This report describes field investigations conducted in 1953 of two occurrences of manganese and a separate magnetic anomaly in the Southern manganese district of Aroostook County, vicinity of Houlton, Maine -the Pierce deposits, in Hammond Plantation Township; the Burnham anomaly, also in Hammond Plantation; and the Nickerson-Farm prospect in Hodgdon Township. The manganese occurs in a thinly laminated sedimentary rock containing manganiferous carbonate interlayered with fine-grained metamorphosed sediment, rich in chlorite or hematite. The surrounding rocks are mostly dark gray-green slates. Samples composited for metallurgical testing from the Pierce deposits and the Nickerson-Farm prospect assayed 9.0 to 12.3 percent of manganese. More than 90 percent of the manganese could be extracted with sulfuric acid, but in most instances 30 to 40 percent of the iron was also extracted. Leaching tests indicated that, after being reduced in a hydrogen stmosphere at 600° C., about 85 percent of the manganese could be selectively extracted by a solution of ammonia-ammonium carbonate with iron extraction of only 14 percent.

In 1987, 1988 and 1989, at the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines studied the Sperry Creek Wilderness Study Area (OR-003-035; 5,600 acres) and the Gold Creek Wilderness Study Area (OR-003-033; 13,600 acres), plus an additional area (OR-003-033; 2,180 acres) adjacent to the Gold Creek Wilderness Study Area. The wilderness study areas and the addition are south of the Malheur River and are about 20 miles east of Juntura, Oregon. The wilderness study areas and the addition are underlain by volcanic rocks, predominantly basalt and rhyolite flows, breccias, and welded ash-flow tuffs. Lacustrine deposits containing diatomites occur mainly at the east side of the Gold Creek Wilderness Study Area and addition. Alluvium lies along the Malheur River, in terraces and fans south of the Malheur River, and along the floors of some creeks. Shear zones and faults have offset the rocks and provided channels for eruption of volcanic rocks and epithermal mineralization by hot springs.

