Overexposure to noise remains a widespread, serious health hazard in the US mining and other industries despite 25 years of regulation. Most categories of illnesses and injuries associated with mining have improved, with the exception of hearing loss. The drilling of rock in a confined work environment contributes to high levels of noise exposure in mining. The National Institute for Occupational Safety and Health (NIOSH) is conducting research to reduce the noise exposures of jackleg drill operators and to prevent additional cases of noise induced hearing loss (NIHL) by developing and evaluating low-cost retrofit noise controls for equipment. This report describes the procedure for the measurement and reporting of noise from portable pneumatic tools such as jackleg drills. The technique used in this research allows for the determination of the source A-weighted sound power levels and the radiation patterns in octave and 1/3 octave bands. Overall sound power level is also determined. This paper also reports the results obtained by using this procedure to evaluate a SECO S215 standard production drill and a CSIR Miningtek prototype rock drill incorporating engineering noise control measures. It was found that by using the manufacture?s recommended operating pressure of 496 kPa (72 psi) that the CSIR prototype?s sound power was 10 dB(A) less then that of the SECO S215.

This Bureau of Mines report describes laboratory and field experimentation in building mine ventilation stoppings, air-door frames, and fan bulkheads with a civil construction technique. Shotcrete is applied to a free-standing, three-dimensional wire-truss panel, which is easily cut and rapidly erected. In mines where shotcrete equipment is available, this technique should be faster and cheaper than conventional block-and-mortar or monolithic concrete construction.

This Bureau of Mines study was conducted to determine the sulfur reduction potential attainable when washing fine-size coal on a spiral concentrator. Crushed samples of Middle Kittanning and Bakerstown bed coals washed on the spiral provided pyritic sulfur reductions of up to 90 percent for the plus 200-mesh material. Pyritic sulfur reductions on the minus 200-mesh material seldom exceeded 30 percent; consequently, this material would require further treatment. The capacity of the spiral was 2 tph per unit when washing l4-mesh by 0 coal. The ability to remove pyrite combined with the higher-than-expected capacity makes the spiral worthy of consideration as a rougher-cleaner in new fine-coal desulfurization circuits.

This report presents information obtained by examination and investigation of manganese deposits in northeastern Oregon during May and June 1954 and April 1957. Maps, assays, and other examination data are presented on 10 manganese deposits -9 in Baker County and 1 in Grant County. Included among these deposits are all those that have undergone substantial exploration or have a record of production. Seven of the Baker County deposits occur as characteristically small, irregular pods and lenses in argillite. The remaining Baker County prospects are [marily] narrow, vein-type occurrences in schist. The Grant County occurrence in greenstone and serpentine. All the deposits are composed of various manganese oxides, intermixed with abundant quartz and chert.

"The recent discovery and exploitation of petroleum territory have resulted in the enactment of new petroleum laws in most of the South American Republics. The activities in the discovery of these new fields were engendered by the knowledge of the fact that present producing fields must within well defined periods be exhausted. Oil operators were willing to take the initial steps in exploitation in the absence of legislation that applied strictly to petroleum operations. The enactment of modern legislation in many of these Republics encouraging and protecting exploitations may cause tremendous oil activities in these countries, and the results may be comparable with the magnitude of the undertakings and the prestige of the companies now entering this territory.These, oil fields are admirably located for convenient distribution of petroleum by water to all the Nations using oil as fuel for shipping and industrial concerns. The oil markets of the western coast of South America will derive immense benefits from the Panama Canal. This navigation route brings these markets into direct ocean shipment with the Atlantic coasts of the Western and Eastern Hemispheres.One deterrent to oil production in the Republics of South America is the want of inland. transportation facilities, but the recent laws of these Republics without exception provide for acquiring rights of way for pipe lines and other modes of transportation; and doubtless the great interests and. syndicates already operating in these regions will, as production increases, provide ample pipe line transportation sufficient to convey to the coast the oil produced. It way be assumed, from the legal guarantees afforded, and from operating equipment and machinery that are now being concentrated that refineries will be erected at shipping points for the purpose of making these petroleum products accessible to the world."

