The Hunter Valley Coal Preparation Plant and associated materials handling facilities commenced operation in mid 1982. The new plant and coal handling system were designed to integrate with existing mining and preparation plant operations, but also to be flexible to future mining and marketing developments. The system includes: raw coal stockpiles, a 900 tph dense medium/water washing cyclone preparation plant, clean coal stockpiles, a 7.8 km overland conveyor, large finished product stockpiles and a high capacity train loading plant.The plant's development is described with reference to the original planning objectives. Features aimed at providing operational flexibility and performance are emphasised, including the use of; automated stackers and reclaimers, modular plant, distributed PLC control, a single flight overland conveyor, a network of automatic samplers and blending options to assist quality control.Details are also provided of an innovative technique for control of reclaimer rail track forces, stacker and reclaimer anti-collision systems and the use of DC injection braking.

The New South Wales Department of Mineral Resources has, since 1974, administered the Derelict Mines Rehabilitation Program (DMRP) to reduce the environmental impacts of abandoned and orphan mine sites. The application of the DMRP is presented in case studies of sites from the South Maitland Coalfield featuring residual drainage of acidic and saline water in a semi urban and rural community setting. The acidity here is typically derived from iron oxidation in shallow underground coal mine workings and in surface emplacements of coal washery reject materials. This paper presents summary information on AMD investigation, monitoring and rehabilitation. The experiences of community expectation, stakeholder consultation and peer review are discussed.

The role of marketing in the development of a new project will be affected by political, commercial and technical pressures. Marketing success will be determined by the ability to predict and react to tomorrow's environment. In the Australian coal industry there is an emerging transition from production to marketing orientation. As a result, greater technical awareness of customer needs will be required. In particular, the industrial product nature of coal markets will need to be recognised. Greater attention will also need to be paid to product options and quality in mine planning. Marketing personnel will become more involved at every phase of the development of a new mine.

The Permian-Triassic Bowen Basin and the Jurassic-Cretaceous Surat Basin evolved in a backarc tectonic setting behind an active convergent plate margin in eastern Gondwana. Several extensional (Early Permian; Eocene) and contractional (mid- Permian; Early Triassic; Middle-Late Triassic; early Late Cretaceous) intraplate deformational events are recognised in the basins. These can be correlated with similar events in the New England Orogen that was being deformed in the Late Permian- Late Triassic as a foreland thrust belt. The intraplate deformations were probably the consequence of plate interactions, including the accretion of terranes, at the ancient active plate margin, remnants of which now occur in New Zealand.

The passage of a vast array of new State and Federal environmental legislation over the last couple of years has required many mine operators to sharpen their focus on environmental requirements. Established requirements, such as environmental impact assessment, minimising disturbance and rehabilitation must now be complemented by mine environmental management plans. These may not only require regular monitoring of mine operations and detailed forward planning to prevent or reduce environmental harm caused during mine operation, but annual updating. It is likely that in future these plans will be required to incorporate general principles such as pollution prevention, sustainable development, waste minimisation and conservation of biodiversity and ecological integrity.

The manganese ore deposits at Groote Eylandt are quite variable both in regard to grade and physical cond- ition. In order to treat a wider range of these ores and to increase production a new primary-crusher and' concentrator complex costing $8 million has been installed and commissioned to treat ore at the rate of 12,000 tonnes per day. The initial testwork carried out to determine the method of the ore treatment required, and on which the design of the concentrator was based, is detailed. The flowsheet and equipment used is discussed together with the operation of the plant. The production achieved and product qualities obtained are given.

The development of structural defects in the overburden material immediately behind a production blast was studied using surface and subsurface techniques. A significant increase in vertical and horizontal fracture intensity was recorded. The extent of fracturing into the highwall appeared to be dependent on the structural and petrologic characteristics of the various lithological units and the relative position of the explosive charges. A shallow zone of disruption to a depth of 10 m and extending to around 30 m from the newly formed highwall crest was recorded. Horizontal fractures in lower units of the overburden sequence were recorded at distances up to 50 m from the new highwall Face.

In October 1980 the two existing flotation circuits were combined into a single new circuit. This circuit used modern 11.3 m3 flotation cells which replaced 1.4 m3 units. Sometime after this change, a significant deterioration in metallurgical performance occurred. This paper describes the work done to discover the causes of deterioration in performance and actions taken. The program implemented to prevent a future occurrence is also presented. The work included analysis of routine plant data, analysis of surveys to obtain element and mineral flows on both a sized and unsized basis, some quantitative mineralogy, and analysis of some external factors.

