As a part of mine operation’s success key, Community Development nowadays seems to be a rule of thumb. Not only is for a short term need of the company during their operation but also for the national public opinion on the presence of the mining industry to a certain region. Nanggung region which is only a 2-hour drive from Jakarta, brings the challenges to Antam’s gold mine business in the areas such as illegal miner presence, easy access to the mine area as it is very close to the community, and national political sensitivity considering its proximity to Jakarta. The company allocates about 3%of its total operational cost annually for Community Development pro-gram. The program is derived through SWOT analysis and broad involvement of all community components to assure that the allocated fund is addressed to the right place. In the year of 2002, the company has successfully established a conducive-relation with the community.

INTRODUCTION The enquiry of the Royal Commission on Health and Safety of Workers in Mines of 1976, known as the Ham Commission after its chairman, Dr. J. Ham , now president of the University of Toronto, was one of the activities surrounding the upturn in the fortunes of the Canadian uranium industry and its markets in the mid-seventies. Although the regulation and licensing of Canada's ten major mine/mill facilities employing six thousand or more uranium mines is a federal concern under the Atomic Energy Control Act, this Commission, which paid particular attention to health and safety in uranium mines, was appointed by the Province of Ontario. Further provincial enquiries in British Columbia, Saskatchewan and Newfoundland have been aimed at quantifying, reducing or eliminating the environmental and health impact of uranium production. This work has created a mosaic of provincial regulation in what is essentially a field of federal jurisdiction. Various organizations of the federal government related to its regulatory function in the uranium industry are outlined in Figure 1 showing the matrices of regulatory, advisory and research activities associated with the exploitation of Canadian uranium resources. A more detailed examination [ ] of the governmental (federal and provincial) activities, commissions, etc., in the Canadian uranium industry indicates a definite parallelism of effort, if not of scale between the two levels of government in the execution of their roles in occupational and environmental health and safety and is presented here to explain the complex stage onto which the Canadian Institute for Radiation Safety has just entered. The development of the Institute and its precursors together with current and planned research activities are described. BACKGROUND Traditionally and constitutionally, natural resource exploitation and its regulation is under provincial jurisdiction; however, the uranium industry has been under federal control since the Second World War when security measures necessitated the creation of the Atomic Energy Control Board (AECB). Health and safety aspects, in terms of inspection, compliance and environmental monitoring are performed on behalf of the AECB by provincial labour inspectors (Saskatchewan and Ontario) and Ministries of Environment. Non-radiation health and safety matters are also enforced under the federal Canada Labour Code by provincial inspectors. In support of licensing and standard-setting functions, major research programs have been initiated and expanded at both the AECB and the Canada Centre for Mineral and Energy Technology (CANMET), formerly the Mines Branch of the Federal Department of Energy, Mines and Resources). CANMET established a Mining Research Laboratory at Elliot Lake, Ontario in 1965 to conduct research and development aimed at improving production capability, providing information on the security of uranium supply and investigating the hazards of mining and their implications for the health and safety of the miners. The provincial route in assessing the costs and benefits of uranium production has attempted to be far more conclusive in nature. While some on-going studies are funded, periodic inquiries by Royal Commission have become the accepted practice. Six such inquiries have been conducted in four provinces and widely differing policies have resulted from their findings and recommendations. For example, while the government of British Columbia in the Fall of 1980 declared a seven-year moratorium on(2) uranium mining and exploration in the province, the province of Ontario's crown utility "Ontario Hydro" financed the rehabilitation of a mine/mill complex at Elliot Lake. The latter instance is not surprising considering that the final report of Ontario's "Royal Commission on Electric Power Planning",(3) concluded that nuclear energy has a continuing role to play in the expansion of Ontario Hydro.

