In New South Wales, development applications for major coal mining proposals are determined by the Minister for Planning and Environment and applications for mining leases and other mineral titles are dealt with by the Minister for Mineral Resources. The environmental conditions placed on the development consent, the coal mining lease and the approvals and licences under the pollution control legislation, amount to a substantial component of any new project's planning and commissioning considerations.An outline is presented of the framework within which various approvals are granted and conditions for environmental management are imposed upon mining projects. The principles and concerns, as perceived by the regulatory authorities, on which the majority of approval conditions are based are also outlined.No attempt has been made to analyse the extent to which these principles or standards are achieved in practice, nor to discuss the degree to which some of the conditions are achievable with the current status of technology and economics in the coal industry.

Disposable-tip emf cells at present used in liquid steel can be used to measure the state of oxidation of high-iron slags produced in non-ferrous smelting. This provides a new tool for the control and evaluation of pyrometallurgical operations.An investigation of oxygen potential variations throughout a typical nickel smelter using the flash smelting technique gave a valuable insight into the process. Correlations of oxygen potential with ferric to ferrous oxide ratio and nickel content in slag were in reasonable accord with equilibrium data in the literature indicating that the probes may be used both as a plant investigation tool and possibly as a means of obtaining thermodynamic data for slags.

The Tyrrhenian micro-nodules, findable at low depths (200/600 m under s l) are a reasonable reserve of manganese. They can be easily and cheaply recovered but do not contain valuable metals as in the case of oceanic nodules. In this work a hydrometallurgical process for manganese recovery from Tyrrhenian nodules is presented. The studied treatment includes the following operations: magnetic enrichment, reducing leaching, leach liquor purification and electrowinning . The study shows that the most important step in the process is the preliminary manganese enrichment. It can be done directly on the platform reducing not only the transport cost, but also the residue mud in the metallurgical plant. The leaching parameters such as status and size of nodules, temperature, composition of leaching solution and S/L ratio have been investigated. After purifying the leach liquor by iron precipitation as ammonium jarosite , the conditions to electrowin manganese have been investigated. The yields of both manganese leaching and iron precipitation together with current efficiency and specific energy consumption in the electrowinning step are given.

The Gippsland Basin is one of Australia's most important producers of petroleum products. An inevitable byproduct of the production, refinement and transport of the millions of barrels of oil is thousands of tonnes of waste. These wastes are generated from the wellhead through to the petrol bowser and range from oily brines and coal tars to oil and petrol contaminated soils. The vast majority of these wastes are of a relatively low toxicity and most importantly are carbon-based and biodegradable. Current disposal practices tend to ignore the latter characteristic and inappropriate and/or expensive waste disposal solutions such as landfilling (tipping), incineration or ocean outfalls are the result. A very cost effective and environmentally friendly alternative is land treatment of such wastes. Landfarming, as it is called, has been successfully practiced in Europe for over a decade. Essential features of the system are: ò Application of a predetermined quantity of biodegradable waste in liquid, sludge or highly contaminated soil form, to pre-ploughed soil with concurrent addition of nutrients (N, P and trace elements) and lime to encourage bacterial activity. ò Harmless bacteria already present within the soil break down the carbon-based compounds into carbon dioxide, water and waste heat, WHILE concurrently generating new cells. The breakdown occurs over a period of weeks to months and continues with time with the extremely low levels of the more difficult waste types being the last to disappear. ò Further waste is applied to the soil at regular intervals. The treatment area may be dedicated to landfarming or may be used alternatively for agricultural purposes. Application rates vary but may be as high as 800 tonnes per hectare per year for wastes such as refinery sludges.

THE slide-rule, as a quick and convenient instrument for performing approximate calculations, is steadily growing more and more into favour with the engineer, and results obtained by it are considered close enough to enable him to satisfactorily dealwith a considerable portion of his work. To the surveyor, however, whose ordinary computations must be as precise as his measurements, the present makes of rule are insufficient, except for a very narrow margin of the scales and for rough work. Few will carry the rule when they can clearly see that it is unreliable for general routine, and the careful surveyor is inclined to look askance at those who do use it, recognizing the temptation there undtmbtedly must be to push it into work that the log book should be called upon to treat. From the fact that a surveyor's duties take him on the surface in all weathers, and underground in many wet and uncomfortable places, where the manipulation of a book of mathematical tables becomes both awkward and patience-trying, an efficient slide-rule must offer the mbst transparent advantages. Again, a surveyor being specially trained to read divided scales quickly and accurately, the slide-rule must commend itself as an apt addition to his outfit.

