The carbonaceous Monkemeyer sandstone member of the Creede Formation on Bachelor Mountain hosts alteration and mineralization which contrasts with other silver deposits of the Amethyst system. More than 20 million ounces of silver are contained in disseminated mineralization in the volcaniclastic conglomerates and sandstones. Hydrothermal fluids entered the Creede Formation directly from the Amethyst fault system and mixed with flowing meteoric ground waters trapped beneath the Monkemeyer sandstone. Portions of the basal rocks of the Creede Formation were argillically altered by more dense acidic fluids generated by boiling. The carbonaceous base of the Monkemeyer and much of the conglomerates below were mineralized and well silicified. Deposition of the mineralization resulted from two processes: (1) reduction by carbon in the Monkemeyer, and (2) fluid mixing in the conglomerates. Monkemeyer mineralization is confined to the carbonaceous basal material and silver content is relatively consistent. Silver is contained in acanthite which is commonly associated with traces of galena, chalcocite, covellite and sphalerite. Fluid mixing and mineral deposition in the poorly sorted conglomerates was controlled by the highly variable porosity and permeability. Anomalous silver contents are dispersed throughout a large volume of conglomerates but zones of higher silver content reflect the crude layering of the conglomerates. Acanthite is finely disseminated in pore spaces and partly replaces some detrital magnetite. other metallic minerals are rare in the main zone of mineralization.

The studies conducted by Laplante and coworkers (1983,1984) with flotation of galena and quartz, showed that the rate of flotation reaches a maximum value for a certain intermediate value of the air flow rate. A similar, though less pronounced, effect of the air flow rate on the selectivity was also observed. Luttrell and coworkers (1985) showed that the size of air bubbles has a significant effect on both rate and selectivity of coal flotation. These two studies used flotation tests in which no froth layer was formed. This note describes effects of the air flow rate and bubble size on the rate constant and selectivity of coal flotation, using a mechanical laboratory machine with a froth layer allowed to form. Experimental A raw, dry ground Illinois coal was used in flotation tests. Tap water with a natural pH of 7.0 to 7.8 was used throughout the tests. No other reagents were used. The starting concentration of coal in the pulp was 86 g/L. A standard flotation machine with the pulp volume of 5 L was used in experiments. Three different air flow rates were employed, resulting in three air escape velocity values of 14, 30, and 70 cm/min. The air escape velocity (AEV) was calculated as the ratio of air flow rate (Qa) to the slurry surface (Ss) in the machine. For a comparison, the upper limit of air escape velocity values used in commercial size flotation machines is between 70 and 100 cm/min (WEMCO, 1983). A machine consisting of a generator of fine bubbles and a separatory column, described elsewhere (Szatkowski and Freyberger, 1985), was used for some tests where bubble size lower than that generated in the standard machines was required. Prior to a flotation test, a batch of coal was mixed with water in the flotation cell for at least 10 minutes to ensure that all coal was thoroughly wet. Then the specified amount of fuel oil was added and the pulp was conditioned for five minutes. The specified amount of MIBC was added 15 seconds before the end of conditioning. After air flow was opened, flotation products were collected for 0 to 30, 30 to 60, and 60 to 120 second intervals. Content of the combustible material in samples was determined by subtracting the ash content from 100%. A photographic technique was used to determine initial distributions of bubble size generated by the flotation machines. Bubbles generated in water containing the prescribed amount of the frother but no solids were photographed against a black background. The average diameter and standard deviation were then calculated for each set of flotation conditions. The