In November 1992, the Internal Revenue Commission (IRC) was formed from the rperggr of the Papua New Guinea Taxation Of- fice (PNGTO) and the Bureau of Customs, and now has the re- sponsibility for the administration of direct and indirect taxes on a national basis in Papua New Guinea (PNG). Since that date we have undertaken many initiatives to make the new organisation more efficient and responsive to clients' needs. Income Tax The mining industry is catered for, in respect of income tax, un- der a separate taxation regime within the Income Tax Act (ITA), Division 10, as well as some general provisions within that Act as may be applicable. Division 10 is itself broken up into subdi- visions to cover the different types of mining leases, namely Spe- cial Mining Leases (SMLs) and Mining Leases (MLs), and peri- ods of time during which those sub-divisions apply. Ring Fencing Income tax assessed on the mining industry, with the exception of Mining Leases (these will be explained later), has a project basis of assessment, that is, each project is assessed separately as if the taxable income of the taxpayer from operations attributable to the project was the only assessable income derived by that taxpayer. This is often referred to as "ring fencing". This is an important point to consider because losses from unsuccessful projects cannot be set off against income from those that are suc- cessful, except in very limited specific circumstances, such as where an unsuccessful exploration licence is cancelled or surren- dered. The project basis of assessment applies to both resident and non-resident companies. A relaxation in the 'ring fence' provisions was applied from 1st January 1995, where ten percent of exploration expenditure, in- curred in areas outside of Special Mining Leases and Petroleum Development Licences in a particular year of income, can be claimed as an outright deduction which is limited to ten percent of the tax otherwise payable in that year. This was introduced to encourage exploration in PNG.

Trials of different tapping operations at Olympic Dam have been carried out with the aim of improving the safety of tapping and improving the integrity and lifetime of the taphole. This has involved trialling the use of a mudgun and drill on one of the tapholes of the electric furnace in place of the normal manual tapping procedures. The blister copper tapholes are currently closed using a conical clay plug formed around a steel bar. The plug is pushed into the taphole by hand to stop the flow, and the cooling on the outer part of the taphole freezes the blister copper in the tapping channel. The hole is burnt open using consumable oxygen lances. This puts the furnace technicians in close proximity to molten metal and heat û which is reflected in the safety incidents reported by these operators. By moving to a mudgun and drill operation, the furnace technicians will be moved away from the taphole area improving their safety. Additional benefits include: improved tapping cycles; extended taphole refractory lifecycles; and improved furnace integrity around the taphole, hopefully extending the campaign. This paper outlines the trials that have shown that it is possible to plug and drill blister copper (not matte) tapholes using a mudgun and drill.

Technical measurements are an integral part of research and development of new technical devices. Now they are also an integral part of production too, especially as a part of quality control systems. More new problems started with they applications up, like storing and following preservation of big data files. Many problems are also with processing of the measurement results, especially to be up to standards of ISO 9000 normative. It includes basic data about the measurement (structured data) and measurement outputs (huge data streams). Using database systems looks as good idea, because of structured measurement data and they processing. They were developed more concepts of database measurement system support during the research project MSM 272300012. It was decided to develop specialised measurement systems, on the base of experiments and experiences with they use in operating conditions. It proved to be wrong to develop general system, because of compound operating and long response of the system. And it is not possible to use these systems for mass production systems. The problem of data storing is not as easy to be answered, because of dependence on used technical devices. During realisation the measurement system for gearbox noise measurement are data stored to the database, because used analyser system PULSE (Brnel and Kjµr Co) is open structure and can cooperate with other software systems. Anyhow the data streams are not longer (after compression) than the Memo data type, in practical use increases the data file too fast (about hundreds MB daily). Therefore we must include a special supervisory system for administration and creating data files to the system. Nevertheless the used system MS-Access supports data files up to 1 GB, for practical application is better if the file size do not exceed the capacity of CD-ROM disc.

My paper presents a discussion of the legislative and departmental requirements in connection with the acquisition of exploration rights for minerals (other than petroleum and coal) in the Independant State of Papua New Guinea, the Solomon Islands and Queensland and he practical problems associated with land entry and land ownership associated therewith. In general there are many similarities in the methodology and philosophy behind the legislation in each country and the contractual requirements established thereby between the exploration company (the explorer) and the government and the mines department or equivalent in each place. There are also a number of differences. I have prepared the paper on the basis that my audience will largely consist of -experienced explorers and the paper is intended to act as a brief refresher and a guide to the philosophy and the practicalities behind the legislation and practices in ground entry in each case. I will deal in turn with New Guinea, the Solomon Islands and then Queensland.

