With the long lead time requirement for engineering and construction of mineral pro- cessing facilities and the costly financing arrangements necessary, effective project management is essential to the successful and timely start up of these major production units. An added complexity is the frequently remote location of such projects and the demands this imposes on efficient project staffing, scheduling, logistics and cost control. Parsons recent experience with major projects such as Greenvale in Queensland and La Caridad in the desert of Northern Mexico and at remote locations like Sar Cheshmeh in Iran are described. The applications being developed for improving project controls through the use of computer techniques such as MSCS-COPES, and readily accessible and versatile transportation means are reviewed.

A review of the literature indicated that several studies have been reported on the dissolution of gold using iodide/iodine, bromide/bromine leaching systems. Although the reagent costs are much cheaper for chloride/chlorine (or hypochlorite) this system has not been fully evaluated. This study was conducted to evaluate the fundamental chemistry of the chloride/hypochlorite leaching system. The CHEMIX program was used to model the stability of various gold species existing in the solution. The gold dissolution rate at different conditions was determined using gold strips immersed in various mixtures of chloride/hypochlorite. Leaching experiments were conducted to test the extraction of gold from various ores (oxidised and copper-gold ores), showing a promising prospect for this technique in various applications.

Prior to 1980 the thought of the occurrence of high-level epithermal gold mineralisation occurring in eastern Queensland would have been more of a dream than a reality. In a world-wide sense the understanding of the processes and tectonic settings for epithermal gold were only beginning to be developed. Although epithermal gold deposits had been mined in the past in Queensland the significance of these deposits in a regional sense had not been appreciated. A number of companies had made cursory examinations of epithermal regions in the Mt Coolon and Cracow regions. Since the mid 1980's the search for epithermal gold mineralization in Queensland was truly on and over 30 tonnes of gold from this style of deposit has been discovered.

Improvements in technology do not necessarily lead to higher profits: the benefit of lower costs can be captured by coal buyers, governments and workforce rather than by the colliery operators. The economic impact of longwall mining in Australia has been critically assessed to provide lessons for the future. For a variety of reasons, companies investing in longwall equipment in the past five years have generally not achieved an adequate return on the funds invested. The effect of technological innovation must be examined in the light of competitive forces operating in the market. Projections of cost reduction trends in the coal industry have been applied to a world cost model to provide a picture of the coal industry in the year 2000.

Bolting forms a prestressed elastic layer of rock which is capable of supporting loads at right angles to the bolted surface. Investigations on rock bolting made with a number of different models give rise to empirical and theoretical prin- ciples for the formation and action of the layer. In the models, flat and arched layers of many materials were used simulating rock conditions ranging from closely interlocked blocks to fragments of various shapes. Results of observations made in the underground works of the Snowy Mountains Scheme are related to the mode of action of bolted surface layers of rock. There is abundant experimental, theoretical and practical explanation for the well-demonstrated capability of bolting as a means of rock support.

Resource calculations for shear hosted deposits of any type are difficult regardless of which calculation technique is used. One of the main problems is the determination of the geometry of the mineralisation. Once this has been elucidated then the appropriate resource calculation methodology can be employed with a search distance and orientation that is relevant.

The Broken Hill Proprietary Company Limited (BHP) is Australia's largest company with widespread commercial interests ranging from steel productin to minerals, oil and gas recovery. While these interests are worldwide, the Company operates or is partner in more than 30 Australian mining ventures. BHP Engineering (BHPE) is the in-house consultant to BHP but is also the largest consultancy in Australia available to general industry. Australian Groundwater Consultants Pty Limited (AGC) is a large, independent consultancy offering specialist services in all aspects of water resources, waste management and environmental engineering, both in Australia and overseas. AGC is particularly well regarded within the mining industry and has a considerable record of providing solutions for mine water related issues. By drawing on the extensive combined experience of AGC and BHP Engineering, this paper will summarize some of the unique ways in which water interacts with and impacts on mining operations in Australia, particularly in matters such as: Slope Stability Drainage and Dewatering Production Cost (Transport, Drilling, Blasting, etc) Water Supply Water Management Tailings and Waste Management Environmental Issues. The paper will also illustrate the cost benefit of providing major engineering works for reduction in total mining cost. It will be shown that, through advance planning and close interaction between outside experts (ie consultants) and on- site personnel, very significant operational cost savings can be made while at the same time achieving a safe and responsible mining environment.

