Health risk underlies all of today's environmental regulations. Mine Manager's are no strangers to risk, but risk in the context of mine management is not the same as risk in the context of environmental regulation. One of the risks facing the mine manager is whether the mining operations meet environmental compliance standards. These standards are defined in terms of the frequency of occurrence of adverse health effects in an exposed population (i.e., health risk). Demonstration of compliance necessarily involves mathematical modelling and selection of values for input variables. What is not immediately apparent is that the method of estimating the human health risk has a significant influence on remedy selection and the amount of money spent at suspected contaminated sites. Using a hypothetical, mining-related example, this paper illustrates the disassociation between the current deterministic approach to health risk assessment and cost-effective decision making. This paper also illustrates how the probabilistic approach to health risk assessment provides a more realistic characterization of health risk and enables mine managers to identify cost-effective remedial strategies for the site.

An efficient state-of-the-art dynamic model to simulate and predict the rate of water production in longwall coal mining operations was developed as a tool for mine planning purposes. The model can also provide an estimate of any potential resultant hydrogeological impacts of an operation via an array of element-specific single-valued parameters referred to as the field rating indices. The computational procedure was designed to fully exploit the benefits of hydrogeotechnology and use a combination of conceptual, physical, empirical, and numerical approaches to define, characterize, analyze, and evaluate flow controlling properties of fractured rock systems. The model presented here provides a dynamic prediction method for highly fractured flow; a practical tool in mine and water control planning; and a cost-effective means of assessing, based on the best available technology, the impacts of mining on the water resources within a mining environment to satisfy local and federal regulatory requirements. Unique features include consideration of laminar and non-darcian flow domains in double-porosity-pressure hydrogeological media.

The Thalanga Copper-Lead-Zinc Concentrator in Northern Queensland was commissioned in early 1990. The design of a flotation process for the sequential production of separate copper, lead, and zinc concentrates has always been a most formidable mineral processing challenge. In 1988-1989 during the process design phase, sized fractions of various samples were subjected to quantitative and qualitative mineral analyses. These analytical techniques are collectively known as modal analysis. Modal analysis aided in the selection of key process treatment parameters for the initial laboratory testwork on the Thalanga ore. The work also guided the flowsheet development and quantified the mineralogically imposed limitations on the separation process. This paper describes in general terms how these modal techniques were used to guide the program of laboratory flotation testwork which constituted the flowsheet design phase of this project. During these design studies, the primary grind and regrind requirements were deduced and the basic flowsheet configuration selected. Recent operating plant performance data are to illustrate the value of modal methods in addressing complex metallurgical separation problems.

Arafertil's oxidized ore presents barite grades that oscillate between 5 and 12%. The barite separation plays a major role in the production of apatite concentrates for the manufacturing of phosphate fertilizers. The selectivity, via flotation, in the system barite-apatite is inherently difficult due to the similarity of the physical/chemical characteristics of these minerals. The evaluation of the relevant aspects of this separation was performed based on the determinations of the electrical surface charge of barite and apatite, the abstraction isotherms of cetyl-stearyl sodium sulfate and fatty acids soaps for barite and apatite, microflotation in a modified Hallimond tube, and flotation tests in a batch column. The results showed that the adsorption of cetyl- stearyl sodium sulfate occurs preferentially onto barite, in comparison with apatite. On the other hand, the rice bran oil soap presents similar adsorption levels onto both barite and apatite. The cetyl-stearyl sodium sulfate was selective as a barite collector in the presence of apatite, a fact that was not observed in the case of rice bran oil soap.

The US mining industry finished the traumatic 1980s with a strong economic performance. Worldwide economic growth and capital spending led to tight metal markets. So, 1989 metals prices were generally higher than average 1988 prices. Financial markets' volatility resulted from US junk bond defaults, heavy US savings and loan losses and effects on the US budget deficit, higher energy prices, and the seemingly intractable problems of some debtor countries. Moreover, the events in Eastern Europe promise fundamental changes in the world economic system for the 1990s. US mining companies that survived the decade had weathered economic changes that, at one point, reduced industry employment by 40%, drove oil companies to divest or liquidate recently acquired mineral subsidiaries, and led to substantial write-offs of reserves. Canadian and other international minerals firms experienced similar industry upheavels. The forced modernization and capacity rationalization produced an internationally competitive US industry. For example, even though 1989 US copper production was 27% greater than in 1980, industry employment was less than half the 1980 level. The steel industry and other minerals industries showed similar productivity improvements.

