This paper outlines the tax provisions that became defective in January 1992, which allow a working mine to make tax-deductible contributions to a dedicated environmental body that is itself not subject to tax. Such a body will then provide a source of funding for the mine's future environmental expenditures. It is concluded that the establishment of such environmental bodies is a financially sound, tax-effective route, allowing mines, prospectors, and quarry operators to provide for future environmental rehabilitation.

The past ten years or so have seen many changes in the methods and approach adopted for projects in the metallurgical and mining industry in South Africa. These changes have led to an increased use by operating companies of the project and construction management services offered by engineering contracting companies. For a variety of reasons, this development has been slower in the metallurgical industry than in other areas of production, but that industry is also now showing an increasing trend in this direction.

In the process described, hydrogen is used to generate high-temperature steam and oxygen in the molten bath. Steel is decarburized to low levels to produce a pearlite-free steel suitable for deep drawing. The process makes use of the favourable thermodynamics in the reactions between steam, carbon, and iron, as well as providing high-temperature oxygen for the decarburizing reaction. The process can easily be incorporated in existing BOF (basic oxygen furnace) plant but can also be contemplated as a greenfield process.

The main objective of The South African Institute of Mining and Metalurgy is to identify the needs of the mineral and metals sector of the South African economy, and to initiate the means by which the requirements for technology and scientific knowledge can be satisfied. To achieve this, the Institute organizes schools to promote technology transfer and to satisfy the needs of its members for continuing education by the exchange of technical information, the communication of ideas, and the identification of technological problem areas.

An investigation of the slope stability of a pit and failures of spoil dumps, carried out at Silicon Smelters quartz mine, Pietersburg, South Africa, is described. The major geological feature of the mine is the intensely foliated schist in the footwall, with exceptionally Iow strengths upon extensive discontinuities, and the similarly unusual strength properties of the dumped schist spoil. The selection of slope angles for the pit is described, and a proposal for the stabilization of the failing spoil dump by segregated dumping is explained.

The paper describes how a multivariable control scheme was developed and implemented for the run-of-mine milling circuit at a gold mine belonging to Vaal Reefs Exploration & Mining Company Limited. The key variables that are controlled are slurry level in the sump, mass of material in the mil, and product size. The control scheme has resulted in reliable control of the dynamics of the plant, and has provided a good basis for the optimization of plant operation by the selection of suitable set Points.

Ausmelt is supplying commercial quantities of an alkyl hydroxamate flotation collector AM28 for flotation of oxide and supergene base metal ores and tailings. AM28 is a non-hazardous product used as a ten per cent to 50 per cent solution in dilute potassium hydroxide. It is a selective flotation collector for oxide or oxidised base metal minerals and replaces conventional sulfidisation for oxide mineral flotation. At Radio Hill, the AM28 is used in conjunction with traditional sulfide collectors, which allows simultaneous flotation of oxide and sulfide copper minerals. The Fox Resources Radio Hill copper concentrator near Karratha, Western Australia, is currently configured to treat supergene copper ore sourced from the West Whundo open pit. This Archean VMS type copper deposit has been deformed and remobilised with uplift, erosion and weathering to form a significant supergene zone. The sulfide copper minerals present in the upper zone are digenite and chalcocite with lesser chalcopyrite and covellite. Oxide copper minerals present include cuprite, with lesser malachite and azurite. Gangue minerals include quartz, talc and chlorite. Plant trials at Radio Hill are reported for supergene West Whundo ore, where the AM28 was stage added into the circuit at nominally 80 g/t. Plant data over three months shows the copper recovery increased consistently from around 50 - 60 per cent to above 70 per cent when AM28 was added. This has been proven statistically. The grade of the concentrate was consistent with and without AM28, at nominally 22 - 24 per cent copper.

Petrographic analyses of coal rank and maceral-group composition are widely used in the characterization of coal. This paper describes the use of an image analyser (IBAS Kontron) for fuly automated measurements of the rank and maceral groups of seam coals. The rank is then derived from reflectance histograms, or 'fingerprints', of coal reflectance distributions (being expressed as the mean random reflectance of vitrinite). The volume proportions of the maceral groups are calculated from the histograms. The results obtained with the IBAS were generally in agreement with those obtained by conventional methods of reflectance measurement and point-count analysis. However, the results were inconsistent for coals with a bimodal character or a wide V-class distribution. The rank of the analysed coals ranged from 0,50 to 1,10 per cent mean random reflectance. The lowest reflectance that can be analysed with the IBAS is 0,4 per cent. The speed, objectiveness, and repeatability of this technique make it exceptionally suitable for use in the quality control of large numbers of samples.

The theme of the Congress was 'Resources and Technology', the intention being to highlight those basic technical aspects in the disciplines of geology, mining, extractive metallurgy, and metals technology that are required for successful mineral-based operations. The technical programme covered a fairly broad field, as is appropriate for the CMMI Congress, and was generally considered to be of a high professional standard; informative and, with the exception of some minor hitches, well-run. Parallel sessions were held in the four disciplines. All were well attended, and despite tight presentation schedules, certain valuable discussions developed.