A common problem faced by underground mining operations around the world is airborne dust sourced from production and auxiliary processes. In most underground mining methods, air is generally directed through a limited number of drives and is thus more effective at carrying dust away from operational areas quickly. In a block caving operation, there are a number of ways to set up ventilation systems. In its simplest form the air is entering the extraction level through access drives and then split over the number of extraction drives—based on the pressure differences—without being regulated. This is the case at Northparkes Mines. Larger operations and panel caves most often utilise designated ventilation levels and ventilation raises with some form of regulation to ensure adequate airflow to all work areas.Northparkes Mines utilise electric loaders as a productive means to transport ore to the run-of-mine (ROM) bin, which have the added advantage of allowing the mine to require less airflow through the extraction drives as dilution of exhaust gases is no longer required. Dust was controlled during the operational period of the previous two block caves by using water spray bars in each of the drawpoints, which were seen as the main source of dust. These drawpoint spray bars only wet the surface of muck piles and require a lot of water to achieve an effect on the overall air quality. The drawpoint sprays can be remotely operated from mine control, whenever a loader is sent to bog a particular drawpoint. A significant amount of airborne dust is also generated during loading as rilling of material occurs, with further dust being generated during tramming and dumping activities as only limited mixing of the water and ore occurs. The water sprays are ineffective at precipitating dust that has already become airborne.When built, the currently operational E48 cave was fitted with drawpoint water sprays. As the cave is in a different orebody with higher silica content, the water sprays were not able to keep airborne dust and thus silica quantities under control efficiently. It was therefore necessary to find more sustainable solutions. The problem was further intensified by the concurrent load-haul-dump (LHD) processes across multiple extraction drives and tipping points, as well as secondary breaking, using non-explosive blasting and development activities occurring nearby.This paper describes the practical approach taken at Northparkes Mines to reduce personal dust exposure on the E48 extraction level. As the extraction level is one of the main contributors to airborne dust at the mine, it is believed that much can be learnt by focusing improvement efforts initially on this part of the mining process and later applying the effective solutions in other parts of the mine.CITATION:Vejrazka, C and Wyllie, A, 2014. Anglo Platinum is the worldÆs largest producer of platinum group metals, and also produces large quantities of nickel, copper and cobalt at its Refining complex in Rustenburg, South Africa. In 1995 Anglo Platinum embarked on a smelter modernisation project, primarily to reduce site emissions to below the guideline limit of 20 tonnes per day SO2, but also to increase the converting capacity in line with future projected production profiles. To achieve these requirements the existing Pierce Smith converters were replaced with a single large Ausmelt converter and a new acid plant. This was the first time that an Ausmelt furnace had been used for converting, but it had the advantages of being a very robust furnace and was fully enclosed, giving good gas capture. It was thus considered the most appropriate technology from both a process and an environmental perspective. It also enabled the smelting and converting furnaces to be decoupled. The plant was commissioned from late 2001 and the first tap was in June 2002. Despite being a new technology, ramp-up has been similar to other large scale pyrometallurgical operations. Numerous process improvements have been made since start-up, most notably a change from two-stage batch to fully continuous, resulting in the plant now operating above design in terms of throughput. Optimisation of freeboard accretion control was also a major component of the ramp-up activity. This paper discusses the commissioning and ramp-up issues of the new Ausmelt converting furnace, concentrating on the design and process changes, and summarises current operating performance against the original design objectives.

The New England Fold Belt forms the easternmost and youngest section of the Tasman Fold Belt System of eastern Australia. From middle Palaeozoic to Early Cretaceous time it was the site of extensive episodic calc-alkaline magmatism related to W-dipping subduction. The oldest rocks may have formed at least partly in a volcanic island arc, but from the Late Devonian, the fold belt developed as a convergent Pacific-type continental margin. For Late Devonian-Carboniferous time, parallel belts representing continental margin volcanic arc, forearc basin and subduction complex assemblages can be recognised. Major dextral transform faulting may have offset parts of the fold belt in the Late Carboniferous. In addition, some structural blocks which appear to be out of place in the overall palaeogeographic setting are possible exotic or suspect terranes. A great variety of lode deposits ranging in age from middle Palaeozoic to Early Cretaceous is present in the New England Fold Belt. The vast majority of these are related to emplacement of extensive granite plutons and eruption of continental silicic volcanics in Late Permian-Late Triassic time. However, volcanogenic massive sulphides and volcanic hosted epithermal gold-silver deposits in older rock sequences include one major orebody (Mount Morgan) and several important ones (Mount Chalmers, Cracow, Silver Spur, Cangai and Halls Peak). Some problematical deposits are best classified as metamorphic-hydrothermal. These include gold-bearing quartz reefs and stockworks in sedimentary host rocks, the most important of which are at Gympie, and antimony-gold- tungsten mineralisation in the New England area, mainly at Hillgrove.

