7. Hoisting Systems Hoists used solely for emergency escape use should above all, be simple and dependable. The hoist systems' motive power should be independent of all other mine equipment so that only an emergency in the immediate vicinity of the hoist will render it inoperative. The hoist should receive the same high level of inspection as is normal with any other man hoisting system. It should be operated at regular intervals, and must include sufficient safety devices to ensure safe operation when hoisting men. Of equal importance, however, safety devices must be included to safeguard the hoist system from in¬advertant damage due to inspection, maintenance or operator error In an emergency situation the hoist operator will be under considerable stress and the system must be simple and foolproof to operate. Under normal circumstances the hoist will only be operated during the regular inspection cycle. Because of this very low operational use rate, certain requirements, normally associated with man hoisting, can be relaxed. In particular the wire rope installation requirements, in terms of drum and sheave diameter and fleet angles, can be reduced provided that rope inspection during the system life is maintained at a high level. The following section includes recommended guidelines for emergency hoist system design, installation, operation, maintenance and inspection A summary of available hoisting equipment and components is included in Appendix C. During 1998-99, groundfall incidents resulted in 27 fatalities and were responsible for over 70% of all deaths in U.S. underground coal mines. To obtain a better understanding of where and why these incidents occurred, a comprehensive analysis of ground fall injuries and fatalities was conducted. The first portion of the study examined various factors associated with roof and rib fall injuries and reportable roof fall noninjuries that occurred during 1995-98. The study found that the room-and-pillar mining method has twice the groundfall incident rate than the longwall method. Mine locations with high groundfall rates seem to correlate to regions where there is a higher concentration of problematic coalbeds. For example, the Illinois Basin has very high groundfall rates, which can be traced back to several key coalbeds-Kentucky No. 13, Herrin/No. 6/Kentucky No. 11, and Springfield No. 5/Kentucky No. 9. High rib fall rates were found in mines located in thick seams. Groundfall rates were found to be 30% to 40% higher during the months of July through September, possibly due to high humidity that may cause the shale mine roof to deteriorate. The second part of the study examined the root causes of failure by reviewing all groundfall fatality reports for 1996-99. Primary and secondary hazard factors were assigned to each groundfall incident. The primaryf actors resulting in these groundfall fatalities were pillar extraction, traveling under unsupported roof, skin failure, construction, longwall faces, intersections, and geologic discontinuities. Defining prominent ground control incident trends and hazards will identify areas where additional study is needed and where innovative solutions need to be developed to reduce these severe occupational hazards.

THE expansion of the world economy which has been in process since 1958 continued in 1963 and both production and consumption of minerals rose. Gross national product (GNP) rose sharply in the United Kingdom and Japan, continued to expand in the United States and Canada, and maintained a high though slightly declining rate of growth in the European Economic Community (EEC) despite the appearance of excess capacity in certain lines and inflationary pressures in Italy and France. The steel and motor vehicle industries both increased output in North America, Western Europe, and Japan. The less developed areas benefited substantially from an improvement in their terms of trade, and their export earnings increased some 8 percent in 1963; although estimates of GNP for the majority of them are 110t yet available, it is probable that this increase was partly reflected in a substantial rise of GNP.2 In the United States the expansion was steady and extended through all sectors of the economy producing no distortions likely to disturb its continuing growth; at yearend with unemployment still at about 5.5 percent of the labor force and operating rates of industry estimated at about 87 percent of capacity, there was a substantial margin for further expansion. Though the balance of payments was still in heavy deficit for the year, in the last half it was moving rapidly toward equalibrium as net exports rose and capital outflows declined; prices were relatively stable, inventories increased only slightly and the activity of mineral-consuming industries remained high, steel output rising by 11 percent to highest level since 1957 and the auto industry output equalling the 1955 record.3

In the course of investigation now in progress by the Bureau of Mines into the nature of " gum forming" constituents of gasoline , several gasolines and other petroleum products were heated in a small bomb , and pressures of considerable magnitude were developed . As the Bureau has received many inquiries for data showing the pressure that may be developed in a still when gasoline or other oil is subjected to elevated temperatures , it was thought advisable to record the pressures observed at various temperatures in the course of this work . data were merely a by- product of the main investigation . These Gasoline and similar products are very complex mixtures , and it is difficult to determine accurately the true vapor pressures , hence the vapor pressures of the oils used in these tests have not been studied in detail , but the data obtained may be taken as representative of the pressure- temperature relations of the various oils in commercial work.

The objective of this Bureau of Mines study was a laboratory-scale evaluation of the sodium sulfate refining process for removing copper from molten ferrous scrap. Maximum copper removal is achieved in carbon-saturated melts at 1,300° C. Low carbon concentrations and higher temperatures result in a less efficient copper removal and an increased sulfur concentration in the iron. Sodium sulfate refining significantly lowers the concentration of aluminum, manganese, and silicon; however, the copper removal efficiency is adversely affected by the presence of manganese and silicon. Compared with other reagents tested, sodium sulfide-forming slags were found to be the most suitable for both copper removal and sulfur control. The sulfur content of the refined iron was higher in tests conducted in acid-type refractory crucibles. Earlier studies showed that tin, a significant metallurgical impurity, is not removed by the sulfate process. During the present investigation, results showed that chlorination, using organic solid sources of chlorine, reduced the tin concentration to acceptable levels in molten iron.