One of the earliest recorded risk management schemes was implemented by the boatmen of the Yangtze river some 4,000 years ago.. Between them they arranged for shipments to be split up in such a way that a load was divided five ways: if one was lost, then 80% of the shipment got through. Bottomry contracts were in vogue in Babylonian times with similar systems being used in India, in 60OBC and 4th century Greece. One of the first accepted mutual insurance ideas came in 1835 when a mill owner in America negotiated a lower insurance premium in return for installed fire safety measures. Approximately 20 years ago risk management as a philosophy was developed in the U.S.A., the philosophy followed to England and hence to Australia about 10 years ago. The business climate which induced the philosophy of risk management was that of "tight money". The definition of "assets" was then broadened to include earning capacity, skilled personnel and in a negative sense, a corporation's liabilities. In more affluent days losses were comfortably absorbed into the ongoing business expenses, the more prudent managers took out insurance which "covered everything" at a suitable premium. Statistics are available to indicate that a high percentage, (over 60%) of businesses which suffer massive plant damage due to fire, do not restart operations, or in the event of restarting have closed operations within the next 2 to 3 years - in spite of collecting an insurance payout.

A number of rehabilitated open cast coalmines in SA are already decanting. The paper focuses on the situation at one of these mines where the following information exist: monthly decant rates and rainfall; sulfate concentrations of the decanting water; water level measurements inside the mine prior to decanting; ABA analyses; information about the rehabilitation (drainage slope, vegetation, soil used). A 2D-model was constructed for the mine and calibrated against six years of flow data. About 85 per cent of the decant outflow rate comes from direct recharge on top of the rehabilitated mine while the other 15 per cent is derived from lateral groundwater inflows. The estimated recharge value was 17 per cent of the rainfall. Measured sulfate values showed that the sulfate generation rate for the mine was in the order of 7 kg/ha/d. Conclusions from the study are:most of the water decanting from rehabilitated open cast coal mines is derived from recharge via rainfall; given a specific sulfate generation rate, then: the lower the recharge the less the decant rate but the higher the sulfate concentration of the decanting water and vice versa; future prediction of the decant rate must be stochastic according to expected percentile monthly rainfall values; and as a first assessment of the predicted sulfate concentration of decant water from rehabilitated open case mines, the 7 kg/ha/d sulfate generation rate can be used.

In the course of an investigation of the influence of bismuth on copper carried out some years ago, (1) the author found that phosphorus exerted a beneficial effect on bismuth-copper alloys of low bismuth and oxygen content by neutralizing the embrittling effect of the bismuth. In the intervening years, a further examination of bismuth-phosphorus-copper alloys has been canied out and the influence of other elements and combinations of elements on copper containing bismuth has been studied.The results recorded in the present paper are part of this investigation.MATERIALSAll the alloys were made from high-grade copper (KS.A. wire-bar) of the following composition: copper 99·95%, oxygen 0,040'%, iron 0·0015%, sulphur less than 0-001%, bismuth less than (j>'OOl%, other elements each less than O· 0010/<-. The bar was hot rolled and cold drawn to strip which was cut into short lengths and cleaned in nitric acid ready for melting.A piece of this 'strip was drawn to wire 0·08 in. diam., annealed at 5000 C, and measured for electrical conductivity as a check on purity. The result was 101·5% of the I.E'.C. standard.In making the alloys, phosphorus was added as 14% phosphor-copper, bismuth as 17% bismuth-copper, and the other constituents either as copper alloys or as elements of a high degree of purity.PREPARATIQN OF STRIPSThe charges were melted in plumbago crucibles (Morgan salamander brand) in an oil-fired furnace, Le;, in the manner commonly adopted in industrial practice. The copper was first melted under charcoal, well stirred with a chaned stick, and the necessary alloying elements added and stirred in with the stick. The weight of a charge varied according to requirements but generally was about 4 lb. The charges were poured into slightly tapered brass moulds heated to about 1000 C and dressed with a mixture of mineral oil and tallow. They were not only poured under charcoal through the burning mould dressing but also- through a ring of flame produced by burning kerosene on asbestos cord wrapped round the top of the mould. Experiments carried out with plain copper proved that by this means oxygen could be excluded from the stream of metal. The billets were 7·5 in. long x O·83 in. diam. x 1·3 lb. weight.The billets were cropped about 1 in. from the top, cleaned in nitric acid, and measured for density by the usual method of weighing in air and -in water. As these measurements were required only as a check on casting, technique a high degree of accuracy was not essential (accuracy = -+ 0·2%).

