INCOME TAX: POST-GRADUATE STUDY COURSE CONCESSION As a result of representations made by the Associated Scientific and Technical Societies of S.A. and the Suid-Afrikaanse Akademie vir Wetenskap en Kuns, engineers and scientists will now be allowed to deduct expenses incurred on post-graduate study courses from their taxable income. The conditions of this concession are set out in section 16 of the Income Tax Act, 1969, which reads as follows: 16. (1) The following section is hereby substituted for section 16 of the principal Act: 16. "Notwithstanding the provisions of section 23(a) and (b), there shall be allowed to be deducted from the income of any person who is a dentist or medical practitioner or practises any profession referred to in paragraph (a), so much as the Secretary may allow of any expenditure incurred by such person in the circumstances contemplated in paragraph (c), if the Dental Association of South Africa in the case of a dentist, or the Medical Association of South Africa in the case of a medical practitioner, or the "Suid-Afrikaanse Akademie vir Wetenskap en Kuns" or the Associated Scientific and Technical Societies of South Africa in any other case, certifies in such form as the Secretary may prescribe that such person- (a) if he is not a dentist or medical practitioner, is the holder of a degree in engineering or allied technology or natural sciences awarded by a recognized university on completion of a prescribed minimum period of study of not less than four academic years or the equivalent thereof and enabling the holder thereof to practise the profession of an engineer or a profession for which advanced and specialised scientific knowledge is required which relates directly to- (i) the development or exploitation of natural resources; (ii) mining or prospecting for minerals; (iii) the production of pastoral, agricultural or forest produce ; (iv) the breeding or care of farm animals; (v) any industrial process; or (vi) the training of specialists in any branch of science or technology connected with any aforementioned profession; (b) has practised his profession for not less than three years; and (c) has incurred such expenditure during the year of assessment in respect of the attendance by him of any postgraduate study course approved by such body to improve his qualifications for carrying on his profession in the Republic". (2) The amendments effected by subsection (1) shall first take effect in respect of assessments for the year of assessment ending on the twenty-eighth day of February, 1970. From this section it is clear that the concession will only be granted if the application is accompanied by a certificate, which certificate must be either signed by the Chairman of Die Akademie or the President of the Associated Societies. In terms of the authority granted such certificates must certify that: (i) the taxpayer concerned has practised his profession for not less than three years; (ii) the expenditure was incurred by the taxpayer during the year of assessment indicated in the certificate; (iii) the expenditure was incurred by the taxpayer in respect of the attendance by him of a post-graduate study course approved by the Associated Scientific and Technical Societies of South Africa or Die Suid-Afrikaanse Akademie vir Wetenskap en Kuns, as the case may be, to improve his qualifications for carrying on his profession in South Africa; (iv) the taxpayer is the holder of a degree in engineering or allied technology or natural sciences, which degree was awarded by a recognized university,

Microwave technology has for decades been a tool for astronomers to map and understand the complexities of the universe its composition and extent. It is also used on a laboratory scale by spectroscopists to examine properties of atomic and molecular compounds. In this novel work we will introduce microwave technology to be used for the investigation of liquid slag structures. The preliminary results indicate that the alteration of the slag composition could be correlated to the measured microwave refractive index. Solid Energy's project evaluation process utilises a standard staged gate approach, with five levels leading ultimately to project execution (level 6). For a project to progress through each level, specific financial criteria need to be satisfied. Solid Energy primarily use value based (discounted cash flow) metrics to support investment decisions. Within this approach Solid Energy utilise a number risk-based techniques to quantify project uncertainty. This includes the use of risk-based probabilistic analysis using Monte Carlo simulation and probability-based scenario analysis. Figure 1 shows the net present value (NPV) cumulative probability. Project risks are identified through comprehensive risk workshops. The output of these workshops (list of key risks, ranges of uncertainty and probability of occurrence), is quantified within the financial models. Incorporating this risk information on a probabilistic basis allows an investment decision to be made with a robust knowledge of the range of possible project outcomes along with the likelihood (probability) of those outcomes occurring, for example 80 per cent confidence that the project value will be greater than NZ$10 M, 50 per cent confident it will be greater than NZ$50 M and ten per cent confident it will be greater than NZ$70 M. Incorporating risk implicitly into the financial analysis allows the business to easily evaluate/measure projects with different risk profiles. The detailed risk analysis does away with the complexity of arbitrary risk-based hurdle (discount) rates, as projects can be evaluated based on their specific risk characteristics. Whether a project will progress to the next level of investment and ultimately into implementation depends firstly on the value assessment in comparison with the associated risk/uncertainty, and secondly matching this with the businesses appetite for risk. At Solid Energy standard criteria are used for specific project evaluations, but in addition projects are considered on a portfolio or strategic basis also. Solid Energy attempts to maintain a mix of low risk (low value) projects with some high risk (high value) opportunities. The mix of projects must remain in line with the shareholders' risk appetite. One of the keys to a successful investment decision is ensuring that the appropriate information is available to decision-makers so that they may proceed with a comprehensive understanding of the risks and impacts associated with the decision.

