Sustainability in its simplest assessment has been defined as æmeeting the needs of the present without jeopardising the needs of future generationsÆ. For the mining industry alone, this statement could indeed be interpreted by the many cynics in our community as an oxymoron; as miningÆs very existence requires the extraction and consumption of finite resources. However for the future of industry as a whole, the integration of mining, minerals processing and manufacturing presents us with a unique opportunity to achieve sustainability through the continued supply of metals and materials for society, in a manner which can achieve positive social outcomes through a triple bottom line approach.The Kwinana Industrial Area has been Western AustraliaÆs premier heavy industrial precinct for more than 40 years and its prevailing level of prosperity will ensure it remains a significant contributor to the State economy through the 21st century.The Kwinana industries depend on each other for the production of essential raw materials vital to their manufacturing and refining process, an innovation that also has significant environmental benefits.Formed in 1991, the Kwinana Industries Council strives to foster positive interaction between member companies and with the local community.The aims are:to co-ordinate the activities of Kwinana industries on a range of common issues; provide effective liaison with the local community; promote a positive image of Kwinana industries; highlight contributions to the community by Kwinana industries; and work towards the long-term viability of the Kwinana Industrial Area. The continuously growing demand for rare earth elements (REEs), in combination with the crisis of 2009 and the price spike of 2011, has initiated a treasure hunt for rare earth deposits all over the world in recent years. Since then, commodity prices have declined and are now quite stable, yet the world is still dependent on China’s dominance of the market and its export policies. Exploration is unremitting and numerous resources of potential interest have already been revealed in many countries; however, proceeding to mining operations is not that simple, especially when it comes to the exploitation of rare earth deposits. Evaluating the feasibility of a mining project is always a unique, sensitive and rather complex process that depends on multiple criteria.This paper focuses on clarifying the present and future global situation in the development of respective deposits and on identifying rare earth-specific criteria that influence the overall feasibility assessments of any potential (especially underground) mining projects. Environmental impacts, legislation issues and the presence of radioactive pollutants are some of the notable boundary conditions that govern rare earth mining operations and need to be taken into consideration. Furthermore, the balance problem between the supply and demand of the different REEs can determine decisively whether a deposit of specific REEs is economically exploitable. For this reason, evaluations are made regarding the future strategies to be enacted in order for the rest of the world to detach itself from this situation. The ultimate goal of these evaluations is for them to be incorporated in an overall assessment tool for rare earth underground mining procedures that will be implemented in real case studies to determine their sustainability.CITATION:Barakos, G, Mischo, H and Gutzmer, J, 2015. Access to secure and reliable water resources is fundamental to the minerals industry. In recognition of that requirement, and cognisant of extensive contemporary public water debate and reform initiatives in Australia, the Minerals Council of Australia (MCA) approached the Ministerial Council on Mineral and Petroleum Resources (MCMPR) proposing the establishment of a Joint Working Group to prepare a framework of strategic principles to ensure responsible water management at a site and corporate level, manage risks and identify opportunities. The Framework provides high-level guidance on issues that should be addressed in water decision making across Australia in relation to mining and associated processing operations. It identifies principles and objectives for adoption in four areas, viz: valuing water, strategic water planning, implementation, and engaging stakeholders. Given the high level nature of the Framework, and its national application, it does not seek to replicate detailed guidelines already widely available in each state and territory on operational water management practices and associated regulatory issues at mine sites. The Framework includes a series of case studies from across Australia that demonstrate where strategic thinking, wise water management and close consultation with stakeholders has delivered better water use, more profitable operations and excellent community/stakeholder relationships. The Framework was formally launched on behalf of MCMPR by the Western Australian Minister for Resources at the MCAÆs Sustainable Development Conference in Perth in October 2006. The ownership, policies, organisation, structure, market, financial considerations and communications of a large resource project vary significantly through its discovery, feasibility, development and production phases. The extent of these changes, from discovery in 1957 through to 1979, is examined for the Mt. Newman iron ore project in the Pilbara region of Western Australia and some of the factors that influenced it are detailed. This shows that only some of the influences are under the control of the mine owner/operator, despite their significant impact on the returns for the massive capital invested. The effect of the general business climate on the various phases is also examined.

