Pressure oxidation of gold containing concentrates and ores is an effective pre- treatment for liberating refractory gold. This is particularly true when an appreciable portion of the gold is associated with sulphides and is not amenable to conventional cyanidation. A brief review of the literature on the pressure oxidation of refractory gold materials is presented. The chemistry of the aqueous oxidation of arsenopyrite and pyrite is discussed. Data obtained on the pressure oxidation and subsequent cyanidation of concentrates and ores tested at the Sherritt Research Centre are also presented.

Matching the productivity gains of continuous mining machines with the increasing performance levels achieved by longwall units has required creative thinking to assure that development is completed in time for uninterrupted longwall production. By using management information systems to coordinate support operations, the most productive planning decisions can be made. This paper focuses on the role of computer technology tools in achieving improved productivity from both longwall and continuous miner sections. The primary emphasis is on the planning process and the methodology developed to guarantee the best allocation of management and manpower resources.

Based on systematic definitions of a generalized multiple fan ventilation system, the concepts of an augmented system, its solution curve and the operating points of the original system are introduced. The Quasi-Newton algorithm is applied in combination with the switching-parameter method to ensure a continuous search along an augmented-system solution curve and identify all the possible system operating points on it. Two example networks are analyzed to demonstrate those concepts and the application of the algorithm for identifying operating points of multiple fan ventilation systems.

The hydrodynamics of the leaching solution in leach heaps is known to be one of the important variables in the performance of the heap. The solution hydrodynamics are also important in the decommissioning of a heap where the aim is to flush out the residual dissolved metals and the remaining reagents. Chemical engineers have studied the hydrodynamics of "trickle bed" reactors for 40 years in an attempt to relate the performance of trickle bed reactors to flow conditions. Their work is reviewed with emphases on areas of similarity to heap leaching.

The presence of agglomerated particles in airborne dust in coal mines has been confirmed by SEM examination of static samples collected on substrates. In addition, the effect of agglomerated particles on the performance of cascade impactors and cyclone- type personal samplers has been studied. Simple procedures have been developed for evaluating the extent of agglomeration in air-borne dust by comparing the observed size- selectivity of the sampling devices with that expected under idealized conditions. Applications of these techniques in the laboratory and in underground mines are discussed.

Emerging technologies such as neural networks and fuzzy logic have many potential industrial applications in diagnostics, modeling, and control. In the automotive industry, applications can be divided into those that impact manufacturing processes and those that relate directly to the product. Though discussion often centers on neural networks deployed in hardware, their potential in the development of problem solutions (however deployed) could easily be of greater importance. Here we concentrate on the use of neural networks for modeling and control, using a simulation of vehicle active suspension as a concrete example.

Oil and gas together are the most important energy sources consumed in the United States. In 1983, 67% of total energy consumption was represented by these two resources (43% was oil and 25% natural gas), while coal accounted for only 23% of U.S. energy use. All other sources (hydroelectric, nuclear, geothermal, wood and other waste products) accounted for only 10% (U.S. Department of Energy, 1983, p. 1). In this chapter we address the issue of regulation in the oil and natural gas sectors of the U.S. energy industry. In addition, we analyze the cartel characteristics of the Organization of Petroleum Exporting Countries (OPEC). If OPEC is an effective cartel, then U.S. oil as well as substitute energy prices, production, and consumption will be affected by cartel action. Further, as the nation learned in the 1970s, major changes in oil prices produced major disturbances in other sectors of the U.S. and world economies. Consequently, it is important to determine whether the roughly ten-fold increase in nominal prices that occurred in the 1970s was the result of cartel action, the result of normal economic forces adjusting to the fact that the world was running out of cheap oil, or some combination of the two. Furthermore, the presence of OPEC- associated oil price increases is related to regulations that were imposed on the energy sector during the decade of the 70s. THE RATIONALE FOR GOVERNMENT INTERVENTION Economists have traditionally judged the state of an economy to be efficient if it is impossible to improve the welfare of any one member of society without harming someone else. Any economy that satisfies this condition is said to be Pareto efficient, after the Italian economist Vilfredo Pareto who first gave rigorous attention to such questions (see Chapter 4.10). It is easy to see why an economy that fails to satisfy this condition could not be efficient; by definition, it would be possible to alter the allocation of resources in a way that improves everyone's welfare.' Much of the appeal of this weak efficiency criterion is that it avoids comparisons of levels of well being among different individuals. The cost of such generality, however, is that in any given economic system a wide array of different Pareto efficient states will typically be attainable. In the simple Robinson Cursoe economy of the undergraduate textbook, for example, efficiency could just as easily be attained in the case where most of the island's resources are owned by Friday as in the case where they are under Crusoe's control. However, the distribution of welfare among the two inhabitants would obviously be quite different in the two situations. Such equity issues cannot be settled on objective or scientific grounds. To decide which distribution of welfare is socially "best" an explicit value judgment is needed. It is useful to keep in mind the preceding distinction between efficiency and equity issues when analyzing the role of government in a market economy. Decentralized market processes will not necessarily result in a distribution of welfare that society considers just. For this reason a potential role for government lies in the redistribution of income among individuals. In some circumstances, however, market pro-