Vegetative stabilization can help meet the esthetic objections and pollution problems posed by mine wastes. However, mine wastes are often unfavorable growth media and special treatments and techniques are needed for plant establishment and continued growth. The establishment of vegetation on mine wastes was the subject of many papers presented at the International Symposium on Ecology and Revegetation of Drastically Disturbed Areas held at Pennsylvania State University on August 3-16, 1969. This paper is a summary of those papers presented at the symposium that dealt with the nutritional and physical aspects of plant establishment on a variety of mine wastes. The synopsis presented is a combination of excerpts from the abstracts, notes on the oral presentations, and rough drafts of some of the papers. The papers will eventually be published in the symposium proceedings.

INTRODUCTION The United States Uranium Registry (USUR) tissue program was funded in 1978 by the United States Department of Energy (DOE) through its Human Health and Assessments Division, and registrant enrollment began in 1980. It is operated by Hanford Environmental Health Foundation (HERF), Richland, Washington, with support provided by Pacific Northwest Laboratory (PNL).** The USUR tissue program is the first systematic effort to contact and gain assistance of workers occupationally exposed to uranium and to seek and study uranium deposition in human tissue. This paper describes the program objectives, populations selected for study, procedures for enrolling workers in the program, types of tissue to be studied, and analytical procedures to be used. PROGRAM OBJECTIVES The objectives of the USUR tissue program are to: 1) Determine the distribution and concentration of uranium, if any, in the tissues of occupationally exposed workers. 2) Compare bioassay measurements of exposed individuals with the results of analyses of tissues obtained at autopsy. 3) Seek evidence of histopathologic changes related to any uranium deposition that may be present. 4) Conduct analyses of whole bodies, when available, to obtain more precise data on the uranium burdens, if any, in the body and organs, and especially the distribution in parts of the body, such as the skeleton, that are not usually accessible for sampling. 5) Develop data that will assist in evaluating a) the accuracy of current in-vivo measurement techniques, b) the propriety of existing regulations, and c) the adequacy of current protection programs. SELECTION OF POPULATIONS FOR STUDY Selection of the populations for the USUR tissue program was based on studies of the United States Uranium Registry described elsewhere (0c81). Potential populations for study were quite varied because of occupational exposure to different chemical forms of uranium, different levels and eras of exposure, varying ability to identify populations exposed in the past, and the general interest and cooperativeness of the populations. Nevertheless, certain identifiable populations emerged that were both willing to participate in the study and likely to provide useful information. Among the targeted populations are individuals who were exposed to uranium prior to the existence of modern exposure standards. These individuals are presently being enrolled by the USUR. The reliability of concentration and distribution data and the demonstration of effects are more likely in such individuals than in those who have received less exposure. However, the targeted groups also include individuals who Have been exposed to permissible levels of uranium, and reference employees in uranium plants who have not worked with uranium. The lesser exposures are of immediate interest because of the rarity of heavy exposures under current standards. The sampling of potentially exposed individuals with negative in-vivo measurement results may serve to check the adequacy of in-vivo measurements in the detection of deposition. [ENROLLMENT PROCEDURE] The enrollment of participants follows three patterns. 1) Presently employed workers are enrolled by the cooperative efforts of USUR staff with the medical, industrial relations, and/or health physics personnel of the uranium facility. Volunteers may be enrolled by medical personnel at the time of their physical examination or by health physics personnel at the time of a bioassay or lung counting procedure. Follow-up after initial contacts with currently employed uranium workers is carried out by on-site personnel, but subsequent follow-up is the responsibility of the Registry. 2) Retired workers are contacted by mail, with a covering letter from their former employer supporting the principles of the study but leaving participation in the program on an entirely voluntary basis. 3) An alternate method of enrollment is to obtain a USUR autopsy consent after death from the next of kin. As part of enrollment in the program, permission is requested for access to the individual's medical and exposure data, and a short occupational history is filled out. The autopsy permission agreement signed by the individual is for an initial period of 5 years; the USUR ordinarily seeks renewal of the agreement upon its expiration. While this agreement provides

