In December 1975, a report entitled "An Evaluation of the Accuracy of the Coal Mine Dust Sampling Program Administered by the Department of Interior" [1] was prepared by the Analytical Chemistry Division of the National Bureau of Standards (NBS), in response to a request by Senator Harrison A. Williams. Chairman, Committee on Labor and Public Welfare. The report attempted to evaluate the adequacy of (1) the personal sampler unit used to measure the coal dust concentration in the mines, (2) the procedures used by the Department of Interior (DOI) to analyze the dust samples obtained from mine operators, and (3) any recent studies made by the Department or private industry concerning the coal dust sampling equipment. Recommendations in the report of NBS included continued research efforts by the appropriate organization to correct the personal sampler deficiencies and to consider the use of area or stationary samplers as a supplement to the personal samplers. Concurrent with the NBS report cited above, the General Accounting Office (GAO) also issued a report in December, 1975 [2], suggesting that improvements are still needed in coal mine dust sampling programs and procedures relating to penalty assessments and collections. This report describes the tunneling at the Leadville drainage tunnel, which was resumed in September 1950 with funds made available in the 1950 appropriation of the Department of the Interior. It brings up to date the account of the first project, carried on from December 1943 to August 1945, published by the Bureau of Mines which supervised both the first and second projects. In this report Leadville mining history, particularly related to drainage efforts, and the possibilities for future mine drainage are discussed briefly. An account of the second project, including a description of the operating cycle, exploratory drilling done as a safety measure, surveying procedures, geology, cost data, and other pertinent information, completes the report.

This report describes in detail a unique occurrence of fersmite, (Ca, Ce, Na) (Cb, Ti, Fe, Al)2 (0, OH, F)6, which occurs as small anhedral inclusions and intergrowths with a tantalum-free columbite found in the metamorphic complexes of Ravalli County, Mont. Chemical and crystallographic data along with the physical and optical properties agree in general with those given in the original description of fersmite from the Ural Mountains of Russia. X-ray diffraction data not given in the original description and more specific optical data have been determined. The Montana fersmite, now established as the second occurrence of this rare calcium-columbate mineral, was discovered during a routine Bureau of Mines mineralogical examination of a prospector's sample.

The character of phosphorous-bearing minerals in the Birmingham red Iron ores and iron-bearing minerals in the Eufaula bauxite deposits in Alabama has been Intensively studied by petrographic, ore microscopic, luminescent microscopic, scanning electron microscopic, electron microprobe, and x-ray diffraction techniques. A total of 15 types of phosphorous-bearing mineral grains have been recognized in Birmingham iron ores by their characteristic sizes, shapes, and distributions. Size measurements, modal analyses, and texture analyses have permitted an estimate of potential liberation of phosphorous from the iron ores by beneficiation to be 27% In areas of previous mining and 60% in areas of current iron reserves. Fine grinding, selective flocculation, and flotation may constitute the best beneficiation technique for future research. Hematite and goethite are the most important iron minerals in Eufaula ferruginous bauxites, but pyrite, marcasite, and siderite are Important iron minerals in some varieties of ferruginous bauxite, and lepidocrocite and ilmenite occur locally in minor quantities. Although simple screening will remove the coarsest iron-bearing grains, research on the utilization of high gradient magnetic separation to reduce the amounts of iron-bearing grains is recommended.

This paper is a progress report on the study of mining methods and costs in the western United States and summarizes that part of the work pertaining to the undercut block-caving method of mining. Ore is mined on a large scale exclusively by the undercut block-caving method at the following six mines in the western United States: The Morenci branch of the Phelps Dodge Corporation, Morenci, Ariz.; the Ray mines of the Nevada Consolidated Copper Co. at Ray, Ariz.; the Inspiration Consolidated Copper Co. at Inspiration, Ariz.; the Miamo Copper Co. at Miami, Ariz.; the Ruth mine of the Nevada Consolidated Copper Co. at Ruth, Nev.; and the Consolidated Coppermines Corporation at Kimberly, Nev. The undercut block-caving method is also used at the mine of the Andes Copper Mining Co. at Potrerillos, Chile.

