As a result, the present report partially reflects the efforts of the members of the Association.

This report analyzes mine fires for all U.S. underground and surface coal mining categories by state and2-year time periods during 1990–1999. Risk rate values are derived, and ignition source, methods of fire detection and suppression, and other variables are examined. The data were derived from Mine Safety and Health Administration (MSHA) mine fire accident publications and verbal communications with mine personnel. The analysis will provide the National Institute for Occupational Safety and Health, MSHA, and the mining industry with a better understanding of the causes and hazards associated with mine fires and will form a basis for future fire research programs.

Lime-soda sinters, made and processed for recovering alumina and soda, consisted of several types of compound structures differing from the ideal dicalcium silicate and sodium aluminate. Many or these compound structures were causes for low alumina recovery and contributed to the relation or leach slurries. Presence or free lime, whether in the sinter or released by hydrolysis of sinter compounds, contributed to relation of leach slurries. Free lime tends to establish the initial viscosity assumed by a leach slurry. Previous investigations by the Bureau of Mines (1, 4)4/ and by other laboratories (5) have demonstrated the technical applicability of the lime-soda sinter process to the recovery of alumina from aluminum silicate materials. The basic concept of the process is sintering aluminum silicate materials with limestone and soda ash for the production of dicalcium silicate and sodium aluminate and then extracting the sodium aluminate by leaching the sinter in causticized liquors. Alumina is precipitated from the pregnant liquors by carbonating with carbon dioxide. This paper presents the results of a study to verify and validate a computer model that represents and analyzes motions and hazardous events in a simulated three dimensional workplace. The purpose of the computer model is to support research that is investigating the safe speed range for the vertical movement of roof bolter boom arms to reduce worker injuries in underground coal mines. The information obtained for this paper is based upon a project that is investigating means to reduce workers risks of injury from exposure to mining machinery. The methodology being employed by the project includes human factors design considerations, anthropometric modeling and simulation tools, laboratory validation, engineering interventions, and collaboration with industry and an equipment manufacturer. The results of this study were used to (1) determine the input parameters that are unique to the mining environment and needed to develop a credible, computer-based, human-machine interactive model, (2) develop test methods to measure the required parameters, and (3) to refine the human-machine interactive computer model.

The Bureau of Mines has designed and put into operation a fail-safe control system for use in underground coal mines equipped with methane drainage pipelines. This control system can detect certain unsafe conditions and respond by automatically shutting off the flow of methane from the degasification borehole to the drainage pipeline. Methane flow is shut off when the methane content in the return airways reaches a predetermined level (typically 1.5 pct), when the methane drainage pipeline is ruptured by roof fall, or when there is an electric power failure. The fail-safe control system was designed using commercially available components and a methane analyzer system previously developed by the Bureau. The fail-safe system consists of a unit that combines a shutoff valve and pneumatic valve actuator, and electronic and mechanical equipment designed to detect hazards and effect shutdown. The fail-safe control system was designed to meet regulatory requirements issued by the Mine Safety and Health Administration (MSHA), U.S. Department of Labor, and State regulatory bodies for the safe operation of underground methane pipelines used for mine degasification. MSHA has inspected and tested this system and permitted its use in two mines. The Bureau installed the fail-safe system in two working coal mines, where successful performance has been demonstrated.

Amino acids were investigated in conjunction with rare-earth separation by ion exchange to determine whether they can be utilized effectively as retaining agents for metals separation using ethylenediaminetetraacetic acid (EDTA) eluant at 85° to 90° C. Hydroxyethylethylenediaminetriacetic acid (REDTA) and diethylenetriamine pentaacetic acid (DTPA) were the most effective amino acids investigated. Elements of atomic numbers 39 and 57 through 68 were effectively retained, whereas elements of atomic numbers 69 through 71 passed through the retaining-agent band. Utilization of REDTA or DTPA retaining agents allows an increase of 75 percent in the EDTA eluant concentration over that possible with hydrogen-or copper-retaining ions without precipitation occurring. Eighty-five percent recovery of the EDTA eluant collected before rare-earth breakthrough and during elution of lutetium, ytterbium, and thulium, and essentially complete recovery of the REDTA or DTPA retaining agents, are possible without extensive processing.

