Resource rent taxes are taxes which only become effective at such a time as a pre-determined rate of return has been achieved by an operation. Resource Rent Taxes have from time to time been considered for implementation in bothAustralia and New Zealand. The offshore petroleum industry in Australia is already subject to RRT as is the Roxby Downs (Olympic Dam) Mine in South Australia. Both the mining and petroleum taxation regimes in Papua New Guinea include a resource rent tax component called Additional Profits Tax.   The implications of the current form of additional profits tax for shareholder cash returns are that the tax burden on the operation may suddenly increase at some stage in the life of the mine if and when the threshold level of profitability for the tax to be triggered is exceeded. From that point in time onwards the cash return to the shareholders on the capital invested is greatly diminished. For mining companies in Papua New Guinea, the effective tax rate increases from 35% to 57.75% as a result of the onset of additional profits tax. This tax rate penalty is so severe that there appears to be merit in considering the concept of managing profitability through time rather than purely maximising annual pre-tax profits as is currently the case in most mining operations. This would have the benefit of deferring or perhaps preventing altogether the onset of the tax. One possible method for the effective management of profitability is through the control of average mining grade by cutoff grade manipulation.   Traditional cutoff grade theory has usually considered taxation as a direct cost at a fixed or variable percentage of annual profits. As a result of this most analyses are conducted on a pre-tax basis. If tax is included in analyses it is usually present as a time independent function of gross profit. Additional profits tax is both time, and rate of return dependent and therefore not adequately accommodated by currently accepted cutoff grade theory.   A review has been made of the effects of resource rent taxes on both the investment decision-making process as well as possible development and mining strategies which may be employed by mining companies faced with resource rent taxes. The review includes examples based on the structure of additional profits tax which is levied in Papua New Guinea.

High pressure grinding rolls (HPGR) have been used for more than 20 years to grind iron ore pellet feed. Besides coarse comminution (crushing), where HPGR are installed upstream of the ball mill, there are numerous flow sheets where HPGR are used after ball milling and dewatering for re- or finish grinding.There is a clear growing interest in grinding of pellet feed with HPGR during the last few years. In addition to their known advantages of low specific energy consumption, high availability, low steel consumption and improved pelletising processes the lower environmental load (reduced or no water consumption) became a strong driving factor for the application of HPGR in pellet feed grinding.This growing demand increases the interest in better understanding of the HPGR grinding process with fine iron ore concentrates. One of the most important process parameters is the moisture content of the feed material which influences the performance of the HPGR enormously. The HPGR can react to fluctuations of the fresh feed properties to a certain degree by adjusting grinding force and roller speed. Nevertheless, there are limitations by the physics of the compression process and the capability of water absorption by the concentrate. The capability varies for different concentrates and different specific surface areas. This fact has to be considered during engineering of the beneficiation plant.The paper focuses on the influence of feed moisture content on the HPGR performance in view of throughput, increase of Blaine number and process stability on the basis of numerous pilot plant tests, modelling results and industrial experiences.CITATION:Heinicke, F, Günter, H and Hunger, P, 2017. Most geophysical and geochemical data collected during regional exploration programmes are in vector form (location, value), and have traditionally been presented and interpreted in a profile or contour map format. However, the human vision system can interpret data presented in image format much more easily and new information is often revealed by the judicious application of powerful interactive computer image enhancement techniques. This paper describes a practical demonstration of the application of such tools to gravity and resistivity datasets from the Central Volcanic Region of theNorth Island.   Filtering, contrast enhancement, relief shading, pseudo-colouring and then overlaying of the gridded datasets in image format has helped identify inter-relationships such as the association between many low resistivity anomalies (epithermal deposits or geothermal resources) and the edges of large gravity anomalies (calderas or grabens). Similar revelations should result from the application of these tools to the integration of other mapped datasets from geophysical, geochemical and geological disciplines.