method gives results reproducible within k 5% of the average bubble size. Table 1 contains information about the measured bubble size distributions expressed by the average bubble diameter (Db) and the standard deviation ( SD ) . The mechanisms leading to the impact of airborne dust particles onto bluff flow obstacles have been extensively reported [1] and widely applied in dust measuring instruments (e.g., impactors) and in dust collecting devices (e.g., filters and scrubbers). If the human head is regarded as a bluff body, particles from dusty flowing air can impact onto the face by virtue of those mechanisms. While a great deal has been researched and written on the nuisance caused to human beings by the entry of dust particles into the body by inhalation through the nose and mouth, there appears to be nothing reported in the scientific literature about the irritation which can be caused by the impact of dust onto the face. And yet there is sufficient evidence to suggest that in certain working environments and under certain conditions, the problem is indeed a real (albeit subjective) one. In the coal mining industry, underground workers are exposed to conditions, involving dust-creating production and handling processes on the one hand and high ventilation rates demanded by the gassy nature of the environment on the other, in which the problem can exist. At the coal face, for example, the movement of powered roof supports ("chocks") can release bursts of dust formed by the crushing action of the supports, which in turn is entrained into the moving air and impacts onto the faces of miners working just downstream. The dust in question contains a large proportion of coarse particles which, while still fine enough to remain airborne for appreciable distances downstream of the point of release, are coarse enough to produce sen¬sation on impact with the skin. Adverse subjective response of workers to such irritation could damage morale and productivity. We have performed laboratory and field experiments to investigate the psychophysical and physiological responses of human subjects to dust impacting onto the face and into the eyes. Since this appears to be the first systematic investigation into these questions, the aim has been to construct a useful scientific framework from which to allow characterisation of the problem of such "fly-dust", and, ultimately, the development of methods for monitoring and controlling it. The main results of our research are given here; the theoretical and experimental details will be presented at greater length elsewhere.

INTRODUCTION The first phase of the Los Angeles Metro Rail Project consists of 7.1 km (4.4 miles) of subway and stations running through downtown Los Angeles from Union Station to MacArthur Park. Shank-Ohbayashi has two of the tunnelling contracts on this initial phase: A-171 and A-146. Contract A-171, the Wilshire/Alvarado Line, involves tunnel construction beneath 7th Street from the 7th/Flower Station to the Wilshire/Alvarado Station. The project consists of the excavation and lining of 3000 m (9900 ft) of twin-bore, 6.7 m (22 ft) excavated diameter, 5.5 m (18 ft) finished diameter subway tunnels. Contract A-146, the 5th/Hill to 7th/Flower Tunnels, comprises 1220 m (4000 L.F.) of twin-bore tunnel identical in cross section to the tunnels in Contract A-171. The majority of the excavation on Contract A-171 is beneath city streets in a weak siltstone/claystone bedrock with cover varying between 10 m and 25 m (32 ft and 82 ft) to the street surface. Approaching the 7th/Flower Station some fine-grained alluvium is encountered. The tunnels on both contracts are excavated with an open face digger equipped shield. On Contract A-146 the tunnel alignment is a 305 m radius curve of approximately 550 m (1800 L.F.) length underneath several multi-storied buildings of various construction. Excavation is still ongoing on Contract A-146. The contractor's choice for initial tunnel support on both contracts is a system of precast concrete segments similar to what the contractor had used on 7 miles of tunnel in Phoenix, Arizona, for the Arizona Department of Highways.

