"The McClean Lake operation is located in the Eastern Shore of the Athabasca Basin in northern Saskatchewan some 700-air kilometers north of Saskatoon. It is operated by Cogema Resources Inc., the major share holder of the joint venture consisting of Cogema Resources Inc., Denison Mines Limited and OURD, a consortium of Japanese utilities.The JEB mill is the first uranium mill to be constructed and licensed in North America within the last 15 years. The mill uses conventional uranium unit process but employs innovative techniques unique to the JEB mill.This paper presents brief descriptions of the various unit processes, the innovations and the commissioning strategies developed to achieve the designed production capacity in the shortest possible time.INTRODUCTIONThe McClean Lake ore body was discovered in 1979, followed by the discovery of the JEB ore body in 1982. From 1985 to 1990, a cluster of deposits named Sue A, Sue B and Sue C were discovered. Environmental Impact Assessment (EIS) of the McClean Lake project began in 1990 under a joint federal-provincial process. Following the public hearings in 1993, the governments gave approval to proceed with the construction of the project, subject to fulfilling licensing requirements.The McClean Lake ores are located in the uranium-rich geological region of Saskatchewan known as the Athabasca Basin, 700 air kilometers north of Saskatoon. The JEB mill is located near the mined out JEB open pit that is now used as the tailing depository.The approved mill has a production capacity of 6,000,000 pounds of U3O8 annually and is capable and licensed to process JEB, Sue A, Sue B, Sue C, McClean Lake, and Midwest Lake deposits. Although the EIS has been approved, Mining of the Midwest Lake deposit has not been approved at this time."

"The Kelsey Centrifugal Jig (KCJ) utilizes the application of centrifugal force (and the resultant enhanced gravitational field) to conventional jigging technology principles to successfully and efficiently process materials where the valuable constituent particulates are very fine and/or where there is a small specific gravity differential between these and the gangue minerals.The KCJ is applicable to a broad range of fine mineral recovery duties, with current installations in the mineral sands, tin, tantalum, gold and nickel industries. Other areas of application are being developed with mineral commodities including tungsten, base metals, iron ore, chromite and apatite/feldspar.Information on the principles of operation of the KCJ, typical performance figures in a number of application areas, comparison to centrifugal concentrators, key elements for a successful KCJ operation and recent developments with the KCJ are presented in this paper to demonstrate the capabilities of the KCJ.INTRODUCTIONAfter a number of years of development by inventor Chris Kelsey, the first commercial KCJ unit was installed at the Renison Bell tin mine in Tasmania, Australia, in 1992. The subsequent decade saw the installation of further KCJ units in applications including tin, tantalum and mineral sands.Development and improvement in KCJ hardware continued and culminated in the introduction of the high-capacity Model J1800 KCJ and standard features such as an automatic screen cleaning system. This opened up further markets and resulted in Model J1800 KCJ installations in the gold and nickel industries, as well as further KCJ installations in the mineral sands and tin industries. In recent years, work has continued on application of the KCJ to many other duties in industries including tungsten, base metals, iron ore, chromite, apatite/feldspar, etc."

"In December, 1999 Stillwater Mining Company (SMC) commissioned a new paste /cement backfill plant to supplement the existing sand backfill system for the cut and fill mining operation at it’s Nye, Montana mine. The new plant uses the Baker Process Deep Cone TM Paste Thickener to thicken the total concentrator tailings from 30% solids slurry to a 71% solids paste. This paper describes both general paste formation concepts and the evolution of the SMC paste plant operation from original design criteria, through problem solving and plant modifications, to the operation of the existing plant.Although the original process design was not effective for consistently producing and delivering acceptable paste to the stopes for backfill, SMC was able to make the mechanical and process modifications which allow the plant to now produce and deliver an acceptable product to the stopes. Ongoing test work is targeted at increasing the pumping range of the system, increasing the paste solids concentration from the Deep Cone Paste Thickener and reducing the operating and maintenance costs of the system.INTRODUCTIONThe authors would like to thank both Stillwater Mining Company (SMC) and Baker Process for their assistance in the preparation of this paper. Stillwater Mining Company chose not to participate directly in this paper due to time constraints, but was very helpful in answering questions concerning their approach to problem solving and specific details with regard to engineering criteria.This paper will begin with a general review of the technical and mechanical concepts in paste formation and then focus on the overall design, start-up and problem solving process for the paste backfill operation at SMC’s mine and concentrator near Nye, Montana."