California leads the Nation in the number of operating metal mines and the small number of persons employed at individual mines, which reached a minimum irk 1932 with an average of seven men. The mines are scattered over the entire State, which is the second largest in area (155,562 square miles) in the United States. The mines are situated at various altitudes, with portals ranging from approximately 300 feet below sea level to almost 12,000 feet above. Many of the mines can be reached only during the summer, while at others the heat of the regions adds so the difficulties during the summer months Supplied of explosives the use (or, probably more correctly, the misuse) of which constitutes one of California's gravest mining problems; are handled and stored under condition that contribute many hazards. The problem of providing medical care is serious and complicated, especially at small mines and more particularly in the almost inaccessible mountainous regions; instances in which a knowledge of first aid would have been beneficial but was lacking, or when first aid was instrumental in saving life or limb because it was available are too numerous to be mentioned.

Examination of numberous disasters , such as fires or explosions , and the evidence at coroner's inquests following such disasters in several States , have shown the writer how frequently men in charge of the operation and safety of mines have forgotten, or have failed to learn , details of safe mining practices , After securing a position of trust as superintendent , or a certificate of competency to act as shot -firer , fire boss , or mine foreman, some men seem to have felt it unnecessary to keep safety principles in mind , or to keep abreast of current progress in safety ; they have concentrated on getting out maximum tonnage at minimum cost . • In coroner's inquests , the testimony after disasters has shown that firebosses , foreman , and coal -mine superintendents are noticeably lacking in knowledge of the provisions of the State mining law relating to fans or doors , frequency of crosscuts , nature of stoppings necessary , electrical equipment , records of daily mine examinations , quantity of air required , or splitting and overcasting .

The Bureau of Mines investigated the presence and extent of methane accumulations in mine roof cavities using a full-scale mine model. Methane was released at a constant rate into the roof of a cavity built onto a 700-ft wind tunnel. Two box-shaped roof cavities were used in the study: one had a volume of 114.7 cu ft; and the other had a volume of 57.3 cu ft. Methane concentration was measured at 28 sampling points in the cavities using 21 different combinations of gas emission rates and air velocities. Brattice hung in the cavity helped reduce methane concentrations without auxiliary ventilation. It was also found that the effective ventilation rate increased by a factor of 40 in the large cavity and by a factor of 20 in the small cavity when air velocity was increased from 100 to 600 fpm.

Perform laboratory tests to measure the vibration attenuation characteristics of off-road vehicle operator seats for various types of seat suspensions, cushions, and seat adjustment settings. Background A study was conducted by the U.S. Bureau of Mines to determine the probability of whole-body vibration (WBV) exposure for a large class of off-road machinery operating in surface coal mines. The study determined that mere than 40 pct of off-road equipment operators were exposed to WBV exceeding the standard fatigue-decreased-proficiency (FDP) level defined by the International Standards Organization in its guideline ISO standard 2631. The tire-terrain interaction of a moving vehicle generates vibrations that are transmitted through the ve¬hicle suspension, cab mounting, and seat. The final point of transmission of vehicle vibration to the operator is through the scat. A seat that provides good vibration isolation and allows good vehicle control is of prime importance to operator safety and health.

A method for evaluating the relative incendivity of detonating cord in natural gas-air mixtures was developed. The method consisted of firing short lengths of cord in bundles to determine the number of strands per bundle which would ignite natural gas-air mixtures 50 percent of the time in the 45-cubic-foot gallery of the Bureau of Mines. The relative efficiency of a flame quenching agent, potassium acid tartrate (KHT), when incorporated in both the pentaerythritol tetranitrate (PETN) core and the polyethylene sheath, was explored. The effects of sheath thickness, sheath composition, core weight, and core composition were evaluated. The bundle method established a quantitative scale for evaluating the relative incendivity of cords. The relative incendivity determined by the bundle method was then compared with the incendivity of 100-foot lengths of detonating cord when initiated in 8 percent natural gas in the 640-cubic-foot gallery of the Bureau of Mines.

THE SAFETY record of the mineral and mineral-fuel-mining-and-processing industries retrogressed slightly in 1964, as indicated by the 3-percent increase in the frequency rate of all injuries. A slight improvement in the fatality rate was more than offset by the less-favorable rate of occurrence of nonfatal injuries. The overall-operating activity of these industries was lower in 1964 as measured by slight declines in employment and total man-hours of worktime. Injury Experience.-The rate of occurrence of all disabling work injuries in the mineral industries was 18.00 per million man-hours. This overall rate in 1964 comprised frequencies of 0.29 for fatal injuries and 17.71 for nonfatal work disabilities, which compared with respective rates of 0.30 and 17.20 in 1963. Fatalities totaled 538 or 30 less than in 1963. However, the total nonfatal disabilities of 33,151 in 1964 was 492 higher than in the preceding year.

