Asbestos analysis is conceptually simple. The objective, in most environmental analyses, is to determine the number of asbestos fibers per unit area or volume in a sample. The sample may be a consumer product, an ambient air sample, or a water sample. This determination is complicated by several factors: (1) sample collection and preparation, (2) counting techniques, and (3) operational definitions of asbestos in use. Three different definitions have been used in the study of environmental samples and are summarized in Table 1. The analytical procedure and detail required in the analysis vary with the definition of asbestos. Accordingly, this may be the only type of environmental analysis where the definition of a substance dictates the choice of analytical methods, and the rigor demanded of the analysis. Lead, arsenic, or beryllium are sub- stances having a constant definition and the method of analysis chosen depends on the concentration and precision required. However, the meaning of the term asbestos fiber is dependent on the eye of the beholder. Macroscopically, asbestos has certain physical properties that make it highly useful. Rockforming minerals do not display similar characteristics. Now, the question arises as to how three definitions of asbestos came into being. This is a result of two factors: (1) the definition of asbestos on any scale intrinsically involves the morphology or shape of the material, and (2) the advent of the transmission electron microscope permits detection of asbestos fibers and other mineral fragments in a size range where the physical properties of asbestos such as tensile strength, flexibility, or thermal resistance are difficult, if not impossible, to measure. There is a good deal of controversy about which definition is most appropriate for regulatory purposes because of a lack of appropriate health effects data (Cooper, 1978). Most differences of opinion center on the questions surrounding the following: 11 Morphology-Is a 3:l aspect ratio an appropriate medical or physical lower limit for the definition of an asbestos fiber? 2) Length-Are asbestos fibers shorter than some arbitrary length (5 pm) as hazardous as longer fibers? 3) Mineralogy-Is the mineralogical distinction between asbestos and nonasbestos minerals medically significant? While these questions are directly resolvable only with the biological and health effects data, ultimately such data reflects the ability of analytical procedures to fully characterize the materials used in health effects studies on animal models, and to monitor the exposure to particulates with different physical attributes in the workplace or community (Cooper, 1978). The following sections outline the analytical problems involved in distinguishing the asbestos and nonasbestos varieties of the same mineral; the analytical procedures available for identifying asbestos and measuring its concentration in environmental samples; the ability of these methods to distinguish asbestos fibers from nonasbestos particles; and their precision and reproducibility. Finally, we suggest some future directions in terms of definition and procedure that would greatly improve the quality of such analyses. ASBESTOS VS. The Australian gold industry currently contributes some $4bpa to the national economy [l]. Some 40% of the total gold is produced in the region centred on Kalgoorlie known as the Eastern Goldfields of Western Australia. This region is the largest single centre of production with an output of some 100 tpa of gold [2]. In the Eastern Goldfields, refractory arseno­pyritic gold ore is an increasingly significant source of gold, feeding several operations utilizing bio-oxidation as the pre­carbon in pulp/leach (CIP/L) treatment process [1]. This paper desribes an alternative pre-CIP/L treatment option for use in the Eastern Goldfields based on the chlorination of arsenopyrite by chlor-alkali technology [3] using the salt resources available from saline water present in abundance in the region.

One function of Mine Safety and Health Administration (MSHA), Pittsburgh Health Technology Center's Ventilation Division is to provide assistance to MSHA enforcement and industry personnel for maintaining adequate fresh air to all areas of an underground mine. In fulfilling this objective, total mine venti1ation pressure-air quantity distribution on investigations are conducted to measure the air pressures and quantities necessary to describe and analyze the existing ventilation systems. Various ventilation parameters are calculated from these measured pressures and quantities. Some of these parameters are: pressure drop in intake and return airways, air leakage, percentages of air reaching active sections, average regulator drops, and fan pressures. The purpose of this paper is to present and compare values of ventilation parameters calculated from investigations at twenty underground coal mines.