Since the 1970s we have seen a marked corporate response in terms of the environment. In part this has come from regulation but it has largely come from stakeholders and the community. We now see a similar trend towards sustainability. The Brundtland (1987) definition of sustainable development provides a direction for advocates: the advance of human prosperity in a way that does not compromise the potential prosperity and quality of life for future generations. In my view its three essential components are: economic, environmental and community. The Global Mining Initiative and the contributions to the Rio World Summit and the Johannesburg World Summit on Sustainable Development indicate that sustainability is being taken very seriously by the mining industry. But does the minerals industry really embrace sustainability as they claim? There is a view that in reality sustainability is a non-event and that the triple-bottom line approach is only a convenient catch-cry for companies who are actually focussed very strongly on the economics part of the equation. Chemical engineers are showing a strong trend to more sustainable practices and the chemical industry has shown real commitment to research into developing sustainable processing systems. This requires a framework for thinking and design and the chemical industry is demonstrating true innovation as it moves towards æno wasteÆ technologies. Whilst there are limits to the rates of change that can occur the minerals industry should also be moving in a much more determined manner towards the notion of processing of products designed for whole-of-life cycle û with minimum/no waste. But is the minerals industry just paying lip service to the importance of research to sustainability?Several common themes influence the science and innovation agenda in Australia, which will affect the development and adoption of innovations by AustraliaÆs minerals sector. First is the well-proven link between peer-reviewed scientific excellence and commercial application. Second is the rise of multi-disciplinary Mode 2 research, which has developed in response to the complexity of problems faced by contemporary researchers, which are best analysed by combining expertise from two or more disciplines. Successful innovation outcomes, in any field, including minerals processing, is promoted by Mode 2 research which benefits from greater levels of networking and collaboration. Kofi Annan in his Message to the World Social Forum puts it very succinctly æThe way forward lies in finding constructive solutions togetherÆ.

The decision to contract or owner mine should be independent of, and should be made before, definitive estimated cost comparisons could be available. There is substantial potential risk of estimated cost comparisons being flawed due to difficulties in compiling comparable estimates for differing business objectives, errors and omissions or because of significant bias. In the current economic environment, escalating cost pressures potentially lead to increased incidence of disputes in mining contracts. The apparent cost of contractorÆs profit and overheads has tended to become more significant to owners. Economy-driven trends towards higher levels of performance and commercial risk for contractors, and the potential for more adversarial, difficult management; with attendant disputation between contractors and owners, have encouraged development of so-called ærelationship contractsÆ û partnering or project alliance contracts. The paper discusses the issues, circumstances when owner mining or contract mining is favoured and perceived advantages and disadvantages of contract mining. The implications of owner-perceived core business and core skills and outsourcing are also discussed. Techniques of introducing objectivity into the decision to owner or contract mine using matrix analysis or benefit comparisons are described. A disciplined procurement process should deliver a decision to owner or contract mine independent of, and prior to, any definitive comparison of estimated costs. A generic procurement process model is provided as a basis for discussion. Risk is discussed generally and as a significant factor in comparison of estimated operating costs. Consideration of risk and any prudent cost treatment are promoted as necessary pre-requisites to any comparison of estimated costs. The paper develops the concept that the decision to owner or contract mine should be based on real benefits that become obvious in the early stages of the development, particularly the procurement process; and before definitive estimated cost comparison can be available. In the context of this concept estimated cost comparisons tend to be confirmatory. Problems with comparing estimated ownerÆs operating costs with tendered contract prices are also discussed, particularly recovery of capital cost of equipment; and the owner minerÆs trade-off of operating risks for the residual contractorÆs margin attributed to overheads and profit. The paper concludes that sole reliance on a comparison of estimated ownerÆs operating costs with tendered contract prices in deciding to owner or contract mine is questionable and likely driven by a need to satisfy specific in-house customers.