INTRODUCTION Over the past several years, Ford, Bacon & Davis Utah Inc. (FB&DU) has been involved in research, development, and engineering activities concerning uranium mill tailings; specifically of interest in this paper are efforts in radon gas exhalation and surface flux attenuation measurements, environmental influences on radon fluxes, and basic research into radon gas behavior. Our projects have included measurements of effectiveness of specific cover material in attenuating radon surface fluxes from mill tailings, characterization of the parameters in cover materials and tailings that influence radon exhalation, long-term tailings stabilization planning, determination of the effects of moisture on radon emanation and diffusion from ores, and determinations of baseline radon fluxes. Our efforts have been sponsored by U.S. Department of Energy, the U.S. Nuclear Regulatory Commission, Tennessee Valley Authority, the commercial uranium industry, and we are presently engaged in efforts for the U.S. Bureau of Mines. Much of the material presented in this paper is taken from our published reports on radon flux attenuation and tailings stabilization (Macbeth et al., 1978; Nielson et al., 1980; Rogers et_ al., 1980; Thamer et al al., 1980). CHARACTERIZATION OF RADON GAS EXHALATION One dimensional diffusion theory based on Fick's laws is the basis for the modeling of radon gas migration through large quantities of porous tailings and cover materials applied over the large areas of tailings piles. 1. INTRODUCTION In April 1979, the U. S. Nuclear Regulatory Commission issued the Draft Generic Environmental Impact Statement (GEIS) on Uranium Milling (NUREG-0511) for public comment. While the GEIS is a broad environmental impact assessment of the U.S. uranium milling industry as a whole, its primary focus is on the issue of uranium mill tailings disposal and long term isolation. In August of 1979, proposed regulations (U.S. Federal Register Notice 44FR50012), incorporating both conclusions of the GEIS and provisions of recent U.S. legislation on uranium mill tailings (Uranium Mill Tailings Radiation Control Act of 1978--UMTRCA), were also issued for public comment. This paper (1) briefly reviews the major conclusions of the draft GEIS, (2) summarizes the major elements and rationale of the associated, proposed regulations, and (3) reviews some of the major issues raised during the public comment period and changes which the NRC staff expects will be made in finalizing the GEIS and regulations. The risk in summarizing a document of such broad scope and complexity as the GEIS is that the depth of evaluation and the full technical bases for conclusions reached may not be adequately conveyed. Recognizing this, those Sections of the draft GEIS where a more complete discussion of the issues is presented are parenthetically noted in this paper in order to facilitate location of additional background and supporting material. 2. GENERAL CONCLUSIONS In the GEIS, a full range of tailings disposal alternatives was considered. These alternatives ranged from the past practice of doing little or nothing to control tailings, to advanced treatment alternatives such as nitric acid leaching to increase removal of radioactive elements and fixation of tailings in cement or asphalt. Our broad conclusions were: -Any alternative which results in the need for ongoing, active maintenance to assure long term containment, is unacceptable. (12.3.2.1) -Advanced treatment alternatives are unwarranted since they offer uncertain incremental benefits yet involve costs which may be as much as an order of magnitude greater than costs associated with acceptable alternatives. Georgius Agricola in 1556 wrote De Re Metallica, one of the first and probably the most famous of mining reference works. In Book 1 he reflects rather elegantly on mining and miners. "Many persons hold the opinion that the metal industries are fortuitous and that the occupation is one of sordid toil, and altogether a kind of business requiring not so much skill as labour. But as for myself, when I reflect carefully upon its special points one by one, it appears to be far otherwise. For a miner must have the greatest skill in his work, that he may know first of all what mountain or hill, what valley or plain, can be prospected most profitably, or what he should leave alone; moreover, he must understand the veins, stringers, and seams in the rocks. Then he must be thoroughly familiar with the many and varied species of earths, juices, gems, stones, marbles, rocks, metals, and compounds. He must also have a complete knowledge of the method of making all underground works. Lastly, there are the various systems of assaying substances and of preparing them for smelting; and here again there are many altogether diverse methods. ... "Furthermore, there are many arts and sciences of which a miner should not be ignorant. First there is Philosophy, that he may discern the origin, cause, and nature of subterranean things; for then he will be able to dig out the veins easily and advantageously, and to obtain more abundant results from his mining. Secondly, there is Medicine, that he may be able to look after his diggers and other workmen, that they do not meet with those diseases to which they are more liable than work- men in other occupations, or if they do meet with them, that he himself may be able to heal them or may see that the doctors do so. Thirdly follows Astronomy, that he may know the divisions of the heavens and from them judge the direction of the veins. Fourthly, there is the science of Surveying that he may be able to estimate how deep a shaft should be sunk to reach the tunnel which is being driven to it, and to determine the limits and boundaries