INTRODUCTION The development during 1979 of a relatively small, but high grade (10,000 tonnes uranium at an average grade of 2 per cent), uranium ore body at Nabarlek in the Northern Territory, Australia offered an excellent opportunity to obtain detailed radiation data for an open cut mine operating during the dry season. The ore body (Queensland Mines Limited-1979), which was completely extracted in a period of four and a half months, consisted of a vein type deposit dipping at 30 to 45 degrees and contained a central core of pitchblende in massive and irregular pods, surrounded by lower grade fine grained disseminated pitchblende. Mineralisation extended from the surface to a depth of 72 metres over a length of 230 metres with an average but variable thickness of 1D metres. Ore near the surface had been heavily weathered and complex secondary minerals were formed which had dispersed from the main vein. Mining was carried out with large earth moving equipment. Overburden and weathered surface ore were removed initially with scrapers. At greater depths bulldozers were used to rip and assemble ore and rock at each level, and these were removed by large trucks to the ore and waste rock stockpiles. Where necessary, blasting took place during shift changes each evening. Mining was essentially continuous with two ten hour alternating shifts working for thirteen days out of fourteen. At the completion of mining a relatively small excavation (335m x 185m x 70m) remained, and this will serve as a tailings repository during the milling phase. FIELD MEASUREMENTS The inhalation of radon daughters, arising from the radioactive decay of radon gas is well established (Archer et. al. 1973) as a potential hazard in the uranium mining industry. Control over radon and its daughters to ensure that recommended exposure limits are not exceeded is achieved by providing adequate ventilation, and under normal circumstances natural ventilation from an open pit should be sufficient. However, during the dry season it is not uncommon for stable atmospheric conditions, with little horizontal air movement, to develop - particularly at night - and significant radon daughter concentrations may accumulate. Throughout the entire mining period measurements were therefore made of radon and radon daughter levels at representative locations within the pit and on the ore stockpile as it developed. Initially these measurements were carried out manually, using the Rolle method for radon daughters, (Rolle 1972) and .scintillation cells (Lucas 1964) or a two filter tube for the determination of radon (Thomas 1970). For the latter half of the period however, a continuous recording instrument, developed within the Laboratory was used to provide a detailed record of radon daughter levels within the pit. At the same time, continuous readings of wind speed and direction, and vertical temperature gradient between 10 and 3D metres were recorded on a 30 metre meteorological tower, situated 800 metres from the pit. Radon Emanation Rates It is evident that radon and radon daughter concentrations depend on the grade, or more particularly, on the surface radon emanation rate of the ore which is exposed. Accordingly, as the mine progressed, detailed measurements were made of both of these quantities. The surface emanation rate of radon was determined for each ore bench as it was exposed by placing an extended array of canisters, filled with freshly degassed activated charcoal, face down on the ore for a known time. These canisters, which had previously been calibrated in the Laboratory, adsorb radon with high efficiency, and the total radon adsorbed is measured after retrieval by detecting the gamma rays from the trapped radon daughters (Countess 1977). At the same time, as each canister was placed in position, a measurement of the local ore grade was made for each location. This was achieved with a calibrated sodium iodide scintillation detector, adjusted to detect the 609 keV gamma ray from the isotope 2148i, a decay product of radium. Finally, measurements were made of the radiation field 1 metre above the surface, with a gamma ray survey meter, which was calibrated in the Laboratory. The relationship between the scintillator count rate and ore grade was determined by comparing the scintillator output with the gamma monitor, and relating the latter measurements to ore grade (Thomson and Wilson 1980). It was observed that while emanation rates and ore grades varied widely, the ratio of emanation rate to ore grade was in general fairly stable. A plot of this ratio is presented as a function of depth below the original surface in Figure 1. For most observations the ratio is constant at a value of 80 Bq m-2 s -1 per unit ore grade, where ore grade is expressed as percentage of U308. At the surface however, where the ore was weathered, the ratio was about a factor of three higher, and at two particular depths, where high grade pitchblende was being removed, it was very much lower. This was not unexpected as earlier Laboratory studies of drill core samples from Nabarlek had indicated that the emanation coefficient (the fraction of radon produced within the ore which escapes from the mineral particles) decreases with increasing ore grade.