High resolution, acoustic scanning technology has emerged in recent years as a powerful wireline tool for identifying the occurrence and orientation of structures and borehole breakout û the latter being a strong indicator of horizontal stress directions. While other wireline techniques such as dip metre and calliper logging can provide some of these data in a fairly rudimentary way, the quality and ease of interpretation of acoustic scanner logs provides a level of detail that significantly enhances the risk profile of the analysis which more than compensates for their additional upfront cost (MacGregor, 2002). As is often the case with such technology it is one thing to generate a data set that describes the attributes of the various features apparent in a log, and another to be able to analyse those data in such a way that their individual and collective impact on mine planning issues can be readily assessed (MacGregor, 2003). This paper describes a process for the interactive manipulation and visualisation of joint and breakout data to enable them to be effectively included in the mine design process.

There are a number of methodologies which can be used for the preparation of environ- mental impact statements. Selection of a method depends upon the type of project and the environmental characteristics of the area where it is to be built. Most methods are satisfactory for assessing impacts on the physical environment but less so for the biological. Major problems may arise in deal ing with sociological issues because value judgements are involved. Several methods of approaching problems of this nature have been tried with some limited success.

The selection of the ore haulage system is a key decision made in the development of an underground mine. The haulage system is one of the components that define a mineÆs ability to respond to changes in mining inventory and market conditions. The complexity of this decision for Telfer Deeps was affected by the realisation during the feasibility process that the true scale of the potential underground mineralisation at Telfer was still to be quantified. This paper provides an overview of the process used in the Telfer Project Feasibility Study to select an ore haulage system for Telfer Deeps. The purpose is to highlight the value of impartially approaching tasks of this type with a robust process. The process should be able to respond to issues identified as the task progresses towards the objective of finding the best solution for an ore haulage system for the mine. For Telfer Deeps, this process resulted in the selection of a haulage system built around a shaft. The systems considered during the feasibility are discussed and the components of the haulage system constructed for Telfer Deeps are described.

The determination of the "optimum pit limit" of a mine has long been considered as a fundamental problem of mine planning. A number of mathematical techniques have been proposed to solve this problem some of the more elaborate ones posing considerable computational difficulties for their implementation. Barnes and Johnson recently introduced "bounding techniques" to ease the computational effort required for determining the optimum pit. The aim of this paper is to point out and correct some errors in their techniques. A presentation of a general bounding algorithm is given.

Flue gases from electrical power station boilers, roasting, metallurgical and chemical plants could be treated by flotation using conventional flotation machines. The flue gases are introduced into the pulp instead of the air. The flotation media is a suspension of Ca(OH)2 or CaCO3 or a solution of NH4OH etc containing Na oleate as collector and frother. The SO2 and dust content of the initial flue gases were experimentally reduced by 100 to 1000 times in one flotation operation. The velocity of the flue gases through flotation machines could reach approximatively 0.4 to 0.5 m/s and more against 1.5 m/s reached in scrubber absorbers used for this purpose, but the quality of purification is expected to be better for flotation, which is essential for the cases of heavy polluted metallurgical and chemical flue gases. For some chemical plants the flue gases flotation media may be different and more suitable as compared to the above mentioned media. The proposed flotation method could be used for separation of dry grinded ores in the form of aerosols, with a realisation of flotation from a closed space (gas bubble in the pulp) onto the interface liquid-air where the particles are attached inside the bubbles.

A common problem for many mines is insufficient total primary airflow or insufficient airflow in the correct places as the mine changes over its life. This has a number of impacts on the business operation and may result in the need for a major and unexpected capital upgrade of the system, cancellation of a planned production increase, reduction in production targets, increased operating costs, failure to provide contracted metals to customers or acceptance of substandard conditions in the workplace. In some cases, it can even result in premature closure of the mine. In recent times, higher metal prices have given an expected economic boost to many mines, potentially prolonging their life but simultaneously requiring the mine to develop to deeper depths or requiring assets such as shafts and fans to have their service life extended. Insufficient primary airflow is a particular problem in deeper mines as the ventilation circuits become longer, more convoluted, have higher shock losses and the actual airflow requirements increase due to a combination of leakage, dispersion of the workings and the problems of managing the additional heat loads due to higher virgin rock temperatures and autocompression. This paper discusses the reasons why mines experience unexpected shortfalls in primary ventilation capacity with its associated impacts on metal targets, profits and frequently on the health, safety and morale of the workforce, as well as its productivity.