Introduction Laboratory studies were carried out at West Virginia University to investigate the rock-fragmentation mechanism of continuous miners using an automated rotary cutting simulator. The primary factors influencing the fragmentation process were found to be bit spacing, bit geometry, depth of cut and cutting-drum rotational speed. This paper presents a discussion of the effects of these parameters in achieving optimum energy consumption and minimizing dust generation during rock fragmentation. The removal of rock ridges/walls between adjacent grooves is analyzed with three hits mounted simultaneously on the cutting head, while the bit tip angle was varied from 600 to 900. Bit spacing was varied from 25.4 to 50.8 mm (1 to 2 in.) while the cutting process was assessed for varying cutting depths. Respirable dusts generated during the course of the experiments were analyzed utilizing cascade impactors. Assessment of these parameters has led to a better understanding of the cutting mechanism of continuous miners in terms of energy consumption and dust generation. A review of the literature revealed that a considerable amount of research has been carried out on rockcutting processes. Many authors agree that the mechanical cutting efficiencies of mining machines (e.g., continuous miners, shearers and road headers) are affected by a host of parameters. Some of these parameters are machine controlled, some are operator controlled, while others are uncontrollable. Efforts were focused on understanding the influence of parameters such as bit spacing, cutting depth, attack angle, bit type, drum speed, bit geometry (i.e., tip size, shape and tip angle) and rock type on the cutting process efficiency in terms of specific energy consumption and respirable dust generation (Strehig?? et al., 1975, Hanson et al., 1979, Khair et al., 1989). Roepke et al. (1976) in an attempt to study the dust and energy generated during coal cutting using point attack bits found that the dust and the specific energy consumed both decrease as the depth of cut increases. The four fundamental stages of dust generation luring rock fragmentation are identified by Zipf and Bieniawski (1989). Coal breakage by various types of wedges was assessed by Evans and Pomeroy (1966) in an extensive experimental study on British coals. Yet the industry today requires further attention and guidance to optimize the energy consumption and dust generation during the rockbreakage process. This paper attempts to give a better understanding of the influence of some of the parameters listed above and focuses on further improvement in the rock-cutting process. The specific energy consumed for different types of bits used and the respirable dust generated are analyzed in the context of the variation of a few other parameters. Laboratory investigation The experiments were performed in the Rock Mechanics Laboratories located at West Virginia University. A rock-cutting simulator designed and fabricated by Khair (1984) was utilized for this purpose. The details of this machine are available in the literature (see Khair 1984). For this study, a series of preliminary experiments was carried out to determine the optimum cutting frame advance speed. This was intended to facilitate a maximum cut depth of 31.75 mm (1.25 in.) at an advance rate of 0.525 mm/s (0.0207 ips) for all types of bits being used and various bit spacings being considered. To look into the cutting-process efficiency of a continuous miner in the laboratory, several parameters of influence are being considered. Besides the bit-geometry parameters, machine- and operator-controlled parameters, such as spacing of bits on the cutting head, the cutting head rotational speed and the total cutting depth during an experiment, are varied. At the time this paper was written, only part of the completed experiments were ana¬lyzed, and a number of experiments were still being carried out following an orthogonal fractional factorial experimental plan to assess the effect of all of the above¬mentioned parameters on the cutting efficiency in terms of energy consumption and dust generation. The effect of particle size and composition on the pyrolysis and combustion of a pulverized bituminous coal in an entrained-flow reactor has been investigated. Predicted time-temperature histories of the coal particles and experimental weight loss data indicate a strong coupling of heat and mass transfer to the pyrolysis and combustion rates. A higher combustion rate following ignition was observed as particle size was increased to 112 µm (about 140 mesh). This is related to a higher particle temperature after ignition for the larger particles. Although the heating rate before ignition decreases with increasing particle size, higher slip velocities and surrounding gas temperatures for the larger particles promote early ignition. The presence of liptinite in the coal increases the weight loss rate before and immediately after ignition. Similar behavior was observed for pyrolysis. Fractions of an HVA bituminous coal that were rich in mineral matter or semi-fusinite were found to have a higher heterogeneous char combustion rate than vitrinite-rich samples.

