Your interesting and well-written paper brings up the issue of the purpose or use of a mineral property appraisal, specifically the value of these evaluations when the quality and quantity of the mineral resource to be exploited have not been thoroughly investigated. I am not a practicing professional in regards to valuation of limestone investment opportunities. I simply wish to make a few generic observations about the appraisal process in order to stimulate meaningful thinking by appraisal professionals whose reports may be reviewed by professional investors and "laypersons" alike. It is my contention that the analysis given in your paper is very thorough, considering the data that was made available to you. But I would not like to be the person responsible for investment decision making without having a feel for the risk involved. Therefore, the reviewer must classify this type of analysis as relatively "subjective" because they have not received an indication of the inherent risk involved in exploiting a mineral resource. This risk can best be quantified by using probabilistic methods in conjunction with the quality and quantity of the mineral to be produced. Most appraisals passively ignore this problem. Specifically, you have accurately identified the various costs and values entering the economic appraisal process. These can usually be quantified with a great deal more certainty than the capability of the resource to provide 25 years of quality material. Also, in Cases A (West Virginia)and B (Alabama), you are fortunate enough to have previous operations data. What if there had never been production from these properties? How does a potential mineral property investor evaluate the resource capability to meet various projected financial outcomes without spending a good deal of up-front capital to drill and delineate enough quality resources for a 20-plus year operation. These questions pose a substantial risk to any potential mineral investor. Only probabilistic methods should be used to quantify this type of problem, short of drilling and metallurgical testing. The Zadra, AARL and organic elution processes and variations of them are presently widely used to recover gold from activated carbon. Despite this the study of the kinetics of elution have received relatively little attention. It is the aim of this study to investigate the rate processes taking place during elution in both inorganic and organic solutions. Batch adsorption and elution rate and equilibrium experiments were performed. The spatial concentration of gold inside carbon particles at various stages of the adsorption and elution processes were measured with a scanning electron microscope using an image analyzer to control and manage the micro-analysis data. The activated carbon particles exhibited film and intra-particle mass transfer rate- controlled behaviour during adsorption in a caustic aqueous solution at 95°C. Elutions in the aqueous caustic acetone solution at 30°C and the caustic aqueous solution at 95°C were unaffected by change in stirring rate. Elution was modelled by desorption reaction rate-control at the outer surface of the carbon particle. Adsorption and elution isotherms under duplicated solution conditions showed reasonable agreement for the inorganic solution and a large disparity for the organic solution.

Brohm Mining Company's Gilt Edge Mine in the northern Black Hills was a surface heap-leach operation that was active from the 1980s until 1999. Financing problems and acid drainage concerns at the mine were reported in the late 1990s. In February of 1999 the Governor of South Dakota announced plans to request the U.S. Environmental Protection Agency to help clean up acidic water at the mine and reclaim the site. In July 1999 the parent company of Brohm, Dakota Mining, filed for bankruptcy in Canada. Because of the bankruptcy and environmental problems, the State of South Dakota intervened and began water treatment. The mine was declared a Superfund site in 2000. Hydrologic issues include the potential for acidic drainage from the site. The mine is at the headwaters of Strawberry Creek, which drains into Bear Butte Creek. About four miles downstream, Bear Butte Creek loses its discharge to swallow holes in the karstic Madison Limestone aquifer, a regionally extensive and valuable ground-water reservoir. Other concerns at the site include treatment of acidic water in mine pits and a waste rock dump.

Various pyrometallurgical methods for treating ilmenite and zircon concentrates are reviewed. Laboratory experiments using a thermal plasma reactor were performed to evaluate the conversions of ilmenite to TiC or TiC-Fe and zircon to ZrC or ZrC-SiC. Since the production prototype continuous vat leaching pilot plant was installed at Ariel Resources in Costa Rica in 1995, the test results and lessons learned have been invaluable in plotting the future of this method. Vigorous test programs in base and precious metals as well as design developments for studies have shown the advantages, economically, technically, and environmentally that favor this method over current practices in heap leaching and stirred tank leaching. Much larger individual vats have been developed with throughputs as high as 5000 t/d with larger vats envisaged, and there has been a trend towards using vats with ground ore. Five projects are slated to begin detailed engineering this year, three in precious metals and two in copper. Of particular interest to future producers is the ability to deposit d,y, detoxified tailings at a fraction of the cost of conventional methods. Proprieta,y work is ongoing which promises to eliminate the need for tailings dams when using other methods of processing such as flotation. This is of particular importance in light of dam failures around the world in recent years.