The titanium-rich end of the titanium-germanium system was investigated by x-ray and metallographic methods and verified by resistivity and dilatometer measurements. A constitution diagram is proposed. The titanium-rich portion of the phase diagram is characterized by eutectic and peritectic reactions. The eutectic composition is 19 percent germanium, and the eutectic temperature 1,360° C. The peritectic reaction occurs at 905° C. and 4 percent germanium. Germanium is soluble in alpha titanium to a maximum of 4 percent at 905° C. and in beta titanium to a maximum of 12.5 percent at 1,360° C. Both limits of solubility decrease with decreasing temperatures. Although substantial quantities of germanium are soluble in beta titanium, beta is not retained on quenching. The beta phase probably transforms to alpha by a martensitic reaction.

Almost every process has a predecessor, and studying the predecessor helps to define needs and shortcomings to be addressed in the new design. It also suggests what information is needed by the users in order for them to be able to operate safely and effectively. The end users of a system can provide important feedback to better evaluate the current and proposed designs. When new technology is introduced into a system, mishaps may occur before it is realized that human-system interactions were not considered adequately in the design process. A systematic methodology to evaluate the causes of these injuries and to develop remedial recommendations can enhance safety. This paper illustrates how such an approach was used to assess remote machine operation in underground coal mines. The dynamic work environment of underground mining with its unpredictable geologic anomalies can result in numerous hazards. Many of these hazards, including mine roof collapse, occur near the working face where coal is being extracted. The face area is also where the most intricate interactions of people and equipment occur. For these reasons, a high priority has been placed upon minimizing hazards to the workers at the face. A remote control operation was introduced to provide a safer working distance from these hazards. As the remote control technology began to be widely used for extended cut mining operations, new issues became evident. It was essential to develop mechanisms for mines to evaluate these issues in order to predict and reduce injuries. Mining methods and equipment changes must allow for the ability of workers to adapt to changes in their dynamic mining environment. Consideration should be given to how the worker will use familiar information to make decisions in now unfamiliar situations. There will be both intended and unintended consequences [Merton, 1949]. Designers try to anticipate and eliminate surprises, but it is impossible to eliminate them all. How, then, will the new system affect the tasks to workers which are currently accustomed? As suggested below, this question may be addressed and more of the unintended outcomes predicted with a planned design process which includes strong human factors input to determine interactions and behaviors of participants.

The U.S. Bureau of Mines has developed a portable, inexpensive teleoperation system for mobile hard-rock mining equipment. The system was tested on a compact loader-trammer in a simulated stope. The teleoperation system includes radio remote control and computer-assisted navigation. A recent enhancement includes video cameras mounted on the machine to provide visual information to the operator. This system allows the operator to remain in a safe location while operating the machine from a distance, thus increasing both operator safety and mining productivity.

The new MSHA diesel rules have stone mine operators looking hard at pos¬sible upgrades to their ventilation systems. There are existing methods to reduce diesel engine emissions (MSHA, 2001)(Head, 2001b),but many operators will decide that a ventilation upgrade is necessary is well. NIOSH hay several stone mine ventilation projects underway, but in the meantime a good information resource is the work done by the U.S. Bureau of Mines in the 70's and 80's on ventilation for oil shale mines. The Bureau conducted this research because oil shale mines were projected to be gassy and would, therefore, require a lot of ventilation air. The focus of this oil shale work was on the use of jet tans for lace area ventilation, and on stoppings that would he low Lost and leak-tight. The work also considered changes in mine design to reduce the number and size of stoppings. The findings are still applica¬ble to stone mines.

This information circular is one of a series, published by the Federal Bureau of Mines, on methods and costs of mining uranium ore on the Colorado Plateau. This report describes the relatively small-scale operations of the Salt Wash miner: The mining method followed, the equipment used, and the production costs. It describes 10 lease-operated mines of Union Carbide: Nuclear Co. that are typical of Salt Wash operations on the plateau. These mines lie within the Uravan mineral belt3/ and arc in the Gateway, Bull Canyon, and Uravan mining districts. (See fig. 1.) Generally the ore bodies occur as irregular, discontinuous layers of ore minerals within sandstone beds in the Salt Wash member of the Jurassic Morrison formation. The ore bodies sometimes occur as rolls, pod associat with carbonaceous trash, or tabular masses. Their size and erratic distribution preclude the use of a prearranged and uniform stoping system. The mining method is simply to follow the ore and leave open scopes behind.