Fine particle beneficiation plays an ever-increasing role in mineral processing plants and it seems that technology can’t keep up with the challenges involved in the treating of these fines. The REFLUX™ classifier has proven itself able to treat high tonnages of fine material, especially in the coal industry. There are various fine ore applications that can benefit from such a process, yet laboratory and pilot-scale tests on many of these ores show poor efficiencies and recoveries. A better understanding of the design, operation and mechanisms of the REFLUX™ classifier is required to determine if and how it fits into these applications. The mechanisms in gravity separators are very complex due to the complex hydrodynamics, and the REFLUX™ classifier is no exception. The mechanisms of these systems are usually described through theoretical single particle-models that are hard to verify through analysing the feeds and products of these processes. To verify these models the movement of individual particles must be measured, which is not an easy task. In this paper the separation mechanisms in the incline channels of the REFLUX™ classifier were investigated with high-speed videography. A small lab scale model of the incline channel was constructed for this purpose. It was possible to capture and track the trajectories of particles under certain conditions and match these trajectories with theoretical models. The South African socio-economic history started with pastoral and agrarian communities which had low levels of industrialization and small needs for energy. The discovery of diamonds (in the Northern Cape in 1867) and of gold (in the Transvaal in 1886) heralded economic and industrial development, with a concomitant demand for energy. The energy needs of the fledgling mines, and mining towns, were met by the combustion of wood, cut locally, or by coal, hauled laboriously from the primitive collieries, and sold to the mining companies and townships at high prices.

A theory for the dynamic balancing of centrifugal mills is presented that takes account of the mass and shape of the charge in a gyrated grinding tube and the way in which the charge lags behind the centrifugal force vector. predicts that a corresponding lag in the angular position of the counterweight centres of mass is necessary, and that the fractional filling should be increased if the ratio of gyration diameter to tube diameter is decreased. A worked example is given for a I MW centrifugal mill that was balanced adequately by the methods described.

The paper addresses pipe flows of aqueous medium-sand slurries at velocities lower than the deposition-limit velocity. Laboratory test results including measurements of particle concentration distributions are used in order to describe a flow with a (pseudo-) linear concentration gradient above a stationary bed. Particle dispersion within the flow is evaluated and a stratification-ratio equation is formulated, estimating a portion of contact load in the flow. The formula is incorporated in the proposed predictive model for the hydraulic gradient for a medium-sand flow above a stationary bed.

When gold plant residues are cycloned for producing a coarse product for backfilling the gold and uranium values are upgraded in the backfill product. Gravity concentration, wet high intensity magnetic separation and froth flotation were investigated as first-stage recovery processes to recover these economic values from backfill prior to placement underground. This paper addresses the recovery of values from flotation concentrates and also details the economic feasibility of a treatment route including flotation, followed by roasting of flotation concentrate to liberate gold entrapped in pyrite and reverse gold leaching of the calcine so produced.

Laboratory testing of the self-heating propensity of coal, using crossing-point temperature and differential thermal analysis techniques, involves the frequent recording of several temperatures. The volume of data and the desire for high accuracy of measurements motivates an automated recording system. The data which are recorded must be adjusted for calibration factors and the results presented in both graphical and tabular form. The paper describes hardware and software features of a computerised system which is being used to establish the relative propensity to self-heating of a wide variety of coals.

The production of ferrochrome alloy from chromium bearing chromite ores is conducted at high temperature under highly reducing conditions. However, albeit completely unintended, it is impossible to completely exclude oxygen from all high temperature process steps, with the corresponding possibility arising for the generation of small amounts of Cr(VI) species. Certain Cr(VI) species are regarded as a carcinogenic, with specifically airborne exposure to these Cr(VI) species being associated with cancer of the respiratory system. With approximately three-quarters of the world?s viable chromite ore reserves located in South Africa, and annual ferrochrome production approaching almost half of total annual global output, aspects of Cr(VI) generation and control are of particular relevance and importance to the local industry, and naturally to the global industry at large. This paper seeks to examine theoretical and practical aspects associated with Cr(VI)generation (based largely on experience within the local South African industry, but considered to be generally encountered in the broader global industry context), together with mitigating measures that can be applied within the context of the production processes. From the discussions it is clear that significant improvements in various Cr(VI)-related aspects have been made by the South African ferrochrome industry. However, it is also evident that several areas of uncertainty still exist, which require further research in order to better quantify risks and enhance the efficacy of mitigating steps. Skorpion Zinc is located 25 km north-west of the small settlement of Rosh Pinah in southern Namibia. Commissioned in early 2003, Skorpion Zinc became the first mine-to-metal operation to commercially apply a purely hydrometallurgical process route to exploit a zinc oxide orebody. The novel technology, known as The Modified ZincexTM Process patented by Tecnicas Reunidas, comprises sulphuric acid atmospheric leaching, zinc solvent extraction (SX) and electrowinning (EW) to produce London metal exchange (LME) Special high grade (SHG) zinc. Forming the core of the process, the SX step has thrived in its role as a barrier to impurities and also in the upgrading of the pregnant liquor solution (PLS), converting it into a loaded electrolyte (LE) sufficiently rich and pure for EW. Against this successful run, a number of challenges have, however, been encountered in SX due the emergence of upset conditions largely emanating from upstream processes. This paper outlines some of the major deviations that have beset the SX process in its first five years of continuous operation. Impurity excursions, temperature depressions, changes in phase continuity, excess aqueous entrainment, the effect of colloidal silica and the accumulation of rare earth elements on the organic phase will be discussed in detail.