The past decade has witnessed a rapid increase in the number and variety of uses found for internal combustion engines in mining operations. Gasoline engines are now widely used for operating core drills, pumps, compressors, small hoists, switching locomotives, tractors, boats, and other equipment. The heavy-oil engine is employed for operating compressors, generators, shovels, ore-milling machinery, and- in the iron, copper, and coal districts- in connection with that' latest newcomer in modern railroading, the oil-electric locomotive. Each of these applications could well form a subject for a lengthy treatise in itself. This paper, however, will be confined to a discussion of some of the features of internal combustion engines as applied to mine compressing plants and mill drive. Perhaps at no time in the history of mining in Canada has the search for new mines been more vigorously carried on, more old properties rejuvenated, or more remote districts exploited than during the past three years. The mine operator of today has a far wider range of equipment and facilities at his disposal than had the pioneers of Rossland, Cobalt, or Porcupine. Each year now witnesses the hinterland driven farther and farther back as improved forms of transportation, machinery, and methods make possible the exploration of properties once considered too inaccessible to warrant serious attention. Howey, Sherritt-Gordon, Callinan-Flin Flon, Jackson-Manion, Picard Gold Mines, and a number of properties in British Columbia, afford excellent examples of work carried out on an extensive scale miles from a railway, or in comparatively inaccessible mountain regions.

"In 1994 world trade grew by 9%, the fastest annual increase since 1976. Dry cargo shipping rates are at an all time high.Panamax size bulk carriers are receiving19 000 US dollars per day for trans Atlantic round trip voyages. This is good news for the ship owners but not such good news for the industrial users of ocean shipping.The main emphasis of this paper will be on bulk carriers, the charter market and what industrial companies can do to reduce their costs of ocean transportation which is critical to Canadian exporters. Let us look at the charter market in general.Bulk carriers come in four main sizes:1.The Capesize bulk carriers of 110 000 to160 000 tons that are primarily used to transport iron ore and coal;2.the Panamax bulk carriers of about 70 000tons dwt. This is the largest size (with a beam of 105 ft) that can transit the Panama Canal.3.the Handymax bulk carriers of 40/45 000tons dwt; and4.the Handysize bulk carriers of 20/35 000tons dwt.The handysize vessels are usually craned or geared and carry a variety of bulk cargoes including steel. Ship sizes have increased over the years and the mining industry now uses primarily capesize or Panamax bulk carriers.International chartering is conducted through an international network of shipbrokers. There is usually one broker representing the ship owner and another broker who represents the charterer. The major chartering centers are London and New York but a great deal of chartering activity is conducted in regional markets such as Hongkong, Oslo, Montreal and Hamburg.The Biffex Index or Baltic Freight Index is a good measure of dry bulk freight rates. The Biffex is composed of ten major routes. In May1995, the Biffex was at 2310 points. A year earlier it was at 1354, an increase of about 56%."

