Louisiana's coal reserves, located in the north-western part of the state, consist entirely of lignite, with estimated recoverable reserves of about a billion tons. Although lignite deposits were discovered in the early 1800s, the first documented use of lignite occurred at the federal arsenal near Shreveport during the Civil War. By the late 1800s, lignite use was common by blacksmiths, railroads, and steamboats. Lignite production ceased, however, from the early 1900s until 1985. A new lignite mine permitted September 1, 1985, produced 0.2 million tons in its first year. The operation uses a seven-mile-long conveyor to transport lignite to the associated mine-mouth power plant. The surface coal mining reclamation and enforcement program in Louisiana was approved October 10,1980. Louisiana's Abandoned Mine Reclamation Plan was approved December 10, 1986

THIS CHAPTER of the Minerals Yearbook relates to employment data and injury experience in the metal, nonmetal, and quarrying industries. Combined statistical data on the mineral industries as a whole can be found in volume Ill. Each industry in the chapter is shown separately, and no attempt has been made to combine and show an overall picture. The voluntary reporting of data on injuries and employment by operators of metal and nonmetal mines and quarries has contributed substantially to the promotion of safety in these industries. Data on injury and employment in the clay mining and milling industry are included for the first time. Table 6 contains data for clay mines only for 1955 and for clay mines and mills for 1956. The clay-mill figures are included with other nonmetallic mills in table 5. The information for norunetallic mills was compiled and published for the first time in the 1955 issue of this report.

OVERALL data for 1963 on injury experience and the levels of employment, worktime, and operating activity of the mineral industries are shown in the statistical tables of this chapter. The general groupings of the industries are presented in greater detail in Volumes I and II of the Minerals Yearbook. A corresponding chapter in Volume I contains additional breakdowns of the data on metal, nonmetal, sand and gravel, slag, and stone mines and quarries together with separate information on the related processing mills and plants including primary nonferrous smelters. The more specific information on the anthracite and bituminous-coal, petroleum and natural gas, peat, and natural asphalt industries is given in the similar chapter of Volume II. Injury and employment data were collected from coal producers on the mandatory basis required by the Federal Coal Mine Safety Act (30 U.S.C., sec. 455). Producers of all other minerals (fuel and nonfuel) voluntarily reported the requested injury and employment data. The figures for 1963 are preliminary except for anthracite, coke, petroleum and natural gas, native asphalt, and slag which are final. Data for earlier years are final. The figures represent full coverage for all industries except the oil and gas industries for which coverage is not complete, particularly with respect to small companies.

"A copper-palladium-gold-silver ore is being mined at Salt Chuck, Prince of Wales Island, Alaska, from which a concentrate is produced that contains 40 to 50 per cent copper, and considerable amounts of palladium, gold and silver. There has been much difficulty in obtaining assays for palladium, gold and silver from the mine, smelter, sampler, and umpire that check within reasonable limits. While the results for copper content have not been unusual, the results for palladium have varied as much as 0c8 oz. on 3 oz. material, results for gold differed by 0.1 oz. on 1.6 oz. materials, and for a silver content of 7 oz., results differed by as much as 4.0 oz.The Bureau of Mines was requested to determine the causes of variation in the results of the different assayers, and to develop a satisfactory procedure for analyzing such ore.Three samples of concentrate were received for analysis, two small lots that had previously been assayed by the various laboratories, and one large sample. The large sample was dried and ground in a ball mill, put through a 150-mesh screen, and then returned to the ball mill for thorough mixing. The small samples were ground to pass a 150-mesh screen and then mixed on a mixing wheel.The large sample (No. 1) was analyzed by five different procedures, one of the small samples (No.2) by three procedures, and the other (No. 3) by two procedures (the two small samples being too small for further tests). The different procedures tried and the results obtained arc presented below. The samples of concentrate were from ore mimed and milled by the Alaska palladium Co. at Salt Chuck."

