The Bureau of Mines study described in this report was conducted in the Denver, Colo., area (1) to summarize existing conservation practices as related to the most beneficial utilization of deposits of sand and gravel; (2) to identify the conflicting positions of the aggregate producer, the mineral owner, nearby residents, and local government officials responsible for determining land status and for issuing operating permits; and (3) to show the need for planning in Denver and in other expanding communities toward obtaining the benefits of conservation of our rapidly dwindling mineral resources. In order to determine the effects of urbanization on the Denver aggregate industry, interviews were held with owners of sand and gravel operations, with producers of concrete and bituminous pavement, with city and county planning and zoning personnel, and with representatives of various interested organizations. The conservation and ultimate utilization of deposits of construction raw materials near expanding urban areas can best be accomplished by long-range land-use projection and the requesite cooperation of technically advised planning and zoning administrators, government officials, mineral producers, and land developers.

Explosives have been fired electrically for several decades. Mountains have been tunneled, deep shafts sunk, extensive coal and metal mine workings excavated and, in times of war, railroads, buildings, bridges, and fortifications have been destroyed by means of electrically fired explosives. Modern engineering depends so much on explosives that their safe and efficient handling and especially their detonation are of prime importance to all those connected with the use of explosive agents. Electric shot-firing is only one method of igniting explosives, but it is rapidly spreading and because of certain inherent safety features should be encouraged. Data collected by the Bureau of Mines indicate that in the United States a large percentage of the blasting in quarries, shafts, and tunnels, and from 15 to 25 per cent of the blasts in mining operations, are set off electrically. The Bureau of Mines is interested in electric shot-firing because of its use in mining, and especially because electric methods, when properly applied, are undoubtedly safer than other methods commonly used.

The Bureau of Mines explored the Three Kids deposit in 1941 as part of a strategic minerals program. Earlier mining and exploration had established the presence of a substantial tonnage of medium-grade wad ore, and drilling and sampling by the Bureau of Mines, in collaboration with the Federal Geological Survey, indicated an additional tonnage such that development and exploitation became more clearly feasible. Private interests, with Government support, undertook to produce metallurgical-grade manganese. The present paper describes the Bureau of Mines exploration and subsequent development. Manganese in the Three Kids area is found in one of the lower members of the Muddy Creek formation in a bed of fine sandstone and silt, which outcrops around the north edge of the River Mountains and generally dips 20° to 40° away from the hills. There is considerable variation in the thickness and grade of the ore. The ore is light weight, having a density of 1.2 to 2.

Most Japanese copper smelters are located in areas of concentrated industrial activity and high levels of atmospheric pollution. A review of unofficial sulfur dioxide emission control data from major Japanese smelters shows capture of 91 to 99.7 percent of the sulfur in the smelter feed. The bulk of Japanese smel ting capacity was constructed in the last 10 years. Six of the major sme lters use flash furnaces, and two use reverberatory furnaces. A prototype three-furnace continuous system is in use as a parallel train with reverberatory furnaces at one smelter. Most of the sulfur dioxide is manufactured into sulfuric acid. The remainder is captured by gas scrubbers that yield gypsum and sodium salts. Ready markets exist in Japan for the acid and other su lfur byproduc ts.

Redesigns of the operator compartments on a continuous miner and on a face haulage vehicle are described. The objective was to optimize the compartments within limitations of existing equipment and functional configurations. Both safety and production should be improved through more comfort for the operator and more natural placement of controls. Design guidelines supplied by the Bureau from a previous contract were used along with human factors analyses to determine requirements. Mock-ups were fabricated from layouts and used to refine design details. The new compartments were implemented and the machines evaluated underground. Comments and reactions to both machines were favorable.

This report describes the linkage of all mining sectors with all other manufacturing, services, and final demand sectors of the U.S. economy. Besides being a basic data source, it provides a framework for aggregate economic impact analysis with respect to the mining industries. The framework is an open-static input-output model specifying 48 mining industries as classified in the Standard Industrial Classification Manual for all mining activities and 76 nonmining industries which collectively exhaust, all economic activities. The 124-sector model used in this report is an expansion of the preliminary 82-industry aggregation estimates made by the Department of Commerce. In the expanded model, 48 ruining industries are substituted for the original 6. The methodology used to ascertain the industry-by-industry procurement cost estimates and product ion flows necessary to the construction and expansion of the basic 82-sector model included personal interviews, case studies of specific mining activity analysis, and published and unpublished data from the Bureau of Mines and the Census of Mineral Industries, The end products of this study are two tables arranged to show the direct purchases necessary for each industry to support the level of economic activity and the total purchases generated in each industry throughout the economy by each $1 of aggregate economic demand in 1958. The tables may he used for economic impact studies and market analysis by firms engaged in or closely associated with the mining industries. Some illustrations of their usages are presented.

