In contrast with mining in areas close to the main centres, mining in remote areas is characterised by comparatively high initial investment and relatively high running cost for the life of the mine. This is because of:the real cost of establishing and running the operation at a location distant from the necessary infrastructure; and the perceived risks priced into their costs by the multitude of suppliers involved in the project. Optimal co-operation between the mine and the supplier in developing the right rela tionship and the correct technical solution permit both cost elements to be reduced. This re duction may well mean the difference between success and failure. This paper examines the possibilities for optimising the contribution of the equipment supplier to the overall success of the process. Issues covered include the necessity to provide more than merely equipment fit for the purpose , but also the need to maximise the benefits of equipment ownership over the life of the mine. A simple method of determining the optimum timing for equipment replacement or rebuilding is proposed . Furthermore the maintenance contract (or performance agreement) is suggested as a means of leveraging the supplierÆs commitment to the mining operation. The specific examples are based on experience with mobile equipment but the methodology has relevance to other equipment and supplies.

The subject of government involvement in industry is, to say the least, a touchy one. For many it conjures up thoughts of socialisation or nationalisation. For others it is a desirable objective and is seen as a means of social reform by giving government a greater say in the control and distribution of human, financial and natural resources for the betterment of the community. Whatever your point of view, it is difficult to deny that government involvement exists to lesser or greater degrees in all industries. The mining industry is no exception and the degree of government involvement is probably greater than it is in other industries. I think it is important to remember when talking about government involvement in industry to recognise that there are different types of involvement and that all governments have a right, if they so desire, to become involved in whatever way they choose. The decision of a government to increase its direct or indirect involvement must, of course, be taken in the national interest. Governments, if we are still old fashioned enough to believe in ministerial and electoral responsibility, must make up their own minds about whether their actions are in the national interest and they must be prepared to accept the consequences of that action, good or bad. The Queensland Department of Mines believes it is in the best interests of the gold mining industry to reduce and control the environmental impacts from gold mining since that is the community expectation.The Department of Mines has set as a special condition of many recently granted Mining Leases the requirement to submit a "Description of Operations" for the approval of the Minister, prior to commencing initial mining operations. In order to facilitate compliance by lessees with this condition an explanation is given of the reasons for this condition and how it is intended to achieve the objective of environmental protection.Environmental impact is operations dependent. Impact on a lease will vary quite significantly with the scale and methods employed. Before a lease can be granted and mined it is therefore necessary to have this information. The parameters of operations most critical both in terms of environment impact and economic viability are worked out and agreed with the lessee before the lease is granted. An approved description of operations which is required now, prior to the start of mining, provides the details of that agreement for the security and benefit of the lessee and the inspectors. It also provides the details of operations and environmental controls which were not required prior to the grant of the lease but are nevertheless required and necessary for compliance with the environmental standards.

