"The author will give a capsule history of Benguet Corporation and attempt to identify its operating environment and underlying ""strategy"" until 1974, when the company's management assumed office. The company's operating environment and ""interim strategy"" from 1975 to 1980 will be described. The discussion will cover an environmental forecast and define the company's"" strategy for survival"" for the balance of this century.IntroductionIn December last year, I was asked to deliver a pa per for the management lecture series a t the Asian Institute of Management in Manila. The paper was entitled "" The 1970's: A Decade of Disaster For New Mining Projects"" . In that paper, it was my task to review the results of new mining projects in the Philippines during the previous decade. The task was not a happy one, for the results themselves were not only unhappy, but disastrous on a scale unprecedented in Philippine history. Out of a total of 17 major mining project s involving an aggregate capital investment in excess o f US $2 billion during the 1970s, only three project s have been profitable, and all the rest have either gone "" belly up"" or are teetering on the very edge of financial disaster.It is in the context of this shocking record of widespread financial dislocation in the Philippine mining industry, (which in varying degrees appears to have been paralleled in virtually every other country in the world where mining is an important sector of the economy) that I address myself tonight to the theme of this symposium. My paper is entitled ""Risk Management Strategy in Mining"" and it is sub titled ""Can Benguet Corporation Survive to Celebrate its Centennial in 2003?"". I have inserted the word ""Strategy"" and added the subtitle, because I wish to make it clear first, that my presentation to you tonight will be focused exclusively on the strategic aspect s of risk management, and second that I will limit myself to Benguet's own ""in-house"" experience and perspectives on this subject. I would caution you therefore, to consider my views within this restricted framework, and in light of the particular and sometimes peculiar circumstances within which Benguet Corporation operates."

However, the velocity of applying the technology as well as the sustainment of these significant benefits has been hampered by the usability of the software and adaptability of the applications.Some of the new technology developments that improve the usability and adaptability of advanced process control include:• modern and intuitive user interfaces,• customizable models to support unique process behavior,• fast and flexible OPC connection tools,• automated model building,• integration with first principles dynamic models and• improved performance monitoring.This paper will briefly discuss the new technology developments that have improved the usability and adaptability of advanced process control and how this can affect minerals processing operations.In today’s environment, Minerals Processing plant managers continuously face new challenges and requirements including:• higher energy efficiency,• increased run lengths,• reduced product quality variability,• reduced emissions,• higher availability, and• lower operating costsOperating a unit to meet these challenges in real time is not easy for operators and conventional process control systems. However, innovatively using existing technologies in Minerals Processing plants can improve operations on a minute by minute basis and reap significant benefits.Advanced Process Control (APC) can extract the maximum performance benefits from existing equipment while respecting plant operating constraints. Expensive capital projects to upgrade equipment are not always necessary. Advanced Process Control can deliver significant economic benefits by maintaining the plant at its most profitable point as conditions change."

The experience of one plant regarding degradation of copper solvent extraction reagents in the presence of 20 to 30 g/1 nitrate in the leach solution was described at Cobre 2003. However, little information is available about the degradation of copper solvent extraction reagents where the nitrate concentration of leach solution is much lower. Analysis of plant organic samples taken from an operating copper SX plant over a long period of time shows that small amounts of nitrate in the leach liquor can be a significant contributor to reagent degradation provided certain other conditions are present. These conditions are discussed and cautionary suggestions on copper SX plant operations in the presence of even low levels of nitrate in the pregnant leach are made based on industry experience with copper solvent extraction plants and copper solvent extraction reagents.

"The Department of Finance introduced draft amendments to the resource allowance regulations on July 23, 1992 that effectively nullify the decision in the Gulf Canada Limited case. Prior to the amendments it appeared that only ""directly"" related general and administrative, capital cost allowance and scientific research expenditures had to be deducted from resource profits. Now ancillary expenditures are required to be deducted. Consequently, the ability of taxpayers to claim the resource allowance is curtailed.IntroductionOn October 25, 1990 it was almost certain that taxable mines were going to get a break. The Federal Court-Trial Division had just decided in Gulf Canada Limited's favour to allow it to claim resource related tax benefits larger than what Revenue Canada evidently wished. Revenue Canada appealed first to the Federal Court of Appeal and then to the Supreme Court of Canada. On January 10, 1992 the Federal Court of Appeal agreed with the Federal Court decision and on July 2, 1992the Supreme Court declined to hear any further appeal. A mere three weeks later, on July 23, 1992, the Department of Finance issued draft ""clarifying"" measures to amend the calculation of the resource allowance. These measures effectively nullify the benefits that arose under the decisions of the Federal Court."