Statistical frequency distributions may be used to characterize the overall variation of grade in orebodies. Special types of distribution (e.g. lognormal, log-type A) are necessary to describe skewness inthe case of rare metals. Also needed (but for the most part hitherto neglected) is the serial correlation function which describes the tendency for grades near together in an orebody to be closer together than grades at points relatively far apart.The sampling problem for orebodies is interpreted in statistical terms. Different methods are reviewed, and the effect of serial correlation discussed.A discussion is given, based on experiments and observations made by the author, of biases arising in the minei:l material by such methods as chip sampling and grab sampling due to such causes as nonrepresentative selection by the sampler.INTRODUCTIONMiners have always recognized the large element of chance in their operations. Chance is the raw material of statistical theory and, provided there is some recognizable pattern or underlying regularity in a set of data arising from the operation of chance events, statisticians are able to formulate mathematical models to study them. Mining engineers, geologists, and statisticians have gone a long way between them towards finding general statistical rules which describe the distribution of minerals and metals in orebodies, and even the distribution of orebodies over the earth's surface.These rules do not have the force of physical laws, though they obviously derive from them and have been used to throw light on them. The Manantial Espejo district (Argentina) hosts a low-sulfidation epithermal Ag (-Au) deposit with a proven and probable reserve of 38 Moz Ag and 0.55 Moz Au. The district lies along the southern rim of the Deseado Massif in the Middle to Late Jurassic Chon Aike Province, a large bimodal igneous province dominated by silicic volcanic rocks that were formed during the initial extension leading to the opening of the South Atlantic Ocean. The district stratigraphy consists of 162 to 161 Ma old rhyodacitic to rhyolitic volcaniclastic rocks of the Chon Aike and La Matilde Formations, followed by 160 to 157 Ma old andesites and dacites of the informally called intermediate formation. The main stage of normal faulting post-dates the volcanic activity and coincides with the formation of the precious metal veins that were dated by 40Ar/39Ar on hydrothermal adularia with ages between 152.8 ¦ 0.8 Ma and 156.6 ¦ 0.8 Ma. Economically important hydrothermal veins show characteristic features of a low-sulfidation epithermal deposit with crustiform and colloform banding, bladed calcite replaced by quartz and abundant adularia. In the Maria Vein, the major orebody of the district, six hydrothermal stages are identified, but only stages one and four contributed metal. Lead isotope ratios in hydrothermal sulfides show a close relationship to ratios in feldspars from the district Chon Aike Formation, suggesting a common source for the Pb and possibly the precious metals in both the magmatic and hydrothermal products, or that the Pb in the hydrothermal veins was derived from the volcanic rocks. Modern petroleum refining offers a complexity of environments, each requiring different metals for the satisfactory performance of-the various sections of the refinery, and this paper first outlines the varied enva.x¦on-ments thus met.It follows that the metal types in use will also vary to suit each particular environment, and the paper' consequently covers the use of ferrous-metals, ranging from plan carbon steels to the high alloy types and the non-ferrous metals, particularly copper and its alloys.The failures of some,of these metals and alloys are then illustrated by experiences it Kwinana. These failures are duo to (a) corrosion, (b) erosion, (c) faulty welding, and (d) mechanical defects,' of which the first is by far the most prevalent. The protective measures taken to prevent subsequent failures are then given under one or other of the following headings :(1) alterations in process conditions, (2) the use of alternative ,alloys,(3) suitable heat treatment, (4) redesign of the failed section, (5) cathodic protection, and (6) use of corrosion inhibitors.Reference is then made to the use of specialised metals and alloys.Metals, generally in the form of oxides or salts, are also used as catalysts in refining processes. Activated alumina is used, combined with silica .forScracking' of heavy oils, and as a support -for platinum, cobalt, molybdenum, nickel and similar metals, which catalyse hydro-genation and dehydrogenation-processes. .In the final formulation of petroleum products metallic compounds may be added. Reference is made to the large quantities of lead used by the petroleum industry and to the use of metallic soaps and detergents in the formulation of lubricating oils and greases.

