Inquiries and instructional work on the determination of the number concentration of dust in atmospheres known or suspected to contain pneumoconiosis (silicosis and asbestosis) - producing particulate matter indicate a need for a description of the impinger method used by the Bureau of Mines. The impinger method consists of the collection of dust in a liquid medium and the counting under the microscope of the particles in a known portion of this liquid. The dust-collecting device is called an impinger. The dust in the air drawn through this collector at a known rate impinges at high velocity upon a smooth surface under a bubbling column of liquid. The dust is either picked up from this surface by the liquid or removed from the air as it passes through the liquid.

This report incorporates a review of available dewatering technology and an evaluation of its relevance to surface coal mines in the Interior Province of the United States. Guidelines for the selection, design and construction of dewatering systems are included. On the basis of documented experience, candidate dewatering systems were selected and evaluated with respect to their anticipated impact on the environment and mine operations. Included in the discussion is a summary of laws and regulations which can impact on dewatering operations. Following this discussion, geologic and hydrogeologic conditions within the Interior Province are described and potential dewatering problems at surface coal mines are identified. Model mines are developed which exhibit the most difficult dewatering problems identified, and it is demonstrated how available technology can be utilized to deal with these problems. Dewatering of coarse-grained, high permeability terrace deposits might be economically feasible today. Low permeability, saturated glacial tills or lake deposits appear to be significantly outside present economic feasibility for dewatering.

The Bureau of Mines, as part of its designated duty of investigating the causes of mine accidents, is conducting at its experiment station in Pittsburgh, Pa., a study of mine gases. Some of the work already done in connection with this study is outlined below. A large number of mine-gas samples have been collected under normal conditions in returns and in splits, and at other points in the ventilating current, also at the face, in the goave or gob, in unventilated places, and wherever the air was still. Samples have also been obtained under abnormal conditions, as after explosions and while mine fires were in progress, or from sealed areas behind stoppings and darns where the air had been stagnant for some time. Chemical changes in the composition of mine atmospheres during mine fires have been studied," and conditions peculiar to certain mines have been investigated. The question of the effect of a change in atmospheric pressure on the escape of gas (methane) in coal mines has been studied. Explosives have been fired in both coal and metal mines, and samples of resulting gases have been collected to ascertain the degree to which these gases vitiate the air. A series of samples in mines where gasoline locomotives were being used have been examined in order to ascertain the degree to which the exhaust gases from such locomotives foul the mine air. Experiments have also been performed in regard to the relative effect of carbon monoxide b upon men and small animals. A preliminary report relating to the inflammable gases in mine air has been published. Full reports of the results of the investigations outlined above will be published as soon as all the necessary data have been gathered. The first part of this report deals with the methods used by the bureau in the collection and examination of the various mine gases; the latter part discusses the bureau's methods of sampling and examining natural gas.

Great Britain has never had a basic raining law such as is in force in most foreign countries. This lack may be due to the fact that, with the exception of gold and silver, all metals or minerals belong to the owner of the surface land. Even with respect to the precious metals, gold and silver, which are not abundant in Great Britain, the right of the Crown, though still technically acknowledged, is not always insisted unon. All other metals and minerals are vested in the ground landlord, who may sell, lease, or other¬ wise convey them. The State has little to do with the mining industry except in. regulatory and judicial matters. The Government must settle controversies and provide for easements, rights of way for railroads, roads, and canals, or, in general, effect the same control that it exercises over other industries. As mining was carried on in very early times in England, of necessity a certain legal procedure came into existence, which in effect was little more than a private contract between the owner of the mineral (whether an individual or the State) and the miner. The nature of such contracts, of course, has changed radically with the changed relations between classes, as England lias developed from the feudal into the modern State. This paper updates an earlier report by the authors that studied electrical injuries from 1992 to 1998. The previous information is expanded and supplemented with fatal and nonfatal injury rates and trends through 2002. Injury numbers and rates were used to compare and trend electrical injury experience for various groups and categories. This information allowed identification of at-risk groups that could most benefit from effective electrical safety interventions. The data presented in this paper are derived from the U.S. Labor Department?s Bureau of Labor Statistics? Census of Fatal Occupational Injuries, Survey of Occupational Illnesses and Injuries, and Current Population Survey. Between 1992 and 2002, 3378 workers died from on-the-job electrical injuries. Electricity remained the sixth leading cause of injury-related occupational death. From 1999 to 2002, 4.7% of all occupational deaths were caused by electricity, down from 5.2% in the 1992?1998 time period. The cause of death was listed as electrocution in 99.1% of fatal cases. Contact with overhead power lines was involved in 42% of all on-the-job electrical deaths. The construction industry accounted for 47% of all electrical deaths between 1992 and 2002 but showed overall improvement from 1995 to 2002 by reducing its electrical fatality rate from 2.2 to 1.5 per 100 000 workers. In addition, 46 598 workers were nonfatally injured by electricity. Contact with electric current of machine, tool, appliance, or light fixture and contact with wiring, transformers, or other electrical components accounted for 36% and 34% of nonfatal electrical injuries, respectively. Contact with underground buried power lines was involved with 1% of fatal injuries and 2% of nonfatal injuries. The research of the National Institute for Occupational Safety and Health aimed at evaluating commercially available overhead power line proximity warning alarms is described. This paper is expected to be the initial step for eventual development of a performance standard for such systems.

