The Australian mining industry isstill labouring under the impression. created by the Fitzgerald Report that it does not pay suffic- ient tax. This would appear to be the raison d'etre of the resource rent tax debate. The authors quantitatively compare the cash flows to the mine and government resulting from a large strip coal mine in central Queensland under a number of Australian and international taxation policies. The Liberal government policies are found to be internationally competitive while the Labor 1975 policy is excessively punitive. The present value of the returns to the public from the Liberal 1977 policy vary between three and six times the net present value to the mine, which belies the necessity for the imposition of a super tax. The levelling of a special royalty, excess rail freight, by Queensland could severely re- strict the development of new mines in the Bowen Basin. The impact of excessive freight rates is analysed on a combined strip-deep mine typical of the new projects nearing development in the region. Otherwise economic mines can be made marginal or even sub economic by this tax. Even with moderate rail freights, the mining tax laws of New South Wales are more favourable to the industry than are Queensland's.

All too often engineers and project teams focus on building æthingsÆ, and they tend to see the key goals as meeting the project cost and schedule targets. We frequently compound the problem by unknowingly rewarding engineers for building bigger, more complex, more æbullet proofÆ and hence more costly æthingsÆ. Unfortunately the end result all too often ends up being a disappointment in terms of business performance. The term æshareholder valueÆ may never have entered the discussions during the development process. This paper deals with the fundamental issues, which tend to pre-dispose new developments to success or to failure. As project management concepts are not particularly complex, it begs the question why is it that the failure rate of new developments is so high? It is argued that the answer lies more in people behaviour issues than in project management tools and processes.

An account of milling "methods and costs at Mount Isa Mines Limited up to the year 1938 has been published. The present paper outlines the methods since adopted in the milling of lead-zinc ores and presents a description of the equipment now being provided for the milling of copper ore.The programme approved for the mining, milling and smelting of both lead-zinc and copper ores involves the milling 9f 50,000 tons of lead-:-zinc ore and 35,000 tons of copper ore per month.The crushed ores will be delivered to the surface from alternate levels through No. 2 Ore shaft and conveyed to their respective crude ore bins at the crushing plant. The ores will be crushed and milled in separate circuits in common buildings and the tailings will be stored on a common tailings dump. The crushing plant had grown considerably over the years by the addition of a 4ft. Building a new tunnel to accommodate CN North America's needs or double stacked container traffic for the next 100 years represents new and unprecedented challenges. Innovative approaches to contracting, especially the Negotiated Compressed Process (NCP), TBM design, project management, and the regulatory and approval process, were all required to deliver a new tunnel to meet the needs of CN North America within the approved completion schedule of 33 months compared to a traditional approach of 45 to 48 months. The NCP resulted in trimming a full 12 months from the project schedule with an anticipated saving of direct and indirect costs.

The Amazon Craton is one of the largest cratonic areas and comprises one of the est-endowed metallogenic provinces in the world. It hosts a number of different ore deposit types for which a variety of mineral exploration data are presently available at various scales and formats. These data, however, are not properly organised nor integrated by means of advanced spatial analysis tools. In this view, here we present a suite of neural network methods that were applied to these data, providing unprecedented mineral potential scenarios for several precious and base metals in the region. An internationally recognised and uniform method for classification, categorisation and designation of mineral and energy resources is not yet available. With the increasing need for reliable and comparable coal resource data it is necessary to standardise the traditional classification procedures by quantifying the three basic evaluation criteria of economic feasibility, geologic assurance and recovery. For well documented deposits, geostatistical methods can considerably improve classification quality. A review is undertaken of major classification with particular emphasis on those that incorporate limits on estimation error.A geostatistically based algorithm for classifying coal resources within the current Queensland and New South Wales codes has been developed.Application of the classification algorithm for resources from a number of seams exhibiting different structural characteristics is assessed. The method is found to give classification results that closely reflect the error associated with an estimate of resource quantities based on current sampling densities.lbis requires a careful geostatistical analysis with an emphasis on geological awareness. Resource category restrictions although albitrarily assigned should remain constant for all deposits being compared. This requires some engineering judgement with additional interpretation also required for isolated and peripheral block.

Accounting for borehole damage in analytical modelling of explosively generated stress waves is important for predicting the finer details of the stress wave patterns observed in the field. The classical Sharpe's [19421 concept of an effective borehole larger than the initial borehole diameter has been widely accepted to explain material damage around a borehole. A new analytical model based on dynamic compaction is advanced to predict far-field stress wave patterns. This model supports field data corresponding to reduced frequency of oscillations and increased damping. The present model recovers the earlier result when compaction around the borehole representing borehole damage is ignored.