Introduction Responding to Congressional inquiries regarding the purchase of a number of major domestic mining and metals companies by foreign firms, the US Bureau of Mines examined trends in foreign direct investment in the US. mining and mineral processing industries1. "Foreign Direct Investment in the US Minerals Industry" analyzes the extent of foreign investment in several major mineral commodity industries. It identified the countries of origin of foreign investment in US mineral assets. The study also described several reasons for the growth of foreign investment in US minerals and discussed some potential implications of this activity. Foreign investment trends in the economy and minerals For the economy as a whole, between 1977 and 1985 the number of US affiliates of foreign investors more than doubled - from 4046 to 9824 - as did employment at these affiliates - from 1.2 million workers to 2.9 million (Table 1)2. During this same time period, the total value of assets of all US affiliates throughout the economy rose from $239 billion to $736 billion (1985 constant dollars). In the domestic minerals industry, foreign investment also grew substantially during that same time as the number of US minerals-related affiliates increased by 74% - from 125 to 217 - between 1977 and 19853. During the same period, employment at all foreign-owned affiliate mineral operations in this country increased by 78% and totaled 198,000 workers at the end of 1985. Parallelling the growth in the number of and employment at foreign-owned US mineral and metal operations, the total value of US mineral assets owned by foreign firms (or individuals) has nearly doubled since 1977 and amounted to $30.9 billion at the end of 1985. The rate of increase in foreign investment in US mineral assets was slightly higher in the metals industries than in the nonmetallic groups. Foreign investment more prevalent in minerals Perhaps a more useful way of evaluating the growth in foreign investment is to analyze growth in the "intensity" of foreign investment - the proportion of total US industry assets held by foreign investors. Although insufficient data on total industry assets prevented the development of such a measure, employment data provide an indication of relative differences in the intensity of foreign investment among the mineral industries and other industries. For example, as noted in Fig. 1, the 198,000 minerals industry workers employed at US-affiliate companies in 1985 represented 12.7% of total employment in this sector of the economy. In comparison, for the mining and manufacturing sectors of the economy as a whole, 7.8% of all workers were employed at US-affiliate firms in 1985. For the total economy, 2.7% of the entire civilian employed workforce worked at US-affiliate firms that year. Using employment as an indicator, foreign investment has been more prevalent in the minerals industry than in most other industries. About one worker in eight in the minerals sector was employed at a US-affiliate firm in 1985. White Pine Copper Company built and operated, from August, 1962 through May, 1963, a pilot plant to recover copper using a cyanide percolation leach of the sand fraction (+400 mesh) of the mill tailings (1, 2, 3). The pilot plant runs were metallurgically successful and preliminary engineering studies for a full scale operation were completed under contract by an outside engineering firm. Unfortunately, the net return projected at that time did not justify the proposed capital' investment. In the summer of 1973 the project was revived. The rise in selling price of copper over the previous ten years, compared to the projected operating cost of the leach plant, increased the calculated net return on investment with the most recent figures showing a 30% DCF. Basically, the reason for this favorable shift in profitability was that the cost for many of the reagents did not go up as fast in the previous ten years as did the selling price of copper. Using the Chemical Marketing Reporter costs, NaCN sold for 18.3¢/lb in 1963 and 20.75¢/lb in August, 1973. During this same period H2S04 went from $23.50 per ton to $35.90 per ton. In comparison, producer's prices for electrolytic copper were 31¢/lb in 1963 and 619 in 1973. Thus the price of copper went up 97% while the two reagents only increased 13% and 53%, respectively. The capital investment also escalated but, again, not to the same extent as the selling price of copper. These price differences no longer are valid' but they did provide justification for reexamining the project.

