"The thirteenth annual accident-prevention competition conducted by the Bureau of Mines during the calendar year 1937 was completed with 318 mines and quarries participating. This contest, known as the National Safety Competition, is open to all minas and, quarries employing 25 or more men underground or in the quarry or open pit. The entries are divided into five groups to obtain as nearly as possible uniformity of operating conditions and hazards. The five divisions are: (1) Underground anthracite mines, (2) underground bituminous-coal mines, (3) underground metal mines, (4) underground nonmetal mines, (5) quarries and open-pit mines. A bronze trophy, known as Sentinels of Safety, provided by the Explosives Engineer magazine, is awarded to the winner of each group. The trophy is kept by the winning company 1 year and then transferred to the winner of the succeeding year's contest. Certificates of Honorable Mention are given to plants ranking second, third, fourth, and fifth in each group and to all plants operating without a lost-time accident provided the period of exposure to hazard was not less than 30,000 man-hours. Relative standing in the contest is determined by the contestant's accident-severity rate, which represents the total number of days of employee disability from accidents per thousand man-hours worked by all employees.The 1937 contest was outstanding in that the accident-frequency rate for the contest group as a, whole was the lowest on record. Moreover, with one exception 1934, the accident-severity rate was the lowest ever attained: For frequency, 3S.0 accidents per million man-hours worked; and for severity, 8.2 days lost from accidents per thousand man-hours worked. The rates represent a decline of 62 percent in accident frequency since 1925, the first year of the contest, a remarkable accomplishment both for the contest group and for the purpose of the contest because a majority of the contestants have not only participated during the past year but have been enrolled several years, some enrollments even dating back to 1925."

The object of this program was to extend the capabilities of visual paging systems both in size and function. The system developed uses the mine pager phone line for communication, monitoring, and remote control. A central station, using a mini-computer, transmits signals by phase inversion modulation of a 16,384 Hz carrier to as many as 999 remote units. The remote unit addressed returns an echo to indicate that it is functioning and, in the case of monitor units, to convey the monitor data. Magnetically latched display discs, which can be seen from both sides when posted, are used for visual paging. Lists of the addresses of posted pages, unanswered pages, and non-echoing units are prepared by the central station computer. The system was designed to be intrinsically safe and should operate for three months on a 12-volt lantern battery.

Recent employment figures (taken from the Mine Safety and Health Administration's database) indicate that the number of independent contractor' employees working in the coal mining industry has doubled over the past ten years. As their numbers increase, they become a more visible segment of the industry. [ ] Increased exposure to mining hazards has also brought an increase in the number of fatalities involving independent contractor workers. One gauge that is traditionally used to evaluate the overall safety of an entity is the "number of fatalities." Over the five-year period from 1985-89, 27 independent contractor employees were fatally injured while working on coal mine property. This number increased to 45 fatalities during the subsequent five-year period from 1990-94. Nearly half of these fatalities (47%) were due to accidents involving powered haulage (See Table); 13% were electrical accidents; and 9% were machinery accidents. Combined, these three accident classifications accounted for 69% of all coal nine independent contractor fatalities. Information taken from fatality data is an important piece of the safety puzzle; however, other variables need to he examined in order to better define contributing factors associated with accidents. More specifically, information on trends in fatal and nonfatal accident and injury data is necessary before deciding what approach should be used to improve safety. In order to implement appropriate safety strategies, it is important for safety practitioners to examine all available lost time accident and injury information. The following coal industry data sites specific and present trends of independent contractor employees working in underground locations at coal mines, surface areas of underground coal mines, surface coal mines, and preparation plants. The data compares employment and accidents for time periods at the beginning and the end of a ten-year span from 1985 to 1994. Because the number of incidents involving independent contractors in certain accident categories during any one year may be small, three-year totals are used; the first three years (1985-87) of the ten-year period are compared with the last three years (1992-94). The Bureau of Mines conducted studies related to SO2 air pollution to determine attritioning rates, SO2 sorption rates, and sulfur loads that could be obtained on commercial alkalized alumina sorbent pellets. Fluidized-bed attritioning rates ranged from 0.025 pct/hr for alkalized alumina with a crushing strength of 4 kg to 0.075 pct/hr for 0.5 kg crushing strength mate¬rial. Airlift attritioning rates ranged from 0.50 pct/hr for 3 kg crushing strength alkalized alumina to about 3 pct/hr for 0.5 kg material. Attritioning rates for the commercial alkalized alumina were comparable to those obtained for sorbent pellets prepared in the Bureau of Mines laboratory. Sorption rates were related to S02 concentration in flue gas, temperature, and presence of nitrogen oxides in the gas stream. Sorption rates at 300° C were 0.35 X 10-6 gS/gp/sec (grams sulfur per gram pellet per second) in 0.045 pct so, gas, 5.1 x 10-5 gS/gp/sec in 0.34 pct SO2 gas, and 65 X 10-5 gS/gp/sec in 10 pct SO2 gas. For the 0.34 pct S02 gas, sulfur loads of 0.10 gS/gp (the projected load for regeneration) were obtained in 47 min at 130° C and in 116 min at 300° C. The presence of either NO or NO2 in the 0.34 pet S02 gas increased the SO2 sorption rates 2 to 3 times at 300° C, but had no effect at 130° C.

