This paper, describing the mining methods and colt at the New Indria quicksilver mine, is one of a series of similar papers being prepared by the Bureau of Mines on various mines in the United States. The New Idria mine lies at an elevation of 3,500 to 4,200 feet in the Coast Range of San Benito County, Calif. The property is accessible by automobile stages from Gilroy or Hollister via Tres Pinos. Tres Pinos, 65 miles northwest of the mine, is the nearest railroad point.

The method of using large-diameter augers to recover coal was introduced to the mining industry about the end of World War II, and production of bituminous coal with augers has increased steadily to an estimated 7 million tons, or approximately 1.4 percent of the total mined in 1956. Although auger mining has proved to be a reliable and economical method of mining coal, a number of unfortunate fatal accidents have been experienced; consequently the need for these recommended safety standards is indicated for this comparatively new method of coal mining. As mining methods and equipment change from time to time and new hazards are introduced, these standards will be revised; therefore, questions or suggestions from the coal-mining industry will be welcomed and carefully considered.

Traditional techniques for the experimental determination of toxic fumes produced by the detonation of high explosives are not applicable to blasting agents. To detonate properly, blasting agents require confinement, a significant booster, charge diameters of 3 inches (7.5 cm) or greater, and charge lengths greater than two-times the charge diameter. Without these conditions, blasting agents will not detonate at full order, leading to a misrepresentation of the gaseous products. A facility for detonating large, confined charges in a controlled volume has been constructed at the Pittsburgh Research Center’s Experimental Mine. The facility consists of a portion of mine entry (once used for full-scale mine explosion research and demonstrations) enclosed between two explosion proof bulkheads. Total volume of the chamber is 9,666 ft (274 m). The chamber is equipped with an air circulating system and is3 3vented using the mine's airflow. Up to 10-pound (4.5-kg) charges can be detonated in the chamber using a variety of confinements. For a typical test, the blasting agent is confined in a 4-inch (10-cm) schedule 80 steel pipe and initiated by a 3-inch (7.5-cm) diameter, 1-inch (2.5-cm) thick Pentolite booster. This combination of confinement and initiation yields a detonation velocity of about 4,000 m/sec for ANFO. This velocity is in line with that measured for blasting in the field. Twenty four 2-inch thick steel plates are suspended around the pipe bomb to stop shrapnel that would otherwise seriously damage the chamber. Following detonation of an explosive in the chamber, a circulating fan is run for about 10 minutes to uniformly mix the chamber atmosphere. Fumes samples are taken out of the chamber through 1/4-inch (0.6-cm) Teflon or polyethylene2tubes for analysis. The fumes are analyzed using bubblers or Vacutainers to collect samples for analysis by the analytical chemistry lab. The technique described here has been employed to determine the fumes produced by the detonation of a variety of ANFO formulations and commercial explosives. This technique may be developed as a standard test to measure fumes produced by blasting agents or may be used to provide data with which to develop a computer model that will reliably predict the expected fumes production based on chemical composition.

"It is well known that prevalence and severity of coal worker's pneumoconiosis (CWP) differ markedly in different regions and mines despite comparable exposures. These variations in the pathogenicity of different coal mine dusts can only partially be explained by the mineral composition of the coal mine dust and the rank of coal. Laboratory studies also do not correlate with the human experience. One major difference between human exposure and laboratory studies is that the coal miner breathes dust from freshly broken coal, while the animals or cells are exposed to stale dust. In an effort to find biochemical clues for resolving this apparent paradox, we have carried experiments to detect differences in chemical reactivities of fresh versus stale coal dust from several U.S. coal mines. Electron spin resonance (ESR) was used as a technique for the direct detection of the concentration and reactivity of free radicals. ESR measurements of freshly ground coal dusts of different ranks and composition showed significant differences in the amount and reactivities of the organic free radicals produced. The half-lives and reactivity patterns of these newly formed species of free radicals seem to correlate with the expected toxicity and pathogenicity of the dust, thereby, providing new clues to the biochemical mechanisms and pathogenesis of CWP. Similar detection of free radicals in freshly crushed quartz suggest that free radicals might play a significant role in the pathogenicity of quartz in causing fibrosis and eventually silicosis.IntroductionThe pathogenesis of coal workers' pneumoconiosis (CWP) has been an important topic of concern for decades, but the mechanism of CWP is still not understood. Crude-petroleum pipe lines in the United States on May 1, 1941, had a total length of 118,350 miles - an increase of 7,770 miles since Jun, 30, 1936, then the last previous survey was made by the Bureau of Mines. The expansion was due almost entirely to trunk-line construction, as the mileage of gathering lines was virtually unchanged from 1936. The greatest mileage of gathering lines, 53,640, was recorded in the survey of May 1, 1931. Both trunk and gathering-line mileage decreased moderately, in the interval from 1531 to 1936, but the present survey indicates that trunk-line facilities have expanded since 1936 to new high levels. Truck-line mileage equaled 55 percent of the total mileage of all crude lines on May 1, 1941, and 52 percent is 1936. The total length of gasoline pipe lines on May 1, 1941, was 9,001 miles this does not include several hundred miles of life under construction at that time or several hundred additional miles now being laid. No detailed surveys of gasoline mileage were made for 1, 1931, and June 30, 1936, but the mileage for those dates was about 1,400 and 4,600, respectively.