This Information Circular from the National Institute for Occupational Safety and Health (NIOSH) documents and supplements the information presented in a series of workshops held during 2002 and 2003. The primary intended audience consists of all who are involved in developing and conducting miners' training. According to the Mine Safety and Health Administration (MSHA), mine operators reported 240,000 full-time equivalent workers and independent contractors reported 42,000 full-time equivalent workers working on mine property during the year 2000. Unfortunately, these workers have a relatively high risk of suffering serious work-related injuries and illnesses. The mining industry has the highest rate of occupational fatalities among all U.S. industries. The fatality rate is 30 deaths per 100,000 workers compared to 4.6 for all private industry (Morbidity and Mortality Week Report, 2001; NIOSH, 2002). Compared to workers in other industries, miners also have a relatively high rate of nonfatal lost-time injuries, and their injuries tend to be more severe (Bureau of Labor Statistics, 1999). Many miners are also exposed to significant health hazards, including coal and silica dust, diesel exhaust, and noise. More than 1000 U.S. miners die of lung disease each year (NIOSH, 1999). Mine safety and health professionals have long recognized training as a critical element of an effective safety and health program. Federal regulations (30 CFR, Parts 46 and 48) require mine operators to provide initial safety and health training to all new miners, as well as a minimum of 8 hours of refresher training each year. The time and money being spent to train U.S. miners is substantial, and so there is a strong and steady demand for new and better mine training materials and methods. A growing concern among mine safety professionals regards the training of new workers. A major change in the mining workforce is anticipated within the next decade. In major segments of mining, especially coal, relatively few workers have been hired since the 1970's. Thus, as an entire cohort of miners in the current workforce nears retirement, the replacement of these employees will require an influx of new workers. New miners may be young people who lack the ability to recognize and respond to mining hazards in an appropriate manner. They may also have had different educational experiences than their older counterparts. Many safety professionals believe that these two cohorts require different approaches to training. The papers in this report should help prepare mine trainers for the changes about to occur in the workforce and acquaint them with strategies they can use to enhance the effectiveness of their training. The first three papers present basic principles for teaching adults. The five remaining papers are intended to illustrate how these principles can be applied to the development and imple¬mentation of effective training for miners. Below is an overview of these papers. 1. Kowalski and Vaught review the process and principles of adult learning. The learning model they present includes a discussion of goals, content, delivery, assessment, and remediation. Adults are viewed as active learners, experienced-based, expert in their own right in specific areas, independent, real-life centered, task-centered, problem-centered, solution-driven, skill-seeking, self-directing, and internally and externally motivated. Basic aspects of curriculum development are briefly reviewed. For further information about adult learning, see Camm and Cullen's paper. 2. Mallett and Reinke's first paper discusses issues related to training new miners who have recently or will soon be entering the mining workforce. These new generations of miners have different learning style preferences and training needs than Baby Boomers and other older miners. Even trainers who have been highly effective in the past should reassess their training styles and their classroom materials to determine if they are prepared to meet the needs of these young new workers. This paper provides information that will help mine trainers communicate across the generation gap. 3. Mallett and Reinke's second paper provide an overview of training evaluation. Trainers and decision-makers are given a framework for planning and assessing training evaluation strategies. The authors present Kirkpatrick's (2001) model of evaluation categories and discuss how to start an evaluation plan and various ways to collect data. They do not provide detailed instruction in evaluation methodologies, but give trainers a review of the things they need to consider when developing an evaluation plan. A good evaluation plan can inform revisions to a training course, assess trainee learning, and/or answer managers' questions about program effectiveness. 4. Brnich, Derick, Mallett, and Vaught discuss a technique for incorporating worker participation into fire prevention and safe equipment operation training. This technique involves development of short (5 to 7 minutes) videotapes coupled with toolbox talks that ground the content of the videos within the context of a miner's workplace. An example of one of these training modules is presented, along with the results of an evaluation performed on its effectiveness at improving miners' understanding of what types of information they should be sure to communicate during a mine emergency. 5. Wiehagen, Conrad, Friend, and Rethi discuss on-the-job training (OJT) as a method for teaching miners safety and production skills. Much of the training is done by experienced workers. This paper describes how small investments can help improve the effectiveness of on-the-job training. Effective on-the-job training involves some structure and planning in the transfer of responsibility for task performance from the trainer to the novice. Assisting the trainer could involve helping develop up-to-date job analyses and offering strategies for teaching and evaluating job skills. "INTRODUCTION Preliminary reports by Bureau of Mines engineers 3/ and by the Federal Geological Survey 4/ suggested that exploration would discover substantial reserves of minable ore in the Contact mine, Grant County, New Mexico. During February and March 1943, a sampling program was conducted on this property under the direction of the author. This was art of a general survey of the manganese districts of southwestern New Mexico.In its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources, to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as practicable soon as after its conclusion. The Branch, Lowell B. Moon, chief, conducts preliminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, R. G. Knickerbocer, chief, analyzes samples and performs beneficiation tests. Both these branches are under the supervision of Dr. S. Dean, assistant director. With respect to this report, special acknowledgment is due to C. H. Johnson, district engineer for New Mexico, and E. D. Gardner, regional engineer, and his staff, of the Central Region of the Bureau of Mines at the time of this work in 1943; also to Kenworthy, metallurgist at the Rolla. The growth-promoting properties of coal-derived humus were tested by a variety of bioassay methods. Humate materials used included leonardite, a form of naturally oxidized lignite, and humic acids extracted from leonardite. It was found that the greatest effects were evident when water-soluble humic acid was applied to excised root tips. No significant short-term effect was noted when water-soluble humic acid was applied to stem or coleoptile sections. Root initiation was promoted in bean stems when high concentrations of coal-derived humate were applied. Gross weight of tomato plants was increased by up to 40 percent when coal-derived humates were added in concentrations of 101 to 104 ppm to the nutrient in a hydroponic growth test of 6 weeks' duration. It is concluded that coal-derived humate promotes the uptake of minerals, specifically iron, by serving as a metal chelate.