A novel, microaerobic, heterotrophic microbial leaching system for manganese dioxide is described. Mixed natural microflora were enriched by addition of sugars and crude plant nutrItIOnal supplements. Between 84 and 104 mg MnH was solubilized per gram sugar at I per cent (w/v) concentrations for fructose and galactose in the presence of 0.03 per cent w/v dried microalgae (a Chlamydomonas species). Some 42 per cent soluble manganese was dissolved by microbial action on MnO, (3 per cent (w/v) pulp density) using a 10 per cent (w/v) molasses growth substrate.

The structure of a comprehensive research project into mine fires study applying the Ventgraph mine fire simulation software, preplanning of escape scenarios and general interaction with rescue responses is outlined. The project has Australian Coal Association Research Program (ACARP) funding and also relies on substantial mining company site support. This practical input from mine operators is essential and allows the approach to be introduced in the most creditable way. The effort is built around the introduction of fire simulation computer software to the Australian mining industry and the consequent modelling of fire scenarios in selected different mine layouts. Application of the simulation software package to the changing mine layouts requires experience to achieve realistic outcomes. Most Australian mines of size currently use a ventilation network simulation program. Under the project a small subroutine has been written to transfer the input data from the existing mine ventilation network simulation program to æVentgraphÆ. This has been tested successfully. To understand fire simulation behaviour on the mine ventilation system, it is necessary to understood the possible effects of mine fires on various mine ventilation systems correctly first. Case studies demonstrating the possible effects of fires on some typical Australian coal mine ventilation circuits have been examined. The situation in which there is some gas make at the face and effects with fire have also been developed to emphasise how unstable and dangerous situations may arise. The primary objective of the part of the study described in this paper is to use mine fire simulation software to gain better understanding of how spontaneous combustion initiated fires can interact with the complex ventilation behaviour underground during a substantial fire. It focuses on the simulation of spontaneous combustion sourced heatings that develop into open fires. Further, it examines ventilation behaviour effects of spontaneous combustion initiated pillar fires and examines the difficulties these can be present if a ventilation reversal occurs. It also briefly examines simulation of use of the inertisation to assist in mine recovery. Mine fires are recognised across the world as a major hazard issue. New approaches allowing improvement in understanding their consequences have been developed as an aid in handling this complex area.

