Lead Tariff.--The full House Ways and Means Committee approved H.R. 6089 which will have the effect of reducing the tariff on unwrought lead to 3% ad valorem, with a floor duty of 1.0625 cents per pound, compared with the currently effective rate of 3.5% ad valorem. Consideration is also being given to tariff rates on imports of red lead and litharge from Mexico. A consortium of domestic producers has appealed to the Office of the Special Trade Representative (STR) requesting a return to tariff schedules which were in effect prior to the concessions made effective on January 1. Mexican producers have filed a proposal in favor of lower duties, and the matter now awaits a ruling by the STR. Ferrous Scrap Exports.--After holding public hearings and receiving public comments in May, the Department of Commerce announced that it would not institute formal monitoring of ferrous scrap exports, as requested by the Ferrous Scrap Consumers Coalition. The Department said, however, that it would follow the trend of scrap exports and prices. Ferrous scrap prices are currently low and supplies are reported to be adequate.

Prior to 1911 the literature on melting brass by electricity consisted entirely-save for some suggestions made in patent literature but not actually worked out-of a few observations by farseeing men ' on the theoretical advantages of melting brass and other nonferrous alloys in electric furnaces. Roeber was the first to see and clearly state the possible advantages of the electric furnace in brass melting. The same factors tha.t make it desirable to manufacture special steels in the electric furnace rather than in crucibles, he declared, apply to brass as well. He pointed out the possibility of using larger melting units, of eliminating crucible cost, of readily controlling the purity of the product. and of nearly eliminating the loss of zinc. "The replacement of the • old crucible process is sure to come," he said; "perhaps it will come in two years, but it will, necessarily, in ten years .... The inevitable advance along this industrial line will have great influence in the metal world and will also provide, in large cities, a new kind of load for the central station." The years 1905 to 1910 may be termed the purely theoretical period of the development of the electric brass furnace, though the Conley furnace was tried out e:xperimenta.lly about 1910 and a few heats were made in an induction furnace. 2 In December, 1911, the American Chemical Society held a symposium on mineral wastes, at which Bassett s discussed the zinc· losses that attend making brass in fuel-fired furnaces.

The technique of remote sensing, used for many years by earth scientists, is being applied to the detection and monitoring of air pollution. Instrumentation being developed is of a very diverse nature and is effective, Fn varying degrees, at ranges from 1,000 meters to the altitude of a space satellite. This paper describes a number of the recent developments in this new field. Instruments based on spectroscopic, laser, and photographic systems are discussed. Sensors are being developed which utilize correlation spectrometry, interferometry, Raman scattering, Mie scattering, laser line absorption, and simple photographic detection.

During the early stages of the mining industry of the United States an apparently inexhaustible supply of high-quality, easily accessible coal made the product cheap and the attendant mining methods wasteful of recoverable coal. Because coal from advance places could be mined with less effort and a large outwit obtained as the entries advanced, much of the coal left in pillars to support the roof was lost. Squeezes often developed in these mined-over areas, or, if pillars were of sufficient size to-prevent squeeze, the roof would be so weakened by long exposure that any pillar recovery was extremely hazardous. As the value of unmined coal increased, a high recovery of the available coal became necessary. Numerous plans were tried during the period that followed, some of the methods proving successful while others were complete failures or only partly successful. As a better knowledge was pained of the roof strata and its behavior, however, pillar mining became more successful and methods suited to special roof conditions were developed.

The U.S. economy and, consequently, the demand for minerals grew at more moderate rates in 1995 compared with stronger performances the previous year. Demand for metals such as steel and copper was relatively stable. For example, the decline in steel consumed in motor vehicle manufacturing (reflecting lower vehicle sales) for the first half of 1995 was offset by an increase in steel consumed in construction during the same period. More detailed information on events, trends, and issues in the mineral and material sector Is presented below and in the commodity sections that follow. Overall Performance The value of processed materials of mineral origin produced in the United States during 1995 was estimated to be $395 billion, an increase of almost 10% compared with 1994. The estimated value of U.S. raw nonfuel minerals production in 1995 was $38 billion, about 7% more than in 1994. The value of U.S. minerals production has increased in 30 of the last 35 years.