INTRODUCTION In ore beneficiation one of the simplest methods of mineral concentration is hand picking to remove either the ore or the waste material from a moving table or conveyor belt. Ore Sorting Equipment may be defined as equipment for mechanized picking. This type of equipment has been used successfully over the past thirty years or so to beneficiate ores of various types in particle mesh sizes between 1mm and 200mm.. at throughputs of up to 150 tonnes per hour. In general for ore sorting to be a consideration the ore and the waste material must be well liberated in the feed to the sorter (that is into practically discrete particles of ore and waste). The larger the liberation size the more likely sorting is to be cost effective. Correct selection of ore sorting equipment is most important and often special machine features are developed for an individual application. Sorter performance can be best determined by extensive testwork of representative ore at design tonnage on prototype or preferably on production model sorting machines. ADVANTAGES OF SORTING ORE The four main advantages of sorting ore are: Reduced milling cost. Reduced processing cost. Higher overall recovery. Reduced transportation costs. Reduced Milling Cost With sorters installed the milling plant following the sorter is generally smaller and hence less costly to install and operate as it only has to handle the sorter product. However this benefit is somewhat offset by the increased cost of the screening and washing plant prior to the sorter and the cost of the sorting plant itself. Reduced Processing Cost As there is less material of higher grade presented to the concentrating plant following the sorter, this plant will generally be smaller and less costly to construct and operate than a plant treating the total quantity of material. In July 1997, Krupp Canada obtained the contract to design and supply the conveyor system for Chile's Los Pelambres copper mine expansion project. Progress on the overland conveyor system is currently on schedule. It is a challenging task to convey copper ore from an open-pit mine located on a mountain site 3,000 m (9,840 ft) above sea level down 1,300 m (4,265 ft) to the processing plant at the valley floor below. The Los Pelambres conveyor system moves copper ore at a rate of 8.7 ktlh (9,600 stph) and at a speed of 6 ml sec (1,180 ftlmin) for 12,750 m (41,830 ft). The distance is divided in three conveyors, each 1,800 mm (71 in.) wide. The largest conveyor is 6 km (3.7 miles) long. To protect against avalanches and rockslides, the conveyors run through a 12-km- (7.4-mile-) long tunnel system. The lowest of the three conveyors is equipped with a shuttling head end. With this, the conveyor discharge point can be moved back and forth by 100 m (330 ft), allowing it to build up a longitudinal stockpile at its end. To meet the extreme design parameters, the limits of conveyor design had to be pushed to record-setting marks. For instance, the ST-7800 steel cord conveyor belt is the strongest belt ever installed in a conveyor system. A total drive power of 25 MW (33,535 hp), consisting of 10 2.5-MW (3,352-hp) drives, is included in the design plans. In loaded condition, the electric motors act as generators and feed electric energy back into the power grid. The motors are controlled by variable frequency inverters that provide an infinite adjustment of motor speed. This technology allows starting and stop- ping the conveyors precisely along predetermined acceleration and deceleration ramps. This is done so harmful belt jerking and stress waves can be avoided.

6.1 INTRODUCTION The three most critical factors in successful heap leaching operations are: • The methods employed to pretreat ore (i.e, crushing and agglomeration); • Placement of ore on the leach pad (heap building techniques); and • Wetting of the ore with cyanide (solution application techniques). Improper execution of any of these initial steps may result in a substantial sacrifice of total metal extraction or, in the worst case, in project failure. Ore preparation in terms of crushing and agglomeration was discussed in Chapter 5; this chapter therefore focuses on commonly employed techniques for heap construction and solution application. The main objective of heap construction is to obtain the most homogeneous heap possible. "Channeling" of leachate in heaps with preferential seepage paths leads to preferential leachate distribution and uneven/incomplete extraction. The two main contributing causes of channeling are inadequate attention to heap construction and uneven solution application. These pitfall s can best be avoided through a knowledge of the various techniques available and the applicability and success of these techniques with various ore types and site conditions. The remainder of this chapter provides a discussion on these two subjects. 6.2 HEAP BUILDING TECHNIQUES Successful heap building techniques vary with the type of ore and, since no two orebodies are exactly alike, some slight modifications are usually necessary for each specific project. However, it is possible to generalize in terms of the appropriate techniques to be used with ores having similar characteristics. This section discusses the three most commonly used methods of heap construction and provides some guidelines with regard to ore types, construction constraints, and lift height parameters for each of the three. 6.2.1 Run-of-Mine Dumping and Dozing The run-of-mine method of heap building can only be used with ore of a highly silicious nature (i.e., ore which will not generate a large amount of

