Mineral property valuations to be used for Canadian securities regulatory purposes must comply with CIMVal1. The technical basis for a CIMVal report is the same as that required for a technical report that complies with NI 43-1012. NI 43-101 describes the content to be covered in a technical report, while also covering other requirements, one of which is that the report should be based on a property visit. CIMVal is based on five tenets that the valuator must follow: ? Materiality. ? Independence. ? Transparency. ? Competence. ? Reasonableness. Upon its adoption by CIM Council in 2003, it was hoped that the new CIMVal code would be adopted without change by the several Canadian regulators.

The Boliden Aitik concentrator in Sweden processes 2,000 tph of low grade copper ore. The plant consists of five grinding lines feeding four bulk flotation banks with a scavenger concentrate regrind mill, and a column cleaner circuit with a regrind mill. The authors installed a model-based expert, optimizing control system to maximize copper recovery in the bulk flotation circuit while maintaining an appropriate copper grade in the cleaner feed. The optimizing control system uses on-line assays and calculates and implements set points for cell pulp levels, air rates and reagent addition rates. It combines the power of a dynamic population balance model which estimates mineral liberation in each stream, an optimizer which computes appropriate set points and a rule-based module which implements the strategy. The benefits have been evaluated over three months. The model-based expert, optimizing control system generates a measurable increase in copper recovery, around 0.5 per cent and an optimized bulk concentrate grade. When originally accepting the assignment, the Client had described the property as vacant land. A prior appraisal was later discovered and revealed that the property included a mineral rights appraisal. Further research disclosed an old dispute with a court ruling based on testimony by AIMA-certified experts. The present appraisal was therefore based on data from findings of the court with a fresh look at discount rate, absorption period, and residual land value. Fortuitously, the property subsequently sold on the market, while meeting all criteria for Fair Market Value. This provided insight into a market-based discount rate. Also, the absorption period could be adjusted in accordance with the current market conditions. The residual land value was minimal (based on comparable sales and projecting trends in market) as the property was affected by a flood zone and the surrounding development was sparse. PROPERTY HISTORY: A GREAT INVESTMENT Briefly, the subject property is located in the floodplain region of the San Jacinto River, a short river in southeastern Texas that flows into Galveston Bay, filled with sand and gravel. This location is on the north side of Houston, north of Beltway 8 on the east side of I-59.

Mineral Development Agreements (MDA?s) are a cooperative mechanism in Canada by which the federal and individual provincial governments can coordinate their scientific, techno- logical and market development resources in order to implement measures designed to stimulate mineral exploration and development by the private sector; the objective, ultimately, being to increase the mineral industry?s contribution to provincial economies. In the latest round of MDA?s, which was initiated in 1984, a significant number of planned activities relate to industrial minerals. This paper will describe the nature and importance of MDA's in Canada and will outline the wide range of activities taking place with respect to industrial minerals.

Mine fires and/or explosions continue to occur. While these are unusual events, they comprise emergency situations. Whenever one of these events occurs, the Mine Safety and Health Administration (MSHA) responds with specially trained teams, mine fire experts, sophisticated scientific instrumentation, and trained instrument operators. In order to analyze mine air samples on-site, because time is of the essence, MSHA has a Mobile Gas Laboratory. The laboratory, which is stored near Pittsburgh, is totally self-contained. Sending air samples to a laboratory would take too long. Mine fire experts need the results of the latest analyses as soon as they are finished. The mobile laboratory is housed in the box of a diesel truck. Benches line both sides of the laboratory. Gas chromatographs are mounted on the benches. There is sufficient bench space for multiple bench top gas chromatographs. These instruments and their controllers are shock and vibration isolated to protect them during transit. The mobile laboratory can operate using on board diesel generators or line power. An uninterrupted power supply (UPS) supplies power to the instruments while switching from generator to line power or visa versa. Therefore, analysis of samples can proceed without interruption if a power failure would occur. In the rear of the mobile laboratory are racks that hold compressed gas cylinders. These cylinders contain carrier gas and compressed air. An air compressor is housed under the laboratory to operate the gas chromatograph actuators. Within several hours after arriving at a mine the instruments have stabilized and have been calibrated. The mobile laboratory is ready to begin analyzing air samples. The mobile laboratory has proved itself at many mine fires and explosions since its purchase.