The oxygen bomb-is used extensively for determining sulphur in petroleum, although it has been suspected that the results obtained with this method are somewhat lower than the true varies. In this paper are compared the results given by the oxygen-bomb and Carius methods, the latter being generally accepted as the standard procedure for the determination of sulphur in organic compounds. The Carius determinations given hero were made in connection with a special study of this method.4 Only petroleum oils of the less-volatile type are covered in the present work. Summary and Conclusions. When used with oils containing 2.3 to 0.15 per cent of sulphur the oxygen-bomb method gives results that are consistenly if slightly lower than those obtained with the Carius method. This variation, for the oils used, amounts to 3.1 per cent (on tae basis of sulphur present) for the sample containing 2.47 per cent of sulphur, and gradually increases (as the percentage of sulphur in the oils decreases) to 7.3 per cent for the oil containing 0.15 per cent of sulphur. With the oils studied the presence of ammonium nitrate in the bomb does not influence the results materially.

Surface areas of two synthetic and three natural consolidated porous samples were obtained by the Orr low-pressure permeametry technique. The results suggest that the Orr technique is a useful substitute for the low-temperature gas adsorption (BET) method for determining the surface area of rock samples. It was more rapid than the BET method, and the surface-area values obtained were larger but agreed better with BET values than values calculated from the Kozeny-Carman equation. Efforts were unsuccessful to demonstrate the influence of channel-size distribution on pressure-flow rate curves by means of experimental data and a parallel channel model.

In 1985, ASARCO Incorporated terminated copper smelting operations and associated byproduct arsenic trioxide recovery at Tacoma, WA, although shipments of arsenic trioxide from stocks and limited production from cleanup operations continued. Imports of arsenic trioxide increased markedly as a result of increased demand for arsenical wood preservatives and the decline in domestic shipments of trioxide. Expanded world capacity more than met the increased demand for arsenic and its compounds, and prices remained unchanged throughout the year. Domestic Data Coverage.-Arsenic trioxide was produced by one U.S. company, which voluntarily reported its production to the Bureau of Mines.

For 1991, the aggregate value of world international export trade in mineral commodities was roughly estimated at $685 billion in current 1991 dollars. The estimated level was about 6 % higher than that for 1990, but still more than 3 % below the record high set in 1980, and the year was the fifth in a row in which the value of exported minerals advanced. Table 8 provides a data series for the estimated value of world export trade in all mineral commodities from 1979 through 1991, as well as a breakdown of this total into fuel and non fuel commodities. The data shown are based on the historically more traditional and realistic (from the viewpoint of data availability) practice of reporting trade values for the year before the year of review. Despite the considerable increase in the dollar value of mineral commodity exports, their share of total export merchandise trade declined to 19.1 % in 1990 from 19.7% in 1989. At 19.1 %, this share was very near the recent year record low of 19.0% reached in 1988. Comparable 1991 figures were not available in time for inclusion here, but it is expected that the mineral commodity share of the total will be little altered from that of 1990.