The power consumption of stirred-media mills was studied using an approach developed from work on stirred reactors. Evaluated were the relationships of factors such as stirring speed and impeller and tank dimensions on the torque required to rotate disc and pin impellers immersed in dense particulate media. Data collected under carious experimental conditions were analyzed. The results were summarized and presented in the form of characteristic plots, general equations and dimensionless group correlations involving power and modified Reynolds numbers. Special attention was directed towards the rheological properties of the media, which was considered a non-Newtonian liquid, and hence the equation of power-law liquids was employed. A procedure for estimating the parameters of effective viscosity and scale-up guidelines (with respect to power consumption) are proposed.

The Falconbridge Dominicana laboratory receives samples from all parts of the operation. Ore, metal and oil samples are taken by operating departments, gas and water samples by the laboratory staff. Physical sample preparation is essentially standard and produces comminuted samples for wet-chemical analysis and X-ray fluorescence analysis (XRF). T he main operating sections of the laboratory are described indicating in each case the type of instrumentation and method used, sample types analysed and comments on problems experienced. Emphasis is given to the sample preparation and X-ray sections especially with regard to the difficulties caused by our heterogenous ore material, calibration of the instrument and operational malfunctions. General problems related to our remote location and the tropical climate are discussed. Limited statistics on instrument availability, and stability, accuracy, precision, etc., are given.

It is generally recognized that geologic input is required for the results of a geostatistical study to be meaningful. However the link between geology and geostatistics is often complex and not well understood. A geostatistical evaluation can be divided into four phases: Background discussions, computation, reserve reporting and reserve audit. Each one of these phases is described, as well as the role the geologist should play during their completion. This role will vary depending on the geology of the deposit being studied, the geostatistical method chosen and the computer hardware and software being used. The geologist's acceptance of the results is needed if the geostatistical model is to have any credibility. The most significant obstacle to a meaningful study comes from the difficulties geologists and geostatisticians often encounter when attempting to communicate with each other.

A longwall-based coal mine in Australia, referred to in this paper as AusMine Colliery, experienced windblasts resulting from goaf falls. Windblasts were the cause of serious injuries and threatened the continued operation of the mine. A microseismic early warning system was installed and a significant success rate in providing early warning of large roof instability resulting in high velocity windblasts, has been achieved. Early warning of goafing is accepted as an operational tool on the mine. Severe demands are placed on the operator in terms of 'real time' interpretation. The development of an expert system allowed for a probabilistic approach to achieve automatic alarms. This paper will quantify the success, failure and false alarm rates achieved by manual operation and automatic expert system-based decisions making, respectively.

Processing of the refractory precious metal ore from the Sunshine Mine is done in a fully integrated hydrometallurgical facility. This operating philosophy began with the construction of an antimony plant during World War 11, and it continued with the construction of a silver-copper refinery in 1984. The antimony plant relies on an alkaline sulfide ambient pressure leach combined with antimony electrowinning and antimony compound production. This plant is the largest producer of antimony metal in the United States. The one-of-a-kind silver- copper refinery uses a nitrogen species catalyzed sulfuric acid pressure leach system. The plant contains innovative downstream silver recovery processes as well as copper solvent extraction and electrowinning. This paper presents the pertinent process chemistries and flow sheets for the two unique hydrometallurgical processing plants.

Western bituminous coal can be processed to low sulfur liquid fuels by fast reactions. A process (LEFCO) under development at the University of Utah uses coal and catalyst under hydrogen pressure to convert 60 to 70 percent of the coal matter to fuel liquids and gases. Coals have been processed in small diameter (less than 1/2 inch) tubes and at reaction residence times of less than 10 seconds. Effects of process variables on the yield and quality of products have been studied. General features of the process and the properties and characteristics of the products produced are presented. Special features of the process that distinguish it from other liquefaction processes under development are also discussed.