"The Kittilä underground mine in northern Finland is extracting one of the largest known gold deposits in Europe. Kittilä achieved commercial production on May 1, 2009, becoming Agnico Eagle’s first mine to open outside of Canada. The Kittilä orebodies were initially mined from two openpits – Suuri and Roura – and underground operations were added in October 2010. The pits were mined out in November 2012, so mining is now entirely underground in the Suuri and Roura deposits. Additional, small openpits will mine any remaining near-surface reserves in the future.The Kittilä Mine is located in the Lapland region of northern Finland, approximately 900 km (560 miles) north of Helsinki and 150 km (93 miles) north of the Arctic Circle. With a mine life estimated through 2034, Kittilä is Agnico’s longest-life mine.The mine’s proven and probable reserves contain 32 Mt (4.7 million oz) at 4.6 g/t (0.13 oz/ st) gold. Ore has been mined from underground since 2010. The original 3 kt/d (3,300 stpd) operation underwent an expansion project to increase the throughput capacity of the mill by 1 kt/d (1,100 stpd), starting by the end of 2014.The region around the Kittilä Mine is underlain by mafic volcanic and sedimentary rocks of the Kittilä Greenstone Belt oriented nearly vertical. This greenstone belt is similar to those hosting Agnico Eagle’s Canadian deposits in Quebec’s Abitibi region and Nunavut. At the contact point between ironrich and magnesium-rich rocks lies a 100- to 200- m (330- to 660-ft) thick structural zone known as the Suurikuusikko Trend. This trend hosts the Kittilä deposit, where multiple mineralized zones have been traced over a strike length of more than 25 km (15 miles).Most of Agnico Eagle’s work has focused on a 4.5-km (2-mile) segment of the Suurikuusikko Trend that hosts the five main zones of the known gold reserves and resources. From south to north they are: Ketola, Etela, Suuri, Roura and Rimpi.The ore at the Kittilä Mine is refractory, making gold extraction relatively difficult because the gold is generally locked inside the two main sulfide minerals – arsenopyrite and arsenic-rich pyrite. Only about 4 percent is very fine-grained “free gold” (not locked in sulfide grains) and easier to extract. Most of this free gold is found in the outer, oxidized or eroded sections of the ore."

"Mining is an inherently risky business. Over the years, major mine disasters have resulted in the deaths and injuries of thousands of miners in the United States. These disasters also resulted in innovations in approaches to mine design, operations and the training of miners and mine rescue teams. The U.S. Congress responded to these disasters with new laws designed to create mandatory safety and health standards as a means to eliminate fatal accidents; to reduce the frequency and severity of nonfatal accidents; to minimize health hazards and to promote improved safety and health conditions in the nation’s mines.Following a mine emergency preparedness and response holistic gap analysis in 2012, the U.S. Mine Safety and Health Administration (MSHA) identified the need for the development of risk and readiness assessment models for MSHA and the mining industry. MSHA’s objective was to evolve existing theoretical concepts for risk and readiness assessment into simplified tools that can be applied by the mining industry for use at operational levels. In 2012, MSHA hired ABS Group, a recognized industry leader in safety risk management and a wholly owned subsidiary of the American Bureau of Shipping, to develop self-assessment models to help meet this objective.In September 2012, MSHA chartered a project to supply the coal mining industry with a pro-active toolset for mine operators to:1. Self-assess the risks associated with underground coal mining operations in order to prevent major mine emergencies.2. Assess the preparedness of mine operators to respond to an emergency.3. Measure the readiness of mine rescue teams and responsible persons to execute emergency plans.MSHA’s objective was to evolve existing theoretical concepts for risk and readiness assessment into simplified tools that can be applied by the coal mining industry for use at operational levels."

And Rabcewicz said ?tunnels should be driven full face whenever possible.? ADECO, which stands for ?Analysis of Controlled Deformations in tunnels,? now allows us to fulfll Rabcewicz?s dream in any stress-strain condition. In order to achieve that dream and its consequent control over cost and schedule, however, NATM must be abandoned for the ADECO. The paper presents the basic concepts in the ADECO approach to design, construction and monitoring of tunnels together with some case histories, including: full face excavation for Cassia tunnel (width of 22 m, height of 14 m) in sands and silts under 5 m cover below an archeological area in Rome, Italy; Tartaguille tunnel (face area > 100 m2) advanced full face in highly swelling and squeezing ground under 100 m cover where NATM led to catastrophic failure, France; and 80 km of tunnels (face area > 100 m2) advanced full face in highly squeezing/swelling ground under 500 m cover for the high-speed railway line between Bologne and Florence, Italy (turnkey contract).

