Oxygen breathing apparatus for use in mines was introduced to the United States in 1907. Despite their intended purpose of safeguarding lives, the apparatus led to the deaths of many men because of inherent or developed defects in the equipment, lack of training,, physical shortcomings of wearers, and improper procedures. The Bureau of Mines pioneered in research and training to curb logs of life among users of such apparatus and promoted development of safer equipment and procedures. As a consequence, deaths have been far less frequent. In 1944 the Bureau issued Information Circular 7279, Loss of Life Among Wearers of Oxygen Breathing Apparatus. That publication listed the case histories of 26 deaths that had occurred since the introduction of such equipment to American mining. The author, the late G. W. Grove,3/ asserted that further loss of life could be avoided if good equipment were used, teams were properly trained, and the basic principles of safe procedure were followed. This publication is a sequel to I.C. 7279 and contains information on eight deaths among wearers of oxygen breathing apparatus that were overlooked in the original compilation. It also describes the single death that occurred since I.C. 7279 was published.

The hafnium-vanadium phase diagram was constructed within an estimated accuracy of ± 10° C and ± 2 wt pct composition. Alloys for investigation were melted under an atmosphere of purified helium by nonconsumable tungsten-electrode arc melting on a water-cooled copper hearth. Melting points were determined by optical pyrometer, and the remaining phase relationships were investigated by metallography, thermal analysis, and X-ray diffraction. The existence of a face-centered cubic intermetallic compound HfV2 (a = 7.38 A) was confirmed. A eutectic reaction occurred at 20 wt pct vanadium and 1,395° C to yield HfV2 and 8 solid solution. HfV2 melted incongruently by a peritectic reaction at 1,480° C, and the 3 solid solution decomposed eutectoidally at 1,165° C and 6 wt pct vanadium to yield HfV2 and a solid solution. The eutectoid, the eutectic, and the peritectic isotherms extended from 1 to 36.3 wt pct vanadium, from 8 to 36.3 wt pct vanadium, and from 26 to 89.5 wt pct vanadium, respectively. Terminal solid solubilities of hafnium in vanadium at 1,300° C and of vanadium in hafnium at 1,100° C determined to be about 3 and 1 wt pct, respectively.

"INTRODUCTION The development of methods for determining the total quantity of crude oil that a given pool could be expected to produce in the future and the well-spacing and drilling programs most likely to result in the recovery of the maximum quantity of oil at the minimum cost became problems of acute concern to American oil producers and petroleum engineers during the second decade of the twentieth century, The United States faced what seemed at that time to be a serious shortage of petroleum, and it appeared that the constantly increasing demand for petroleum and its products could not be adequately supplied. Undrilled prospective acreage, which until then had been plentiful, seemed to be getting scarcer, competition was increasing, the margin of profit to the producer was shrinking, and the need for developing constructive policies of conservation appeared paramount. As a result of physical and economic changes then taking place within the petroleum industry prompted by the seemingly uncertain future, accurate knowledge pertaining to the probable future production of oil wells and of oil lands especially was needed and greatly desired. Furthermore, the need for obtaining the maximum quantity of oil from known fields caused technical information - which up to that time had not been deemed essential to the successful and profitable operation of oil lands - to be sought eagerly. The need for technical information, such as methods for determining future reserves of oil and the rate at which the oil could be obtained under a specific program of drilling, was emphasized further with the passage of the Revenue Act of 1918, and oil producers with enough income to place them in the taxable class were compelled, for the first time, to report their taxable income 4/ to the Treasury Department."

Continuing interest has been shown in developing processes for extracting nickel and cobalt from low-grade domestic deposits of these metals and in improving existing methods. Of special concern is the nickel-recovery installation at Nicaro, Oriente Province, Cuba, operated for the General Services Administration. The Bureau? of Mines felt that a bibliography would help familiarize personnel at various Bureau of Mines stations and General Services Administration contractors with extraction methods both in the United States and in foreign countries. When this task was under way it became apparent that to compile a complete bibliography would require considerable time, so it was decided to limit the first part to the later literature and issue it independently, thus making it available sooner. The present work supplements the first part and extends the coverage to the earliest years of nickel and cobalt metallurgy.

