This Bureau of Mines report deals with water infusion of coalbeds, which can control methane emission at face areas during developmental mining and which may sometimes suppress dust. Studies show that water infused into the coalbed flows through the fracture system and displaces the methane in the fractures and prevents migration from the solid coal. Displaced gas migrates away from the face area that has been water infused and enters the return ventilation airways. A gradual decrease in methane emission is observed from the start of infusion until the infused zone is mined through. Depending on the permeability of the coalbed, infusion pressures ranged from 300 to 2,200 lb/in2. Face emissions in the Upper Kittanning coalbed were reduced by 89 pct; reductions of 38 to 79 pct were measured in the Pittsburgh coalbed depending on the relationship between the face cleat direction and mining direction. Respirable dust levels were reduced by about 75 pct on a longwall section in the Pocahontas No. 3 coalbed and by about 50 pct on a development section in the Upper Kittanning coalbed, but no statistically reliable reduction was found in the respirable dust levels in the Pittsburgh coalbed.

The Bureau of Mines evaluated the hydraulic stimulation of a gob-degasification borehole to determine if this procedure would aid in degasifying a longwall panel. The stimulated borehole did not degasify the longwall panel as expected either before or after mining of the panel started. It reduced the underground methane emission only 11 pct, considerably less than the reductions effected by two unstimulated boreholes in the same panel. Some probable reasons for the reduced methane flow from the hydraulically stimulated borehole are very low reservoir gas pressure, location of hydraulically stimulated zones within the grouted casing, a casing break caused by lateral shifting, possible vertical movement of rock strata during caving, grouting of a 4-inch pipe blocking three stimulated zones, plasticity of shales, and possible hole damage by swelling of water-sensitive minerals. The borehole was also located between two second-mined areas, which may have allowed partial degasification of the overburden and the coalbed in advance of mining. Finally, a period of 3 months is probably not long enough for the borehole to degasify the overburden before mining.

This report describes the preparation characteristics of the significant coalbeds from which samples could be obtained in Webster County, W. Va. In 1964, approximately 825,000 tons of coal was produced in the county, of which 732,000 tons was mechanically cleaned in three preparation plants. The Sewell coal bed accounted for 94 percent of the coal produced. Twelve samples were collected from five coalbeds. Four of the samples would require upgrading to meet metallurgical requirements; two others of just over 8.0 percent ash would require some upgrading. In general the coalbed samples collected in the county were of medium-sulfur and medium-to low-ash content as received or after removal of the sink 1.58-specific-gravity material.

To minimize support costs and to improve ground control by improving wood-crib design and utilization through the development of engineering methods that will match the placement and performance of the wood cribs to the load conditions imposed by the mine environment. Background While wood cribs are used extensively to stabilize mine openings, their utilization is often based on historical practice or trial-and-error rather than on engineering design. This has led to conservative crib utilization where more capacity than is necessary is employed or inadequate capacity is provided when mine conditions worsen. Critical design parameters, such as the stiffness of the support structure, are often ignored. Optimum crib design and employment is becoming increasingly important as the utilization of wood cribs increase due to the growth of longwall mining, and as the cost of wood continues to rise. A single longwall operation will spend as much as a million dollars per year on the support of the gate roads.

Coal bumps are defined as sudden failures of rock and coal near entries that are of such a magnitude that they expel large amounts of material into a mine opening. Coal bumps are influenced by geologic conditions, the geometric design of coal mine excavations, and the sequence and rate of extraction. Researchers from private industry and the National Institute for Occupational Safety and Health have studied mechanisms of violent failure and have identified individual factors that contribute to coal bumps. In an attempt to develop tools for assessing coal bump potential, the authors initiated a comprehensive study using information from 25 case studies undertaken in U.S. mines. Multiple linear regression and numerical modeling analyses were used to identify the most significant variables contributing to coal bumps (excluding bumps related to fault-slip). Twenty-five geological, geometrical, and geomechanical variables were considered initially. The most important of these variables were then identified as (1) energy as calculated using the mechanical properties of the strata, depth of overburden, and joint density, (2) mining method, (3) pillar factor of safety, and (4) stress gradient and yield characteristics.

The success of longwall mining can largely be traced to the development of powered roof support systems. The most significant improvement in powered support design has been the shield support, which improved kinematic stability and promoted the application of longwall mining in difficult-to- control caving conditions where chock and frame supports were inadequate. The most obvious trend in shield design has been an increase in shield size and capacity. This U.S. Bureau of Mines report examines shield design and operation practices and their consequences for the utilization of high-capacity shield support systems. An optimization goal is to minimize support loading by selecting an active shield setting force that is compatible with strata behavior and shield loading characteristics. Shield stiffness is an important design parameter that is often overlooked. A consequence of increasing shield capacity by incorporating larger diameter leg cylinders is a proportional increase in shield stiffness. Setting forces have also increased in direct proportion to the increase in shield capacity. The increased stiffness and higher setting force cause the available capacity to be consumed more quickly, severely limiting the ability of high-capacity supports to last longer and provide reserve capacity for difficult mining conditions.