The Deep Mill Level Zone (DMLZ) skarn Cu-Au deposit is the deepest explored part of the Ertsberg East Skarn System extending from the surface at 4200 m elevation to the DMLZ at 2900 to 2600 m. The DMLZ is hosted in an upper Cretaceous to lower Tertiary siliciclastic and carbonate succession adjacent to the 3 Ma Ertsberg pluton. Much of the DMLZ ore is hosted by mixed assemblages of siliciclastic and dolomitised carbonate strata that have been altered to Mg-rich skarn assemblages. Unaltered equivalent strata from a 300 m cored interval in the Yellow Valley Syncline were characterised petrographically and representative samples were analysed for major element compositions. These stratigraphic and chemical units are interpreted to be responsible for the varying skarn lithologies within the DMLZ. The dominant prograde skarn assemblages are controlled by protolith composition, notably the relative abundance of quartz, dolomite, and calcite within the protolith. Models based on isochemical metamorphism of mixed assemblages of quartz and dolomite suggest that the formation of the forsterite-diopside dominant skarn assemblages resulted in the greatest amount of pore space increase. DMLZ Cu-Au concentrations were locally controlled by host lithology, with structural features providing fluid pathways that focused the mineralising fluids. Presidential Address Today I want to couple that prediction with a discussion on competitiveness and changing employment roles in our industry. A crude analysis of the intensity of use of metals in developed and undeveloped nations was undertaken by dividing the weight of copper, zinc, lead and aluminium used in countries by the population. In the developed countries which were basically the Western European States, USA, Canada, Australia and Japan, approximately 38 kilograms are used per annum. In the developing countries which were basically the South-East Asian country Korea, India, Pakistan and Taiwan, the usage is 5.3 kilograms. Thus, if the developing world is to catch up with the developed world, the intensity of use of metals will have to increase seven times. The usage of metals in the developed world is increasing at the rate of 1.5 per cent per annum while the rate of increase in the developing world is about 5.8 per cent. In this analysis, the population of the developed world was 850 million and the developing world 1.5 billion. Note that this analysis did not include Russia, China and most of the countries of South America and South Africa. I am sure that with time, these undeveloped countries will move into the developing category. In the long-term there is obviously great opportunity for us both in the primary and secondary processing required to meet world demand. Turning now to competitiveness and changing employment roles. I am sure that everyone here present is aware of the urgent need for Australia to improve its competitiveness. I want to try and relate unionism and industrial relations, management and tertiary education to our competitiveness. I wish to talk on these items as I see them in the past, the present and the future. So firstly unionism and industrial relations. It has been unfortunate for Australia that unionism was based on the United Kingdom craft system. It is not surprising that it was because UK has been the basis for almost ' all of our institutions and that has generally been of very great value to us. The craft system in our trade unions has lead to the demarcation problems of which we have all been well aware. This has been extremely limiting to the individual; it has limited his or her ability to broaden their scope of knowledge and far worse it has limited their ability to maximise their satisfaction at work as they have only been able to undertake part of a job, rather than being able to undertake a role in totality.

Fragmentation control is perhaps the most critical aspect of quarrying operations, potentially impacting on the costs of all down stream processes, and sometimes even on the economic viability of an operation. The focal points of studies to control fragmentation are generally the pattern of blastholes, the accuracy of drilling, and the most appropriate powder factor. Recent studies suggest that the performance, and consistency of performance, of explosive detonation in the blastholes may also be a significant factor impacting on blast performance in hard rock quarries. This paper presents the results of studies of bulk emulsion and watergel explosive performance, using blasthole velocity of detonation measurements, and its impact on fragmentation. Field studies show a strong correlation between blasthole VoD and blast fragmentation. Another aspect of explosive performance impacting on ease of excavation of blasted rock is muckpile displacement, from which estimates of effective heave energy have been made for different bulk slurry (emulsion and watergel) products.

In this paper the reactions which may lead to particle hydrophobicity/hydrophilicity as a function of grinding environment-are reviewed. The results of pulp chemical investigations related to a Cu-Pb-Zn ore on a pilot plant scale and laboratory tests with a Pb-Zn ore to evaluate the effect of some inhibitors on grinding/flotation are presented. The flotation recoveries of the ores treated by conventional and autogenous grinding methods show only a marginal difference and the results favour autogenous grinding. Iron originating from several sources manifests in the form of insoluble hydroxy complexes in the pulps. Such metal hydroxy complexes are hydrophilic and coat the mineral surfaces indiscriminately. On the other hand, selectivity is a problem for pulps ground by autogenous milling. Some corrosion inhibitors used in the laboratory grinding/flotation tests on a Pb-Zn ore showed maximum reduction in the wear of the grinding media ranging from 25 - 36 per cent, depending on the type and concentration of the inhibitor.

With ever-increasing energy costs and the modern focus on system efficiencies, the practice of æventilation-on-demandÆ is gaining momentum. Several examples, ranging from paper studies to practical examples have been recorded and another recent case study is presented here to encourage the practice. In comparison, æcooling-on-demandÆ has received far less attention. This paper explores the possible merits of this practice by investigating the theoretical response of cool intake airways and the thermal interaction between the air and the rock, in order to gain a better understanding of the system behaviour and to quantify the possible savings. A case study is presented that demonstrates the improvements that can be achieved. Recent developments that allow live interaction between ventilation network models and on-line monitoring systems, have the potential for intelligent active control and alarming of ventilation and cooling networks. This will facilitate and maximise the benefits to be derived from ventilation and cooling-on-demand.