A quarter of the North Island, New Zealand is covered by weathered volcanic tephras of mainly andesitic and rhyolitic compositions. Rapid weathering of basic volcanic glass and slower weathering of acidic glass have produced short-range order alumino-silicate clays such as allophane. Although amorphous to x-rays they have a high degree of local structure. Allophane comprises hollo spheres of approximately 40 diameter and 7 X wall thickness. This small particle size and morphology gives a very high surface area (up to 800 m2/g). Ferrihydrite is another short-range order clay of similar small size and high surface area; it has ò formed from the rapid oxidation of water containing ferrous iron derived from volcanic rocks. The quantity of allophane present in tephra depends upon the climate, the nature of the volcanic glass and the time it has weathered. In New Zealand highest amounts (-50%) occur in beds of andesitic ash deposited on old ignimbrite surfaces with mean annual rainfalls >1600 mm. Both allophane and ferrihydrite will react with oxyanions, such as phosphate, arsenate or borate, and remove them from solution. Other anions such as fluoride also react with aluminium sites on the mineral surface. At NZ Soil Bureau, Department of Scientific and Industrial Research (DSIR), New Zealand, techniques have been developed for granulating allophane to enable it to be used to remove pollutants from solution without dispersion into the liquid phase. This granulated allophane can be used to remove phosphate from sewage effluent or fluoride from tap water without having a sedimentation stage to remove the clay.

A number of gold processing plants in Western Australia have nickel in their ores, leading to significant levels of nickel on their loaded carbon. The presence of nickel during leaching, adsorption and elution'may have detrimental effects on cyanide consumption, carbon inventory requirements, stripping costs, electrowinning efficiencies and may contaminate the gold bullion.This paper discusses the competitive adsorption of gold and nickel cyanides onto activated carbon and investigates changes in solution parameters that may improve gold adsorption and/or inhibit nickel adsorotion.

The primary objective of this research was to address the demands imposed on self- contained self-rescuer (SCSR) performance dur- ing simulated escapes. The results clearly indicate that SCSR performance, apart from the inherent technological features, is a function primarily of the physical and anthro- pometric features of the wearer, and of the particular nature of the escape route. These factors consequently play a major role in the planning of any escape strategy, which may vary from mine to mine. It is therefore concluded that each mine would have to formulate its own escape strategy which in turn would depend on the choice of SCSR, and the particular escape Route.

The behaviour of cationic and anionic collector mixtures in the feldspar-quartz flotation system has been investigated througl conductivity, surface tension, zeta-potential and flotation studies. Tht results show the formation of molecular complexes between oppositel; charged collector ions through charge neutralisation. The molecular complexes are found to have a higher surface activity than the individua components. The mole ratio of the mixed composition is found to have, significant effect on flotation. Surface and near surface particulate gold occurs sporadically over an area of some60 km2 between Vunda and Navilawa on the west coast of Viti Levu, Fiji.Background grades of 0.01 ppm can be found in the zone of weathering from 3 to ZQm but, at Vunda, attain significance within certain "localities" ranging from 1000 m2 to 35000 m2 in area. Intense and deep weathering renders geological interpretation difficult but the higher grades seem to relate to equally weathered dykes and apophyses which intrude the tuffaceous country rock.Both country rock (5.4 m.y.) and intru-sives (4.8 m.y.) are of shoshonitic composi-tion and all rocks are consanguineous. At Navilawa, on the eastern end of the zone, basic monzonite crops out as a sizeable stock carrying low grade porphyry-type copper and gold. Between Navilawa and Vunda intrusives are as large apophyses and dyke swarms, and at Vunda, on the western end, only the upper ends of dykes and small apophyses are exposed carry-ing various sulphides, magnetite and rutilein hair line fractures. Good roads are essential in moving men and materials to and from the underground workplace. Coffey Partners International Pty Ltd (Coffey) has recently completed a underground coal industry funded project on underground mine road construction and maintenance. This paper discusses practical approaches to construction and maintenance of underground mine roads using transferrable civil technologies and innovative techniques. Mine pavements are generally low-cost (relative to civil roads), constructed to varying standards using locally available materials to best meet the mobility needs of the mine. Performance of pavements is thus largely dependent on the environmental conditions, quality of the available road making materials, maintenance policies and available resources. The paper will detail `what causes bad roads?' in various underground environments, available management strategies, construction and water control techniques, road maintenance and vehicle considerations.

As the oxide reserves in an oxide/sulphide deposit are exhausted transition to the treatment of sulphides should be investigated in detail and well before processing the sulphide ore commences. The investigation should be broad based to consider all treatment options and not restricted entirely by the existing process plant treatment method. These options may include cyanidation, flotation, roasting, bacterial leaching or gravity treatment and are chosen on the basis of various testwork responses. Experiences in laboratory testing of sulphides and treatment of sulphides at various operations are discussed. This includes the treatment of copper/gold sulphides, CIP treatment of sulphides and treatment of marcasite ore in a conventional CIP circuit.

