The U.S., Australian, and United Kingdom coal and the Canadian hard rock mining industries have long recognized the significance of high horizontal stresses as a factor affecting the stability of roof and rib conditions in underground mines. Recently, a growing segment of the U.S. underground stone mining industry has also begun to recognize that horizontal stresses occur in some of its more than 90 mines. Considering the typically high strength and massive nature of limestone, this fact is a revelation in itself. High horizontal stresses produce extensive and sudden rock failures and, in some cases, resulted in injuries to mine workers. Through the years diverse control strategies have been proposed and experimented with. Reorientation of mine entries to reduce stress concentrations have proven successful and are widely accepted in practice. Other solutions, like rock reinforcement, are poorly understood and less accepted in practice. It is the purpose of this National Institute for Occupational Safety and Health (NIOSH) study to develop a better fundamental understanding of these ground control strategies under high horizontal stress conditions through a series of field and laboratory studies. To this end a design technique is presented which provides stone miners with a method for making stability assessments. The consequences of widening rooms, changing geology and horizontal stresses, and different rock bolts on roof beam failures are discussed.

1. Summary This investigation is concerned with description of the loading function at the underground coal face, and the identification of varia¬bles - geological, geometric, mechanical, and operational - that affect the loading function. The immediate objective of this work was to provide information for operations-research studies as applied to underground coal mining, and the broad objective was to provide guide¬lines for planning and equipment selection in underground coal mining. The loading function was expressed as -a statistically-developed linear mathematical model. Originally, fifteen independent variables were considered which potentially could have influenced the loading function. These variables were constructed on the basis of measurable or estima¬ble geometric and geological properties at the working face, mechanical characteristics of the mining machine, and certain operational proce¬dures of mining. The original model explained 64.0 percent of the experimental variation. The final condensed model explained 54.1 percent of the experimental variation in terms of only five indepen¬dent variables, namely: 1. Ratio: width of cut/total width of cutter 2. Ratio: height of cut/diameter of cutter 3. Total horsepower of cutter-drive motors 4. Rotation speed (RPM) of cutter 5,. A subjective estimate of machine quality and operator skill Certain limitations were found to exist in the evaluation of the variables. Principle among these limitations was the impossibility of precise measurement of tonnage loaded in certain instances.

Provide the U.S. mining industry with the means to measure and control exhaust emissions of diesel engines used in underground mines. Approach Diesel research is divided into four primary areas: exhaust aerosol measurement, particulate control, gaseous emission control, and chemical and biological characterizition of particulate matter. Diesel research is frequently cosponsored by industry; collaborative research ventures between industry, academia, other government agencies, and the Bureau arc common. Diesel research at the Bureau is conducted in the diesel engine research facility at the Bureau?s Twin Cities Research Center (TCRC). This facility is a state-of-the-art laboratory capable of performing emissions testing, exhaust control evaluations, and safety tests. Background Exposure of mine workers to airborne contaminants from diesel engine exhaust is potentially harmful. The National Institute for Occupational Safety and Health has recommended that whole diesel exhaust be regarded as "a potential occupational carcinogen" and that ?reductions in exposure to diesel exhaust in the workplace would reduce the risk." The U.S. Mine Safely and Health Administration (MSHA) convened an Advisory Committee on Standards and Regulations for Diesel-Powered Equipment and is beginning to implement its recommendations, which cover health, safety, and certification and approval issues surrounding the use of diesels underground. In January 1992, MSHA published an advance notice of proposed rulemaking to regulate diesel particulate matter in underground mines.

A Bureau of Mines method for recovering nickel, cobalt, and copper from low-grade domestic laterites is described, which includes the unit operations of solvent extraction and electrowinning. Previous Bureau work indicated that addition of Na2S04 (sodium sulfate) to the nickel electrolyte improved current efficiency in nickel electrowinning. The present study determines the compatibility of Na2S04 with nickel strip-ping in the solvent extraction operation of the Bureau method. The effect of adding 100 g/l Na2S04 on nickel stripping, phase disengagement, and pH was determined in comparative laboratory-scale tests. In continuous-circuit testing, Na2S04 reduced stripping efficiency to the extent that five, instead of four, strip stages were required for complete stripping of nickel from the loaded solvent. In tests made in a phase-disengagement cell that had a variable settler area, the addition of Na2S04 did not significantly affect phase separation characteristics. The pH of the nickel electrolyte in the temperature range of 20° to 65° C was also unaffected by the addition of Na2S04. An economic evaluation showed that the energy saved by adding Na2S04 to the electrolyte would more than offset the cost of adding another stripping stage.