"Field inspections and data relative to the use of rubber—sheathed trailing cables in mines show that much cable is ruined or its probable life shortened by being overheated in service.The length of cable required to make connection from a source of supply to a machine at the face workings may be 100 to 500 feet. As a rule, the cable is carried on a reel and unreeled as required; and thus in most cases some of the cable is not removed from the reel. The overheating generally occurs in that part of the cable which is left on the reel.Factors that determine the heating of trailing cables are:1. The size of the conductors in the cable.2. It was impossible to obtain a compressor that would develop this pressure therefore, the 'patentees developed and applied the Cardox method, which utilizes liquid carbon dioxide as the blasting medium."

There are several well-recognized procedures for controlling exposure to hazardous atmospheres in industry. They include (a) substitution of less toxic material, (b) enclosure of processes, (c) wet methods, (d) local exhaust, (e) general ventilation, and (f) use of respiratory protective devices. In addition to their employment as a control measure in occupational exposures, respiratory protective devices also are essential in emergencies that may arise from failure or improper use of other control equipment. Respiratory protective devices usually are employed to supplement other methods of control, as temporary expedients, or when other methods are not readily applicable or practicable. It seems reasonable to assume, however, that where respirators are used consideration has been given to the factors involved and that the devices can provide satisfactory protection if used properly. Their use should not be arrived at simply by a process of elimination of other methods that are more difficult to apply.

Develop a 22-ton capacity temporary mine roof support light enough to be easily lifted and transported manually from one place to another. Approach Several potential approaches were investigated in developing a new temporary support. An all-hydraulic, high-strength aluminum design was chosen as the best. The support was designed, fabricated, and tested in several mines. The first units, built for 6- to 8-foot seam heights, have a load- bearing capacity of 22 tons, and weigh only 55 pounds. How It Works The lightweight hydraulic support is designed for use in any temporary support situation in place of wood posts or steel mechanical or hydraulic supports. This includes use prior to roof bolting in room and pillar mining and in longwall development sections, use as head and tailgate supports for a longwall, and use as turn posts and breaker posts in retreat mining operations. This paper outlines the legal standards and methods for protecting underground coal mines in the United States from explosions of methane gas and coal dust. It will discuss inspection and monitoring of mine atmospheres, dilution of methane through ventilation, methane drainage prior to, during and post-mining, as well as explosion prevention through rock dusting and sealing of mined-out areas. Recent research findings of the National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Research Laboratory on the magnitude of pressures obtained during methane explosions from modeling and full-scale explosion tests at the NIOSH Lake Lynn Experimental Mine will be presented. This work is currently being applied to modeling the structural response of explosion-proof mine seals to pressures from gas explosions. Also, new research will be presented on the inertization of float coal dust in mines through the addition of inert stone dust and on the application of the Coal Dust Explosibility Meter (CDEM), a handheld device developed by NIOSH to directly measure the explosibility of a coal dust - limestone dust mixture based on optical reflectivity.

