Lafayette Mining Limited, a listed Australian company, is developing a polymetallic Project on the island of Rapu Rapu, located to the east of southern Luzon in the Philippines. The Rapu Rapu Project is based on the Ungay deposit, which has proven and probable reserves of 6.0 million tonnes of 2.5 g/t Au, 28 g/t Ag, 1.2 per cent Cu and 2.1 per cent Zn. The Project will produce copper and zinc concentrates from a sulphide flotation plant as well as dore from a CIL gold plant. Average annual metal production over the projected six-year mine life is 9800 tonnes of copper, 14 000 tonnes of zinc, 50 000 ounces of gold and 590 000 ounces of silver. Despite a rich mineral endowment and long mining history, there have not been any significant new mine developments in the Philippines since the early-1990s. The investment climate has been affected by legal challenges to the 1995 mining code, civil unrest in parts of the country, the impeachment of the previous President and community concerns about the industryÆs environmental performance. As a consequence, the Rapu Rapu Project is viewed as a test case û within both the country and the international mining industry û on whether minerals investment in the Philippines is an acceptable business proposition from a risk perspective. Lafayette has faced formidable challenges in managing the development risks of the Project. The major risk areas of the Project for which the company developed strategies include: regulatory, environmental and approvals issues, technical evaluation, project development, social and community issues, land acquisition, and financial and marketing issues. This paper describes the risk management strategies successfully pursued by the company, and which have the Project on track to commence construction in 2003. Dealing with each of the areas in turn, Lafayette sought to develop strategies which either effectively neutralised, minimised or otherwise addressed the key risks most likely to be experienced.

At the outset I want to thank you for inviting a representative of the Chamber of Mines of South Africa to address you on the subject of mining and its future at this, the 13th Congress of the Council of Mining and Metallurgical Institutions. It is indeed a pleasure and an honour to be here. As many of you will recall, four years ago I, as the then President of the South African Institute of Mining and Metallurgy, had the privilege of hosting and welcoming you to the 12th Congress, the third such congress hosted by South Africa. The late Sir Ernest Oppenheimer, President of the 1930 Congress - the first to be held in South Africa - in his opening address foresaw the mining industry as "the most potent factor in spreading the benefits of civilisation over the sub-continent." We have come a long way since those halcyon days but, as I noted four years ago, it still remains true that mines have been, and will continue to be, the missionaries of development in many, if not most, of the Third World countries. I have been asked to address you on the subject of "mining" and to let my imagination roam widely so that delegates can leave the congress with a broader vision than they brought on arrival. It is a tall order and in my attempt to fulfil it I ask you to cast your minds back 120 years to a sultry, rustic day when the first diamond was discovered in South Africa at the now famous town of Kimberley. At that time the South African economy, predominantly pastoral, was still at subsistence level. Almost overnight the ensuing diamond rush turned the then British- owned northern Cape Colony's semi-desert scene into a hive of mining activity, every prospector bent on making his instant fortune. It was very little different, I am sure, to the gold rushes that hit California in 18+8, Australia in 1851, New Zealand in the 1860s. and the Yukon in the 1890s.

This article presents an overview of the experimental phase equilibria studies of S-containing systems (Ni-Sn-S, Cu-Sb-S, and Cu-Sn-S) and As-containing systems (Fe-Sb-As and Fe-Sn-As). These systems improve the prediction capabilities of FactSage in a 20-component ‘Cu2O’-PbO-ZnOFeO- Fe2O3-CaO-SiO2-S-(Al2O3-MgO-CrO-Cr2O3-Na2O)-(As, Sn, Sb, Bi, Ag, Au, Ni, Co) system for complex pyrometallurgical operations during both refining and recycling. Experiments involved equilibration at predetermined temperatures (300–1200°C) with or without preheating, followed by rapid quenching in a brine. Quenched samples were then directly measured using an electron probe microanalyser. For the Ni-Sn-S system, liquid phases (NiS- and SnS-rich mattes and liquid metal) and solid phases (Ni1+xSn, SnS, Ni3Sn, FCC-Ni, Ni1-xS, NiS2, Ni3Sn4, SnS2, Sn2S3 and β-Ni3S2) were observed. A new Ni3Sn2S2 phase was found to melt incongruently. For the Cu-Sb-S system, liquid metal, matte, FCC-Cu, digenite, Sb, CuSbS2, Cu3SbS3 and Cu3SbS4 phases were observed. For the Cu-Sn-S system, liquid metal, matte, digenite, SnS and Cu3Sn phases were found at liquidus.

