Long distance slurry pipeline systems for steam coal, iron concentrates, copper concentrates, and limestone, first used nearly 60 years ago, are now transporting nearly three billion ton-miles annually. At this time a phosphate concentrate pipeline is nearing start-up and systems for transporting coking coal, lead/zinc concentrates, and fly ash are planned. The solids pipeline concept was first patented in the early 1900's and put into practice in the 1950's. Table 1 summarizes the major elements of several presently operating commercial systems. Increased control system sophistication has been accompanied by significant drops in control equipment size and cost, as illustrated by recent cases of pipeline operation with progressively more advanced level of control: 1) The Consolidation Coal (Ohio) and Savage River (Tasmania) iron concentrate pipelines started in 1957 and 1967, respectively, used simple hard-wired control logic. 2) The Black Mesa (Arizona) coal slurry pipeline commissioned in 1971 added a hard- wired programmable logic controller for some of the start-up and shutdown routines. 3) Two years after its start-up in 1974 the Pinto Valley (Arizona) copper concentrate pipeline was tied into the concentrator digital computer system for data logging. 4) The Samarco (Minas Gerais, Brazil) iron concentrate pipeline which came on-line in mid-1977 was the first slurry system to use a dedicated supervisory computer for its control. Communication to remote areas was via micro- wave and buried cable.

An experimental program in the U.S. Bureau of Mines' Safety Research Coal Mine evaluated the effects of dead end crosscuts on the transport time of CO along a mine entry. The presence of carbon monoxide is a characteristic of a fire in its incipient stage, and is significant in the determination of a fire location in a mine from the analysis of arrival times of pre-set concentrations at CO monitors. In this investigation two entries, with a total of ten crosscuts, connected by a room were instrumented with CO sensors as part of a real-time monitoring and data acquisition system. Controlled release of 1% CO was monitored as the contaminant traveled the entries for several different configurations of CO sensors and exhaust fan settings. In addition to the normal longitudinal dispersion of CO due to turbulent mixing at the front of the CO wave, the induced rotation of air established within a crosscut by the entry flow diluted the CO concentration through entrainment. It was determined experimentally for the entry and crosscut configuration considered that the transport time for a specified CO concentration was 27% greater than the predicted time based upon entry volume only, but 13% less than the predicted time based upon entry and total crosscut volume. The proper interpretation of the measured transport time of a specified contaminant concentration between sensors is important for mine safety in the isolation of a fire and plans for miner evacuation.

Alaska is in competition with the rest of the world for exploration dollars. Providing a "seed package" of airborne geophysical data for the state's numerous mining districts encourages companies to begin more detailed exploration in more areas than they could have afforded on their own. When data are already available, the initial risk decreases for people involved in exploration. Airborne magnetic and electromagnetic data help ge¬ologists and geophysicists determine what rocks and structures are present under overburden and vegetation. These data form a fundamental package that exploration companies want before intensively exploring most regions. Individual mining companies have conducted their own geophysical surveys during the past several decades. However, these data are not available to other companies. The companies able to afford geophysical surveys have less money for ground exploration after purchasing expensive, private geophysical data. Therefore, they are not able to explore as many places as they might. Additionally, since data are not shared with other exploration companies, the proprietary surveys do not foster intercompany competition to move projects forward. Individual prospectors and small companies can not afford their own geophysical surveys. "It is more often than not the grassroots exploration efforts of the smaller operator that leads to significant discoveries," said Klaus M. INTRODUCTION The heavy risk inherent in all underground construction projects contributes significantly to the high cost of transportation tunnels. First, the knowledge of this risk leads the engineer to design conservatively. Second, the cost overruns are still common with a high proportion of them originating from corrective measures needed when unforeseen problems develop during excavation. These unforeseen problems includes - encountering unexpected objects, materials and water conditions - experiencing an unforeseen behavior of the materials - damaging property beyond the expected range of influence of the tunnel construction. To minimize these expenses, more emphasis is being placed on well planned and interpreted site investigation programs in the final design and planning stages of the project. It is well known that the cost of a planned excavation is less than the cost of dealing with the same conditions when they are encountered unexpectedly. Therefore, the objective of site investigation is to provide a complete set of reliable data for designers and contractors that is continuous along the projected tunnel alignment. Two alternatives axe available to achieve this objective; - for shallow tunnels, it is often feasible to generate continuous data by drilling appropriately spaced, vertical bore holes and applying sensing techniques for interpolation (1, 8). - for deep tunnels, or certain urban tunnels under existing structures, closely spaced, vertical bore holes are not feasible except for narrow zones at the portals. In such cases direct horizontal penetration may be required that may be complemented by radial sensing to extend the range of information.