Energy dispersion X-ray analysis was evaluated for possible application in the secondary metals industries for the rapid analysis and identification of copper-base alloys. Laboratory investigations of standard brass and bronze samples indicate that X-ray methods are capable of separating standard alloys into 10 general classes with analytical times of less than 3 seconds per sample for clean, flat samples. A radioactive source of americium 241 with a secondary fluorescer was used as an excitation source, and a lithium-drifted silicon semiconductor detector was utilized for energy discrimination of X-rays.

Surface mining activities disturb large tracts of land resulting in the potential for greatly increased downstream sediment loads. The Surface Mining Control and Reclamation Act of 1977 places increased emphasis on the protection of the environment from the adverse effects of surface mining operations. Surface mining activities must be planned to minimize disturbance to the hydrologic balance, erosion and sediment contributions to receiving streams. Sediment ponds must provide a sediment storage volume equal to the accumulated sediment volume from the drainage area as determined by the Universal Soil Loss Equation (USLE) or other empirical methods established by the regulatory authority. It has thus become extremely important for the mining industry to secure more accurate estimates of potential erosion losses and sediment yield. Accurate estimates of sediment yield are required for the planning, design and successful operation of sediment control systems such as detention ponds and other alternative control structures and for evaluating the effectiveness of land management practices. The principal soil loss prediction procedure available for use is the LISLE. The USLE procedure is inadequate for use in predicting soil loss from surface mine regions for a number of reasons. These include: 1. The USLE was developed to estimate average average annual loss from agricultural soils. It cannot predict accurately soil loss for specific storm events. In surface mine regions a major portion of the soil loss occurs during the initial six months to one year of active mining. Accurate estimates of soil loss over short periods are thus required for the design of control structures. 2. A practical method has been developed and field tested which provides an estimate of the bearing capacity of mine roof and floor. The relationship between penetration of the strata and imposed loads is determined by in situ tests. Information of this type is needed to determine the maximum allowable pressure that may be applied by self-advancing supports on roof and floor of a longwall face without causing a punching type of failure.

Test procedures for evaluating underground coal mine trailing cable splices are formulated. The tests are utilized to evaluate several trailing cable splices. The laboratory results are compared with actual field observations and experience. The results are utilized to define quantitatively the generalized terms of the 1969 Health and Safety Act. Recommended specifications and procedures for testing by MESA Department of Approval and Testing personnel are included. Failure points in splices are detailed and presented for use by a MESA training program and manufacturers attempting to improve product quality.

Numerous investigators have studied grinding. Each has contributed his bit to a literature that is difficult to correlate. Too many of the results have been transformed into curves with so many "inflection points" and "counterflexures" that they obscure the issue. Some of the investigators have neglected the very essence of the problem, namely the power and the amount of material to which a known amount of work was applied. The purpose of this paper is to show the ease with which results can be interpreted when these quantities are duly recognized. Some grinding tests will be given for illustration. Grinding studies are of two kinds: (1) Study of the character of the ore and (2) study of the performance of the machines. Several ores may be crushed by a given machine, or several machines may be used on a given ore. The illustrations given in this report cover both objectives.

"In a previous paper the Bureau of Mines. 3/ presented in condensed tabular form all analyses of Texas crude oils made by the Bureau up to March 193K. This previous report states;The first Al well in Texas was drilled near Oil Springs, Nacogdoches County, in 1863-67. However, the first oil field of major importance in the State was discovered at Corsicana,Navarro County, in 1895. Since that time the petroleum industry try in the State has spread and grown until today petroleum from Texas is an important commodity in world petroleum markets.Since March 1939 samples of Texas crude oils from many new fields, and some older fields not covered in the previous report, nave been analyzed. Those analyses arc reported in the present paper. The annual production by years from 1896 to 1940, inclusive, taken from the figures in the Bureau of Mines Minerals Yearbook, are given in table 1. Production for 1896-1940, inclusive, totals 6,579,715,000 barrels.Various authors reported upon developments and production in the Texas fields in the Transactions of the American Institute of Mining and Metallurgical Engineers, Petroleum Division, for 1941. 4/"