Since 1988, there have been 17 documented incidents in the United States and Canada in which carbon monoxide (CO) is suspected to have migrated through ground strata into occupied enclosed spaces as a result of proximate trench blasting or surface mine blasting. These incidents resulted in 39 suspected or medically verified carbon monoxide poisonings and one fatality. To better understand the factors contributing to this hazard, the National Institute for Occupational Safety and Health (NIOSH) carried out studies in a 12-foot diameter sphere to identify key factors that may enhance the levels of CO associated with the detonation of several commercial trenching explosives. The gaseous detonation products from emulsions, a watergel, and ANFO blasting agents as well as gelatin dynamite, TNT, and Pentolite boosters were measured in an argon atmosphere and compared with those for the same explosives detonated in air. Test variables included explosive formulation, wrapper, aluminum addition, oxygen balance, and density. Major contributing factors to CO production, under these laboratory test conditions, are presented. The main finding is the high CO production associated with the lack of afterburning in an oxygen poor atmosphere. Fumes measurements are compared with the manufacturer’s reported IME fume class and with the Federal Relative Toxicity Standard 30 CFR Part 15 in order to gain an understanding of the relative toxicity of some explosives used in trench blasting.

Significant amounts of cobalt, a strategic and critical metal, are present in readily accessible spent copper leach solutions. For example, recovery of cobalt at two major u.S. copper operations could produce about 1,300,000 lb Co annually, about 13 pct of domestic consumption. However, techniques such as solvent extraction and precipitation have not proven cost effective in separating and recovering the cobalt from these low-grade domestic sources. The Bureau of Mines has devised a procedure using a chelating ion-exchange resin to extract cobalt from a pH 3.0 copper leach solution containing 30 mg/L Co. Cyclic tests in 4-ft-high by 1-in-diam columns gave an average cobalt extraction of 95 pct when 65 bed volumes of solu-tion were processed at a flow rate of 4 gpm/ft2 of resin area. After an impurity scrub, eluates contained, in grams per liter, 0.4 Co, 0.2 Ni, <0.001 Cu, 1.3 Fe, 2.8 Zn, and 0.008 AI. Solvent extraction procedures to remove impurities, reject nickel, and concentrate cobalt produced a cobalt sulfate solution containing 80 g/L Co, 0.05 g/L Ni, and not more than 1 mg/L Cu, Fe, Zn, or AI. Based on data from commercial electro-winning operations, this solution appears suitable for production of metallic cobalt.

The Bureau of Mines as part of its research effort to minimize the generation of hydrometallurgical waste, investigated a sodium sulfide leaching-electrolysis procedure for treating hydrometallurgical residues for elemental sulfur and base-metals recovery. Research was conducted on a leaching residue from a lead concentrate. The following procedure was developed. 1. The elemental sulfur was dissolved as polysulfide with an Na2S solution. 2. The resultant metal sulfide bearing residue was oxidatively acid leached in a cationic membrane electrolysis cell; the metals were solu¬bilized at the anode, and a base was generated at the cathode. 3. The elemental sulfur was recovered from the polysulfide solution by neutralizing with the acid in the anolyte. Byproducts of the neutralization were H2S and a sodium salt solution. 4. Sodium sulfide was regenerated by reacting the H2S byproduct with the base in the catholyte. 5. Lead as PbCL2 was recovered from the anode residue by brine leaching, and the other metals were recovered from the sodium salt solution as metal sulfides. 6. The barren filtrate from the metal sulfide precipitation constituted the recycled electrolyte. Ninety-eight percent of the elemental sulfur, 98 pct of the lead, and up to 80 pct of other accessory metals were recovered from a residue obtained from the FeCl3-NaCl leaching of a lead concentrate.

