The 75th Regular Meeting of The Rocky Mountain Coal Mining Institute convened at The Mark Conference Center, Lionshead Village, Vail, Colorado, and was in session at 10:00 a.m. Past President, Shirl C. McArthur, President and General Manager, American Coal Company, Huntington, Utah, called the meeting to order. The membership was asked to stand and pledge allegiance to the flag. He introduced President Robert E. Murray, President, Western Division and Subsidiary Companies, The North American Coal Corporation, Bismarck, North Dakota. A biographical sketch follows: Since 1974, Mr. Murray has been President of the Western Division of The North American Coal Corporation, as well as President of The Falkirk Mining Company and The Coteau Properties Company, wholly-owned subsidiaries of North American. Previously, Mr. Murray, who has been associated with North American for twenty- three years, served as Vice President-Operations, Vice President - Eastern Division, and Assistant to the President of the Company. In these positions, he was responsible for North American operations in Pennsylvania, North Dakota and Utah.

The opening session of the Forty-seventh Meeting of the Rocky Mountain Coal Mining Institute was called to order at 10:00 o'clock a.m., Thursday, June 7, 1951, in the junior Ballroom of the Hotel Utah, Salt Lake City, Utah, with President Arthur B. Foulger presiding. PRESIDENT FOULGER: We are a little bit late getting started, gentlemen. We have a few more members out there to register and we will wait just a few minutes until they are finished and then we will begin. The Honorable Earl J. Glade won't be here until 2:00 o'clock this afternoon. I understand lie was unavoidably detained so we are going to go down this program pretty rapidly when we get started, but we want to wait until those gentlemen still unregistered come in. Gentlemen, we will try and start now. Mr. Whiteside suggests that the minutes for last year probably should be read. However, they were published in the proceedings for last year, so I presume it will be just as well to dispense with the minutes and get going here before we lose too much time.

If a coal mine producing two hundred thousand (200,000) tons of coal per year could effect a 2 per cent decrease in the percentage of slack there would be an additional 4,000 tons of prepared coal produced. Most operators will say that these prepared sizes of coal are worth about $3.00 more per ton to them than the slack or in other words an additional $12,000.00 pier year profit could be made by a decrease of 2 per cent in slack. A large tipple with all the finest modern equipment of shaker screens, conveyors, box car loaders, etc., can only produce a grade of coal dependent upon the coal delivered by the mine car at the top of the tipple. In the mine, coal-cutting machines have been doing their part for many years toward decreasing the percentage of slack. There is therefore, only one phase of production left where real effective work can be done, that is, intelligent and constant supervision of preparatory work and shooting. The quality of coal is really entirely dependent upon the kind of coal produced at the face in the mine. Our problem is therefore, at that place. The writer is thoroughly convinced that with the proper placing of holes the use of correct amount of a suitable explosive, thoroughly tamped, with the bug dust entirely removed from the mining, a decrease in slack can be effected. We will take up this problem under five headings. First-The proper placing of bore holes. Second-The proper amount of permissible powder. Third-The proper loading and stemming of the shot.-Cushing shooting. Fourth-The necessity of removing the bug dust from the mining. Fifth - The - standardization of rounds. First-The Proper Placing of Bore Holes. The most important thing and the real secret of successful blasting of coal is the proper placing of the bore hole. This results in the correct balancing of the shot and the securing of the maximum efficiency of the explo¬sive. If you are operating a mine with a 6-foot coal seam, you most likely are using a 6-foot cutter bar on the coal cutting machines. You should use three holes to properly bring down the coal. (1) A center shot in the middle of the room drilled flat, or rather parallel to the mining-the heights of this hole will depend upon the top parting. If the coal is frozen to the roof, it will be necessary to have the hole as close to the roof as possible. If there is a free parting, the hole may be placed lower but not over twelve inches from the roof. (2)

ARTICLE I - General Section 1. Name. The name of the corporation shall be The Rocky Mountain Coal Mining Institute. Section 2. Objects and Purposes. The objects and purposes of The Rocky Mountain Coal Mining Institute and the nature of the business to be carried on by it are as follows: (a) To sponsor educational programs pertaining to coal mining technologies and production techniques, mining management and safety, federal, state, and local laws, rules and regulations pertaining to coal mining, and other energy related issues. (b) To disseminate to the public and to educational and scientific institutions knowledge, and the results of study and research into recent developments in coal mining technologies and production techniques, mining management and safety, federal, state, and local laws, rules, and regulations pertaining to coal mining, and other energy related issues. (c) To do and engage in all lawful activities that further or are consistent with the preceding objects and purposes of the corporation. Section 3. Nonprofit Corporation. This corporation shall operate as a nonprofit corporation under the laws of the State of Colorado. ARTICLE 11- Principal Office and Corporate Seal Section. 1. Principal Office. The principal office and place of business of the corporation in the State of Colorado shall be in the County of Jefferson, Colorado, or at such other location as the Board of Directors may from time to time determine. Other offices and places of business may be established from time to time by resolution of the Board of Directors. Section 2. Corporate Seal. The seal of the corporation shall be inscribed with the name of the corporation, the year of its incorporation, and the words "Colorado" and "Seal," and shall be in a form approved by the Board of Directors, which may alter the same at pleasure. ARTICLE III - Members Section 1. Classes. The membership of the corporation shall be divided into three classes, consisting of active members, life members, and senior members, who shall have such rights, privileges, and qualifications as these bylaws may provide. Section 2. Qualifications. The members of the corporation shall have the following qualifications: (a) Any individual interested in the goals and purposes of the corporation may become an active member of the corporation upon payment of such annual dues as the Board of Directors may determine from time to time by resolution. (b) An individual who has devoted long and dedicated service to the corporation and to its goals and purposes may become a life member of the corporation upon being elected to that status by the Board of Directors, and such individual shall retain such status for life. MR. D. HARRINGTON (U. S. Bureau of Mines) : I happen to be a member of the Safety Committee, and the men on the Committee, I believe are the ones who will find the most fault with the report; but I am absolutely not in accord with the last recommendation. (The use of the "Self-Rescuer.") I do not think it safe. I do not think you are always sure you are going to have a sufficient amount of oxygen; in fact I know there are occasions in mines when there is not enough oxygen to make a man safe in a gas mask or self rescuer. At one mine fire, workers using open oil and carbide lights experienced quick reversal of air which extinguished the lights and one of the workers having carbide light was overcome. It took about 45 minutes hard work with Sylvester method of artificial respiration to restore him to consciousness. Fortunately these men were working close to fresh air but had they been far from fresh air base and relying upon self-rescuers or gas masks they would undoubtedly have perished. I was at a mine fire in Wyoming. A bunch of men were working and the air turned on them, and if they hadn't oxygen breathing mine rescuing apparatus I think there would have been at least a half dozen men killed they would have been killed before you could say, "Jack Robinson." PRESIDENT PRYDE: I would like to ask if the self-rescuers are nut approved by the Bureau of Mines? MR. HARRINGTON: They are not; absolutely not.* Furthermore, the Bureau of Mines' Engineers have opportunities to go around in mines, and in mine cars as much as anybody else in the country, and I have in mind but one who is in the slightest degree in favor of allowing self-rescuers to go in a mine. MR. BEVAN: Mr. Chairman, I would like to ask the Safety Committee if it would be of any use to the fire boss traveling through the mine? PRESIDENT PRYDE: Mr. Chairman, I think we should finish up the discussion on the self-rescuer before we take up any other discussions.