Beryllium possesses attractive properties for use in the nuclear and space fields. Since fused-salt electrorefining can be employed to produce this metal in high-purity form from low-grade or scrap metals, the Bureau of Mines investigated electrorefining of beryllium in electrolytes composed of a LiC1-KC1 eutectic mixture plus varying amounts of BeC12. Results showed a 99- percent or better reduction of oxygen and magnesium and a substantial reduction of other minor metallic impurities. Extremely pure beryllium metal was produced. Operating variables, including BeCl2 concentration in the bath (3.5 to 16.5 mole-percent), temperature of operation (450° to 550° C.), and cathode current density (45 to 770 a,/sq, ft.), were studied; their effects on the deposition of metal, working condition of the bath, and purity of the refined metal are discussed. The safety precautions used in handling beryllium in the laboratory are also described.

U.S. Minerals Coordinating Council Advised. -The Critical Materials Act of 1981, H. R. 4281, introduced on July 27, would create a Council on Critical Materials in the White House Executive Office to oversee Federal materials programs involving $1 billion committed to research by 14 agencies, and to serve as the President's focal point to evaluate materials policy. It was introduced by Congressman Fuqua (D-Fla.) whose Committee on Science and Technology has over-sight over the implementation of P. L. 96-479, the National Materials and Minerals Policy, Research and Development Act of 1980. Bulgaria's Mineral Bank. -Recently Bulgaria established a mineral bank to facilitate receipt of foreign credits for exploiting Bulgaria's mineral raw materials. The bank has wide powers to enter into business arrangements with foreign creditors. Bulgaria's main interest in trading with the West is to import the technology for developing energy and mineral resources.

The Bureau of Mines conducted a field study to assess the performance of various chain pillar configurations in terms of gate road entry sta-bility. Vibrating wire stressmeters (VWS's) were installed in four consecutive gate road chain pillars. Field data collected during panel retreat were analyzed to gain a better understanding of the mechanics of vertical load redistribution in gate road chain pillars as it relates to ground control problems. Several different pillar configurations were investigated including abutment-yield and yield-abutment-yield designs. This report summarizes the results of laboratory investigations made by the Bureau c! Mines on the recovery of mercury from caustic sulfide solutions by aluminum precipitation and by electrodeposition. Statistical methods were used to design the experiments and evaluate the resulting data. Precipitation studies demonstrated tint metallic mercury could be recovered from mercury sulfide-sodium sulfide solutions with aluminum. Other metals and their salts and aluminum, salts precipitated only black mercury sulfide. Over 95 percent of the mercury was precipitated from solutions prepared with reagent-grade chemicals and from cinnabar leach solutions. Two equivalents of aluminum were required to obtain 95 percent precipitation of the mercury. Under optimum conditions 1 gram of aluminum precipitated from 4 to 7 grams of mercury; the excess Aluminum was recovered for reuse. The effects of time and temperature on the precipitation of mercury were minor when compared with the effects of mercury concentration and aluminum equivalents. The particle size of aluminum had no significant effect over the ranges studied. When aluminum was used as a precipitant, the mercury concentration in solution was reduced to below 1.0 grams per liter. Adding arsenic and antimony sulfides to the mercury solution resulted in their coprecipitation with the mercury when the aluminum was added From 95 to 99 percent of both the arsenic and antimony were precipitated as metal, which amalgamated with the mercury.