It is shown that the safety factor as calculated traditionally by use of the tributary-area theory is not valid for high-extraction methods of coal mining. An alternative approach is suggested in which the pillar loads are calculated more realistically for the period during which pillar extraction is in progress. This safety factor, which is known as the Extraction Safety Factor (ESF), can be used in determining the effects of strong layers in the overburden on pillar sizes.

The coal-preparation techniques used in South Africa over the past ten years are reviewed, the term preparation being taken to refer to processes involving beneficiation techniques. The success of the preparation methods adopted can be gauged from the fact that, although South African coals are generally of a fairly low quality, the country is producing coals both that are used locally for the raising of steam and for metallurgical purposes, and that compete successfully on world export markets.

SYNOPSIS This review article first highlights the past performance of the industry and discusses the manner in which the development of the industry has followed a logical progression from mining to the production of mineral and metal products of specification purity. Then the numerous constraints against a greater contribution by the industry are enumerated. Attention is drawn to the extent of further processing that can be undertaken in the context of mining and metallurgical processing, not only to indicate the benefits that can be derived from the added-value conferred on a mineral or metal commodity during each stage of its further processing, but also to point out some important corollaries of further processing. The many opportunities and challenges for an increased contribution by the minerals and metals industry are then reviewed. This major section includes a list of commodities for which increased penetration of export markets could be sought because the increasing resistance level (a term developed in this paper) has not been attained; a list of commodities that are imported at present, many of which could be produced locally on the basis of identified resources and expertise; a list of commodities for which additional uses should be developed so that South Africa, which possesses the largest reserves and is the largest exporter, can increase its production rate; and examples of commodities for which further processing is still at an early stag*..

The use of coal for combustion, carbonization, and the production of synthetic fuel is discussed briefly, highlighting the effect of certain physical and chemical properties of coal on these processes. The effect of consumer specifications of properties such as calorific value, ash content, moisture content, and size consist on the planning and operation of a mine are discussed, including the influence of coal degradation through time or mechanical means. The effects of various mining methods on these parameters and on the utilization of coal reserves are discussed.

(Met.) in 1983-all from the University of Pretoria. Mr J.A.D. Britz matriculated in 1958 at the Roodepoort Hoerskool, and joined the mining industry in 1959 as a student mine official at the Rand Mines Training Centre. Mr J.A. Cruise matriculated at Durban High School and joined Union Corporation as a Learner Official in 1962. He was awarded a scholarship to read for B.Sc. and M.Sc. degrees in mining engineering at the University of the Witwatersrand

The historical development of materials engineering in the mining industry Is briefly reviewed, and some of the factors currently influencing the industry in South Africa are discussed. Material usages in various parts of the mining operation are surveyed. The predominant mechanisms in the degradation of materials in mines are wear, corrosion, and fatigue. The issue of corrosion-abrasion Is considered, but it Is concluded that abrasive wear predominates in most rock-handling and comminution applications and that, in general, little economic benefit Is to be gained in those applications by the use of existing corrosion-resistant alloys. However, alloys with a measure of corrosion resistance find profitable application elsewhere in the mining environment. The use of other engineering materials such as polymers, ceramics, al1l1inium, and various ferrous alloys may be economically viable in a variety of niche situations. Identification of the most cost-effective material in each case calls for a systematic approach and some patience.