The U.S. Bureau of Mines investigated a method of using inert gas to prevent the formation of explosive gas mixtures in auger highwall mining of coal. A combination of gasoline and diesel engine exhaust gases was introduced into the auger drill hole using a short section of pipe located at the collar. Gas samples were taken and analyzed on-site with infrared detectors for oxygen, carbon dioxide, methane, and carbon monoxide. Evacuated bottle samples were also taken and analyzed by gas chromatography in the laboratory. These gas results were analyzed for explosibility. Coal samples from various depths were used to obtain the gas content of the coal using the modified direct method. Personal expo- sure to carbon monoxide was also monitored. The highest methane level observed was 9.55%. The levels of inert gas (carbon dioxide and nitrogen) were sufficiently high to prevent any ignition of the methane. Results showed that for all conditions during mining, gas concentrations were nonexplosive. The gas content of the coal was about 0.30 cm3/g. The maximum personal time-weighted average sample for carbon monoxide was 20 ppm. This system provides a safe, inexpensive, simple method for pre- venting explosions during auger mining.

The Bureau of Mines conducted laboratory tests on samples of pozzolanic-cement concrete to develop a low-strength backfill. Results show that support costs can be lowered by replacing a portion of the portland cement in mine backfill with pozzolan (fly ash) and lime. Unconfined compression tests on various ratios of fly ash to cement in 84 samples produced compressive-strength curves that can be used to estimate the best backfill mix for any mine.

The Pittsburgh Research Laboratory of the National Institute for Occupational Safety and Health conducted a study of the explosibility of various metals and other elemental dusts dispersed in air, with a focus on the experimental explosion temperatures. The data are useful for understanding the basics of dust cloud combustion, as well as for evaluating the explosion hazards in the minerals and metals processing industries. The dusts studied included boron, carbon, magnesium, aluminum, silicon, sulfur, titanium, chromium, iron, nickel, copper, zinc, niobium, molybdenum, tin, hafhium, tantalum, tungsten, and lead. The dusts were chosen to cover a wide range of physical properties - from the more volatile materials such as magnesium, aluminum, sulfur, and zinc to the highly "refractory" (very low volatility) elements such as carbon, niobium, molybdenum, tantalum, and tungsten. These flammability studies were conducted in a 20-L chamber, using strong pyrotechc ignitors. The experimental data obtained included the minimum explosible concentrations, maximum explosion pressures, and maximum explosion temperatures. A unique multiwavelength infrared pyrometer was used to measure the temperatures. For the elemental dusts studied, all ignited and burned as air-dispersed dust clouds except for nickel, copper, molybdenum, and lead. The measured maximum explosion temperatures ranged from -1 550 K for tin and tungsten powders to -2800 K for aluminum, magnesium, and titanium powders. The measured temperatures are compared to the calculated, adiabatic flame temperatures. In general, the dusts whose experimental temperatures were closer to the adiabatic values were those with the finer particle sizes, those that were more easily vaporized, and/or those that were intrinsically more reactive.