A stronger U.S. economy stimulated the domestic mineral sector in 1994. Metals demand was spurred by robust U.S. motor vehicle sales, while demand for major industrial minerals rose in response to highway and building construction. Domestic mineral and material demand is expected to increase in 1995, particularly if interest rates do not restrain the building industry and international monetary exchange rates remain advantageous to U.S. automobile manufacturers. Additional information on events, trends, and issues in the mineral and material sector is presented below and in the commodity sections that follow. Overall Performance Processed materials of mineral origin produced in the United States during 1994 increased to an estimated value of $360 billion. Domestic output of raw nonfuel minerals in 1994 was estimated at $34 billion, about 6% more than that of 1993. The value of U.S. minerals production has increased in 29 of the last 34 years.

An investigation was conducted to study possible sources of Utah refractory and structural clays that could be used for the manufacture of refractories and light or buff burning heavy-clay products. A field study was made and the clay samples tested to determine their firing characteristics. Results of the Bureau's work indicate many small noncommercial deposits of hypogenic clay occur in igneous rocks. Commercial hypogenic deposits are mostly halloysite clay developed by hydrothermal replacement of limestone. The high firing shrinkage of halloysite precludes its use as a refractory, however, halloysite produced at the Dragon Mine south of Eureka, is used fur making oil catalysts. Clays and shales suitable for low heat duty refractory products are found in the Manning Canyon shale, in shales associated with coal bearing rocks, and in the Dakota formation. Some of the clays from the Dakota formation are also suitable for high-duty refractory products.

Anaconda Aluminum Co. began production from a new 60,000-ton-per-year potline at Sebree, KY, which brings the total capacity of the plant to 180,000 tons per year. A strike by workers at Alcan Aluminium Corp. primary aluminum smelters at Arvida, Que., Isle Maligne, Que., and Beauharnois, Que. shut down the plants and the company announced force majeure on part of its ingot supply commitments. Kaiser Aluminum and Chemical Corp. announced plans to increase its price for primary aluminum from 60.0 cents per pound to 63.0 cents per pound effective July 1.

Antitrust Investigation Dropped. - The Department of Justice announced that it was dropping its 5-year investigation of the aluminum industry. The investigation was over whether the aluminum companies were acting as if they were a shared monopoly. Deep Seabed Mining. - The Department of Commerce's National Oceanic and Atmospheric Administration (NOAA) has established an Office of Ocean Minerals and Energy which will be responsible for implementing the Deep Seabed Nard Minerals and Energy Act and the Ocean Thermal Energy Conversion Act. It will establish licensing and regulatory programs.

New GSP Trade Status Approved.--President Carter, by Executive Order effective March 30, has approved Generalized System of Preference treatment for imports of nonferrous metal products and other imports from Ecuador, Indonesia, Zimbabwe, Uganda, and Venezuela. As of May 2, Afghanistan and Ethiopia will be taken off GSP status. Under the Generalized System of Preferences, certain imports from developing countries are provided duty-free treatment. A country can lose its GSP status if its shipments of the product exceed $41.9 million or more than 50% of total U.S. imports during the preceding year. However, the President can waive the 50% rule in cases where total U.S. imports of an item in 1979 were less than $1 million. Certain nonferrous imports from Mexico, Peru, Chile, and Zambia are already covered by GSP. Hearings April 10 on International Tin Agreement.--The Fifth International Tin Agreement of which the United States is a signatory, which entered into force on July 1, 1976, will expire on June 30, 1981. A negotiating conference for a Sixth International Tin Agreement will be held under auspices of the United Nations at Geneva from April 14 to May 16, 1980.

This report describes the performance of Phase I of a project to design, analyze, and demonstrate a multilift longwall mining method applicable to mining coal seams twelve (12) feet or more in thickness. A non-simultaneous multilift operation is the most viable thick seam mining technique for introduction to the United States coal industry. In the case of the proposed site at Emery, Utah it will result in an increase in coal extraction from 30% with present methods to at least 50% and possibly more. The major technological advance involved in this project is mining a lower lift under a previously mined upper lift. To accomplish this, entries must be developed and maintained beneath the upper lift gob. This will necessitate the use of steel supports at frequent intervals throughout the lower lift' entry system. This has not been done in the U.S. to date. An economic analysis of the project indicates that, while this method will result in a higher than average cost per ton for coal mined, the coal would be competitive with current-operation in the area.