During the calendar year 1927 the United States Bureau f Mines conducted, for the third consecutive year, a safety contest among more than 250 mines and quarries. Aside from its underlying purpose to promote safety, the object of the contest was to learn which mine or quarry had completed the year's work with the smallest proportionate loss of time from accidents to its employees. Competing companies were grouped into five classes, namely, anthracite mines, bituminous teal mines, metal mines, nonmetallic mineral mines, and quarries and open-pit mines. To the winning company in each group was awarded the bronze trophy "Sentinels of Safety," the gift of The Explosives Engineer magazine. The winner in each group was the mine or quarry whose record showed the smallest loss of time from accidents in proportion to the total amount of time worked by 411 employees. This proportion is designated the "accident-severity"3 rate; it indicates the number of days of disability resulting from personal injuries per thousand man-hours of work performed by all employees. Each company's standing was determined by the Bureau of Mines from detailed records furnished by the contestants. Records of the leading companies were made known to a committee of seven men well known to the mining industry but not connected with the Bureau of Mines. This committee selected the winning companies in accordance with rules governing the Competition. According to the contest rules, the competition for the trophy was restricted to mines employing at least 50 men underground and to quarries and open-pit mines employing at least 25 men in the pit. As several plants fell below these figures during the year, their records could not be considered in connection with the award of the trophy. Figures covering these plants are, however, included in the attached tables.

D. 1 Most Effective Salts A. Ammonium Phosphates Monammomium phosphate and diammonium phosphate (salts of ortho phosphoric acid) are superior to the triammonium salt in fire-resisting properties. Of these two, the monammomium salt is chemically the more stable. It is also held very retentively by a number of woods, thus reducing leaching out of the salt if exposed to water. Saturated aqueous solutions of mon- or di-ammonium phosphates have vapor preservatives corresponding to an atmospheric relative humidity of 9Z to 93 percent, the wood, will, therefore, not attract any moisture at humidities below this figure. Low concentrations (1 lb dry fire-retardant per cubic foot of the dry, treated timber) will stop flame and high concentration (5 lbs. per cubic foot) will prevent smoldering. B. Ammonium Sulphate In low concentrations ammonium sulphate has only a small effect on flame propagation, but its effect is marked when concentrations of the order of 20 percent are employed. It has no appreciable effect on smoldering. It is more corrosive to metals than are the phosphates, but is less corrosive than ammonium chloride or magnesium chloride. It is possible to leach it out of wood by prolonged and continuous action of water The vapor pressure of the saturated solution corresponds to 81 percent atmospheric humidity.

"An airborne dust study was undertaken at a Southwestern Pennsylvania underground bituminous coal mine by the Pennsylvania Department of Mines and Mineral Industries in 1964 for the purpose of making recommendations and requirements regarding compliance with health and safety aspects of The Bituminous Coal Mining Laws of Pennsylvania, approved by the legislature on July 17, 1961. The study was designed to accurately represent the airborne dust conditions of the subject mine. Sampling by midget impinger of specific worker locations throughout the mine was accomplished. Sample analyses yielded dust concentrations to mppcf, particle size determinations in cumulative per cent less than specified cut-off diameters, and determinations of free silica percentages in total dust samples. The data from this study is further analyzed, and the results are presented.INTRODUCTIONThe Bituminous Coal Mining Laws of Pennsylvania, enacted in 1961, prompted a study of respirable coal mine dust by the Department of Mines and Minerals Industry in 1964. In recognition of their obligation for ensuring the health and safety of bituminous coal miners, the department set out to characterize the airborne dust of mines throughout the commonwealth. The purpose of the studies was to make recommendations and requirements for compliance with the law and for control of airborne coal mine dust in Pennsylvania mines.One such study was undertaken at an underground bituminous coal mine operating in the Pittsburgh Seam in Southwestern Pennsylvania. The study was desig11ed to sample specific worker locations throughout the mine site and characterize the respirable dust relative to each of them. A midget impinger was used to gather respirable range dust samples during an 8-hour shift. Continuous miner operator, roof bolter, stoper bolter, loading machine operator, shuttle car operator, gathering motorman, mainline motorman, and rotary dumper jobs were sampled underground. In addition, barge mover, coal sampler, fine coal operator, heavy media operator, and boiler room attendant occupations were sampled on the surface. The surface sampling was over a 71-hour shift because of UMWA contract provisions."