The need for a large capacity, high speed computer is more apparent in the revised model than in the original one. Core storage requirements for data and model logic have at least tripled. This dictates the use of one of the large modern machines such as the IBM 360-370 series or the Univac 1108 and 1110, which handle the model without the need for extensive program overlay. Computer time is expensive on these machines, however, and comprehensive analysis has gone into optimizing computer execution time consistent with model information flow sensitivity. For example, revised locomotive tramming routines have been developed which will significantly cut execution time compared to the previous version. Transceiver Applications The computer coding for the model has been developed to enable program execution and testing using a remote terminal on a time sharing system. In fact, nearly all of the coding, debugging, testing and modifications have been performed from a terminal during develop¬ment. The gaming options described in the Model Input Section of this report have been designed so that they are easily changed by the user from any remote site. One restriction on remote applications which could arise, however, is where highly detailed output options are specified, resulting in a large amount of output records which could be handled more efficiently on a high speed printer.

"Fatal accidents at coal mines throughout the United States killed 234 employees during January 1924, according to reports from State mine inspectors to the Bureau of Mines of the Department of the Interior, Included in the number of fatalities are 68 deaths caused by two explosions during the month, one explosion occurring in a mine at Johnson City, Ill., and causing 32 deaths, and the other in a mine at Shanktown, Pa., and causing 36 deaths. The fatality rate for the month was 3.94 per million tons, based on a production of 59,435,000 tons of coals In January 1923 the fatality rate was 3.52, based on 206 deaths and an output of 58,458,000 tons.Bituminous mines in all States reported 202 fatal accidents, the production being 51,170,000 tons., and the fatality rate being 3.92, as compared with 3.28 for January last year, For the anthracite mines in Pennsylvania, the reports covered 32 fatalities, which, on the month's output of 7,955,000 tons, indicated a fatality rate of 4.02 per million tons, as against 4.89 for January 1923.As compared with January 1923, the reports for January of the present year indicated lower fatality rates per million tons for all of the main causes of accidents except explosions. For falls of roof and coal, the fatality rate per million tons declined from 1.85 in January 1923 to 1,68 in January 1924; for haulage accidents the rate declined from 0.62 to 0.42; for explosives, from 0.19 to 0.12; for electricity, from 0.12 to 0.07. To clean coal mine air by developing a low-cost scrubber suitable for belt transfer and similar applications. Approach Design a scrubber operated by water only, with no moving parts. Use conventional water spray nozzles located within a duct to both move and clean the air. Use a droplet eliminator to get the water droplets and mist back out of the airstream. How It Works Conventional scrubbers require a mechanical fan driven by either an electric or a hydraulic motor. They also require water sprays and some type of scrubbing mechanism. The water powered scrubber, however, offers higher reliability over conventional scrubbers since it utilizes the water sprays to both move the air and scrub the particulate from the air. Conventional water spray nozzles are placed near one end of a rectangular duct open at both ends. The sprays are directed towards the far end of the duct where a stationary wave blade water droplet eliminator is located. Movement of the water spray droplets coming from the nozzles generates (by momentum transfer) an air movement In the same direction as the sprays. The Bureau of Mines, in its investigations of respiratory apparatus for use in mines and allied industries; tests equipment that is voluntarily submitted by manufacturers in accordance with published schedules of tests. These tests are designed to insure that the equipment has the minimum requirements for safety in use. Approval certificates are issued for apperatus that meets the bureau's specifications, and the manufacturer is permitted to mark his equiment with a seal showing that it has been approved as "Permissible." A complete list of per- missible self-contained oxygen breathing apparatus, gas masks, and hose masks tested prior to January 1, 1930, was published in Bureau of Mines Information Circular 62309. The present list includes all equipment tested and approved prior to July 1, 1930.

[California's sensational rise to supremacy as an oil-producing State in 1923 was accompanied by a loss of 62 lives. These 62 deaths were from oil-producing accidents alone and do not include fatalities at the refineries, on tankers, or on any work not directly connected with the drilling for and the production of oil. The number of facilities for 1923 was 82 per cent greater than in 1922, the next most fatal year, with a record of 34 lives lost. The data submitted in Table 1 show that for the calendar years 1917 to 1923 inclusive, an average of 4.74 million barrels of oil were produced per Vitality in the California oil fields. On this basis, the record for 1923, hough a trifle below the average, shove up slightly better than that for 1922.]