Superconductivity is one of the most remarkable scientific phenomena ever investigated. It is the phenomenon whereby some materials exhibit zero resistance to the passage of an electric current when cooled to low temperatures, and requires a quantum mechanical explanation. Four Nobel prizes in physics have been awarded specifically on the subject of superconductivity, with many more enabled by superconducting technology. For example, particle beams are generated in accelerators and manipulated in ?particle beam lines? in the ?Big Physics? projects around the world eg. at CERN, Geneva, leading to major discoveries in fundamental particle physics. Similarly, at the JET Propulsion laboratory near Oxford, U.K, controlled nuclear fusion has been demonstrated, and magnetic containment of plasmas is key. In the chemical and biological sciences high field NMR spectroscopy has become indispensable for examining organic matter, revealing the mysteries of the workings of cells, genetics, and in the development of new polymers and pharmaceuticals. With all these very advanced uses for superconducting magnets, it is easy to forget that superconductivity is big business, not just a scientific curiosity. MRI (Magnetic Resonance Imaging) superconducting magnets, the key component of high resolution body scanners, use approximately half of the world?s superconducting wire ? the other half being mostly used in accelerator magnets. The MRI market is about 3 billion dollars per annum, and one MRI magnet uses 200km of wire. New applications for superconducting magnets are now appearing including ?Catheter steering?, enabling much shorter timescales for life-saving brain tumour removals and ?Functional MRI?, a whole new area in patient diagnostics. Whilst the use of low temperature superconductors (LTS) is now well established commercially in superconducting magnets and niche electronic applications, the application of LTS in electric power distribution and transport has been very limited to date. It is now more than fifteen years since the so-called High Temperature Superconductor (HTS) materials were discovered: these can be operated at liquid nitrogen temperatures rather than liquid helium temperatures. However, materials processing and scale-up issues have prevented their widespread use, and in particular the required price/performance criteria are only beginning to be reached except in certain niche markets. BSCCO (Bismuth Strontium Calcium Copper Oxide) tapes up to one km long are now readily available, and have been demonstrated in high current cables for power distribution networks, but the general consensus is that 1) it is difficult to reduce the price much further because of the silver matrix required and 2) in applications where coils are required eg. motors, generators, transformers etc the properties of BSCCO are rather poor because of the critical current dependence on magnetic field. Magnetic fields are always associated with coils and windings, and such fields are of course fundamental to the operation of all electrical machines. YBCO (Yttrium Barium Copper Oxide) however, has good characteristics in field and for the last few years there has been intensive research and development costing several tens of millions of dollars worldwide into the scale-up of production of so-called ?coated conductor?. This ?second generation? tape can be produced by any of many different film deposition techniques, with more or less success for short lengths, but as yet it is unavailable in lengths more than a few tens of metres.

Dust abatement is possible on bulk materials, whether conveyed or stockpiled. Minimum (ppm) quantities of chemical additives can efficiently and rapidly control dust of conveyed substrates with no effect on floatation chemistry. Top coating of large surface areas can control surface dust and wind erosion. Environmental and toxicity impact must be considered in any treatment, especially on areas with percolation runoff, leachates, or limited containment. The most effective dust control is preventing release of substrate fines rather than trapping and removing air borne dust. Techniques to prevent release of fines from conveyed substrates will be discussed. Dust control dynamics are a very complex combination of solid phase physical and chemical interactions between the substrate and the fines. ?Smart Technology? products permit dust abatement of stockpiled substrates and tailing fields with no environmental impact. Using ?Smart Technology?, the dust abatement products remain active and can re-seal damaged areas. Efficient, low environmental and toxicity impact, dust control will be demonstrated through case studies where these principals have been applied.