in these workings, especially in depth. Fifthly, his knowledge of Arithmetical Science should be such that he may calculate the cost to be incurred in the machinery and the working of the mine. INTRODUCTION Although sampling techniques used by the mineral industry continue to improve, sampling is still an area which is often neglected. Frequently, sampling and sample preparation requirements are left to personnel who do not fully appreciate the significance and importance of sampling. Consequently, plant evaluations are often based on seriously biased samples, leading to mass balance problems and incorrect assessments of plant performance. The basic rule for correct sampling is that each particle of ore or concentrate must have an equal probability of being collected and becoming part of the final sample for analysis. If this is not the case, bias is easily introduced and the sample is not representative. For example, when ore is travelling on a conveyor belt, the lumps may come to the surface. Consequently, a grab sample taken from the top layers only will contain a greater proportion of lumps, i.e., the sample is biased. There seems little point in making major investments in precise analytical equipment, if the sample provided to the analytical laboratory is not representative in the first place. This paper describes the sources of plant sampling errors, reviews the methods of estimating their variance, presents some worked examples, and provides some practical advice for reducing sampling errors and their variance. SAMPLING BASICS It is generally accepted that the discharge point of an ore or concentrate stream is the most suitable sampling location. The stream can be intersected at regular intervals, and representative samples, referred to as increments, can be obtained by taking a complete cross-section of the ore stream. On the other hand, sampling devices that take part of the stream on an intermittent or continuous basis, e.g., a bleed from a pipe, may introduce serious bias, and should be avoided at all cost. Increments may be taken at completely random times or tonnages during the sampling operation, in which case it is called "random sampling". However, as shown below, random sampling results in the largest sampling variance, so it is preferable to divide the ore or concentrate stream up into strata of equal time or mass and take one increment from each stratum. This operation is called stratified sampling and may be either systematic sampling, in which increments are taken at the same point in each stratum, or stratified random sampling in which the increments are taken at random within each stratum. Systematic sampling results in the smallest sampling variance, provided periodic variations in quality or quantity are not present which may coincide with, or approximate to, any multiples of the proposed sampling interval. In such cases, it is strongly recommended that stratified random sampling within fixed time or mass intervals be carried out.

As the trend to deeper mines, producing from marginal ore bodies, continues, mine hoists and their associated equipment will become more sophisticated, complex, large and expensive. Over the past two decades, mine hoisting equipment and systems have moved from steam engines to static rectification of ac to dc, and electronic controls are the standard. It is the intent of this section to present what is currently available in the field of mine hoisting equipment and systems. Because the present engineer has been exposed longer and more intensively to such things as computers, electronic devices, and machine design, no attempt has been made to make this a layman's article. Contributions from the electrical design and application engineer, gearing and hearing design engineers and other specialists have been incorporated. Some material will be devoted to electrical drive systems, rectifiers and gearing design among others. These items are inherent in the design of a mine hoisting system and the subsequent selection of the correct, most reliable and most economic system. The mine hoist can be a bottleneck between the underground mine and the surface mill. Correct selection of the right type of hoist is imperative. In this vital link between mine and mill, crude estimates of hoist capacity are not good enough, and the mining engineer must design and select the right hoisting system to meet the design specifications. 15.1-MINE HOIST TYPES There are two basic types of mine hoists available anywhere in the world today: the drum hoist on which the hoist rope is actually stored during the hoisting cycle, and the friction (Koepe), which merely passes the rope over the wheel during the hoisting process. Drum and friction hoists are "generic" terms which describe the two basic categories. Within each category are variations, as below. 15.1.1-DRUM HOISTS Drum hoists, as noted, actually store the hoist rope on the drum much the same as line on a fishing reel. To accomplish this task, the drums are so designed to store, in one or more layers, the footage of wire rope equal to the total maximum hoisting distance plus sufficient rope for cutting and inspection at regular intervals and for holding to the drum (see Fig. 15-1). Usual practice in hoist drum design is to allow three turns of hoist rope for holding on the drum and three turns for inspection cuttings. 1. Single-Drum Hoists-Fig. 15-2 shows a typical single-drum hoist as manufactured by most U.S. heavy-mining-equipment companies. With the exception of some very minor features, this design configuration is standard throughout the U.S.A. Fig. 15-3 is a plan view of a typical single-drum mine hoist. This particular hoist has a single-motor drive and a double-reduction set of gearing.