INTRODUCTION The U. S. Army Corps of Engineers is developing chemical explosive excavation as a construction technique for use on Civil Works projects. Large chemical charges are being used in multiple charge arrays in a variety of media and topographic situations to achieve actual construction projects. The target is the development of chemical and nuclear explosive excavation as an accepted cost-competitive construction technique. Military research using explosive excavation is also being conducted to apply this technique to military engineering for combat purposes and to military construction. The information gained from both the civil and military research is integrated into the overall development of explosive excavation. This research and development work is being conducted under the auspices of the U. S. Army Engineer Waterways Experiment Station Explosive Excavation Research Laboratory (EERL) located at Livermore, California. This organization was formed in 1962 as the Nuclear Cratering Group (NCG) to carry out the Corps of Engineers (OCE) portion of a joint agreement with the Atomic Energy Commission (AEC) to develop nuclear explosives for construction purposes. The AEC, through the Plowshare Division of the Lawrence Livermore Laboratory at Livermore, California, has been responsible for developing nuclear explosives, conducting nuclear cratering experiments, developing nuclear safety information, and developing methods for predicting the shape of the craters. Companies are constantly searching for more effective methods of controlling and reducing costs. In recent years increased emphasis has been placed on cost reporting to the middle manager and down to the first-line foreman because this is the place where the money is really spent. Traditionally, operations management has been relegated to using cost systems designed by financial management for the use of financial management. They reflect the machinery necessary to produce profit and loss statements, and so-called cost reports emanating from these systems frequently have a heavy orientation toward product costing rather than the cost that an individual manager or foreman actually controls. In addition to direct operating costs by function or product type, they often include overhead allocations from local operations as well as from the home office. This type of full-absorption costing has many worthwhile uses but is of little or no use to operations management for cost control purposes. It is particularly discouraging to many supervisors because it includes so many categories of cost over which they have little or no control. It is for this reason that modern, aggressively managed companies are increasingly moving in the direction of responsibility cost reporting. It is the objective of responsibility cost reporting to report only direct operating costs over which the individual manager or foreman has complete control, thus facilitating cost control by fixing responsibility for cost.

The opencast lignite mines in the Rhinel and Di strict/Germany are equipped with the continuously operating bucket-wheel excavator - conveyor - spreader system. High productivity requires large capital expenditure on main mine equipment as a precondition for efficient mining. In operation, the technology employed leads to a particular cost pattern which is quite different from that of other industries. Labour, auxiliary equipment and mobile vehicles are the most important cost factors which can be controlled by the management. In this respect information processing computer systems are used for systematical and interpretable representation of operational tasks and jobs both in planning and work preparation and in recording the operational data describing the work result and the use of resources. Another aim of the project is to relieve the middle management of major part of its administrative routine work. Job-related work planning and data recording open up various possibilities of analyzing the operational procedures. This analysis shows, for example, what auxiliary machines are particularly suitable for specific tasks, and working groups can be organized so as to take account of the different skills of individual employees for the sake of an optimal work product. Computerized information processing provides the decision makers with topical information related to their respective responsibilities. The mining department of the Hambach opencast mine is the first user of the PERMAD system. Due to the favorable evaluation it has been decided to introduce PERMAD in three other mines in the course of 1992/93.