This Bureau of Mines report reviews the various methods of removing the liquid from tailings slurries that contain very fine grained solids. Gravitational settlement, centrifugation, filtration, and thermal drying methods are discussed in detail. Chemical additives, electrokinetic dewatering, and the rotary trommel screen are also mentioned. Lists of dewatering equipment and suppliers are given in the appendixes to assist the planner who must choose the most efficient, economic, and practical method of dewatering very fine grained mill tailings.

A prototype EM Location System was fabricated and tested at the Geneva Mine near Dragerton, Utah. This system consisted of six manpack transmitters and six manpack receivers covering the frequency band from 900 Hz to 2900 Hz as well as a six channel receiver designed for use in a helicopter. Tests showed that EM signals from lightweight (314 lb) transmitters could be detected both on the surface and from a helicopter through -2 as much as 1650 ft of relatively high conductivity (2 X 10 mhos/m) over- burden. Furthermore, the resulting field strength profiles could be used to determine source location to within 150 ft of the actual surveyed location in the mine. Modifications were made to a Monitoring, Locating and Communications System being tested at the Bruceton Mine, Pittsburgh, Pennsylvania. These modifications have improved the performance and quality of the paging and voice telephony mode of the system. Subsurface receiver modifications have improved reception of voice downlink signals.

This chapter analyses the parameters influencing initial design of communication systems, for new mines and upgrading existing systems. Paragraph 5.2 outlines those variables that must be taken into account during the design stages of a new wired phone system. Recommended features, general requirements, and how they can be implemented are treated in this section. Paragraph 5.3 describes ways of improving or extending the range of trolley carrier phone systems and pager phone systems already installed in the mine. 5.2 New Phone System Design The task of designing an adequate communication, control, and monitoring system for an underground mine must be addressed on a system basis. In addition to insuring that effective voice communication is established, any new system should take into account present and future requirements of remote control and monitoring functions. Chapter 4 illustrated the drastic savings in response time that can be realized when remote control and monitoring are integrated into the overall communication system. The importance of including control and monitoring in the overall design plan for any system cannot be overemphasized. Because each mine is unique, and thus usually has its own special operating characteristics and communication requirements, there is no such thing as "the one best system" to meet the requirements of all mines. The optimum communication, control, and monitoring system for a mine must be one that has been tailored to meet the special requirements of that particular mine. Factors that must be considered during system design include- a. Type of mine and mining methods (low- or high-seam coal, deep hardrock mine, stope caving, longwall, room and pillar, etc.). b. Maximum number of working sections. c. Expected mine growth rate and eventual maximum size. d. Haulage methods (tracked trolley, diesel, belt, etc.). e. Underground power distribution system (dc, ac, or both). f. Features desired (two-way radio paging, private line capability for emergency use, etc.). g. Redundant or backup systems for use during outages of the normal system. Although no two mines are alike, the following items have been established as the main characteristics desired for any underground communication system: 1. Multiple Communication Paths to Outside--the objective here is to give all telephones a second method of communicating with the surface. 2. Audible Emergency Signaling--the communication system provides the main means of alerting miners during emergencies. The system should include means to broadcast distinct audible signals for emergency signaling. Initiation of these signals should probably be controlled from. a central outside point, such as a surface control room. 3. Emergency Override--provisions should be included to permit any conversation to be overridden with emergency communication. 4. Selective Area Page--as mines grow larger it is apparent that the entire telephone system paging mode need not be activated each time a call is initiated. When the general area of a

The frequency of mine fires during recent years, with an apparent increase in recent months, has focused attention on the necessity of reducing this hazard by every means possible. Investigation reports are available on 51 mine fires of electrical origin between August 15, 1949, and August 16, 1954. Nine other fires in the same period were suspected as being of electrical origin. Every mine fire is a potential hazard to underground workmen; it is remarkable that only six lives were lost as a result of these fires, since the injury list was very high. Modern mining methods, with increased power demands and extended distribution systems underground, involve greater electrical hazards and possibilities of costly production delays as a result of inadequate electrical service. Improvements in electric-power-distribution facilities in many underground coal mines is desirable. The purpose of this paper is to show the need for this improvement as revealed by studies and investigations of electric-power-distribution systems representative of those in a large number of coal mines.