To adequately attack the longwall dust problem, the US Bureau of Mines funded a contract to define dust sources on a longwall mine face area. The study examined the shearer during sumping, cutting, and tramming, the conveyor, and the roof supports. Tests showed the shearer to be the major dust source. Introduction Long-term illnesses place a heavy burden on miners, the mining industry, and taxpayers. Black lung payments to more than 400,000 miners and their survivors exceeded $9 billion between 1970 and 1980. They are continuing at a rate of $1 billion per year. Recent MSHA data indicate more than 50% of the longwall faces are still out of compliance with the 2 mg/m3 (0.00007 oz per cu ft) respirable dust regulation. Allowable dust limits are often further reduced owing to the presence of silica dust. This substantially increases the problem's severity. Research in the 1970s showed that by modifying the mining method through changing drum-type mining machines from high rpm shallow cutting to slow rpm deep cutting, both specific dust and energy could be reduced (Black et al., 1978; Ludlow and Wilson, 1982; Roepke, Lindroth, and Myren, 1976). The coal mining industry is using more longwall equipment to economically obtain high productivity. This high production rate, however, makes it difficult for longwalls to meet the legal dust standard. Research is showing how both these concerns may be addressed at the mining face. Results reported here explain the relationship of various major elements of the longwall system to dust generation on the longwall face. This paper is based on work completed by Foster-Miller Associates Inc. Objectives were to differentiate dust sources on the longwall face and to quantify dust levels for various elements of the shearer drum. The work was accomplished in two phases. Jonathon Ludlow, project engineer for FMA, developed and performed the necessary testing (Ludlow and Marshall, 1983). Bradley, Hadden, and Weston (1983) have done evaluations on British coal mines that produced similar results to those reported here. They found causative rela¬tionships between haulage speed, production, depth cut, drum speed, and dust generation. They also found that roof support movement increased the dustiness, whereas this work indicated that support movement had only a minor effect on total dust exposure. Both of these results are valid when the variation of mining conditions is analyzed. British mines are deeper than US mines. Therefore, roof rocks and coal are more fragmented than in the shallower US mines. Other reasons for the dust differences include the weaker shales found in Britain and the variation of roof support equipment designs between the UK and the US. Four mines in this report had rock roofs and, thus, would be less dusty. The fifth longwall mine had a coal roof, but the large cross-sectional area and high air velocity minimized dust exposure. Mines and Equipment Five underground longwall mine sites were tested (Fig. 1). All were using double-ended ranging-drum shearers (derds) with some variations in equipment. The mines and equipment details are shown in Table 1. No modification of mining equipment or operating cycles was made during the first phase of testing. The mining process observed followed the normal mine operating procedures. Three GCA RAM-1 respirable dust monitors and two vortex anemometers with cycle notations on portable tape recorders were used in each face area. The start and end of each cycle segment were recorded. A number of infrastructure projects are on progress all around Greece at the moment. The common propose of these a project is the promotion of quality in: Design, construction and maintenance stages. They also comply with environmental management, which is, a method of organizing and implementing environmental protection measures. The paper includes by special reference on two important modern transport infrastructure projects for the development of Greece and its communication with Europe and the Balkans. Their landscape types and natural vegetation, local climate, geological conditions, altitudes, aspects and soil types vary As a result, upland landscapes in particular, are endangered. Due to the complex of nature of this environment, the development and the landscape design of the projects is a high challenging task. Wherever the nature of the projects requires intervention to the environment, they intend to follow the direct restoration of landscape and method for ecological balance. The implementation of landscape design of infrastructure projects, aims at restoring the landscape affected by construction works, incorporating transport works into the landscape, emphasizing on areas of particular interest (e.g. archaeological sites), while at the same time observing the principles of an efficient operation and safe use of the alignment. Landscape design provides, among others for the protection of slopes against surface erosion and the reinforcement of their stability, the improvement of road functionality, the aesthetic improvement of the landscape, adaptation of the road landscape to the greater environment, visual guidance of the user, screening of lights of the vehicles moving in the opposite direction, the protection against wind etc. The landscape design strategy and landscape applications are specified by special landscape guidelines and specifications that can be considered as part of the sustainable development of a alignment creating a high a esthetic scenery, ensuring the security of transportation and the environmental protection.