"The high injury rand fatality rate in coal mining, as compared with other industries, has caused the mining industry to become more and more interested in accident prevention methods.The prevention of accidents in the mining industry is probably not as simple a problem as it is in other industries, but if the experience of coal mining companies who have taken up the work of accident prevention seriously during recent years means anything, there is little doubt that most mining companies car improve their accident records very materially.Such results can be obtained in practically all instances without adding to production costs. In fact, there is little doubt that a well-organized program of accident prevention Will bring about a 'material production cost reduction due to increased efficiency, lower labor turnover, fewer delays due to accidents, better satisfied workmen, and a direct saving in compensation costs as well as many other items of expense.The more closely a. person is connected with the work of accident prevention, the more he becomes a believer in the value of amity in human relationships and the more he is able to exercise a spirit of toleration, fairness, justness, and helpfulness toward the problems of others, whatever those problems may be. Human nature responds to just these expressions of good willAnother great and invaluable effect of working for safety, is the fact that it is building up in the mind an appreciation of that which is constructive and, conversely, in opposition to that which is destructive In other words; the person who is sincerely striving to prevent accidents because they are destructive, costly, tad injurious, is subconsciously training his mind to look on any proposition from a constructive point of view. Working for accident prevention and safety is about the finest social training any person can have. It does not make a Person a financial Wizard or an executive genius, but it does make for the highest type of citizenship.While humanitarian reasons alone should be sufficient to maze accident prevention work an important factor in every mining organization, there are other reasons as well, since it has been proved conclusively that there can be no efficiency and economy without safety, as somebody pays when safety is lacking. Every safety device pays dividends; every safety application evaded is an assessment and a loss. Dangerous conditions are the most expensive and extravagant conditions in or about a coal mine. The economic gains are of considerable interest to all coal mining companies and this is brought about as before stated--through decreased compensation rates, the reduction of labor turnover, etc."

Two mine electrical power system simulations are presented. The first is a batch processed procedure capable of modeling a single mining machine consisting of a number of motors operating under various loads. These loads are the mechanical torque loads present at the motor shaft. The second simulation is a more flexible tool for modeling entire mine electrical power systems~ Detailed analyses of bus voltages, transmission-line power flows, and machine behavior are possible. This simulation operates interactively and the power system is configured as the user responds to program generated questions and requests. Development of the theory behind the programming, as well as detailed explanations of the models, is presented. Examples are provided to demonstrate simulation capabilities.