Some of the investigations conducted by the Bureau of Mines have for their object the collecting and disseminating of information regard- ing methods by which the fuels of the country may be most effi- ciently used. As the analysis of flue gases tends to develop better methods of firing, which in turn reduces waste of fuel, the Bureau of Mines in this bulletin presents for the benefit of those in charge of boiler plants and all other persons interested detailed information on methods of sampling and analyzing flue gases, and on the utilization of the analyses in promoting boiler-room economy. This bulletin is intended to be a companion to Technical Paper 80," and is written in plain and nontechnical language, as far as pos- sible, so that it may be readily understood by persons who have not had the advantage of a technical education. Whenever possible, illustrations of apparatus and methods of handling have been used rather than elaborate descriptions. The material presented in this report is arranged in two parts. The first part contains the description of the apparatus and the methods used in sampling and analyzing flue gases. The second part gives experimental results obtained with the different methods of sampling and collecting flue gas that are recommended in the first part of the report. Only simple apparatus and methods are considered, as they are accurate enough to show the large heat losses due to the use of too much air, and are also accurate enough to indicate any incomplete combustion losses of economic importance. Without doubt the loss due to large excess of air is the greatest one in the boiler room, and can usually be greatly reduced by making proper use of gas analysis. Before engineers in the isolated industrial plants can be induced to analyze for small traces of combustible gases, they must be first taught how to analyze for carbon dioxide (CO), and they must learn to appre- ciate the great possibilities of reducing loss from large excess of air. An inusual job in controlling a gas well was executed on No. 1 well, Inland Oil and Refining Co., situated on the Alkali Butte structure, Freemont County, Wyoming. The work was done by the company in cooperation with the . S. Bureau of Minos, and resulted in a fuel saving of $5,000 in one season and of a repair job estimated at $15,000, or a total of $21,000. The woll had an open flow of 6,000,000 cubic feet of gas per day with a rock pressure of 560 pounds per square inch. A string of 6-1/4 inch casing with a toothed shoe was set on the cap rock above the gas sand at 2181 feet. Then the well was shut in, the gas worked out around both the 6-1/4 inch and 6-1/4 inch strings, breaking through the ground surface at several points under the derrick. Casing troubles encountered while drilling made it unsafe to attempt Coving the 6-1/4 inch string. Moreover, it was important from the standpoint of good management to make the gas from this well immediately available for fuel in other operations and, in addition, to save the gas from wasting. An ordinary mudding and cementing job would have necessitated sitting down this well for probably two months out of a very short operating season. For these rousons it was determined to mud the well, if possible, between the 6 and 8 inch strings by pumping mud fluid through the connection from the gas clamps. The gas clamps used wore of ordinary construction with a side outlet, making them equivalent to a Braden-hoad. When the mud fluid was pumped through the gas clamp into the space between the two strings, it began to appear inside the 6-1/4 inch string. It apparently entered the well either around the toothed shoe or through a "line sawed" leak in the string and was blown out of the well as fast as it was pumped in. In order to stop the leaks, about a half a gunny sack of finely chopped bull ropa was fed with the mud between the casings as before. The hemp gathered around the valves of the mud pump to some extent, and it also stuck in the casing-head fittings a few times. An obstruction in the casing- head would be removed by permitting the woll to "blow back" for a few seconds, and one in the pump valves, by removing the valves when necessary. In two days' time sufficient hemp and mud had been pumped into these strings to kill external and internal pressure. The wall was shut in and allowed to stand over night. "The Workman's Compensation Law of Indiana, enacted in 1915, amended in 1917, 1919, 1923, and 1927, and in 1929 named the Indiana Workmen's Compensation Act of 1929, provides for a weekly compensation for disability due to accidents of 55 per cent of the average weekly wage of the employee, to start on the eighth day of disability. Compensation is computed from a maximum and minimum weekly wage of $30 and $16, respectively. Thus, the maximum weekly compensation is $16.50 and the minimum $8.80; the total compensation paid is not to exceed $5,000.In addition to the compensation the employer is required to pay all medical, surgical, hospital, and nurse fees for a period of 30 days and may be required to pay such fees for an additional 30 days at the direction of the Industrial Board of Indiana. In the case of fatalities the employer must contribute $100 toward funeral expenses.The law also stipulates that ""the employer shall keep a record of all injuries, fatal or otherwise, received by his employees in the course of their employment,"" also that the employer shall report within one week of their occurrence all accidents that cause either the death of the employee or the loss of more than one day's work. However, no standard form is furnished or required by the industrial board on which the employer shall keep a record of accidents, neither is he required to report the time of return to work of the injured employee unless the period of disability exceeds seven days and the accident thus becomes compensable. Hence, no record is kept of noncompensable accidents other than the first report sent to the industrial board by the employer.If the employer were required to keep a complete and concise record of all accidents, in duplicate, on a special form either furnished or required by the board, giving all of the essential data in regard to the accidents, and if he were required to submit a copy of this record to the board at the end of the fiscal year, the data thus assembled would not only be of material assistance to the board, particularly in making up its annual report, but would also furnish information of much value in the study of accident causes and what may be done to remove them.Those industries that have made marked progress in reducing accidents keep such records, as it is only through a full knowledge of how accidents occur that intelligent steps can be taken to prevent their recurrence. Unfortunately, the mining industry as a whole in Indiana has not kept pace with many other industries in reducing accidents, and it is urged as an aid to improvement that a thorough and complete record of mining accidents be kept."

