"South Africa is well endowed with a plethora of valuable minerals, as well as being of world renown for its significant ecological and cultural resources. The unfortunate reality is that these two important attributes often come into collision when developmental decisions are made. Robust environmental planning tools are required to guide such development in areas of heightened sensitivity. Environmental management frameworks are one of the tools that can attempt to achieve the desired developmental and ecological balance by utilizing early identification and mapping of sensitive ecosystems and resources to assist in pre-empting potential future land use conflicts. This paper unpacks the characteristics of environmental management frameworks and further investigates their potential, as well as its current design and implementation challenges. The findings show that environmental management frameworks have the potential to provide meaningful resource information to decision-makers on the opportunities and risks of developments in sensitive areas. They further provide a platform and process through which local stakeholders can voice their opinions and collectively drive the developmental priorities of the identified area.IntroductionAt the core of a harmonious and prosperous society is the balancing of a broad spectrum of needs, rights, and imperatives. As South Africa’s resource and energy needs expand, it becomes increasingly important to safeguard environmental rights and ensure sustainable development through creative measures. The State’s drive for accelerated development to meet the targets in the National Development Plan 2030 is contributing to the growth of invasive developments in previously undeveloped areas. The problem of direct-current plasma arc behaviour, interaction, and dynamics is considered in the context of metallurgical DC arc furnace applications. Particular attention is paid to the transient flow behaviour of arc systems. A mathematical formulation of the physics used to describe the arc system is presented, and includes the spatial and temporal evolution of fluid flow, heat transfer, and electromagnetism. Based on this formulation, a numerical model is developed using a finite difference approach on a regular cartesian grid in both two and three dimensions, with a special focus on robust stability, high resolution modelling, and high performance. A collection of results produced using the numerical model to study pilot plant-scale furnaces is then presented. These address a range of process and design variables and their effect on the numerical model?s results. Where possible, the qualitative behaviour of the model is compared to available experimental data. A number of novel effects and phenomena are seen in the dynamic behaviour of the DC plasma arc model for both single and multiple arc systems, which may lead to improved understanding, control, and manipulation of such systems where they occur in industrial applications. Mine dumps created in terms of the pre-MPRDA regime (old order mine dumps) are currently not regulated by the MPRDA, and the common law owners of such dumps are free to process them without the need to obtain the relevant rights. The MPRDA Amendment Act purports to change this position. However, the wording of the Amendment Act raises a number of problems which render the post-amendment position at best unclear and at worst absurd and unworkable. The primary concern with the Amendment Act is that, on one interpretation, material placed on the same dump at different times may be treated differently at law. Thus, parts of a dump may be subject to one person?s right while others may be subject to another?s right. Moreover, case law has generally regarded mine dumps as movable property and, by extending the MPRDA to apply to all mine dumps, the Legislature is extending the ambit of the Act to cover movable property, a scenario not contemplated by the wording of the Act (even after its amendment) in relation to applications for rights. The better interpretation of the amendments, which are not yet in force, is that they will not apply retrospectively to old order mine dumps.

By use of a finite-difference model of an experimental galvanic cell, the effect of a resistance in the metalic conduction path on the potential and current distributions in the cell was predicted. The model predictions were compared with experimental measurements of potential profiles (measured by use of a scanning reference electrode) and galvanic currents. The predictions agreed well with the experimental measurements. Apart from this model, which is applicable in macroscopic cells (Le. with an electrolyte of low conductivity), a calculation procedure was developed to predict the effect of an external resistance on the galvanic current in a microscopic cell (high conductivity). The responses of the galvanic currents in the microscopic and macroscopic cells to changes in the external resistance were compared. From the similarity of the responses, a simple practical procedure for the evaluation of the external resistance (meter resistance) that can be tolerated is proposed.

BCL Limited operates a nickel-copper flash smelting operation at Selebi-Phikwe, situated in north-eastern Botswana. The original furnace was commissioned in 1973 and produces a high grade sulphide matte, from its own concentrates plus additional custom feeds, which is shipped to refineries in Zimbabwe and Norway for further processing. In 2004 the company embarked on a study to modernize the flash smelting complex, with an emphasis on extending campaign life, improving the furnace integrity and enhancing throughput and process efficiency. First phase initiatives from this exercise, including the fundamental switch to a single concentrate burner operation of the flash smelting furnace, were implemented in July 2007. This paper summarizes experiences prior to implementation, details the specific improvements made to the flash smelting furnace and associated operations, highlights the improved plant performance after modernization, and outlines second phase expansion plans that are currently under consideration.