The advancement of computer applications in the coal industry is focusing interest on the presentation of washability data by mathematical functions.The normal method of presenting washability data is in the form of five curves, usually filled by eye or by cubic spline functions. It has been shown that coal washability can be characterised by two basic relations: the instantaneous ash vs relative density relationship and the instantaneous yield vs relative density relationship. In a new approach to the mathematical modelling of the instantaneous ash vs relative density relationship, theapplication of the algorithm to a data set from a mine in central Queensland was successful.

The papers in this section of the conference and indeed the conference as a whole will rightly focus on the recent û the state of play around the Pacific Rim. However, to set the scene I propose to take a longer-term perspective. In so doing I wish to illustrate and emphasise that change is normal and natural û to paraphrase Bob DylanÆs 1963 classic, æThe times they are (always) a-changinÆ Æ. The challenge is how to cope with such change, in an industry, a corporate and a personal sense. A further challenge for geologists, both exploration and mine-based, and indeed for anyone, is to understand where they fit in the broader picture. For several reasons it is appropriate first to look briefly at the minerals industry in the Pacific Rim around a century ago. It was here in Adelaide in April 1893 that the first general meeting of the Australasian Institute of Mining Engineers (or The Australasian Institute of Mining and Metallurgy as it later became) took place and where the Centenary Meeting was held in 1993. The late 1800s and early 1900s was a period of extraordinary change in the minerals industry regionally and worldwide. The industry benefited from the economies of scale provided by improved mechanisation. It further benefited from the introduction of technically qualified professionals, such as chemists, metallurgists and mining engineers, although the usefulness of geologists had yet to be recognised commercially. With the rise of such professionals, technical societies formed and flourished. At the same time international financial markets and trade were expanding, a gold standard was widely supported and the financing of mining ventures was well established. Mining was an international business and its people travelled widely. As a consequence of the better-educated mining professional, the ready exchange of knowledge and the availability of finance, new processing techniques such as pyritic smelting, the cyanide process and flotation were developed. These, together with much improved materials handling in the mining and processing phases, dramatically changed the economics of the minerals industry.

Mining professionals recognise the need and application for reconciliation and value tracking. It is necessary however to examine our current reality, and evaluate the following. Do our reconciliations really balance correctly, and are we able to track value effectively throughout processes? If we are honest, in most operations the answer is a resounding no. This means that we are surrounded by fluctuation and deviations that we do not account for and do not understand. This is astounding, because given our level of scientific knowledge and the technological tools at our disposal we should have a good understanding of our environments and be able to manage them effectively. How do we manage effectively if we are surrounded by so much uncertainty? The purpose of this paper is to describe, at high level, the principles of reconciliation and value tracking, to highlight some areas where deviations are introduced into the mining process, and to propose a different approach to the apparent reconciliation and value tracking conundrum. The paper also poses several questions that need to be critically addressed at most operations. Instead of making the same mistakes each month in reconciliations, mining professionals need to acknowledge two facts. Firstly there will be uncertainty that we need to accept, since all our estimates are based on sampling, an orebody is not homogeneous and peopleÆs behaviour will influence the process, etc. Variability will always exist and lead to uncertainty. What is the current approach in the reconciliation process when a deviation occurs and how do we use reconciliation and value tracking to manage and improve our business? The second fact is that we need to stop using reconciliation and value tracking to only measure and report. We need to adopt a new approach to manage mining throughput, where reconciliation and value tracking are enablers to the success of the business. In most mining operations, significant effort goes into planning and measurement for the purposes of reconciliation and value tracking. The importance of accurate and effective reconciliation and value tracking should be to ensure the maximum utilisation of the resource, maximising throughput and enabling the business to deliver a product to its client, of the correct quality and in a timely manner.

In the Illawarra District of New South Wales, Mines were traditionally developed from the seabord. The advantages were close access to the working faces and a minimal depth of cover. Travelling times to the working faces have become prohibitive in many cases due to progressive westward development of the mines. As a result, additional vent- ilation shafts were sunk to service existing mines and new mines were established west of the Illawarra escarpment. Mining operations west of the escarpment are now being conducted at an increasing depth of cover and can be effected by gas related problems such as high seam gas emission rates and gas outbursts.