The term "titaniferous magnetite" is used to designate those mag- netic ores of iron that carry more than 2 or 3 per cent of titanium. Large and easily workable deposits of these ores occur in different parts of the world, and have attracted attention for many years. Under present furnace practice, however, the smelting of these ores is both difficult and expensive, and for that reason they are not accepted by furnaces, so that the deposits are practically worthless. The problem of finding a feasible method of utilizing these ores has naturally been attractive, and numerous attempts have been made to solve it. Experiments to that end embrace two lines of investigation. The one that has been the more frequently tried is the elimination of the titanium from the ores, so as to make possible their smelting in the usual way. The other is the devising of a method of smelting by which titaniferous ores may be reduced as economically as are non- titaniferous ores. The former method involves a physical process, the latter a chemical process. The measure of success attainable by the first method depends entirely on the relations between the iron and the titanium in the ore. Views in regard to these relations have been divergent. Some investi- gators have believed the titanium to occur as a part of the magnetite molecule, in which case, of course, any process of mechanical separa- tion would be impossible. Others have believed that the titanium occurs as the mineral ilmenite, and that the ores are aggregates of magnetite and ilmenite. In this case a separation of the two minerals is theoretically possible. Magnetite is highly magnetic; ilmenite is nonmagnetic or only feebly magnetic. Crushing and magnetic con- centration should separate them. Numerous experiments in mag- netic separation have been made with various degrees of success, but rarely has more than a very imperfect separation been obtainable. "In the land-pebble district of Florida a lively interest in the possibilities of obtaining increased recoveries of phosphate rock is evident. Research in several directions is being carried on by companies operating in the district to increase the yields obtained by the washing plants. The Bureau of Mines is cooperating with this research program to promote more efficient plant practice and to avoid unnecessary depletion of mineral resources.Washing practice, as carried on in the district at present for the recover of phosphate rock from the crude ores or matrix, is not a complicated process. Flow sheets of the several companies are similar, although the equipment varies with the preferences of the individual operators. For disintegrating the matrix log washers are favored, although revolving drums equipped with flights to break up lumps of clay are also used. Fine sand is removed by screening. Vibrating screens have become well established in the district, although stationary flat screens and trammels are also employed.The writer acknowledges with appreciation the cooperation of the phosphate companies in the land-pebble district; suggestions and criticism by Will. In these sizes the phosphate grains are accompanied by grains of sand - largely quartz - of the same size, and recovery of these phosphate grains as a commercial product is not possible by simple washing methods. Phosphate recoveries approaching complete extraction can only be effecte by applying metallurgical processes, either mechanical or chemical. As yet, most of these processes have not advanced much beyond the laboratory or perhaps the pilot-plant stage. Such processes may have some application to the beneficiation of phosphatic ores or washer rejects, but a discussion of them is not within the scope of this paper."

The Bureau of Mines is making a survey of petroleum products manufactured on the Pacific Coast from California crude oils . California crude petroleum is known to differ in some characteristics from the crude oil produced in other parts of the United States , and the claim has been made that the present Federal specifications are unduly severe when applied to the products made from California crudes . The main purpose of the present survey is to determine whether these claims are justified . This report deals only with California gasolines . Other products , such as burning oil , fuel and lubricating oils , will be taken up later . The samples reported were furnished in most cases , by the four large refining companies located on the Pacific Coast , although a number of samples of motor gasoline were purchased in the open market . In Los Angeles , samples of motor gasoline were obtained from service stations representing as many different refineries as possible . Inasmuch as San Francisco is one of the cities covered by the regular semi -annual motor gasoline survey conducted by the Bureau of Mines , it was not considered essential that the set of samples obtained from this city be as comprehensive as would otherwise have been necessary . The gasoline consumed in the States of Washington and Oregon is furnished for the most part by California refineries , and no effort was made to procure samples from these States .

General A review of the literature has revealed important areas which should be investigated during the field work. Of the utmost importance is the safety of mine personnel. Should a phase-to-ground fault occur on a shovel or other piece of equipment, current may return to the substation through the machine&apos;s contact surface with the mine floor, thereby raising the frame above ground potential and posing a shock hazard to anyone who touches the equipment. If the frame-to-earth resistance is very low, then no dangerous potentials will be developed, and a basis for elimination of the ground conductors from trailing cables could be postulated. However, should the contact resistance be high, then lethal voltages could be present on the machine frame. In this instance, low-resistance ground conductors in the trailing cable would be a necessity. Therefore, field tests should include measurements of the earth resistance of electrically operated portable or mobile mining equipment such as shovels, draglines, and drills. When the electrical distribution system is subject to lightning discharges, the grounding grid must safely carry to earth and dissipate enormous current surges. It is essential that the grounding grid have a low value of earth resistance, because any potential developed across the grounding grid as a result of current flow will appear on the frames of all machinery connected to the grid. 1. Mine drainage constitutes surface or ground water which flows from mines or mine sites and is usually characterized by concentrations of acidity or alkalinity. 2. The regional geology controlling the ground water flow pattern in conjunction with the life cycle mining plan can serve as a basis for making decisions about quality of water that can be expected to be encountered. 3. In regard to the prevention and control of acid water formation in underground coal mines, much is left undone in research and education: (A) Very little literature is available on this specific subject although much has been written on water management in underground mines. (B) Little or nothing is contained in the text books and curricula used in mining departments at colleges and universities with the result that educational offerings may be seriously deficient in these areas. 4. Prohibiting water entry into underground coal mines is the best method of preventing water pollution. Since this is not possible as mining operations are extended, preventing water or oxygen from contacting acid producing material may offer the next best alternative. 5. More emphasis is needed during the mine planning stage on steps to prevent water pollution. Such life cycle considerations as type of mining, sequence of development and spatial configuration as well as the elements of the drainage network and final network organization and extent must be considered.