As of the end of October, 1990, there have been eight spontaneous combustion heatings reported to the Mine Safety and Health Administration (MSHA) at the No. 5 Mine. A reportable heating is defined as one with elevated surface temperatures of the strata greater than ll°C (20°F) above the ambient. The first heatings occurred in November, 1986. The last three heatings were located near the start line of "K" Longwall Panel in the southwest where mining had begun on May 21, 1990. All of the heated areas had been at the time of detection, or were sometime areas of high ventilation pressure differentials or high air velocities. All of the heated areas are in an expanded seam with associated, extensive floor heave which is characteristic of all of the expanded seam thus far exposed by development mining in the No. 5 Mine. Jim Walter Resources, Inc. submitted a plan to MSHA which would reduce the potential for spontaneous combustion at the No. 5 Mine by reducing high air velocities and high pressure differentials in the gob. These two parameters are the dynamics which feed oxygen to the pyrite, thus initiating the oxidation process which can lead to spontaneous combustion. No. 5 Nine operated under this plan for 29 shifts before mining on the longwall was stopped by MSHA and the Spontaneous Combustion Control Plan revoked. This paper briefly details the geology of the expanded seam and history of the heatings. It also gives a retrospective view of the operation under the Spontaneous Combustion Control Plan and reasons why it was revoked by MSHA. Currently, knowledge of the reaction process of the footwall coal seams at No. 5 Mine and other potential spontaneous combustion seams in the United States is limited. There are techniques used in the United States and other countries to minimize the potential for heatings in spontaneous combustion prone areas. The No. 5 Mine has attempted to utilize this current technology. However, in deep, gassy mines the problem is complex.

Mount Isa Mine should be regarded as a large mining complex rather than one mine. This arises from the geography, variety and extent of the orebodies, the mining methods, and the use of 14 shafts for ventilation distribution. A brief resume is presented here since comprehensive descriptions of lead-zinc mining methods {11}, copper mining methods {2 }{3}, geology 241, stope fill {5} and ventilation techniques {6}{7}, have all been published in the last five years. Mining extends over a north-south strike length of 2.5 miles (4 Ian) with a maximum width across dip approaching 3 200 ft (1 Ian). Current mining is to a depth of 3 150 ft (960 m) with the ore hoisting shafts extending 660 ft (200 m) deeper. The composite longitudinal section, Figure 1, shows a representational disposition of the copper and lead-zinc-silver orebodies in the central shaft complex where the main service and hoisting shafts are located. To the south the X41 man and materials shaft provides access to the copper area. The mine layout is typical of high tonnage track- less mines, utilising a large diesel fleet, raise- borers and some large diameter hole stope drilling. Mining methods include sublevel open stoping, slot and massfire, and a trial vertical crater retreat in the copper ore, and sublevel caving, sublevel open stopes with and without rib pillar recovery, and mechanised cut and fill in the numerous lead orebodies. All ore reports to one of the three crushing systems located below 19 level in the central shaft complex. Copper ore is hauled exclusively along the 19 level computer assisted Rockflo haulage system, and lead-zinc-silver ores report via central orepasses from Granby haulages on 13 level and 15 level. Tonnages hoisted during the 1977178 financial year were 5.0 million for copper at 3.2%. and 2.3 million for lead-zinc-silver at 7.8%. 6.3% and 7.06 oz/ton (216 g/tonne) respectively.

Restoration of a wetland which was initially disturbed at the turn­of-the-century will be undertaken to compensate for the temporary loss of wetlands associated with future mining operations. The proposed mitigation area exhibits xeric conditions as a result of past dredging and gravel mining operations which had the effect of lowering the flood plain surface and wasting the fine surface sediments. Together these mining activities resulted in complete alteration of the surface and subsurface water systems. Water which had inundated the soil profile, now flows on the basalt bedrock, surfacing only for a relatively short time during high flow periods. The conventional approach to wetland restoration in this type of area is to remove surface material in an attempt to bring the surface nearer to the underground water. These operations would require the removal and redistribution of large quantities of gravel, cobbles and boulders and the attendant destruction of existing wetland areas. Rather than lowering the surface elevation to the water level, the mitigation plan conceptualized for this project involves forcing the water to the surface by creating subsurface ponds behind four impermeable barriers. The barriers will extend vertically from the bedrock to the surface. Surface berms will be constructed along the length of each groundwater barrier to enhance sediment deposition and encourage the development of wetland vegetation. This is the least expensive and least invasive method of creating a wetland which will remain saturated to the requisite degree and for the amount of time required for classification as a wetland as defined by the 1989 Federal Manual for Identifying and Delineating Jurisdictional Wetlands.