Structural properties of steel-fiber-reinforced shotcrete and polymer-impregnated shotcrete, both plain and fiber-reinforced, were investigated by the Federal Bureau of Mines, Spokane Mining Research Center. The research center has found that flexural strengths can be increased by as much as 106 percent, and splitting-tensile strength by 50 percent, by introducing randomly oriented steel fibers. A slight decrease of compressive strength was found in the fiber-reinforced shotcrete. Polymer-impregnated shotcrete exhibited a threefold to fourfold increase in compressive and splitting-tensile strength. The techniques of preparing shotcrete with the dry process, using both fast-set agents and regulated-set cement, are described, along with the results of physical-property testing. Physical properties include compressive and splitting-tensile strengths, tangent and secant moduli, and stress-strain curves for plain shotcrete, fiber-reinforced shotcrete, and polymer-impregnated plain and fiber-reinforced shotcrete. Flexural strengths for plain and fiber-reinforced shotcrete are also reported. Steel-fiber shotcrete is the more promising of the new structural materials for ground support, and additional research is recommended.

Tonnage oxygen plants are or can be made available in sizes ranging from 150 to 1,000 tons per day. Capital requirements are estimated from $5,400 to $14,700 per daily ton, depending upon size of plant, cycle employed, and purity and discharge pressure of the product. Similarly, operating costs before return on investment will range from $4.80 to $10 per ton. INTRODUCTION Several processes4 5/ that can be used to convert coal to synthetic liquid fuels, synthetic pipeline gas, or hydrogen require high-purity oxygen as one of the basic raw materials. Depending on the and product and its specific use, the oxygen required will be of 95 or 99.5 percent purity. The quantity required, in turn, depends on the process for which the oxygen will be used and the size of the processing plant and will range from 150 to 4,000 tons per day.

A high-pressure intensifier system was designed, constructed and field tested as part of a program to determining the feasibility of applying high-pressure water jets on conventional mechanical rock excavation equipment to increase advance rates. Also developed were a high-volume swivel, capable of transferring the high-pressure water to a rotating cutterhead and manifold system for locating and protecting the jets on the cutterhead. Field tests were conducted in a granite quarry near Skykomish, WA, approximately 90 miles east of Seattle. The concept of improving excavation rates by using water jets to assist mechanical cutting was proven to be successful, with an average increase in excavation mete of 50 to 60%. For some tests, the excavation rate was more than doubled. Machine torque requirements were reduced approximately 25% when the water jets were used. It was suggested this was due to reduced cutterhead friction in the presence of the water jets. A comprehensive economic analysis was undertaken as part of a concurrent study to determine the degree of cost benefits attainable from increased advance rates. Very significant savings were seen to be possible. It was concluded that the basic concept of combining a water jet capability with a mechanical excavating machine is definitely possible.

This report contains Bureau of Mines analyses of 291 samples of crude petroleum from the Gulf Coast Area of Louisiana and Texas. Included are 65 analyses from 51 Louisiana fields and 226 analyses from 216 Texas fields. Analyses from the Texas fields include 90 from 58 Upper Gulf Coast fields, 47 from 28 Middle Gulf Coast fields, and 89 from 40 Lower Gulf Coast fields. The analyses represent fields that produced 1,000 barrels or more per day during at least one of the years 19.57 through 1961, with the exception of 23 analyses from the Texas fields. The fields considered are listed by state and geographical groupings, with field names arranged alphabetically within each grouping. The tabulation also includes information concerning the geological sources of the samples. General characteristics of the crude oils and analytical and computed data determined from the analyses are summarized. Crude oil production data are given for the fields for 1960 and 1961 and are cumulative through 1961.

Information concerning the fusibility of coal ash has become of considerable value to the consumer of coal, mainly in connection with the troublesome formation of clinker resulting from the melting of the ash constituents of the burning coal. The growing interest in such data has led the Bureau of Mines to make a general survey of the "fusing" or "softening" temperatures of the ash from coals of the United States. It is hoped that this information when used together with the large number of coal analyses published 1 by the bureau will assist the consumer of coal in comparing different coals, and in selecting the coal best adapted for his purpose.