"Operations started at BCL in December 1973J and the smelter is currently in the seventh year of its fifth campaign. The next major shutdown is scheduled for 1995. During the current campaign, a number of major on-line refurbishments have been carried out without any significant disruption to production. These include the complete rebuild of both drying plant electrostatic precipitators, the installation of a new electrostatic precipitator at the flash furnace, the conversion to a distributed control system throughout the smelter, and the installation of a converter air blowing control system.IntroductionBCL Limited operates a nickel-copper mine in northeastern Botswana approximately 100 km southwest of Francistown. Surface operations for the production of high-grade nickel-copper matte at a design capacity of 42 000 metric tonnes per annum, were commissioned in December 1973. Detailed descriptions of the mine and surface facilities have been presented previously(1-3).Over the years, a number of major engineering modifications and metallurgical projects have been carried out to overcome operating difficulties. improve metal recoveries, increase production rates and provide a better working environment.One of the major results of these projects was an increase in the 19805 in flash furnace feed capacity from 70 t/h to 120 t/h of new concentrate with a nominal feed rate of 105 t/h being achieved.(4)Because of the ore characteristics, i.e. a high mass fraction of ore reporting to concentrate, BCL operates one of the highest capacity spray drying plants and flash smelting furnaces in the world(5).A schematic of the BCL smelter is shown in Figure 1. Confronted with this prevailing attitude, Canada's mining industry starts out with two strikes against it in its bid to attract and hold on to its fair share of available work force.Behavioural scientists have, for decades, been seeking answers to the questions:• ""Why do people work?""• ""Why do people choose a particular occupation?""• ""Why do people choose a particular organization?""• ""Why do people leave one organization for another?""• ""Why do some people stay in an organization?""• ""Why do some people work harder than others?""Their answers to these questions, although tentative and often contradictory, are being used by more and more organizations to solve people problems. Worldwide, metal mines are going deeper. For example in Canada there are six such mechanized mines planning production at 3000m (10,000?). Working at such depths challenges all aspects of mining including the provision of ventilation to supply an equitable working climate for personnel and machinery. This paper explores the overall challenges of supplying ventilation in Canada?s deepest mines and how the volumes required could be minimized. This is essential because it must be remembered that ventilation and refrigeration are not only costly items to supply, but the magnitude of their cost is also very sensitive to the volume supplied. For ventilation this is obvious because of the cubic relationship between volume and cost. In deep mines, the main function of ventilation is the removal of heat transferred from the strata and generated by the mining machinery, and the air volumes supplied are designed accordingly. The second consideration is the removal of other pollutants that could be harmful to humans such as diesel and explosive fumes. However, the need for ventilation at its present design levels could be reduced. This paper discusses the implications of such technologies as: teleremote mining and alternatives to diesel equipment on the magnitude of the volume supplied; ventilation-on-demand which recognizes ventilation as a costly and limited resource; plus other aspects, such as the benefits of controlled recirculation, local cooling, and heat rejection back to the strata to gain further advantage from new developments. Furthermore, this paper advances the need to be able to design ventilation systems more cost effectively and how such new advances as process simulators can be used in conjunction with ventilation simulators to explore the diverse options that could affect the air volumes required and provide more realistic economic data upon which to base design decisions.