Acid rock drainage (ARD) can have detrimental effects on mining infrastructure, water reuse options and environmental discharge. As a result, some form of short- or long-term treatment is required at many mine sites. Successful treatment depends on a number of factors including the selection of an appropriate treatment technology and its correct implementation. A variety of passive and active technologies are available for dealing with ARD. Passive treatment solutions do not require continuous chemical inputs but take advantage of naturally occurring chemical and biological processes. They are often low cost, site specific approaches and are predominantly used in post-closure situations. Passive systems are well suited to drainage with low acid loads and low soluble aluminium concentrations, and are more effective with highly reduced (ie low oxygen) water. While they are often regarded as permanent fixes, most require some form of ongoing maintenance and all have an engineered life expectancy (ie finite carbonate and organic matter budgets). Passive treatments include, oxic limestone drains, anoxic limestone drains, limestone diversion wells, various reducing and alkalinity producing systems, pyrolusite limestone beds, aerobic and anaerobic wetlands, permeable reactive barriers (organic ¦ carbonate and zero valent iron), slag leach beds, and gas redox and displacement systems (GaRDS). Active treatment solutions require a continuous or semi-continuous activity (eg reagent dosing) to correct water quality issues. They can be engineered to treat virtually any type of drainage or site specific ARD issue, and have no set acid load or redox limitations. Tasks handled by active treatment systems are almost invariably larger and more costly than for passive systems. Active treatment approaches include; pH control, adsorption/absorption, ion-exchange, electrochemical concentration, biological mediation/redox control, flocculation/filtration and crystallisation. A range of generally available and proprietary technologies has been developed around these approaches. Active treatment involving pH correction with alkaline amendments is the most common and cost-effective form of ARD treatment. A variety of fixed plant and portable treatment systems are available. Calcium-based reagents, including quicklime (CaO), hydrated lime (Ca(OH)2) and limestone (CaCO3) remain the reagents of choice for the majority of active ARD treatment worldwide. This is principally due to their widespread availability, non-proprietary nature, and variety of proven dispensing technologies and cost-effectiveness. Limestone, in particular, is a very low cost reagent. However, due to æefficiency of useÆ problems with limestone in passive treatment systems, combined with its very low cost, there has been a recent emphasis on developing active treatment systems that use limestone efficiently. As the requirement for treatment increases, there is a growing emphasis on treatment sludge management and sludge stability. The final choice of a suitable treatment technology is dependent upon water chemistry (eg pH, type of metal contamination, acidity), flow rates, acid load, local natural resources (neutralising materials, topography), climate, site logistics, environmental risk and economics. The benefits and limitations of both passive and active treatment technologies are summarised.

Following a long period of increase, there has been a reduction in exploration expenditure and activity in Australia over the past two years. During the post Second World War period, exploration was largely driven by mining companies seeking resources to satisfy an increase in world demand, while increasing their asset base as a result of mineral discoveries. In general, return on investment to shareholders was not the major driving force. With the exception of gold the mining industry has been faced with a long-term fall of metal prices in real terms. As a result the net profit return on average shareholderÆs funds in the Australian minerals industry has fallen from over 20 per cent in 1990 to less than five per cent today. Mining is now competing for funds with communication and finance based industries yielding high returns on shareholder investment. Shareholders and superannuation fund managers seeking a high return on short-term investments have indirectly reduced the funds available to the mining industry. Globalisation of the mining industry is leading to the rationalisation of the Australian mining industry as witnessed by mergers and acquisitions of local companies by foreign investors. The return on capital invested in the Australian mineral exploration industry must improve if the industry is to be competitive on a worldwide basis. Failure to achieve this will result in capital flowing overseas or to other industries. Relatively short-term upswings in metal prices which are generally driven by threats to the supply base (eg strikes, mine closures, increases in country risk) often lead to increased capital raisings for exploration funding. As a consequence of the time taken to raise the capital and increase exploration activity, measured exploration activity lags the metal price increases. There are also lags between commencement of exploration and discovery and ore production. In the case of gold exploration expenditure peaked six years after the price rise of 1980 Companies persevering with exploration in the current difficult period will be rewarded because they will be able to capitalise on future metal price rises and a minimised time lag.