Radiant energy moves out from a light source much like a series of bullets from a number of machine guns being fired at the same time in all directions.

Mining machine cabs were built to comfortably fit 90 percent of adult American males, and have controls that allow fast natural reactions during emergencies. These cabs and controls also fit 40 percent of the adult female population in the United States. The operators are also positioned for good visibility and for protection from roofing and ribbing hazards. Two basic designs were developed, one for seam heights on the order of 4 feet I and the second for seam heights near 8 feet. The sitting position of the largest person within the sample size group (termed a "95th percentile man") determined the basic cab shapes. The size of different parts of the human body and how they work together I established other design features of the cab. Areas of visibility, limits of operator movement, comfortable seating angles, etc., were carefully identified for the largest and the smallest persons within the sample size group. Placement of controls was based on these findings. The controls are designed and placed to allow operation with minimum physical strain and fatigue. See chart on other side of sheet.

Estimates are given for the distance from a seismometer at which a miner can probably be detected. The procedure in making these estimates was to first establish the natural noise levels at the output of a surface seismometer for the 25 to 100 Hz frequency passband. The noise levels give the range of values which may be expected in areas with no man-made noise. For each noise level, we give the detection threshold which, when exceeded, indicates that a signal has been received. Based on the signals recorded by Westinghouse, curves are given which show the peak signal amplitude as a function of source- to-receiver distance (slant range). Curves are given for the Westinghouse seismic thumper, a 50-pound timber, and a sledge. For a given type of source, the receive signal strength depends more strongly on slant range than on any other factor. However, there is approximately a five-to-one scatter in the amplitudes. Thus, further study of factors affecting the signal amplitude might allow better estimates to be made for any particular geological setting. Combining the signal amplitude with the detection thresholds for the different noise conditions gives the distances at which a miner should be detected. These are given in Table l* below. [ ] The text also gives the increase in detection ranges which should occur if steps are taken to increase S/N by 10 dB. We feel that 10 dB is a conservative estimate of the improvement possible. 3. Preliminary Evaluation of Mine Sealing Techniques As the first stage in the development of a technique for the remote sealing of mines, a state-of-the-art survey of various mine sealing techniques was conducted. This was expanded to include a review of different materials offering some potential for use as a mine sealant. Techniques for the remote placement of materials for other applications were evaluated, and system concepts for dis¬tributing remotely placed materials were developed. This preliminary review led to the development of a functional description of a general mine sealing technique to meet the specified conditions. Various potential system configurations were synthesized. These were subjected to a preliminary evaluation based on estimated confidence in system performance, development risk, cost, and sealing time. Based on this preliminary evaluation, promising mine¬sealing techniques were selected for further development. This section presents a review of the following: (a) Techniques for constructing permanent seals from within a mine. (b) State of the art in remote sealing for mine fire control. (c) Techniques for remote placement of materials for other applications. (d) Systems for distributing remotely placed material. (e) Materials for mine sealing. (f) Synthesis of remote mine sealing concepts.

The U.S. Bureau of Mimes is investigating Fourier transform infrared (FTIR) spectroscopy for on- filter quartz analysis of respirable dust. A custom accessory is described for full-face examination of filters utilizing a large-diameter infrared (IR) beam. The accessory positions samples to match diameters with that of the diverging analytical beam. Sample absorbance is then measured. With nonuniform deposition of dust on collection filters being a major issue for such analyses, this approach is the most direct way to accomplish sample area averaging. The approach is unconventional since it utilizes large-beam geometries instead of the usually desired minimized beam dimensions. The issues and problems involved in the analysis of quartz on a filter matrix are discussed. Absorption bands chosen, light-scattering effects, curved baselines, random noise, interference fringes, and possible solutions to technical difficulties are the topics covered. The more significant findings include a 20-pg detection limit for quartz when the custom accessory is used and minimal occurrence of light-scattering effects at low wavenumbers. The custom accessory performance was satisfactory and merits further work. With continued research, an on-filter method for quartz analysis of respirable dusts seems achievable.

