Mining is a high risk industry where miners seek to secure certainty in all of their dealings. The introduction of native title to the Australian legal system with the High CourtÆs 1992 Mabo decision and subsequent Native Title Act 1993 has added to the risks associated with implementation and the ongoing operation of exploration and mining projects. The High CourtÆs Ward case in August 2002 confirmed Crown ownership of minerals and petroleum. But the Court also found that a mining lease that allowed an exclusive possession for mining purposes did not extinguish all native title rights and interests. Although the Court was specifically considering WA mining tenements, the WA mining lease is very similar to the mining leases and licences that exist across Australia, meaning that these tenements are unlikely to fully extinguish native title. The Ward case means that native title remains squarely on the table now and into the future for those involved in developing exploration and mining projects. However, certainty and workability is capable of being secured and this paper discusses some means by which this may be achieved. The paper starts by considering two of the many 1998 amendments to the æfuture actsÆ regime under the Native Title Act, Indigenous Land Use Agreements (ILUAs) and the application of ægood faithÆ negotiation to all negotiating parties. It then looks at native title agreements, other issues affecting negotiations and tips for negotiation technique.

The key to successful flotation plant design, production planning and mine/mill optimisation is a solid understanding of the resource to be processed. As advocated by the authors of this paper, the main components of geometallurgical modelling of an orebody and its associated flotation plant are: an ore sampling program and subsequent laboratory testing of these samples in order to extract process model parameters; geostatistical distribution throughout the resource model of the process parameters; calibration of the plant via benchmarking (for existing operations); and plant simulation using a system of process models and the distributed metallurgical parameters (from step two) as the data set.It is important that the grinding and flotation models are linked. For example, a laboratory test conducted on a drill core sample, intended to represent a portion of the orebody, is conducted at a specific grind (represented by a P80). However, when that ore is actually processed through the plant it may well be (and in many cases most likely will be) at another P80. Additionally, the flotation plant residence time will often be determined solely by the grinding circuit capacity and feed slurry density. In the case of SAG mill û ball mill circuits, the fluctuations in tonnage and grind are known to be high. The modelling approach described in this paper allows for changes in the measured flotation kinetic parameters in order to reflect the expected grind as determined by the comminution process.

This paper presents details of CRC MiningÆs work with waterjet assisted blasthole drilling. The objective of this work was to investigate techniques that reduce the cost and increase the productivity of blasthole drilling. The focus is on a technology that uses a high pressure waterjet to assist the conventional rotary rock cutting action of a tricone drill bit. The potential benefits of this technique are increased productivity, reduced drill bit wear and reduced hole deviation and hence improved quality of drilling. This paper describes the results of a laboratory based experimental program comparing conventional tri-cone drilling performance to the proposed waterjet assisted approach. Additionally, work has been completed looking at the more practical issues around the collection and sampling of drill cuttings and water recovery (recycling) when drilling with a waterjet. These studies have demonstrated that waterjet assisted drilling can significantly increase the rate of penetration over conventional rotary drilling. For the best-case experimental result, the relative improvement was over 40 per cent. More importantly, it is a starting point for examining alternative uses of the additional drill productivity obtained from waterjet assisted drilling. For example, increased drill productivity could be used to improve rock fragmentation by drilling a tighter blasthole pattern in the same time period. an existing drill fleet, then the drill fleet size could be reduced, or improved rock fragmentation could be achieved by drilling a tighter blasthole pattern within the same time period.

The'treatment of the South Alligator valley uranium ores passed through three phases dictated by economic circumstances during the years 1956- 640 In the first phase high grade ores were treated by hand sorting and wet gravity separation for recovery of high grade concentrate to meet a United States Atomic Energy Commission (U.S.A.E.C.) contract for plus 50 per cent pitchblende concentrates. Secondly tailings from the gravity plant and some high grade ores were trucked to Rum Jungle and sold to the Australian Atomic Energy Comm- ission (A.A.E.C.). Thirdly solvent extraction plants were built at Moline (previously Northern Hercules) by United Uranium N.L. (UOU.N.L.) and at the South Alligator River by South Alligator Uranium N.L. (SOA.U.N.L.). These were the first solvent extraction plants designed in Australia, as earlier plants used the ion exchange process for recovery of uranium oxide. The plants were small, indeed the S.A.U.N.L. 15 ton per day plant was possibly the smallest commercial plant known, but they operated efficiently with good recoveries, and were placed on a care and maintenance'òbasis when contracts were filled. Sulphuric acid was supplied in bulk to both plants by the A.A.E.C. from the 30 ton a day acid plant at Rum Jungle. Gold was recovered as a by product of uranium ore from the Moline plant.