A new, cheaper precipitation scheme has been developed to produce purified zirconium oxide, Technical-grade sulfuric acid is used to precipitate a basic zirconium sulfate from a hot dilute hydrochloric acid solution. With close control of temperature, pH, and zirconium - sulfate ratio, excellent purification and complete zirconium recovery can be attained. The process has been successfully applied for 3 months and has proved to be a more satisfactory procedure than the ammonium phthalate process used previously. The story of helium is one of the romances of science . Probably nothing , except perhaps radium , compares with it in human interest . Helium is one of the best examples of a discovery in pure science that has wide commercial application . In 1868 , an eclipse of the sun was visible in India , several scientific men who were in India making observations of the eclipse turned a spectroscope for the first time on the solar chromosphere - that part of the atmosphere of the sun , about 10,000 miles deep , which merges into the corona . A bright yellow line was observed and was thought at first to be due to sodium . Janssen showed , however , that this line was not just the same as either the D or D₂ line of sodium, although it was extremely close to these lines , hence he suggested that the new line have the designation D₂ . Frankland and Lockyer decided that Dz was due to an element in the sun not previously discovered on the earth , and suggested for it the name "Helium" from the Greek work " Helios " the sun . For several years nothing more was done in connection with this element . In 1894 , Sir William Ransay , in conjunction with Lord Rayleigh , made his memorable discovery of argon in the atmosphere , which was announced at the British Association meeting in the same year . After this discovery , Ramsay looked for other sources of the element . Through Sir Henry Miers , he learned that Dr. W. F. Hillebrand , of the United States Geological Survey , had obtained an inert gas from certain uranium minerals , which gas he had decided was nitrogen . Ramsay believed that part of it might be argon ; he obtained from Hillebrand for experimentation , a sample of the mineral , cleveite , one of the uranium minerals , and after extracting gas from the mineral and purifying it , he ran it into a spectrum tube . The lines obtained ' were , however , different from those of argon; among them was the bright yellow line noted by Janssen . Thus was terrestrial heliun discovered .

Several sets of questions and answers on the fundamentals of first aid to the injured, based on the Manual of First-Aid Instruction of the United States Bureau of Mines, are now in use in various parts of the United States. Persons experienced in first-aid instruction believe that a standardized set of questions and answers will assist materially in preparing men for examin- ations conducted by the Bureau for first-aid certificates. Inquiries as to whether a set of standardized questions and answers is available have been made frequently by those training men for the Bureau of Mines examination for certificates. It is believed that the following list of 171 questions and answers com- piled directly from the manual will be useful to company officials and em- ployees who are engaged in cooperative first-aid training to qualify for Bureau of Mines certificates. The list may also be used by field men of the Bureau in training instructors preparatory to a cooperative training campaign and in examining classes or individuals for first-aid certificates. The page references in parentheses refer to pages in the Manual of First-Aid Instruction.

This Bureau of Mines study was initiated to determine whether or not a large-scale investigation of 400-Hz applications in coal mines was justified as a means of increasing safety in operations due to size and weight reductions in portable and other mining machinery. Potential uses for 400-Hz power in mining operations are explored, and cost and size comparisons with 60-Hz systems are made. The use of variable-frequency motor drive is suggested for conveyors. The conclusion was reached that there is no significant potential safety increase due to a general size and weight reduction, as the fact of such general reduction cannot be demonstrated.

The conventional gallery test used by the Bureau of Mines Explosives Testing Station and corresponding establishments in other countries to establish the permissibility of explosives serves principally to differentiate the relatively safe explosive from the positively unsafe one. It has been recognized for many years that a more definitive test is needed to measure the relative incendivity to firedamp of explosives and explosive devices. A new method - the oxygen-value test - for measuring this incendivlty quantitatively has been devised and is being tested at Bruceton, Pa. To date, this testing bas been limited mainly to straight nitroglycerin dynamites. It is planned to study application of the method to permissible explosives in the near future. These results will be reported later. In the present report, permissible explosives will not be considered specifically.

A sedimentation method involving the use of the Palo-Travis apparatus was found satisfactory for rapid determination of the size distribution of coal particles ranging from 10 microns in diameter to those passing an 840-micron opening (20-mesh sieve), The method is most useful for comparing the size distributions of samples of pulverized coal where the actual size of the particles is not required and is applicable to sieve and subsieve sizes of a wide variety of coals and chars that can be wetted and are heavier than water. An analysis, including all calculations, can be completed in 1/2 to 10 hours, depending on the time required for the finely divided coal to settle. A typical analysis requires about an hour, making this a rapid, precise method for routine size-distribution analysis of powdered coals. When used with coal particles smaller than 400 microns, the method is precise within 15 microns for wide variations in test conditions and within 5 microns for identical test conditions. The precision decreases as particle size increases, becoming unsatisfactory for particles larger than 400 microns (40-mesh). For precision within 15 microns, the samples must be equal in weight. Greater precision is obtained with 4-gram samples, but samples as small as l gram may be used.