This study, of the liquidus temperatures and densities of molten alloys of zinc and aluminum was made as part of a broader investigation on refining of scrap aluminum. One of the methods of refining involves the separation of liquid and solid phases by gravity segregation and by filtration. More accurate data were required on the liquidus temperatures and the densities of molten' mixtures of the metals than were available in the technical literature. New data on the liquidus curve were obtained by thermal analysis. The new temperatures are, for the most part) somewhat higher than those reported previously by other investigators. The density of molten mixtures of zinc and aluminum were found to be less than would be calculated by assuming that the two metals occupy the same respective molal volumes in solution as they do as pure metals.

This study summarizes and amalgamates much information collected, compiled, and utilized by the Bureau of Mines numerous country specialists and branch chiefs for inclusion in their country and regional reports that comprise the five other volumes of the international studies of the Minerals Yearbook. Because of the plethora of sources used in preparing these regional studies, it is impossible to cite all sources of information used in preparing this summary, but some recognition seems due. Generally speaking, the preparation of this study, and its related detailed studies on countries and areas, would be impossible without the efforts of the personnel of our counterpart agencies throughout the world. Information that they collect, compile, and then publish, either in their own volumes or in publications of central statistical agencies in their countries, are the foundations upon which this work rests. Thus, we must begin by expressing our appreciation to the multitude of persons employed by these agencies for their contributions.

"While distribution of air currents to working faces is a necessity in coal mines, especially those having explosive gas, advancing faces in metal mines rarely have circulating air other than the ordinarily inadequate amount supplied through the compressed air system. Even where comparatively large quantities of air pass through main mine shafts and levels. whether the circulation is actuated by fans or by natural ventilation, only occasionally can a metal mine be found where any considerable percentage of the ""blind ends"" has circulating air of sufficient velocity to be measured by an anemometer or even be discerned by deflection of flame of candle, or of acetylene lamp; and unfortunately these ""blind ends"" include nearly all of the places from which rock is taken.During several years study of metal-mine ventilation in various mining districts of the United States, it has been found that in some mines many of the workers in ""blind ends"" practically continually breathe air with 0.02 to 0.04 per cent of CO gas from unremoved fumes from explosives; in other mines CO2 chiefly from timber decay and breathing of men, is so high that a candle will not burn though usually the acetylene lamp will, hence oxygen is below 17 per cent but above 12 per cent; in some regions CO2 from strata fills the entire mine forcing cessation of work; in other mines in dead ends, gases such as nitrogen, H2S, SO2, etc., are found under some conditions. In many regions with hot rock or water (especially in deep workings) men in blind ends must work with little or no circulation, in air above SO degrees F. and even above 90 degrees, relative humidity only too frequently being around 100 per cent; in other regions workers in blind ends in practically ""dead"" air must continually breathe enormous quantities of finely divided rock dusts. All of the above conditions are decidedly harmful to health and prevent the worker from delivering anything approaching an adequate quantity of work, and in addition, some of these conditions have direct or indirect effect in bringing about definite increase of accidents; all of the above mentioned bad conditions in ""blind ends"" in metal mines as well as their ill effects, are remediable by providing at those places adequate quantities of fresh circulating air."

This research program was conducted to determine if respirable coal dust emanating from a continuous mining machine can be suppressed more effectively by a high expansion foam than by the water sprays conventionally used. A high expansion foam system was developed and tested on a continuous mining machine under actual operating conditions. The utility of the system was demonstrated. Test results tend to show that foam application is more effective than water sprays in suppressing respirable coal dust. However, because of the extreme variability of the test conditions, scatter in the sampling data, and other factors, not enough data was obtained to form a firm conclusion that foam is more efficient than a water spray in suppressing respirable coal dust. Sufficient statistical data was obtained, however, to indicate that foam is more efficient than water in suppressing total float coal dust.