Research objectives were to determine the reasons for erratic behavior of semisilica horizontal zinc retorts in service; to investigate potential corrective measures including the possible utilization of more refractory materials in the retort body; and to delineate laboratory tests suitable for process control in the manufacture of retorts. Correlation of laboratory test results and data supplied by the cooperating smelters indicated that structural failures due to thermal shock and laminations in the retort body are largely responsible for the erratic behavior of horizontal zinc retorts in service. The most promising modifications made in the retort body and evaluated on a laboratory scale included finer grinding of the plastic clay fraction, substitution of mullite grog for calcined fire clay and grain alumina for silica, plus the use of an organic binder. Lamination-free extrusions having excellent thermal shock resistance were prepared from a mixture composed of 50 percent low-silica Missouri plastic clay through 100 mesh, 25 percent mullite grog through 6 mesh, and 25 percent alumina through 100 mesh. The mix was pugged under 28-inch vacuum with 1 percent ligno sulfonate binder in 12 percent tempering water. Laboratory tests suitable for process control in the manufacture of retorts are described.

1. Domestic Production and Use: Twelve companies operated 31 primary aluminum reduction plants, three firms accounting for 66% of production. Washington, Oregon, and Montana accounted for 32% of the total production; Gulf Coast States, 25%; Northern States, 29%; and other Southern States, 14%. Output of primary metal in 1973 was valued at $2.2 billion. About 80% of the secondary recovery was from new aluminum base scrap and 20% was from old scrap. Aluminum consumption by 25,000 firms was centered in the East Central United States. Of aluminum consuming industries in 1972, building accounted for 28%; transportation 19%; electrical, 13%; packaging, 16%; and consumer durab1es, 10%.

An attempt is made here to collect together various reports and publications that are based on research supported all or in part by Contract No. H0155008 for the past two years. The subject matter deals primarily with the excitation, transmission, and reception of electromagnetic waves in mine environments. This contract from the U.S. Bureau of Mines with the Office of Telecommunications supports the efforts of James R. Wait (Principal Investigator and Consultant to OT), David A. Hill (Co-Investigator), and various associates within the Boulder scientific community. The contributions of Samir F. The pigments, whose colors are due primarily to iron exides and iron hydroxides, comprise a variety of yellow, brown, red, and sometimes black paint-coloring agents, both natural and artificially prepared. The natural pigments in this group include ocher, umber, sienna, mineral paints, paint rock, and mortar colors. When the natural color or tinting power--either in the raw state or after treatment--is too weak, these pigments may be "forti- fied" or strengthened. Ocher, umber, and sienna, rhile often described as "iron oxide pigments," are also known as "earthy" rigments. Inasmuch as the iron content of these pigments is, in general, somewhat lower than that of other iron oxide pigments, the ochers, umbers, siennes, and other brown earth pigments are not discussed in the present paper. In addition to a discussion of natural or artificial pigments whose color is due to the presence of iron oxide in some form, this paper contains data on mortar colors, which are medium or low grade pigments used for tinting mortar, cement, and concrete. A great variety of materials are used for theso purposes, including "blue billy" (residue left from roast- ing pyrite), ground slate and shale, and even culm from coal washeries. Dur- ing the past three years, there has been a definite trend among the producers of iron oxide pigments to push the sales of the better grades of colors for tinting mortars. Due to the amount of low-grade coloring matter that is re- quired to impart a strong color to concrete (in soro cases as high as 15 per cent of pigment is necessary) the strength of the cement may be materially impaired. The addition of some 2 per cent of the higher grades of iron oxide to the concrete mix imparts a brighter and stronger colcr, does not weaken the material, and in the end is not as expensive as the low-grade pigments formerly used. Iron oxide pigments occur in nature in various shades and colors, but the red pigments are the most important and account for the larger part of the total red pigments used.3/ The nomenclature of these red pigments is involved and the names given to them are descriptive of the shade rather than of origin, method of produc- tion or chemical composition. In most cases the red pigments under this class may occur naturally or may be produced by heating hydrous iron oxide pigments such as yellow ocher to a sufficiently high temperature to drive off the water of composition. They may also be prepared by fortifying naturally-occurring pigments with stronger natural or synthetic oxides or with coal-tar dyes (e.g. alizarine lake), Most of the mineral reds derive their color from the presence of ferric oxide (Fe2O3), the mineral hematite. This may be present in relatively small percentages, as in the red slates and shales, or it may constitute as much as 90 per cent or more of the material, as in Spanish red. The principal iron oxide pigments used in the manufacture of paint are discussed in the following pages.

