Until now, only the range of typical construction projects which are repeated over and over during the life of a coal mine have been discussed. This chapter looks at underground construction projects which occur only once or twice during the life of any given mine and are major construction projects in both time and cost. These projects usually require the services of an outside engineering and construction firm with hands- on experience in design installation. Because of this involvement with engineering and construction firms (EIC), the role of the construction engineer will change from one of actively de- signing and directing tasks to one of planning, inspection, and quality control. To reflect this role change in the discussions, the focus of this chapter will be changed to a broad overview of project participation. Of course, the projects under consideration in this chapter could easily fill more than one book on their design and installation. In addition, major construction projects are extremely site specific, requiring months of data collection about site geology, physical conditions, and potential excavation and construction requirements. Therefore, no attempt shall be made to discuss any detailed construction aspects as was done in earlier chapters. The purpose of this chapter is to present the fundamental concerns of a staff engineer or supervisor. This engineer does not make the decisions on choosing the EIC firm, but assists and interacts with their project team to accomplish the goals set forth by higher management. The construction topics to be reviewed fall into three main categories. The first category is highlighted by the installation of a main surge bin; the second is typified by the construction of an underground shop; and the third category encompasses special projects such as rotary dumps, crusher stations, and foremen's offices. These categories highlight the differences between degrees of mine responsibilities for project completion. The first topic is usually a turnkey project by an E/C firm for a given mine. The second topic represents the leading role of the mine in the project with a contractor as a support service or equipment supplier only. The third topic, special projects, is an example of a joint venture-between a contractor (leading partner) and mine management. These roles can change with any given project, but the changes in management responsibilities for the construction engineer can be nicely illustrated for the purposes of this text. The first step toward constructing major mine projects is to analyze the mine which influence their design. From the mine management standpoint, these parameters should reflect the role the mine will play in the project construction. In other words, what is the nature of the proposed mine environment and what are the material, labor, and time requirements needed to assist or direct the chosen engineering and construction firm? Answering these questions requires some basic project planning and cost estimation work. Here, only a general treatment is necessary, since detailed discussions of these topics will follow in Chapters 8 and 10. For those persons interested in the role of the EIC contractor, I suggest beginning by reviewing the article by Beall, "The Role of an Engineering and Construction Contractor," presented in the October 1980 issue of Mining Engineering magazine.

The role of a respirable dust scrubber on a continuous miner section using blowing face ventilation is examined in this paper and the above question answered. Many cross adits (180 adits) : to link the tunnels (53 cross passages), to relieve air super pressure from one tunnel to the other (87 piston ducts), to install technical adits (40 electrical rooms). Two cross-overs located at one third of the whole length, allow trains to shunt from one tunnel to the other so as to ensure one way traffic in case of emergency. Economical remediation of acid rock drainage (ARD) at secluded high-altitude western ore mines is difficult given the current treatment technology. Several passive-engineered systems that are based on wetland technology were tested in the laboratory with three western ore mine ARDs (Co, Cu and Fe mines) and with a copper leachate effluent. These systems used well-weathered lodgepole pine sawdust as the sole carbon source and mud from a pond at one of the mine sites as the source of sulfate-reducing bacteria (SRB). Simple one-pass flow-through systems removed 44% to 99% of the vari¬ous heavy metals front the Co and Cu mine ARDs and increased the pH from 3 to 7 after 28 days of SRB acclimation with a five-day residence time. Carbohydrate utilization rates were generally low, except for one 437-day run, which consumed 25%, 30% and 21 % of the cellulose, hemicellulose and lignin, respectively. Initial pH, amounts of toxic heavy metals and the degree of predegradation of the sawdust were found to significantly affect both remediation potential and acclimation time. Engineered SRB systems, alone or in combination with other passive technologies, offer promise for the economical remediation of western US ore mine ARDs.

