In 1974 a preliminary study of the refractories industry in theRepublic of Indonesia was completed by Crown Lynn Consultants, a subsidiary of Cerarnco Ltd., on behalf of the Indonesian and New Zealand Governments. As a result of recommendations arising from that study the two Governments commissioned, in 1976, as a Bilateral Assistance project, an investigation into the potential of the refractories industry in Indonesia. Ceramco Ltd., was retained to carry out the study on behalf of the New Zealand Government. The Directorate-General of Chemical Industries, Directorate of Silicate Industries administered the project on behalf of the Indonesian Government. Indonesian counterparts to the New Zealand study team were provided by the Directorate of Silicate Industries.

As a result of cheap Maui gas and plentiful hydro-electricity, over the past few decades New Zealand has enjoyed some of the cheapest energy of any OECD country. The situation is changing; at best we are facing some radical changes in energy use, at worst we are facing a crisis resulting from the following:   Cause 1: Maui gas will be exhausted by 2012. Distorted pricing and supply contracts; resulted in Huntly Power Station, a coal mine mouth generator running on 70 per cent Maui gas until very recently!   Cause 2: Investment in new generating capacity (and transmission) is woefully inadequate; as a result hydro lake levels are being continually pushed to the limits.   Cause 3: Distorted thinking is everywhere, for example; æWe will find more cheap gasÆ. æGas is clean û coal is dirtyÆ. Hot air  û ægreen alternatives such as wind generation will save usÆ. æNo NuclearÆ. The outcomes of the distorted thinking will be price increases, then shortages (there is nothing like "black-outs" to focus national thinking) and finally recession.   But what can NZ do? - Mine Coal. Coal jump-started the industrial revolution, it can provide the transition to post-gas and oil. NZ has the second highest reserves of coal per capita in the world, yet we use less that any other country with significant coal reserves. Our exports of our best coal have increased threefold, yet out own consumption has remained static at about 1-1.5 Mtpa for the last 30 years. Our coal is NZ owned and inexpensive relative to other energy sources, even allowing for infrastructure and environmental costs.   What can we do? We as mining professionals can promote informed responsible development and investment in the country's mining and energy business. We can galvanise public opinion on issues such as æunbundlingÆ our entire energy chain from mine-to generator-through transmission, even if the nuclear issue has to wait! With oil above US$70/bbl substitution is feasible. For individuals, there is always solar!

The paper reviews the majority of associations and institutions which operate in support of the Australian mineral industry. The review covers historical aspects of each organisation and the current activities and management structure. The linkages between the organisations through membership are briefly discussed. The paper comments on the evolution of the formation of the organi- sations and the networks between them that do exist and operate regu- larly. Rationalisation or a process to consider formation of new groups to fill gaps in the network are recommended for further research.