The company has been continuously producing copper and zinc from local area mines at its Flin Flon metallurgical plant since 1930. The paper details the companyÆs operational turnaround since 1995 and æThe 777 ProjectÆ which includes: two new mines, expansion and modification of the concentrators, expansion of the zinc pressure leach plant, a new zinc electrolytic cellhouse and the modifications to the copper smelter gas handling system to reduce ground level gas emissions.

The recommissioning of the plant at Mary Kathleen involved several distinct phases. The previous plant process was modified significantly, the plant capacity was increased by the addition of new equipment and the exist- ing equipment was in most cases overhauled. This equipment was either reused in its original duty or relocated. Maintenance requirements after the plant was cmommissioned were high because of the amount of modified equipment and also because some old items of equipment were deliberately not overhauled during recommissioning. The equipment that was overhauled has operated reliably. However some new equipment has not been as satisfactory.

The link between exploration success and new ideas from research and development (R&D), although often assumed, is rarely well explained or well illustrated. One issue is understanding the role of innovative ideas in the exploration process, and another is determining the relative contributing factors to an exploration success. A useful measure of gold exploration success over an extended time period and geographic area is discovery rate (θ): Discovery rate θ = gold discovered/exploration expenditure (usefully expressed as tonnes of gold per $1 million). The total gold discovered is strongly leveraged to discovery rate, as any increase in θ typically has a positive effect on exploration expenditure. Hence, improving the discovery rate is a key driver for a sustainable mineral industry, especially for gold. There are very few ways to influence θ beyond innovative R&D ideas and breakthroughs, and well-motivated and trained staff. The Australian gold industry has experienced exceptional exploration success with 9956 tonnes of gold discovered from 1979 to 2003, inclusive. This equates to: Discovery rate θ = 0.9 t/A$1 M Two-thirds of this gold has been found in the Yilgarn craton of Western Australia (6265 tonnes Au). Without this exploration success, there would have been no platform on which to build the current gold industry and to take advantage of elevated gold prices and advances in mining and processing. Several causes of the Western Australian gold success have been proposed, and more than one may be correct. Gold price, and mining and processing advances have all had influence; but exploration success and discovery of gold were essential to add to the miniscule resource base of 1979. A comparison of the exploration methods used to search for gold in the Yilgarn craton in 1979, and 1990, highlights a small number of breakthrough ideas introduced to the industry during the 1980s, and in most cases emanating directly from local R&D. By the 1990s, these ideas were being used in most gold exploration programs in the Yilgarn craton, and are still used today. These six breakthroughs are: epigenetic timing of gold deposit formation (ie after formation of rock sequence), chemical and mechanical role of host rocks, relevance of carbonate alteration haloes, gold dispersion in the regolith, optimal sampling media, and appreciation of landforms in exploration program design. Interestingly, gold exploration science in Western Australia entered the 1980s period without rigid paradigms in place regarding gold deposit formation; there was a balance between descriptive and genetic models, there was scope to research gold deposits from microscopic to global scales and there were highly effective industry research uptake processes in place: it is suggested here that these favourable conditions contributed to the exploration success and industry growth.

Alcoa World Alumina AustraliaÆs Huntly and Willowdale bauxite mines are located in the Darling Range of South Western Australia, which places their operations within PerthÆs surface water supply catchments. These catchments supply Perth with its highest quality drinking water. With the decreasing rainfall trend of recent years catchment yields to water supply reservoirs have reduced to such an extent that water use restrictions were necessary in Perth for 2001, 2002 and 2003. Protection of catchment water quality and water use conservation are crucial issues for AlcoaÆs operations within the Darling Range. Alcoa has been conducting bauxite mining activities in water supply catchments since the mid-1960s. During that time Alcoa has worked closely with the relevant State Government water and environmental agencies to ensure that its operations do not adversely impact catchment water yield and water quality. Monitoring and research have shown that Alcoa has the necessary environmental management systems in place to ensure it can continue to operate in a sustainable manner within water supply catchments. AlcoaÆs mines reduced the volume of water taken from public water supply catchments by 24 per cent in 2002, compared with 2000. This success has had an added benefit; Alcoa does not need to develop a new water source for its Huntly Mine. The conservation measures implemented to reduce water use include: increasing water recycling, using chemical additives for haul road dust suppression, conducting water audits, reducing water demand, monitoring water use, promoting water use targets and training staff in water conservation.