The mining and exploration industry is governed both directly and indirectly by a complex and constantly changing regulatory and legal system, yet few technical professionals realise the extent to.which they are affected and that they are personally liable for any breaches. These breaches may result in criminal or civil prosecution that could involve significant financial penalties (to the extent that all personal assets are at risk) and even imprisonment. Generally, a professional at risk should be able to mount a due diligence defence in order to avoid or mitigate these consequences. Mineral property and company owners, directors, managers and employees are at risk, as are consultants, contractors and suppliers of equipment or consumables. Whilst all are liable for their personal decisions to act (or failure to act) in managing operations or carrying out directions, as well as for the actions of others under their control, the focus here will be on the exposure of the consultant. Consultants are usually driven by an internal desire to perform to a high standard because of personal pride in their work and concern for their professional reputation. However, there are an increasing number of external requirements for them to be able to demonstrate, if necessary, that their actions were based upon reasonable grounds and that their work conformed to current best practice standards. If they cannot do so, they may face potential personal Liability.

Noranda Inc is a Canadian mining and metallurgical company with its activities managed through businesses in copper and recycling, zinc, aluminum, magnesium and various metals through its interest in Falconbridge Ltd. Noranda operates three base metal mines, three copper smelters, one copper refinery, one zinc refinery, one lead smelter and refinery, three copper recycling and sampling facilities seven aluminum producing facilities and one magnesium production facility in the construction stage. The mining side of Noranda has a strong history of open stope, cut and fill and shrinkage mining. The 1999 Noranda Annual Report lists a 206 million tonne resource located at Porphyry Mountain in GaspT, QuTbec. Mont Porphyre is a large tonnage, low-grade porphyry style Cu-Mo deposit that was discovered in 1994. It is located at a depth between 1.0 and 1.7 km below surface and characterised by a very competent rock mass. The Mont Porphyre resource is located adjacent to the town of Murdochville, close to NorandaÆs Mines GaspT operations. Mines GaspT closed its open pit and underground operations in 1999 after approximately 45 years of mining, but still operates a copper smelter near Murdochville. The low-grade and great depth of the Mont Porphyre resource suggested that mine design could not be based on the conventional Noranda open stoping mining practice. This paper will review NorandaÆs approach to evaluating the Mont Porphyre deposit. The approach included two definition diamond drilling campaigns, a review of current caving practice, an in-house scope study, a geotechnical logging program for diamond drill core and participation in an international study on cave mining. One interesting component of NorandaÆs approach was the scope study that involved a team of multi-disciplinary personnel drawn together for a short period of time. The objective of the scope study was to determine what conditions would be necessary to mine the deposit and to assess the merits of continuing with further exploration work. A review of current worldwide underground bulk mining practices, and in particular an evaluation of the applicability of caving mining methods, were key components of the scope study. The scope study team concluded that derivatives of caving could be applied to the mining of Mont Porphyre, but additional diamond drilling was recommended to further define the deposit and improve the level of geotechnical information. Following the recommendations of the scope study team, a diamond drilling campaign was completed during the summer and fall of 1997. The 1997 drilling campaign had two secondary objectives, in addition to the primary objective of defining the limits of the orebody. The first objective was to improve the level of geotechnical information available for the characterisation of primary block cave fragmentation. The second objective was to improve the delineation of a lower grade intrusive core. A geomechanical investigation was conducted and included particular emphasis on geotechnical data collection and analysis. A review of the actual data collection process, including several trials of different core orientation techniques, will be included in the discussion.

Corrosion is a chemical or electro-chemical attack on a metal by the surrounding medium, and it can be stated in general terms that a non-corrodible metal possesses that property either because there is no chemical action between it and the medium, or because the medium reacts quickly with the metal to produce a thin protective coating.When iron or steel is attacked by dilute mineral acids, for example, the products of the reaction are soluble and the formation of a protective film cannot take place; on the other hand, rusting produces a porous film which flakes away and offers little protection to the underlying metal. However, when chromium is alloyed with iron, its resistance to corrosion is improved because the films produced on such alloys become more adherent and tenacious as the proportion of chromium is increased. The current emphasis within the mining industry to reduce the cost of production has stimulated interest in the fields of maintenance and operational reliability of capital intensive mining equipment. From an economic point of view, high reliability is desirable to reduce the maintenance costs of the systems. Two graphical methods consider reliability analysis. The first one, the method of Total Time on Test (177)-plotting deals with the reliability data which are free from trend and serial correlation. The second method which is based on time dependent modelling approach deals with the data which are not free from trends and serial correlation. The examples show how these graphical methods can be used to calculate the optimal maintenance intervals for components or systems.