This paper presents the use of the Jaggi-Freedman model for deriving composite environmental sustainability indicators at the mine level (i.e. indicators which focus on both the environmental and economic dimension of the sustainable development) using environmental, economic and/or integrated indicators (i.e. indicators which inter-relate two dimensions of sustainability). The derivation of composite environmental sustainability indicators by means of the Jaggi-Freedman model concerns the South-Field lignite mine of Public Power Corporation (PPC) in Western Macedonia. In the light of the results of the present paper it is evident that the performance of South-Field mine, during 1986-1990, was the exclusive domain of large production yearly activities. The considerably low indicators? scores during the 1986-1987 period are attributed to the increased environmental impacts and electrical energy consumed. The merit of this framework is that it can be used both internally, for benchmarking purposes and externally, for sustainability reporting.

It is common knowledge that there is an endless stream of possibilities, proposals, and projects - each representing a demand on available capital - for improving the mining company's performance measure. It is true that these proposals go through an increasingly stringent evaluation process as they move up the echelons of management for approval. Therefore, there is every reason to expect that a proposal or project accepted for deployment will make a substantial contribution to the organization's performance. The reality, too often, is otherwise. Castle (1985) reveals some significant insights into the difficulties in predicting the performances in the mining industry. A sample of eighteen mining ventures, which have been developed over the years, was selected by Castle to illustrate the problems. The actual performances were compared with the original projection. The sample encompasses both surface and underground mines, a large number of commodities, and a wide geographic distribution. The experiences in these mining projects were analyzed through answers to four specific questions.

CRYSTALLIZATION from aqueous solution is a simple and old method for the recovery of metal values from leach solution. Practically all the methods for the recovery of aluminum from clay are based on the crystallization of an aluminum salt from the leach solution. Differences in solubilities may be used to advantage for separating two metals from the same leach solution. The classical method of Marignac (1866), which makes use of the difference in solubilities of K2TaF7 and K2NbOF5 to separate niobium from tantalum, has been used successfully in the manufacture of these metals (Fig. 10-1). The slurry containing the metal oxides is dissolved in 70 % hydrofluoric acid, diluted, and heated near boiling. A potassium salt is added in sufficient quantity to form the complex fluorides of the niobium and tantalum present. The solution is filtered and allowed to cool. At room temperature most of the tantalum salt crystallizes out while the niobium remains in solution.

Robotics is topical for mining owing to deterioration of miner's safety as a depth of winning, limited functions of traditional mechanization and automation, rise of miner's labor cost. Mining robot is an autonomous mining machine with a free programmable control that provides a multifunctional use of working head. After analysis of world publications the database “Technological applications of robotics in mining" has been built. In most cases robots are suggested for imitation of miner's motions. The following shapes of robotics had been classified for mining: technological robot as a flexible controlled mining machine, remote manipulator, mine rescue robot. The problems of both non-repeated environment recognition and telepresence without direct visibility must be solved. The more a robots integration is the less investments and the more efficiency are. Computer simulation of robotics-based mining is founded on a base of 6 robots functional models, Petri nets and library of 30 robotized technologies. There are some examples of mine robotization in the paper.

The Department of Control Systems and Instrumentation, VSB - the Technical University Ostrava, has been involved in a project dealing with utilization of landfill gases, when the methane gas utilization and minimization of its release into the atmosphere was the main concern. The landfill site is generally a place, where technology for energy production can be built. The conditions for this technology implementation vary and depend on various factors. This paper is presenting findings and experience gained regarding a method of methane gas utilization for energy production. This method is concerning building bioreactors at the landfill sites, which are already operated. Every bioreactor can be thought of as a process, which is controlled in order to maximize energy production and minimize the methane gas escape into the atmosphere. The bioreactor landfill can represent a number of environmental and cost savings and, at the same time, is able to comply with all legislative issues.

The US Bureau of Mines performed a study to determine optimal locations for longwall face methane monitoring equipment. Longwall face ignitions continue to be a concern to the US coal mining industry. Gains in ignition control technology have been somewhat negated by advances in longwall productivity. More reliable, heavy duty longwall face systems generate higher production rates and increase methane liberation rates. These rates will likely continue to rise as further coal production increases occur. Efforts will continue in the areas of methane drainage, methane containment and methane dilution. In addition, more effective face methane monitoring is needed. As technology continues toward automated longwall panels, the importance of monitoring for methane at the shearer becomes even more significant. Since the primary face ignition source is the shearer mining machine, the Bureau ran tests to determine the best location to take methane readings on the shearer. This information, in conjunction with data obtained from field studies, provides a knowledge base for selecting optimum face methane monitoring locations.