Soil cover systems are routinely used to reduce acid rock drainage (ARD) from mine waste rock dumps and tailings impoundments. A technology for the analysis, design, instrumentation and monitoring of barrier-type (oxygen limiting) and store/release-type covers has rapidly developed and the number of covers under construction has grown extensively during the past ten years. Mine operators are currently investing in this relatively new technology with the expectation that these covers will reduce long-term liability with respect to acid generation, drainage and treatment costs. While the design life for cover systems may extend into hundreds of years, we have less than ten years of construction experience and proven performance. Some cover designs appear to be functioning well; however, the performance of many more is now being called into question. The paper presented herein evaluates the integrity of cover systems from a global perspective. Soil cover systems for the control of ARD are being constructed at mine sites located within high rainfall equatorial regions, deserts ranging from low to high latitude, humid temperate regions, and cold-continental climates. While the technology for analysis and design of soil cover systems is well developed, factors that compromise the performance of cover systems (in addition to the paramount issue of climate) relate to material selection and availability, cost and construction practices. Long-term performance is also strongly affected by physical stability (ie erosion), volume change (ie cracking, desiccation, settlement and freeze/thaw cycling), vegetation, soil evolution and ecological stability. This paper provides a review of the application of soil cover systems for the control of ARD. Cases where cover systems have been constructed with both success and failure are illustrated. General criteria and recommendations for cover selection, design, construction, and maintenance are provided.

Underground and opencast coal mining has occurred since 1896 on the Stockton Plateau, West Coast, New Zealand. Acid Rock Drainage (ARD) from historic and current mine workings has had an adverse environmental impact on the surrounding aquatic environment. The two main catchments affected by ARD from historic and current mine workings are the Mangatini and St Patrick Stream catchments. Solid Energy New Zealand Ltd (SENZ) is using active (e.g. alkali dosing) and passive (e.g. engineered cover) technologies to mitigate the adverse environmental effects associated with ARD contaminated waterways. This paper discusses the passive technologies. Principal strategies include the capping of high capacity potentially acid-forming volumes of overburden. The mudstones were found to generally have the highest sulphur levels compared to other overburden lithologies. Areas with high mudstone volumes are prioritised to be encapsulated and 390 Ha is planned to be capped in the Mangatini catchment in the near future.   Monitoring beneath granite, cement kiln dust and coal combustion product covers show oxygen can be reduced to less than 10% of atmospheric levels. Laboratory column leach tests that were subjected to oxygen flux rates of 10 % showed reducing oxygen ingress into acid-forming material can result in significant acid load reductions.   The oxygen content below the cement kiln dust cover was generally lower than 5% and water quality measured in lysimeters beneath this cover improved after 50 weeks of emplacement. Column leach tests containing saturated samples were undertaken to determine the most appropriate water medium in preventing pyrite oxidation. The sample saturated with ARD (pH ~ 3) had a negligible acid production rate and leached very minor Al concentrations although Al is soluble at low pH. This indicated saturating waste rock dumps with ARD can be an effective method in mitigating ARD formation.

In an effort to improve returns to shareholders, the Australian Mining Industry has consolidated considerably over the past decade or so. Technical services at mines have been re-structured, whilst those at corporate offices have been all but eliminated. A recent study of the role of the geologist in BM Alliance Coal Operations Pty Ltd (BMA), showed the adverse impact on the companyÆs performance due to a lack of geologists. With an education campaign, to demonstrate the contribution of geologists to the æbottom lineÆ and in increasing the options available to the company, the value of the geology role became better understood. The implications of the loss of invaluable corporate knowledge, when long serving geologists left the company, also became clear. Steps have since been taken to increase the numbers of company geologists, particularly on mine sites. In common with other sectors of the mining industry, the Australian coal industry is experiencing a critical shortage of experienced coal geologists, as companies have found in recent recruitment efforts. This is further evidence that the recommendations from the recent study by World Competitive Practices, commissioned by The Australasian Institute of Mining and Metallurgy, æRising to the ChallengeÆ have not been adopted. People, and the mineral resource base, are the assets from which mining companies gain a sustainable competitive advantage. Geologists, as the nexus between the resource base and people, are in a unique position to enhance the profitability of their companies. To maximise their contribution to the industry, and ensure that they receive due recognition, geologists must adopt a more commercial approach in their work and take a front foot stance in promoting their value to management. Geology is a core competency for all mining companies. The tendency for companies to outsource this function, to the detriment of the company geologist role, is not sustainable in the longer term. TodayÆs geologists need to work closely with management, technical and human resource professionals, universities and schools to ensure their significant value is well understood, and that the industry can attract, train and retain new recruits through the implementation of graduate programs and company career paths.