BCR National Laboratory (formerly Bituminous Coal Research, Inc.), under a USBM con­tract (originally with the Department of Energy), monitored the installation and operation of a computer-based belt-monitoring and control system at the Barnes & Tucker Coal Co. Mine No. 20, Ebensburg, PA. The system installed was the National Coal Board's Mine Operating System (MINOS) coal transport monitoring and control system. The program objec­tive was to document (1) the installation requirements for a conveyor control system, (2) the operating experience with the system, and (3) the impact of monitoring and control on mine operation. Analysis of the system operation indicates that monitoring and control did improve belt availability significantly, and reduced downtime associated with belt delays. Economic analysis showed the increased belt availability would potentially result in significant production increase, and, therefore, excellent payback on the initial investment. The system performed satisfactorily, was well accepted by the work force, and did not increase the maintenance workload.

The report provides guidance for determining those environmental impacts associated with the surface mining of steeply pitching coal seams. In addition to the environmental impacts, four additional issues are addressed, namely (1) Time and motion studies of those coal mining systems employed in mining seams which pitch in excess of 250, (2) Assessment of those mining techniques, (3) Development of rationale for the mining methods employed, (4) Identification of the reclamation practices and determine whether these practices were in compliance with appropriate Federal and State regulations. Five surface mines located in three geologically distinct basins of the United States were analyzed during the period of August through November 1979. The three basins include the Hanna Basin of Wyoming, the North Park Basin of Colorado and the Southern Anthracite Field of Pennsylvania.

"The general location of the Kentucky, Fluorspar District and the Moore Hill fault area are shown in figure 1. An engineer3/ the Bureau of Mines visited the district in July 1942 and reported on the Moore Hill fault system. Subsequently the Bureau explored the Summers, Pepperbox, McCune, Eagle-Watson, Henry Watson, Davenport, Felix Tyner, and Eagle-Wring prop¬erties by core drilling. These properties and the principal faults are shown on figures 2 and 3.Collaboration of the Federal Geological Survey4/ was of great benefit, particularly in mapping the properties, determining the stratigraphy, and furnishing information on that and other geologic factors.Fluorite was noted as early as 1818 near Shawneetown in southern Illinois.5/ In 1835 an attempt was made to work deposit in Crittenden County, Kentucky, but interest centered chiefly upon the galena found with the fluorite. The first shipments of fluorspar from Kentucky wore made in 1373 from the Yandell mine of Crittendon County.6/ It is not known when the first work on the Moore Hill fault was done, but it seems probable that the Cullen-Eagle and Nancy Hanks were being ,worked in 1900. Gravel spar was found on the surface at the Two Brothers mine in 1904,7/ and the main shaft was started in 1914; work also began at .the Davenport in 1914, and in 1917 the Eagle-Watson was in production. A shaft was gunk on the Pepperbox in 1918, and in 1922 fluorspar was found and work was started on the Summers property. In 1924 work began at the McCune, Felix Tyner, Eagle-Wring, and probably the Hicks properties.No Good approximate record of production from each property on the Moore Hill fault system is obtainable, but an estimate based upon all data available is as follows:"

To aid in winning the recent world war, the Bureau of Mines conducted a National Fuel Efficiency Program, directed to commercial plants throughout the Nation, to save greatly needed fuel, a basic resource vital to industrial production. In planning this program it was realized that to accomplish a satisfactory reduction in fuel consumption in any plant, it would be necessary to reach, enthuse, and usually educate to some extent the actual operators of the various types of plant equipment. A major part of the programs consisted, therefore, of visits to plants and work with the operators, including a review with them of their operating conditions and of educational and guiding literature pertinent to the operating problems involved. Through a Nation-wide organization, local volunteer engineers served in making visits to local plants. Each cooperating plant appointed an employee as the "waste chaser," who headed the work of saving fuel in that plant. The educational literature was designed to interest the operator, as well as serve as a guide in eliminating waste of fuel. Volumes have been written on many subjects relating to the saving of fuel. Writings of the treatise type contain considerable good information but do not have wide appeal and probably will be read only by a few studious operators. The problem is not one of getting clown on paper everything that the experts know and would like to have the operator know, but rather to write something that will actually interest the operator and stimulate him to action. Past experience led to the adoption, therefore, of the "quiz-sheet" type of writing, using a quiz sheet of not more than two pages for any principal item. The results obtained during the National Fuel Efficiency Program in many types of plants further demonstrated that the short quiz sheet is satisfactorily appropriate and does accomplish results. This Bureau of Mines report examines aggregate trends in foreign direct investment in the U.S. mining and mineral processing industries between 1977 and 1984, and provides an analysis of foreign investment in several major mineral commodity industries. In 1984, 11.1 pct of total employment in the U.S. minerals industry was at firms that were U.S. affiliates of foreign firms. In 1985, the proportion of U.S. capacity held by foreign investors in nine major mineral commodity industries was as follows: steel, 5 pct; silver, 16 pct; lead, 18 pct; aluminum, 25 pct; zinc, 26 pct ; copper, 30 pet; cement, 32: pct; gold, 44 pct; and ferroalloys, 56 pct. Almost 90 pct of the total foreign investment in the U.S. minerals industry was accounted for by eight countries-Canada, the United Kingdom, France, Federal Republic of Germany, Switzerland, Japan, Australia, and the Republic of South Africa. The most fundamental reason behind the growth in foreign investment in the U.S. minerals industry has been that an increasing proportion of U.S. mineral firms and assets have been for safe, while foreign mineral companies have been the ones most willing and able to purchase these firms and/or their assets. mile the growth in foreign ownership in the minerals industry has not been without controversy, it has helped save jobs, reduce the minerals trade deficit, and- from the national defense perspective-maintain the Nation's overall mineral and metal self-sufficiency at reasonably high levels. In the absence of domestic buyers, foreign investors have helped to maintain a viable domestic minerals industry.