A large percentage of Southern Appalachian coal reserves are located in seams less than 36" thick. As thicker and currently more mineable deposits are exhausted, methods of underground thin-seam extraction must be developed. Past experience with highwall mining of thin-seam coal has indicated that recovery rates tend to be lower than in conventional operations. It is suspected that this will also apply to underground thin-seam mining, regardless of proposed technology or mining method. Backfilling is one alternative for thin-seam coal mining; although backfill has been used extensively in hard rock mining its use in coal mining has been limited. The ability of backfill to provide additional ground support may enhance coal recovery by allowing for the design of undersized pillars. Backfill is capable of providing additional ground support by restricting lateral deformation of surrounding coal pillars and roof. This additional support can result in significant increases in recovery from thin-seam coal deposits. However, the overall feasibility of backfill is dependent on the in situ behavior of the fill material, the properties of the fill, the effects of the filling method on the total mining operation, and the cost of filling per extra ton of coal recovered.

An industrial mineral, says the Glossary of Geology, is "any rock, mineral, or other naturally occurring substance of economic value, exclusive of metallic ores, mineral fuels, and gemstones; one of the nonmetallics." Probably most geologists and engineers would accept this simple and straightforward definition, at least as a general statement. On analysis, however, certain anomalies crop up. For example, what is metallic and what is nonmetallic? Bauxite and ilmenite certainly qualify as metallic ores, but both are also raw materials of important nonmetallic substances; hence they are included in this book. Another anomaly is that, by common consent, the term industrial minerals may include not only rocks and minerals but also certain manufactured products, such as cement and lime, and even mixed groups of natural and artificial products, such as abrasives and refractories. Thus the central realm of the industrial minerals is clear enough, but its boundaries tend to be indefinable. Since a definition that allowed for every irregularity in the outer fringes would be excessively unwieldy, the one quoted above may be considered satisfactory. The expression industrial minerals is commonly equated with nonmetallics, and with the somewhat more precise phrase industrial minerals and rocks as in the title of this book.

Abstract - A shiploading terminal near Punta Arenas, the southernmost city of the world (lat. 53°-10'S, long. 70°-54' W) is described. Strong winds, choppy seas, frequent gales, rain, and snow make it difficult to load ships at an offshore berth in this area. Detailed site investigations, including a wind-recording program, supplied sufficient information for the analysis of operating conditions. The weather pattern of the entire region, including the predictability of gales, was utilized in the analysis. The results showed that a bulk loading terminal at this location is feasible, provided that the design takes into consideration the specific problems of the site. The final layout shows a terminal that can be approached from several different directions, depending on the direction of the wind. The mooring system is arranged to allow alter- native ways of attaching and casting off mooring lines and executing docking and departing maneuvers. The berth is supported on piles and contains the minimum of structures, relying on a slewing shiploader to reach the ship in any position, with only limited fore and aft shifting of the vessel for loading the extreme hatches. Results of wind recording, statistical analysis of wind and wave data, operating criteria, and the results of berth availability analysis are included in the paper.