Tunnels are defined as underground passages made without removing the overlying materials. From time immemorial men have driven tunnels for mining purposes. Even today tunnels are the building blocks for underground mines. The total length of such a network of tunnels in a mine may add up to 10-100 miles! In addition to this, rapid development of vehicular traffic, needs for air raid protection and metropolitan traffic problems have given a great impetus to underground tunnel construction. But for the successful drivage of any tunnel an adequate air environment has always been and remains an essential prerequisite. This is particularly true for tunnels in mines which are driven in gas bearing strata often at a substantial depth from the surface. An adequate air environment is designed to promote the health, safety and comfort of workers which results in greater productivity and efficiency. Its legal definition varies from country to country but, in general, it means the provision of sufficient circulating air, often at specified velocities, to maintain: (i) at least 19% oxygen in the working areas (ii) Concentration of pollutants, e.g., methane, carbon monoxide, respirable dust, etc. below specified limits. Table 1 shows the maximum allowable concentrations for some of these pollutants.1 (iii) Temperature and relative humidity below specified limits. Ventilation of tunnels in mines assumes ever. greater importance today because of increased mechanization and concentration of output which leads to higher rate of production of inflammable gases and respirable dust. Rock mass classification systems are core elements of tunneling and empirical mine design worldwide. The Bauxite division of S&B Industrial Minerals S.A. decided to implement a rock mass classification system in order to provide mining engineers and supervisors of the underground mines, with guidelines of stability performance and with a complementary tool for the selection of the appropriate tunnel support. The back analysis system employed is based on visual observation of especially selected underground mine sites, representative of all rock types. This fact combined with the failure or success of the already existing support system, constitute the fundamental part of the work undertaken. The paper is divided into three main parts. In the first part the classification methods of Q, RMR89 and GSI are presented and the advantages and disadvantages of each method in connection with underground mining are indicated. RMR89 and GSI are conclusively selected for use, the main criteria for the selection being, the simplicity in use and the competency of the support system suggested for each rock mass category. The second part points out the methodology for measurements, the practical difficulties encountered during this process and the guiding principles followed, in order to avoid these problems. In the third part, the final conclusion of this project is demonstrated and the different rock mass categories are presented with their relative support recommendations, as they were applied and tested in all phases of the bauxite mines? exploitation. The generated methodology is being implemented by the site mining engineers, for validation and potential improvement.

"This paper characterizes quarterly LME copper price fundamentals from 1995 to 2011 by analyzing the transformation of the market mechanism based on structural change perspective. Using chow test for structural change based on the least square multiple regression, we divide the price fluctuation into: Stable price period (1995Q3-1999Q2), Low stable price period (1999Q3 – 2003Q3) and Price fluctuation period (2003Q4 – 2011Q2). The results show the existence of structural breaks disproves the investigation of the full sample period as a whole. In different structural breakpoints the main drivers of copper prices changes and their impact are significantly different. Moreover, the paper examines the role of speculation in copper price fluctuations.Introduction The rise in commodities price volatility and financial and economic crisis have led to questions over the organisation of futures and physical commodities markets. Spikes in commodity prices and volatility have coincided with a surge in financial speculators in the commodity markets inspiring a polarised and hotly debate among academics and practitioners about the role of investors in the development of physical markets. In his seminal work Kaldor (1939) focused primarily on whether speculative activity in the futures markets reduces the variance of commodity spot prices. Yet, part of the literature finds that the introduction of futures contracts destabilizes the spot market. IMF (2006) studied commodities boom and its causes concluding that there is little support for the hypothesis that speculative activity affects either price levels over the long run or price swings in the short-run. The impact of speculative activity on commodity prices remains a highly contentious topic. Other market analysts take the view that the supply and demand for physical commodities remain the major determinants of market trends (Krugman 2008). It is the aim of this study to contribute to the literature by examining the drivers of copper price changes from a structural change perspective. In this context we are attempting to answer to: What are the main drivers leading to copper price fluctuations? Are these factors having the same effect in different periods or not? It is meaningful to understand drivers of copper prices and thereby, their fluctuations because it will help developing countries depending on copper export to anticipate market situation and avoid bad economic development challenges that can result from price fluctuations. Moreover, this can ensure sustainable mineral supply."