The provision of a water supply is a major consideration in planning mining developments particularly in remote areas. The evaluation and development of adequate water supplies in and areas of Australia is often as important as the discovery of the orebody. The copper orebody at Warrego near Tennant Creek could not be mined economically if cheap treatment water was not available near the mine. This paper describes the difficulties in obtaining water in the Tennant Creek area and the water supply investigations carried out near the Warrego Mine which resulted in the successful discovery and evaluation of a reliable large scale water supply. It is contended that the establishment of a water supply must be approached on a systematic and scientific basis similar to the approach with the exploration and establishment of actual ore reserves. Mining companies with similar water supply problems may benefit by approaching their problem on this basis. The approach adopted by Peko Mines is outlined in this report.

The acoustic emission (AE) technique has found wide application in rock engineering. Generally, acoustic emission, which is produced by a rapid microcrack growth, is an ubiquitous phenomenon associated with brittle fractures and can provide information on the failure process in rocks. The sudden release of stored energy in the form of an elastic stress wave that travels from the point of origin within the material to a boundary is called an AE signal or a discrete AE event. Based on a number of experiments and analysis, the correlations among the rock type, the complete stress-strain behaviour, mode of failure and AE properties are investigated and the AE pattern has been classified as four types: single-peak AE, double-peak AE, continuous AE and absent AE. Each type of AE pattern corresponds to a certain type of rock and is largely related to the internal structure and imperfection of a rock. Applications of the AE technique in stability monitoring, in situ stress assessment and seismic source location are also discussed.

This paper describes the autogenous carrier flotation of 0 - 20 ¦m ilmenite using 40 -- 80 }tm ilmenite as carrier. Investigation is made of the influence of main technological parameters on autogenous carrier flotation. The mechanism of autogenous carrier flotation is discussed using extended DLVO theory. The main conclusions are as follows: 1. the smaller the fine particles the more easily they adhere.to carriers; 2. the selectivity of autogenous carrier flotation depends on the selectivity of adsorption of collector. In the autogenous carrier flotation of ilmenite/plagioclase mixture assaying 15.35 per cent TiO2, a concentrate containing 47.17 per cent Ti02 can be obtained by primary separation with a recovery of 93.05 per cent. Over the last decade mineral exploration in New South Wales has increased markedly. This is due to various factors including the influx of overseas companies an. capital, increase and stabilization of metal prices and improvements in exploration techniques. The initiation of full-scale petroleum exploration and recent discoveries of large mineral deposits in the west, north-west and north of Australia has increased overseas capital, and brought scientists and technicians into the country. Naturally there has been an overflow into New South Wales, which is less attractive as an area for new and large-scale discoveries. In some fields, rise in metal prices and price stabilization has largely contributed to the intensif- ication of exploration. Increased tin production in New South Wales since 1963 is a direct result of price rise and stabilization, and rise in the price of silver has revived an interest in silver prospecting in recent Years,

The Queensland Government, via the special purpose company vehicle û City North Infrastructure Pty Ltd û is currently developing BrisbaneÆs Airport Link underground toll road and Northern Busway (Windsor to Kedron).Airport Link is a predominantly underground toll road planned between BrisbaneÆs northern suburbs, the airport and the Brisbane Central Business District (CBD) frame. The Northern Busway forms part of BrisbaneÆs expanding busway network, sections of which will be jointly delivered with Airport Link. Airport Link will connect the North-South Bypass Tunnel, Inner City Bypass and local road network at Bowen Hills to the northern arterials of Gympie Road and Stafford Road at Kedron and Sandgate Road and the East-West Arterial in the cityÆs north-east. The Northern Busway is a two-lane, two-way bus-only roadway proposed to connect the existing Inner Northern Busway at Herston with Windsor, Lutwyche, Kedron, Chermside, Aspley and Bracken Ridge. Airport Link and Northern Busway (Windsor to Kedron) is one of the largest infrastructure projects planned in the first phase of the State GovernmentÆs South East Queensland Infrastructure Plan and Program. The paper will provide an overview of the projects, including a discussion on the technical and environmental aspects as well as the procurement of the Airport Link as a public private partnership.

A vehicle proximity warning system is being developed using GPS and wireless local area networks to improve safety of off-highway trucks in open pit mines. After two an a half years of research, software development, and laboratory testing, field tests were carried out at operating limestone quarries and open pit mining operations to evaluate GPS accuracy and overall system effectiveness under rugged operating conditions. This article describes the progress made on this NIOSH funded project and discusses the GPS accuracy tests and overall system tests that were carried out during 2001 at the Morenci open pit copper mine in Arizona.