During the course of an investigation into the fundamental chemistry of the cyanide process, it became evident that the usual method of determining protective alkalinity was not completely satisfactory. T.he routine method for the determination of protective alkali by first removing free cyanide by the addition of silver nitrate, followed by titration of alkali with dilute acid using. phenolphthalein as indicator, can be shown to give correct results only when the alkali is a strong base. For other sUbstances, the alkali so determined is not the protective alkali. In view of the complications associated with the presence of zinc in cyanide solutions the discussion will be restricted in the first place to solutions free from zinc. Until the chemistry of simple cyanide solutions is placed on a quantitative basis it will be difficult to elucidate the behaviour of complex mill solutions.By the use of physico-chemical theory, it is possible to treat certain aspects of 'the chemistry of cyanide solutions in a manner which not only illustrates the important variables involved, but which also shows the need for care in interpretIng results obtained by conventional methods.In the following, comparatively simple systems are discussed; the principles established should be of use in interpreting the behaviour of more complex solutions. The methods described are not intended for routine work, but may be regarded as supplementary to the usual analysis carried out for the control of plant solutions, or as alternatives to be used when the latter do not appear to be satisfactory.

Christmas Island "C"-grade phosphate consists essentially of the minerals crandallite and millisite. Although containing over 25% P205, this material is not suitable for the manufacture of water-soluble phosphate fertilizers by conventional processes, because of its high iron and aluminium content Cover 25% total R203). In order to produce a water-soluble fertilizer from such material it is necessary to separate the iron and aluminium from the phosphate, which must report in a product acceptable as a fertilizer. Several processes were studied in detail. The first used ion exchange for dissolution and separation and yielded diammonium phosphate; processing costs were high compared with conven- tional processes based on apatite. The latter processes have basically simple flowsheets and cost of processing is low when compared with the costs of the raw materials. The need to separate iron and aluminium from the phosphate introduces additional complexity into the treatment of the C-grade material. The higher processing costs might be justified, however, if alumina could be produced as a byproduct. Two proposed processes have been developed in which: 1. hydrochloric acid is used for dissolution, and solvent extrac- tion for the separation of ferric chloride from phosphoric acid. Aluminium chloride is precipitated and hydrolysed to recover alumina and hydrochloric acid. 2. sulphuric acid is used for dissolution and aluminium is crystallized as ammonium alum. The phosphate is produced as an ammonium phosphate-sulphate fertilizer. High purity alumina can be obtained by treatment of the recrystallized alum. The technology of these processes is described, and their broad economics discussed briefly.\

There are three major human resource management activities which, depending on how well they are done, impact on the performance of people and therefore the bottom line. These are: ò recruitment; ò training and development; and ò performance appraisal. Most sizeable organisations would say they are involved in all three, but there are many more that would admit that their human resource management practices are limited to recruitment. If we concentrate on the organisations that currently undertake all three, we have to ask, `Are they using different systems/benchmarks for each activity, or is there congruence between the activities?'. Our experience is that most organisations use different systems/benchmarks. The end result is: ò one set of criteria to recruit staff; ò another to identify their training needs; ò and yet another set of criteria to measure their staff's Performance.

A geostatistical study is made of the drilling results available one stage prior to the present for a tabular deposit. The results show that the blocks required by the mining engineers could have been assessed by the earlier drilling grid with an accuracy significantly better than that obtained by applying conventional methods at the present stage.