Introduction In difficult times such as these, there is a strong reaction to the current way of doing things. Typical reactions that we have all heard are "There has to be a better way," "We're pricing ourselves out of business," "We have to improve our productivity," and "We have to have more cooperation," between union and management and employees and management. All of these comments have at their roots one common factor - getting the maximum amount for your dollar. The other factor inherent in these statements is productivity. I have not yet met a person in our industry who has not expressed the opinion that we should, and that we can, improve our productivity. Reducing Labor Costs In light of these factors I suspect we have all spent a fair amount of time examining our labor costs. For some of us, labor costs are a high proportion of our total cost of doing business. To alleviate the impact of these costs, we have generally done four things. We have reduced our number of employees, shut down operations for appropriate periods, sought concessions from union employees, and placed freezes on wages, salaries, and other benefits on nonunion employees. These approaches have been made to improve current shortfalls in our cash positions - to tide us over, as it were - or to provide us with a chance for survival. These are short-term measures that help to bring immediate relief, but can pose significant problems (or challenges), for the longer term. For instance, what do we do when times improve? How much do things have to improve before we do anything? By seeking concessions from unions in bad times, what do we do when unions come to us in good times? It is a rather sad and critical fact that we have grown too fat during the good times and too thin during the bad. In the first case, we have failed to optimize our earnings. In the second, we have cut ourselves too far. Consequently, when good or better times have arrived, we have had to bulk up our requirements to meet production commitments. In mining, for example, when times become tough, we tend to reduce our development plans so that when times improve we have to really "sock it to 'em," so that we can maintain productive capacities. We should plan ahead a little more to reduce the amplitude of our cyclical wavelength, so that in good times profits are optimized and in bad time we are better able to take the strain. Of course, forecasting cycles is not a refined art, but if we properly control our work force levels and costs at all times, and therefore optimize our productivity, we would be more able to withstand the problems we face today. Unfortunately, it appears that it takes bad times to bring us to a realistic appraisal of our way of managing our businesses. Labor Practices Not all of the problems now faced are due to low metal prices. Inflation has played a major role in bringing costs to a frightening level. Trade unions alone can not be blamed for high inflation levels over the past several years, popular though that notion is. Contract negotiations, after all, require two parties. Indeed, our current levels of labor cost are due to two factors: • We have felt obliged to keep our employees whole, relative to the cost of living. • We have felt obliged to maintain our competitive position relative to our peers, in order to maintain our ability to attract and retain a skilled, efficient work force. In the first case, our felt obligation has been applied without due recognition of the factor of performance, either in individuals or groups. Average, even mediocre performers, have been amply rewarded for their average work and mediocrity, while the good performers, no doubt receiving more for their good work and effort, have not perhaps appreciated the slight premium for their effectiveness. The rather predictable result of this practice has been that the average and mediocre stay that way (why change?), while some (certainly not all) of the good performers have said "It's not worth it," and slipped into the warm, cosy pool of the average and mediocre. In the second case, that of maintaining competitiveness with other companies' employees, we have compounded an already serious problem of lack of skilled tradesmen by paying higher and higher prices for the existing pool to maintain comparability without improving the flow of more skilled people through sound and sufficient training programs. We have the rather dubious pleasure of paying more and more for the same problems. Compensation is either mutually agreed, as with unions, or it is unilaterally applied, as with nonunion employees. Generally, there is more flexibility available to the employer when dealing with nonunionized groups than there is with unionized groups. INTRODUCTION The quantity of seepage that will be released from a tailings impoundment depends not only on the characteristics of the seepage control system, but also on the properties of the foundation soil or rock beneath the impoundment and the nature of the groundwater in the area. The interaction between various elements of the seepage control system and the influence the various characteristics of the site and impoundment have on seepage are the subject of this paper. The results of analyses are presented herein to indicate the nature and magnitude of the effect that the various factors will have on seep¬age losses. Analyses were conducted for a uranium mill tailings impoundment located in an area characteristic of many found in the western United States or Canada. A typical seepage control system consists of placement of either a clay or synthetic liner beneath the impoundment. In some cases an underdrain system may be placed on top of the liner to collect drainage from the tailings. The parameters that were varied in the analyses included those pertaining to the liner, underdrains and foundation strata. In general, it is shown that the seepage losses will vary in a complex manner depending on the interaction of the elements of the site and the seepage control system. As may be expected, the liner and underdrain systems have the most pronounced effect on controlling seepage. This paper deals with the quantity of seepage released from an impoundment However, the impact that seepage losses from an impoundment will have on the surrounding environment will depend on the rate at which contaminants will enter the groundwater and the nature of the groundwater flow itself. Consequently, when considering these results with regard to environmental impact they must be interpreted along with considerations of geochemical factors. MECHANICS OF SEEPAGE The mechanics of seepage and methods of analysis that were used will be discussed briefly herein. For a more detailed discussion the reader is referred elsewhere (McWhorter and Nelson, 1978, 1979, 1980). A general column through the impoundment was considered to be as shown in Fig. 1.