At the kernel of the subject is due diligence in major decision-making, that is, where major money amounts and a large corporate commitment are at stake. The "due diligence" means how carefully we do our homework before making the decision. The homework or feasibility study addresses different parts of the decision. In the industrial minerals business the study seeks to uncover the pros and cons in: o The mineral reserves, quantity, quality, mineability, access, etc. o The environmental impact of mining, processing and transporting. o The economics of operations. o Financial aspects o Legal aspects o Many other aspects o And -oh yes! the marketing aspects.

The phosphate fertilizer industry is at present based mainly on the use of sulfuric acid. This technology results in the generation of large amounts of radioactive gypsum that represents disposal and environmental problems. Also it involves the use of expensive reactors for acidification that necessitates the frequent replacing the damaged agitators. Applying hydrometallurgical techniques such as in-situ, heap, or vat leaching to phosphate processing could solve these problems. In this case, however, nitric acid must be used and dicalcium phosphate (40% P2O5) may be obtained as a final product. It is insoluble in water but soluble in citric acid and is an excellent fertilizer. This technology does not interfere with uranium recovery if desired. In addition it permits the recovery of rare earths which are otherwise lost in the gypsum.

As part vi the development of the Coal Quality Expert (CQRN) --a computer program capable of predicting the impacts of coal quality on power plant performance, costs, and emissions control--several nationally important coals are being characterized to augment the coal quality database associated with the software. The project is sponsored by the U.S. Department of Energy and the Electric Power Research Institute (EPRI) under the Clean coal Technology Program. Since 1989, CQ Inc. (a subsidiary of EPRI) has characterized seven bituminous coals from Alabama, Illinois, Kentucky and Oklahoma and six sub-bituminous coals from the Powder River Basin (PRB) in Montana and Wyoming. Coals from the PRB region--being burned more frequently in Midwestern and southern power plants to reduce emissions of sulfur oxide compounds--can sometimes contain significant concentrations of potentially toxic elements. Although no limits were imposed on air toxics emissions from fossil-fuel fired utilities by the Clean Air Act Amendments of 1990, future regulations may be implemented at the conclusion of Federally-mandated emissions studies. One possible result is that any increased utilization of coals, including those from the PRB, may depend on the potential for removing toxic trace elements prior to combustion.

Indonesia has enormous mineral resources. Its population of more than 180 million people inhabit most of the more than 13,000 islands. The country is becoming a significant economic power in Southeast Asia. Indonesia is the largest Muslim country in the world. Java, its largest island, is the most densely populated area. The country's diversity is its strength. However, as only an estimated 16 million inhabitants speak bahasa Indonesia as the first language, communication problems endure. Although burdened with large debts, Indonesia has been able to service the debts better than most developing nations. This has given it high credibility and, with increasing frequency, creditor nations compete to provide Indonesia loans with the most the most favorable financial terms. Recent rising prices of petroleum crude has further improved Indonesia's economic status. It maintains a policy of stable oil prices that it promotes in OPEC, of which it is an influential member. As a result, Indonesia is becoming increasingly attractive to foreign investors. The South East Consortium for International Development (SECID) is made up of 34 universities in the southeastern US and Indonesian partners Lembaga Afiliasi Penelitian dan Industri (LAPI) of the Institute of Technology in Bandung, West Java. SECID bid successfully against international competition to develop new academic programs and campus for the Sriwijaya University UNSRI) in Palembang, South Sumara. A wide range of mineral-derived products are required by the electronics industry for it to function. In one form or another, almost all the known elements have been experimented with and tested for various electrical applications. The two major areas for which minerals are used in electronics are as conductors and semiconductors. Conductors provide the means to transport and distribute electricity, while the main application of semiconductors has been to manipulate electricity. Silicon is the most widely recognized semiconductor material, but gallium, indium, and germanium are rated as the most important metals to the semiconductor industry for future and near future technologies.