"A Jet Diffuser Flotation Column (JDFC) is a newcomer flotation device whose operation principles similar with Jameson cell but it has an essential change in downcomer. By taking into account the hydrodynamic and fluid mechanic principles (Sahbaz et al. 2013) downcomer was changed as a diffuser, therefore turbulence at the end of the downcomer was reduced to provide better aggregate stability and homogenous dissipation of the bubbles in the separation tank. Thus the performance increase has been aimed for the coarse particles.According to theoretical results, obtained by the formula of Oteyaka (1993) showing the relationship between velocity gradient and maximum floatable size for the various contact angles, the d50 of quartz flotation of JFDC is about 240 µm and 310 µm for the contact angle of 50° and 60°, respectively. This result was verified by the experiments. According to the experimental results; d50 which was accepted the maximum floatable particle size of quartz flotation of JFDC was about 256 µm and 300 µm for the contact angle of 50° and 60°, respectively.INTRODUCTIONFlotation is a kinetic process used for separation of hydrophobic particles from hydrophilic particles. There are many different parameters affects the success of the flotation and particle size is one of them. While the flotation is very efficient for intermediate size, the efficiency of the process starts to decrease for both fine and coarse sizes (Trahar, 1981; Muganda et al., 2011). Therefore; researchers have tried to find a solution for the efficiency decrease in fine and coarse sizes by modifying the chemical condition and designing the new devices. For example, Jameson cell is a unique device for the fine particle flotation due to the suitable design and fine bubble producing (Jameson, 1988; Evans et al., 1995; Sahbaz, 2010). Because of this success operation the Jameson cell is applied more than 200 flotation plants in worldwide. On the contrary, the efficiency of the cell decreases for coarse particle flotation due to the turbulence occurred in the separation tank (Sahbaz, 2010; Cowburn et al., 2007). That’s why, new flotation device was designed in loboratory scale by Sahbaz, Oteyaka and Ucar in 2010s and it has been called as Jet Diffuser Flotation Column (JDFC) recently."

To meet the increasing demands of the quality and long term stability of technical systems also the applied materials have to full fill higher standards. This is of special importance where the function of a whole system depends on the reliability of the used materials for example for connector systems in automotive, computer and other electronic equipment?s. In most cases for connector systems electro deposited top layers are applied. To improve the quality of the applied layers new electro deposited systems are developed. One important field of research are the development of composite materials as dispersion coatings and multilayer systems. Multilayers are systems with a high number of single inter-layers of different metals or alloys with the wide chance of the alloy composition. As gold is one of the most important contact material for high quality connector systems it is used as basis for the development of multilayer systems. For the electrodeposition of multilayers two different methods can be applied, the single and the dual plating process. As in the dual plating process two different electrolytes are used, the single plating process allows the formation of multilayers from one electrolyte. In the presented research results cobalt and nickel are used besides gold for the formation of the multilayers. The properties of the layers can be influenced in a wide range by the change of electrolyte composition and the process parameters as current density, current waveform, temperature, hydro-dynamic conditions at the electrode surface and by the number and thickness of the inter layers of the deposited materials. The paper describes the fundamentals of the electro deposition of multilayer systems. For the investigation of the properties of the multilayers different techniques are applied. One of the most important parameter are the thickness of the total layer and of the applied sublayers. The thickness of the sublayers can be varied between a few nanometers up to micrometers. The wear resistance, the contact resistance and the plug-in forces are measured as these parameters are important for the technical application of such layers. For the description of the structure composition and surface properties the sample where also investigated by scanning electron microscopy (SEM), energy dispersive x-ray-analyses (EDX) and glow discharge optical spectroscopy (GDOS). The paper shows that the deposition of gold based multilayers is possible and that the properties of such systems can be varied in a wide range what opens new fields of applications of such materials.

New Gold?s New Afton mine is an 11,000 tonne per day block caving mine, located 8 km west of the city of Kamloops, British Columbia. The reserve is estimated at 52.5Mt with grades of 0.65 g/t Au and 0.93% Cu. Block caving requires a considerable amount of infrastructure development before production can begin. Each excavation had its own challenges, often further complicated by interactions with the caving stresses and fault structures. The main areas of interest were: the production crusher complex, the surface to underground infrastructure, and the footprint interaction with the faults. The ore zone at New Afton is bounded by two very weak fault zones, with large fault affected areas and associated splays. The resulting rock mass rating (RMR) is 35-50, with some areas significantly weaker due to clay infill. These conditions created a unique and decidedly difficult environment in which to develop New Afton?s infrastructure. Despite these difficulties, the mine began production on schedule in July 2012. The main production crusher for the mine is a gyratory crusher that allows for direct truck dumping, with a smaller jaw crusher in series to facilitate the initial development and production. The crusher chamber was redesigned several times to minimize the chamber volume, resulting in a 40% decrease in volume without losing functionality. After drilling and geotechnical testing, the location of the crusher was changed to eliminate the threat of fault affected ground in the area; the entire complex moved a short time before mining began on the chamber. The mining techniques used enabled tight control of the crusher pocket excavation, while also allowing for the timely completion of the chamber. The locations of the surface to underground infrastructure were tightly constrained by geology, surface infrastructure, and an existing open pit. The VR5 raise was drilled and abandoned part way through the reaming process when the drill string became stuck in fault gouge material. It was relocated and successfully completed. The VR7 raise hit a region of poor rock strength and deviated more than 11 m. Poor ground conditions caused a 130m section of the raise walls to fail. An innovative rehabilitation program was undertaken to re-establish the raise for ventilation. A surface to underground slick line was also installed to ease the material movement underground. A layout of the Extraction level was changed from herring bone to straight through drawpoints that resulted in a net reduction of 1.3 km of development. The Apex level was added to aid in the breakage over the major apex pillar and allow for geological mapping. A portion of the caving footprint is located within the footwall fault. The low strength, high clay content, and small joint spacing of the material resulted in blast-hole cut-off and drift deformation. Drift rehabilitation was a key factor in the successful development of the cave footprint. Innovative drilling and loading techniques were used to keep the holes open and to impede movement along the joint structures.

