This paper describes the planning mechanism and implementation of a progressive rehabilitation programme at Hunter Valley Mine in the Upper Hunter Valley of New South Wales. Hunter Valley Mine is a large open cut coal mine which produces approximately 7.0 million tonnes of coal (run of mine) annually for export. This production level involves the movement of some 60 million tonnes of waste and coal each year.The rehabilitation programme at Hunter Valley Mine has been developed to provide a combination of pasture, based on improved pasture species and timber belts to enhance the visual characteristics of the rehabilitated landform, whilst creating amenity in the form of shade for livestock.The operational philosophy for the rehabilitation programme is that of progressive rehabilitation. The best time to undertake rehabilitation is now.' As a result, planning for the rehabilitation programme is continuous, so that all site works are completed in time for vegetation establishment during the critical periods each year.

A bewildering array of process control instrumentation is currently available for mineral processing plants. For sequencing control, special purpose microprocessors or the process control computer can be used. Where continuous control is required, then the choice is between pneumatic controllers, electronic controllers, shared display micro- processor systems and direct digital control. The benefits of each system are discussed and the advantages of using direct digital control in mineral processing plants are outlined. The factors which need to be considered when selecting control systems for new plants are listed. Instrumentation systems designed by Fluor Australia are used as case studies to illustrate the selection process. For established plants, conversion to direct digital can be advantageous, and case studies are given. However, replacement of existing systems requires justification based on a productivity improvement which will allow the control equipment to be paid for within a specific time period. Located approximately 570km NNW of Adelaide in South Australia, the Olympic Dam mine (OD) is the world’s fourth largest remaining copper and gold resource and the largest uranium resource. Discovered in 1975 and going into production in 1988, the operation consists of a fully vertically integrated underground mine, mineral processing plant, copper smelter and refinery, as well as associated infrastructure. BHP achieved production of 203,000 tonnes of copper cathode plus associated by-products in financial year 2016. The immense size and high-grades of the Olympic Dam resource offer a range of growth pathways, making closure timing estimation and planning a challenge. Current estimates put the OD resource at approximately 79 million tonnes of copper. Major factors influencing the closure timing estimation, as a result of the large resource and grade tonnage profile, include the mining method that may be used and the downstream processing method, ultimately influencing such things as the total disturbance area and the extent of infrastructure to be demolished at the end of mine life. In addition, factors such as the mining and processing method and production rate have a direct impact on larger rehabilitation items such as the total number of tailings cells required.CITATION:Grant, D, Tyler, M and Hill, G, 2018. This paper discusses the factors that contribute to the cost effective design of a concentrator. Concentrator design and layout outcomes are functions of the team (engineer’s and owner’s) participating in each particular project. The benchmark for relatively modest projects was set in the 1980s and 1990s during the ‘gold boom’ when numerous cost effective plants were designed and constructed on a lump sum basis in a very competitive market. A number of factors contribute to lack of transference of the lessons learnt in gold plant design to concentrator design including established paradigms in the design and layout of concentrators, lack of experience in cost effective design, operator’s preferences for flowsheet and layout and simple lack of appreciation of the impact of plant footprint on materials quantities and resultant capital costs.Experiences with recent copper concentrator projects (both small and large) are used as case studies.

"Check sampling programs were undertaken at Barrick Australia Pacific LimitedÆs Lawlers and Plutonic mine sites in Western Australia. The programs identified that the sampling, sample preparation and assaying protocols required modification to ensure acceptable precision (reproducibility) for each gold mineralisation type. These case studies describe the processes used to identify the: inconsistent precision different types of test work programs that were conducted to quantify the appropriateness for each mineralisation type steps used to modify the protocols.The type of test work conducted included: a duplicate series heterogeneity test for particulate gold mineralisation in the Lawlers gold deposit screen fire assay test work on duplicate subsamples for arsenopyrite associated mineralisation at the Plutonic gold deposit.Each test work program required a detailed scope specifying the sample selection criteria, sample preparation and assaying steps. The aim of the test work flow chart design was to ensure the assay precision between the different particle sizes or duplicate sample pairs could be measured and calculated. In the screen fire test work the true grade of the primary sample was calculated and compared against each subsample.A high quality assay laboratory was utilised for the test work. All samples were fire assayed and the gold grade determined using a gravimetric finish. The assay results were validated and the data was analysed using tables and graphs in spreadsheets. Following data analysis a modified sample preparation and assaying protocol for each mineralisation type was designed for use by the principal assay laboratories. TATA Steel’s R&D Division at Jamshedpur has developed a slime beneficiation process to recover iron values from iron ore slime. This process recovers iron ore concentrate containing 2.2 per cent alumina from a feed containing 7–10 per cent alumina. The reject generated from beneficiation of iron ore slime is treated as waste as the iron content in the reject is below 45 per cent. Effective utilisation of this waste is required for making the iron ore slime beneficiation process a zero-waste technology. In this connection several studies were made towards utilisation of slime waste. One of these studies revealed that slime waste can be used as a soil conditioner. Slime waste contains particles of size less than 10 micron and when these particles are mixed with soil in definite proportions, the porosity and the permeability of the mixture goes down. As a result, the water holding capacity (WHC) improves. This concept was evaluated through a series of tests at greenhouse level to optimise the soil to slime ratio. Finally, a pilot scale field trial was carried out over a period of three months using paddy rice as the crop. Three separate plots with compositions of: soil + organic matter comprising Farmyard Manure (FYM), (ii) soil and slime waste (2:1) + organic matter (FYM), and (iii) soil and slime waste (2:1) + organic matter (FYM) + Nitrogen, Phosphorus and Potassium (NPK) fertiliser were used for the pilot trial. The results showed a 20 per cent increase in the productivity of paddy rice for plot (ii) as compared to plot (i). This was due to the beneficial effect of slime waste in the soil. The addition of inorganic fertiliser such as NPK in the ratio of (4:2:1) further enhanced the productivity of paddy rice.