Since 1900, smelters have produced in Canada over 10 million tonnes of iron silicate waste slag containing significant quantities of nickel, cobalt and copper. The slag is reduced with aluminum and calcium oxide additions to produce a copper, nickel, and cobalt enriched alloy and an obsidian slag. It was found that the obsidian slag contained very low copper, nickel, and cobalt contents, indeed below 0.06% of each the base metals. These metals have been collected in a type of ferroalloy with up to 1.6% Cu, 2.1% Ni, and 0.7% Co. These alloys can be recycled according to standard procedures in base metal smelters. Surprisingly, the obsidian slag was found to display good cementitious and pozzolanic properties, which is a requirement for cement production. The strength producing properties of the obsidian slag are considered to be exceptional at the 28 day standard test age. In most cases, the obsidian concrete is characterized by significantly greater strengths than control concrete tests and concrete containing fly ash or blast furnace slag. Compressive strength data at 365 days for the obsidian concrete is impressive.

The United States was the world's largest producer and consumer of boron compounds during 1994. According to US Bureau of Mines (USBM) estimates, boron mineral concentrate and chemical production in the United States totaled about 1.05 Mt (1.15 million st), yielding 560 kt (617,000 st) of B203, for a total estimated value of $370 million. This production level was about 2% less than 1993 revised figures. The United States continued to provide nearly all of its own boron supply while maintaining a strong position as a source of sodium borate products and boric acid for export. Domestic employment in the mining and beneficiation of boron products during 1994 was 900 people, about the same as in 1993. USBM estimated total world production of boron of about 2.3 Mt (2.5 million st), yielding 1.1 Mt (1.2 million st) of B203. World production during 1994 was about the same as during 1993. USBM estimates US reserves to be about 210 Mt (231 million st) of ore and world reserves to be about 630 Mt (694 million st) of ore.

The application of the Cyprus Cyanisorb process was investigated using a pilot scale facility at the NERCO DeLamar Silver Mine (DSM) in Owyhee County, Idaho. The purpose of this process is to remove cyanide from the DeLamar mill tailings slurry prior to its introduction to the tailings impoundment. This will maintain the tailings impoundment solution in a detoxified condition and thus prevent migratory bird mortalities. The cyanide removed is to be collected and recycled to the mill. The process successfully recovered approximately 90 percent of the weak acid dissociable cyanide (WAD), reducing the effluent tailings cyanide concentration from about 300 ppm to less than 20 ppm. This was accomplished by stripping the slurry with air in a packed tower and recovering the volatilized HCN in a packed absorption tower. Data were obtained for the design of the full scale facility including the stripping and absorption towers, currently under construction at the DeLamar Mine site. Finally, test results indicated that the final pH of reneutralization can be optimized to provide for minimal gold and silver losses, while selectively precipitating unwanted metal impurities (Zinc, Selenium, Iron, and Copper) from solution

INTRODUCTION Sulphur is a mineral which accounts for 0.05% of the earth's crust and may be found either in its elemental state or as a compound. References to sulphur production and consumption are found in early antiquity and international trade of sulphur from volcanic deposits in Sicily began in the 1880's. The supply of sulphur consists of two components: the first is production, and the second is inventory. HISTORICAL SUPPLY Production World sulphur production in 1984 was approximately 53.5 million metric tons, compared to the 1970 level of 42 million metric tons. Of this 11.5 million metric tons production increase, brimstone accounted for close to 90%. Production distribution in 1984 was 62% brimstone, 21% pyrites and 17% other forms, while in 1970 it was 55%, 28% and 17%, respectively. Brimstone Production is derived either from mining operations (Frasch, underground melting and native refined) or as a by-product from hydrocarbons. World production in 1984 exceeded 33 million metric tons, up approximately 10 million metric tons from the 1970 level. This increase was uniformly distributed throughout the world as shown in Table A.

The Department of Mining Engineering, University of Utah, has developed a thermodynamic-based mine ventilation simulator capable of predicting or analyzing the climatic conditions in hot underground environments. This compressible flow model, besides analyzing an operationally and legally-constrained network for mass and pressure balance, also takes into account various existing and anticipated sources of heat. Presently, three major sources of heat have been incorporated in the model. These include autocompression, wall-rock heat, and heat from equipment. A unique feature of this simulator which makes it distinctly different from its existing predecessors is the mathematical technique utilized to solve the network problem. Advantage has been taken of newer, more sophisticated mathematical and programming techniques to accomplish accelerated convergence and network solution generation. This paper describes in detail the development of the simulator including the mathematical relationships and the techniques used to predict the initial and final thermodynamic states of the mine air after its interaction with heat sources. The algorithm for solution to the network, computer model description, and the input data and program execution requirements are presented. A simple hypothetical network is used as a case study to illustrate the application of this simulator.