The 1963 performance of the United States economy was impressive. The year was one of continued growth unmarred by a recession. By the end of 1963 the economy's expansion had already lasted almost as long as the 1954-57 upswing, and the net gain in output since the trough in activity in early 1961 compared favorably with most earlier postwar cyclical advances. There was no indication of any slow- down at yearend. Both gross national product (GNP) and national income in 1963 were 5 percent higher than in the previous year. GNP totaled $584 billion, a gain of $28 billion over 1962. Real output of goods and services rose 3.4 percent over the year. Price increases continued to be moderate. Production, employment, personal income, and corporate profits all registered new but unemployment continued high at 5.5 percent and the prospects for improvement remained poor. The economy again failed to use its full potential. Current value of mineral production kept pace with the economy. The constant dollar value of mineral production gained more than real GNP because of the relatively stable price of minerals. Mining production achieved a new high in 1963. Steel production totaled 110 million tons, 12 million tons above 1962, making 1963 the first 100- million-ton year since 1957 and lifting the steel-associated minerals group upward. The gain in ferrous metals mining was insufficient to compensate for the decline of nonferrous metals mining resulting in an insignificant decline in the metal mining total as a whole. This surveillance report summarizes data on work-related fatal and nonfatal injuries, illnesses, and hazardous exposures in the mining industry for the 10-year period 1986-1995. The term "surveillance," as used in public health, may be new to many readers of this report. With regard to occupational safety and health, the goal of surveillance is to describe the occurrence of work-related injuries, illnesses, and known hazardous exposures; to identify new hazards that may occur due to the introduction of new technology or other factors; and to assess the effects of preventive measures designed to improve worker safety and health. Surveillance provides an overall picture, which can be used to focus resources on areas most in need of prevention programs or further research. Surveillance generally requires the use of multiple sources of data, all of which have their own strengths and limitations. Surveillance in the U. S. mining industry is complicated by the fact that U.S. national data systems that provide information on mining are based on two different definitions of the mining industry. One is established by the Mine Safety and Health Administration (MSHA), the other by the Standard Industrial Classification (SIC) System [Office of Management and Budget 1987] and the 1980 U. S. Bureau of the Census (BOC) Classification System [U.S. Bureau of the Census 1982]. The mining industry as defined by MSHA is based on the regulatory jurisdiction of that agency. Reporting requirements for injuries, illnesses, and workplace exposures are stipulated under the Federal Coal Mine Health and Safety Act of 1969 and the Federal Mine Safety and Health Amendments Act of 1977. Of note is that the oil and gas extraction industry falls outside of MSHA jurisdiction. The Occupational Safety and Health Administration (OSHA) was charged with enforcement in the oil and gas industry under the Occupational Safety and Health Act of 1970. Under the SIC, the definition of mining covers the extraction of naturally occurring minerals, including liquids (petroleum), gases (natural gas) and solids (coal, metal, and nonmetallic minerals). Exploration and development of mineral properties are also included in the SIC definition of the mining industry. The SIC was developed by the Office of Management and Budget for use in classifying establishments based on the type of economic activity in which they are engaged and serves as the industry classification standard for all establishment based Federal economic statistics. This classification is important for occupational safety and health surveillance because it also serves as the industry classification system for all data on work-related injuries and illnesses collected by the U.S. Bureau of Labor Statistics (BLS). The U.S. Bureau of the Census uses an industry coding scheme similar to that used by the SIC. For the mining industry, the categorization is identical in both systems. Death certificate data made available by the National Center for Health Statistics (NCHS) are categorized under this system. Death certificate data are particularly important for surveillance of mortality from work-related illnesses. Key differences between the SIC/BOC categorization system and the MSHA system can be summarized as follows: • MSHA excludes the oil and gas industry, which is classified as part of the mining industry under SIC/BOC. • MSHA excludes work that is done off of mine property; work off of mine property is included under SIC/BOC if it is performed by an establishment falling into one of the SIC/BOC mining industry codes. • MSHA includes mine-associated mills and processing plants; these are classified under the manufacturing industry, rather than mining, according to the SIC/BOC coding structure. Since the data collected by MSHA and the data collected by BLS and NCHS using the SIC/BOC classification system are both important sources of information on the mining industry and in many cases serve different purposes, data from both systems are presented in this report. In general, data using the SIC/BOC system are comparable across U.S. industries and should be used when comparing mining to other U.S. industries. Much of the data in this report are presented in the form of frequencies or rates. A frequency provides only a count of the number of cases without providing any information about the risk of occurrence. Rates provide an estimate of the risk of injury or illness. The reader is cautioned, however, that rates based on small numbers can be unstable; thus, any inferences should be drawn with care. In this report, no rates are presented for groups in which there were fewer than three cases. The incidence of most injury and illness conditions differs by age, sex, and race. For this reason, data in many surveillance reports are adjusted for these demographic factors. It was not possible to do this for most of the rates in this report because information on demographics was not available. With the exception of the proportionate mortality ratios (PMRs), all data presented are unadjusted. A detailed account of the sources of data is in appendix A. The methods used in data selection and analysis are described in appendix B.