In drier regions of the world, total containment of cyanide liquors for rainfalls less than a specific design value is often required by government regulation. For example, in Queensland total containment is required for rainfalls up to 'the 1% annual exceedence probability. In equatorial regions, where rainfall greatly exceeds evaporation, a total containment requirement is unrealistic and this is recognized by regulatory authorities. Regulatory constraints typically require that cyanide concentrations at an agreed downstream compliance point not exceed a specific value more than a specified fraction of the time. While the excessive rainfall prevents total containment, it does provide substantial dilution. This paper outlines a methodology for assessing the distribution of cyanide concentrations at a downstream compliance point in an equatorial region with limited hydrometeorological data. Consider the hypothetical mine environs depicted in Figure 1. The mine is located near the catchment divide and draws its water supply via a gravity line. Tailings from the process plant are piped to a tailings dam on a sub-catchment below the plant site. The objective is to determine the distributions of cyanide species concentrations at a compliance point just upstream of a major settlement to ensure they do not exceed regulatory limits.

In some rural regions of Peru, artisanal gold mining is currently an essential activity as it provides an important source of income. In the Huanca region (Ayacucho Department) gold deposits are not attractive for mining companies due to their reduced size, but they have enough interest for artisanal mining because of the ease and low cost of mining operations. Artisanal gold mining represents an important damage for the environment, because operations related to amalgamation processes using Hg result in special environmental problems besides the typical ones commonly associated to all mining activities. A preliminary sampling has been made in soils, materials from tailing ponds and surface water of the Acarí River, at the site of the Huanca village, according to networks specially designed for the particular conditions of the area. Studies accomplished revealed high mercury concentrations in soils and tailings. Chemical analyses of soils directly collected in the area of the active or abandoned ?quimbaletes? show mercury concentrations ranging from 15.3 mg?kg-1 to 44.2 mg.kg-1. Mercury concentrations in soils decrease as a function of distance from the before mentioned sources. Water quality of the Acarí River that flows through the area does not present important changes as a consequence of the mining and processing operations.

Recent events in The Peoples Republic of China indicate that a major effort is underway to increase trade with the western world. Gold production contributes to China's ability to participate in international trade. Consequently, the Chinese government places a high priority on increasing gold production. Many of the operating gold mines in China contain refractory ores that to date have not been efficiently treated. Figure 1 illustrates the description and location of a few of China's major gold mines. China recognizes that the technology necessary to economically treat this ore has been developed in the United States and other western countries. The country has therefore begun to seek assistance in evaluating several potential projects. Organizational structure Gold mining and processing in China is directed by the China National Gold Corp. (CNGC), headquartered in Beijing. The agency has a director in each province who is responsible for exploration, mining and processing. CNGC uses the services of two engineering organizations for metallurgical testing, process development and design engineering for their projects. The largest engineering organization is the Central Engineering and Research Institute for Non-Ferrous Metallurgical Industries (ENFI), also located in Beijing. The second engineering organization is the Changchun Gold Design Institute (CGDI), located in Changchun Jilin province.