The influence of Harold Hotelling?s work in the field of mineral economics is both unusual and outstanding. In the 66 years since its development, theory surrounding the economics of exhaustible resources has only been significantly researched since the early 1970s. At that time a wave of research into the economics of exhaustible resources arose from the threat of global resource scarcity and continued into the late 1990s. Current East Asian and global demand for natural resources as well as mineral and metal commodities, has stimulated interest in the optimal and sustainable exploitation of exhaustible resources to the point that the subject is worthy of review. Hotelling?s theory and the assumptions that he made in establishing a model for the optimal exploitation of mineral resources at the industry level and at the level of the individual mine owner, are examined. He showed that the rate of increase inexhaustible resource prices should be equivalent to the market rate of interest and that in a market with rising prices the rate of extraction should be constant. In markets where demand is stable optimal exploitation requires that the rate of extraction should decline over time, while in a monopoly market he showed that the rate of extraction is retarded. In addition, the effects of cumulative production on costs and prices, the uncertainty associated with estimates of the resource stock, the impact of exploration and issues of intergenerational equity are examined. An analysis of the optimal price path, extraction costs and mineral rents at an industry level is presented as a model. An analysis of the rates of production and optimal benefits at the individual mine level including total, average and marginal costs on the optimal rate of production, is considered. Optimal extraction rates for a mine with a clearly defined concave positive cost equation vary according to the position on the marginal cost curve. The influence of discount rates and the size of the ore reserves on the rates of mineral extraction are also examined and could define the frontier of usefulness for the ?economics of exhaustible resources?.

Shear-thickening suspensions abound throughout the hydraulic conveying industry; at least this is the perception of many engineers running plants where hydraulic conveying is commonplace. In reality, shear thickening behaviour is limited, in the main, to high concentrations of fine particles, including colloidal and biological suspensions, at moderate to high shear rates. In the authors? experience most cases of shear-thickening behaviour have been either simple ?coarse? particle interactions, poor instrumentation techniques, or both. In some cases these were obviously heterogeneous flows, while in others flows that were homogenous, or were thought to be homogenous. Examples, which illustrate this erroneous perception are given. However, the trend towards pastes and complex suspensions that use high concentration carrier fluids means that the underlying slurries for many of these flows may now be truly shear-thickening. Unfortunately, suspensions that might exhibit shear thickening also invariably exhibit slip, or wall-particle depletion. These separate phenomena are difficult to resolve experimentally and many observations of apparent shear-thickening behaviour are in fact obscured or convoluted by slip effects. A method is presented whereby the true flow properties of these high concentration suspensions, and hence accurate prediction of pipeline flows, can be made using a parallel plate rheometer.

The objective of this study was to develop, install, and test a small underground mobile refrigeration plant (MRP) to deal with some of the real problems associated with mine cooling in an operating mine. The requirement for cooling the underground environment is discussed with particular emphasis on the need for this method of cooling, with the concomitant benefits. The research investigated current methods of cooling and reasons for previous failures in MRP. Both static and dynamic simulations were conducted to increase the confidence level under operating conditions. Implementation and testing, resulted in ?lessons learnt? requiring modifications, which are documented. Actual results have been recorded. These results have proved that significant cooling via MRP is feasible. Main benefits include positional efficiency, cost per kilowatt of cooling and cooling opportunities for remote hot areas of a mine. Finally, a proven technology is now available for large-scale implementation in the mining industry. Now the ventilation engineer has another system of cooling, which can be utilized in the quest to create an occupational environment, which meets the physical and mental health requirements of the worker.