Increasing attention is being focussed worldwide on the strategic environmental assessment of mining projects, including consideration of cumulative environmental effects. In New Zealand there is now an end in sight for inappropriate delays in resource consent approval of responsible mining projects. This paper investigates six case examples of recently consented mining and quarrying projects, whose applications were notified. It also explores the nature of delays that occurred, the factors that contributed to the delays, and whether the consent process delivered fair and effective public participation and desirable environmental outcomes.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. This paper aims to highlight the global exploration opportunities that exist in connection with Ural-Alaskan (UA)-type intrusions. The key economic importance of UA intrusions is the existence of metallic platinum (mainly iron-platinum alloys) associated generally with chromite mineralisation and located within a dunite core, especially its coarse-grained part. Being very dense and resistant to erosion, platinum can form rich placers as the intrusion erodes. Big multimillion ounce placer platinum deposits of this type have historically been successfully mined for many years (eg Russia, Colombia and Alaska).However, large-scale exploration and mining of platinum placers currently occurs only in the Russian Far East. Outside of Russia, there is now little or no understanding of this type of deposit and its economic importance. Using successful operations in Russia as examples, it is demonstrated that there are many opportunities for similar discoveries all around the world, especially around the Pacific Rim, where such intrusions tend to be concentrated. Examples of highly prospective areas in eastern Australia and New Zealand are given. Geometallurgical modelling of an orebody provides benefits to a mine by gaining a better understanding of the ore characteristics and how they affect the performance of the concentrator. With this knowledge, plant operating conditions can be adjusted to optimise throughput and recovery in advance of the arrival of particular ore types. Therefore, it is extremely important that the origin of the ore being processed is known as accurately as possible. Depending on the homogeneity of the ore characteristics, reliance on assumptions about stockpile residence times, scheduling and material handling can render the best geometallurgical models useless.The solution adopted at Agnico Eagle’s Kittilä mine was to utilise Metso SmartTags™ and in-house expertise to develop a system that continuously and accurately links geotechnical and lab data from the mine to the performance of the plant. This application presented several unique opportunities and challenges. For example, this was the first installation of a SmartTag™ system for geometallurgical modelling in an underground mine. Challenges included the fact that the system installation is routinely subjected to temperatures below -20°C.The system was installed and commissioned in early 2013 and has been operating continuously since. Kittilä has begun to see the benefits of the system, with an increased understanding of how different ores are processed in the concentrator. Other advantages include the ability to alert operators about the arrival of difficult ores and a better understanding of the ore handling systems.This paper describes the installation and use of the system at Kittilä and details some of the geometallurgical relationships that have been developed using the data collected so far.CITATION:La Rosa, D, Rajavuori, L, Korteniemi, J and Wortley, M, 2014. The Gold Fields Cerro Corona copper-gold deposit in Peru has heterogeneous rock characteristics in terms of its mineralogical, geological and geotechnical properties. Blast design variations in these conditions directly impact the run-of-mine (ROM) fragmentation, which in turn influences downstream process efficiencies. In particular, when harder ore is processed, throughput and circuit performance may be limited.To evaluate the potential to increase throughput and improve overall plant performance by optimising blasting practices and comminution circuit operation, Gold Fields La Cima engaged Metso Process Technology and Innovation (PTI) to conduct a full process integration and optimisation project at Cerro Corona. Blasting, crushing and grinding processes were reviewed to identify the potential to achieve substantial improvements in productivity when treating the most competent ore types.Site-specific models of the blasting, crushing and milling processes were developed using SmartTagTM ore tracking technology for calibration and validation. Ore tracking permitted locations in the blast volume to be queried against the geotechnical block model to determine the hardness and structural parameters of the feed to the comminution circuit. They also ensured surveys were conducted when ore from the audit blast was flowing through the crushing and grinding circuits.The predictive models developed enabled PTI to demonstrate how changes in blast design influenced both ROM fragmentation and the performance of downstream comminution processes. Outcomes of the project suggested changes to blast designs and comminution practices, and these were partially implemented for a validation trial. The trial demonstrated a 14.8 per cent increase in mill throughput for the specific ore selected for the study, and an average increase of 5.7 per cent for all ore types. There is potential to further increase throughput and process performance if all recommendations are implemented. The carbon solubility of the CaO-Al2O3-FeO-SiO2-MgO slag, the main system formed in the Ruhrstahl-Heraeus (RH) vacuum degasser, was measured at 1873 K to understand the effect of slag compositions on the carbon contamination in the ultra-low carbon (ULC) steels. The stable form of carbon was demonstrated to be carbonate by plotting the log [(wt%C)/aC] ratio against the log p(O2) which ranged -11 < log p(O2,atm) < -9. The carbon solubility of the CaO-Al2O3-FeO-SiO2-MgO slag can be estimated using thermodynamic model. The distribution ratio of carbon increased with increasing concentration of FeO due to the FeO reduction reaction and increased basicity of slag. The carbonate capacity of the CaO-Al2O3-FeO-SiO2-MgO slag can be expressed as a linear function of the activity of lime and the optical basicity.

The primary mine planning focus during early study phases of future mining projects is Life of Asset ore production and grade quality, this will always be the situation. While waste schedule optimisation is generally considered in the latter study phases nearing execution for a limited number of schedule periods only and not a true optimisation considering all attributes such as waste destination location, design, cycle time and closure. This can be particularly applicable in large multi-pit bulk mining operations where one approach to meet Life of Asset ore tonnes and grade targets has been to maintain pit development flexibility resulting in large open pit areas and substantial expit Overburden Storage Area (OSA). The locality from where these specimens come is distant about 12 miles due south from the township of Bingara New South Wales, and is known locally as Carney&apos;s Reef, Barrack&apos;s Creek, Top Bingara. The formation traverses the western side of a serpentine spur from the main range, which runs through the country from the other side of Tamworth to Inverell, in the New England District. It has a due north and south trend, with an easterly underlay slightly out of the vertical. The formation has been opened up at different points for a distance of over two miles, and each place showing gold in the stone, and no place more than three to four chlins apart, the whole distance along the line of Reef being leased. The formation varies in thickness, the smallest being about 1 foot and the widest about 10 feet. The following is a list of properties, and description of work done on them at present. First south, and about one and a half miles from Hanion Brothers&apos; old BalIarat claim due north, Court and patty hold a tenacre lease. The formation outcrops near the south boundary, and gold is obtainable in the stone. In the centre of the lease a costeen pit has cut the capping, which shows gold, and about two chains from the north boundary another one cuts the capping, also showing gold. The reef averages, where exposed on this property, 3 feet wide.