This report presents information developed during Bureau of Mines contract H0242016, "Mine Shaft Fire and Smoke Protection Systems" from May, 1974 through June, 1975. Purpose of the metal and nonmetal health and safety project was to evaluate mine shaft fire and smoke hazard problems, and to develop and demonstrate a low-cost, reliable mine shaft fire protection system that would protect against such hazards and would be applicable to a majority of metal and nonmetal mine shafts, including raises and winzes, especially in deep mines. Program effort proceeded through five phases, culminating in the successful in-mine fire demonstration of a prototype system. In addition to this final report, a film is available which depicts components of the system and its successful shaft fire testing at an underground mine.

The organic act of the Bureau, as amended by Congress and approved February 25, 1913, made it the province and duty of the Bureau of Mines to ""disseminate information concerning these subjects in such manner as will best carry out the purposes of this Act.""In accordance with this directive, the Bureau reports the findings of its research and investigations in its own series of publications and also in articles that appear in scientific, technical, and trade journals; in proceedings of conventions and seminars; in reference books; and in other non-Bureau publications. The number of these reports, the wide range of subjects they cover, and the variety of mediums in which they appear make the kind of list and index presented in this special publication both necessary and valuable. This issue of the Bureau of Mines List of Publications and Articles describes reports and articles published during the period January 1, 1980, to December 31, 1984. This paper is one of a series , dealing with mining methods and costs , sponsored and published by the U. S. Bureau of Mines . Papers of this series are written by engineers and executives of mining companies , at the solicitation of the Bureau , and in accordance with an outline prepared by Bureau engineers , for the purpose of securing uniform presentation and conformable data . The property of the Alaska Juneau Gold Mining Co. is situated near the city of Juneau , Alaska , in what is known as the Harris mining district . Wholesale mining operations have been adopted on a large scale and 10,000 to 11,000 tons per day of gold- bearing ore are mined and sent to concentrators near Juneau . In addition to gold , the ore yields 0.6 ounce of silver and 13.0 pounds of lead to each ounce of gold recovered .

A unity of viewpoint emerged from the workshop. The concept that transmission is via characteristic modes was a common theme in many of the presentations. Also, the confusion an the meaning of monofilar and bifilar to describe these dominant modes was cleared up. But, there was still a healthy divergence of opinion on what constitutes an optimum system. It was generally agreed that further analytical and experimental work is definitely needed. In particular, it was stressed that independent measurements of the constitutive properties of the electromagnetic environment are needed. Also, there was considerable concern that laboratory measurements of rock samples could lead to misleading results for the effective conductivities. Also, there was a general recognition that over simplified propagation theory should not be used to interpret field data. From a theoratical and practical point of view, it was realized that mode coupling plays a vital role in the transmission channel. One must not only understand which and how many propagation modes are excited by the transmitting antenna, but the conversion of energy from one mode type to another must be accounted for. This conversion can either be done intentionally (by fixed mode convertors) or non intentionally (by random wall roughness). In fact, mode conversion can be quite complicated when various propagation paths exist such as when insulated cables, leaky feeders, grounded rails, coal seams, etc. all convey portions of the electromagnetic energy. However, this state of affairs should be regared as an. opportunity for extended communication coverage in mines rather than a limitation of a desig. procedure based on preconceived notions of the dominant propagation mechanism.

Dust diseases are much before the public at present, but little reliable information on the subject is readily available to the layman; even those rated as experts usually have a more or less theoretical conception of these diseases, their causes, remedies, and prevention. Until recently little attention has been given to prevention, and the usual attitude of the engineer, upon whom the main reliance for prevention ultimately must devolve, has been to let "sleeping dogs lie" or, more definitely, to "let well enough alone." However, the "laissez faire" attitude no longer is tenable; in the past few years numerous conditions have caused those engaged in industry, including mining, to study the subject with a view to ascertaining the facts upon which to formulate remedial measures, primarily preventive. This bulletin is an attempt to assemble information in convenient form on effects of breathing dusts, largely in the mining and allied industries. The literature on this subject is so extensive that no attempt has been made to include all published material or all types of dust diseases but only to assemble some of the more outstanding data on several aspects of the subject, especially with reference to silicosis.