Low-temperature heat capacities and high-temperature enthalpies were determined calorimetrically for Na2Cr04, A reversible transition was found at 700° K with an isothermal heat of transition of 2,263 cal/mole. High-temperature X-ray diffraction analysis showed that the transition was a crystal change from the low-temperature orthorhombic form to the high-temperature hexagonal form. At 795° K the hexagonal form had the parameters a, = 5.691 and co = 7.478 A. Powder diffraction data for the high-temperature form are given and possible structures discussed. The melting point was determined to be 1,065° K with a heat of fusion of 5,810 cal/mole. Enthalpy and entropy increments from this investigation were combined with other data from the literature to calculate enthalpies of formation, free energies of formation, and equilibrium constants of formation from 298° to 1,400° K. Equations that represent enthalpies above 298° K are given.

Reduce the dust exposure to the operator of a longwall shearer with a novel foam spray system. Approach Discharge foam through the nozzles of a shearer drum so that foam and coal are better mixed. How It Works Bureau of Mines research showed that two very important principles for successful application of foam are: (1) moisture distribution and (2) degree of mixing. Foam can distribute a given quantity of moisture much more evenly over a large surface area. Successful Bureau tests of foam for dust control always involve a high degree of mixing between the foam and the material, Mixing, permits a greater distribution of foam throughout the mined product. The most suitable location of foam application would be at the point where the dust is generated, before the dust becomes airborne. Foam nozzles located in the cutter drum (pick face foaming or ejecting foam through scroll sprays) will suppress dust close to its source.

The safety record of the mineral and mineral-fuel mining and processing industries in 1965 was improved slightly, as indicated by the reduced injury-frequency and severity rates. The overall operating activity was higher in 1965 as measured by the gains in the number of men working and in the total man-hours of worktime. Injury Experience.-The rate of occurrence of all disabling work injuries in the mineral industries was 17.65 per million man-hours in 1965. This overall rate comprised frequencies of 0.28 for fatal and 17.37 for nonfatal work injuries, of which both were slightly better than the corresponding rates of 0.29 and 17.53 in 1964. Fatalities totaled 537; 5 less than in 1964. However, the total of 32,982 nonfatal injuries was 575 higher than in 1964. This larger number of nonfatal disabilities was offset by the increased worktime so that the nonfatal frequency rate decreased in 1965.

How It Works The 10-minute device will be carried by the miner at all times, and the 60-minute canister or attachment will be stored near the miner. In the event of a disaster, the 10-minute device would be donned immediately. The miner would then proceed to the stored 60-minute unit and plug it into the 10-minute unit. For the 10-minute unit, a breathing circuit was developed in which air is passed through the KO2 bed twice per respiration. Since 1991, Pittsburgh Research Center (PRC- formerly part of the Bureau of Mines) researchers have recorded extensive interviews with 30individuals who are experts in the area of mine emergency response. These individuals, who have an average of 35 years of mining experience and 29 years of mine emergency response experience, related stories and observations from events that they experienced during their combined 850 plus years in mine emergency response. The purpose of this effort was to gather information that could be passed onto both today?s and tomorrow?s mine emergency responders to train and guide them in handling future events. This is the second of two articles which report experts responses to questions about training for future mine emergencies. During the interviews they discussed how training should be conducted, who should be trained, and what topics should be included. This article will cover the third area: Topics that should be included in training for mine emergency response managers.

Bureau of Mines laboratory tests show that ilmenite concentrates with titanium dioxide contents as low as 33 wt--pct can be beneficiated to produce a crystalline substitute for natural rutile suitable for direct chlorination. The synthesized product prepared by a three-step procedure was comparable with natural rutile in titanium content. Reduction smelting of ilmenite removes iron as a pig iron byproduct, and the remaining slag phase is greatly enriched in titanium. Oxidation of the slag in the presence of phosphorus¬bearing slag additive converts the titanium-bearing phases to discrete rutile crystals and a glass phase containing most of the associated impurities. Rutile is separated from the glassy impurities by attrition scrubbing ground slag in dilute phosphoric or sulfuric acid solutions. Tests made in a laboratory fluid-bed reactor show that synthetic rutile responds to chlorination at the same rate as natural rutile and that more than 95 pct of the titanium contained in the feedstock was extracted as titanium tetrachloride.

COUNTRIES of the Near East, with the world's largest and insist prolific petroleum resources, produced nearly 277 percent of the world's estimated total output of crude& oil in 1964 and accounted for about 60 percent of world exports of this commodity. Although petroleum largely dominated the mineral industry of tine area, production of antimony, chromium, copper, mercury, boron, potash, and phosphate rock was of world significance. Production of crude oil in Near East countries reached a record high of 7,520,000 barrels per day in 1964, an increase of nearly 11 percent over that of 1963. Kuwait maintained its position as the leading producer, accounting for almost 28 percent of the area's output. Saudi Arabia, Iran, and Iraq followed with 22.5, 22.2, and 16.5 percent of total area output, respectively. Despite record production, the Near East, proved crude oil reserve remained in excess of 211 billion barrels, or more than two-thirds of the estimated world proved crude oil reserve.