I welcome this opportunity to give a Congressman's birdseye view of a subject which I believe holds great potential for the future in helping meet the needs of people, with minimal adverse impact on the environment. All mankind, not just the people in this great nation, faces the need for additional usable space. In some parts of the United States the problem arises from rapid urbanization of the surface and little utilization of the subsurface. Everywhere there is an increasing problem of insufficient space arising out of the increasing population crush and growing demands for open space, housing, water, transportation, communication, and social service. You are the technicians to whom we look for assistance in finding answers. We look to you also to provide guidance for broad policy decisions concerning underground space. I prepared for a career practicing law, but since 1952 I have been a member of the House of Representatives. In this latter capacity I deal with programs designed to help solve all kinds of problems. But, naturally, I am especially interested in the water scarcity and other environmental problems of my home state of Arizona and the arid and semi-arid areas in the West. This North American Rapid Excavation and Tunneling Conference has as its theme: "Tomorrow's Tunneling Technology Today." I have a very great interest in this potential of our underground space resource. The Central Arizona Project now getting underway in my state will consist in part of tunnels and underground pipelines to convey life-sustaining water from the Colorado River to people and lands across Arizona to the Phoenix and Tucson areas.

The penetration of sustainability principles in business practices has introduced the necessity for a simultaneous integrated assessment of the corporate economic, environmental and social performances. Continuous technological, political and legal evolutions indicate that Sustainable Development (SD) principles will soon have to be implemented in all sectors of the Greek corporate reality, among them in the Mineral and Mining Industry. However, the ultimate criteria for the evaluation of a company?s performance remain its profitability and its market value. Managers, shareholders, financial intermediaries, all alike, emphasize and base their decisions on the various accounting produced ratios of return (ROA, ROE, ROCE, Residual Value) included, or produced by data found, in the financial statements of the companies. This paper offers evidence that the traditional accounting ratios discourage the implementation of investment plans that aim at improving the environmental performance of companies and therefore can be inadequate and misguiding for SD applications. International studies have consistently traced a positive relationship between the environmental performances of firms and their financial positions. Yet, the fact that investors tend to reward proactive companies by increasing their corporate values is disregarded by the return ratios, which usually set up the basis for management rewards and bonuses. The book value of the firm assets and owners? equity from which such ratios are produced diverges strongly from the real corporate value, defined as the traded amount for the stock of a firm. There is an urgent need for an adjustment of the return ratios so that they can record the positive economic impact of a more sustainable attitude and encourage decision makers towards this direction.

A fully three-dimensional hydraulic fracture propagation model, based on the Displacement Discontinuity Technique, is briefly described. Using this model, it is shown that the geometry of a propagating fracture is dependent on several factors, among which the fluid pressure distribution within the fracture plays an important role. The containment of hydraulic fractures is found to be dependent on stress and toughness barriers in the formation. Containment is also observed to be more effective with a decrease of the viscosity, pressure or flow rate of the injected fluid. The three-dimensional layout of the fracture is shown to have a definite influence on the width and pressure distributions within the fracture. The examples considered indicate the need for fully three-dimensional models, as complements to the commonly used two-dimensional and pseudo-three-dimensional models.

The National Institute for Occupational Safety and Health (NIOSH) has initiated a study of a roof bolter to reduce noise exposure to mine roof bolter operators. An important segment of this research entails determining the affect of various drilling configurations on the performance (penetration rate) and sound power emissions when drilling into granite. Test conditions included various combinations of rotational speeds and thrusts; hex and round drill steels of one inch (1.) and one and three-eighths inch (1 3/8.) diameters; vacuum and wet conditions; and using drill media of differing compressive strengths. This paper will detail the affects of each of these on the performance and sound power level emission. When drilling into granite, it was found that wet drilling generated lower sound power levels and performed better than vacuum drilling.