The concentrations of trace metals in deep hydrothermal solutions (~1 km depth, 200 to >300¦C) from modern hydrothermal systems in the Taupo Volcanic Zone, New Zealand, and Ladolam, Lihir Island, Papua New Guinea were obtained using a purpose-built downhole fluid sampler and ICP-MS analyses. The results range widely: gold (<0.1 - 23 ppb); silver (<3 - 2400 ppb); arsenic (100 - 18 000 ppm); antimony (2 - 1200 ppm); mercury (<1 - 78 ppb) and provide the basis for quantifying the flux and fate of metals as well as assessing their sources (Simmons and Brown, 2006, 2007). The Drake-Rivertree area lies in the far north east of the New England district of New South Wales. Drake is some 500 miles north of Sydney by road and 36 miles west of Lismore. Rivertree is situated 24 miles north of Drake.The Drake deposits were first worked in 1878 for gold which occurred in a very fine state in ferruginous gossan but at depth copper ore became more significant. The lodes at Rivertree, discovered in 1887, were worked for silver but mixed sulphides became more prominent in deeper levels.Several mines operated at each centre and each locality smelted its own ore.The mines at both centres were operated sporadically for many years though production was not particularly substantial.A number of the larger mining companies have shown a recent interest in this mining field with special emphasis on the Drake locality.GENERAL GEOLOGYThe two mining centres are situated to the north and south respectively of a belt of Permian marine sediments and volcanics similar to, and probably representing an easterly extension of, the rocks of the Emmaville district further west.E. C. Andrews (1907) recognized two stratigraphic units within what he called the Drake Series. The Lower Division consists of rhyolite flows, tuft's, breccias and agglomerates, followed by trachytic and andesitic tuft's containing cladochonns, thanmopora willcinsoni and other Permian forms.

A new flotation method is introduced for separating zircon from rutile and other Ti-bearing minerals at normal temperature, using a mixture of cationic and anionic collectors without any acid, alkali or fluoride as regulators. By combining the method with gravity concentration and magnetic separation to process the seabeach placer, the technological flowsheet can be simplified and the pollution of environment and the corrosion of acids, alkalis and fluorides on equipment can be removed.

Depressed prices for minerals will force the mining industry to became more efficient. The continuous conveying of pit product is one area in which savings can be made. Conveyors are available, or can be adapted to provide the flexibility and reliability required. Each conveying system will need to be custom designed to suit the particular requirements of the mine. The Australian mining industry must take the initiative and accept the challenge of the new technology.

A critical aspect of geometallurgy is quantifying mineralogical and textural relationships that affect mineral processing (eg, liberation and recovery). However, to date, this has been an expensive and time consuming venture and only minimal amounts of this type of data are typically available to be included in the mine planning process. Our research is focused on developing methods that will produce the required mineralogical and textural data rapidly and inexpensively. New methods of characterising liberation potential from image analysis of coarse particulate material and direct small-scale flotation measurement are compared with measurement of liberation at final grind size (ie conventional tests on MLA). The new tests are designed to rank the liberation potential of samples in order to classify an ore deposit into domains of low, medium and high liberation potential. This parameter can then be used to adjust the cutoff used to differentiate ore from waste. Results to date show that all tests provide the same ranking for the samples. The measurement based on coarse particulate material compares favourably to the results from MLA analyses on the same samples. Further work is being carried out to determine which of the tests will be the most effective in terms of time, effort and cost

The paper discusses the state of the progress reached in the development of the diamond wire tool for cutting hard rocks. To the advances of this relatively new technology a substantial contribution has been provided by the research being carried out at the University of Cagliari on samples of granite rocks from different Sardinian stone quarries. On the basis of field experiments and laboratory test data, the mechanism of diamond wire cutting has been assessed. In particular the influence of the rock features and operational variables on tool performance (cutting rate and bead wear) has been Elucidated.

What is `environmental risk'? There are two possible perspectives: (a) The risk that mining activity will have an impact on the environment. (b) The risk that due to a perceived impact on the environment, the mining activity is at risk due to some legal consequence. This paper is concerned with the second of these perspectives, and particularly with the way in which mining companies can manage that risk. Environmental risk - possible legal consequences The risk is that the mining operation will be disrupted. Disruption may be: (a) Physical. The mining activity can be stopped, altered, or modified, or something additional can be required to be done. (b) Financial. Penalties (up to $1M) on corporations and in some states on both directors and managers. Land may also be included on a contaminated land register (significant impact on asset valuation).