Heap leaching was introduced to the precious metals mining industry approximately two decades ago as a simple, low cost method for recovering gold and silver from ores. Since that time, operational experience has contributed to knowledge and understanding of the process, making it a reliable alternative to conventional milling processes for low grade ores. At time of this writing, dozens of heap leach operations are active producing hundreds of thousands of ounces of gold and millions of ounces of silver annually. These successes have caused the popular press to acclaim heap leaching "high-tech" gold mining, but, despite the hype, the process remains a simple one. An example of simplicity in heap leaching is the operation established in 1986 at Amax Gold's Sleeper Mine. Starting with a simple goal, namely to produce gold from sub-mill grade ore at low cost, heap leaching was rapidly implemented at Sleeper; only five months after testwork started, leaching commenced on the first commercial scale, 50,000 ton heap of low grade ore. Sized at 600,000 tons per year to produce 10,500 oz gold per year, the low grade heap operation has performed beyond expectations. During the first year of production, 881,800 tons have been leached producing 15,665 oz of gold and 35,528 oz of silver. Operating ·costs for the first year have averaged $112 per oz gold produced ( or $95 per oz if silver credit is included). Successful implementation of heap leaching at Sleeper has had a dramatic impact on ore reserves and future operations.

A combined chemical and biological treatment for the removal of heavy metals and arsenic from a contaminated soil was studied as a potential method for soil remediation. Small scale and column tests were conducted in order to ex-amine the effect of plant-compost and Na2CaEDTA addition on a calcareous soil highly contaminated with heavy metals and arsenic. EDTA is known to be an efficient leaching agent of heavy metals from contaminated soils but has no effect on arsenic. Compost tea on the other hand contains humics that can leach several iron compounds including Fe(III)-oxides and thus can extract arsenic bound to these oxides. The action of Fe(III)-respiring bacteria D.palmitatis was also evaluated for the reduction of iron oxides and compared to simple chemical treatment in the presence of compost in small scale tests. Results indicated that the addition of compost and EDTA into soil pulp lead to the predominance of reductive conditions and the simultaneous dissolution of both heavy metals and arsenic at high percentages. The presence of D.palmitatis did not further enhance the reductive dissolution of Fe(III)-oxides by compost and EDTA as it was observed in the inoculated samples. Column tests using soil as received revealed that, although the extraction of metals seems to be a slow process, compost is an effective oxygen barrier that promotes the reductive dissolution of iron oxides and the subsequent arsenic release together with the dissolution of heavy metals by EDTA.

An examination was conducted on the impact of roof conditions and the mining cycle in determining a representative respirable mass concentration at the mid-shearer location on a longwall panel. Multiple personal gravimetric dust samplers, operated at a flow rate of 2.0 lpm, were used at different locations along the face to isolate the concentrations and variances associated with good and bad roof conditions under both the cutting and cleaning mode of operation. The number of samples needed to estimate the population variance at a given confidence level was analyzed. In addition, the statistical analysis showed that the coefficient of variation of dust concentrations at different locations and under different conditions ranged from 0.185 to 0.475, with an average value of 0.283. The estimates of the average dust concentration for a shift and the variance of the dust concentrations were calculated. A total of 48 data points were available for an [a x b] factorial ANOVA (analysis of variance). The estimates of the variance components were determined. The results from F-tests indicated that both the roof conditions and mining operations had a significant effect on the respirable dust concentration. There was no significant interaction effect between mining operations and roof conditions. In conclusion, this study shows that not only should sampling and analytical errors be considered in determining the required number of samples for a good estimate of the long-range exposures of miners, but also fluctuations of concentrations due to mining operations and geological conditions should be taken into account.