THE treatment by chlorination of the Mount Morgan Gold Mining Company's ores was first accomplished, early in 1886, by a works having a capacity of 25,000 tons per annum. Shortly afterwards another works was established, capable of dealing with 50,000 tons per annum. The extraction of gold was originally successful and satisfactory, but running expenses were high, averaging £2 19s. 6d. per ton of ore treated. These works were believed to be the largest chlorination plants in the world at that time. As might have been expected, the mechanical details and chemical process had not been perfected, and, moreover, both works were hurriedly built, and operating expenses were not then considered of such prime importance, as the ore at that time was of very high grade; the large quantities of low grade ore since dealt with not being then considered, since the bulk of it was not even known to be in existence. These two works consisted of rock-breakers, high speed rolls, screens, elevators, &c., for crushing; a large number of small handrabbled reverberatory furnaces for roasting; one-ton chlorination barrels and three-ton leaching vats for chlorination. The transport of ore from crusher to furnaces, from furnaces to chlorination barrels, and the emptying of leaching vats was effected entirely by hand labour. The system of chlorination was what was, known as Mears process, chloride of lime and sulphuric acid being used in the chlorination barrels, and as the time allowed...

The aim of the research was to investigate the feasibility of using an impedance cell and ratio-transformer bridge to measure solids content in coal slurry pipelines. It appeared that this technique could be developed to measure variations in conductance which correlate with solids content. Successful implementation of the measurement technique would have a variety of applications in existing coal wash plants and the potential for automatic process control. A small pilot plant was designed for a feasibility study. This was a closed loop system in which the coal was uniformly dispersed in a tank with a variable speed agitator and then circulated through an external pipe returning to the top of the tank. The impedance cell was located near the end of the external pipe. Slurry concentrations were varied from clean tap water to 50 per cent solids by weight with the addition of weighed quantities of dry coal dust. Ratio-transformer bridge measurements showed that variations in individual observations were equivalent to measurement errors of about two per cent. These probably reflect variations in concentration of the mixture in the pipe. Data for increments in concentration of one per cent indicate that this is about the limit of resolution of the current system. The paper discusses the principles of operation of the impedance cell and measurement system. Results from the pilot study and proposed improvements in the impedance cell design are examined.

Bendigo is AustraliaÆs second-most productive goldfield, having produced some 22 million ounces of gold between 1851 and 1954. Bendigo Mining Limited (BML), the sole lease-holder of the Bendigo Goldfield, is developing a mine that is planned to produce ore from beneath the historical workings for at least the next 25 years. The high-grade Bendigo reefs occur in the proximity of the chevron anticlines, which characterise the goldfield. Typically the reefs display relatively small cross-sectional areas and large (subhorizontal) strike dimensions. They occur in clusters due to interrelated structural controls. Most of the gold occurs as visible grains and laminae, and as such grade estimation is not amenable to ænormalÆ sampling and estimation techniques. The initial phases of exploration and development of the mine focused on understanding and resolving these sampling and estimation issues. In 2005, BML reviewed and updated the March 2004 Feasibility Study, refining the life of mine development strategy. The strategy fundamentally aims to exploit the 11 million ounce Inferred Resource and additional exploration potential by developing the current Kangaroo Flat Mine to produce ore at an initial rate of 450 000 t/yr in 2006/07, expanding to 600 000 t/yr by 2009/10; and developing the Eaglehawk Mine to produce 1 Mt/yr by 2011/12. Ore will be processed initially at the Kangaroo Flat site, and from 2011/12 also at the Eaglehawk Mine 1 Mt/yr processing plant. The two mines will connect underground in 2009. Total ore treatment capacity will be 1.6 Mt/yr, producing 600 000 oz/yr from a head grade of 12.7 g/t gold. The project is planned to operate for 25 years, processing 33.6 Mt of ore producing 13.7 Moz of gold. To achieve this production rate, the exploration and ore delineation programs will require up to 16 diamond drill rigs producing over 200 km of core per year. At the same time, approximately 8 km of on-reef development must be monitored and typically 18 stopes managed concurrently. The processing plants will be located in geographically constrained areas, which will limit the ability for selective stockpiling and campaign treatment.