GENERAL DESCRIPTION Open cut-and-fill stoping for many years was prob¬ably the most widely used mining method in under¬ground metal mines. Then for a time this method was largely supplanted by the blasthole stope. It again be¬came popular as many mines reached depths or grades where methods requiring large open voids to remain open for extended periods of time became unsuccessful, often as a result of excessive dilution. The open cut-and-fill method is very flexible and is readily adaptable to almost any ore body. The standard application requires that a slice of ore usually 2.4 to 3 m (8 to 10 ft) thick be removed from the back of the stope, and as the ore is taken down, the back is dressed and rockbolted. After the back is secured, the broken rock is removed through rock passes to the level below. When the rock has been removed, the rock passes are extended upward the height of the ore removed, the stope is backfilled, and another cycle is mined. This method is best employed in plunging ore bod¬ies with considerable vertical extent, ore areas that re¬quire selective mining, ore areas where weak wall con¬ditions exist, and ore bodies that have an ore value that will carry this relatively expensive mining method. Blast¬hole stoping, shrinkage stoping, and other mining meth¬ods that do not employ rock passes in a stope are not efficient in plunging or flatly dipping ore bodies because the footwall makes ore removal quite difficult. Since mining is accomplished by taking down slices of the back, only small areas of the wall rock are exposed at any one time, and these only for short periods. Due to limited back height, areas of uneconomic rock may be left in place, or they may be mined and the material gobbed in the stope. Because the miners in the stope must work under freshly blasted areas, the amount of ground control is usually great. The volume of rock that is broken during one section of mining is relatively small and the amount of nonproductive work required is high. This results in limited productivity for the scope and, be¬cause of the nonproductive work that must be done on a regular basis, the production from the stope may be quite cyclical. SUITABLE ORE BODIES The open cut-and-fill method may be adapted to al¬most any type of ore body with a relatively high vertical extent. The ore body must be accessible at both top and bottom as well as at regular intervals throughout its vertical extent. Although adaptable to most ore bodies, the method is probably best employed where the ore has poor con¬tinuity and where most types of bulk mining would pro¬duce excessive dilution. In areas of poor ore continuity, the capability of continuous and extensive sampling dur¬ing the mining of each cycle makes this method very desirable. This capability also minimizes the amount of evaluation sampling that must be done before mining is started. Because of the extractive system used, the size and shape of the stope may be as readily changed as the sampling mandates. Probably the only ore characteristic demanded is that the ore has strength enough to be sup¬ported through the use of rockbolts or cable bolts dur¬ing the mining and backfilling cycles. Good planning, systematic sampling, and careful supervision will pro¬duce a product with less dilution than any other open stoping method. PLANNING Evaluation Planning Once it has been decided that the open cut-and-fill method would be the most efficient for mining a par¬ticular ore body, the next considerations would probably be the availability of an economical backfill material and the selection of an efficient transport system for this material. Although hydraulically transported mill tail¬ings are the most widely used product, this is not always practical due to mill location or the quality of the tailings. In such cases, backfilling may be used. The type of backfill and the type of equipment used will determine if a floor or capping on the backfill is required to minimize dilution during ore removal. The early selection of rock removal equipment is im¬portant since equipment usually determines the amount of development work required to bring a stope into pro¬duction and the size of the openings needed. The size and continuity of the ore body will usually determine the type of loading equipment. The use of slushers or load¬haul-dump (LHD) equipment captive in the stopes will minimize the amount of development. If the ore con¬tinuity is such that a ramp system for extraction can be used, the cost of development will be increased but the flexibility of continuous mining will minimize the cycli¬cal nature of the production. The height of the mining section usually is deter¬mined by the strength of the wall rock and the amount of back bolting required. Once this has been decided, the appropriate drilling equipment can be chosen. The number and sizes of the rock passes employed depends upon the type and size of the extractive equipment and the type of backfill that is to be used. Since the miners must enter and leave the stope each shift, the level inter¬val is usually maintained at approximately 45 m (150 ft). Access from the level above into the stope must be main¬tained at all times. The employees perform all the work in the stope and adequate ventilation must be provided. Stope Planning Due to the flexibility of the method and the vari¬ability of the ore zones, layout is usually done on a stope basis. In areas where continuity is a problem, the size of the stope is usually determined by the boundary of the ore (with all of the ore within that boundary being removed). In areas of good continuity where ramps are to be used, the length of the stope may be determined by the length of time each of the cycles (preparation, back¬fill, mining, and ore extraction) requires. Introduction Opencast surface mining requires blasthole drilling to achieve mine planning. No single method of mining is right for all conditions. Occasionally, mine planners introduce a project with little regard to drilling and blasting. These costs are usually a significant percentage of total mine overhead. One drilling and blasting method that can be used to reduce overall mine expense is inclined or angle hole drilling. But inclined-hole drilling will not cut costs unless a set of required circumstances is met. Several conditions of mine design indicate the use of angle drilling. Geotechnical problems must first be analyzed. Primary considerations are safety, fragmentation, production, and maintenance. Secondary considerations are, in some instances, reduction in amount of explosives, which lowers blasting costs; reduction of practical fragmentation beyond blasting pattern limits; and reductions in overall costs due to reduced volume of excavation. Future trends in blasthole drilling may include incorporation of drill equipment designed to allow rapid change from vertical to inclined drilling. This will allow the operator to adapt to changing hole requirements with minimal production loss. Another improvement may be the ability to chamber holes at any elevation throughout the hole depth. This will allow more charge to be placed at strategic locations to improve fragmentation. Merits of Drilling Inclined Holes Drilling is performed to create voids for explosives. It is done either to recover minerals or to excavate a volume of earth. The manner of mining or excavation can greatly affect the economics of the overall project. Many innovations and methods have been tried, but the most practical and economical is still drilling holes and using explosives to fragment the material. To break up the material, the practice has been to place charges within the mass. This is done by drilling holes of a specific diameter and depth into the material. The holes are of such magnitude as to develop sufficient energy to break or loosen this material, providing for easier removal. In general, more open or exposed faces must exist to aid material breakage when blasting. Inclined drilling can be advantageous in open-cut mining with highwall depths of at least 24 m (80 ft). A minimum of two faces are open in open-cut mining and the material can be thrown outward to cover pre-mined volume. This cuts cost by eliminating the need to remove or relocate a large portion of material. Sometimes the material is of such a mass that more energy per unit is required to loosen it than can easily be done by blasting vertically. Inclined holes allow a more uniform loading of drilled holes. The unit of energy is raised, so little or no secondary blasting is required. This usually comes about only if the main plan calls for drilling holes deeper than 24 m (80 ft). For shallow holes, spacing and burden can be made closer to allow sufficient energy to blast the toe. Since 1977, Amax Coal Co.'s Belle Ayr mine near Gillette, WY, has been the largest producing coal mine in the US. In its 10 years of operation more than 90 Mt (100 million st) of coal have been shipped from the mine's facilities to electric generating plants across the country. It is thought to be the largest amount ever produced in US history from a single coal mine. The railroad is Belle Ayr's lifeline for moving this massive volume from a relatively isolated corner of northeastern Wyoming. There are no waterways for barge traffic, and highway truck hauling would be impractical considering the quantity and distance of coal to be moved. Transportation in the Powder River Basin-at least for the present-is strictly unit trains. An average of four unit trains daily load at Belle Ayr. These trains average 108 cars long, with a capacity of 91 t (100 st) per car. Burlington Northern Railroad serves the Powder River Basin, but locomotives supplied by Union Pacific, Milwaukee Road, and Kansas City Southern are a common site as well, since coal will often travel these lines too on its way to utility plants in Colorado, Kansas, Iowa, Texas, Arkansas, Louisiana, Wisconsin, and Oregon. When Belle Ayr opened transportation in the Powder River Basin was in an early development stage. As the first large-scale coal shipper in the area, Belle Ayr was the only user of a 27-km (17-mile) railroad spur south of Gillette. Other mines, however, were to open soon on the abundant, low-sulfur reserves. Today, less than a decade after Belle Ayr's debut, 13 large-capacity mines operate near Gillette. The 27-km (17-mile) spur that once served only Belle Ayr has been extended 177 km (110 miles) south to service other mines as well, and to tie into a major rail line in central Wyoming. The Powder River Basin is now served by a wishbone-shaped track configuration that allows train movement north into Montana, south into Colorado, and east into Nebraska for connections across the country. Operations at Belle Ayr are closely tied to train arrivals and departures, with coordination essential between mine operations and rail personnel. "Train movement in the Powder River Basin has evolved to the point where we are fine-tuning mining operations to coordinate them with a more dependable transportation system," according to Joe Jefferson, transportation supervisor with Amax Coal's western division. Early in 1971 the Peabody Design and Preparation group began engineering on a preparation plant which was to process eight mil- lion tons per year of raw coal. For the first five or six years this product was to be furnished 50% from surface mining operations and roughly 50% from underground operations. By early 1980, 1008 of the production was to come from underground mines. Because of the large annual commitment from Randolph Preparation Plant, it was essential that the plant operate with minimum down-time. As usual, capital costs were to be kept at a minimum. Before we discuss the details of design, it would be best to discuss the overall picture. Underground production to be pro- cessed through Randolph Preparation Plant was to be delivered by means of one mile overland conveyor from Baldwin #1 Underground Mine to the plant. Surface Mine production was to be delivered by means of 100-ton haulage units dumping in a 1,000-ton capacity hopper. Because of the changing production rates in both the underground and surface mines as well as the great difference in size consist, it was decided that it would be necessary to divorce the plant as much as possible from production. For this reason, twin 6,500-ton raw coal silos were constructed to separate the two coals as well as allow blending. The preparation plant itself, was to be designed to Operate two shifts per day, five days per week, at an average rate Of 2,200 tons per hour with a maximum rate of 2600 to 2800 tons per hour. Coal was to be delivered to our customers by means of rail haulage at both unit train rates and plant process rates. The surface mined coal, after discharging into the 1,000-ton R.O.M. hopper, is fed by means of two 72" wide reciprocating feeders onto a 72" wide steel cable belt. The steel cabled conveyor discharges the R.O.M. coal onto a fixed grizzly, scalping out a percent of the 6 x 0 coal. The balance is fed to a 12' x 27' Rotary Breaker. The material passing through 6" round hole screens is added to the 6" x 0" from the scalping screen. The 6" x 0" is conveyed to the top of one of the 6500 ton silos designated for surface coal. Material that is not broken to pass the 6" breaker screen is discharged to a bin and disposed of with plant refuse.