This study examines the patterns and trends in noise exposure documented in data collected by Mine Safety and Health Administration inspectors at U.S. coal mines from 1987 through 2004. During this period, MSHA issued a new regulation on occupational noise exposure that changed the regulatory requirements and enforcement policies. The data were examined to identify potential impacts from these changes. The overall annual median noise dose declined 67% for surface coal mining and 24% for underground coal mining, and the reduction in each group accelerated after promulgation of the new noise rule. However, not all mining occupations experienced a decrease. The exposure reduction was accompanied by an increase of shift length as represented by dosimeter sample duration. For coal miners exposed above the permissible exposure level, use of hearing protection devices increased from 61% to 89% during this period. Participation of miners exposed at or above the action level in hearing conservation programs rapidly reached 86% following the effective date of the noise rule. Based on inspection data, the occupational noise regulation appears to be having a strong positive impact on hearing conservation by reducing exposures and increasing the use of hearing protection devices and medical surveillance. However the increase in shift duration and resulting reduction in recovery time may mitigate the gains somewhat.

One potential peaceful application of nuclear explosives is stimulating the production of liquid or gaseous hydrocarbons from essentially nonproductive deposits of petroleum, natural gas, oil shale, and tar sands. Within the United States the appreciable difference between producible proved reserves and ultimate reserves and resources of hydrocarbon deposits is of such magnitude that much petroleum, natural gas, shale oil, and bitumen will not be produced unless significant technological progress is made in production techniques. The shattering effect of contained nuclear explosives and, to a lesser extent, the heat produced, have been considered as stimulative forces when the thickness, depth, and nature of such deposits permit considering the use of nuclear devices. Mechanical production problems would be less in an oil or gas reservoir than in an oil-shale or tar-sands deposit. Also, tar-sands resources in the United States may not be adequate to warrant serious consideration of applying nuclear-explosives stimulation. Gas reservoirs should present the least-radioactive-contamination problem. The technical feasibility of using nuclear explosives cannot be evaluated fully at present. Additional information is needed on the effects of pressure, heat, and radioactivity on the solids and fluids of hydrocarbon deposits, the nature and extent of induced fractures in different rock media, and the possibility of isolating and confining or removing radioactive contaminants. Final technical feasibility can only be determined by a field test. If technical feasibility is established, economic feasibility will depend upon the comparative cost of producing hydrocarbons by nuclear explosives and by conventional means. It is probable that an economic comparison would favor nuclear stimulation only where devices of relatively high yield could be used practicably and safely.

The last detailed lint of permissible units was published as Technical Paper 4294/. All of the blasting units of that list have become obsolete or have boon modified as covered by extensions of the original approvals.

The current rulemaking on mine illumination makes it necessary for mine personnel to have an understanding of the behavior of light. They must be able to understand many terms that are new to the industry and must be familiar with the use of various types of photometers. With this knowledge, the enforcement criteria for mines can be understood and compliance can be maintained.

I do not regard the criticism by Rankin of my work as valid or even meaningful. I strongly reject the assertion by Rankin that my results are invalid. As stated in my paper, the equation to solve (in e. m.u. ) is: [ ] where n2 =4 ps? . This may be rewritten as three scalar equations in Cartesian coordinates, one of which is [ ] The equation to be solved is the diffusion equation, and it is not appropriate to consider waves in this context. In the method a point-wise solution to the problem is approximated. As discussed in my paper the approach taken at discontinuities in conductivity is to choose the normal component of [E] at the discontinuity as the average of the normal components on either side of the discontinuity. This is similar to the well-known assumption made in obtaining Fourier series representations for piecewise continuous functions (Pipes, 1958; p. 51). In the geophysical problem this means that the discontinuity is approximated by a transition zone, which is a very good approximation for such cases. By using this approach, both the values of the function and its derivatives give a good estimate for those associated with the physical situation. It is not apparent and Rankin has not shown that "all the field components and the derivatives are grossly distorted in the region about the boundary" for geophysically realistic situations. He has given no evidence to support his assertation that the results are "invalid". Although Rankin declares that one cannot calculate the electric components from the magnetic, in his discussion he has not stated why this is so. After once calculating the magnetic components the electric components may be calculated, but one must insure that the initial solution is accurate enough to prevent significant round-off errors.