Primay (syngenetic and protogenetic) inclusions - i.e. minerals formed during or before diamond growth and encapsulated in the diamond - provide important information on the origin of diamond. Recent Rb-Sr and Sm-Nd dating of such inclusions has yielded crystallization ages older than their volcanic host, implying that diamonds are mantle xenocrysts. In this paper we report results of studies on the nature of syngenetic inclusions and the carbon isotopic compositons of the host diamond from the West Australian diamond deposits at Argyle and Elllendale. The Argyle diamonds are dominantly, of eclogitic paragensis and are characterized by strongly C depleted compositions. INTRODUCTION The use of activated charcoal to recover gold from alkaline cyanide leach liquors is the most rapidly expanding technology in hydrometallurgy today. The process, known as carbon-in-pulp (CIP), has replaced countercurrent decantation as the method for recovering gold by cyanidation. Carbon-in-pulp entails mixing activated charcoal with a ground ore-water slurry containing gold cyanide, allowing the charcoal to adsorb the gold, and then mechanically removing the gold loaded charcoal from the pulp. The pulp is sent to tailing disposal and the loaded charcoal is sent for gold bullion production. Activated charcoal's affinity for gold has been docu- mented for over one hundred years. Many of the large refrigeration plants used in, the cooling systems on deep South African gold mines are situated on surface where they are exposed to seasonally and diurnally varying climatic conditions, and to a diurnally varying demand for cooling made by the mine. It has been traditional to accommodate the seasonal variation in climate by manual control applied to the plants at appropriate times of the year, and the plants have normally been specified to conform passively to the diurnal variations. This paper introduces new strategies for the active automatic control of the plants on a diurnal cycle, and shows that attractive benefits in energy and chilled water resource management can be accrued through the use of these strategies. The results have been derived through the modelling and simulation of a representative refrigeration plant.

Legislation for control of ventilation in New South Wales coal mines is contained in the Coal Mines Regulation Act, 1912, as amended. The standards set down in that Act were based on the needs of the industry at the turn of the century. Changes and additions to the original standards have been made to cater for mechaniz- ation of the industry and the introduction of modern developments such as the use of diesel equipment. Technological progress has been recognized by the requirement for monitoring of machines and return airways. The passing of the Coal Mines Regulation Act 1982 has ensured that there will be a revision and modernization of the regulations affecting day to day operations of the industry.

The present practices in electro-refining of copper are shown to be the result of piecemeal and gradual improvements and innovations as metallurgists responded to changing cost pressures and the availability of new technology.Major changes were inhibited by capital cost restraints and a reluctance to build unproven ideas into new plants.It is suggested that the level of technology available today, combined with the greatest cost pressures the industry has known, call for fundamental re-appraisal and a questioning of widely accepted conventional practices.Examples of the industry reaction to changing pressures are given, and directions for future developments are suggested.

The eruption 75,000 y ago of the Younger Toba Tuff ignimbrite and associated ash-fall ranks as the greatest known volcanic event of the past million years. The ignimbrite is known to cover 21,000 km2 (it may extend farther under alluvium of the coastal plain) and forms a low-angle depositional shield centered on the Lake Toba caldera. The ignimbrite is largely nonwelded and shows systematic outward decreases in lithic and crystal contents and clast sizes. Coarse lithic lag breccias that occur at places 85 km apart point to two or more vents on a fissure having this length. The extensive associated ash-fall traceable as far as Malaysia and India is evidently a co-ignimbrite ash but could have a phreatomag-matic component. The Lake Toba caldera measures95 x 35 km and is >1 kn deep. It is not a single caldera but comprises several contiguous depressions and grabens diversified by two re-surgent domes. Earlier parts of the caldera are related to at least two earlier ignimbrites including the Older Toba Tuff dated by Chesner at 0.5 Ma. The caldera is elongated parallel to, and is only 25 km from, the great Sumatra strike-slip fault, and it can be considered almost certain that the caldera is in part a kind of pull-apart structure. The ignimbrites are very crystal-rich. There is no reason to think basaltic magma was involved in their emplacement. Together with ash-falls they have a total volume of several thousand cubic kilometers. They can be categorized as originating from partially crystallized granitic magmas that erupted because tectonic pull-apart occurred several times across the pluton. Small rhyolitic lava domes on fault-lines comprise the youngest volcanic products.