A process for the combined chemico-biological removal of iron present as oxide minerals in different mineral raw materials (quartz sands, kaolins, clays, etc.) was developed. In the process, mineral raw materials are leached at about 90 °C with lixiviant containing microbially produced oxalic and hydrochloric acids. The leaching is carried out in mechanically stirred acid-resistant reactors for periods of from 1 to 6 hours, depending on the iron content and the forms of iron in the raw materials being leached. The iron contents of some sands treated by this method were lowered from levels that were in the range of 0.035% to 0.088% Fe2O3 to less than 0.012% Fe2O3, making them suitable for the preparation of high-quality glass. The iron contents of different kaolins were lowered from levels that were in the range of 0.65% to 1.49% Fe2O3 to levels in the range of 0.44% to 0.75% Fe2O3. As a result, the whiteness was increased from values of 55% to 87% to values of 86% to 92%. The iron content of clay was lowered from 6.25% Fe2O3 to 1.85% Fe2O3, and this increased the “fireproofness" of the clay from 1,670°C to 1,750°C. A similar process was used for the leaching of aluminum from aluminosilicates, mainly clays and kaolins. However, in this case, the microbial fermentation fluid containing citric acid was acidified by means of sulfuric or hydrochloric acid or by means of different mixtures of mineral acids. For enhancing aluminum solubilization, the aluminosilicates were heated before leaching at 600° to 650°C for 1 to 2 hours. Over 90% of the aluminum present in different clays and kaolins were leached within 3 to 6 hours. "Silicate " bacteria related to the species Bacillus circulans were used to leach silicon from low-grade bauxite ores containing aluminosilicates as impurities. The bacterial action was connected with the degradation of the mineral structures (by means of microbial metabolites such as organic acids and exopolysaccharides), as well as with the selective separation of the rich-in-aluminum fine fractions, which were retained by the mucilaginous capsules of the bacteria. The solid residues after treatment were characterized by higher values of alumina and silicon module (A1203: SiO2 ratio), and they were suitable for processing by means of the Bayer process for recovering aluminum. The bending strength and other ceramic properties of kaolins were improved by contact with well-developed cultures of "silicate" bacteria. The improvement was caused mainly by bacterial metabolites (exopolysaccharides) that acted as resins during drying.