Several types of tunnel supports are being investigated experimentally and analytically at the University of Illinois at Urbana-Champaign under the sponsorship of the Federal Railroad Administration, Department of Transportation. The results of work on two types will be discussed here. These are steel sets and continuous, monolithic steel-fiber-reinforced concrete liners. The latter is a model of a short length of liner that might result from a continuous slip-forming operation in a tunnel excavated with a boring machine. Tests have been performed on both types of support and analyses are being developed which will greatly broaden the scope of the test program. The objective of these studies is to improve the understanding of basic behavior of these supports, and to develop techniques for their analysis. The analyses will then be used to perform parameter studies that will lead to more rational procedures for structural design. The tests provide a check on the accuracy of the analysis and demonstrate the overall behavior and modes of failure. Another part of the project is concerned with the interaction of support and medium, and thus prediction of loads for the supports. These studies are presented in greater detail in a recent report (1). A brief outline of results obtained to date are presented in this paper. According to relatively recent estimates by the US Geological Survey and the US Bureau of Mines, there are more than 0.9 Tt (one trillion tons) of remaining identified coal resources in the seven major western US coal-producing states and about 200 Gt (220 billion tons) in the demonstrated reserve base. Considering coal's current national production level of 0.7 Gt/a (0.8 billion tpy), these US reserve and resource figures are reassuring. Given here is a preliminary analysis of geologic constraints and an estimate of their effects on mining and recoverability of western coal. Mining Constraints USGS and USBM coal figures incorporate only thickness and depth, and are "blind" to many other major geologic constraints on mining and recoverability. The most important of these geologic constraints include: • coal seams too thin or too thick for conventional mining methods; • coal seams that cannot be mined due to insufficient separation from underlying or overlying previously-mined beds; • unstable or otherwise unfavorable roof strata; • soft or heaving floor strata; • coal seams that are too lenticular or discontinuous for conventional mining methods; • coal seams in intensely faulted areas; • coal seams having high angles of dip precluding the use of conventional coal mining methods; • coal seams that cannot be mined due to proximity of water-bearing strata; and • coal quality problems such as excessive ash, sulfur, chlorine, or sodium. Coal Thickness Present USGS-USBM classification for reserve base includes bituminous coal beds more than 0.7 m (28 in.) thick and subbituminous beds more than 5 m (60 in.) thick to depths of 305 m (1,000 ft). Both of these thicknesses are less than the thicknesses now considered mineable in the western US. The lower limit for bituminous steam coal in deep mines is about 1.5 m (5 ft). For subbituminous coal, a thickness of at least 2.4 m (8 ft) is generally required. Accordingly, the Bureau of Mines reserve base includes many thinner coal seams that will not be mined in the foreseeable future. Within the Powder River Basin of Wyoming and Montana many seams-Wall, Upper Pawnee, Lower Pawnee, Cache, Manning-range in thickness from 7.6 m (25 ft) to more than 30 m (100 ft) and occur at depths to 305 m (1,000 ft). These have been included in the Bureau of Mines reserve base. However, the mining technology required to mine these thick seams does not now exist. It will require many years for development. The ultimate recoverability from these thick seams is unknown, but could be as low as 25%.