This report on the physical and chemical properties of typical crude oils of Oklahoma is the sixth in a series of preliminary chapters of a bulletin covering the producing districts of the United. States. Preceding reports* may be obtained on request. The details of the methods used in this survey in collecting samples, making laboratory tests, and interpreting results are discussed in the first three papers. If any errors or omissions are noted by readers, it is hoped they will be brought to the attention of the Bureau of Mines for correction before the appearance of the permanent report. Samples of Oklahoma crudes analyzed in this report were taken from those fields representing the major production of the State. The Oklahoma Geological Survey designates 172 different oil and gas fields in the State, S1 being in Osage County, 14 in Tulsa County, 14 in Okmulgee County, 9 in Washington County. The list of samples collected by the Bureau of Mines represents only 5 fields in Osage County - Bigheart, Burbank, Hominy, Osage Junction, and Pershing - yet these samples, together with those from adjoining fields, are representative of nearly all crude produced in the county. I have been asked to speak briefly about recent progress in the mining industry of the United States, and to touch on the general advancement of en- gineering science as applied to mining. By recent, I shall mean within the past 20 or 30 years. Such a period includes a great many of the changes which are of particular interest to the present generation of engineers, and the undergraduates of today will hardly turn back farther than the beginning of the present century in their study of develop- ment of methods and processes. Also, my own professional life spans this period, and I have seen or have been aware of most of these developments as they were taking place. In my review of developments, for the sake of simplicity and clarity, I shall deal separately with improvements in metal mining, coal mining, mechanical and electrical machinery for mines, metallurgy, petroleum engineering, and safety practices. Under each of these headings I have set down what appear to me to be the outstanding changes brought about during the past 2 or 3 decades. Other points will occur to other engineers; I do not represent that the following re- view is complete; it is only intended to be suggestive. In general, improvements in mining and metallurgical practices have come gradually, the charges being effected little by little, simultaneously in widely scattered places, and through the experience and inventive genius of many men. These changes have has small beginnings, and are generally the cumulative result of many steady and unsensational progressions, which still continue. What we today might be inclined to consider the culmination of a series of betterments in mining is, of course, but an instantaneous phase of developments which will continue in the future at even a more rapid pace than they have in the past. We are looking at but a flesh of a moving picture, with an endless reel to come after we finally leave the theatre. Safety devices and guards are often looked upon as the last word in safety by the men around the shop or large industrial plant . However , thorough knowledge of the details of their jobs and of the dangers attending them are even more important . It should be unnecessary for all men to go through the experience of the first man to meet an unknown danger , but that appears to be about the only way by which many learn . Practically every danger connected with the job around a mine , blast furnace , steel mill , foundry , coke oven , cement mill , or other operation , was encountered for the first time by someone , and if he was fairly fortunate he either got hurt or just missed being injured and lived to tell his " budaies " how it happened; he spread the knowledge of that particular danger . Sometimes , but not often , a man can foresee a danger . If he could always be on guard and remember everything he had ever learned and also know everything that had happened to the other fellow , and then let that knowledge keep him aware of the dangers in his own immediate " job , " so that he would work the safe way for both himself and the other fellow , he would have what safety engineers call " safety consciousness . " Being safety conscious is a fine attribute , as it really means knowing all about one's job . A man who is really safety conscious is one of the best and most efficient workmen in the whole plant . The boss wants men of that kindmen who want to learn and who try to learn every little detail about their jobwhere there is danger of spoiling the heat or getting burned by hot metal in a steel plant or of loading rock instead of coal or ore in a mine . Such men know how to do whatever job they are on easily and with the least amount of hard work and at the same time get it done as quickly as possible with safety . A man who is safety conscious has to nearly all intents and purposes developed eyes in the back of his head , if he is in a big mill where there if something going on all around him . These eyes are not real eyes , but they are what might be termed a sixth sense which he has developed by his experience in the mill as well as in other dangerous work which he may have done before in other plants . There may be occasions when a man's safety consciousness will leave him for just a short time ; this is likely to happen when he is thinking about a quarrel he had with his wife which has not been cleared up happily , or perhaps when he has bought too many things on installment and with sickness at home

Lower accident rates were the outstanding feature. of the second annual sand and gravel safety competition conducted in 1930 by the United States Bureau of Mines in cooperation with the National Sand and Gravel Association. Both the frequency and, severity rates for accidents were greatly reduced as compared with those shown by the first year's contest, that for 1929. Three times as many plants were enrolled, and the number of man-hours of work represented wad more than doubled. Seventy-six sand-and-gravel plants, situated in 20 States, participated in the competition, as compared with 26 plants, located in 13 States, in the year before. The number of man-hours of employment, which indicated the amount of exposure to occupational hazards, was 4,915,592 an increase of more than 100 per cent over, the previous year's total of 2.259,572 hours. The frequents of accidents declined from 74.4 per million hours for all plants enrolled in the first year's contest to 42.7 per million man-hours for all plants enrolled in 1930. The accident-severity rate was reduced from 9.7 days of disability per thousand man-hours of exposure in 1929 to 5.9 days of disability per thousand man-hours of exposure in 1930.

Unrecognized roof beam failures resulted in 69% of the falls of ground injuries occurring in underground U.S. stone mines from 1990 to 1996. Field investigations at 45 underground stone mines suggest that excessive beam sag or deflection is the principal unstable roof behavior characteristics associated with miner injuries. Laminated roof structures, common in most underground stone mines, allow the immediate roof to separate into distinct beams. The timely determination of roof beam deflection could provide stone miners with advanced knowledge of potentially hazardous roof. Existing methods to assess roof conditions consist of observational and monitoring techniques. Observational techniques include open drillholes, sounding, wedging, and borescopes. Monitoring techniques include scratch tools, extensometers, telltales, Miners Helpers, and Guardian Angels'. Miners have difficulty utilizing these techniques because roof beams are located an average of 8 m (26.5 ft) above the miner's head in environments that are dark, dusty and noisy and these deflections are measured in millimeters of movement. To help mitigate the potential for falls of ground injuries to underground stone miners, the National Institute for Occupational Safety and Health (NIOSH) has developed the Roof Monitoring Safety System (RMSS) to aid in monitoring dangerous levels of roof beam deflection. If enough site-specific information is collected and placed on highly visible maps, individual mining operations could establish general guidelines for responding to specific roof beam deflection occurrences. This would help in implementing a pro-active, comprehensive roof control plan for reducing falls of ground injuries.