The Belizean economy had an estimated annual growth of about 3.4% over that of 1986. Economic growth during the 2 previous years was slower and was characterized by a negative trade balance. The gross domestic product (GDP) was an estimated $200 millioni2 in current dollars. Limited natural resources and scarce finances continued to make the Government&apos;s task a difficult one. Belize and China signed an economic cooperation agreement in April under which the Chinese Government is to provide technical assistance, a cash grant of $60.000, and a long-term, interest-free loan of approximately $1.5 million. In May, it was reported that gold was discovered in a remote area of the Maya Mountains in western Belize. An estimated unassayed value of $400 million has been placed on the deposit by one of its discoverers. However, the government in Belmopan has played down the discovery. Two U.S. oil companies. Seahawk Oil International of California and Alston Oil Co. of Texas, were granted licenses to explore for oil. Seahawk Oil will explore a large area of the Orange and Corozal Districts, while Alston Oil will prospect a 90,000-acre area of the western Cayo District. Another U.S. oil company, Pecten Oil Co., recently completed seismic studies off-shore of Belize City. Pecten Oil has made plans to start drilling in 1988.

A theoretical technique has been developed and verified experimentally for determining the aerodynamic diameter of irregular shaped particles. The aerodynamic diameter of a particle is a very important property in determining where that particle deposits in the respiratory tract. Many instruments, such as impactors and cyclones, will determine the aerodynamic size distributions of aerosol particles but few analyze the particles individually. The theoretical approach of our technique is to solve, by use of high speed computers, the three dimensional Navier-Stokes equations to obtain the flow field around an irregular shaped particle of any contour. The computer program will then determine the drag on the particle, and thus the aerodynamic diameter of the particle can be calculated. The experimental approach has been to pass the particles through a centrifuge and collect the particles upon a collection foil. The position of a particle on the foil is an indication of its aerodynamic diameter. These particles were then shadowed in two orthogonal directions and inspected under an SEM. The top view of the particle in the SEM plus the views of the two orthogonal shadows allows one to determine the three dimensional shape of the particle. Studies have been performed on silica, coal and talc particles with aerodynamic diameters in the 1 to 4 um size range. The three dimensional shape, as is determined from SEM analysis was used in the theoretical computer program and the results compared. It was found that in most 'cases the agreement between the experimentally and theoretically determined aerodynamic diameters was within 5%.

Metastable pyrophoric wüstite (FexO, with x between 0.89 and 0.95) was found to be much easier to grind to colloidal state than were its stable disproportion products magnetite or iron. The grinding of polycrystalline magnetite appears to be complicated by the magnetic flocculation arising from interparticle attraction. This is superimposed on the attraction of a fluctuating electric dipole for a neighboring induced dipole. More than 85 pct of the tumbling time was saved by grinding antiferromagnetic wüstite instead of the ferrimagnetic oxide of iron (Fe304). Disproportionation of colloidal wüstite to the stable ferromagnetic and ferrimagnetic colloidal particles of alpha-iron and magnetite, respectively, was accomplished rapidly at temperatures above 250° C but below 570° C, the eutectoidal stability point of the wüstite phase.