Boliden Harjavalta has operated a copper flash smelter since 1949 thus the smelter celebrates 70th anniversary of flash smelting in 2019. This paper shortly describes the historical perspective of the smelter and gives an update of the current operational issues and process modifications made during the recent years. The plant has carried out several major investments lately providing a firm view on the future. A new landfill area for the final slag was commissioned in 2018. A modernization of the concentrate storage area, a new acid plant and a debottlenecking project of the smelting line have been recently commissioned. At the same time, the tankhouse capacity will be expanded. This paper focuses on smelter modernizations. INTRODUCTION Boliden is a metal company operating mainly in northern Europe with core competencies in the fields of exploration, mining, smelting and metal recycling. Boliden Harjavalta, located in Finland, is part of the Smelters Business area of the Boliden Group and operates a copper and nickel smelter with related sulphuric acid plant in Harjavalta, and a copper refinery in Pori. As a short historical review, Harjavalta’s history may be dated back to the year 1910 when the Outokumpu ore body in eastern Finland was discovered. By the end of 1913, a copper mine was in operation and a copper plant based on Hybinette process was ready for commissioning. Due to difficulties in metal recoveries and throughput the Hybinette process was permanently shut down in 1929, and 100% of the mining production was sold as concentrate abroad. As the mine production increased steadily, a decision of a new smelter was made in early 30’s. In 1936 Outokumpu’s copper smelter based on electric smelting was commissioned in Imatra. The smelter was dismantled and transferred to Harjavalta during the final stages of the Second World War. The copper refinery started in Pori already in 1941 and the first copper anodes were cast in Harjavalta in 1945. First sulphuric acid plant started operation in 1947. Due to the post-war shortage of electrical energy, the plant metallurgists initiated a major development work to start exploiting the latent heat of concentrates. Thus, the flash smelting method was developed in Harjavalta and commissioned in 1949. Ten years later, flash smelting was also applied for nickel concentrates. Table 1 summarizes major historical and technical milestones of Harjavalta. The history of flash smelting is described in details in another paper of this conference (Jåfs et al., 2019).

To estimate the performance of the inert anode materials based on NiFe2O4 spinel ceramic during it used for aluminum electrolysis, we investigated the wetting process of cryolite molten salt which is in composition of industrial aluminum electrolysis with carbon anode and NiFe2O4 based cermet materials, by means of determination the interface wetting angle between the molten cryolite electrolyte and the solid anodes interface. The results show that the wetting angle between the electrolyte and carbon anode is larger than 90 angulation, this means that they basically can not wetting; however the nickel ferrate spinel ceramics behaves much better. In regard to the NiFe2O4 matrix materials, their initial wetting angles is 76.9. The initial wetting angles for 1.0wt%MnO2, 2.5wt%TiO2 and 0.5wt%V2O5-doped samples are respectively 56.86°, 52.98° and 51.93°. However, after 50s later, all the wetting angles came down below 15°.