The process development described in this report was carried out at the Morgantown Station of the U. S. Bureau of Mines in cooperation with West Virginia University. An experimental laboratory-scale pilot unit to gasify coal dust in entrainment was constructed on the Campus of the University in Morgantown. The enormously accelerated demand for liquid and gaseous fuels and utilization of our immense coal resources require that a low-cost process be developed for the gasification of a wide variety of coals. Such a process would be a major factor in lowering the cost of synthetic liquid fuels. None of the proc3sses developed in Germany prior to and during World War II, such as the Winkler process, the H. Koppers dust gasification process, the Wintershall-Schmalfoldt process, etc., meet all the requirements for a low-cost process under American conditions. Nor has any other process designed and experimentally operated at atmospheric pressure during the post-war period in this country appeared to fulfill all of the necessary conditions for a low-cost process.

This report is one of a series written by members of the Solid Fuels Mission to Germany describing wartime developments in the mining , preparation, and utilization of coal . The mission was organized early in 1945 under the auspices of the Technical Industrial Intelligence Committee , which cooperated with a counterpart British Committee . Engineers from other allied countries cooperated in some of the investigations . The Solid Fuels Mission operated under the direction of a steering committee headed by Dr. C. J. Potter , deputy solid fuels administrator . The personnel of the mission consisted of H. F. Yancey , in charge , J. W. Buch , Thomas Fraser , L. L. Newman , and L. D. Schmidt , of the Bureau of Mines ; H. H. Lowry , Director of the Coal Research Laboratory , Carnegie Institute of Technology ; H. J. Rose , vice president and director of research , Bituminous Coal Research, Inc .; and F. H. Reed , chief chemist , Illinois Geological Survey . Over 50 reports were written by the members of the Solid Fuels Mission . These and microfilms of supporting data obtained in the course of the investigations are on file at the Bureau of Mines , Washington , D. C. where they are available for public examination . The Office of the Publication Board in the Department of Commerce is prepared to furnish photolith copies , photostats , or microfilm reproductions of all declassified reports . Toward the end of 1920 , the average grades of ground feldspar offered to the pottery industry were so poor and so generally unsatisfactory that many of the largest consumers decided to take active steps for their own protection . A few of the potters made arrangements to grind their own feldspar , while others asked the Bureau of Mines to make a detailed study of the problem and to suggest methods of improvement . Accordingly such a study was undertaken, the partial results of which are outlined in this preliminary report . The outstanding features of the present feldspar industry which are of interest in this connection are stated below. (1 ) Many grinding companies do not own or control all or even a major part of their sources of crude material , but buy in job lots from many sources . (2 ) There is great need of more adequate engineering and chemical control over mines and mills . ( 3) ~ Out of date , inefficient methods and equipment for mining and grinding are in common use . (4) Little or no cooperation exists between feldspar producers , but on the contrary many feldspar companies are exceedingly secretive . This tends towards (a) preservation of obsolete methods ; ( b ) want of knowledge of the essential features of production , market requirements , and the relation between total milling and consuming capacities of the country; ( c ) inefficient and often mistaken trade practices ; ( d) unprofitable and even ruinous competition in dull periods . (5) The small size of many feldspar deposits precludes maintenance of an efficient organization at each individual mine . ( 6 ) Many of the best deposits of feldspar situated close to railroads are becoming depleted , which results in gradual lowering of grades , and increase in cost for better grades . (7) There is a lack of exact mowledge of the ceramic properties and behaviour of feldspar by some consumers , which results in ( a) purchase of feldspar on the basis of price alone , thus encouraging low production costs at the expense of quality , and ( b) inefficient and expensive cross- hauling of both crude and ground feldspar .