A key parameter affecting the performance of gravity thickeners in hydrometallurgical processing operations is the aggregation state of the feed after the addition of a flocculant. New procedures which measure the settling ratelsize relationship and the size distribution of aggregates in their process liquors have been used to quantify the aggregation state of the feedwell, overflow and underflow streams in a tailings thickener. The data obtained have been related to the thickener's operation and to a change in the flocculant dosage. A comparison is also made between the settling rate/size relationships determined with these new procedures and the mud-line settling rates from cylinder tests.

This paper looks at the past, present and not too distant future of grinding mill relining.Since the adoption of autogenous grinding (AG) mills and semi-autogenous grinding (SAG) mills as the primary ore reducing devices in the comminution circuit, plant shutdown frequency and duration has largely been driven by the liner maintenance requirements of these mills.The past 30 years have seen the introduction of many technologies to reduce relining times and frequencies. Advanced relining systems have been developed which include single and twin Mill Relining Machines, capable of placing large (up to 8000 kg) liners, high energy recoilless THUNDERBOLT Hammers, and high capacity Feed Chute Transporters. Despite these advances, today many of the hazards associated with mill relining remain and reline times still vary considerably between mine sites. A sophisticated discrete event simulation program, designed to analyse the mill relining process, has revealed the dominant influences on reline times of crew performance and of the need for safe access to larger segments of the mill.A new generation of advanced and semi-automated technologies is currently being tested that will address these remaining challenges. We discuss the origin of the Patuki ophiolite complex and the Dun Mountain ultramafics of Middle Permian age in Nelson, New Zealand. It is shown that the Patuki volcanics have strong affinities with tholeiites of mid ocean spreading ridges transitional to alkaline basalts similar to those from fracture zones and ocean islands. At D'Urville Island, typically pillowed alkaline basalts enriched in rare light rare earth elements (LREE) - ophitic spilites - are associated with LREE-depleted (N-MORB-like) tholeiitic spilites with intergranular textures. The metabasalts are associated with a wide variety of sediments, and with sediments are intruded by conformable sheets of serpentinite. Coarsely crystalline mafic and plagiogranitic rocks signify vents and magma chambers, and we propose that the group developed as ocean crust from a slowly spreading mid-ocean ridge, transform association, overwhelmed at intervals by volcaniclastic sediment. Detailed mapping at a scale of 1:5000, and stratigraphic and geochemical development and structural coherence, show that the group is not melange in the Franciscan sense. The Dun Mountain Group, of serpentinites, peridotites, dunites, gabbros and other rocks, intruded the upper Patuki Group as a linear series of aligned pods and sheets. They carried up with them tectonic inclusions of older rock, which were metasomatised, and altered wall-rock, and one low angle dike passed several hundred metres into overl~ing sediment, at moderate temperatures (500 C). The rocks did not act as a floor (and alleged source) for the Patuki, but partly post-dated and were emplaced into Patuki.

For many years explosive sensitized explosives were assessed using the ballistic mortar. The standard test used lOg of explo- sive initiated with a detonator. Over the past 30 years many non- explosive sensitized explosives and blasting agents have been developed. Most of these new explosives and blasting agents cannot be tested in the ballistic mortar as they are not initiated by a detonator. It is also known that all explosives have a criti- cal diameter. When the cartridge diameter is less than the criti- cal diameter a stable detonation cannot be produced and the explosive fails to propagate. For many blasting agents the criti- cal diameters are greater than 50mm and such large diameters cannot be tested in the ballistic mortar. The underwater test allows explosives to be tested in diameters greater than the critical diameter and to be adequately initiated with suitable boosters. The effects of the explosive on the water are easy to measure and the test provides a safe, convenient and reproducible means of assessing explosive performance. The reaction products are allowed to expand to a low final pressure. The underwater test can therefore be used to give a measure of the total expansion work of explosives. The detonation of an explosive induces a shock wave in the surrounding water. The profile of the shock wave can be meas- ured 3-6m from the charge and the energy in the shock wave cal- culated. Measurements over a range of distances show that the shock wave is attenuated as it travels through the water and the attenuation is different for each explosive. This makes it difficult to estimate the energy dissipated in the water between the charge and a single gauge. The reaction products continue to expand and displace water. The bubble continues to expand until the kinetic energy of the water is zero. The gas pressure in the bubble is now lower than the hydrostatic pressure and the bubble radius is a maximum. The higher external hyrdostatic pressure causes the bubble to implode. The bubble energy is the work done displacing the maxi- mum bubble volume against the hydrostatic pressure and can befound from the bubble period. It is not always easy to find a large enough pond for the bubble to expand undisturbed by the water surface and the containing boundaries. This makes it difficult to determine the bubble energy accurately in shallow Ponds.