This is the final article in a three-part series on microcomputers and application software in the mineral industry. The first article covered microcomputer terms and concepts. The second discussed exploration and mining software. This article will examine plant, administrative, and geotechnical software. Every effort has been made to be current in the latest software developments. Rapid change, however, is a fact of life in the computer world and any omission is inadvertent. Introduction Geotechnical disciplines have received considerable attention in software programming. Calculations are repetitive and the formulas needed to solve them are not extremely complicated. These programs are ideally suited to the microcomputer and the microcomputer is ideally suited to the consulting geologist or engineer, due to its low cost and reliability. In fact, the advent of the Apple (a registered trademark of Apple Computer Inc.) and, more recently, the IBM personal computer has caused an explosion of inexpensive software programs available to the microcomputing public. Another area that has benefited from computerization, although not in the same way, has been mineral beneficiation. Here, process control for start-up or phase-down operations has been used in newer plants for some time. Programs to perform various calculations are becoming more common as micros increase in number. Tappi Journal has a section with solutions to handheld-calculator and microcomputer problems. Process Modeling Most process modeling is still done only on mainframes. One such program is called ASPEN PLUS (a registered trademark of Aspen Technology), and a one-week course is recommended so the user can best use the program. This program is available through timesharing from University Computing Co. Programs to find an optimal solution using Linear Programming (LP) have been around for some time. Also, plant process simulation has been possible using simulation programs. Both simulation and LP are expensive to program and run. Although there are LP programs available for some micros, the user must be fairly knowledgeable about how to set up the problem. This is because each problem must be set up as a unique program that typically requires custom programming. There are some programs that can handle blending of mine crudes and examine economic parameters over the life of the mine. Plant Applications Areas relating to mine and plant applications with programs available for micros are maintenance, production reporting, inventory, accounting, and personnel scheduling. Maintenance Maintenance typically requires that certain jobs be performed in a particular sequence and parts be ordered with enough lead time for maintenance to take place on time. There is, therefore, a critical sequence of tasks that must be performed or the scheduled maintenance will not take place. The theoretical analysis of tumbling mill energetics and performance has largely neglected mill dimensionality, and, in particular, the importance of the length/diameter ratio. This is in spite of the fact that practice varies substantially in this area: geographically, for semi-autogenous and autogenous mills, as between North America and South Africa/Scandinavia; historically, for overflow ball mills, for which the L/D ratio has increased significantly from the earliest small mills to/the largest mills currently. The present study is concerned primarily with the influence of the L/D ratio on the design and operation of overflow ball mills; on the occurrence of the overload phenomenon; and on the limits, if any, it may impose on mill capacities because of critical pulp axial velocity limits. It will be shown that the shape face or is of major importance in this area; and that its adjustment to the extent that this is practical should remove the diameter limitations previously postulated for this mill type.

The concept of initiating a large action-oriented contract, directed toward inherently safe mining systems, was conceived by the U. S. Bureau of Mines in January 1970. At that time we were in the process of establishing research contracts and grants, about 100 of which were let in FY 71 to deal individually with fairly specific technological areas. These projects in the aggregate covered a wide spectrum of health and safety problems. What appeared to be necessary was the creation of a project or program that would provide a focal point for the demonstration of many of the results of this research and also in the action sense culminate with working hardware and systems that could be tested and demonstrated over a fairly long teen. The concept of working demonstrable systems, rather than just a conceptual study, was, felt to be necessary for two significant reasons. In the development of any new system, the translation from concept to working hardware is usually a costly and time consuming process which acts as a deterrent to implementation. Secondly, many decisions in the mining community to change equipment or systems ,are based on first hand observation of the new system, in operational practice, an attitude which is certainly understandable in view of the high capital costs of equipment. Underground mine designs typically try to avoid extraction beneath streams and rivers of any significant size, especially when the overburden rock thickness between the stream bed and the mine is thin. Potential issues with mining beneath streams include excessive groundwater inflow to the mine; weak ground (roof, floor, and pillar) conditions; horizontal stress effects; as well as stream loss and other potential adverse environmental effects. However, there are times when crossing beneath a stream or river is necessary to move into a new area of mineral reserve without creating additional mine access points from the ground surface. Often, stream crossings are completed without thorough assessment, potentially resulting in increased costs, decreased safety, and, in some cases, failure to advance the mine. Selection of the most favorable location(s) to cross the stream must account for numerous factors and the associated assessment often requires a multidisciplinary approach. Stream crossing investigations often require geological, hydrogeological, geotechnical, and geophysical expertise. Phases of stream crossing investigations include desktop evaluation of maps and aerial photography, stream bed observations, drilling, detailed rock core logging, downhole geophysical surveying, hydraulic conductivity testing (packer testing), geotechnical laboratory testing, assessment, and reporting. The deliverables from a stream crossing assessment typically include geological, geotechnical, and hydrogeological characterization of potential stream crossing locations; classification of favorable and unfavorable crossing locations; recommendations for entry design and pillar sizing; and recommendations for if, and how, to conduct pre-grouting activities. Examples of technical aspects of data collection and assessment are provided based on decades of industry experience conducting stream crossing assessments in various underground mining scenarios.