In the past decade several significant intrusion-related gold deposits have been discovered in terranes historically exploited for tin-tungsten mineralization (eg Tintina Gold Province, Yukon and Alaska, Tasman Fold Belt, Australia and the Altaid orogenic collage in central Eurasia). This paper presents new data on the geological and geochemical characteristics of these deposits that links them to magmatic-hydrothermal processes and highlights their implications for exploration. New data from several intrusion-related gold provinces suggest that these deposits are found in areas that contain granodiorite to granite, but with a locally significant mafic component, have Rb/Sr ratios ranging between 0.1 and 1.0, and are moderately reduced (Fe2O3/FeO ~ 0.1 to 0.6) ilmenite series, metaluminous, I-types. The intrusions are distinct from porphyry copper intrusions and tin granites, but are more akin to tungsten granites. Hydrothermal fluid types vary with depth of emplacement in intrusion-related gold deposits and new proton induced X-ray emission (PIXE) data from syn-ore fluid inclusions in shallow and deep deposits provide fascinating insight into the variation in metal content between the different settings consistent with observed deposit metal associations. Exploration for intrusion-related gold deposits in tintungsten terranes should focus on regions that contain both mafic and felsic intrusion that are moderately reduced, metaluminous, I-type granites rather than terranes with dominantly highly fractionated, strongly reduced, peraluminous S-types. Intrusion-related gold systems occur in variety of deposit styles (in part controlled by host rock, proximity to granite, and depth of emplacement) and exploration geologists need to be aware of the variety of target types in and around the intrusive environment, and be able to recognise whether they are exploring a shallow or deep intrusion-related gold setting.

The present study 'of pure ZnS and NiS and ZnS (marmatite) by detailed electrokinetic methods has shown that by careful control of experimental parameters much new' information on sulphide-water interfaces can be obtained. Time-dependent processes of alteration of sulphide surfaces are foHowed by electrokinetic methods and indicate that the isoelectric point of the surface depends on elemental sulphur coverage, oxidation product coverage, and the conditions which promote or minimize such reaotions in the presence and absence of activator.

The sulphide ores of the principal lodes of the Boulder Mines are mainly composed of a schistose guess with a varying proportion of silica and lime, containing tellurides of gold, silver and mercury, associated with iron pyrites. The disasters between 1920 and 1979 in coal mines in Queensland and New South Wales due to underground fire, gas or coal dust explosion or to gas or coal outbursts, have been assessed. The evidence relating to disasters caused by gas explosion points strongly to divergence from safe mining practice as the main cause. There is a need for greater training and education of personnel, closer analysis of gas reports, better monitoring and testing procedures, improved ventilation standards and a policy where safe working practice is actively encouraged. Conditions in the New South Wales occurrences of gas explosion were similar to those at Collinsville, Queensland in that dykes, igneous sills, burnt out coal and faulting were common to all. Information on outbursts indicates that contributing factors were intrusions, depth of cover, fault zones and other geological disturbances, methods of work, pressure and type of gas.