Squeezing extra performance from existing equipment (‘sweating the assets’) is key to continuous improvement initiatives, particularly during times of cost cutting where the option of spending additional capital to facilitate circuit upgrades can be severely constrained. A common challenge, however, is identifying the best combination of settings for different process variables, as their effects can be camouflaged by interactions with other process variables and, of course, noise in historical data.This paper describes a recent investigation at Boyne Smelters Limited to identify strategies to coarsen the product of its dry, fixed-speed, open-circuit AG mill, without the need for installing pre-screens prior to the mill. The product is used as insulation material for the reduction of alumina to aluminium, and an excessively fine product was inhibiting the ability of the cover material to dissipate heat from the underlying anodes. The approach was to undertake a series of experiments, designed according to statistical criteria, to elucidate the effect of key process variables (feed blend and power draw) upon the product sizing. The results provided clarity about what strategies would encourage the production of a more desirable mill product (with some surprises). Resource rent taxes are taxes which only become effective at such a time as a pre-determined rate of return has been achieved by an operation. Resource Rent Taxes have from time to time been considered for implementation in both Australia and New Zealand. The offshore petroleum industry in Australia is already subject to RRT as is the Roxby Downs (Olympic Dam) Mine in South Australia. Both the mining and petroleum taxation regimes in Papua New Guinea include a resource rent tax component called Additional Profits Tax.

QueenslandÆs new safety legislation for metalliferous and coal mining (Mining and Quarrying Safety and Health Act 1999 and Coal Mining Safety and Health Act 1999, together with the Regulations) came into effect on 16 March 2001. The legislation places clear obligations on mine owners, operators and workers to have a safe place of work and to manage risks to safety and health. It also places obligations on contractors, designers and providers of services. The legislation is non-prescriptive in that it states what outcomes must be achieved and not what must be done. The key issue is that the risk of injury to people must be at an acceptable level. The legislation creates a Mines Inspectorate with powers of inspection and audit of mines, their safety management systems and the management of risks. Auditing of the risk management process is carried out against standard risk management techniques and directives for corrective action may be issued when audits reveal non-compliance or unacceptable levels of risk.

The geographic imperative of ore systems leaves mining, more so than virtually any other aspect of modern industry, heavily dependent on obtaining and maintaining social licence to operate. A prospective miner cannot arbitrarily walk away from a deposit in search of more favourable community perceptions – concentrations of mineral endowment represent highly specific and fixed elements of the landscape, and their development and extraction thus requires the acceptance and trust of a specific network of landholders and stakeholders, sometimes with diverse and even competing interests in the development and use of the local environment. Weakness or absence of such social licence can bring added costs and complexity to developing and operating a mine – and in extreme cases even result in project failure. Pyritic black shales present several challenges to mining operations due to their reactivity. The risk of predetonation of explosives in blastholes, spontaneous combustion of fractured rock and the generation of acid rock drainage must be managed for safety, operational and environmental reasons. At the Mt Tom Price iron ore mine there is a need to differentiate between reactive and non-reactive shale in order to assess risk and make decisions on materials handling. The current approach uses a combination of stratigraphic information and sulfur analysis of blasthole samples. The time taken for sulfur analyses can be a constraining factor on mine production. A new instrument developed by ANSTO Minerals overcomes some of the current limitations on material characterisation. The IOR MeterÖ measures the intrinsic oxidation rate (IOR) of samples of broken rock by circulating air through a sample and monitoring the oxygen concentration over time. The intrinsic oxidation rate is given by the rate at which oxygen is consumed per unit mass of sample, in units of kg(oxygen) kg-1(sample) s-1. Up to eight samples can be measured simultaneously and the turn-around time can be less than 12 hours. Initial trials of the IOR MeterÖ were undertaken at the Mt Tom Price mine in July 2004. The measured IOR of samples from a blasthole pattern spanning different geological layers containing black shale, correlated strongly with the expected reactivity of those layers. The correlation between position in the geological sequence (detailed stratigraphy) and IOR MeterÖ results were much stronger than that between stratigraphy and sulfur content. The new characterisation technique offers the prospect of improving the ability to identify and predict the behaviour of reactive black shales and to differentiate more precisely between different materials. Mine planning, operations, safety and environment all stand to benefit from the success of further trials of the technique.