Sustainable development requires that exploitation of environmental resources is such that it does not result in permanent damage to the environment. In many instances environmental damage is an external cost of the entity exploiting the resource. Ideally, the entity should be forced to internalize this cost. Various financial assurance schemes have been proposed to ensure that the entities fulfill their financial responsibility to restore the environmental dam-age. Prominent among these schemes are ?environmental bonding requirements?. A main issue with these financial assurance schemes is that many times the amount and duration of environmental damage is uncertain. That is, the cost of restoring the environment in the future may be unknown (or unknowable), and, furthermore, the extent of the damage may not be known for many years into the future. Nevertheless, bonding requirements have to be set in advance and the rules for returning the bond and absolving the entity of responsibility have to be specified ex ante. In practice, a problem of allocation of resources arises. To make sure that all external costs are internalized, in the face of uncertainty, will require a sufficiently (arbitrarily) large bond for a sufficiently (arbitrarily) long period of time. But such a requirement may prove too expensive and may result in not undertaking a project (even if, under certainty, the project may be profitable after internalizing all costs). This will result in a reduction in total welfare. Under present bonding requirements, firms are responsible up to the value of the bond. This results in an asymmetry: if environmental restoration is less than the bond amount, the firm has an incentive to restore and reclaim the bond; if the cost of the environmental restoration is above the value of the bond, the incentive is to forfeit the bond, imposing on the government/ society the excess cost. This also may reduce social welfare, at least on distributional grounds since the firm owners pocket the profits and the taxpayers foot the bill. The presence of uncertainty suggests that a fee based reclamation fund may be welfare enhancing. The thinking can be sketched as follows: All firms undertaking environmentally sensitive projects pay into the proposed fund. The fund examines the risks and sets the premiums at the level of the expected restoration costs (not the maximum!) plus administrative expenses. One advantage of the scheme is that this eliminates the asymmetry. Firms with restoration costs below expected end up subsidizing firms whose restoration costs were underestimated. In other words, the industry ends up internalizing the costs not internalized by the individual firms, instead of the taxpayers.