"Reduction of mine accidents appears to depend upon essentially the same fundamentals, whether considered from the viewpoint of the mine operator, miner, State mine inspector, or safety engineer. Conditions of mine operation with respect to safety are governed in most States by a mining law, usually somewhat general in its provisions but more specific than laws dealing with other industries, Methods of mining development and practice evolved through experience have been handed down from generation to generation; many of these are intended to avoid injury to men and also loss of property. To carry out the intent of these bases of law and experience relating to safety supplemental measures and conditions are necessary. Among these may be: (1) Planned safety rules adapted to the mine and compliance by both officials and Miners with such of these rules as pertain to their work; (2) a supervisory force adequate and competent to ¬administer the mining laws and safety rules; (3) discipline adequate to secure compliance with safety measures; (4) safeguards against mechanical, electrical, falling, and other hazards; (5) mining operations planned with respect to safety of workers; (6) an active safety organization of officials and employees; (7) education of officials and employees in safety practices; and (8) an active sustained interest in safety by management and employees.This paper presents the viewpoint of the safety engineer, though a safety engineer connected with a specific mine or group of mines would be in a better position than the writer to present the industrial engineer's thought. The application of the mine safety fundamentals just outlined will be given consideration from observations of methods used by safety engineers and supervisors.The term ""safety engineer"" includes men of various duties, various degrees of experience, and various authority. Depending upon the size of the operation or the interest of the management in safety, the safety engineer may have accident prevention as his sole duty; he may be the head of a sizable safety organization; or he may be in part a claim agent; a statistician compiling figures for the enlightenment of the company, the public, or a mining institute meeting; a surveyor who must convince the miner that his scale of 10/10 equals 1 foot does not defraud the miner of 6 inches to every yard measured; or he may be by heaven¬ly gift an orator capable of assuring the employees that ""all's right with the world""; he may be a young engineer gaining, experience while checking the observance of company rules and investigating accidents; or he may have the physical ills frequently resulting from several decades of mining experience and instead of a pension, the position of safety engineer has fallen to his lot. He may have mine-operating authority to correct immediately a dangerous condition or practice or he may have his recommendations officially disregarded at the monthly meeting or when the bottom of the desk basket is reached. He is likely to find that his viewpoint on accident reduction is considered unsound today because of youth and inexperience and unsound later because of old age and senility. He is likely to find the easiest course to be that of attributing to Providence and the carelessness of the worker the mishaps that result in the removal of a man to the hospital or the morgue."

Massive roof overlying the working seam in longwall operations can cause hazards if it does not cave readily behind the face supports. The overhang thus formed can overload the supports and endanger personnel when it collapses suddenly as a large rock mass. This Bureau of Mines report proposes the use of a concentrated load, either strip or point loading, applied onto the roof with the help of the upward thrust of the face supports. An experiment was conducted in the laboratory to obtain information about break characteristics and the values of significant parameters of three sedimentary rocks. The results were used to determine the breaking load requirement for a strong roof possibly encountered in typical longwall operations. The results show that the roof slab of moderate thickness can be fractured within the load capacity of off-the-shelf powered supports.

A guide to the development and use of an APL computer program for the analysis of load-flow problems is presented. The program is designed to provide an interactive method of load-flow study to improve underground coal mine electrical system design and safety. The theoretical basis for load-flow analysis is discussed, along with per-unit calculations which facilitate computation. Specific input/output, execution and network modification procedures are presented for using the APL program. In addition, typical results are given for examples taken from power system analysis literature.