When ore is being selected from a regularised block model, a common procedure is to accept as ore any block whose iron content exceeds a cut-off value, and whose content in each contaminant analyte is below an appropriate cut-off value. This method defines a quadrant within the multidimensional analyte space, such that any block lying within the quadrant is accepted as ore and any block lying outside the quadrant is rejected as waste. The cut-off levels can be adjusted to maximise ore tonnage at a target grade (or analyte vector). When the method is applied to a project comprising multiple pits with systematically differing grades, it is found that ore tonnage at target grade is maximised if different cut-off quadrants are used for the different pits. This is apparently illogical, because it implies that an ore block from one pit may be accepted as ore, but an identical block from another pit is rejected as waste, even when ore from both pits is to be blended into the same product and there are no production cost differences between the pits. The paradox is an example of the ætheory of the second bestÆ: if there are multiple conditions for optimality and one condition is broken, then obeying the other conditions may not be the best policy. The problem lies with the quadrant cut-off method, which is shown to be inconsistent even for selecting ore from a single pit. A criterion that is inconsistent cannot be optimal. It is shown that a linear composite cut-off function provides maximum ore tonnage, and that a single composite cut-off criterion is consistent and optimal over multiple pits. Further, it is shown that a composite cut-off function not only maximises ore tonnage at a specified composition, but also can be used to select ore so as to maximise project value, if marginal costs and values are available.CITATION:Everett, J E, 2013. The Chatree deposit is located in the central portion of Loei Fold Belt, which extends from Lao PDR in the north through centralThailand to Cambodia in the south. Epithermal gold-silver mineralisation at Chatree occurs as veins/veinlets and stockworks with minor breccia in volcaniclastic and volcano-sedimentary rocks of andesitic to basaltic andesite composition and Permo-Triassic age. This preliminary oxygen isotope study mainly focuses on vein quartz of Au-Ag bearing mineralization (Stage 2) and a few samples of late Stage 4 quartz ¦ calcite veins. Quartz from Au-Ag bearing mineralisation has oxygen isotope values ranging from 8.1 to 12.3ë with the lowest values generally occurring at the deeper level (140 m below the surface). The late barren quartz ¦ calcite veins (Stage 4) tend to have higher oxygen isotope values ranging from 11.9 to 12.0ë. The oxygen isotope composition of the Chatree ore fluids were calculated at 250¦C, 300¦C and 350¦C based on homogenisation temperatures of fluid inclusions. The calculated oxygen isotopic composition of the Chatree ore fluid ranges between -1 and 6ë that overlaps with both meteoric and magmatic compositions. This shift in oxygen isotope compositions may relate to processes such as water rock-interaction and/or mixing of meteoric and magmatic fluids. It is interesting to note that the lowest quartz oxygen isotope values are spatially more or less confined to the prominent structures in the centre of the major ore zones. These structures may have been acted as conduits for higher temperature magmatic fluids. The quartz oxygen isotope values increase outwards from the centre of the main ore zones to the margin of the pits possibly due to mixing of magmatic fluids with lower temperature meteoric water. Whole rock oxygen and hydrogen isotope studies are in progress to investigate isotopic trends in the wall rock away from the ore zone. The systematic variation of oxygen isotopes in quartz from the mineralised veins and adjacent wall rocks could potentially be used as a vector to ore. An EXTENDED ABSTRACT is available for download. The Carajßs Province presents several volcano-sedimentary sequences that comprise the Itacai·nas Supergroup. The rocks represent bimodal volcanism, and clastic and chemical sedimentation in relatively unstable basins subject to recurrent structural events with subsidence and volcanism. The Grpo Parß Group represents one of these sequences with mafic volcanic rocks that enclose discontinuous jaspilite lenses, with development of large high-grade orebodies (Fe >65 per cent). This unit is named the Carajßs Formation and presents peculiar characteristics compared to other iron districts in the world, thereby departing from the classic Lake Superior or Algoma iron formation types. Owing to the dense vegetation, lack of outcrops and harsh landscape, the structural analysis of the district can only be accomplished by combination of regional field work, detailed structural work on the open pits, and remotely sensed image interpretation, in this case Landsat ETM7, JERS-1 images and the SRTM digital terrane model. The regional trend of the several sequences of the area is approximately N-S and the structure is dominated by a flattened flexural fold system with axes moderately dipping WNW, intersected by several strike-slip faults subparallel to their axial plane. The Serra dos Carajßs represents an s-shaped synform-antiform pair, herein named the Carajßs Fold. This regional structure is partially disrupted by the Carajßs Shear Zone that divides it in the northern (Serra Norte) and the southern (Serra Sul) Ranges and also probably prepared the terrane with the development of pathways for mineralising hydrothermal fluids forming large high-grade massive iron bodies. Syntectonic granitic bodies played an important role in the structural evolution of the area as well. They caused localised ductile flattening deformation and thermal contact metamorphism in surrounding terranes. The Estrela pluton, for instance, was responsible for the discontinuity of the regional trend between the Serras do Rabo and Leste. The Carajßs Province is regionally the upper crustal product of a very shallowly eroded dome-and-keel geometry of Neo-Archaean volcano- sedimentary units intruded by syntectonic calc-alkaline intrusives and overlying pre-existing infracrustal rocks. The lithostructural data suggest continental-margin back-arc basin development and closure in an oblique collision belt, with N-S shallow crustal shortening, parallel to the inferred pre-existing strike of the stratigraphy.