This paper outlines the position and capabilities of Western Canada's bituminous coal industry, and indicates the increasing importance of Japan as an export market. The use of coal in Japan is reviewed, especially as regards future trends, and an appraisal is made of Canadian coal in comparison with domestic Japanese coal and imports from other countries. The importance of maintaining a solid nucleous within the Canadian bituminous coal industry is emphasized. I N RECENT years, Japan has emerged as a valuable market for Canadian exports. The first major product exported in volume to Japan was wheat, which has become very successfully established in Japanese markets. Following this, iron ore gradually found a market in Japan, with exports usually based on long-term contracts. IN the summer of 1934, gold was discovered on Lodge bay, on the north shore of lake Athabaska in northern Saskatchewan, about fifty miles east of the Alberta boundary line. The first claims were taken up by the Consolidated Mining and Smelting Company of Canada, Limited, and there was a 'rush' to locate similar showings. Staking continued through the summer and succeeding winter, and in the spring of 1935 the provincial government established a recording office at a convenient point which is central to the more important holdings and where 'planes can land in any weather. During the past summer, the name of this townsite was changed from Beaverlodge to Goldfields, and a post office was established here. The season was one of great activity; a great deal of assessment and development work was carried out and a large amount of further prospecting done. In addition to the work by private companies, geological investigation was carried out in the region by a Federal Geological Survey party under the charge of the writer and a reconnaissance examination was made of an area of some 7,000 square miles surrounding the region of particular interest. Though this was the first discovery of gold in the region it was not the first occasion that prospecting had been carried out along the north side of lake Athabaska. Over twenty years ago, a number of prospectors were at work in the area and a large number of claims were staked, many of which were never recorded. One man by the name of Piché, in the years 1910, 1912, and 1913, took up a considerable number of claims north of Pine Channel narrows, east of Fond du Lac. His discoveries, which consisted of small showings of sulphides in sedimentary gneiss, proved to be of no economic importance. In 1915, a sudden widespread interest was aroused by the report that a sample of ore collected near Fond du Lac had yielded a very high assay in silver. In March and April of that year, prospectors began to rush into the field by dog teams to take up claims, and, as soon as the Athabaska river was free of ice, others started by boat from Athabaska Landing. Some hundreds of claims were staked and recorded in the Dominion Land Office at Edmonton or at Fort Smith. By July, most of the prospectors had? left the region, having failed to find any silver ore. In 1921, considerable prominence was given to the area a few miles east of Goldfields by reports that very large masses of iron ore were available there. Claims were taken up, but the material is much too low grade to be considered commercial ore.

Now run by private hands as a sub group of Vedanta Resources Plc of India, KCM is strategizing on how best to deal with the operational issues of the organisation to resolve some of the difficult, logistical, environmental, mineralogical and metallurgical problems being encountered to tum them into opportunities as the company turns around. This paper reviews the options being put in place to provide appropriate solutions and strategies including the treatment of the highly siliceous low energy copper belt concentrates in its mining operations in Zambia.

Summarized Foreword This paper is one of a series arranged by Institute Divisional Committees for the Fiftieth Anniversary Meeting, reviewing the experience of the major mining and metallurgical industries during the life of the Institute. The viewpoint is national and broadly technical. Geology is stressed on a continental scale without regard for provincial boundaries. The boundary between Canada and the United States is, however, so decisive a factor in our coal-mining economics and our political evolution that mention of its implications cannot be avoided. The Laurentian Shield in Canada makes the occurrence of coal deposits a geological impossibility between the St. Lawrence Lowlands and the Great Plains. All but five per cent of Canadian coal resources occur west of Winnipeg. The utilization of this ninety-five per cent of our coal wealth has to date been a consequence of transcontinental railways' development, and the small fuel needs of thinly populated wheat farming and cattle-raising territory, in what- to judge from the development of mixed farming and greater population density of Manitoba- is merely an initial stage of agricultural intensification and accordant population growth. There is no useful purpose in measuring coal resource against consumption rate in the West as a whole, because the resource is but partially known, and it is difficult to believe that industrialism based upon coal utilization is in any but its infant stage of growth. Canada west of Winnipeg possesses, moreover resources of petroleum and natural gas, which, together with the power-potential in the long watershed of the eastern slope of the Rocky mountains, give to population centres such as Calgary and Edmonton a choice of energy resources that is almost an embarrass des riches.

The use of existing mine records in conjunction with an appropriate classification scheme can be used successfully to identify and characterize the composition of existing waste rock facilities where traditional approaches based on sampling may be impractical or costly. This paper describes an alternative approach used in an acid rock drainage investigation at a porphyry copper mine with numerous waste rock dumps of varying ages and composition. The approach integrated detailed lithologic and mineralogic information about the ore body and overburden materials with records of pit development and dispatch. A waste rock characterization matrix was developed for the site to meaningfully classify lithology and mineralogic composition of the waste rock. The approach resulted in a focused geochemical testing program and facilitated interpretation and application of the test results.