This paper describing the methods of ruining a sand, gravel, and bowlder deposit 20 miles east of Los Angeles, and the classification and preparation of these materials for market, is one of a series being prepared for and published by the United States Bureau of Mines on methods and cost of mining sand and gravel. These papers are designed to disseminate technical information regarding, the methods used. The cost tabulations represent operating expenditures only and not total costs. It is recognized that publication of total costs might in many instances cause embarrassment to individual operators as well as to the industry as a whole. On the other hand, operating costs are essential to the technical discussion anti study of the methods employed. The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scope of the cost tabulations stall ensue. "Investigations of the infrared spectra of crystalline and amorphous silica particles of different sizes (0.05, 5, 10, 15, 30, 45, and 260 um) in the range of 400-4000 cm-1 using Fourier transform infrared/photoacoustic spectroscopy we reported. The change in the intensity I of the signal with porosity e of powders follows the e/(1 - e) dependence for strong bands and e dependence for weaker bands as pre¬dicted by the theory of McGovern of al. For strong bands, I also follows the empirical relation I ~ D-n, where D Is the particle diameter in cm and n = 0.34-0.42. The anomalous positive frequency dependence of I on the modulation fre¬quency f observed for the stronger bands in the 45-pm and 260-pm particles Is believed to result from saturation. Some observations on the effect of changing the background from (carbon black) powder to pellet are also made.INTRODUCTIONSince the publication of the Rosencwaig—Gersho (RG) theory on the photoacoustic effect in solids (1, 2), Fourier transform infrared/photoacoustic spectroscopy (FTIR/PAS) has become an important technique for obtaining the IR spectra of surfaces and materials in their natural state (1-12). In the one-dimensional RG theory, the incident radiation, modulated at frequency f, is absorbed by the material to a depth pp = 1/B (B = absorption coefficient), thus setting up temperature variations in the material. These variations heat the adjacent gas/solid interface leading to the pressure fluctuations of the gas above the sample, which in turn is detected by microphone as a PA signal. The thermal wave originating from no deeper than the thermal diffusion length(2k/npcf) 1/2 in the material contributes to the PA signal (here k, p, and c are respectively the thermal conductivity, density, and specific heat of the material). Since u2, can be varied by varying the experimental parameter f, depth pro¬filing by PAS is possible and a number of papers on this subject have appeared in recent years (2-10). Another im¬portant phenomenon is saturation which occurs when the material thickness 1> u> us (1-12).The original promise of PAS for use with powder samples, without the need to ""prepare"" samples as in FTIR spectros-copy, has not yet been fully realized because of several com¬plications. Theoretical works by Monchalin et al. (13) and McGovern et al (14) showed that the interstial gas in the voids of the powders can act as amplifier and that, for the same mass, a finer powder is expected to yield higher PA signal than a coarser powder. Although in a number of earlier studies (15-21) an increase of PA signal with decreasing particle size has been observed, a quantitative check on the equations developed by McGovern et al. (14) has not yet been made. It is necessary to understand the particle size effects in PAS if the promise of PAS for IR spectroscopy of powders is to be realized. In this paper, we report results of a detailed study on the PAS of silica powders for the particle size range of 0.05-260 um and compare the results with theory (14). We have also investigated the frequency dependence of the variousIR modes in these powders and show that the saturation phenomenon affects at least some of the observations. Some observations on the effects of pellet vs powder background are also reported (22-24). Details of these findings are presented and discussed in this paper."

In laboratory testing, the Bureau of Mines established criteria by which common resin-grouted roof bolting systems can be evaluated and compared. Ultimate strength and stiffness were determined for nonten-sioned full-column, point-anchor, tensioned full-column, and debondable resin-grouted bolts, and for variations on full-column boltsn Bolt per-formances were compared using the performance of the 3/4-in full-column resin-grouted bolt as the standard. New and innovative systems can also be qualitatively compared against this standard. Since the medium into which a resin-grouted bolt is installed is one of the most important parameters affecting bolt performance, various host mediums were used in the testing: sandstone, concrete, simulated coal, simulated shale, and plaster. Bolt performances expected in other mediums can be inferred from the response patterns obtained in these mediums. Results indicate several functional differences among bolt types. Where resistance to shear is important, point-anchor bolts may outperform nontensioned full-column bolts at a lower cost. In medium-to soft-strength rock, tensioned full-column bolts perform best. Also, varying the resin-steel ratio seems to have little effect on the properties of a full-column bolt, when proper resin mixing is ensured.