Atlantic seaboard refining and marketing companies , dependent largely upon other producing and refining areas for the crude and refined petroleum needed to meet the demand for petroleum products within the Atlantic Coast States , reported an increase in 1929 receipts of 2,542,000 barrels of crude petroleum and 13,479,000 barrels of gasoline over the quantities received during the preceding year . The relatively large expansion in gasoline receipts undoubtedly resulted from the unexpected increase in gasoline consumption which characterized the petroleum industry during 1929. Gasoline receipts from California increased 6,354,000 barrels and shipments from foreign countries were 5,381,000 barrels in excess of the 1928 figures , while receipts from Gulf Coast ports , the major source of outside supply, declined 811,000 barrels . Shipments of domestic crude oil by tanker from Gulf Coast ports during 1929 continued the average annual increase of approximately 7,000,000 barrels which has been recorded during the five years of this annual survey . These shipments have increased from 72,556,000 barrels during 1925 to 99,828,000 barrels during 1929. Shioments of Mid- Continent crude by pipe- line to Atlantic Coast refineries have , on the other hand , dropped from 11,903,000 barrels in 1925 to 1,409,000 barrels during 1929. Receipts of foreign crude oil declined 1,461,000 barrels from the preceding year . : Gasoline demand within the Atlantic Coast area reached a total of 123,345,000 barrels , an increase of 15.7 per cent over 1928. Gasoline production increased 4,157,000 barrels , while tanker receipts were nearly 11,000,000 barrels larger than in 1928. Indicated shioments from Appalachian refineries were somewhat larger than in the preceding year . Gasoline production showed an average of 33.5 per cent of the crude throughout , as compared with 31.5 per cent in 1928 and 32.7 per cent in 1927. Cracking operations accounted for 44.6 per cent of the gasoline produced , as compared with 40.6 per cent in 1928 and 35.3 per cent in 1927. Gas oil and fuel oil production averaged 52.8 per cent of the crude throughput , as compared with 55.1 per cent in 1928 and 49.5 per cent in 1927 , the decline reflecting the smaller quantities of foreign crude refined during the year .

Electromagnetic narrow-band signals were transmitted through the earth at 27 coal mines located throughout the United States. From those Bureau of Mines tests, apparent earth conductivity values were derived based upon a homogeneous half-space model of the earth. The derived conductivity values were found to be inversely proportional to the transmitted frequency and mine depth. A linear regression model relating the logarithm of the conductivity to the mine depth was formulated, and the results indicate that the mine depth can be an adequate predictor of the apparent earth conductivity above coal mines. Apparent earth conductivity was found to decrease with mine depth.

A laboratory and a pilot-plant-scale investigation has been conducted by the Bureau of Mines to examine possible sources of nitride defects in the production of magnesium-reduced titanium sponge. The production of alpha-stabilized nitride inclusions in hot-rolled titanium plate from air contamination of sponge during its manufacture has been experimentally demonstrated. Magnesium-reduced sponge prepared from air-contaminated magnesium or when contaminated by an air leak during reduction, vacuum distillation, or inert gas sweep, shows very large variations in nitrogen content. Refractory nitrides, delta TiN and epsilon Ti2N have been identified in this sponge. The highest incidence of inclusions resulted from sponge that was reduced by air-contaminated magnesium and from sponge subjected to air contamination during the vacuum distillation cycle and during helium sweep. Air contamination of sponge during the reduction cycle was not nearly as effective in producing inclusions. Tests showed that color and texture may not be reliable criteria for locating defects during sponge inspection. Maintenance of good vacuum-tight integrity, filtration of molten magnesium prior to charging into the reduction retort, and mechanical attrition of sponge to pulverize and disperse nitrides are suggested as practices to lower inclusion incidence in commercial titanium ingots.