A study of the various components contributing to energy costs and their relationships to generally trended operating data, such as tonnage, operating costs, etc., over progressively shorter time periods provides information for an energy audit. A study of annual data gives some insight into the importance of various energy components. As the time frame of the study progresses through monthly, daily and, finally, into quarter hourly data, the variations become more evident and, most important, strategies develop to minimize energy costs. The results of an audit conducted during the summer of 1978 at Wesfrob Mines Limited are reported to illustrate this important phase, prerequisite to a meaningful energy cost avoidance program. The balance of the paper deals with the energy conservation program at Falconbridge Nickel Mines Limited's Sudbury operations, the metering and control equipment, the commitment, the new energy accounting practices and, lastly, the policies. Examples of successful energy conservation endeavours include automatic peak electrical load control, waste heat recovery from mine air and compressor cooling water, energy reductions resulting from lower building temperatures and curtailment of idling loads. The use of pulse meters to measure the flow of gas, steam, compressed air and electrical energy, with their signals interfaced to process computers, allows monthly, daily and, if necessary, immediate reporting of energy and energy per unit of production information The program so reported at Falconbridge's Sudbury Operations is credited with an annual cost avoidance of .9 million dollars in a 14.0-million-dollar annual energy account

"At a current mining rate of 3,750 tons per day, La Mine Doyon is currently the largest gold mine in Canada. La Mine Doyon is an open pit gold mine located in the Abitibi area of Northwestern Quebec. The project is a joint venture between Soquem, a Quebec Crown Corporation in the resource development field and Lac Minerals Ltd., a publicly-held, resource development company. Lac Minerals is the managing company and operator of the project.Doyon went into production in 1980 on a very limited basis at 600 tons/day, and has seen a step wise increase to the current rate of 3,750 tons/day. Initially, all the ore was processed at Noranda Mines, Horne Division as flux for the copper smelter. The East Malartic Mill in Malartic was then upgraded and began processing Doyon ore. The third step in the progressive increase of throughput was the commissioning of the Doyon mill in November of 1982. Doyon ore is currently being processed at all three locations.During 1983, an exploration ramp was driven to explore the ore below the ultimate pit depth. Current plans indicate the sinking of a shaft and the commencement of underground mining during the next 2 or 3 years.Since its humble beginning, La Mine Doyon has always been a success; ore reserves have been extended to the east and the west and will soon be confirmed at depth, the mining and processing rates have been increased 6 fold, and the recovery has been increased from a designed recovery of 85% to over 95%. The intent of this paper is to trace the history and reasons for these rather dramatic improvements."

"The delivered price of any mineral is the determining factor in converting untapped resources into economic resources. Transporting the minerals from the mine to the market plays a significant part in the total package. The expansion of the Western minerals industry in the last ten years has been paralleled by improved transportation systems to reduce cost, increase accessibility of resources and get the minerals to market in the shortest time possible. A review is made of developments, such as unit trains, complex multi-modal systems and containerized transport, over the last ten years, with specific movement outlined. The total transportation package of land transport, port and terminal facilities, and water transport, where needed, is stressed. As the volume of minerals movement expands, increasingly sophisticated and integrated transportation systems will have to be utilized. "The Canadian mining industry faces the prospects of a severe shortage of graduate mining engineers over the next decade. This arises from three factors: first, a growth in industrial activity; second, the average age of company engineering and management staff; and third, the reduced number of students in engineering faculties around the world. "Due diligence reviews are an essential part of mineral property acquisitions. One of the primary reasons to complete an environmental review prior to exploration property acquisition is to assess the potential environmental liability. It is critical to identify the potential reclamation costs or existing environmental liability associated with the exploration property. A review of the existing condition of the property and its history can allow prioritization of exploration targets and ease future expenditures for historic damages. IntroductionIn Canada and some other jurisdictions, the purchaser of a property is assumed to know, and is (in the absence of deceit or fraud) financially responsible for, what is purchased. A plea of ignorance, at least from the perspective of environmental liability, is not an acceptable excuse to avoid responsibility (Nelson, 1994). Therefore, if an exploration company (for the purposes of this paper, any organization conducting exploration work) purchases a property that has environmental contamination, the new owner is liable for the cost to reclaim the site to an acceptable level. The cost to reclaim the site is the environmental liability. The new owner is responsible for existing environmental liability of the property, even if the exploration company’s personnel were not aware of the problem. In simplest terms, buyers beware. Therefore, in order to protect the exploration company’s interests, the exploration manager should determine the characteristics of the property of interest prior to purchase or other involvement, and exercise due diligence.The term “due diligence” is often used in the mining industry. To ensure clarity, in this paper’s context, the author has chosen to use the following meaning: “… due diligence is used to describe a detailed data review, generally in connection with the purchase or sale of a mineral property, the approval of a large capital expenditure, or the borrowing of a large sum of money” (Smith, 1997).Directors of the exploration company are held liable for the decisions made, unless they have relied in good faith on,“…a written report of the auditor, or a report of a lawyer, accountant, engineer, appraiser, or other person whose profession lends credibility to a statement made by any such person” (OBCA, 1994)."