During development mining, ventilation capacity may decrease and the ventilation requirements may depart from initially planned values depending on the mining rate, increases in the methane emission rate, and changes in ventilation airway leakages. Insufficient ventilation air quantities and the occurrences of high methane liberation rates can overwhelm the existing quantity of ventilation air and result in elevated levels of methane gas during development mining. This condition can both limit the development of that section and increase the risk for an ignition that may lead to an explosion. Thus, the prediction of ventilation air requirements prior to mining can enhance worker safety by reducing the likelihood that explosive methane-air mixtures form. This study presents an approach for prediction of methane inflow rates using coalbed methane reservoir modeling. For this purpose, a two-phase coalbed reservoir model of a three-entry type roadway is developed. In the model, grids are dynamically controlled to simulate development of entries. Examples are given for methane inflow and ventilation air requirements as a function of mining rate, development section length, mining height, and the existence of degasification boreholes. This technology can be used to limit the methane concentrations occurring as a result of the influences of various coalbed and operational parameters.

Raw materials and mineral products are crushed, ground, or pulverized for a variety of reasons. Some of the most important reasons for size reduction are: to liberate marketable mineral species from a matrix of commercial minerals and gangue, to promote rapid chemical reaction through exposure of large surface area, and to produce a material with desirable size characteristics for handling, utilization, and storage. Comminution processes are currently used on vast tonnages of raw material annually. In the mineral industries where mineral products and other solids are processed, the various size-reduction unit operations represent a major portion of the manufacturing costs. The comminution process is an expensive unit operation from the stand- point of both capital and operating costs. Power consumption is large, and the energy conversion to useful work is very small regardless of the size-reduction system. In energy terms, about 1% of the all electricity generated throughout the world is expended in crushing and grinding operations by the cement industry alone. Comminution is a general term for size reduction that may be applied without regard to the actual breakage mechanism involved. General type of size-reduction equipment include crushers, tumbling mills of various type, impact mills, fixed-path mills such as a roller mill, and fluid-energy mills. INTRODUCTION Underground siting of nuclear power stations is drawing increasing attention in various parts of the world. Scandinavian countries took the early lead in this field because of their experience in the design and construction of underground hydroelectric stations and industrial plants, and because they have near-surface rock formations which are ideally suited for hosting large underground caverns. The world's first underground nuclear facilities were built in Norway (Halden) and Sweden (Agesta) and were commissioned in 1959 and 1963 respectively. Figure 1 summarizes the main features of these and two other small-scale European facilities. (1-4) American utilities and regulators are also for a variety of reasons assessing the benefits and penalties of underground siting. A recent study by Sandia Laboratories (contracted by the Nuclear Regulatory Commission (NRC) focussed on identifying potential safety benefits of underground siting. (5) Although the study concluded that underground plants would have improved containment for some accidents, as well as better external protection, NRC, in assessing the overall benefits and penalties, decided not to impose mandatory underground siting for nuclear stations. INTRODUCTION To be effective and useful, monitoring of tunnel construction must be carefully planned throughout all steps. A vital and frequently overlooked step is a clear definition of the specific purposes of the instrumentation. Most tunnel construction monitoring has in the past been of benefit to research, the advancement of tunneling practice, wittingly or not. The development of monitoring instrumentation for the benefit of the project from which the data are recovered has very significant potential for risk and cost reduction of soft ground tunneling. A systematic approach to tunnel construction monitoring, from conception to full implementation, includes at least the following nine tasks or steps: Definition of benefits and purposes; design and project specification to draw full benefits; selection of monitoring parameters; selection of instruments and writing of specifications for procurement and installation; procurement and installation; reading and maintenance; data storage and retrieval; interpretation; implementation. Some of these steps are fairly easy and resolved through the use of established theories and technologies. The difficult ones are those that require the bending of minds, those that involve changes in the ways engineers design soft ground tunnels, the way owners pay for tunnels, and the construction is managed, inspected and controlled. The scale-dependent hydraulic properties in a fractured porphyry copper oxide deposit are investigated for relevance to In Situ Leach Mining (ISLM) design. In most well field designs, mine operators assume that hydraulic properties represent a continuous spatial function, or continuum. The problem, however, is that the representative elemental volume, the volume over which hydraulic properties are described as a continuum, is a domain (if it exists) that occurs between end members representing varying degrees of heterogeneity. At the Cyprus Casa Grande mine, transmissivity fluctuations are spatially correlated. This suggests that, at the scale of ISLM, the hydraulic process is heterogeneous, and a typical continuum representation is inappropriate for design. Alternatively, a conditional stochastic approach using the Simulated Annealing (SA) technique is deemed useful for the imaging of heterogeneous hydraulic properties. Specifically, SA preserves transmissivity extremes and spatial complexity, both necessary for accurate conditioning of a flow simulator. Also, the stochastic continuum approach provides an avenue whereby uncertainty (or risk) may be addressed. Currently, the SA weaknesses are that it is computationally time consuming and that uncertainty may increase when simulating under conditions of statistical isotropy. Recognizing that ISLM exerts a dynamic influence on hydraulic properties with time, the mine design should be re-evaluated at intervals throughout the evolution of the leaching process.