Graduate engineers are a scarce and valuable resource. The situation is aggravated by the 2 years of national service, resulting in the elapse of 6 years after matriculation before a young engineer can start his practical training. After having started work, it is therefore imperative that employees in this category should be trained as effectively as possible in (1) the specialized activities of the employer and (2)the employer's specific work practices. Knowledge and experience of these two areas are vitally important for productive work performance by young engineers. Consequently, it is Iscor's primary objective to enable young graduates, in this case engineers, to obtain the knowledge and experience necessary for productive work in the shortest possible time. Iscor's training programme is therefore structured to enable the young engineer to - perform high-level engineering work and to make sound engineering decisions as soon as possible, - gain a thorough background of the employer's production processes, plant, and equipment, - become thoroughly acquainted with Iscor's work practices, policies, and procedures, - acquire a sound knowledge of Iscor's management techniques and philosophies, - do productive work during the training period, - obtain the following additional qualifications as soon as possible: . Government certificate of competency (legally required before appointment to certain positions) . registration as a professional engineer. Iscor's training programmes are no longer based on predetermined periods of time for each department and work practice. Neither is it a tour or visitors' programme. This contribution explains how Iscor, and more specifically its Mining Department, attempts to reach its objectives in this regard.

Many minerals processing operations result in crushed rock being mixed with a liquid. Sometimes, the rock particles have to be dried before the next process begins and there may be a considerable distance between the equipment carrying out these processes. Bateman Engineered Technologies (BET) developed, patented and commercialized a method of simultaneous pneumatic conveying and drying. A joint project to assist with optimizing the process is under-way. Part of it is a numerical simulation of the process. The simulation is done using a dedicated program written in MATLAB, (commercial software which is widely used in engineering). It accounts for heat and mass transfer as well as particle transport. The main part of the program consists of a loop containing a series of equations which are evaluated sequentially. During any particular iteration, the properties are changed one at a time. Since the properties are changing relatively slowly, this method gives good results. The outputs of the simulation are consistent with the operational experience of BET’s engineers. The output is very comprehensive and all numerical. Since the program is currently being used for research purposes, flexibility is very important. Thus the output is converted into a spreadsheet file. Variations in the output quantities are displayed graphically using MS Excel. Some simulation could have been done using computational fluid dynamics (CFD) software. The advantages and disadvantages (technical, financial and skills requirements) of the two approaches for this particular type of simulation are compared briefly. Although the De Beers group has a long history of placer mining on land, the group only became actively involved in deep water marine diamond exploration and mining in1983 with the formation of De Beers Marine. Full-scale commercial mining commenced around 1991. Since then, the group marine mining capability has grown into a formidable fleet of 8 large deep water (>70 m) mining vessels, as well as other special purpose geo-survey platforms. Marine diamond production by the group is expected to be just short of 1 million carats in 2006. DeBeers operates across the entire value-chain spectrum from geology and geo-survey, through sampling to mining, and finally ore processing into high value concentrate. Supporting these operations involves significant service activities such as maintenance, security, logistics and environmental management. Specific challenges exist in terms of developing or acquiring appropriate technology for marine mining. These challenges have resulted in DeBeers operating extensive in-house R&D and projects departments, as well as drawing extensively from technology partners. An array of computational and test facilities are also available to support R&D and projects activities. Hydro transport in various guises is key to the current approaches to marine mining and ore processing. Use is made of airlift and centrifugal pumping for hydraulic hoisting of very coarse gravel, while splitters, launders, dewatering, elutriators, jet-pumps, centrifugal pumps, dense medium circuits, pipeline systems, and instrumentation for coarse abrasive particles are used extensively in the ore processing plant.

OosterveldIn opening the session, the Chairman indicated that the papers and discussions would revolve about quantitative methods of analysis and optimization of various aspects of exploration planning. The five papers would cover a wide range of topics within a general theme of exploration analysis, and it would be appropriate, therefore, to present the. papers as representing a sequential information-gathering process, namely, (i)geochemical and geophysical types of surveying for the location and identification of anomalous zones, (ii) tren¬ching and drilling of the anomalous zones found, and (iii) further refinement of the data for ore reserve calculations and production planning.The first paper, which was presented by Dr W. A. Hodgson, dealt with the optimum spacing between soil sample traverses conducted during geochemical prospecting. The theme of the paper was that the critical sampling interval should be based on the concept of element continuity, and that this interval could be determined by means of a correlogram. Ensuing discussion concerned the probability of the method, designed for areas where dispersion was high, working in localities where dispersion was either low or virtually non-existent. In the latter eases, specific orientation surveys for varying topographic, climatic and geological conditions would possibly be more useful than the preparation of correlograms. A further suggestion was made that cost versus risk should be taken into consideration when deciding upon the spacing between traverses. A balance could be struck by mathematical optimization. If the exploration budget was fixed, then the variance of risk could be minimized.The second paper was a short contribution by Mr C. J. Lenz. Computer-based plotting and evaluation of geochemical prospecting results were carried out because the low cost of analysis in Rhodesia permitted very large volumes of data to be accumulated in mass-coverage operations. Anomalous areas were demarcated within different environments by selecting probability or population boundary values from frequency distributions. In the short discussion which took place it was debated whether the method should be used only in the early high-risk stages of geochemical exploration and whether the introduction of geological bias could influence the actual results of an exploration program."