In the past ten years about 3000 wastewater treatment plants have been built in Poland. The result of this development has been a massive increase in overall sludge production. According to data supplied by the Ministry of Environmental Protection, 400,000 dry tons of sludge are generated every year in Poland (Koblak-Kalinska 1996). Still it is difficult to estimate the amount of sludge, which is used in agriculture or for reclamation purposes. However, it can be assumed that this comes to no more than 10 percent of all sludge produced in Poland on a yearly basis. Thus it became obvious that an urgent solution to this problem was needed. Local authorities in Silesia realized in the early 90?s that a demonstration was necessary to encourage the proper utilization of sludge. This was the basis for establishing the Biosolids Subpart of the Silesia Project, which addressed the use of biosolids in the reclamation of mining and smelting dumps (Stuczynski et al. 1996). Metal waste sites themselves are known to contain more than 87 million tons of waste (Pistelok et al. 1995). Each year this amount increases by approximately 400,000 tons. We realized that a simple solution for stabilizing these sites would be to cover them with vegetation in order to reduce leaching of toxic elements, as well as to keep metallic fugitive dust from entering the environment. The reclamation of smelter waste sites, which was carried out within the framework of the Silesia Project was a joint effort of local government, industry and international research institutions/agencies, including the US Environmental Protection Agency (EPA), the Center for Research and Control of the Environment (OBIKS), Virginia Polytechnic Institute and IUNG. One of the goals was to evaluate the possibility of adapting the rules of sludge management currently used in the United States to conditions commonly found here in industrial regions of Poland. However, the main objective of the Silesia Project was the development of guidelines concerning all aspects of sludge use for the reclamation of degraded lands and waste sites. Biological aspects related to reclamation of metal waste with the use of biosolids will be discussed in this paper.

8.1 INTRODUCTION Several methods currently exist by which gold may be recovered from a pregnant leach liquor. Two of these methods are discussed in this chapter, the Merrill-Crowe (zinc cementation) process and the carbon adsorption process. These two methods represent the most frequently used techniques for gold extraction and are, -in fact, used almost exclusively in U.S. heap leaching operations. Because of the efficiency and ease of use of these two methods, it is extremely likely they will continue to be quite prevalent within the gold mining industry in years to come. The remainder of this chapter includes information on the history of the two processes, descriptions of the actual processes, criteria to consider in selecting a recovery process, and commercial design and construction considerations for both of the gold recovery methods. As with other chapters in this book, some fairly technical information is presented for the benefit of those readers needing a greater level of detail. However, the overall intent of the chapter is to provide an overview of the processes likely to be used in gold extraction, thus giving the reader a firm basis for more technical research into the topic, should this be needed. 8.1.1 History of Zinc Cementation During the late 18901s, zinc cementation was introduced for the precipitation of gold and silver from cyanide solutions. This occurred at about the same time as the introduction of the cyanidation process, the history of which is recapped in Chapter 1. The initial cementation process involved introduction of a gold-bearing cyanide solution onto a bed of zinc shavings. It proved to be quite inefficient because the reaction rate was very slow. The zinc quickly became "passive", inhibiting further gold deposition. Shortly after this first introduction, zinc precipitation was improved by adding a lead salt (usually lead nitrate) to the zinc. This allowed a zinc-lead couple to form on the surface of the shavings, eliminating passivation of zinc surfaces and thereby allowing continued deposition of gold. The US Bureau of Mines compared column flotation using either fine or coarse bubbles with conventional flotation on a Montana chromite ore. On deslimed ore, fine-bubble column flotation produced a &.7% Cr2O3-grade rougher concentrate with 87% recovery, compared with 43.8% and 43.5% Cr2O3-grade rougher concentrates with 85% and 77% recovery for coarse-bubble column flotation and conventional flotation, respectively. On undeslimed ore, coarse- and fine-bubble column flotation produced rougher concentrates containing approximately 41.5% Cr2O3 with 95% recovery, exceeding conventional flotation, which produced 35.6% Cr2O3 -grade concentrates with 87% recovery.