INTRODUCTION In the past decade, the international coal trade has been undergoing a period of gradual change. This change will continue through the remainder of this century until by the year 2000 the international coal industry will look very different from the industry which existed in the early 1970's. The industry which will emerge from the thirty year period of change (1970-2000) will be different in many ways. -The volumes of coal transported will be much larger. - The primary type of coal traded will be steam coal rather than metallurgical coal. - A much broader group of countries will be participating in the trade both as suppliers and as consumers. - The trade will be dominated by a relatively small number of large producing and trading companies. - The coal mined for international shipment will be primarily surface- mined. – The United States will play a decreasingly important role in international coal trade. In the course of this paper I propose to address three questions which are crucial to the formulation of an understanding of the changes outlined above : (1) Which supplier nations will be most successful in the international metallurgical and steam coal trade in the next decade and a half? (2) What emerging trends will shape the international coal trade in the 1980's and 19901s? (3) Where are U.S. producers likely to fit in this scheme of things? As a background to my remarks, I should note that what follows is based on five years of work in a consulting capacity on coal supply and demand issues worldwide. Although in the course of this work I have had occasion to develop mining and transportation cost figures for all of the countries discussed below--both my own and those obtained from coal producers--it is apparent that success in the marketplace can be determined in some instances by considerations other than costs. Nevertheless, my comments today about international competitiveness will be dominated by cost considerations; there are, after all, not many markets that reward the high-cost producer with success. Let us begin by establishing some criteria for success in the international coal market and then compare some of the producer nations to some of these criteria. The criteria are: - Low delivered cost, - Good quality coal, - The producer's partnership in a joint mining venture with an importer or a consumer of coal, - The producer's international business orientation and commitment to penetrating the market, - The producer's reliability as a supplier, and - Political pressure exerted by the producing country on consumers.