The following pages discuss the objectives, the background, the scope and a statement of the problem of the study of methods to improve the pillar extraction practices in underground coal mines. 1. OBJECTIVES The objectives of this project were: ? to determine the principal factors contributing to high accident frequency and severity in both conventional and continuous mining operations; ? to compare and evaluate the safety aspects of the "open end" and "split and fender" systems of pillar mining; to establish basic data required to decide what constitutes an adequate pillaring plan that will optimize efficiency, recovery, and safety; ? to determine what measurements or information should be collected, (e.g. roof sag, pillar stress,) to make on-the-spot judgment of impending roof or pillar collapse; ? to make recommendations to improve existing methods or to insure proper techniques are implemented, and ? to suggest areas where additional studies or new research may be of value.

An award is a form of recognition given for superior performance in a special field of endeavor. Each year awards are given by the Joseph A. Holmes Safety Association and the National Safety Council to the coal-mining industry's underground and open-pit mines that have worked a specific number of man-hours without a lost-time injury. These awards have a dual significance in that they prove efficiency can be attained without injury to persons. Safety awards do not result from luck or good fortune but do result from sincere desire coupled with sufficient effort and cooperation to achieve a desired goal.

In 1949 the Coal Committee of the Economic Commission for Europe, Geneva, Switzerland, established a Classification Working Party, to develop an international system for classifying coal. This project was necessitated by the increased trade in coal among various nations following World War II. Although national classification systems existed, they had been developed to cover the characteristics of domestic coals without reference to coals of other countries. Different terms for describing similar or identical coals in each nation caused confusion in evaluating coals shipped in international trade. Experts from Austria, Belgium, Bulgaria, Czechoslovakia, Denmark, the Federal Republic of Germany, France, Greece, Hungary, Italy, the Netherlands, Poland, Sweden, the Union of Soviet Socialist Republics, East Germany, the United Kingdom, the United States of America, and Yugoslavia participated in various stages of the classification work. Walter A. Selvig was appointed by the Bureau of Mines as the technical expert to represent the United States because of his experience in developing and standardizing methods of analyzing and classifying American coals. He served on the Classification Working Party until his retirement from the Bureau of Mines early in 1956. Extensive laboratory work was done in connection with the classification studies at the Pittsburgh Experiment Station of the Bureau of Mines.

The wastewater-treatment system of the Anaconda Mining Co., at its Butte, MT., operation has been physically and chemically characterize modeled on a computer and investigated with respect to alternate systems for economic heavy metal recovery. The system involves lime addition to a mixture of acid underground copper sulfide mine water, acid effluent water from the iron induced precipitation of copper from acid leach solution and basic suspensions of solid effluent from a concentrator plant. Experimental chemical analysis and predictive computer calculations shows that the monosulfllte and disulfllte complexes of transition metals (Iron II being dominant) and alkaline earths are 40% of the total dissolved metal load of both acid streams. The suspended solids (30% by weight) in the basic concentrator slurries are dominated by quartz and pyrite and also contain kaolinite muscovite, biotite and undissolved lime. The mixture of these three streams result's in major reductions in concentrations of Al, Cu, Fe, Mg, Mn, Sir and Zn, and a pH >7 with calcium, sodium, potassium, and sulfate being the major dissolved ions. The treatment system has been simulated in the laboratory and accurately modeled on a computer. The computer program, an altered REDEQL-EPAK, is capable of accurately predicting the amount of lime required to reach a desired effluent water. Preliminary research has indicated the usefulness of electroprecipitation as a means of recovering the valuable metal load and providing an EPA acceptable effluent.

The rare metals are becoming increasingly important to our industries. Rare-metal alloys have properties which indicate that we are only on the threshold of the possibilities of their utilization, not only in making nonferrous alloys, but also as special steels. Not only are their uses broadening rapidly, but the metals are affecting our industries in other ways. The oxides and some salts are used as pigments; others have medicinal value. The pure metals are made into filaments for incandescent lamps, and targets for X-ray tubes. By their efficient use in alloys, the weight of automobiles is reduced, • and the wear and tear on tires and roads is thus minimized; in machine shops they help to give greater efficiency to tools and reduce production costs. Their development has marked a milestone in the progress of civilization. There has been considerable uncertainty regarding analytical methods for the rare metals. A great deal has been published, but the weak and the strong points of the various methods have not been investigated as carefully as is needed. The Bureau of Mines at its Rare Metals station in Colorado necessarily had to do a great deal of analytical work in connection with the metals covered by this bulletin, which aims to give the results of the experience so acquired. No claim for much originality is made, although some published methods given have been modified, and some new ones have been developed by members of the staff. The principal methods available were studied critically, and it is to be hoped that the work will assist those interested in analytical work in connection with the metals named.