Abstract - The Okinawa trough is an active back-arc-spreading center in which submarine hydrothermal exhalation (black chimneys) and sulfide mineralization are forming. Fluid inclusion composition in minerals of the hydrothermal feeder zones in the JADE field shows that the hydrothermal systems are extremely gas-rich. There are two independent and co-existing fluids, CO2-hydrocarbon and saline fluids. Microthermometry and Laser Raman Microprobe (LRM) analyses on individual fluid inclusions of the CO2-hydrocarbon type, dominated by CO2 and containing minor CH4, C2H4, C2H6, N2 and H2S, are almost equivalent to the fluid inclusion composition of a natural gas field. The saline fluid is mainly composed of H2O and contains minor Na+ and K+. It is close to a H2O-NaCl, or H2O-NaCl-KCl system, with salinities from 3.7% to 7.5% NaCl eq. Before venting on the seafloor, the fluids experienced immiscible separation. One of the end-member fluids is downward circulating seawater that interacted with sub-seafloor rocks. The other was gas (volatile)-rich fluid derived from a shallow magma chamber. The immiscibility separation of fluids resulted from the decrease of temperature and pressure of the hydrothermal system and continuous input of magmatic volatiles. The saline fluids in this system are discharging to form sulfide chimneys and black smoke. Meanwhile, CO2-rich fluid discharges as CO2 bubbles through hydrate pipes. A large amount of CO2-CH4-H2S gas or fluid in the upper part of the hydrothermal system, and reaction of this gas or fluid with saline fluids, finally enables the accumulation of metal sulfides.

One of the greatest threats of mining in hard coal mines are underground fires, which in the past often resulted in the mining disasters. Implementation of scientific principles of fire fighting into practice contributed to a significant reduction of fire hazard in coal mines. However, despite numerous achievements of science in the fight against the underground fires, they still occur creating a potential hazard for the miners and contributing to generate significant costs of fire-fighting operations, the temporary suspension of production or loss of longwalls. This concerns both spontaneous fires and exogenous ones. A significant decrease in the number of spontaneous fires was the result of cooperation between Polish scientists with experts in the field of new methods of fire hazard prediction and selection of new fire prevention and fire hazard monitoring methods. A significant part played here researchers from the Central Mining Institute. The original method of endogenous fire risk assessment based on calorimetric tests of coal and developed mathematical model of the process of coal self-heating allow to predict the risk of spontaneous fires and select proper fire prevention measures adequate to the involved risk. The frequency of exogenous fires is in the last few years is low, but their share in the total number of fires is relatively high and constitutes about 30%. This results from the prevention activities, carried out regularly in mines which are aimed at reducing the fire hazard connected with the use of fire-resistant conveyor belts and other non-metallic materials. Further directions to reduce the hazards connected with underground fires should focus on improving the methods for monitoring hazards together with automation of fire fighting operations.

"Grinding simulators are now widely available to assist in the optimization of industrial circuits. They provide circuit operating conditions or flowsheet designs that yield a given product size distribution. However, they do not provide information of the impact of a change of product size distribution on the subsequent flotation or leaching stages. This paper presents a method to predict grade and recovery indices for a flotation plant as a function of the flotation feed size distribution. The application of the method to various size distributions allows the determination of the optimal fineness of grind. A case study for a CuPb rougher circuit of a New Brunswick complex sulphide processing plant is presented to illustrate the method.IntroductionIs the grinding circuit product fineness optimum for the subsequent separation steps? This is a question that is certainly very difficult, but critical, to answer. Laboratory and pilot plant testworks can provide clues as to whether grind should be finer or coarser. For a full scale operation there is no other way than trying to change the setup of the grinding circuit and verify the effect on flotation. True effects can, however, be masked by the numerous and unexpected disturbances inherent to grinding and flotation circuit operations. A good preliminary investigation requires a noise free environment to elaborate possible solutions for the question.Plant simulators provide this noise free environment. However, despite grinding and flotation simulators having evolved significantly for the last 20 years, very little is available on the integration of both simulators to analyze the effect of fineness of grind on metallurgical performances. For instance, a grinding circuit simulator may help to find the tuning of a grinding circuit that will yield the desired fineness of grind, but does not inform on the effect the new product size distribution will have on the separation stages. Linking grinding and flotation would require a flotation plant simulator with the rate and infinite recovery parameters for each mineral in each size interval considered. This approach is seldom used because of the tedious work required to estimate the model parameters. Recently Leroux(1992) proposed a method to predict mineral liberation from grinding ore of known mineralogical texture. Although the method is still at its infancy it may provide, when combined with a reagent conditioning model (e.g Niemi et al., 1982; Bazin et al., 1988), a way to simulate flotation without the need of entering the numerous parameters of a flotation model."