"Comparative surface analysis of floated and rejected free gold grains from a number of full scale benefication plants and from pilot plant testwork, has shown silver (the most common impurity in gold) and sulphur invariably in greater concentration on floated gold grains, implying that they assisted gold flotation (gold activators). Collector loading measurements on individual gold grains from concentrates of staged rougher flotation tests on a cyclone U/F product of a pyritic gold ore, revealed first progressively lower concentrations of the collector monomer on gold from each follow-up concentrate and secondly a direct proportionality between the surface concentration of silver and the collector monomer. These two observations leave no doubt that silver activates gold and that collector monomers play a significant, previously not fully recognized role in gold flotation.INTRODUCTIONGold to some degree is naturally floatable in industrial systems, which means that it can be recovered without collector addition (Marsden and House, 1992). This is due to the adsorption of hydrocarbons and deposition of sulphur, which are dependent on the metallic properties of gold, particularly its high electrical conductivity, which allows surface electrochemical reactions to occur catalytically and selectively. Cyclic voltammetry has shown that gold can be rendered hydrophobic by deposition of a surface layer of sulphur (Sº) from S2- and HS- solutions (Walker et al., 1984). Twenty monolayers of sulphur were required to produce a hydrophobic gold surface.However, no sulphide flotation plant relies solely on the natural floatability of gold for its recovery. Gold hydrophobicity is enhanced by the addition of flotation collectors such as xanthates (X), dithiophosphates (DTP), dithiophosphinates (DTPI), mercaptobenzothiolates (MBC) etc., as used in sulphide mineral flotation (Dekok, 1973: Adams et al., 1986). The mechanism invoked in enhancing the hydrophobicity of pure gold with the aforementioned four groups of collectors is similar to that of pyrite, whereby collector anions are oxidized at the gold surface to form dimers (Groot, 1987; Marsden and House, 1992; Basilio et al., 1992) As an example, xanthate ions are oxidized at the gold surface to form the neutral dimer dixanthogen (X2):"

Extraction of minerals can be achieved by a variety of technologies; one of them is ion exchange. There are several ion exchange configurations and mechanical set-ups available, but only one technology will provide more process performance and flexibility compared to the other. The multiple column Continuous Countercurrent Ion Exchange (CCIX) technology provides the highest form of process flexibility with also the highest mineral recovery feasible through ion exchange. In comparison with a fixed bed system, the PuriTech CCIX system offers the benefits of continuous counter-current contact mode. This way the resin capacity is fully exploited leading to reduction in resin inventory and, at the same time, in chemicals and water consumption, and product dilution. For any set of operating conditions the mass transfer zone has a characteristic length (MTZL). The MTZL can be expressed in duration, column length, or volume, but is the measure of the quantity of resin in the system that is doing "work" at any given moment in the process. The objective of continuous ion exchange processing is to eliminate all resin volume from the process equipment that is not within a mass transfer zone. In most commercial ion exchange processes for the recovery of metals, CCIX engineering can eliminate as much as 20 - 80 % of the ion exchange resin inventory. Consumptions of water and chemicals are typically brought down around 40% or more. For each type of resin the selectivity/affinity towards a particular metal depends on the basic process conditions such as pH, concentrations of other competing metals in solution. By changing the pH in the ion exchange process phase, the selectivity of the resin can be changed. By doing this, a split elution, or extraction of metals separately can be achieved and the effect of other competing metals (cross-contamination) can be reduced. For example the DOW resin XUS43578 is commonly used for the recovery of copper or nickel/cobalt separation.