In June of 2002 Hilti North America received the first MSHA permissible approval for usage of a powder actuated tool device in a gassy mine atmosphere. The purpose of this paper is to discuss the implementation of this commonly utilized tool technology in the construction industry, to the underground gassy mining industry over the course of the last 5 years. Prior to June of 2002, underground gassy mining industry had attached materials such as ventilation curtains, power cables, communication cables, signage, and other materials by either manually driving individual spads or nails into the mine roof or rib or by attachment to existing roof bolt bearing plates. The Hilti DX 460 powder actuated tool is portable, durable, and lightweight (4.5 pounds). The Hilti DX 460 powder actuated tool system is powered by Hilti .27 caliber permissible explosive boosters. The energy force of the Hilti .27 booster?s acts on a captive piston principle in the Hilti DX 460 powder actuated tool, that applies the setting force for the direct fastening to the individual fastener chosen for the application by the end user. Each year Hilti can be called upon by MSHA to provide booster materials for re-testing per our Hilti DX PAD 1/00 approval.

A ground-support system for grizzly and haulage drifts was tested in Magma Copper Co.'s San Manuel mine. Eight two-piece, wide- flange steel sets were erected in a ventilation drift on the 2315 grizzly level. The sets were lagged with three different materials and back- packed with pea gravel and sand. The pillar on either side of the drift support system was instrumented with stressmeters and rock-bolt load cells, the backfill with pressure cells, and the steel sets with load cells. Results indicate a better survival rate than with typical monolithic concrete.

My qualification to speak on the globalization of the the mining industry comes from having worked in the industry in Europe, North and South America, Africa and Australasia in positions ranging from exploration geologist to chief executive. For about a third of my career I have lived and worked in the Southern Hemisphere. And for much of the rest of my career I have been involved in or responsible for activities in the Southern Hemisphere. This has given me the opportunity to experience globalization from the sharp end, as it were. This means speaking English with an Australian accent, Spanish with a Chilean accent, French with a West African accent and Dutch with an English accent. My topic is globalization, especially of the mining industry from a Southern Hemisphere perspective and specifically the experience and history of Gencor in that context. First, I will say a little about what globalization means to the southern part of the world: How and why the South differs from the North and how the challenge of globalization affects a south-based company differently than a northern one. I will also detail how Gencor has made significant progress in globalizing through the acquisition of mining assets from Shell. As Fig. 1 shows, I have divided up the world into northern and southern components, rather than hemispheres. The southern world comprises mainly countries that have emerged from the status of economic - if not political - colonies of nations such as England, Spain, Portugal, France, the Netherlands and, surprisingly, Italy and Germany. I have not considered the Indochinese and Arabian peninsulas in my southern world. The emergence of the. former is still in its early stages while the latter is clearly a part of the northern economic system. Large parts of Africa and South America are geometrically in the Northern Hemisphere but economically in the southern world. The reverse is the case for the IndoPersian peninsula. With the distinguished exception of Australia and South Africa, most of these countries nationalized their mining industries and mineral patrimony after attaining political independence. A major element of the globalization of the mining industry is related to the privatization of the mining industry in these countries and to the opening up of their min¬eral patrimony to non-national exploitation. The Southern Hemisphere is the watery part of the world. It is almost three quarters ocean as against a slight preponderance of land in the north. Economically, ocean areas have only a fraction of the productivity of land, except in a few oil-rich areas like the Gulf of Mexico and the North Sea. The consequence is that even on an economically level playing field we would expect the south to generate only about one third of the world's economic product.