The record of safety in the use of permissible explosives in United States coal mines has been excellent, due in great measure to the persistence with which research has been carried on in the Bureau of Mines, to the development of permissible explosives, and to the cooperation of mine operators and workers in using permissibles in a recommended manner and in the effective though gradual replacement of black powder and other nonpermissibles. The demand for increased rate of coal production, changes in mining conditions and minim methods, and introduction of new mining machinery have resulted in modified or new blasting practices. To keep abreast of these developments the Bureau of Mines conducts investigations under actual mining conditions at the Experimental coal mine near Pittsburgh, Pa. Several years ago an extensive study was complete to determine conditions under which the allowable charge limit for permissible explosives per shot hole might be raised from 1.5 to 3 pounds without undue risk of gas or coal-dust ignitions. As a result of the study, this increase in the charge limit was authorized under certain specified conditions in 1948,5/ greatly facilitating production schedules.

This paper discusses human judgment and decision-making under stress. The authors review selected recent literature across various disciplines and suggest a definition of stress within the context of decision-making during the management of emergencies. They also discuss fieldwork by the Pittsburgh Research Laboratory, NIOSH, which explores traumatic incident stress, the relationship between previous training and performance under stressful conditions, and human behavior in underground mine fires. The authors assert that stress is one of the factors that decision-makers must contend with in most life-or-death situations. They suggest that a better understanding of individual's judgment and decision-making activities while under stress would yield a better understanding of how people reach the choices they make in emergencies. This enhanced understanding would be of enormous value to emergency managers, researchers, and policymakers.

"INTRODUCTION The Mining Branch of the Bureau of Mines has used the wagon drill to sample mineral deposits in New Mexico. This method of sampling was successful and con¬stituted an important phase of the work on five exploratory projects undertaken in 1943, 1944, and 1945. The deposits varied in topographic features, geology, mineral content, and in the physical characteristics of the rocks drilled. The altitudes ranged from 630 to 7,800 feet. Three hundred and seventeen holes totaling 6,852 feet were drilled. The deepest hole was 66 feet; the average depth was a little less than 22 feet.The results of the above-mentioned work form the basis of this report. Special attention is given to the later and more improved techniques used. This report was written with the expectation that the procedures might prove advantageous to others in the exploration and sampling of near-surface mineral de¬posits, and that a more extended use of the technique might result.AcknowledgmentsAcknowledgment is due Charles H. Since my whole life has been spent in the mining business , I naturally tend to address my remarks particularly to the newly- graduated mining and metallurgical engineers among you . To a certain extent , all forms of engineering principles are involved in the training of the mining engineer , and most sorts of engineering are certainly utilized by him , so that every one of this graduating class is concerned with the field I propose to discuss . The fact that , beginning with to - day , you will always be styled engineers , indicates that you have passed successfully through preparatory school , and have survived the hard grind of the technical college . One object of your training here has been to instruct you in accurate , close , and clear thinking . Your minds have been taught to act directly , calmly . and always to the point . By now , you should know how to get facts , look far , and think through . You are supposed to be willing to recognize and adopt sound engineering principles and practices , in so far as they are known to you , and to furnish character , ability , and devotion to your calling . Some of you may have had a general college course before coming here to specialize in engineering . Where that has been possible , I hope it is the case , since a liberal educational course tends to make the alumnus more flexible and adaptable than the purely scientific graduate. The broader education enables one to change , with less serious loss , from one job to another; ready adaptability is a great asset ; the engineer should be capable of much more than a single special task . The necessary preliminary training for a professional occupation is intellectual in character , involving knowledge , and to some extent learning , as distinguished from mere skill . The well -balanced engineer is expected to embody a happy combination of theory and fact , of pure science and material reality ; experience shows that he is apt to give a good account of himself , once he gets the chance . For the long pull , the importance of unquestioned integrity can not be overemphasized . Leaders of big business sometimes have need for a man as agile and unscrupulous as a cat on a back fence ; on occasion , they may have to employ brilliant , smart , spectacular , and crafty people , but when the special purposes for which such men are hired have been accomplished , they are no longer wanted . Given natural health , intelligence , ability , and adequate training , probably the characteristics most admired in the young employee are steadiness , dependability , and loyalty . The last is the best . If you can not be simple , direct , and faithful in your dealings with your administrative superiors , no one will want you for long . I believe these points are of primary importance to the young engineer . Your groundwork must be right before you can get far . These personal characteristics are what eventually determine your relations with men and affairs . They are vital in the human engineering which may be a large part of your work .