This paper discusses human judgment and decision making under stress. The authors review selected recent literature across various disciplines and suggest a definition of stress within the context of decision making during the management of emergencies. They also discuss fieldwork by the Pittsburgh Research Laboratory, NIOSH, which explores traumatic incident stress, the relationship between previous training and performance under stressful conditions, and human behaviour in underground mine fires. The authors assert that stress is one of the factors that decision makers must contend with in most life-or-death situations. They suggest that a better understanding of individual judgment and decision making activities whilst under stress would yield a better understanding of how people reach the choices they make in emergencies. This enhanced understanding would be of enormous value to emergency managers, researchers and policymakers.

Improve the safety and comfort of operators of large mining equipment. Approach Develop an improved driver restraint system that is easy to use, reliable, and cost-effective, while providing increased protection in the event of a collision or rollover. The Novel Restraint System There are several problems associated with conventional lap-belt type restraint systems. Among these are: restriction of movement, lack of comfort, and fear of entrapment. Standard seatbelts become dirty and oily from lying on the vehicle cab floor and can ruin a driver's clothes. Some haulage equipment may not even have seatbelts available to drivers since they are sometimes removed during maintenance activities or as a result of vandalism. Recognizing a need to address such problems by providing a more acceptable means of driver restraint, the Bureau of Mines designed and fabricated a novel vest-type restraint system. The vest is designed to be worn during a driver's 8-hour shift and would be issued much like safety glasses, hard hats and safety shoes, thus becoming part of the operator's individual protective equipment and assuring that each vehicle has a restraint system when in operation. Twelve millisecond delayed blasts in four limestone quarries in Iowa were instrumented with arrays of vertical velocity gages to determine if the direction of propagation through the rock or the method of initiation of the blast had any effect upon the level of vibration. Two gage arrays approximately 90° apart were used to test the effect of direction of propagation. The vibrations from blasts initiated by three methods were recorded. Vibration records from these tests were analyzed for peak particle velocity as a function of distance from the blast. The data are shown to fit a power Law equation. Direction of propagation is shown to affect the value of the exponent n. The effect of charge size per delay interval on the level of vibration is removed from the data by scaling the travel distance by the square root of the charge weight per delay period. The method of initiating the blasts is shown to have a strong effect upon the level of vibration and the spread in the data from one shot to another.

Flammability studies conducted to date on stratified methane - air and pentane - air mixtures in air indicate that location and extent of a flammable layer are affected by molecular diffusion , gas motion , and propagation of flame . In initially quiescent mixtures , the lower limit - of - flammability zone may be determined by assuming molecular diffusion alone governs mixing rate . The upper limit - of - flammability zone can be predicted in this manner only for stratified layers with small concentration gradients ( less than 0.2 volumepercent per inch ) ; where large concentration gradients are encountered ( for example , as much as 30 volume - percent per inch ) , the initial - mixture methane concentrations that yield flammable mixtures are larger than anticipated . Flames propagating through heterogeneous quiescent methane - air atmospheres in the direction of the concentration gradient exhibit flame speeds at any point that corresponds to the flame speed of the homogeneous gas mixture having the same gas composition as that of the point in the heterogeneous system . In flowing mixtures with large concentration gradients , the degree of mixing prior to ignition does not appear to affect the flame velocity and emitted radiation appreciably in a 6.5 - ft - diameter gallery .

In accidents resulting from the use of explosives in metal mines and quarries in the United States more than 130 men were killed and 250 seriously injured during the calendar year 1913. More- over, an unknown number of miners suffered from the effects of breathing the harmful fumes and gases given off by the burning or the incomplete explosion of some explosive. Consequently, the Fed- eral Bureau of Mines, which is endeavoring to increase safety in mines and to abolish conditions that tend to impair the health of miners, is studying the kinds of explosives used in mining and the conditions under which these explosives can be used with least danger to the miner. Information about the different explosives used in coal mining and the precautions to be taken in using those explosives has been printed in Bulletin 17 and other bureau reports, the names of which may be found at the end of this bulletin. The bureau has not been able to give much attention to explosives used in metal mines and quarries, but has published some information about these explosives in Bulletin 48, "The Selection of Explosives Used in Engineering and Mining Operations"; Technical Paper 17, "The Effect of Stemming on the Efficiency of Explosives"; and Miners' Circular 19, "The Prevention of Accidents from Explosives in Metal Mining." This bulletin aims to give the metal miner and the quarryman information similar to that given the coal miner in Bulletin 17. In- flammable gas or dust is seldom, if ever, found in quarries or metal mines, and the danger from using explosives there is less than in coal mines; but, as the figures show, the number of men killed and injured yearly in accidents caused by explosives proves the need of both miners and mine officials striving to see that none but proper explosives are used and that these are used properly.