The factors taken into consideration were milling time (which corresponds to a given grain size), oxidant concentration, thiourea concentration and liquid/solid ratio. The influence of these four variables was ascertained first by a full factorial design at two levels for each variable (16 runs). This permitted the estimation of first-order effects of the factors affecting the process. Then 9 runs were added whose levels were both in the centre of and outside the axes of the previous plan thus originating a central composite design. This permitted estimation both of second-order effects of the factors involved and of parameters of a second-order polynomial model. The results show that extraction of gold depends only on milling time and oxidant concentration, at least in the experimental range considered. The equation fitting experimental data, as calculated by the least squares method, allows a response surface to be drawn. Due to the low gold grade of the ore (6 ppm) statistical analysis could lead to contradictory results, hence strict observance of Gy's rules for sampling and very accurate and precise chemical analyses were required.

Discussion by R.J. Pindred In his paper, Davis presents an overview of risk. He also introduces the Capital Asset Processing Model (CAPM) as a foundation for selecting the appropriate discount rate for a mining project. While applying portfolio theory is more defensible than the ad hoc adjustment of discount rates, the CAPM is not a panacea. CAPM shortcomings [The CAPM, as Davis stated, is expressed in the equation: ri=rf+pi4) where ri is the project discount rate rf is the risk free interest rate (3i is the project beta, and 0 is the market risk premium (rm - rf)] Application of the CAPM is more difficult than Davis indicates. Valuation is prospective, while the CAPM parameters are historical. Beta is determined from a regression analysis of historical data, while the beta needed for valuation is the expected beta. Betas are known to be unstable and the regressions that generate them often have low explanatory power. The difficulty of estimating a "project" beta must also be considered. Thus, the beta that is used in the CAPM will be based on the analyst's judgment. Like Cavender's discount rate, this judgment can lead to different project NPVs. Subjectivity in valuation cannot be avoided by a mechanical application of the CAPM. The risk-free rate, which Davis identifies as a short-term real rate of 4%, is also subject to scrutiny. A mining project is not a short-term investment and no single risk-free rate is appropriate for all of the cash flows. The hypothetical mine discussed in Cavender's paper is a six-year project. One might argue for the application of a risk-free rate from the Treasury yield curve at the duration of the project (in a bond-duration sense). This, too, is inappropriate. The risk-free rate should be matched to the timing of the cash flow. These rates can be determined by calculating the implied forward rates from the yield curve using a procedure known as "bootstrapping." It is likely that each of the project's cash flows would be discounted at a different rate. Commodity prices Davis criticizes the "ad hoc adjustment to the discount rate." Yet, in his discussion of the value of stochastic simulation, he suggests that the gold price be modeled as a "random walk, with or without a trend." This is essentially an arbitrary modeling of price risk. Consider that a liquid market in gold futures exists. The futures' price curve, which is closely related to the market's estimate of future spot gold prices, should be used to provide inputs to the model. This is especially true of a relatively short six-year project. Alternatively, as Davis correctly points out, a risk-averse investor can sell the commodity short to hedge price risk. Is it any more correct, in the portfolio sense, to account for price risk at all ?? Davis Pindred discusses two issues related to my paper, the shortcomings of the Capital Asset Pricing Model (CAPM) and which commodity price values to use in the valuation exercise. Even though these topics are not directly related to the use or misuse of Monte Carlo simulation, they are important points to take into consideration in valuation exercises. Since I do not appear to have addressed these issues satisfactorily in my original paper, I will comment on each here. Pindred agrees with me that applying portfolio theory, and specifically the CAPM, to the selection of project discount rates is more defensible than ad hoc methods. But he then points out that the application of the CAPM to project valuation is more difficult that I indicate. It is true that the CAPM is a difficult tool for project valuation in general,. But the application of the CAPM to mining projects is one of the easiest I can think of. The biggest problem with using the CAPM for project valuation is coming up with an expected project beta. I suggest a project beta for gold projects of 0.45. The "true" value might be 0.35, 0.55 or whatever. Pindred correctly notes that the selection of the appropriate project beta is based