US mine operators frequently fail to investigate more cost effective and productive bulk material handling systems because surface mines seem to lend themselves to truck ore haulage. In this country, as a result, use of conveyors to move heavy loads from mine to process facilities has been minimized, if not actually neglected. In contrast, there are more than 50 conveyorized surface mines in successful operation around the world. These mine operators have learned that properly applied conveyorized systems can offer major savings in capital and operating costs, which contribute to improved profits when combined with other proven mining technologies. Growing acceptance and application of conveyorized bulk material handling in surface mines also points up how unique each mine is and how careful planning contributes to maximum mine effectiveness. Because of these differences, mining executives and technical and operating staffs need to develop an understanding of three factors in applying conveyorized bulk material handling in surface mines: • Why each mine will benefit from the type of automation permitted by conveyorized operation, •What kind of equipment is available, and • What applications most effectively demonstrate the first two factors in action - hauling either ore or waste. The conveyorized systems considered in this presentation have production rates from 0.5-2.7 kt/h (500-3,000 stph). Worldwide, these systems have been operating since the early 1960s. Advantages of Conveyors Why do you want conveyorized bulk material handling? First, it almost always provides lower operating and maintenance costs. Second, it frequently requires lower initial capital costs and almost always requires lower capital costs over the life of the surface mine. Third, it provides comparable operating availability, and finally, it frequently gives comparable operating flexibility - depending on the mine plan. Cost avoidance can be accomplished with modern production methods. These, in turn, permit increased productivity and reduced operating costs such as those for energy, maintenance, and manpower. It has been demonstrated in European surface mines and elsewhere, that conveyor systems frequently require lower initial costs than does truck haulage. Almost always such operations require lower capital costs over the mine life. Those costs include the continual addition of haulage trucks to both accommodate the increasingly difficult haulage routes and fulfill replacement requirements when trucks wear out. Conveyor systems handling ore in numerous large crushing and port facilities, which have operated since the early 1950s, have clearly demonstrated a useful conveyor life of more than 25 years. In contrast, off-highway trucks have life spans of six to eight years. The following examples illustrate comparative capital costs to purchase conveyor systems and comparable truck haulage units. Example 1 The ore haulage route from point A to point B is level and 610m (2,000 ft) long. The material weighs 1.8 t/m3 (110 lbs per cu ft) and must be transported at a rate of 1.8 kt/h (2,000 stph). The installed capital costs to provide a properly designed conveyor that will transport the described material from point A to B is about $450,000. The capital cost to purchase three 77-t (85-st) off-highway trucks and one spare truck - which would provide equivalent capacity - would be about $1.2 million. The truck cost estimate is based on a 6 min. or 771 kt/h (850 stph) truck cycle time. Truck efficiency is estimated at 0.8. Each 77-t (85-st) truck would have an actual haulage rate of 617 kt/h (680 stph). Therefore, three trucks would be necessary to transport the designated tonnage of 1.8 kt/h (2,000 stph). A movable crushing plant would be located at point A for the conveyors and a permanent crushing plant at point B for the truck haulage system. Capital costs for these primary crushing plants were not included in the calculations for either system because the capital costs are frequently comparable. Example 2 The transport route from point A to point B is 610 m (2,000 ft) horizontally and 122 m (400 ft) vertically - on a 20% grade (Fig. 1). The material weighs 1.8 t/m3 (110 lbs per cu ft) and must be moved at a rate of 1.8 kt/h (2,000 stph).