This paper presents one of a series of digests of foreign mining legisla- tion and court decisions that is being prepared in advance of a general report relative to the rights of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the laws of Switzerland has been prepared from the best information available in ashington, but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consuler officers, to whom it is being referred through the courtesy of the Department of State. Sitzerland is a small country in which little mining is done, yet it has a voluminous body of mining legislation. There are two salt-mining districts in Switzerland; that at Bez, Canton of Vaud, belongs to the Canton but the deposit is worked by a private company; and those at Schweizerhalle, Rheinfelden and Ryburg are worked by a joint stock company formed by the Cantons interested. Iron ore is mined at Gonzen, Canton of St. Gallen, and large beds of gypsum are worked, mainly for domestic consumption. In general, however, although many kinds of minerals are said to have been found in Switzerland, mining operations are irreguler end relatively unimportant. Even during the world war only about 2,500 persons were employed in mining establishments and most of these were in under round stone quarries. On the other hand, the republic comprises 22 Cantons, of which 3 are divided, making 25 units, and in the absence of generel Federal legislation, each of these units virtually has its own distinct mining la Under these circumstances, it is obviously inadvisable to review the mining lars of Switzerland in the same detail as those of other countries which Lave been digested in this series. For the lars of individual Cantons, as well as for a more comprehensive summary of the Swiss legislation as a whole, the reader is referred to a recent German publication." It is the purpose of this paper to review theoretical model concepts in through- the -earth transmission of electromagnetic waves. While the subject is very broad in its defined scope, we will be conscious of the specific applications to mine rescue and emergency telecommunications in coal mine environments. The plan of the paper is to outline previous theoretical efforts without attempting to attach names or organizations to the specific developments. However, we include a guide to the literature as an appendix. Without pretending to be entirely impartial we include a critique of the limitations of the available analytical models. As I see it the central problem is to calculate the steady state mutual impedance of a four-terminal network that is the black box characterizing the through-the-earth path. Problems of secondary importance include the determination of the input impedances of the two pairs of terminals and the associated transient responses. [ ]

[Experimental studies were made to develop a laboratory technique for direct removal of cadmium and germanium from sphalerite concentrates. Cadmium- and germanium-bearing concentrates from the Illinois-Kentucky fluorspar field were sound to be, amenable to an inert atmosphere fuming process for removing these two moats in the form of gaseous sulfides. Treating the condensed fume by pyrometallurgical methods upgraded the material end provided a means of partly separating the constituents. Cadmium was concentrated about 35:1 arid germanium about 300:1. The extractive investigations were supplemented by vapor-pressure studies on the sulfides of germanium to obtain fundamental data for larger scale laboratory conditioning and control when treating the zinc concentrates. Vapor-pressure curves were developed for synthesized monosulfide and disulfide The results of these- investigations indicate the possibility of significantly increasing the recovery of cadmium from zinc concentrates. Comparison with present recovery of germanium cannot be made, since commercial recovery data arc not available.]

Although hydrocarbons accounted for more than 60% of Bahrain's income and more than 80% of export earnings, this island nation sustained one of the more diversified economies in the Gulf Region. The availability of low-cost natural gas for electric power has fostered the development of a significant aluminum refining and manufacturing industry with emphasis on vertical integration. The Bahraini iron pelletization plant, closed since 1986 due to financial problems, was scheduled to reopen by early 1989. Commodity Review Metals.-Aluminum.-Aluminium Bah-rain Bsc (Alba) attained record high production levels in 1988 taking advantage of favorable aluminum prices, which averaged over $2,000 per ton as compared with less than $1,500 per ton in 1987. Net aluminum production was nearly 13,000 tons over design capacity. Fewer standard ingots (52,081 tons as compared with 79,685 in 1987) were produced as Alba concentrated on higher value added products such as rolling ingots (42,324 tons as compared with 32,125 tons) and extrusion billets (60,934 tons as compared with 46,618 tons).

A few years ago, (March 3, 1915) Congress passed a law providing for the establishments of ten mining experiment stations under the supervision of the Bureau of Mines. In 1917 the Secretary of the Interior decided that one of these stations should be devoted to Petroleum, and in the early part of 1918, approved the establishment of the Petroleum Experiment Station at Bartlesville, Oklahoma, upon the condition that the city furnish the site for the buildings and guarantee $50,000. for the erection of the buildings. A building site of 5 acres and the necessary building fund was furnished by the Bartlesville Chamber of Commerce.The buildings consist of an administration and laboratory building, both of brick construction. The former is a two-story structure of eight rooms. A large room occupying over half of the main floor is devoted to the library, reception room, and clerical force. The remaining rooms comprise a drafting room and six offices occupied by the staff assigned to this station. The laboratory is a one-story brick building and contains a well-equipped chemical and physical laboratory, also a machine shop and mechanical laboratory. In addition to the main buildings there now are on the property an experimental refinery, a blue-print house, and a store house. These latter buildings are all of sheet-iron construction.