The influence of the collector structure on the amine (RNH2, R=alkyl) flotation of quartz has been systematically investigated using a modified Hallimond microflotation cell. This study focuses on the effect of varying chain length, branching in the alkyl group R, polyfunctionality of the collector molecule, and alkyl substitution on the nitrogen atom. In addition, adsorption at the solution/air interface and electrokinetic results for the solid/solution interface were employed to further elucidate the role and the interrelation of the structural parameters in the flotation process. Estimates of an electrical double layer attractive energy between the bubble and the solid particle are made.

The extraction of gold from chloride solutions by ion exchange is examined. It is shown that at initial gold concentrations between 1 - 5 ppm, 20 g/l C1- and pH 5, the kinetics of loading on weak base resins are slightly slower than those observed with activated charcoal. Equilibrium loading of auric chloride varies considerably as a function of pH from one resin to another. For all of the resins studied, nearly complete gold extraction was achieved between pH 2 and pH 6.5. Sodium hypochlorite was found to exhibit a slight effect on the equilibrium loading of gold chloride.

This paper is an overview of approaches to assessment of ore grade for gold and the platinum group at the exploration stage of a project. Proper sampling techhniques must be complemented by good assaying. In turn, correct assaying has its roots in thoughtful, systematic sampling and sample preparation procedures. While intricacies of the subject matter could occupy a book, we will comment on acceptable sampling approaches, outline a lab hand- ling scheme, and discuss preferred analytical methods. Pitfalls previously encountered by the mining and exploration industry will be highlighted with emphasis on a perceptive under- standing of the nature of ore occurrence. Lastly, focus will be centered on reliable assay approaches.

Until recently, the generation of electricity was regulated in all states, and the value of generation assets in a regulatory environment for ad valorem taxation were based largely on the book value of the plant plus the rate of return on capital allowed by the state regulatory agency. This method of appraising utility generation assets is inappropriate in a competitive environment because past capital expenditures are not relevant in a competitive environment. However, it is not clear what valuation methods are appropriate after restructuring. This paper identifies important problems and advantages of other appraisal methodologies and makes comments on various valuation and taxation methods.

High performance sprayed concrete equipment installed on two 9.4 m diameter hard rock TBMs enabled a continuous sprayed concrete lining for the entire contour in both tunnels to be performed concurrently with the advancing TBMs. Innovative layout of the sprayed concrete arrangements comprised ring beam constructions each with two independent spraying robots. Each of the spraying robots were independently connected to sprayed concrete pumps, as well as a high capacity concrete logistics system on the backup. The mix designs focused on long open-time, excellent pumpability and tough requirements on strength development. The achieved output capacities of the sprayed concrete amounts to an average of 15 m3 per hour. Peak capacities of 24 m3 per hour have been realized.

If I told you tonight at the outset that my prognastications for the future of mine ventilation were imparted to me by a palm reader or inspired by a vision, you'd dismiss what I had to say before I said it! If, on the other hand, I told you that my forecasts were the result of an elaborate computer model, derived from a complex algorithm, which in turn relied on finite element analysis -- and the entire projection confirmed by on-site experiments with a turbo hybrid-flow mine fan -- you'd sit up in anticipation and hang on my every word!! All of which places me in a terrible dilemma, because my predictions really lie somewhere in between. My intent is to talk to you out of my background of forty years in mine ventilation, looking ahead to conditions that I expect to prevail in the next fifteen years. You may be curious why I picked an unlikely time span of 55 years for my overview, and my response is that it bridges a career lifetime. "The last forty", of course, corresponds with the period of my professional employment since graduating with a B.S. and M.S. here at Penn State. "The next fifteen" bridges the period I expect (the Lord willing) to remain professionally active -- and coincidently brings us into the beginning of the 21st century. (I must confess to stacking the deck a bit: Since it's infinitely harder to look ahead than to look behind, I purposely minimized the forecast period and maximized the history! Besides, "forty" and "fifteen" have a nice phonetic ring, perfect 20/20 vision sums to "forty", etc., etc.). With these disclaimers, I'll invite you to join me now in a fast 55-year overview of mine ventilation, of necessity limited to a broad-brush treatment of the subject. (After all, this is an after-dinner talk, not a marathon!) In each- segment, I've selected the seven topics that seem to me of paramount importance: in the first part, seven accomplishments in retrospect, and in the last, seven expectations for the future. (The number "seven" needn't confound you, either: In the bible, it signifies "wholeness" or "completeness".))