The production of soda ash from trona (sodium sesquicarbonate, Na2CO3•NaHCO3•2H2O) resources has completely displaced the production of synthetic soda ash in the USA. Further, the utilization of other trona resources is under consideration in China, Turkey, etc. Recent research has been concerned with the development of flotation technology for the trona industry. In this regard studies on the flotation behavior of sodium carbonate salts: trona, sodium carbonate monohydrate and decahydrate, as well as the flotation behavior of sodium bicarbonate, are reported for both cationic (dodecyl ammonium hydrochloride) and anionic (sodium dodecyl sulfate) collectors. It has been found that strong flotation of sodium bicarbonate (NaHCO3) can be achieved with 100% recovery, while the other sodium carbonate salts do not float well. These results have been explained by FTIR analysis of aqueous solutions of Na2CO3and NaHCO3in a range of concentrations from very dilute to saturated conditions. The changes in the shape of the O-H stretching band of water are correlated with the flotation behavior of Na2CO3salts and NaHCO3. In addition, the absorption band of the carbonate ion at ca. 1385 cm-1is used to monitor its interactions with water and/or other ions in solution. The infrared results demonstrate thatNa2CO3acts as a water structure maker, leading to an extensively hydrated surface that accounts for the poor flotation of most sodium carbonate salts. In contrast, NaHCO3does not have this characteristic and consequently complete flotation is possible with both cationic and anionic collectors. These results support the previous water structure analysis for soluble salt flotation of alkali halides and other oxyanion salts.

Genesis 1:28 "And God blessed them and God said he fruitful and multiply and replenish the earth and subdue it and have dominion over it." Genesis 2:15 "And the Lord God made man and put him in the garden to dress it and keep it." Depending on one's perspective, these two verses from the Book of Genesis either complement one another or are in conflict. I believe that they are complementary. What they imply is that where there is privilege, there is responsibility. Privilege comes from the fact that the Lord created the heavens and the earth and he placed man on the earth to have dominion over it. The responsibility that accrues to us comes when the Lord also said that we are accountable for how we handle that which he has given us. The very nature of our responsibilities in resource utilization or, more appropriately, resource management, has changed over time as the nation's needs and priorities have changed. Thus, I have attempted to examine, from a historical perspective, how natural resource policy has evolved, where we are now and what may lie ahead.

Land reclamation and rehabilitation of depleted coal mines in the wider area of Ptolemais-Amynteon is practiced by the Division of Mines of the Public Power Corporation of Greece in order to conform to the concept of environmentally sustainable economic development of its operations. Detailed chemical and mineralogical studies were performed on reclaimed soils and their crops in order to evaluate the results of land reclamation and rehabilitation while similar studies were undertaken in adjacent, regularly cultivated, soils. Results indicate that trace element concentrations as well as concentrations of elements of environmental concern to be higher in regularly cultivated soils than the reclaimed ones. However, the concentration of the elements in wheat grains harvested from both, regular and reclaimed, group of soils is the same. The reason for this behavior is the very low water solubility, of the elements in the soils, due to their high pH values and the nature of their occurrence. As a result, wheat crops produced from reclaimed-rehabilitated soils developed on depleted lignite mines in the wider area of Ptolemais-Amynteon do not pose any health problem on either humans or animals when consumed.