Faculty at the University of Missouri-Rolla have carried out research on the application of high pressure water jets as a means of excavat- ing coal for over 15 years. During the course of this time, a number of different concepts have been explored--the most recent of which has been to use high pressure water jets as a means of extinguishing an underground coal seam fire. This paper will examine the use of some of these technologies and will consider the results as a basis for discussion of further applications of water jets in the future. The structural pro- perties of coal which distinguish it from other adjacent geotechnical material and provide a considerable advantage to water jet cutting, will also be presented and the advantages of using this tool will be discussed.

This paper describes laboratory testwork for the beneficiation of a medium grade iron ore, using Wet High Intensity Magnetic Separation (WHIMS). Factors leading to the selection of machine type for this method of separation are discussed and the design of the WHIMS section flowsheet of an iron ore beneficiation production plant are described including methods to achieve operational flexibility and adequate protection of the WHIMS separating chamber. The results of the commissioning and operation of the production plant over several years are described, together with experience developed in plant operation. Data on recovery of hematite over the full range of size fractions treated is presented and compared with data in the literature. Potential methods of improving plant performance are discussed. Fifteen samples 'of clays and shales from the Adelaide area were selected from a total of 84 as representing material of possible value for the manufacture of light-weight aggregate. A detailed examination of the bloating. characteristics of these revealed four likely to be suitable. for expansion.' in a rotary kiln. One of these, a Tapley. Hill shale., was-fired in an 8 in. diameter rotary kiln, but con-tinuous bloating without ring formation in the kiln was not achieved. Steam,,-oxygen,, sulphur dioxide and carbon dioxide have been, suggested. as the agents of bloating. An examina-tion of .. the evidence : `leads to the conclusion that carbon dioxide derived from. carbonate minerals is likely to be the principal bloating agent. Attempts to bloat clays by the addition of mica were.not successful.

The treatment of beach sands in'' the Bunbury/Capel' area for the extraction of ilmenite is a very recent development in the mining industry in'J7estern Australia. Nevertheless since the commencement of production in 1956, ilmenite has become the sixth most important mineral produced. The increasing world recognition of W.A. as a major' Iiroducer of ilmenite is due primarily ' to its low chromic oxide. ; (Cr203 content,, 0,03% to 0.04%, combined with a medium to high grade TiO2 content, 54% - 6 , supported by large reserves, a'. stable government with close access to good shipping facilities.. Ilmenite is produced from-these deposits at low-costs, enabling the industry to compete on world markets despite high rates for sea freights because of the distance from.major markets.

The paper introduces a newly developed multi-function test rig for fracture grouting. This test rig has many functions and its performance is consistent. It can control and adjust accurately the opening degree of fissures and static pres- sure; it can measure automatically the quantity of grout injected; it can measure precisely pressure drop of grout in fissures; it can test the results of injection, including effective dispersed distance, anti-filtration capacity of consolidated body, mechanical strength, etc. It can inject a single or two grouts into one or several fissures at a pressure of 16 MPa. Therefore, it is an ideal test rig for fracture injection. The paper depicts all the components of the test rig, its performance and application of the results obtained from fracture grouting tests. Examples are briefly described.

In the geologically prospective nations which rim the Pacific Ocean, mineral deposits offer great potential to create wealth for social and economic development. The paper first examines the geological and economic attributes of potential mineral wealth based on current outlook assessment of all significant base metal deposits discovered to 1988 in two Pacific Rim nations - Australia and Canada. The variability of mineral wealth among the economic deposits evaluated and the major contribution of the few world-class discoveries to total mineral wealth are highlighted. Then, the essential but too often neglected linkage between the makeup of potential wealth and its actual realization is analyzed. The impact of taxation and the role of exploration are crucial in this regard. Finally, the ingredients of exploration success, prerequisites for realizing the mineral wealth of nations, are examined.