Sao Bento Mlnerai;;ao Mine (SBM), located 100 kms northwest of Belo Horlzante, Brazil, was commissioned In 1987t1l to produce 185 kg per month of gold from 240 tpd of refractory sulphide flotation concentrate. The concentrate Is processed by a Sherrill Gordon design pressure oxidation circuit followed by conventional CIL gold recovery process (Flgur .. J). The original plant design foresaw expansion to 480 tpd, and In this regard the acidic effluent neutralisation, CIL and carbon circuits were designed for future expansion to treat the higher tonnage. The pressure oxidation section was sized for 240 tpd with the Intention to double the Installed plant equipment to provide 480 tpd capacity when required. This decision was based In part on the novelty of pressure oxidation to treat refractory sulphide concentrates in 1984 when the process design was finalised. General Mining, Metals & Minerals (Pty) Ltd (GENMIN), has been actively Involved for the past 30 years in the development of bacterial process for the oxidation of refractory gold concentrates; the results of this development program have provided the registered process BIOx®. The successful Implementation of BIOx® technology for treatment of refractory gold concentrates at GENMIN's Fairview Mine In October 1986t2l, as well as the substantial experience accumulated in laboratory and pilot testing of some 40 other sulphide concentrates, Justified reconsideration of the oxidation process best suited to provide the Incremental sulphide oxidation capacity planned for SBM.

While the National Academy of Sciences has stated that gravimetric sampling technology for compliance purposes is adequate, research into various aspects of respirable dust control require data on many other parameters of airborne dust. These, in turn, have created the need to use many instruments, other than personal gravimetric samplers, in mine environments for dust measurement. There is a need to evaluate the performance of these instruments under conditions of potential use. As part of research in the Generic Technology Center for Respirable Dust, cascade impactors, gravimetric personal samplers and gravimetric samplers collecting dust using isokinetic sampling principles were employed for dust measurements under identical conditions in a mine airway. During the course of the experiments, 8-stage cascade impactors and gravimetric samplers drawing air isokinetically were located in the center of a mine airway at various stations. Two types of data were examined - concentration of dust and size distribution of the dust collected in the samplers. The data show that the amount of dust collected by an impactor is less than half the amount collected isokinetically. The size distributions of the dusts collected from the two instruments, though comparable, show a consistent difference in median diameters. The cause for this bias is examined. The paper presents and discusses the results of the tests, including the concentrations and size distributions obtained from the two instruments for different experimental conditions. There is a need to document the performance of various dust measuring devices in mine airflow conditions.

This case study embodies the problems of an underground project under current contracting practices. It will provide a realistic framework for a structured examination of the anatomy of a major complex underground project. Just as it will illustrate the frustrations of the parties to an underground contract, it will also provide a means to examine potential opportunities to provide a better way to develop underground space. Urban Transit Authority (UTA) had planned to expand their heavy rail underground transit system through an extension to an existing line. UTA lacked sufficient funding to guarantee the construction and operation of this planned extension. Venture Partner Associates (VPA) in conjunction with four major department stores entered into an agreement to create a major underground space for a commercial/recreational facility. The concept was to locate the facility adjacent to a planned station and beneath existing aboveground office facilities. This group was known as Commercial Development Corporation (CDC). UTA had reached an agreement with UMTA to provide 20 percent of the line and station costs. UTA then entered into an agreement with CDC to provide the needed additional funding for the station work in return for locating the station adjacent to the planned underground commercial/recreational complex. The agreement called for CDC to contribute 20 percent to the station cost to a maximum of $25 million plus a one percent contribution from commercial/recreational revenues for operating costs.