"The problem of signaling to the hoisting engineer from a moving cage in the shaft has been considered by many mine operators for a number of years. There are several methods in use in different mining districts, and so far as the writer is aware they have been further developed in Utah than in any other state. The latest installations are of interest because they use a very low-voltage circuit for the shaft wires and also because the wiring can be so arranged that the hoist can be stopped from the cage, if so desired.The first installation in Utah was in the shaft of the Centennial-Eureka mine under the management of C. E. Allen. It was placed in operation in the summer of 1899, end has been in continuous and satisfactory operation for 21 years. The arrangement consists or two bare wires down the shaft carrying a current at 60 volts potential, with a device on the cage for making connection between the two wires. This device is simply a short piece of wire which is thoroughly insulated from the cage and is operated by a short lever. Whenever the cage rider wishes to signal the engineer he pulls down the lever, forcing the short wire out against the two bare wires, thus making a circuit which rings the bell in the hoist-room. A similar device was planned in the Grand Central shaft at Mammoth, Utah, but was later abandoned. The cause of failure was reported to be that the shaft was very wet."

The Bureau of Mines conducted a series of delayed blasting experiments at a West Virginia contour coal mine that resulted in smoother highwalls. The 17; were smoother due to reduced overbreak and inherently safer A, to reduced likelihood of rockfall. Reduced overbreak was accomplished by an increase in the highwall hole delays, which changed the effective delay pattern geometry and the direction of burden movement. The blast delays in the highwall holes were 50 to 100 ms longer than the mine's nominal design pattern (flat V, 17- by 42-ms surface delays, 200-ms in-the-hole delay). The burden movement was effectively changed from a 45* angle to 90* with respect to the highwall. The results of the blast delay changes were evaluated using terrestrial photogrammetry to generate vertical profiles at regular intervals. This evaluation showed that delay changes produced generally smoother vertical profiles.

This program plan is one of three research alternatives being considered by the Bureau, each based on a different level of anticipated funding. Toward the goal of maximizing minerals and metals recovery from domestic resources, the Bureau of Mines, U.S. Department of the Interior, has conducted in situ corrosion studies at the Salton Sea Known Geothermal Resources Area (KGRA) in the Imperial Valley, Calif., to evaluate and characterize materials of construction for geothermal resources recovery plants. General-, pitting, and crevice-corrosion characteristics of 13 commercially available alloys were investigated for periods of 15 and 30 days in seven process environments expected to be found in typical geothermal resources plants. Stainless steel alloy 29.4, Inconel 625, and the Hastelloys G, S, and C-276 were the most resistant to general corrosion, did not pit, and exhibited little susceptibility to crevice corrosion. Stainless steel alloys 430, E-Brite 26-1, and 6X had low general corrosion rates, but pitted and were susceptible to crevice corrosion. Stainless steel alloy 316 L had a low corrosion rate, but corroded intergranularly, pitted, and was susceptible to crevice corrosion and to stress-corrosion cracking. Titanium-1.5 nickel and TiCode-12 had low corrosion rates, did not pit, and were not susceptible to crevice corrosion. Carbon and 4130 steels had high corrosion rates, pitted, and had high susceptibilities to crevice corrosion. The major scale-forming mineral on the corrosion samples in most of the process environments studied was galena mixed with lesser amounts of other minerals.

The Bureau of Mines investigated reports of mineral deposits within 10 miles of the route of the proposed pipeline from Prudhoe Bay to Valdez. No producing lode deposits or lode prospects of possible national economic significance were found. Measured placer deposits in the route are or slight value except possibly some deeply buried gold placer deposits in the Fairbanks and Livengood Quadrangles. The pipeline corridor crosses five belts of minerals having potential economic value: (1) The north slope of the Brooks Range (oil, gas, oil shale, coal, phosphate); (2) the south slope 01 the Brooks Range (copper, gold); (3) the Livengood area (gold); (4) the Fairbanks area lead-silver, antimony); and (5) the Wrangell Mountains-Denali copper belt (copper-gold). The Jarvis Creek coalfield, an eastern extension of the Nenana coalfield, is on the north side of this belt. Scattered along the corridor across the Chugach Mountain and in the vicinity of Valdez are a wide variety of metallic deposits that make up the eastern margin of the Chugach gold belt but do not seem to constitute a well-defined zone.