A comprehensive field program was implemented to evaluate the internal structure and hydrology of two full-scale waste rock piles. The excavation of waste rock dumps for in-pit disposal at the two mine sites provided an opportunity to characterise the in situ properties of the dumps given contrasting geologic and climatic settings. The internal structure and materials within the dumps were observed and sampled as the waste rock piles were being excavated and placed in the open pits for permanent closure. The field program was designed to fully characterise the structure and material properties of the waste rock. The alteration of the material by physical and chemical weathering was also observed. Samples were analysed for paste pH, water content, grain size distribution and geochemistry. In situ density and matric suction were also measured. Soil water characteristic curves and saturated hydraulic conductivity were measured for representative materials. These properties were used to predict seepage pathways through the waste rock and the resulting outflow geochemistry using the finite element model SEEP/W. The materials in the dump at Site 1 were predominantly fine-grained in texture and highly weathered. The presence of dipping beds with alternating coarse and fine materials was evident throughout the profile of the dump. The structure of the waste rock appears to have an impact on the hydrologic pathways within the waste rock pile. The material in the dump at Site 2 was found to be competent and resistant to particle size breakdown. The particles range in size from clay size to large boulders with the median particle size being approximately 125 mm in diameter. The coarse-grained texture of the waste rock resulted in a loosely packed arrangement of coarse particles with little matrix material infilling the pore spaces between the coarse-grained particles. Seepage modelling for Site 1 was completed to predict seepage paths based on observed structure and hydraulic properties measured in the laboratory. The modelling showed that materials with a fine grain size distribution become the dominant pathways for flow through the waste rock pile. The modelling also showed that layers with high silt and sand contents are subject to the highest flow rates. Finer grained clay rich layers have a low hydraulic conductivity and do not convey large volumes of water. Alternately, coarse gravel and cobble materials are unsaturated under values of matric suction that approach the residual water content of the material and do not transmit liquid water. The seepage modelling together with the results of the geochemical analysis show that the dominant particle size that receives the most fluid flow and flushing ranges from fine sand to silt, corresponding to materials with air entry values ranging between 5 kPa to 50 kPa.

Oxy-ACETYLENE system of welding and cutting is at present practised in two forms, which may be described as the high and lowpressure systems. In the high-pressure system the two gases, oxygen and acetylene, are delivered. to the blow-pipe under pressure from properly constructed trade cylinders. Oxygen cylinders are in two sizes, each containing 100 and 200 cub. ft. of gas respectively. These cylinders are charged to a pressure of 120 atmospheres, or 1800 lb. per sq. in. approximately. The acetylene cylinders are made in one size as far as the writer knows, and contain 200 cub. ft. of acetylene gas at a pressure of 10 atmospheres. Each cylinder is provided with a valve and connection for attaching a regulator to "break down" the high pressure in the cylinders to the necessary low working pressure of the blow-pipes, and to deliver the two gases at a constant pressure irrespective of the variable pressures in the cylinders. These regulators can be adjusted down to as low as 1 lb. and are provided with two pressure gaugesone reading the contents of the cylinder in atmospheres, and the other the working pressure in lb. per sq. in. The high-pressure, or "two cylinder" system is compact and can readily be transported from place to place in the works. For this purpose the two cylinders are mounted on an easy-running 4-wheeled truck, which the operator and assistant find no difficulty in manipulating. In the low-pressure system the two gases are delivered to the blow-pipe, one from the oxygen cylinder and the other from the acetylene gas generating plant, which consists of the following:Generating cylinder, half filled with water, into which the cathoide is plunged. The steel industry is one of the global leading CO2 emitters, accounting for approximately 7 per cent of global anthropogenic CO2 emissions. In 2022, the world produced 1878.5 Mt of crude steel. About 70.8 per cent of the world’s crude steel was produced by integrated steel mills through the blast furnace and basic oxygen furnace (BF-BOF) process, while the remainder was produced largely by mini mills using electrical arc furnaces (EAF). Compared with gas-based DRI and scrap-based EAF processes, the direct CO2 emissions from the BF-BOF process and the coal based DRI and EAF process are significantly more, as both the processes rely heavily on fossil fuels, such as coke and pulverised coal, to provide energy and reduce iron oxides. Hydrogen is very reactive and reduces iron oxides to metallic iron without generating CO2. Therefore, substitution of hydrogen for fossil fuels in these processes presents a good opportunity to significantly decarbonise the steel industry. This paper will first discuss the thermodynamic and kinetic characteristics of hydrogen and carbothermic reductions of iron oxides and then examine the behaviours of different ore types present in Australia iron ores during hydrogen reduction.

The results from three quick methods for the determination of W03 in scheelite ore samples, mill products and concentrates were compared with gravimetric results and tested with standard samples to establish which was the most reliable. Summaries of the methods, two X-Ray fluorescence and one colorimetric, are given. The best method was X-Ray fluorescence, with samples cast as glass discs.