In a recent speech in Pittsburgh, Dr. George Keyworth, the President's Science Advisor, made a statement which I believe deserves our very careful consideration. Dr. Keyworth said that there is no energy crisis. The crisis, he explained, is simply that people refuse to accept the solution. The solution which Dr. Keyworth has in mind is increased utilization of our abundant supplies of solid fuels and, in particular, uranium. I share his view concerning the solution to our energy needs. The use of uranium fuel is a safe, clean, and dependable means to generate our electric power. It is time that we addressed the real energy crisis: the refusal to accept the nuclear solution. The reason for the refusal is not difficult to find. It is nihilistic thinking about risk. Under this thinking, we assume the worst possible case and act accordingly, simply because we cannot prove to a total certainty that nuclear energy is perfectly safe. If this absolutist approach were generally applied throughout our society, there is no doubt all of us would soon be sitting around our campfires fearfully holding the wild animals at bay with our trusty spears. Today I am here to enlist your support in reversing the regulatory trend that threatens the very extistence of the nuclear power industry. As distinguished scientists, engineers and businessmen, you can use your influence to help bring rational regulation to the industry. Our industry supports strong safety and environmental protection programs. We understand the need for and do not object to reasonable regulation. Many anti-pollution measures can be practical to implement, cost effective and highly successful in minimizing environmental impacts. However, it is a fact of life that in the field of health and safety regulation, the law of diminishing returns operates with a vengeance. Absolute or near-absolute safety is impossible and any attempt to achieve it is intolerably costly. Fixation on absolute safety is particularly acute in the regulation of the nuclear power industry. Government Agencies, overly anxious to allay the irrational fears of those opposed to nuclear power, are literally regulating the industry to death - exactly the result sought by the anti-nuclear groups. Dr. Robert L. DuPont wrote in a recent issue of [Business Week]: "The nuclear power industry has been virtually stopped in the U.S. [because of fear]. This is true despite the fact that for more than 20 years the commercial nuclear industry has operated under unprecedented public health scrutiny and that to date there have been no radiation-related injuries, let alone deaths, suffered by any member of the public."1 I believe a useful way to convey the nature of the problem faced by the nuclear industry is to review an example of [unreasonable] regulation. While the example relates to our domestic industry, I am certain there are similar situations in other countries. For the example I will use the Nuclear Regulatory Commission's recently issued regulations governing the stabilization of uranium mill tailings.2 These regulations, known as the Uranium Mill Licensing Requirements, specify, among other things, that radon emanation from uranium mill tailings be limited to no more than 2 pCi/m2-sec. First, one must understand that this standard will have virtually no impact on the total amount of radon to which the public is exposed. Radon emitted from even completely unstabilized tailings piles is a tiny fraction--much less than 1%--of the amount of radon released from natural soils in the United States.3 In fact, it is far outweighed by natural variations in the background flux. For example, changes in the level of the Great Salt Lake in recent years have had [eight times] as much effect on the amount of radon released into the Salt Lake City regional air than the annual release from the Vitro Mill tailings pile located in that city.4 Nevertheless, NRC claims that the standard is required to protect the public. The Commission admits, however, that there are no studies which establish that exposure to radon at the low levels associated with uranium mill tailings will result in any adverse health effects.5 In the absence of actual evidence, the Commission assumes that some such effects will occur on the basis of the linear, non-threshold model.6 Employing this model, NRC calculates that the maximum hypothetical risk for the average member of the population is only about 1 in 70,000,000 from the radon that would be emitted from [three times] the number of mills now in existence, even if the tailings produced through the year 2000 are left unstabilized.7 NRC has elsewhere explained that this level of risk would be equivalent to the risk posed by "a few puffs on a cigarette, a few sips of wine, driving the family car about 6 blocks, flying about 2 miles, canoeing for 3 seconds, or being a man age 60 for 11 seconds." This level of risk is [de minimis] in comparison to other risks commonly and readily incurred in our society.9 Moreover, even this remote risk is overstated. A group of prominent health physicists, including experts from the Department of Energy, The Environmental Protection Agency, Britain, Canada and Germany recently published a study indicating that the risk to the public per unit exposure to radon can be no greater than one-third that suggested by the Commission, and [may in fact be zero].l0 Regulators routinely rationalize the need for their regulations. For example, NRC attempts to justify the radon flux standard because it is necessary to reduce the risk to someone who builds a house on top of a tailings pile. This possibility, however, is totally unrealistic because the Mill Tailings Act requires that stabilized tailings be transferred to

Determination of the state of a mine fire is an important function during firefighting and during rescue and recovery operations. It is imperative that an accurate, up-to-date assessment of fire conditions be available for persons directing such activities in order to avoid unacceptable risk to mine rescue teas and/or fire fighters. Many indicators which consist of ratios of the concentrations of fire gases have been developed over the years for determining the state of a mine fire. Results from numerous gas sample analyses are necessary for determining the trend of the fire. Some indicators are preferred because the influence of sample dilution, a frequent problem, is said to be eliminated. Definitions and examples of indicator6 found to be useful in diagnosing recent western U. S. coal mine fires are presented. Mine gas explosibility is an important subject also requiring rapid assessment. Example explosibility calculations are presented applying one widely used method. Establishing limits for withdrawal of personnel are discussed.

This paper describes a case study where solutions were sought to the truck queuing that occurred at a central processing plant. Ore from three production shafts at Falconbridge Limited's Sudbury Opera¬tions is hauled by three trucking contractors to Strathcona Mill. On return trips, the classified mill tailing is carried back to the mines for backfilling. The ore feeder at the mill handles three times the tonnage designed for and the situation is not expected to improve. Excessive truck queuing and consequent mine production interruptions are therefore of great concern. During the study, stochastic models were formulated and programmed for the IBM/AT personal computer. Basic information sought from the models were truck waiting time and ore production interruptions. The existing system was tested, not only to verify the validity of the models, but also to understand the causes of the problem. Several alternatives were simulated and a simple solution selected for implementation.

As mentioned in chapter 8, one of the objectives of the budget is to provide a mechanism for ongoing measurement and control of the production operation. The budget shows expected performance. Actual results are compared to this benchmark to evaluate past performance and to direct future activities. The variances between budgeted and actual results identify specific activities that did not perform as expected (whether negatively or positively). Managers who use variance analysis are essentially applying a management- by-exception philosophy. Individual organizations will determine variances that reflect their own processes and managerial interests, but these variances all follow the approach outlined here. Firms will also vary in the extent to which variances are reported. Some firms use a few variance measures for the overall production organization whereas others calculate variances for individual departments or even individual work areas. As mentioned in chapter 5, it is important to distinguish between controllable and noncontrollable costs when using budgets for control and evaluation.