Brief descriptions of several types of unit pulverizeI' are given and the functioning of the components that crush, carry, dry and classify the coal is considered. A distinction is drawn between pulverizers which crush particle beds and those .operating by free-crushing. Brief discussioiJ. of the influence of pulverized fuel quality on boiler operation and of pulverizing costs concludes the paper.INTRODUCTIONModern coal pulverizers function as carriers of materials and as crushers, as dryers and as size classification machines and, thus, the unit pulverizer comprises. several components that normally function as separate apparatus. The controls of the unit pulverizer must have sufficient flexibility to accommodate rapid variations of boiler load or coal quality. Further, the machine must be robust, yet easy to maintain preferably at annual intervals-so that maintenance costs are small (for coal is a relatively cheap material). Usually, the full load of a modern pulverized-fuel fired boiler can be raised with one pulverizer off-line. All coals, from anthracites to brown coal, may be prepared as pulverized fuel (hereafter P.F.) .Each pulverizer of a direct-fired boiler has, broadly, to supply the burners with coal powdered so that about 80 per cent passes a 200 B.S. sieve and only a small proportion, less than about 10 per cent, remains on the 100 B.S. sieve. The classification processes must prevent any appreciable proportion of coarse particles in the P.F. and yet not return excessive proportions of "finished" fines. Under the Town and Country Planning Act 1977 the Ministry of Works and Development has a responsibility for providing information to local and regional planning authorities on public works and matters of national development and importance, for the exercise of their responsibilities under this Act. One such matter which has recently become a source of concern is the development of South Island lignite. In 1979 the Ministry of' Energy produced a position statement outlining a programme of' research leading to the possible extraction of lignite in Southland or Central Otago for conversion into about 50 per cent of New Zealand's liquid fuel requirements by 1995. Understandably this possibility has caused considerable concern at the local level, expressed particularly by bodies such as Federated Farmers and the local authorities. In the absence of any factual knowledge short of mere conjecture been able to recommend to local authorities is that they limit their planning period to ten years. After this time more information regarding the size, nature, location and certainty of the proposal will permit a more accurate assessment of the implications of the York. While on holiday earlier this year I took the opportunity to visit opencast mining areas in Germany and England to gain an appreciation of the scale of impacts involved and discuss with those concerned the procedures used in planning for such operations. What follows is a brief description of these operations, a comparison with the likely development in this country and the extraction of what may be some relevant principles of' operation for the planning of an environmentally acceptable project. Many people are familiar with the use of marine echo sounders which are used by fishermen to monitor water depth and locate schools of fish. Similar technology has recently been used in some West Australian mines to provide detailed maps of ore contacts and other geological structures. Whilst drillhole intersections provide details of the location of a contact at a point, echo sounding can be used to obtain a continuous profile of the contact. A series of profiles together with drillhole intersection data can be used to build a more accurate geological model than can be inferred from drillhole intersections alone. The benefits of this are more complete ore extraction, less dilution and the ability to make more informed financial decisions. This paper presents a case history which demonstrates the successful application of the technology.

Northparkes is located 27 km north of the township of Parkes in central New South Wales, Australia. The operations consist of underground block cave mines and an ore processing plant that produces high-grade copper and gold concentrate. Production is currently sourced from the E48 Lift 1 block cave mine and open cut stockpiles. Mining commenced at Northparkes in 1994 as an open cut operation. Underground block cave mining began in 1997. Northparkes was the first mine in Australia to use the highly efficient block cave mining method, which relies on gravity and natural rock stresses to fragment the ore.An issue affecting production in 2011 was the stability of the E48 mine. A small portion of the drives on the extraction level began to deteriorate as the ground support system failed. The problem was temporarily fixed by stopping production in three extraction drives and tight filling selected areas within these drives (and drawpoints) with low-strength concrete. This action provided immediate support and stability whilst allowing time to investigate potential ground support remedies. From these investigations it was decided to use resin injection technology and additional ground support to stabilise the rock in the aforementioned extraction drives as the concrete plug was excavated in a controlled advance and sequence. This made the area safe and ensured the ongoing safe operation of the E48 mine. The redevelopment of one of these drives began late in 2011, with the remainder being progressively redeveloped over the next two years in order to maintain the extraction level stability.This paper looks at the strategies employed to safely re-open previously converged drawpoints and associated extraction drives that were subject to high abutment loading that was possibly associated with premature cave breakthrough.CITATION:Samosir, J and Snyman, L A, 2014. Leaching column techniques and microbiological methods have been described in detail in Madgwick and Ralph (1980) and Madgwick, Ralph and Sadler (1981).Sixty-nine kilograms of copper porphyry ore (0.4 per cent Cu, 2.7 per cent Fe) (particle size 2.4-11.2 mm; 60 The effect of sodium chloride (O.6M) irrigation on bacterial leaching of Bougainville copper porphyry ore was studied.Viability of suspended Thiobacillus ferrooxidants was reduced to less than 10 cells/ml in NaCI (O.6M) compared with 10' eells/ml in dilute II,SO, (0.01 M, pll 2). Salt irrigation had no significant effect on heterotrophic and sulphur oxidizing bacteria. Increascd short term recovery of copper (145 g/tonne/ 15 days) was followed by a marked decrease in tenors to less than 20 mg/litre/day compared with an acid leach, steady release, of 110 mg/litre/day. Resumption of acid leaching restored average solution copper to 46 mg/litre/day and the viability of suspended T Ierrooxidates to 10 cells/ml.Quantitative removal of sodium ehloride from ore particles was difficult and t races of NaCI remained for more than 200 days.