Mineral sands are being used as the source material for new "high-tech" engineering materials. One such material, Magnesia Partially Stabilized Zirconia (PSZ) has been developed and patented world-wide by CSIRO. Derived from zircon sands, the material is currently produced by Nilcra Ceramics in Australia and is exported world-wide.The properties of the material are contrary to those generally accepted for ceramics and are far more akin to those of steel. The material resists not only abrasive wear, impact and thermal shock, but does so under corrosive conditions that frequently cause early failure of metal and cemented carbide.While the consumption of mineral sands for the production of PSZ is not going to significantly increase the demand in the short term, the material itself may well assist the productivity and processing problems within the industry.

A series of tests on rock stress measurement devices used with the overcoring method indicated that improvements could be made in their construction. A prototype inclusion cell was developed with strain gauge rosettes bonded to a 0.05 mm thickness stainless steel sheet which was formed into a cylinder around two end pieces. The finished diameter was slightly larger than previous cells so that the thinner plate and the reduced annulus of Araldite cement in the installation borehole gave a better response in the laboratory than the other cells tested, especially in simulated bedded rock. It was less affected by inhomogeneity and temperature changes. Its high sensitivity should make it suitable for both absolute stress measurement and field monitoring. A table of comparative readings is given for the new cell and for four other devices used in simulated in-situ rock conditions.

In the future to excavate sufficient coal for power generation, two dredgers would be required to dig overburden or interseam 70010 of the time and three dredgers 40010 of the time. One overburden system was not adequate for this requirement, making coal production reliability vulnerable. TS5 spreader is the new machine element of this system. The selection of the best type of machine configuration to suit the application was then subject to an internal SECV VE Study, a registration of interest and a tender for two machine alternatives. This paper outlines the reasons why SECV planned the Secondary Overburden System and how the Krupp machine met these requirements. It also identifies the main design features of the machine and its constructability which will allow the machine to be operational by the end of May, 1990.

ENGIE, the current owner and operator of the Hazelwood Open Cut coalmine, are in the process of rehabilitating the mine site in preparation for mine closure. Bucket wheel excavators (dredgers) used during coal mining operations are in the process of being demolished, which involves the controlled felling of dredger components using explosives. With the mine located in close proximity to the Morwell township and other critical public infrastructure, it is crucial that the use of explosives and the possible implications for mine stability is well understood. The felling of Large Mining Equipment (LME) will apply an impact load immediately to the underlying coal benches with the adjacent coal batters potentially at risk also of adverse slope stability impacts. This paper presents the 3D stability modelling methods employed to successfully assess the potentially adverse stability implications associated with LME collapse.

Mineral processing is at the hub of the exploration-mining-metals production system. Because of the large volumes of material processed, incremental technology investments can pay off better than for other parts of the system. However, much of mineral processing remains a 'black art', because we are behind in investing in modem technologies. Consequently, we have one of the best opportunities to improve efficiency and competitiveness through the application and transfer of technologies that have already been developed for other industries. The reluctance of minerals companies to place priority in our area is not because we lack new ideas; our senior management has not been convinced, based on our previous results, that such investments will pay off as well as other investment opportunities competing for the same resources. The key is the proper establishment of technology strategy and more effective transfer of technology. The presentation will identify the failure mechanisms of technology transfer and will present a model for improving the success rate, a prerequisite for raising the priority of mineral processing investment. Topics emphasised include strategy formulation, human resources planning, and total quality management principles applied to improving technology transfer.

