dioxides pollution abatement. Alternate methods for sulfur dioxide reduction are discussed. The various proposed processes are described and costs are given for the various methods for which estimates have been made.