The purpose of the study was to investigate the factors which affect the performance of the loading and hauling fleet and also find possible solutions to eliminate these factors, so that the daily tonnages required could be produced .This is due to the high demand of manganese required by clients. The investigation strongly focuses on the performances of the three 777D Caterpillar trucks and the R984 C Liebherr Litronic Hydraulic Excavator. In the content of the study, these machines are used to remove and move the low grade manganese (also known as the top cut overburden) in order to expose the high grade manganese from north pit to dump 4. The objectives of the project were to determine the actual performance of the loading and hauling fleet per shift, compare the actual and the theoretical performance and identify areas that need to be improved. To achieve the goals set for the project, a number of activities were carried out. ?Perform a time study to compare the performance of the loading and hauling fleet with the manufacturer specifications ?Match the equipments analysis for Loading and hauling ?Road conditions analysis ?Rolling resistance and Road Gradients analysis ?Operating cost analysis.

As coal mining often results in the generation of acid mine drainage (AMD), careful planning and management of the water on such mines is required. A colliery in Mpumalanga recently sponsored independent research into the pollution-ameliorating potential of a natural wetland that has been receiving AMD for at least two decades. Samples of the sediment collected in the wetland were subjected to nine stages of sequential extraction in a determination of the distribution of the metal species present. The samples were then analysed for aluminium, iron, and manganese. The concentrations of sulphate-reducing bacteria (SRB) were also determined. The SRB concentration was found to increase with distance downstream (away from the source of pollution). An analysis of the sediment speciation data indicated that metal immobilization may be optimal in areas where the organic adsorption of metals is at its greatest. The analysis also provided evidence of the biogeochemical improvement of the water quality as the AMD passed through the wetland environment. The metal species present did not correlate strongly with the SRB populations; nor did the soluble species correlate with the species formed over long periods of time.

The problem of heat stress underground in the gold mines is approached on the basis of the heat transfer between the human body and the underground environment. Experimental measurements of radiant and convective heat transfer and a theoretical calculation of maximum evaporative heat transfer enable the maximum cooling power of an environment to be calculated in terms of the dry-bulb and wet-bulb temperature, the mean radiant temperature, the wind speed and the barometric pressure. For most underground applications the cooling power can be expressed as a function of wet-bulb temperature and wind speed only. The relative importance of wind speed and wet-bulb temperature can be assessed: in working places where wind speed is low additional cooling of workmen can be achieved better by increased wind speed than by decreased wet-bulb temperature. The wet kata reading proves to be of limited value as an index of heat stress because environments with equal wet kata do not necessarily have the same cooling power. Finally, thermal equilibrium with the environment is possible when cooling power equals or exceeds the rate of metabolic heat generation. The rates of metabolic heat generation for various underground tasks are indicated.

The Southern African Development Community (SADC) aims to harmonize mineral policies and regulatory regimes in the minerals sector. This paper provides a review of the progress made towards harmonization of mineral regimes in the region. It singles out only the mining fiscal environment, as this is normally one of the key issues of interest to potential investors as well as the host state. Indications are that the region is slowly progressing towards a more harmonized approach, and there is evidence that the ?race to the bottom? has been prevented, which is the basis for an integrated mineral sector that the region aspires to.

One of the most significant elements in solving the co-kriging equations is the matrix solver. In this paper, the singular value decomposition (SVD) as an equation solver is proposed to solve the co-kriging matrices. Given that other equation solvers have various drawbacks, the SVD presents an alternative for solving the co-kriging matrices. The SVD is briefly discussed, and its performance is compared with the banded Gaussian elimination that is most frequently used in co-kriging matrices by means of case studies. In spite of the increase in the memory requirement, the SVD yields better results.

Over the last 40 years, numerous investigations have focussed on the preg-robbing capacity of carbonaceous material during gold ore processing. Various techniques have been applied to characterize the physical and chemical properties of the carbonaceous material in efforts to predict its preg-robbing capacity. The present study, which forms part of an ongoing investigation, is specifically designed to increase the understanding of preg-robbing in ores containing carbonaceous material. In excess of 100 samples from 13 gold mines located in major gold provinces of the world have been incorporated into the present study. These samples were characterized using industry standard metallurgical techniques and were shown to have gold adsorption capacities ranging from a few grams to many hundreds of grams of gold per ton of ore. Further analysis showed that the crystalline nature of the carbonaceous material, which is related to its geological history, is important in determining the preg-robbing capacity of an ore. This finding builds on the common understanding that the preg-robbing behaviour of an ore is related to the amount (or abundance) of carbonaceous material present in that ore. In this study, Raman spectroscopy was used to evaluate the physical nature of carbonaceous material. This is a tool which has been successfully applied by researchers for the characterisation of carbon materials, with respect to crystallite size and lattice defects. Raman analysis of the samples included in this study showed varying degrees of disorder in the carbonaceous materials from the different deposits. Comparison of the Raman spectra with the gold loading capacities of the samples indicated a direct relationship between the structure of the carbonaceous material and its capacity to preg-rob gold. From this, a simple and robust method has been developed based on the Raman spectra of the sample and carbonaceous material content to predict the preg-robbing capacity of an ore. The potential exists to develop a predictive tool using Raman spectroscopy for characterising the preg-robbing capacity of an ore. Such a tool would have potential application in projects ranging from the early stage of exploration through to more detailed feasibility studies and mining operations. The result of applying the predictive method outlined in this paper would be the effective and proactive management of the deleterious influence of carbonaceous material on gold recovery in mining operations.