Surface mining accounts for more than 50% of the world's total mineral production. In future years this status is expected to change somewhat in favour of surface mining. The production technology during the past decade has concentrated on greater degree of mechanization with high capacity heavy duty equip- ment. This trend will continue. Next two decades will also see microproces- ,or based equipment, health and performance monitoring and management information systems fully integrated with excavated and material handling systems which in themselves will be amenable to auto- matic and remote control. Computerized mine planning will also be integrated within the system providing a fully integrated planning, excavat- ing and materials handling system. The surface mines of the 1990's and beyond will be so computer dependent that manpower will be reduced to one third of current levels.

A method for relating operating variables and dewatering parameters of Thunes disc filters in the LKAB pelletizing plant at Malmberget in Sweden, via empirical mathematical models is described. Near orthogonal experimental design was used, where all independentvariables were allowed to span over their domain of variation and pseudo-randomly distributed among the experiments. The dewatering parameters are dependent on many variables and instead of using a traditional mechanistic model, an empirical model based on multivariate data analysis was chosen. The way of expressing the relation is by regression coefficients obtained from partial least square regression (PLS). Two empirical models were generated. The models were validated using an extra set of 56 experiments. The dewatering parameters were related to the design variables with few experiments, and user-friendly response surface methodology was used to determine the optimal conditions.

The efficiency with which it is expected that a particular coal may be burnt in a power station boiler significantly affects the value of the coal. Consequently many laboratory tests have been developed to provide data on the combustibility of coal. Computer modelling of coal combustion has also provided insight into limits on coal burn- out. Such modelling suggests that burnout of bituminous coal in a power station boiler will be strongly influenced by physical limits on the diffusion of oxygen to the individual coal particles. Coal chemical reactivity appears to be relatively less important. As a consequence of the diffusional limits, significant improvement in burnout is achieved either by producing less large p.f. particles or by providing sufficient furnace residence time to burn the large particles. Field data from a variety of power stations supports these cn.clusions. Burnout was also found to correlate well with volatile content for a number of coals from widely different sources. This is expected as the high vola- tile coals produce less residual char to be burned by the relatively slow heterogeneous Combustion.

This paper presents the experimental results on the effects of slurry Theology on ultra-fine grinding by a stirred ball mill. The amount of dispersant, slurry density and the particle size were selected as the parameters. The viscosity of dolomite-water slurry was measured by rotational viscometers. It was found that by adding enough dispersant, the effect of particle size from 1 to 10 pm on the slurry theology could be eliminated, but a strong effect of slurry density (tested for a range of 65 to 75 wt per cent) remained. The use of dispersant transformed the slurry from Bingham plastic flow to dilatant flow, which reduced the yield stress to zero, but increased the viscosity at higher shear rates. During the milling process, the viscosity was stable. The yield stress, however, increased suddenly from zero after a certain milling time. The mill operation stopped at the point where the yield stress increased due to poor slurry fluidity. The milling efficiency was found to be higher at a lower amount of dispersant addition or a lower slurry density within the experimental limits.