The Federal Bureau of Mines studied the Gibbs free energies of formation of chromous fluoride (CrF2), chromic fluoride (CrF3), and chromium (II,III) fluorides (CrF2.40 and CrF2.45) with high-temperature galvanic cells employing calcium fluoride doped with 1 mole-pct yttrium fluoride as the electrolyte. Free-energy changes were obtained from open-circuit potential measurements for the following cells: Cr, CrF2 // CaF2 // NiF2, Ni (a) NiO, NiF2 // CaF2 // CrF3 , Cr203 (b) CrF2 , CrF2.40 // CaF2 // NiF2, Ni (c) and CrF2 ?45 , CrF3 // CaF2 // NiF2, Ni (d) with the following overall reactions Cr(s) + NiF2 (s) = Ni(s) + CrF2 (s) (1) 3NiO(s) + 2CrF3 (s) = 3NiF2 (s) + Cr203 (s) (2) 5CrF2 (s) + NiF2 (s) = 5CrF2.4O (s) + Ni(s) (3) and 3.64CrF2.45 + NiF2 (s) = 3.64CrF3 (s) + Ni (s) . (4) These results were combined with the best available literature values of ?Gf° of NiF2, NiO, and Cr203 to deduce Gibbs free energies of formation for the chromium fluorides expressed as follows: ?Gf°(CrF2) = -179.31 + 24.33 X 10-3T ± 0.43 kcal-mole. This digest of Brazilian mining law is based upon Decree 4265 of January 15 , 1921 , and its regulation , Decree 15,211 of December 28 , 1921. Unless otherwise stated , the references are to the latter exclusively , since it includes practically everything contained in the law itself . It should be borne in mind that these regulations do not necessarily apply to mines other than those on private and national land . Each State of the Union is free , in respect to State land , to regulate or interpret the national mining law , which is very general in its terms , as it sees fit . Whether such local regulations are anywhere in force with respect to the law of 1921 the bureau has not been informed . Article 64 of the Constitution indicates that only such portions of territory as are required for the defense of the frontiers , for fortifications , military constructions , and federal railways belong to the Union . Lessees of such lands , unless in debt to the Treasury , have preferential prospecting rights for one year ( art . 28 ) . This carries with it the right to work any mines discovered (Law , art . 12 ) .

As part of a general preliminary investigation of lead-zinc deposits in Stevens County, Wash., the Electric Point and Gladstone mines on Gladstone Mountain, in the Northport Mining District, were examined by R. M. Gammell, an engineer of the Bureau of Mines, in June 1946. A trenching and sampling program was executed later the same year under' the supervision of Miro Mihelich and the author. This report presents the factual data obtained from the trenching and sampling operations.

Heats of solution of yttrium chloride and oxide in hydrochloric acid were measured by Bureau of Mines researchers. Using the heat of combustion of yttrium mentioned in the literature, the Bureau calculated the heat of formation of yttrium chloride to be -239.16 + 0.50 kcal./mole. The Bureau experiments gave evidence that the heats of solution of yttrium chloride from the literature are mostly too low because of water and/or oxychloride impurities. Heat of combustion of yttrium (8)3/ and its heat of solution in hydrochloric acid (2, 14) have been measured. The earlier heat of solution measurement (2) is unreliable because of possible potassium contamination (4). Heat of solution of yttrium chloride has been measured by three researchers (3, 9, 15), who obtained widely different results. Spedding and Flynn (14) report the heat of formation of yttrium chloride as -232.69 kcal./mole from their solution studies. The present work was designed to check the reported heats of solution of yttrium chloride and to determine the heat of solution of yttrium oxide. The latter measurement would allow the results of solution and combustion data for yttrium to be intercompared.

There has been little change in timbering methods in anthracite mines for 75 years, and technical information on strata control is almost wholly lacking. In order to assist the industry to establish technical data, the Bureau of Mines and a Northern field operator are cooperating in underground experiments, the first phase of which has been to investigate pneumatic packing. The four principal methods of packing in mining are hydraulic, pneumatic, mechanical, and hand. The hydraulic pa caring system is believed to have originated at Shenanodah, Pa., in 1864,4/ to prevent destruction of a church by surface subsidence after underground coal mining. This method was used again in 1884 to arrest an underground fire at Buck Ridge colliery, near Shamokin, Pa. In 1901 hydraulic packing was introduced to Europe in Upper Silesia, where it gained in popularity owing to the availability of large quantities of sand suitable for flushing .5/ Hydraulic packing has a number of disadvantages. Chief among these are the softening effect of large quantities of water on the mine floor conducive to heaving action; drainage and punning costs; and the inability to fill roof cavities completely in flat beds.