This study deals with the development and utilization of computer models for evaluating the extent to which variability of raw material grades can be reduced from the deposit to the processing plant. The specific case of a cement works is examined. The deposit and the elementary quarring operations were modeled for the medium and long-term planning of production with the objective of predicting grade variability of the flow stream in time. The feeds inferred from previous modellings were used for simulating storage operations. In particular, the storage process (linear stockpile, as an alternative, blending from various heaps) was modelled in order to select the main parameters of the process to minimize grade variations of the feed to mill. The ways followed for modelling the prehomogenization process are described. The homogenization performance and efficiency in the silo stage has also been studied and an estimate made of the distribution of residence time on the basis of input and output sampling.

This paper outlines the results of a study of the opinions of practicing engineers concerning the value of environmental engineering courses in a mining engineering curriculum. One hundred engineers with significant experience in mining-related engineering work were carefully chosen. Of the 67 responses, about half were from mining engineers, and the other half were from environmental engineers. In this paper, the results of the survey are outlined. The number and type of courses recommended by the respondents are summarized as well as the specific topics recommended for inclusion in a mining engineering curriculum. The survey form also asked for the stages in the mine life when environmental experts were needed and the percentage of environmental engineering performed by outside experts for many mining-related environmental tasks. The results of this line of questions are provided. Finally, the paper offers a comparison of the results for environmental engineers and mining engineers and analyzes the differences.

A sulfidic flotation tailings ore, containing 1.14 gpt Au and 242.53 gpt Ag, was treated by low temperature chlorination roasting followed by cyanide or chloride leaching. Eighty per cent of Ag was recovered by cyanide leach when the ore was roasted at 350°C with 50 kg/ton calcium chloride. About seventy per cent of Au was made cyanide amenable by chlorination roasting at 400°C. A better Ag recovery, ninety per cent or over, was achieved by chloride (NaCl+HCl) leach. However, Au recovery was very poor by chloride leach. Ferric chloride, calcium chloride, and cupric chloride were compared as chlorinating agents for their effect on Au and Ag recovery. The study found that low temperature chlorination roasting is very effective for recovering Ag associated with stibnite and stannite. The best chlorinating agent for the test ore was found to be calcium chloride. Parallel roasting-leaching tests indicated that chlorination roasting was far superior over oxidation roasting for both gold and silver recovery.

The Office for Mine Safety and Health Research, National Institute for Occupational Safety and Health is responsible for providing research leadership in the prevention of mining work-related illness, injury and death. Planning of the NIOSH FY99 research program focused on the comprehensive collection and risk analysis of fatality, injury and illness data according to commodity and mine type. This data, coupled with the mapping of information obtained from stakeholder meetings over several years, provided the basis for prioritizing research needs. Results of the combined analysis were compared to the FY98 program to identify surveillance and research gap areas. The FY98 research program was then assessed according to commodity and mine type and compared with exposure assessments, traumatic fatality rates, injury rates and employment trends in each commodity-mine type combination to gain insight into the potential balance of the future research program. This paper presents the methods, data and results of this planning process.