On the 17th November, 1964, a new No., 2 lead blast furnace was blown in at Port Pirie. The furnace departed from previous designs by incorporating a centrally located continuous tapper for both lead bullion and slag. The use of a central tapper permitted a simple and effective layout for the handling of both products. Considerable development was necessary to bring the furnace to its present level of efficiency. Units vital to the continu- ous operation were developed to allow quick replacement, thus ensuring high time efficiency under varied operating and maintenance conditions. The furnace was designed with the following objectives in mind, 1. increased crucible life, 2. elimination of oxygen for slag tapping, 3. higher temperature slag for fuming operations-, 4. less operator skill needed, 5. reduced tapping tool consumption, 6. elimination of settler skull and scrap lead, 7. better control of blast air distributi.nn. The Peak Gold Mines Pty Ltd (PGM) operations are located approximately 9 km south of Cobar, NSW. PGM currently mines and treats ore from three separate orebodies within 5 km of the original plant. Production from the original Peak orebody ceased in April 2002, with ore currently sourced from underground at New Occidental and Perseverance, while New Cobar supplies ore from an open cut mine. In March 2003, Wheaton Minerals Asia Pacific purchased the operation from Rio Tinto who operated the mine for around ten years. The Perseverance deposit is situated between 600 and 1000 m south of the Peak orebody. Access is via shaft from Peak to 630 m below surface and then by decline to the northern end of the deposit locally known as Zone A. Development of the resource commenced mid 2002 to set up for a long hole open stoping operation at 25 m level spacing. The first production stope was successfully brought on line December 2003. The Perseverance deposit is hosted by sediments and volcanics along the eastern margin of the Devonian Cobar basin and is one of many deposits with the Cobar Gold Field. The Cobar Gold Field has produced approximately 2.5 million ounces of gold since 1880. The Perseverance area had long been considered prospective due to the presence of old workings at the southern extensions of Peak line of lode. Significant mineralisation was first discovered at Perseverance in 1994 when PGM drilled a hole targeted 950 m below the historic workings. The target was based on an apparent plunge to the stratigraphic controls to the Peak Orebody. Subsequent exploration within and around the ægreaterÆ Perseverance area has been significantly aided through the use of downhole electro-magnetic surveys due to the close spatial association between gold and sulfide mineralisation.

Concerns regarding the uncertainty of stope dilution at MMG Dugald River Underground Mine led to a trial stoping program to acquire full-scale comprehensive geotechnical information and to test the validity of the geotechnical and mining parameters. Given that stope production drilling and blasting is a key parameter that influences dilution a detailed stope blast vibration project was implemented. The stoping trial consisted of 19 stopes, a combination of both sublevel open stoping and longitudinal and transverse stopes, of which five were monitored for blast vibrations.The blast vibration project utilised 20 triaxial geophones and five triaxial accelerometers installed in the hanging wall of five monitored stopes. For each stope fired, full blast waveforms were recorded along with detailed information of the blast design. Analysis of the blast vibrations used the Holmberg-Persson approach, with potential damage determined by the relative (Holmberg-Persson) K values.The project identified the benefit of parallel, breakthrough slot holes in reducing blast vibration damage. The results show that radial rings toeing or stabbing into the stope wall lead to higher vibrational energy yield which contributed to increased overbreak. Hanging wall overbreak, by comparison, with parallel, breakthrough blastholes with 1 m standoff, combined with lower density explosive charging (0.8 EP) and increased delays limited blast vibration damage. A number of ring burdens from 1.4 m to 2.5 m were monitored with no difference in terms of energy yield being identified. Increasing demands on quality of metallurgical grade alumina and for lower production costs led to the development of a new fluid bed calcining process. The process, jointly developed in Germany by Vereinigte Aluminium Werke A.G. and Lurgi Gesellschaften m.b.H., takes advantage of modern chemical engineering methods such as counter-current flow of combustion air and solids, direct heat-exchange between combustion air and fine solids and near stoichiometric combustion of oil in a fluid bed. Using a two-stage Venturi-type suspension preheater for heat-recovery from combustion flue- gases, the circulating fluid bed technique with internal oil combustion at 2.2000 F for the calcining step and &apos;a five-stage fluidized bed cooler for heat recovery from calcines, the process gives an outstanding heat- efficiency. In a first industrial plant for 560 sh. t. alumina per day heat consumption figures of less than 1.400 BTU/lb A12O3 were achieved.