This report (Independent Functional Safety Assessment Guidance 7.0) is the last in a nine-part series of recommendations and guidance addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment’s life cycle. Figure1 shows a safety framework containing these recommendations. The reports in this series address the various life cycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and after-market suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction (Part 1).—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics (PE), and includes the benefits of implementing a system/software safety program. • 2.1 System Safety (Part 2) and 2.2 Software Safety (Part 3).—These reports draw heavily from International Electrotechnical Commission (IEC) standard IEC 61508 [IEC 1998a,b,c,d,e,f,g]and other standards. The scope is “surface and underground safety-related mining systems employing embedded, networked, and nonnetworked programmable electronics.” System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system’s safety. • 3.0 Safety File (Part 4).—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a “proof of safety” that the system and its operation meet the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full life cycle of the system, and provides administrative support for the safety program of the full system. • 4.0 Safety Assessment (Part 5).—The independent assessment of the safety file is addressed. It establishes consistent methods to determine the completeness and suitability of safety evidence and justifications. This assessment could be conducted by an independent third party. • Safety Framework Guidance.—It is intended to supplement the safety framework reports with guidance providing users with additional information. The purpose is to assist users in applying the concepts presented. In other words, the safety framework is what needs to be done and the guidance is how it can be done. The guidance information reinforces the concepts, describes various methodologies that can be used, and gives examples and references. It also gives information on the benefits and drawbacks of various methodologies. The guidance reports are not intended to promote a single methodology or to be an exhaustive treatment of the subject material. They provide information and references so that the user can more intelligently choose and implement the appropriate methodologies given the user’s application and capabilities. This paper contains the results of an examination of accident, injury, employment, and production information reported to the U.S. Department of Labor&apos;s Mine Safety and Health Administration (MSHA) and provides information on some of the measures longwall mine operators are using to prevent accidents In all industries, technological advances play a key role in determining those who will survive as competitive participants in an increasingly global marketplace. While mining is among the most basic of industries, technological change is neither unfamiliar nor unwelcome to miners. Historically, technological advances in mining, particularly coal mining, have tracked closely with fluctuations in demand. In the early 1900&apos;s, coal accounted for more than three quarters of all the fuel consumed in the U.S. To meet this tremendous demand, underground cuffing machines were introduced, resulting in faster, more efficient coal extraction. Transporting coal to the surface, however, remained labor intensive. In the 1920&apos;s, nearly all underground coal was still being hand loaded. Demand for coal then declined as the price of oil, natural gas, and electricity became competitive. In the late 1930&apos;s and throughout the duration of World War II, coal demand and production was high. By 1940, more than half the coal mined was being mechanically conveyed to the surface. In 1948, the continuous mining method was introduced in the U.S., further accelerating the extraction process. By the 1950&apos;s and 1960&apos;s, however, coal production again declined as railroads converted to diesel fuel and gas and oil provided a larger share of the home heating market. Underground coal mines required even more mechanization to remain competitive as an energy source. The first longwall system was introduced in 1960. By 1995, longwalls were producing more than 189 million tons of clean coal annually, surpassing continuous mining production for the second straight year. The mining of coal and other materials has not come without a huge loss of life and considerable human suffering. More than 103,000 workers died from injuries in U.S. mines in the last 85 years. Between two and three thousand miners died each year from the turn of the century until 1931, many from underground fires and explosions. The U.S. has witnessed a tremendous drop in fatalities in underground coal mines. Credit for that is due to safety inspections and enforcement activities, better safety awareness and practices among management and labor, improved ventilation, the use of safer equipment, and increased mechanization which removed many miners from the hazards at the face and also reduced the size of the mining work force. There is little doubt that longwall mining has greatly increased underground coal mine productivity. The degree to which longwall mining has contributed to a safer work environment for underground miners is more difficult to ascertain.

"The tungsten area in southern Mecklenburg County, Virginia, was studied by the Bureau of Mines during the period August 1944 to March 1945. The explorations were an expansion of the work done by the Bureau in 1943 in the tungsten area of Vance County, North Carolina, which joins Mecklenburg County on the south.3/Outcrops of quartz veins in the area were searched for and examined, and the only Promising showing found (a vein on the Gladys N. Taylor tract) was explored by trenching, test pitting, and diamond drilling (fig. 1).Mecklenburg County, Virginia, is in the southeastern part of the State, bordering on North Carolina,U. S. Highways 1, 15, and 58 traverse the County, and State and County roads provide ready access to most parts of the area.In 1942, Joseph and Richard Hamme discovered tungsten-bearing quartz veins in Vance County, Forth Carolina, and started mining and milling the ore. The first concentrates were shipped in July 1943. In August 1943, the Hamme holdings were acquired by Haile Mines, Inc., who continued the mining operations.The Bureau of Mines began exploratory work in North Carolina in June 1943. Reconnaissance work showed that the mineralized belt extends north-ward into Virginia. The Kimball tract, which joins the Taylor property on the north, was explored in 1943 by trenching and drilling by the R. G. Lassiter interests of Raleigh, Y. C., with disappointing results.The topography of the district is mature and characterized by wide, shallow valleys and low, rounded ridges. The main ridges trend northeast. Most of the area ranges from 300 feet to 400 feet above sea level.The relief apparently is controlled by resistant quartz lenses and the associated hard, silicified zones. The enclosing schists and granites are usually deeply weathered. Consequently, most of the quartz veins are found on the ridges."