Geological modelling has historically been done using sectional interpretation of paper sections or on a computer screen. Boundaries of geological units or grade shells are interpreted by a geologist section by section and the shapes are drawn onto paper to be digitised later or they are directly digitised into a computer. This approach is referred to as explicit modelling. Such methods are time consuming if there are many section lines or boundaries to be interpreted. The number of metres drilled and resource models made is increasing each year and it will be difficult to keep up using explicit modelling methods. Alternatively, it is possible to use information carried in the drill holes, known geological relationships and point estimation methods in two or three dimensions, to create similar geology boundaries, while eliminating or at least greatly reducing the need to manually interpret and digitise detailed sectional interpretations. Such methods are referred to as implicit modelling and are available in a number of software packages. Implicit modelling approaches have been used in iron ore and found to significantly reduce the time needed for modelling while producing results that are comparable or better than standard explicit modelling approaches. A number of case studies have been undertaken of implicit modelling in iron ore deposits. Stratigraphic surfaces of bedded, folded and faulted iron ore deposits have been modelled in various deposits by Leapfrog Geo, GOCAD (with SKUA) and Vulcan Integrated Stratigraphic Modelling. Leapfrog Mining was used to model iron grade shells at particular cut-off grades. The modelled surfaces are of a high standard equivalent to those that could be produced by traditional explicit modelling but the time required by the implicit methods is far less. Coal workers’ pneumoconiosis (CWP) has re-emerged as a major concern in the Australian coal mining industry. Harmful effects from coal dust inhalation have been well documented, but the underlying causes and mechanisms of CWP are still debatable. Research conducted in the USA has proposed a plausible link between the presence of pyrite in coal and the prevalence of CWP. Reactive pyrite in coal oxidises under ambient mine conditions to produce various iron sulfate minerals such as melanterite, rozenite, roemerite and szomolnokite. Rapid reaction rates are promoted by the form (size and morphology) of the reactive pyrite present, which provides both increased surface area and increased porosity for easy air access to reaction sites. The products formed from reactive pyrite oxidation are often needle-like crystals with thicknesses in the order of 1–2 µm (eg melanterite and rozenite) and prismatic crystals with thicknesses less than 5 µm (eg roemerite) have been recorded. The densities of these minerals are significantly less than quartz, which makes them prone to becoming airborne with the normal coal dust. In fact, the mix of these mineral salts is commonly referred to as ‘fairy dust’ by mine workers due to the way they can become entrained and sparkle in the mine ventilation air, particularly if they occur in the upper part of a seam that is forming a coal roof. Examples are presented of the various products of reactive pyrite oxidation found in three Australian coal samples, which provide evidence of the physical and chemical mechanisms that would support the USA findings, particularly in terms of a source of bioavailable iron leading to increased inflammatory stress response.CITATION:Beamish, B B, Ward, C R and Chalmers, D, 2017. The term slag has been used to define a wide variety of material including mine spoil and slag produced at steel plants. The present paper is concerned only with the non-metallic alumino-silicates developed simultaneously with iron in blast furnaces.The control of iron quality by slag has long been appreciated but here aspects of slag control based on concurrent iron production are indicated. Consideration is given to the basic composition of slags relative to the type of allotrope required. Up to a point, the plant conditions, under which a particular slag type is processed, have some effect, but these conditions only widen the range of a given allotrope.They do not convert one slag type into another. The nature of the slag types and experiments with additives to convert one slag type into another are discussed.The various uses for allotropes of blast furnace slag are considered.Their use in air cooled slag, foamed slag, slag wool, cements, soil stabilization, glass bottles, and building bricks and blocks, is explored in some detail.INTRODUCTIONWithin recent memory, blast furnace practice has been solely concerned with the production of iron. The slag make at this time had not reached embarrassing proportions. In Britain, unlike Germany, no legislation existed to prevent the growth of unsightly slag banks. Generally slag found limited use as fill and road material in the immediate plant vicinity. This is broadly the case in Australia today. In Europe and America, where the slag make is of the order of several million tons annually, the room problem and the cost of dumping slag has stimulated commercial and scientific research on the disposal problem. Currently, most iron plants in Europe can profitably dispose of at least 95 per cent of their slag make.

Laboratory scale equipment was developed to recover zinc as oxide fume from granulated lead blast furnace slag. The cyclone furnace process is characterised by high treatment rates combined with continuous and independent operation.Results were sufficiently encouraging to warrant pilot plant scale trials being undertaken.INTRODUCTIONSince granulation of lead blast furnace slag started at Port Pirie in 1921 the stockpile of this material has increased to nearly 5 million tons which averages 17·5 per cent zinc by weight. Although a number of processes for recovering the zinc have been examined, economic considerations indicate that a slag fuming process is likely to be most suitable.In the conventional slag fuming process zinc is extracted by injecting pulverized coal and air into a molten slag bath. By maintaining a suitable air to coal ratio the oxidised zinc contained in the slag is reduced to metal. Volatilization of the zinc is followed by reoxidation in the gaseous phase with the addition of further air above the bath. The zinc oxide fume so produced is collected by normal gas cleaning methods.By examination of the thermodynamics of this process Bell, Turner, and Peters (1955) determined the zinc oxide activity of the slag over the duration of the fuming cycle.A combination of high temperature and high carbon monoxide/carbon dioxide ratio was found necessary for rapid zinc elimination.Since melting of the slag is an essential step in the slag fuming process, only two treatment methods appeared possible at Port Pirie until recently...

In formulating its strategic plan in 1998 the New Zealand Minerals Industry identified two related critical issues facing it. These are, broadly speaking, the issues of access to minerals; and the perception the public has towards the industry and its behaviour towards the environment. This presentation will report on the Industry's response to the public perception issue. The Industry has, through the NZMIA Council, and its Communication and Website Committees, developed and implemented strategies covering: communication through the print media, and through its website www.minerals.co.nz, a long-term educational outreach programme with schools, focussing on the significance of minerals, their contribution to community wellbeing and the negligible long-term environmental effects of the Industry's activities.