"In recent years the trend in underground metal mining has been toward ever increasing blasts (often in excess of 100 000 tonnes per blast). The Canadian mining industry has been in the forefront of these developments (VRM, LBHand cable bolting to stabilize the surrounding rock /avoid dilution).In order to move these large tonnages, efficient loading systems have to be developed. This paper shows the technical and economic implications of various loading scenarios based on a predefined (however typical) stoping layout by:1 . discontinuous loading using scoop trams;2. discontinuous loading using scoop trams in combination with low profile dump trucks;3. continuous loading (based on loading performance/operating costs of the AL-60) in combination with low profile dumptrucks.The cost advantages of production concentration (loading large tonnages from one drawpoint}, made possible by continuous loading as opposed to sea tiered mining (small tonnages), using discontinuous loading in tunnelling will be presented, based on actual results obtained in a decline development project using the A L-60 continuous loader. At as pacing oj150m between turning bays, it was found that continuous loading was out performing discontinuous loading in approximately80% of the overall decline development.Fuel consumption and total cycle times are compared, and a cost assessment is presented.INTRODUCTIONThe subject of this paper deals with the introduction of continuous loading in underground metal mining and single heading tunnelingContinous mining has been widely introduced both in underground and surface coal mining. Mechanized longwall mining, utilizing moveable shield supports in combination with double drum- shearers, has resulted in a tremendous increase of coal production per working face.This has led to very concentrated mining operations. In a typical German coal mine two mechanized longwalls nowadays would produce the same amount of coal as 12 to 15 longwalls in the 1950s. One longwall in a South African coal mine has recently set a world record with 120 000 tonnes of coal in a single month.In underground metal mines-often due to the irregular nature of the ore body and the mining methods used-mining is far less concent rated. Ore is often produced from a large number of stopes and production sections. Sometimes, a substantial amount of ore may be obtained from development in the orebody (40070 at a German base metal mine)."

"Recent land-use decisions in British Colwnbia, and the publication of a report on compensation for expropriations of resource interests, have highlighted the nature of land use policies. Landuse decisions, such as the creation of large new parks, raise three principal issues which have implications for how land-use policy is conducted and how it impacts on the mining industry. The first is the identity of the parties advocating different land-use policies and their motives for doing so, the second is the changing nature of benefits derived from land, and the third is the change of property-rights regime which is devised to accommodate the (changing) benefits from using land and natural resources, as well as the interests of the different parties involved.Involved Parties and BenefitsThe process of establishing or modifying property rights depends on the interest groups involved. Three distinct categories, each with distinct incentives which can influence the process, must be distinguished: private claimants, politicians and bureaucrats (Libecap, 1989).The first groups claim rents and management powers through asset ownership. They may be incumbent owners seeking enforcement of the status quo, new claimants seeking redistribution of assets, or third parties who depend on the distribution of assets (e.g. lenders, labour suppliers and contractors). Some infonnal property arrangements can be negotiated within the group whereas others requires action in the political arena through lobbying politicians for (re)allocation of property rights and influencing bureaucrats for favourable administrative decisions. The second category is politicians, who direct the powers of the state to change or enforce property rights. Both incwnbents and office-seekers fall in this category and their actions and opinions are shaped by their constituencies and financial backers. However, not all causes can be championed and trade-offs have to be made, resulting in decisions that maximize political benefits. The third category of parties in the process is the bureaucrats. The power to manage has been delegated by politicians but bureaucrats also have opportunities and incentives to further their own interests. These can include maintaining or expanding jurisdictional turf or increasing operating budgets (Libecap, 1989)"