"The Batu Hijau copper/gold mine, operated by PT Newmont Nusa Tenggara, is located in the south-western part of Sumbawa Island, Indonesia, and is situated ~10 km from the south coast at an altitude of ~450 m above sea level. The mine became fully operational by year 2000 and processes approximately 120 000 t of ore per day that contain an average of 0.53 per cent copper and 0.4 per tonne (g/t) gold. Tailings management at the mine includes a deep-sea tailings placement (DSTP) system that discharges tailings through a pipeline via an outfall located at a depth of 125 m at the head of the submarine Senunu Canyon (Figure 1).The environmental impact assessment undertaken prior to approval of the DSTP evaluated both on-land tailings storage facility (TSF) and DSTP options for tailings management. Negative attributes of the on-land TSF included removal of approximately 2300 ha of forest/agricultural land, the potential relocation of >2000 people from their communities, the high average annual rainfall (>2500 mm) and potential for earthquakes presenting challenges for water management and creating a long-term risk of failure. The final choice and Indonesian Government’s approval of DSTP was also influenced by the close proximity of the deep submarine canyon to the mine. The Batu Hijau mine is one of the larger examples of DSTP in the world and deposits tailings at the greatest depth. The depth of the main canyon increases to >2000 m within 20 km of the coast, and to >3000 m approximately 50 km from the coast.The DTSP at Batu Hijau must comply with an environment management plan (EMP) and environment monitoring plan of permit stipulation that approved its commencement in 2000; updated in 2010 and 2015. The environmental management objectives were to avoid impacts to highly productive components of the ecosystem such as coral reefs, mangroves, surface waters and fisheries, and confinement of impacts to areas of low biological productivity. In the vicinity of the DSTP outfall and within the Senunu Canyon, the management plan predicted significant adverse impacts from the DSTP on the marine ecosystem in the form of: reduction in sea water quality due to elevated turbidity and dissolved copper concentrations burial of benthic organisms a reduced habitat for demersal fish.Recovery of the pelagic and benthic ecosystem to preoperating conditions was predicted to occur within the first two years after operations cease. The CSIRO has performed due diligence studies to independently verify compliance with permits and evaluate new monitoring objectives (Apte et al, 2004; Simpson et al, 2010; Angel et al, 2015), and has performed assessments of environmental monitoring data on the tailings footprint and ore stockpile processing against the above environmental objectives (Simpson and Angel, 2015).CITATION:Angel, B M, Simpson, S L and Waworuntu, J, 2016. At the Risdon plant of the Electrolytic Zinc Company of Australasia Limited, impurities toxic to the electrolytic production of zinc metal, notably arsenic and antimony, have traditionally been coprecipitated when precipitating iron as ferric hydroxide. With the development of a new lead/zinc mine at Elura, New South Wales, it was anticipated that the concentration of impurities, particularly arsenic, in the zinc sulphide concentrates treated at Risdon would increase. This suggested that an increase in the capacity of the iron purification step in the Risdon plant would be required to cope with the higher input of these impurities.Laboratory investigations showed that the additional capacity would be achieved, either by a large increase in the amount of iron used as the "collector" in the process, or by a two-stage process. The latter approach was preferred as a increase in the amount of iron precipitated would lead to much higher operating costs and overloading of the existing equipment.In the two stage procedure, acidic iron bearing solution is added to solution feeding the first stage and most of the arsenic removed from solution when iron is precipitated from solution by neutralisation with limestone. Mter separation of the precipitated solids, acidic iron bearing solution is added to the solution, and remaining arsenic removed almost completely following neutralisation by limestone.This paper describes the laboratory and pilot plant results and the plant modifications required. Abrief account is also given of the operator training and acceptance in the use of the digital control facilities installed in the new plant.The new plant is working well and good solution purity is being maintained despite a substantial increase in the concentration of impurities in the raw materials.

For nearly 100 years, the flotation plant metallurgist has often wondered what is happening æbeneath the frothÆ. To assist in unravelling this mystery, new technology has been developed as part of the Australian Mineral Industries Research Association (AMIRA) P9 project, to measure gas dispersion characteristics (such as gas hold-up, superficial gas velocity and bubble size) in industrial flotation cells. These measurements have been conducted in a large number of cells of different types and sizes by researchers from the Julius Kruttschnitt Mineral Research Centre (JKMRC) and JKTech. A large database has been developed and the contents of this database are described in this paper. Typical cell characterisation measurements show a wide spread in values, even in the same cell types and sizes performing similar duties. In conventional flotation cells, the typical gas hold-up values range from 3 - 20 per cent, bubble sizes range between 1 and 2 mm, and superficial gas velocity ranges from 1 to 2.5 cm/s. The ranges of cell characterisation measurements given in this paper will enable plant personnel to compare their operation to other similar types of operations from around Australia and the rest of the world, giving opportunities for further improvement to flotation plant operations.