Light-emitting diodes (LEDs) are emerging as viable replacements for incandescent (INC)-based cap lamps used in mining. The photometric and energy characteristics of these light sources differ in important ways. This paper describes the performance of LED and INC sources in cap lamps in terms of correlated color temperature, color rendering, light output, electric power, ambient temperature and air flow, and light source aging. Importantly, these characteristics can influence a miner?s ability to spot mining hazards thus impacting safety. Second, some of these characteristics interact with the operating life of the cap lamp?s battery power, such that differences between LED and INC sources can be magnified toward the end of a 10-h battery discharge cycle. Empirically, we have determined that after 8 h at an ambient temperature of 25 ?C, the average light output of an INC cap lamp can decrease to about 69% of its initial value when powered by a lead-acid battery, and it can decrease to about 65% of its initial value when powered by a nickel-hydride battery. An LED-based cap lamp using a constant current drive circuit can maintain about 96% of its initial value when powered by a nickel-hydride battery. Real-world tests addressing the effects of ambient temperature and air flow on the light output of an LED and INC cap lamp were conducted in the National Institute for Occupational Safety and Health Safety Research Coal Mine. The LED cap lamp yielded a vertical average illuminance improve­ment of approximately 9.5%, and the INC cap lamp yielded a vertical average illuminance degradation of approximately 4%. The differences between LED and INC cap lamps were further quantified by the calculation of ?mesopic luminance? data that indicated for the same photopic luminance (i.e., as measured using a conventional light meter) the LED cap lamp could be up to 38% more efficient than the INC cap lamp with a lead-acid battery at the end of the 10-h driving cycle. Lastly, accelerated life tests were used to empirically determine light output depreciation as the INC light source age approached its useful life. There was about a 35% decrease in light output. This is quite considerable, particularly given that the light output will decrease an additional 30% to 45% over the period of a 10-h shift. The implications of the differences between LED and INC sources are discussed. This information is crucial in determining how visual performance could be affected for real-world conditions where batteries discharge during the work shift and as the light source ages. To date, only idealized conditions have been used for LED and INC cap lamp visual performance research.

Hydrocarbon gases, primarily methane but also the C2 through C5 paraffins, the C2 and C3 olefins and possibly the C4 and C5 olefins, are byproducts of coal formation. Although it is generally believed that coal formation occurred at temperatures below 200° C, most experimental work on gas formation from coal has been performed at temperatures between 200° and 1,000°C. The objective of this Bureau of Mines experiment was to determine if observable changes in the gases from coal could be produced at temperatures below 200° C in relatively short periods of time. The experiment involved heating coal samples from six coalbeds at constant temperatures and analyzing evolved gases. The composition of the gases at three temperatures was compared. At 35° C, over 99 pct of the gas is methane; at 125° and 150°, methane constitutes approximately half of the hydrocarbon gas. Isobutane and pentane are the predominant higher hydrocarbons at temperatures between 100° and 150° C.

The material presented in this chapter is a review of the work done during the period from June 23, 1972 to June 22, 1973 which was reported in detail in the first annual report for Grant No. 60122088 which was submitted on June 29, 1973. This report has appeared in the National Technical Information Service as bulletin number PB230 972/AS. 1.2 ANALYTICAL PREDICTIONS OF INDUCED VOLTAGES AND CURRENTS The basic building block in this analytical work is the development of an equivalent circuit. The equivalent circuit for the cable depends on all of the distributed parameters of the cable, although the series inductance and resistance are of primary importance. The cable resistances are generally available from handbooks or from cable manufacturers. On the other hand, the cable inductances are not usually available from either handbooks or the manufacturer's published data. Thus, it is useful to present the results of the derivation of the inductance matrix and a few intermediate steps.