The authors review the literature and discuss the application of methods to the design of thickeners for ilocculated metallurgical pulps. The use and evaluation of flocculents is described. Experimental data show that design based upon laboratory settlingdata is acceptable. The economic aspect of design is also discussed.INTRODUCTIONFor many years there has been little change in the methods for the design of thickener installations. While modifications have been made in the method of applying the data all methods have been based on the observee settling rate of the solids. The development of a theoretical approach based on physical data would involve so many variables which affect the settling rate that the more practical approach of direct observation seems unlikely to be replaced as the basis of design.The advent of synthetic fiocculents has introduced a modification in operation which affects design and should be considered. The authors review the subject and attempt to bring it up to date with present day procedure. Until recently the original work of Coe and Clevenger (1916) remained the basis of thickener design. They described their observation of the different zones encountered in settling, namely clarification, feed, transition, and compression or thickening- zones. The solids pass through the transition zone in settling from feed density to some higher density where settling ceases and ·some compression or compaction effect controls. the density obtained. The point at which the settling zone ceases to exist is known as the critical point.

A clear understanding of the meanings of terms is important when discussing a project. Whether it is a submission, an investment study, a feasibility study, an environmental impact statement, an estimate, a tender, a contract, or a close-out.report, the need for all parties involved to understand what is under discussion or what has been written is paramount. The clarity of definition and the level of understanding can affect the outcome of the project. It is vital that all parties know what is wanted, what is expected, and what it will cost. This paper draws attention to some of the problems that beset many projects, clients, project managers and contractors, and it is hoped that its presentation will encourage us to pay more attention to defining what it is that is required. Ultimately we should all be the richer for having defined and understood the requirements at the beginning rather than at the end.

The stratigraphy of the Western Coalfield is briefly reviewed and the important units of the Lithgow Coal Measures, particularly the coal seams, are defined. The possibility of coal measures of Tomago age ocurring near the edges of the Sydney Basin is discussed onpresent evidence.Using data obtained from unpublished drilling records, detailed structural, isopachous and lithofaeies maps have been drawn. These show that the structure of the coal basin has been influenced by the underlying basement in many ways.The prominent jointing in the overlying Triassic sandstones is discussed in relation to jointing in the coal measure sediments.It is concluded that in addition to the general knowledge obtained with respect to the coal basin, useful information regarding coal quality and quantity can be gained by the study of broader sedimentary and structural features.INTRODUCTIONThe term "Western Coalfield" covers approximately the area from Katoomba to Rylstone, together with the smaller, separate Ulan area (Fig. 1). The area studied is part of the great sedimentary Sydney basin named by Osborne (1948). The first discovery of coal in Sitlt in the area was made in 1824 by Andrew Brown, although George Bass noted the presence of coal float in the Grose River in 1797. Production is recorded from the Western Coalfield in 1838 but mining was intermittent until 1868 when mines in the Lithgowvalley (producing coal from the Lithgow Seam) came into production. In 1882 the Katoomba Seam was first worked at Katoomba.The work of J. E. Carne (1903, 1908) defined the limits of the Coal Measure sediments and also contributed a great amount of valuable detailed information about the region.

The grade of ore at Marvel Loch mine is directly related to the presence or absence of shear zones and quartz-sulfide-rich hornblende (¦ diopside) veining within areas of plagioclase alteration. An experienced geologist can identify these features in hand specimen. Practical rules have been developed to assist this visual identification. The structural sites and styles of alteration and veining most conducive to gold mineralisation have also been determined. The work has enabled a better understanding of the geological controls on mineralisation at Marvel Loch, and has clarified geological understanding for optimisation of grade control modeling, ore block mark-ups, and minimisation of ore loss and dilution during excavation. In addition to this, it has enabled a detailed understanding of mine scale structural controls, geometry and relative grade relationships.