Felspar occurs in association with quartz in the Broken Hill lode pegmatites and is brilliant green, greenish white, and white in colour. The pegmatites occur mainly in the walls in sporadic patches, parallel to the general dip of the ore deposit. The occurrences are of no economic value.Deposits of marketable felspar occur in pegmatite in a number of localities around Broken Hill, New South Wales.The majority of these are in the form of an irregular outcrop, usually of tapering length and depth. The maximum depth of any deposit yet worked in the district is about 40 ft. The felspar is occasionally contaminated by "blows" of quartz, mica and beryl, but the two latter are profitably marketable when separated.Felspars vary in colour from pink, through grey to snow white, and the colour is not indicative of the mineral content. The largest deposit at present being worked is the Egebeck quarry, about 14 miles south of Cockburn. It is a prominent outcrop, roughly circular and about 150 ft. in diameter, covered by one to three feet of overburden.The felspar is mainly massive, but contains some cleavage planes at approximately 90°. Intrusions of quartz and mica occur in patches, but the deposit appears likely to improve in size, regularity and quality below the present working floor.COMMERCIAL USES.Commercial felspars are mainly used in the ceramic industry, for which a high-grade potash felspar is required.The dental industry requires limited amounts of soda felspar with a very low Fe20s content. An investigation into the mechanics of sub-surface deformation caused by caving of the extracted area behind retreating longwall faces has been completed by the Subsidence Engineering Section of the New South Wales (NSW) Department of Minerals and Energy. Changes in strata bulk permeability were also measured by standard packer tests undertaken before and after mining. The strata movement was measured by a multi-wire borehole instrumentation system consisting of mechanical anchors installed at different horizons in a borehole extending from the surface to the coal seam. The mechanical anchors were collected to suspended weights on the surface by stainless steel multi-strand wires. The movement of these weights was monitored as the longwall face approached and retreated past the borehole. The anchors did not move significantly until the face went past the borehole. For subcritical extraction geometry with the extraction width to mining depth ratio of 124, the caving zone extended to roughly 9 times the extracted seam thickness above the seam roof. Tensile strains within the overburden tended to be much more closely related to stratigraphy than to the proximity to the extracted seam roof. Larger tensile strains were associated with layers of sandstone, siltstone and conglomerate, whereas layers of mudstones, claystones and coal underwent much smaller strains indicating subsidence in blocks. A beller correlation was observed between pre-mining Rock Quality Designation and permeability than between rock type and permeability. This correlation was less evident in the post-mining core logs. There was an overall increase in bulk permeability after mining.

Open cut mining in Australia is facing the greatest challenge in its history in attempting to compete not only with other operations internationally, but also with underground operations domestically. Most flat dip and shallow depth surface-mineable coal reserves have been depleted during the last two decades and new open cut operations must extract deeper coal deposits. As open cut coal mines move into deeper areas and the stripping ratios increase, the relative cost of overburden removal also increases. It therefore becomes even more important to design the mine around the optimum overburden removal scheme. The deeper mines are usually multi-seam operations with a more complex geology and with more geotechnical and hydrological problems. Deeper mines are subjected to greater problems requiring more detailed mine planning and design, such as selection of the optimum mining method and pit layout. In planning and design of such operations, the number of alternative methods which need to be considered is consequently greater.Dragline productivity and its stripping capabilities are directly affected by the selection of digging method, strip layout and pit geometry. Every mine has a unique combination of geological conditions. The operating methods that work well at one mine may not necessarily work at another site. Selection of an optimal stripping method, strip layout and pit geometry for a given dragline must be considered with respect to the geological conditions of the mine. With increasing geological complexity of Australian strip mines, it is becoming more important to use sophisticated techniques such as computerised mine planning methods to assist in optimising dragline operations.