The papers contained herein summarize results of various recent Bureau of Mines investigations in the area of mine power distribution systems. They are based on information from Bureau personnel, contractors and grantees, and Mining Enforcement and Safety Administration. Conclusions drawn from a series of parameter measurements on mine power systems, taken over a 3-year span, are presented. Personnel and equipment hazards due to faults on isolated, solidly grounded, and resistance grounded three-phase systems are discussed. Two papers cover dc applications of circuit breakers, including a novel protection scheme for trolley lines. The methods of suppressing induced arcing currents and voltages in a-c machines are evaluated. An evaluation program for ground monitors is described. Acceptance test procedures and the importance of various paparameters for trailing cable splice are covered. A number of techniques for locating faults in trailing cables are described.

Fatal accidents at coal mines throughout the United States numbered 170 during May , 1923 , according to reports received by the Bureau of Mines of the Department of the Interior from State mine inspectors . The production of coal during the month was 54,649,000 tons ; hence , the fatality rate was 3.11 per million tons . In May last year the fatality rate was 4.22 , based upon an output of 20,636,000 tons , including 35,000 tons of anthracite . Because of the miners ' suspension of work last year, the production of fresh-mined anthracite in May 1922 was completely stopped ; in May 1923 the anthracite output was 9,573,000 tons . For bituminous mines alone , the fatality rate in May 1923 was 2.67 per million tons as compared with 4.17 in May a year ago . During the first five months of the present year , the fatality rate for bituminous mines was 3.55 per million tons , based on 809 deaths , as against a rate of 3.70 for the corresponding months last year, based on 611 deaths . The rate for 1923 represents a reduction of 4 per cent . For anthracite mines alone the five-month fatality rate for 1923 was 5.36 per million tons , based on 228 fatalities , as against a rate of 6.72 for the first five months of 1922 based on 147 fatalities . The rate for 1923 represents a reduction of 20 per cent . The average fatality rate for May during the past ten years ( 1913-1922 ) is 3.37 per million tons for bituminous coal mines and 6.02 per million tons for anthracite mines . A gas explosion , due to open light , occurred on May 6 at Aguila , Colorado , and resulted in the death of ten men . This explosion brought the number of "major disasters " in 1923 to 4 , with a loss of 145 lives . During the first five months of last year, there were 7 similar disasters with a loss of 82 lives . The year's record to date for all fatalities from all causes shows a reduction in the fatality rates per million tons from haulage accidents and from falls of roof and coal , an increase in explosions of gas and dust and in accidents due to electricity , and no change in the fatality rate from explosives . The reductions in haulage accidents and in falls of roof and coal are particularly gratifying, because these two classes of accidents usually cause about 65 per cent of all fatalities in the coal-mining industry . "The investigation discussed in this paper was undertaken to obtain fundamental data on crushing and grinding and has been confined, so far, to work on quartz.The results of crushing or grinding have hitherto been judged entirely by the amount of the various-sized particles produced, based. on sieve sizing for particles above 74 microns in size and on microscopic measurement or elutriation for particles below 74 microns - a method which could give only a general idea of what had been accomplished.There was a distinct need of a ""yardstick"" for the measurement of crushed material. It appeared that no advance in the fundamental investigation of crushing and grinding could be made without a reliable method of surface measurement and that such a measurement would have to be based on some property of the surface of the crushed material.A number of attempts based on various surface actions, such as adsorption and heat of wetting, were made to measure surface on quartz particles, but all gave unsatisfactory results. After some preliminary work it was decided that a dissolution method based on Wenzel's law-- ""the reaction velocity between solids and liquids is proportional to the area. of contact""4 -- would be the most feasible.Early use of the dissolution method had been made for surface measurements5, and lately Dr. Geoffrey Martin and his coworkers in England used the dissolution method to determine surface on quartz. They compared the amount of quartz dissolved from a sample in one hour by a hydrofluoric acid solution, with the amountdissolved from a measured quartz cuboid6,After investigating the solvent power of sodium carbonate, sodium hydroxide, and hydrofluoric acid for quartz, hydrofluoric acid was selected as the most suitable solvent, and a dissolution method was developed which gives very reliable results.During the dissolution of quartz in hydrofluoric acid, the reaction velocity changes for two reasons: there is a change in concentration of solution, and a change of surface of the solid. The amount of quartz dissolved in a definite period of time is therefore not a true measure of surface. If, however, the reaction velocity or rate of dissolution for various periods of time be plotted, a curve will be obtained which, if extrapolated to the zero time ordinate, will give the rate of dissolution before any change of surface or any change in the solvent has taken place, and which is a true index of surface. This rate of dissolution, expressed in percentage of the original sample at the zero time ordinate, is designated herein as the ""Initial Rate"" or as simply ""I. R."""