Introduction Given the mountainous nature of the local igneous terrain, hard rock tunnelling plays an important role in the development of Hong Kong's infrastructure. In 1990, tenderers for two tunnel projects were encouraged to consider using hard rock TBMs, the territories' first. As a result the 7.5km long, 3.56m diameter Tolo Effluent Tunnel and the 5.3km long, 4.8m diameter Hong Kong Electric Cable Tunnel were excavated by hard rock TBMs. The successful completion of both projects in 1992 should make the TBM method an attractive construction alternative for planned, upcoming projects in Hong Kong. Tunnelling Conditions Tunnelling solutions are frequently adopted in Hong Kong due to the intensity of development, lack of flat landscape and proximity of mountainous terrain to the main centers of population. This is carried out primarily in granites or granitic-type rocks which surround Victoria harbour, and to a lesser extent in the outlying volcanic rocks which include extremely hard tuffs and lavas. Mining has been a significant component of the Appalachian economy for about 200 years. The region continues to be adversely affected by the environmental degradation associated with these past activities. In addition, companies today are being denied permits at sites where acid generation appears likely. And air emission limitations at power plants now threaten the economic health of many moderate- to high-sulfur coal mines. Thus, when considering the environmental impacts of mining coal in Appalachia, it is important to consider abandoned and active mine issues. For example, abandoned mines generate acidic, iron-rich waters that adversely affect more than 6,400 km (4,000 miles) of rivers and streams in Appalachia. In contrast, operations that were active after the enactment of the 1977 Surface Mining Control and Reclamation Act (SMCRA) cause little water pollution. However, the costs of water treatment at such sites exceed $1 million a day. Even where water quality is not dimished, water supplies can be affected by mining. Subsidence-induced fractures can lower water table elevations or drain a surface stream dry. Subsidence can also cause damage to surface and subsurface structures.

The Olympic Dam deposit was discovered in July 1975 with the intersection of 38 m (125 ft) of 1.05% copper in diamond drill hole RD 1. A further eight holes were drilled with only marginal encouragement to November 1976 when RD 10 cored 170 m (558 ft) at 2.12% copper and an economic discovery was confirmed. The discovery of Olympic Dam is an excellent example of the application of broad-scale scientifically based conceptual studies to area selection combined with the backing of an exploration management willing to support its exploration scientists in testing their ideas with stratigraphic drilling. It also illustrates the persistence required in mineral exploration. The project began in 1969-1972 with the development of a conceptual model for the formation of sediment-hosted copper deposits. This model suggested that the alteration of continental-type basaltic rocks could release copper into solution from which it could be concentrated in favorable stratigraphic positions. In mid-1972, this concept was applied to a review of the Proterozoic and Lower Paleozoic rocks in South Australia aimed at defining targets for stratigraphic copper deposits.

The art of predicting rock excavating machine performance has become increasingly detailed and refined. Researchers using laboratory experiments and machine manufacturers using field observations have identified and defined mechanisms of failure, rock and tool interaction, and relevant design principles affecting them. Concurrently, practitioners have developed index tests which reflect rock properties relevant to machine performance. Empirical relationships between index properties and machine performance (penetration rate, cutter consumption, and machine utilization) have been established from past experience and are currently used throughout the industry. Contractors have used such relationships for estimating throughout the world. The detail in which geological, geotechnical, test, and project data, empirical relationships, and construction experience are utilized, is limited by time constraints imposed by the bidding period. To fully utilize all available data, methods of analysis, and construction experience, a simple computer program was developed for a microcomputer costing less than $7500. As a result, 1. machine performance predictions are detailed & reliable, 2. construction alternatives may be examined, 3. anticipated conditions & performance are graphically, documented & easily comparable to those encountered, and 4. results include a listing of assumptions & results of performance analyses & a graphic performance summary.

Coal jigs have played a predominant role in U. S. coal preparation for fifty years. Recently, an improved fine coal jig has been used to prepare the middle size range coal. These efficient machines are changing the historical thinking about jigs and is consistent with trends in coal preparation throughout the world. The performance achieved and operating cost savings are causing a change in fine coal cleaning strategy. With the exception of a handful of operators, fine coal jigs are generally not well understood by the industry. The objective of this paper is to provide some insight into the past use of fine coal jigs and their potential in the future. Improved Fine Coal Jig Since the mid 701s, an improved fine coal jig has been employed to an important niche in preparation, the 19 mm x 100 M range of cleaning. Several factors due to mining and liberation considerations have caused an expansion of this middle range of coal resulting in a host of challenges for coal preparation engineers. Fine coal jigs have been commissioned in several installations in North America to handle these important applications as shown in Table No. 1.

In relation with the construction of the Sölk power station in Steiermark, Austria, tenders were called in October, 1976, for the construction of the 12-km "Donnersbach collector tunnel" by "Steirische Wasserkraftund Elektrizitäts AG". The specified showed both conventional blast tunneling as well as mechanical excavation with a tunneling machine, diameter 3.55 m. Total construction time from the date of the invitation to tender was given as 4 years. Part of the project was the construction of a concrete circular tunnel lining 20 cm thick. In 1977 the contract was awarded to "Arbeitsgemeinschaft Donnersbach", a joint venture formed by two companies, G. Hinteregger & Söhne, Salzburg, and G. Hinteregger, Bregenz. It provided for the project to be carried out with a tunnel boring machine. GEOLOGICAL DATA The entire tunnel was to be bored through a complex of the garnet mica schist group of the Wölz schists formations. These range from highly quartz-bearing to quartzitic mica schists, with thick, discordantly interstratified beds of marble and dolomite.