Case Study: Dragline Swing to Dump Automation By Peter Corke, CSIRO Manufacturing Technology/CRC for Mining Technology and Equipment (CMTE) Peter Corke presented a case study of a project to automate the dragline swing to dump operation. The project is funded by ACARP, BHP Coal, Pacific Coal and the CMTE and is being carried out on a dragline at Pacific Coal's Meandu mine near Brisbane. Corke began by highlighting that the minerals industry makes extensive use of large, mechanised machines. However, unlike other industries, mining has not adopted automation and most machines are controlled by human operators on board the machine itself. Choosing an automation target The dragline automation was chosen because: ò draglines are one of the biggest capital assets in a mine; ò performance between operators vary significantly, so improved capital utilisation is possible; ò the dragline is often the bottleneck in production; ò a large part of the operation cycle is spent swinging from dig to dump; and ò it is technically feasible. There has been a history of drag line automation projects, none with great success.

Lignin grouts are cheap and easy to get. They have some desirable properties, but they aag less used now because environmental pollution is often caused by Cr from the lignochrome component of the grout. Their usefulness was researched in an earlier paper on lignin as a grout from other viewpoints. A non-toxic grout FUL was made composed of furfural, urea and lignin. After initial tests, including tests by spinning regression design, some response equations in which FUL's properties are described were obtained. Optimum formulations have been established by using optimization methods based on response equations. The engineering quality was assured by formulations whose properties were measured in further tests. The mechanical feature of gelling sand was measured by means of triaxial tests. This provides a basis for using FUL grout in-situ. Finally, an in-situ experiment on FUL was completed successfully. The results were that cracks in stratum were filled or blocked, the gelling of FUL had high strength, and low permeability and consolidation were achieved.

The ore body being worked is about one hundred feet in length by seventy feet in width. A face of about fifteen feet is stoped over the whole level at one operation, this height standing without any timber.Double lines of logs, twenty feet in length and from ten inches to one foot in thickness at the small end, are then laid longitudinally, butt to butt, and breaking joint from end to end of the ore body they are at ten feet centres from wall to wall. The starting logs are single for the first ten feet and their ends are hitched into the solid rock. These are called "miners" and are the logs which are picked up as the level underneath is worked up. The double layer gives a better chance of picking up. Logs are now laid from the centre of the ore body at right angles to the miners, the ends being hitched into the walls. A space, seven feet wide, is left open right through the centre of the ore body...

The stimulus of major capital expenditure in establishing open cut coal mining operations in the Hunter Valley led Coal & Allied Industries to look to a computer based information system as a tool to assist mine management in day to day operating decisions, as well as to provide a base of comparative data to help in long term equipment procurement decisions. The mine information system was conceived as an integrated set of three subsystems; costing, production recording, and maintenance. The maintenance management features of the system are closely keyed to a policy of preventive maintenance and maintenance costing based on user specified parameters. Central to this policy is the maintenance work order, which may be created and updated directly via interactive procedures at visual display terminals. The, system was designed for on-line processing in a multi-mine shared operating environment. Each mine controls its own data capture, and most other processing functions directly from terminals. The system is currently operational on the Combined Group Services Pty Ltd FACOM M150 computer, located in Newcastle, NSW.

Uranium occurrences and the probable Australian reserves are discussed and the recovery and processing methods used in treatment plants at Radium Hill and Port Pirie, S.A., Rum Jungle and Moline, N.T., and Mary Kathleen, Qid. are reviewed. The broad aspects of the application of nuclear power in Australia are then considered, and those factors of greatest significance are highlighted. It is these factors that are most likely to dictate the future role of nuclear generation in Australia. In commenting on private industry applications, the paper emphasises that each case must be considered on its own merits, and a warning is given that general statements can be misleading. In the long-term situation nuclear power is considered to be capable of playing a leading role and the discussion covers desalination and high load industries although short term applications appear difficult to justify. In non-power applications for nuclear energy reference is made to isotopes and the uses of nuclear devices in mining and civil engineering with a pertinent comment on safety.

The Western Australian School of Mines (WASM) has developed a facility for the static testing of full-scale ground support elements (Morton et al, 2007). The test facility consists of several stiff steel frames used to support the sample and a screw feed jack is used to load the sample. A large-scale punch test method has been developed to load various shotcrete configurations. The shotcrete is sprayed on to a rock substrate containing a centrally located circular disc. The rock and shotcrete sample is placed on to the sample frame and restrained on all sides. The circular disc is displaced at a constant rate by the screw feed jack which in turn loads the sample. Instrumentation measures the displacement and the load being applied to the sample through the loading disc. The testing method is described in detail and the results from the testing program are presented. The results show that it is possible through laboratory testing to simulate some of the mechanisms of shotcrete support reactions better than conventional beam and panel tests.