The lift system is the main part in manganese nodule mining on the ocean bed. It connects the nodule collection system (miner) with the surface platform (mining vessel) and transports the nodules from the ocean bed to the surface. China started the research on lift technology in deep ocean mining in 1991, and a slurry pump hydraulic lift method has been developed for the nodule mining system. The detailed slurry pump hydraulic lift experiments have been undertaken with crushed nodules in the vertical pipe. The lift parameters to lift coarse particles in the lift pipeline have been discussed, including the pressure drop, the solid concentration, and the mixture velocity. The author of this paper not only took part in all these studies on the lifting technology, but was also responsible for some of this research. This paper will present the component parts of the lift system and the research results of coarse particle mixture flow in the vertical lift pipeline. One of the key issues facing gold producers is the management of cyanide and the implementation of the International Cyanide Management Code. Many operations now use cyanide destruction processes to ensure that the material being discharged to the tailings dam is compliant with regulatory requirements and the International Cyanide Management Code. One of the problems for operations is the quantification of both cyanide species and their reaction products throughout the leach and destruction circuits. Therefore methods have been developed utilizing high performance liquid chromatography (HPLC) to measure free cyanide, cyanide complexes of metals such as copper and iron, and other species formed from reactions in leaching and cyanide destruction, including cyanate, thiocyanate, and sulphur species (eg. sulphite, thiosulphate and sulphate). This enables a complete mass balance for cyanide and sulphur in both leaching and cyanide destruction. This paper outlines the methodology which has been developed and discusses the application of these methods in the fundamental research currently being conducted on the impact of sulphide minerals in cyanidation and cyanide destruction chemistry.

Thirty-one years ago, African leaders met in Lagos for the drafting of the Lagos Plan of Action for the Economic Development of Africa, 1980?2000. The main objective of the plan was to increase Africa?s self-sufficiency and in this regard, the plan had a section pertaining specifically to redressing the ills of an unproductive mining and minerals industry and harnessing its potential for socio-economic development. However, if we look at the nature of this sector on the continent today, its characteristics resemble the diagnosis of the sector given in the plan back in 1980: lack of information on endowments of minerals; lack of value added in the sector; low development and use of those endowments that are not of interest to transnational corporations (TNCs); and most importantly, low contribution to socio-economic development. The primary consequence of the lack of visible benefits to African states, despite growth and development of the sector in terms of increased mining activity led by Foreign Direct Investment is that countries with mining industries are characterized by dysfunctional internal processes. Improvements in governance, monitored with indices such as those set out in the Extractive Industries Transparency Initiative, the Millennium Development Goals, and other such ?good governance? agendas, are being asserted. However, before we prescribe the introduction of initiatives or guidelines based upon highly subjective norms which we believe to fit this diagnosis, it is necessary to review how it is that we got to this situation that we are in today. How is it that, 31 years after the Lagos Plan of Action, we have not seen any major changes in the role the industry can play in socio-economic development, despite the vast increase in mining activity on the continent?

The contribution made to the economy of South Africa by the-minerals industry is discussed according to four of its aspects. Firstly, the industry supports both students and lecturers in technical and academic institutions. This support covers virtually the whole range of courses available at the universities and technikons, although most is obviously devoted to the engineering and science faculties. Secondly, the industry makes a direct financial contribution to the State in that it contributes about40 per cent of the State's receipts from direct tax paid on incomes and 30 per cent of the contributions to the total State revenue. It provides employment for 28 per cent of the total active labour force, and contributes 24 per cent directly to the gross domestic product. Thirdly, the industry is responsible for over 65 per cent of the country's foreign earnings in spite of the significant rise in exports from the manufacturing sector. South African minerals are of crucial importance to the word, since the country has the world's largest reserves of seven minerals and features very prominently in many others. Finally, the industry makes an indirect contribution, referred to as the multiplier effect. This is the ripple effect on the economy made by a large injection of momey by which that money acquires an added effective value. A study made of the total production of the mining industry in 1978, for instance, showed this multiplier to havea value of 1,5. Thus, if this effect is included, the industry's contribution to the gross domestic product is 44,S per cent. Similarly, the industry is responsible for the creation of jobs both within itself and in other industries, which could amount to 100000 for the period 1981 to 1935.

This paper gives a brief review of the main environmental and ecological problems of slimes dams, both those created in the immediate vicinity of the dams and those influencing the region or catchment. Methods of dealing with these problems and influences on existing dams are described. The difficulties encountered in the growing of grass on steep slopes are explained, and, after an analysis of the conditions, a plea is made for flatter slopes on the sides of dams.