The Perth Mint receives gold and silver from various sources for evaluation and refining. The metals are received in many forms and vary widely in assay. Refining is carried out using the Miller Process and the and the resulting market quality bullion is sold in a range of weights and alloys to suit the international bullion market and public demand. INTRODUCTION The Perth Mint was established in the late nineties as a branch of the Royal Mint, London, to refine the gold from the newly established gold- fields in Western Australia. The branch was opened for business in June, 1899. After refining, the bulk of the gold was used in the manufacture of sovereigns and half-sovereigns. Nowadays, although most of the gold received comes from the W.A. goldfields, some gold is deposited by producers in other states and in Papua-New Guinea, as well as scrap and trade wastes from manufacturing jewellers and old jewellery from the general public. Silver is deposited in the form of old silverware, recoveries from-photographic processes etc. Gold or silver may be lodged at the Mint in person, through a bank or other agency or by registered post. Telegraphic advice is usually given when gold is sent by the latter, so that insurance may be effected.

The exploration methods used by the British Coal Corporation in 1990 improve the geological reliability of underground coal production. Although some of the techniques in common use have been proved to be effective, their limitations are recognised and concentration has been on the increasing integration of direct and remote sensing techniques. Attention is focussed onto first seam workings in sections of at least 2 metres in the depth range of 400-1200 metres and covers both surface and underground exploration. The case studies of exploration techniques and their effect on mine design at several existing collieries are representative of a wide range of geological environments within the more productive British coalfields. Notwithstanding such improvements in exploration and geological reliability, further new exploration technology is currently being investigated or trialled by British Coal.

It is becoming more and more difficult to operate mineral and metal processes profitably, as operating costs rise, quality demands in-crease, international competition becomes more fierce and Government charges remain at their current levels. Profitability today depends upon efficient operations, which can only be achieved through precise and dependable con-trol of each process unit comprising thetotal plant.Modern process control systems utilise distributed architecture with microprocessor-based controllers, data acquisition devices and VDU operator stations. Honeywell intro-duced this control technology in 1975 with the "Total Distributed Control" System. Now, building on the proven performance and re-liability inherent in TDC hiway modules, Honeywell has extended the TDC system to inte-grate both management information and control by providing distributed processing modules on the new TDC 3000 Local Control Network (LCN).

BHP Steel International's Newcastle blast. furnaces have operated since their caimissioning on cake based on local low rank coals. In the early 1960's Newcastle coke was believed to be the weakest in the world. Newcastle coke now supports a blast furnace operation with a productivity of 2.1 t/d.rn IV, a fuel rate of 490 kg/t and a coke rate of 415 kg/t. The resettlement and relocation program that is being carried out at Gold Fields Ghana's (GFG's) Tarkwa Mine is currently the largest of its kind in Ghana, and West Africa as a whole. While such projects have been initiated previously in Ghana, in connection with the development of the Volta River Dam, Tema, and a number of other smaller resource development projects, they were not subject to the statutory requirements of Ghana's relatively new Environmental Protection Agency (EPA). Nor were they subjected to the kind of global scrutiny that is now being applied to such projects by international agencies like the World Bank. This is a result of the international community's criticism of major energy projects like the Three Gonges Dam in China and a number of similar hydro-electric projects in Southern Asia. It has meant that for this project the expectations are considerably more challenging then they have been in the past.

Host-rock - wallrock major and trace element geochemistry associated with epithermal gold mineralisation in the Hauraki Goldfield of New Zealand is poorly documented, even though rock geochemistry is a recognised tool in exploration. Such responses assist in recognition of the regional scale imprint of fossil hydrothermal activity, and indicate targets for detailed evaluation within these alteration zones.Recent investigation of gold deposits in the Waihi (Gladstone), Golden Cross (Empire), Thames (Waiotahi) and Coromandel (Tokatea) areas indicate enrichments of Au, As and Sb in the andesitic wallrocks hosting mineralisation. Of the other elements examined, Si, K and Rb are enriched, and Na, Ca, and Sr are depleted at all deposits. These trends are best developed in the vicinity of veining. In deposits with clay alteration dominating (Waiotahi and Tokatea) there is also depletion of Mg, Mn, Zn and Cu. Ba and Cr are variably enriched or depleted within different styles of alteration. Base-metal enrichment in the wallrocks is not a feature of Hauraki deposits.