SustainabilityÆs imperative of economic development in tandem with social advancement and environmental protection is widely accepted, but much debate remains about the practical implications for the minerals processing technologies and practices for the future. Experience in other industry sectors however suggests that sustainability can be a value-adding framework for innovation in processing technologies, business models and management systems. This position paper explores how sustainability can drive innovation in minerals processing, by reviewing pertinent ideas and experiences gained in non-minerals sectors. Sustainable innovations can generally be broadly ranked from incremental to transformative, with each category having its own typical improvement potential, timescale and technological and operational challenges. This leads to a æmud mapÆ for sustainable innovation in minerals processing with three distinct tracks: eco-efficient operations; sustainable plant design and sustainable processing. Competing models for the sustainable innovation process through either forecasting or back-casting, have in common the strong reliance on vision, perspective and competency, which in turn highlights the importance of sustainability frameworks. Such sustainability frameworks provide normative goals and option elicitation prompts to assist with the analysis of current processes and scoping of more sustainable alternatives. A comparative analysis of five prominent environmental sustainability frameworks revealed three cross cutting sustainability themes that challenge current resource processing technologies and practices. These are: fate of materials (zero dissipation of materials); compatibility of materials and processes; and materials intensity of industrial products and processes. Although the sustainability concepts presented in this paper have not been extensively road tested in the minerals processing industry, there is ample evidence that recent initiatives in the Australian resource sector illustrate the applicability of the proposed framework. It is therefore argued that more in-depth assessment of sustainable innovation concepts would be a valuable contribution to the sustainable resource processing theory and practice.

In presenting size analysis data, one has the choice of various graphical techniques; each no doubt has been developed to highlight a particular aspect of the data. A frequency size distribution plot is used quite extensively to illustrate the importance of the finer size particles in iron ore granulation. However, the basis for such a plot is often not appreciated. As a result, cases of incorrect use can be cited. The aim of this paper is to extend the work of Alien (1981) and to provide, using examples and figures, a basic understanding of the implications of the various size distributions. A simplified method of presenting sizing data on a linear scale graph paper is presented and recommended. This involves a simple construction of a histogram of mass fraction versus particle size (in geometric progression).

Mining in Guyana dates back into antiquity and a brief history of gold and diamond mining and of the small-scale miner, the pork-knocker, is given. The gold and diamond deposits found on the beds and in the flats of old and present rivers and the current methods of investiga- ting these deposits are briefly described. Methods of mining these deposits including the small-scale hand methods of pitting and diving with or without helmets are also briefly described. 'The small-scale method of dredging using a suction dredge in conjunction with a diver is described in more detail, from its develop- ment to current practice, without giving too much mechanical and technical details. The organisation of the industry and the mining titles, laws and policy relating thereto are reviewed. A brief account is given of the socio- economic role of the industry. Conclusions are made regarding the need for improvements in existing equipment and financing and for incentives to stimulate production. The future outlook of the industry is con- sidered.

The South Australian mining regulatory framework has adopted a performance based approach to the management of risk. This approach has been in place in South Australia for more than 10 years and is increasingly being implemented in mining jurisdictions in Australia and around the world. Performance based regulation focuses on setting appropriate environmental outcomes to be achieved based on an assessment of the potential impacts associated with the development, operation and closure of mining projects. Measurable compliance criteria, including completion criteria, are set to demonstrate achievement of the outcomes. It is the responsibility of the proponent to propose designs and strategies that will achieve the regulated environmental outcomes and to demonstrate the implementation of their designs and strategies will achieve the outcomes into the future. Tailings Storage Facilities (TSFs) are significant elements of many major mines and each is unique with site specific factors such a materials to be stored, design, size, location, climate, sensitive receptors, operating history of the facility (i.e. changes to design), site culture and company capability amongst a range of other factors. Consequently a fit-for purpose approach is a key principle of best practice regulation of tailings management as it takes the site specific factors into account in setting appropriate outcomes for mitigating the identified impacts associated with a proposed development. Achievement of those outcomes through fit-for purpose, well designed management strategies would ensure safe, stable and economic storage of tailings in a manner that complies with all legislative requirements and presents negligible public health and safety risks. Tailings storage must also have acceptably low social and environmental impacts, both on and off site, during operation and indefinitely post closure. Achievement of environmental outcomes during operations and at mine completion can then be demonstrated to the regulator and community through public reporting of compliance with measurement criteria which establish the appropriate level of impact for each individual operation. A number of new mining proposals including tailings storage facilities (TSF) have recently been assessed and approved in South Australia. The location, size, design, sensitive receptors, public interest and therefore risk profiles of these TSF’s have varied substantially between these new mining proposals. These considerations were reflected in the assessment of the TSFs and the resulting mining lease conditions of approval including the environmental outcomes to be achieved over the life of the facilities.