"Since Escondida began operations in fiscal 1991, a series of aggressive expansion projects have enabled market share to be increased and ever larger profits to be realized. This was possible due to the very large size of the ore body and its high grade - averaging 2.7% copper from startup through fiscal 1997. The situation has now changed: ore grade is falling rapidly and is projected to be only 1.55% by 2003. Since revenue is directly proportional to ore grade, while costs are proportional to quantity of ore processed, profits will begin to fall dramatically. The Phase IV Expansion Project is intended to forestall this drop in profits by increasing ore processing capacity by over 85%.The Phase IV concentrator is designed for a nominal capacity of 110,000 MTPD and the key to achieving this value is through the proper design of the grinding circuit. This paper presents the general design criteria for the grinding circuit, as well as a description of the facility.INTRODUCTIONThe Phase IV Expansion Project consists of a new copper concentrator located 8.5 km south of the existing operations, a new tailings disposal and water reclaim system, a new concentrate slurry pipeline to the coast, and added concentrate handling capacity at the port of Coloso. The new concentrator has a nominal capacity of 110,000 tonnes per day (MTPD), compared to the existing concentrator’s capacity of 127,500 MTPD. The Laguna Seca concentrator is based on using the largest and most efficient ore grinding mills now available.The concentrator has been designed for a 110,000 MTPD nominal capacity. The process design criteria for the Phase IV project were established from in-house operating information and from test work. Unlike a green field project, Escondida already had an operating plant and it processes ore from the same pit that feeds the Phase IV plant. It is expected that the current mineralization will be similar for the first 6 years of operation of the new project. Therefore, some of the current plant operating conditions were incorporated directly into the design criteria."

"This paper describes a method of deciding on various design parameters for a sublevel caving layout. Layout design curves are obtained from the output of a computer optimization program. The program uses mathematical relationships derived from the theory of gravity flow of material to optimize the large number of interdependent design variables which are involved.IntroductionIn the design of an efficient sublevel caving mining system, a large number of interrelated variables need to be considered. Although many papers discuss individual variables, very little exists in the literature to show how these variables interact to achieve optimum results. This can lead to trial and error in sublevel caving design, which can prove costly, particularly because sublevel caving is a mining method which requires integration with sublevels above and below. With no pillars being left, experimental stopes cannot be isolated for study. Unfortunately, the complexity of layout design and the costs associated with trial and error have caused many planning engineers to choose more tried and tested mining methods.Sublevel caving works best to extract low-value ore surrounded by incompetent rock. All phases of the mining method can be highly mechanized, allowing low operating costs and high production rates. Good safety records are achieved, as workers are always in 'good' ground and the method is regular, making it comparable to an industrial process."

"With the narrow vein structure of Nova Scotia gold deposits, selective mining is rarely possible and mill heads will be too low (below 0.10 oz per ton of gold) to support a conventional mill of up to 1000 ton per day capacity at present gold prices. The recent operation of a small 100 t.p.d. mill at Cochrane Hill using fine grinding - leaching - filtration supported this assertion. Milling costs exceeded $25.00/ton of feed mainly due to high capital, labour and maintenance costs.Accordingly, since 1981, efforts have been directed towards the development of a cheap gold extraction process in terms of both capital and operating costs. The main criteria is to produce gold below US $200 per oz including all administration, mining and process stages. This paper describes such a process development for Cochrane Hill. LOCATION AND HISTORY OF THE PROPERTYThe Cochrane Hill property is located about 8 miles North of Sherbrooke, N.S. on highway No. 7. Sherbrooke is about 180 miles east of Halifax. Gold was originally discovered at Cochrane Hill in the 1860's. Early work consisted of trenching. In the 1930's a small shaft was sunk to about 80 feet and some tonnage treated using a stamp mill with gravity concentration of gold.Northumberland Mines Ltd. acquired a 70% interest in the property in 1977. Subsequent drilling indicated a potential zone of gold mineralization with a drill-indicated tonnage of one million tons having a grade of 0.07 ounces per ton of gold (all high assays cut to 1 oz) down to a depth of 300 feet recoverable by open pit mining methods. In broad terms, the goldbearing zone is about 50 feet wide and 800 feet long and dips at about 70°."