Factual geometries are considered for X- ray scattering studies of weakly absorbing materials by both reflection and transmission methods . These studies are usually made on slab specimens to obtain adequate scattered intensities ; however , the intensities are appreciably influenced by absorption of the X-rays in passing through the specimens . Conventional equations derived to account for this absorption are based on idealized geometries , but for polycrystalline carbons the use of idealized geometries leads to several percent error in the corrections to be made . Use of factual geometries substantially reduces this error .

During early development of the blast furnace, Connellsville coke made entirely from Pittsburgh-bed coal proved to be an excellent fuel. The need for blending coking coals arose as the industry grew and it became necessary to carbonize coals having voking properties inferior to those of Pittsburgh coal Most coals carbonized today in continental Europe and this country are blonded: This practise has improved the quality of coke and permitted the utilization of coals that would yield inferior coke, if carbonized sepa- rately, The depletion of the world's better coking coals, which has been noted by leading coal technologists,2/4/wes accelerated during the recent war and. It is important, therefore, that reserves be evaluated and conserved. In the principal, steel-producing sections of this country, Pocahontas coals have been blended so extensively that the terms "low-volatile coking coal": and. "Pocahontas" have become virtually synonymous. Other low-volatile coals. have been used to manufacture metallurgical coke and will be used more extensively as, the supply of the better known and more accessible Pocahontas coals decreases. Recognizing the need for augmenting the supply of high-rank coking coals, the Bureau of Mines has included both low- and medium-volatile coals in its Survey of the Carbonizing Properties of American Coals, which was started with the cooperation of the American Gas Association in 1929. Twenty coals, 12 of low-volatile and 8 of medium-volatile rank, have been blended with high-volatile A Pittsburgh-bed coal, and five standard low- volatile coals have been blended with various high-volatile coals. "The General Leasing Law, which provides for the leasing of deposits of coal, oil, oil shale, gas, phosphate, and sodium in public lands, was approved February 25, 1920.One of the outstanding features of this legislation is the fact that it opens for prospecting and exploitation lands and deposits which have been withdrawn from public use, some of them for several years, pending enactment of legislation better fitted to control the mining and utilization of the particular mineral deposits referred to. These lands are not only made available to the public, but they are opened up under a system which defines better than was ever done in the pas the rights which may be acquired under it.The oil operator, for example, under this legislation will know definitely the extent of the rights he has acquired, as well as the legal conditions under which his expensive drilling and other work of exploration are to be conducted. No longer will he be harassed by the possibility that while he is spending his capital in drilling operations in an effort to make a discovery of oil, his legal rights be contested, in which event the superiority of his claim can only be upheld -- if at all -- after long and expensive litigation. By the same token the coal operator will now be free from the embarrassing restrictions of the old coal-land laws respecting the amount of such land which may be purchased by one person.At the same time that these advantages are being enjoyed by the operators, the public will be guarded against wasteful methods of drilling and mining the oil and gas, and coal deposits, and the other mineral substances enumerated in the act, to the end that these products of Nature, which can not be replaced, may be utilized with a minimum of loss."

Shortly after the Strategic Minerals Act of 1939 we passed by Congress, the Bureau of Mines was authorized to begin a program of investigation of domestic sources of strategic minerals. Since World War I, the Philipsburg district had been virtually the only one in the United States that was producing manganese on a commercial scale. Consequently, the district was among the first to he investigated. During the summer of 1939, the Geological Survey mapped the geology and ore deposits of the district. In late July 1939 the writer examined the district for the Bureau of Mines. On the basis of this examination and of the work performed by the Geological Survey, the Bureau of Mines diamond-drilled at several properties in the district during the summer of 1940. This report reviews the mining history and geology of the district, and presents the factual data obtained by diamond drilling.

The recent introduction of small coal jigs in Alabama to meet the needs of truck - mine operators for cheap and economical cleaning equipment marks another step in Alabama's pioneering record in the mechanical cleaning and preparation of coal . During the past 4 or 5 years a number of these small jigs , with capacity of 5 to 10 tons per hour , have been installed at Alabama truck mines and at a few truck mines in Illinois , Tennessee , and Pennsylvania . Most of the installations have been at mines that specialize in the production of domestic , stoker coal . This report describes three models of small jigs and includes performance data obtained recently on one of the models by the Bureau of Mines, United States Department of the Interior , in cooperation with the University of Alabama, Tuscaloosa , Ala . , for the purpose of comparing it with fullsize jigs on a performance basis . With literally hundreds of truck mines now in operation throughout the country , it has been assumed in preparing this report that there is widespread interest in the availability of small - scale inexpensive preparation equipment for use at such mines in the production of steam and domestic coal and in some instances coal for manufacture of coke . Practically none of the coal from Alabama truck mines is scld to coke - oven plants ; but in some sections of the country truck mines supply a considerable amount of coking coal, and the use of small, inexpensive washers at some of them might be very advantageous during the present war emergency from the standpoint of increasing pig - iron production through improvements in coke quality .