The mineral composition and microtextures of a cubanite-rich sulphide ore are described and cubanite breakdown textures are illustrated. The occurrence of cubanite in macroscopic dimensions is featured.The origin of the ore is tentatively related to a composite ore fluid arising initially from an ultramalic source and extracting some metal components from an older granite mass along the margin of which the serpentine was emplaced. Some alternative possibilities as to origin are also mentioned.

A laboratory size solvent extraction apparatus has been constructed, which incorp- orates three stages of countercurrent extraction, followed by two stages of counter- current stripping. The model uses a gravity flow system from one stage to another and air lift pumps to recirculate organic and aqueous phases. A novel pump/mixer system is used to transfer solutions from the mixer compartments to the settler compartments. The model has proven valuable in the teaching of solvent extraction principles.

"The mining industry suffers from a shortage of professional and other workers. Research and analysis has demonstrated a close correlation between high performance in productivity, maintenance and safety. There is also a significant correlation between engagement and performance. It is the hypothesis of the authors that mines can use a strategy of establishing themselves as a high-performance mine to attract and retain high caliber professional people: step 1 is to become best practice in equipment performance (productivity, maintenance and safety) step 2 is to brand the mine as æbest practiceÆ by sharing what has been confidential performance and outcome information with the general industry.Previous research has shown that many professional people are attracted by the prospect of a high achieving site because of the learnings and the support for continually doing better. In addition, a link has been established in previous research between productivity and safety. Operators and drivers are attracted to sites which have fewer dangerous people operating or driving. Good management delivers exceptional performance and a work site which high caliber managers and operational personnel people want to work at. The strategy requires commitment and proper execution but it can work. The strategy needs a specific approach and this paper will discuss this. A case study is provided from a mine which over a nine month period increased dragline performance by 15 per cent and reduced stress on the boom by 30 per cent. This mine paid the employees (professional and operational) $25 000/a less than the major mines but the operators and professional people would not leave; in fact, people were happy to be paid less to work there.CITATION:Lumley, G and Trott, T, 2012. Occasional, sporadic and small occurrences of lollingite in the Broken Hill lode have been described,(l) mostly in the garnet sandstone in the foot-wall and under-wall of the Broken Hill lode. The lollingite contains appreciable percentages of cobalt and nickel and is regarded as an early mineral in the development of the lode; and, with the incoming of the sulphides, it has suffered considerable replacement by arsenopyrite. During the conversion of iron arsenide into the iron sulpho-arsenide, ilie nickel and most of the cobalt are removed in solution and are inferred to reappear in niccolite and other minerals that have been recorded among the later minerals of the Broken Hill lode. As a result of observations of the officers of ilie Broken Hill South Ltd., an occurrence of cobaltite can now be recorded which has developed by an analogous type of replacement.Cobaltite has previously been recorded from the Australian Broken Hill Consols lode in the vicinity of the rich deposits of silver, though not in contact with them. In the early stages of opening up a mine, when there is some uncertainty as to its future career, necessitating caution in laying out works of a permanent character, the want is often felt of an assay furnace, easily built and easy of transportation, should the" mine " prove to be " no mine." Again, cases occur in which parties buy the right to treat comparatively small heaps of tailings, and then shift their plant to other localities. Under these circumstances it is necessary to restrict the plant to the barest necessaries, to suit, so to speak, the nomadic character of the work.An assay furnace that is really portable, easily transported, erected, taken down, of little weight, always ready for action on short notice, is indeed in these cases a desideratum which has long been wished for. The gasoline furnaces introduced intothe Australian market some time since practically fulfil these conditions; but they have the fatal drawback of being dependent on a constant supply of the liquid fuel, gasoline, which is seldom, if ever, obtainable locally in' any wayback mining township...