Begun in 1992, an abandoned and inactive mine inventory in the Black Hills National Forest has resulted in a hazard ranking of the most severely affected sites. For purposes of the inventory, the Black Hills were divided into three main regions: the northern Black Hills, with primarily gold mines; the central Black Hills, with pegmatite mines and some gold mines; and the southern Black Hills, with primarily uranium mines. A computerized data base has been developed along with standard forms for field crews. The forms were designed to provide maximum compatibility with other abandoned mine inventories on various federal and state lands. Measures recommended for the most hazardous and heavily affected sites include regrading of unstable slopes, fencing of open shafts, and remediation of the most severe acidic mine drainage problems. Specific examples are illustrated where remediation and safety measures were recommended or have been implemented. The vast majority of the sites, however, needed little or no remedial action.

Microscopic Studies were performed on ore samples from the Muro banded iron ore deposit in Nigeria and the Marampa iron ore deposit in Sierra Leone. Ore characteristics that affect processing of both ores were compared with a view toward assisting mineral processing engineers in choosing the most suitable methods for upgrading the ore. The Nigerian ore contains 30% to 37% (by weight) Fe and the Sierra Leonean ore contains 34% to 51% (by weight) Fe. Hematite is the main iron mineral in both ores. The Sierra Leonean ore is relatively coarse grained (typically around 250 µm) and can be upgraded by conventional gravitational methods. In contrast, the Nigerian iron ore is fine grained and must be ground to -74 µm to liberate the hematite for recovery by flotation. Both ores contain high percentages of phosphorus and sulfur, which are above the required specifications for direct reduction and blast-furnace practice. These deleterious elements can be rejected by grinding and flotation.

Two modified polyacrylamide flocculants, namely polyacrylamide with glycolic acid functionality (PAMG), and a copolymer of acrylamide with N-acryloyl-[T]- aminobutyric acid (HPVP), were synthesized, characterised and evaluated for selective separation in apatite/quartz and apatite/dolomite/calcite systems, respectively. PAMG flocculant was found selective in the separation of tricalcium phosphate (TCP) from its mixtures with quartz at acidic to neutral pH range. The selectivity deteriorated at alkaline pH. In contrast, polyacrylic acid (PAA) flocculant was found most effective only in the alkaline pH range. HPVP flocculant (even though flocculating all three minerals namely apatite, dolomite and calcite) was observed to be quite selective for the separation of calcite from apatite-dolomite minerals in single mineral tests in the presence of sodium hexametaphosphate dispersant at neutral pH. There was, however, no selectivity observed during tests on synthetic mixtures. This loss in selectivity is attributed to the phenomenon of hetero-flocculation, as reported earlier, for separation in an apatite-dolomite system with polyethylene oxide.

The University of Alabama Mineral Resources Institute (MRI) has developed a unique process for selective fatty acid flotation of carbonate gangue from sedimentary apatites (francolite) in the pH range of 4-6 without collector conditioning of the pulp. The process, which does not require an apatite depressant, was modified to benepciate a high- MgO siliceous phosphate matrix from south Florida. The modified process includes two flotation stages, one for car- bonate removal and the other for phosphate recovery from the siliceous gangue. The selective flotation separation of the carbonate and phosphate from siliceous constituents of the matrix at various pH levels and collector dosages are discussed. In the carbonate flotation stage, about 70% of the MgO was rejected in the froth. The phosphate flotation stage produced concentrates analyzing about 31% P2O5 0.7% ? 5 MgO, and 4% insol. As partial implementation of the Surface Mining Control and Reclamation Act of 1977, the Office of Surface Mining (OSM), Department of Interior, has requested each state to inventory hazardous abandoned mining areas within their boundaries. Primary interest is in such areas .as unstable waste-banks, subsidence and slumping, contamination of water supplies, and preservation of overall aesthetic qualities through reclamation. In addition to the concern expressed for abandoned mining areas, the legislation requires a complete inspection of operating mines quarterly and a partial inspection monthly. In Arizona copper has been mined for over 100 years and coal and uranium mining promises to expand in future years. The OSM requirement for a waste inventory and frequent monitoring of Arizona's large, widely spaced mines places a severe demand on limited personnel and operating budgets. Remote sensing by satellite provides an attractive and effective approach to aid the inventory and monitoring requirements of the OSM legislation.