Introduction Raise boring is the most accepted form of mechanized hard rock boring in the mining industry. It appeared logical to take this mechanization one step further by introducing computers. Atlas Copco Jarva has produced a series of raise boring models that use an integrated computer. The company decided to use electronics and computerization, not for marketing purposes, but to make its equipment more cost-effective. Basis of Cost-Effective Design From the manufacturer's standpoint, it is possible for the equipment owner to reduce the cost of putting in raises by: • Replacing existing components with less expensive components that produce the same results; • Replacing existing components with more expensive components that make the equipment more productive; • Mechanizing equipment to reduce associated labor costs; and • Combining the above. Analysis of a standard raise boring machine (RBM) system showed that little could be done with less expensive components. It appeared, however, that the RBM could be more productive by transmitting more horsepower through the expensive drill string, while being precisely controlled by computers. An RBM system includes a basic machine, drill pipe, accessories, reamer, and cutters. The approximate percentage cost of various components on a standard system capable of boring 300 m (985 ft) long and 3-m-diam (10-ft-diam) aises in medium to hard rock is shown in Table 1. Also shown is the increased cost above standard of the Jarva computerized machine, and the productivity of both. Increased Productivity Penetration is important during the reaming cycle for more productive raise boring. This is possible by increasing the cutter load with constant rpm or increasing the rpm with constant cutter load. To increase thrust and maintain rpm requires increased capacity in the cylinders, drive train, main thrust bearings, drill string, electrical motors, and power units. To increase rpm and maintain cutter load requires only increased capacity in the electrical motors and power units. This is possible because the torque requirement remains constant for a constant thrust load. Only the horsepower increases, proportional to rpm. Since cutter costs are a big factor in raise boring, changes in machine performance must be analyzed to assess the effect on cutter performance. With a standard or typical carbide cutter, as used on raise boring machines, the effects of increased thrust or rpm are shown in Table 2. The assumption is made that the base data is the current rpm and thrust range where the cutters are now operated. It is also assumed one variable is held constant while the other increases. The result of this comparison, approximately, is that a 50% penetration increase can be achieved with little or no increase in cutter cost if rpm is increased 50% and cutter load is maintained constant. A similar 50% penetration increase can be achieved with a 45% increase in cutter cost, if the cutter load is increased by 20% and maintained constant. From an equipment standpoint, it is significantly less expensive to increase rpm 50% than it is to in-

This paper deals with the effects of various bit geometric parameters on the failure characteristics of rock material. Improving the rock-cutting efficiency of continuous mining machines has proven to be an interesting research topic during the last few decades. In the current study, an automated rotary rock-cutting simulator, duplicating a continuous miner, was used to study these parameters in the laboratory. The improvement of bit performance in terms of its life, cutting efficiency, dust production and energy consumption has drawn widespread attention. Research has demonstrated that optimizing bit parameters can result in efficient fragmentation of rock. Indiana limestone rock material was used in this study. The bit tip angle, bit tip size, bit spacing, depth of cut and cutting velocity of the rotary drum were varied to investigate the failure characteristics. The cutting pressure, penetrating pressure and the depth of cut were monitored on the simulator during the cutting process. Airborne dust and settled dust were measured for each experiment. Then, the specific airborne dust and specific energy were determined for each type of bit. Triaxial tests were carried out to correlate the failure angle of the rock in the static case to the dynamic cutting process failure. The physical and mechanical properties of the rock were also determined to assess their influence on the wear characteristics of each bit.