For many years there have been small scale tests available for evaluating the toxic fumes production by cap-sensitive explosives (DOT Class 1.1), but these could not be used with blasting agents due to the large charge sizes and heavy confinement required for proper detonation. Considering the extensive use of blasting agent in construction and mining, there is a need to determine the quantities of toxic fumes generated by blasting agents. At the International Society of Explosive Engineers Twenty Third Annual Conference on Explosives and Blasting Technique in 1997, the authors reported on a facility for detonating large (4.54 kg), confined blasting agent charges in a controlled volume that had been constructed at the National Institute for Occupational Safety and Health’s Pittsburgh Research Lab’s Experimental Mine. Since 1997, this facility has been used to collect data on toxic fumes produced by the detonation of various ammonium nitrate/fuel oil (ANFO) mixtures and several cap-sensitive explosives. ANFO composition ranging from 1 to 10 percent (pct) fuel oil have been studied. As expected from previous studies, with an increase in fuel oil content the carbon monoxide production increases, while nitric oxide and nitrogen dioxide production decrease. The detonation velocity varies from 3,000 to 4,000 m/sec for the 1to 10 pct range of fuel oil content, suggesting that ANFO mixes with improper fuel oil content may appear to detonate properly, while their fume production differs significantly from optimum. The study also considers such factors as degree of confinement, water contamination, and aluminum content on blasting agent fume production. Results indicate that water contamination of the ANFO has little effect on carbon monoxide production, but causes significant increase in nitric oxide and nitrogen dioxide production. Decreasing confinement from Schedule 80 steel pipe to 0.4-mm thick sheet metal also has little effect on carbon monoxide production, but significantly increases nitric oxide and nitrogen dioxide production. Adding5 and 10 pct aluminum to the ANFO had no clear effect on carbon monoxide, nitric oxide, or nitrogen dioxide production.

The attention of this group was focussed on four through-the-earth communication systems that are presently of high interest to the U.S. Bureau of Mines; four systems for providing operational/emergency communications on the working sections of coal mines, indeed up to the very face of the section. The systems are: uplink-data, downlink-voice, sidelink-call alert coded page, sidelink-roof bolt voice page. Each of these systems makes use of the mine overburden as the signal transmission medium, as opposed to the guiding wires, cables, and tunnels treated by the operational communications working group. Each of these systems satisfies one or more of the Bureau's objectives for mine communications systems; namely • reliable links for monitoring the mine environment under both operational and emergency conditions. • reliable links for communicating with miners during emergencies. • special links for increasing the efficiency of day-to-day operations of the mine. Each of these systems has been successfully demonstrated on a limited experimental basis, and prototypes of all these systems are installed and operating in the USBM experimental mine in Bruceton, Pa. Each of these systems must now be optimized regarding its performance, and engineered for practical routine application to the working sections of actual operating coal mines, particularly those of the room and pillar type. This optimization and engineering must take place subject to the principal constraints listed by Howard E.