The Taupo Volcanic Zone inNew Zealand and the Philippine Mobile Belt in the Philippines are characterized by active subduction, active volcanism and high seismicity. The main factors affecting characteristics of geothermal systems in both countries are: tectonic setting, source magmas, maturity of the systems, and depth to the degassing magma body. Within New Zealand, geothermal systems are grouped into arc- and rift-type. Fluids in arc-type systems contain high amounts of volatiles (<20%), with high CO2/Cl, CO2/He, and N2/Ar ratios. Mantle-type volatiles predominate in rift-type systems. Philippine geothermal systems are largely arc-type, the topography is rugged, leading to the separation of water and vapour upflows, as opposed to the overlap found in New Zealand. The relatively shallow depths of degassing magma bodies in the Philippines results in steeper geochemical gradients, leading to higher proportions of arc-type magmatic water (>40%) and higher Cl contents (3000 - 10 000 mg/kg), Maximum temperatures are also higher, reaching up to >400¦C. Arc-type alteration assemblages in New Zealand and the Philippines are similar. Because Philippine geothermal systems are less mature, have higher temperatures and steeper geochemical gradients than New Zealand ones, advanced argillization is more widespread occurring down to depths of 2000 m. Mineral phases are more varied due to the active input of magmatic waters and the formation of vapor conditions at depth, forming P04-, B-, Li-, Ce-, F-, and Cl-bearing minerals at high temperatures. In the Philippines, high temperature magmatic-hydrothermal to contact metamorphic assemblages containing biotite, amphiboles and pyroxenes are relatively common, but rare in New Zealand.

This paper uses the results of research trials by Landcare Research and Forest Research Institute and assessments of reclamation plantings at mines and other drastically disturbed sites to describe methods of enhancing restoration of native forests. The characteristics of mine and forest environments are compared to highlight the difficulties facing restoration and techniques which result in successful restoration are described. Selection of the most appropriate technique is illustrated by describing restoration of lowland beech-podocarp forest at a West Coast coal mine. The key to successful reclamation is to understand the factors controlling and limiting plant establishment and growth, then to design rooting media, surfaces and management regimes to create a favourable environment. This paper concludes with a summary of the planning and technical factors which are critical for successful restoration of native forest.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. The Otago Schist belt of southern New Zealand hosts widespread orogenic gold deposits. Erosion of these orogenic gold deposits has led to the formation of numerous placer deposits distributed across and beyond the host schist belt. Numerical modelling of crustal scale deformation and geomorphic evolution has defined the key tectonic features that have controlled the severance of detrital gold deposits from their sources. Tectonic activity over the past 20 million years, during development of the modern Pacific-Australian plate boundary, has severed links between some placers and their sources. Detrital gold was transported south from the Otago Schist source region in two different river systems in the Miocene. Mesozoic orogenic gold deposits shed gold into rivers that flowed to the south. These rivers were terminated by the rise of north-west-trending basement ridges at the boundary between weak schist crust and strong greywacke crust, and the ridges were controlled by pre-existing faults at that rheological boundary. In contrast, rising mountains close to the developing plate boundary in the Miocene were the locus of new orogenic gold deposits hosted in extensional faults. These gold deposits were rapidly exhumed and contributed detrital gold to orogen-parallel Miocene rivers that flowed to the south-west. Pleistocene deformation on mainly north-west and north-east orientations, and associated river capture, has severed the links between these Miocene orogenic deposits and downstream detrital gold.CITATION:Craw, D and Upton, P, 2015. A study of the accessory opaque iron-titanium oxide minerals of the Oiles Complex, central Australia, was an Important complement to an investigation of the magnetic properties of the Complex. These minerals constitute no more than 10 per cent of the rocks sampled, and generally less than 1 per cent of the ultramafic rocks ("magnetite" concentrations were not sampled for magnetic investigation).Titanomagnetite is the main opaque mineral present, although ilmenite exsolution has been widely developed. High-temperature oxidation of these produced mainly titanohematite, pseudobrookite and rutile. Both exsolution and high-temperature oxidation developed along specific crystallographic directions (along {111}), and in Irregular patches. Low-temperature oxidation is generally not well-developed, indicating the small degree of weathering in the rocks sampled.Although the Oiles Complex is layered, no apparent overall preferred orientation of the iron-titanium oxide minerals was observed, other than crystallographically controlled alignment of very fine grains within pyroxene crystals. Other textural features of the opaque oxides are restricted to symplectic intergrowths mainly with the ferromagnesian silicates.