This publication describes methods and techniques of mining and crushing limestone at 3 of 11 small quarries operated by Anderson-Oxandale Rock Co. in northeast Kansas in 1959. It is one of a series of reports by the Bureau of Mines on methods and costs of mining in various mining districts in the United States. The three quarries selected for study -Bosse quarry, Pottawatomie County; Hansen quarry, Morris County; and Huston quarry, Dickinson County (fig. 1) -were in many respects similar to many others that had been developed solely to fill local and usually transitory demands for crushed limestone for use as concrete aggregate, roadstone, and soil conditioning. Factors governing the choice of quarry sites were quality of limestone, shallow overburden, and proximity to points of consumption of the crushed stone.

"Ventilation is one of the most important features of coal mining, and if a mine is exceptionally gassy it is often difficult to ventilate it in such a way as to make it safe. The general system of splitting the main air current so that two, three, or more sets of room entries are ventilated by the same current of air does not provide a safe method if non-permissible electrical equipment, such as cable-reel, crab-reel, or trolley locomotives are used on gathering haulage, or if open-type hoist or pump motors are used. The problem has been greatly simplified at the Crucible mine of the Crucible Fuel Co. at Crucible, Pennsylvania.The system is not only applicable to the room-and-pillar method of mining, but it may be adopted for any panel system of mining. There also appears to be a definite application in mechanized mining, where the rapid extraction often results in inadequate attention to ventilation and where the gassiness of the section generally increases because, as compared to hand loading, the methane has less time to drain off. "INTRODUCTION With the advent of war in 1941, military operations in Alaska were enlarged on such a scale that the demand for coal in the Territory more than doubled. Coal was needed urgently for heating forts and other military establishments, for use on large construction projects, and for handling the greatly increased volume of traffic on the Alaska Railroad. -The additional tonnage required, estimated at perhaps 250,000 tons per year, probably could have been supplied by the United States, but shipping space between Pacific Coast ports and Alaska was already overburdened with military supplies and construction materials. Moreover, although of only secondary importance in wartime, the cost of coal shipped into the Territory is reported to have been as high as $40 per ton. The alternative to importing coal was, of course, to increase the Production of the Alaska mines.Production of coal in Alaska reached, 350,000 tons in 1944, or more than double the prewar' output. The responsibility for increasing coal production was assumed largely by the Army, A Coal Commission attached to the Alaska Department arranged financial assistance for some mining operations, aided the operators in producing equipment for mechanization, and provided most of the labor necessary to operate the mines. The Bureau of Mines contributed to the program in several ways. First, exploration by the Bureau in the Moose Creek district revealed a substantial tonnage of coal of better grade than any currently mined in the Territory, 4/ and drilling in the Broad Pass district, where a mine to supply coal for the army had been started, revealed that the reserves were far less than had been supposed; this operation was abandoned. Second, coal-preparation practices were studied, and recommendations for improvements made, at two of the operating mines at which the quality of the coal makes preparation a factor of vital importance. Some of the information obtained in these studies forms the basis for the present report."

The Bureau of Mines, in support of its overall goal of helping to meet future U.S. demand for minerals, undertook this study to aid the quarry entrepreneur and/or operator in developing quarries near urban areas. In response to increased environmental concerns, the quarry operator often must take steps beyond those required in the last decade toward gaining permits for quarrying near metropolitan areas. Following the steps suggested in this report should increase the chances to obtain the permits to open and develop a quarry. Each task and question in the general plan flow diagrams are described in detail, with the flow diagrams aimed at the goal of acquiring the necessary permits. The appendixes include (1) types of projects for which Environmental Impact Statements (EIS's) may be prepared and Federal agencies responsible for preparing them, (2) State contacts for information regarding environmental impact assessment requirements and mining and mineral land reclamation laws, (3) a checklist of environmental inventory factors, (4) a tabulation of different regulations that affect mining in Michigan and the number of townships and counties that have each of the listed regulations, and (5) environmental logic associated with site selection. A central recommendation is that the quarry entrepreneur and/or operator coordinate plans at the beginning with local government officials (such as township supervisors and/or city and county planning board members), State and Federal officials, and public groups that will be affected.