Yellow phosphorus (YP) has been commercially produced since the 1920s. First in the USA by the Tennessee Valley Authority (TVA), next in Russian (Kazakhstan) in the 1950s, and finally in China in the late 1970s and early 1980s. There are operations in Vietnam and Sarawak on a smaller scale. YP has become very in vogue due to its use in the production of lithium iron phosphate battery cathode precursor materials by the Chinese and other western battery manufacturers. The YP is also used to produce purified phosphoric acid and higher grades of acid using a thermal oxidation process after smelting. This paper will look at the basics of the smelting including slag chemistry, alloy chemistry and offgas chemistry. The paper will look at the design of the furnaces used in the YP production process as well as the downstream recovery of phosphorus from the smelter off-gas stream to YP. The next part of the discussion will focus on the operations of a YP smelter with regards to control of the furnace to optimise phosphorus recovery to YP. Will discuss tapping cycles for alloy and slag with a view to optimal phosphorus recovery. The discussion will close out with a review of operational challenges in the smelter and a brief description of the downstream conversion of YP to high purity phosphoric acid.

Benchmark practices in the mining industry include the establishment of Quality Programs — Quality Assurance and Quality Control (QAQC) — to monitor the correct execution of sampling protocols and control each stage of the ‘Sample Cycle’: Sample Collection, Preparation (comminution) and Analysis. QAQC reports commonly include statistical-numerical results that quantify performance of QAQC controls (field duplicates, preparation duplicates, blanks, standards etc). Graphics such as scatter plots, QQ plots, histograms and cumulative frequencies are used to represent the results. Statistical values including relative difference, absolute difference, relative variance, averages, T-test, and Zscores are used to quantitatively express the relationship between duplicate pairs ... but is an effective quality program just a statistical exercise? This paper aims to highlight the concept of ‘Quality Management’ (QM) as the precursor of continuous monitoring (ideally in real time) of QAQC results on Exploration, Production, Processing and Port samples, determined by trend analysis performed on a time and/or grades basis. Currently, there is a paradigm in the process of quality assurance that if individual data points fall within a predetermined acceptance limit then they are ‘acceptable’ and therefore suitable for informing operational and investment decisions. However, what is stated with respect to QM is that sometimes results found within the acceptance limits can indeed be internally biased, or show material deviations over a period of time, thereby impacting reconciliation results and/or potentially creating discrepancies with the final buyers. QM refers to the proactive detection of these ‘anomalous tendencies’, the approach and communication with the source of the information, the understanding of the reasons that cause the deficiencies, and the generation of agreed action plans to remediate the situation and ensure the consistency of results, in other words: continuous improvement on proactive manners.

While hard rock tunnel boring machines (TBMs) have an established track record in the tunnelling industry, accurate estimation of TBM performance for each specific project remains critical. Machine performance prediction is required to assist planning activities, including costing and schedule preparation, machine specification and effective planning of maintenance and repairs. In addition, monitoring machine performance during the construction period is required to assess and manage excavation progress, and to achieve optimal advance rates based on specific geotechnical conditions exposed during excavation. TBM performance analysis can also contribute to the development of more accurate performance prediction models for future applications. Rock mass characteristics play a dominant role in machine performance. This paper offers a review of the impact of rock mass characteristics on TBM penetration rates for two specific tunnelling projects. A discussion is provided on the results of statistical analysis of available field data, including geological back mapping, rock properties and measured rates of penetration (ROP). The analysis offers a comparison of the achieved and predicted ROPs to provide a better understanding of the influence of rock mass properties on the performance of hard rock TBMs. A new rock mass adjustment factor is introduced to enhance the accuracy of an existing prognosis model for use in jointed rock masses.

This paper refers to a new idea of stereometry of cutting drums of longwall shearers designed to get medium and hard to mine coals. A new way to place picks on a drum enables to readjust a number of picks being in contact with the body of coal to shearer haulage speed. Owing to this a remarkable increase in depth of a cut within the low range of haulage speed has been obtained. On comparing operating characteristics a considerable reduction in the specific energy consumption has been shown when using the units machined as per the new idea, in comparison with the units produced in series.

The Broken Hill Proprietary Company Limited (BHP) has been successfully using mini computers in its open cut strip and pit coal planning for the past six years. A recent development within the computerised Seam deposit User oriented Mine Planning System (SUMPS) provides the facility for the generation, evaluation, and simulation of colliery workings.Existing computer programs for collieries were studied, but none met the requirements of BHP's underground mine planners.Consequently, it was decided to develop programs, based on those existing within BHP for open cut strip and open cut pit mine planning. The new planning facility was designed to enable any number of proposed colliery developments and operating plans to be evaluated against optimistic, most likely and pessimistic geological lease area interpretations.In mine planning, sensitivity studies should be conducted to determine the likely effects on production, development costs and colliery economics of changes in mine design and budgeted equipment productivity. By automating the manual calculations involved, the computer programs provide the ability to conduct numerous and extensive sensitivity studies. Hence an optimum mine design for budgeting purposes can be derived quickly with an improved degree of confidence in the long term viability of the proposed development.