Introduction Heavy media separation (HMS), also called dense media or float¬sink separation, is one of the newer forms of gravity concentration. Though the concept can be traced to the last century, the process has enjoyed its major growth since 1940. Heavy liquid separation is a mutation. The heavy media process is used extensively to clean coal and for the concentration of a wide variety of ores such as those of iron, lead-zinc, chrome, manganese, tin, tungsten, fluorspar, magnesite, sylvite, garnet, diamonds, gravel, etc. It may be used where ever a significant density difference occurs between two minerals, and commercial separations are typically made in the range of 1.3 to 3.8 sp gr. The particle size treated ranges downward from 6-8 in. top size. Particles greater than about 1/16-in. (10 mesh) may be treated in a "static" bath, though for reasons of separation efficiency, + 1/2 -in- feed is usually preferred. For particles less than this size, separation in a heavy media cyclone is generally used. The flowsheet of a typical heavy media process, in this case one using a ferrous medium, is shown in Fig. I. In essence, the process consists of: (1) preparation of the feed usually by wet screening to remove undesired fines, (2) heavy medium separation, and (3) removal and recovery of the medium from the separated products. Many muta¬tions of the basic scheme are possible and numerous options are possi¬ble. HMS offers the following potential advantages:12 1) Ability to make sharp separations. 2) Ability to change the specific gravity of separation quickly to meet changing conditions. 3) Ability to remove products continuously. 4) Ability to treat a broad size range of products. 5) Ease of start-up and shutdown without loss of separating efficiency. 6) Relatively low medium cost and low media losses. 7) Low operating and maintenance costs. 8) High capacity with the use of relatively little floor space. 9) Relatively low capital investment per ton of capacity. The process may be used to produce a finished concentrate, two finished concentrates, or a concentrate and a middling of differing quality, or a preconcentrate by rejection of unwanted gangue. It is an ideal method for the reprocessing of coarse waste dumps. The greatest use for the process lies in coal cleaning and in the preconcentration of ores. The relatively inexpensive heavy media process may be used advantageously to reject large quantities of coarsely crushed gangue. When used in this way, the process will allow: (1) the use of lower cost but less selective mining methods with the "overbreak" material being removed at the front end of the concentrator or preparation plant; (2) a substantial reduction in the quantity of ore that must be finely ground for subsequent mineral liberation and separa¬tion. Since comminution is often the single most expensive step in beneficiation, it is desirable to eliminate as many essentially barren pieces of rock as possible before the grinding step, (3) a decrease in overall plant capital cost per ton of concentrate since the size of the plant from the dense medium step onward will be smaller. Several general references are available,12-18 though much of the technical data on the process is widely scattered in the general litera¬ture. Heavy Liquid Separation Organic Liquids Given sufficient settling time, it is possible to make a perfect separa¬tion between two particles of differing density by placing them in a liquid whose density is intermediate between the two. This means of achieving a perfect separation has proven to be elusive because of problems in feed preparation, particle settling rates, operational considerations, and economic constraints. There are a wide variety of heavy liquids that could be used, most of them halogenated hydrocarbons, and a few typical examples are given in Table 4. These liquids are most commonly used in ore dressing for the laboratory fractionation of ore particles on the basis of specific gravity. Laboratory Separations. Using liquids typified by those given in Table 4, separations are made to develop either the standard washability curves used to estimate the response of a given sample to gravity concentration or to prepare a partition curve to evaluate the effective¬ness of a given gravity separation process or piece of equipment. A typical washability curve is given in Fig. 2.19 Such curves are generated for raw coal, e.g., by treating either the whole or various size fractions of the sample in a series of heavy liquids and analyzing the various specific gravity fractions so produced. The procedure is relatively simple for coal samples because of the ready availability of a wide variety of relatively low cost heavy liquids in the density range 1.2¬-2.0. For ores the problem is much more complicated, because only a few high density liquids, all of rather high cost, are available. Parti¬tion curves are generated in the same manner by treating the separated products in the same liquids. Greater details on the procedures to be used in heavy liquid separa¬tions are to be found in the literature (for coal, Refs. 13, 14 and 19 and for ore, Refs. 20 and 21). For testing coal, calcium and zinc chloride solutions have been used extensively in the past, though today halogenated hydrocarbons (available under the trade name Certigrav) are the preferred media. The recent trend in the ventilation of deep under- ground metal mines in the United States is to rely more and more on refrigeration for air cooling. This paper describes the layout and the economics of the refrigeration method used by Hecla Mining Company at the Star Mine. An economic analysis must compare the benefits of an engineering system against the costs. The benefits of refrigeration, for example, are increased production rates, a better safety record, improved employee moral, and generally lower airflow requirements. Air-conditioning costs include capital expenditures for equipment, labor and supply costs for maintenance, and power costs for machine operation. A study of whether or not to install refrigeration becomes academic when a mine reaches the critical ventilation depth1 (the depth at which adiabatic compression alone produces station temperatures equal to the desired stope temperatures). Ventilation planning alternatives for such mines, including the Star Mine, are limited to the different methods of refrigeration usage. In this case study of the Star Mine, the refrigeration layout is described in detail. After the system performance is discussed, air-conditioning costs are calculated. The paper then concludes with a cost- benefit analysis of the Star Mine refrigeration system.