Methane is the chief constituent of natural gas, and large quantities of it are also obtained in coke-oven gas and in the off-gases from cracking higher hydrocarbons. Perhaps the most important potential chemical use of methane is in the production of higher hydro- carbons, both aliphatic and aromatic. The results of a relatively large number of researches have been published in the technical and patent literature on the thermal decomposition of methane, the objective being an industrial process for the production of "antiknock" motor fuel. No industrially feasible process has, however, been developed. An inspection of the literature on this subject indicates that the chief difficulty in the way of accomplishing this object lies in controlling the decomposition so that undesirable products are eliminated. A considerable number of quantitative experiments have been reported, the results of which provide only a vague and confusing picture of the various steps in the thermal decomposition of methane. The reaction mechanism has not been subjected to rigorous fundamental study, and the necessity for such a study is obvious if further progress is to be made. The thermal decomposition is only one of the reactions of methane which are of potential industrial importance and which require further fundamental investigation. The oxidation, hydrolysis, and halogenation of methane are other reactions which must be studied further. In view of the importance of methane as a raw material for various industrially desirable products, it is appropriate that a survey be made of the important facts concerning the physical and chemical properties of methane which will serve as an aid in subsequent experi- mental work. No attempt will be made to present a complete chronological review, but rather a condensed critical description of the important literature will be presented.

In 1987, at the request of the Bureau of Land Management, the U.S. Bureau of Mines studied 11,069-acres of the 12,290-acre Eldorado Wilderness Study Area (NV-050-423) in order to evaluate its identified mineral resources. The study area is located in Clark County, NV, adjacent to and northeast of the town of Nelson. There are inferred subeconomic resources on the Paul (gold, silver), Bel (gold, silver), Big Horn-Inez (silver, copper, lead, zinc) claims, and Montezuma (gold, silver, copper, lead, zinc) patented claim group in the Eldorado study area. Because of lack of exposures, tonnage and grade on these properties could not be determined. No resources were identified for the other five properties examined in the area. The southern two-thirds of the area is in the Eldorado mining district, a base- and precious-metal district which has been intensely explored for over 100 years. Nine claim groups were examined in the study area. Eight claim groups are within the Eldorado district and include the Montezuma (patented -M.S. 3966), Bel, Eldorado, VAR, SINJUN, Paul, Rusty Bit, and Big Horn-Inez. One property, the Flintstone claim group, is north of the Eldorado mining district at the north end of the study area.

The experimental work reported upon herein was performed at the laboratory of the United States fuel-testing plant on the grounds of the Louisiana Purchase Exposition at St. Louis, Mo., between Janu- ary 1, 1905, and July 31, 1906, and was undertaken for the purpose of checking the results obtained in the routine work of the laboratory, improving the methods of working, and investigating the chemical and physical properties of coal. The laboratory having been designed primarily for the analysis of the coal samples sent to the fuel-testing plant, as well as those taken in connection with the regular testing operations of the boiler, gas-producer, and other divisions of the plant, only a very small proportion of the time of the force was available for experimental work outside of the regular routine. From the nature of such work it was not possible to separate the results obtained in 1905 from those obtained in 1906, especially as many of the experiments, such as those on the alteration of coal, involved a long time and were started in 1905 and continued to the middle of 1906. This report therefore covers all such work up to its completion in July, 1906. The complete history of the coals used in these experiments is not given, the samples being usually referred to by their laboratory num- bers only, as such information is generally not necessary and does not affect the interpretation of the results obtained in the experiments. Fuller information as to any particular sample may be found in the published reports of the fuel-testing plant for 1905 and 1906. In the following pages the results of each line of experimental work are given under a special heading indicating the object of the investigation.