Today's emphasis on the enterprise bargaining process must be seen as an opportunity for organisations to further develop occupational health and safety standards at work. In particular, this shift from a centralised industrial relations system to employer, employee bargaining, presents organisations with an excellent opportunity to develop OH & S at the `shop floor' level. This is despite real difficulties in presenting hard data on the cost benefits. Unfortunately, examination of enterprise agreements ratified by the Australian Industrial Relations Commission (AIRC), show that less than 32 per cent contain provision for occupational health and safety. Those addressing the issues of occupational health and safety have included segments such as: ò rehabilitation activities; ò a new emphasis for workplace occupational health and safety committees; ò formalising procedures related to hazard identification and control; ò the use of personal protective clothing; and ò occupational hygiene and health monitoring issues. For example, an enterprise agreement reached between CIG-Gases and their unions, included clauses which commit employees to attending ten safety meetings and two work place inspections each year, in order for them to receive any further pay rises.

Starting from comprehensive programme systems for monitoring tasks of any kind, this paper follows the steps of the programme system hierarchy from top to bottom. The monitoring and control centres for entire production units, the subordinate centres, i.e. district control centres, the microcomputer based autonomous control systems, and data input by mobile terminals are discussed. To an increasing extent, the main emphasis is shifted from monitoring and control of individual machinery to optimized operation of extremely complex comprehensive systems. Network displays, for instance displays of production, transport, supply- and evacuation-networks as well as of safety systems, gain increasing importance. Personnel deployment systemsand planning networks as well as stocktaking and accounting are more and more closely linked with the above-mentioned networks. In order to keep development and application (purchasing) costs low, and to assure compatibility, the use of standard modules is to be assigned particular importance. New module developments are introduced, and the design of standard interfaces for computer and module coupling are discussed.For conclusion, a short view is given on the opinion of the line manage-ments on how future hierarchic systems should be featured in terms of individual units and overall systems, and used.

The Callie Underground Gold Mine (Callie) is owned by Newmont Asia Pacific and located 531 km north-west of Alice Springs in the Northern Territory. Historically, stopes have been mined utilising a primary and secondary stoping sequence with cemented aggregate fill and rock fill respectively. Current and near-future mining will employ long hole open stoping with rib pillars and rock fill with a paste fill system approved to allow a higher extraction ratio from mid-2011. The Callie rock mass is of good quality with little or no mining difficulties during development and stoping to a depth of 1140 m below surface. Development is currently occurring at depth of 1360 m below surface. Stress damage previously observed only in secondary stope accesses is now observed in development unaffected by stoping stresses. A change in rock mass properties is being experienced with depth, with more pronounced and frequent joint planes. Also, other structures are intersected more commonly, such as lithological boundaries and fault zones. The 'Callie rock factory' mentality that has persisted for years is challenged. This paper covers an appraisal of the stress and ground condition changes at Callie. The appraisal outlines the mine design criterion that was developed and examines the transition from a low stress environment to one where stress damage is observed. Discussion includes a judgement on the rock mass damage observed in development, the dominant geotechnical factors influencing the change in ground conditions, and if a correlation can be made between the observed rock mass damage with stress through the use of numerical modelling.

Successful heap leaching depends on three major factors: 1. Chemical conditions appropriate for the dissolution of the valuable metal; 2. Contact between the leach solution and the valuable metal particles; and 3. Movement of the leach solution through, and out of, the heap. Given that appropriate chemical conditions can be provided, and the individual particles have sufficient permeability to allow solute/solvent contact, the problem of getting the solution to and from the particles remains. Non-uniform percolation of solution throughout the heap, caused by the presence of fines, is a common problem which occurs, to some extent, with all heap leachable ore. The conventional solution to this problem is agglomeration, which involves the attachment of fine particles to larger particles, effectively modifying the size distribution by preventing the fine particles from acting on their own. While agglomeration must be considered as an extremely effective technique with virtually no limit to its application from a technical point of view, its application is limited by economic considerations. A new technique has been developed which is not only a low cost alternative to agglomeration, but also has the potential for enabling the application of low cost heap and vat leach techniques to a significantly wider range of ores than current practice would suggest. The new technique, known as Electrokinetic Leaching, utilises electro-osmotic flow to enhance percolation through the heap. This paper describes and presents results of the laboratory testing, pilot heap operation and commercial application of Electrokinetic Leaching of a low grade gold ore and a tailings deposit. Comparative cost analyses between conventional and the alternative processing techniques are presented.
