In the future, Illawarra Coal, the primary metallurgical coal producer in the southern coal fields of New South Wales, will face many unique challenges not found in other coal or minerals production areas. To manage these challenges and determine the best strategy for the business, Illawarra Coal has adopted a systematic strategic planning process, which starts from the broadest possible options analysis and culminates in a ægo-forwardÆ operating case that individual mine sites use as the basis for short-term planning. This paper will discuss two major topics. Firstly an overview of the Illawarra Coal and BHP Billiton strategic planning processes. This will demonstrate the range of variables and inputs that are required for the planning process, and the system which is followed to evaluate different alternatives for the extraction of the resource. Secondly, having discussed the primary external and internal factors that must be accounted for in the planning process, and the main issues affecting the viability and likelihood of each alternative, the paper will discuss the particular challenges that Illawarra Coal will face in the coming decades. These challenges include: market and price uncertainty; managing impact on surface features, infrastructure and environment; community interaction; transport and logistics constraints; unknown mining environments; lack of geological knowledge; limited surface access for new mining domains; changing attitudes to longwall mining in the Illawarra; ageing workforce; and cost and overhead management. The paper intends to discuss how these issues impact the business currently and how they are incorporated into Life of Asset plans and overall corporate strategy for Illawarra Coal.

The gabbroid-hosted nickel sulphide deposits of the East Kimberley constitutes one of Australia's most prospective emerging nickel provinces. Sally Malay Nickel NL (SMN), a wholly owned subsidiary of Gindalbie Gold NL, has established the East Kimberley Nickel Project (EKNP). The EKNP project tenements cover about 2000 sq km. The tenements cover the northern potion of a corridor containing mineralised or potentially mineralised layered mafic-ultramafic intrusions which includes the Ni-Cu-Co sulphide deposits at Sally Malay and Keller Creek. The Sally Malay deposit is located 225 km south-south-west of Kununurra (Figure 1). The sealed Great Northern Highway passes 3 km to the east of the deposit.

A trigger action response plan (TARP) provides a structured response to escalating levels of risk. In mining, TARPs are typically applied to primary hazards such as inrush, strata failure or heating. Necessary for the creation and deployment of a TARP is a monitoring system capable of detecting deviations from normal conditions. The advent of real-time instruments capable of measuring diesel particulate matter now permit decision-making within shifts to address possible overexposure. Deploying a TARP for diesel exhaust emissions can lower the probability of a person’s average exposure (over a full shift) exceeding the exposure standard by detecting deviations of diesel particulate concentrations from normal conditions. This enables pre-emptive action to mitigate or protect. Patterns of successful metallic mineral discoveries in Australia are analysed for the last three decades. A trend towards more discoveries of poorly expressed and blind ore- bodies is evident and can be expected to continue. Discoveries using traditional and conceptual geological techniques have proportionally declined but are expected to continue at a significant level for a decade or so. Improvements in the quality and numbers of geological exploration models and in the quality of available basic geoscience data have aided successful discovery in recent years. Although some orebodies for the Year 2001 have already been found maintenance of a strong mineral inventory demands that more and better geological models are applied. Empirical models need to be improved by critical multi- disciplinary integrated studies of mineral occurrence at all scales. New models can and will be developed by various means. If application of these models is made with all the innovation, initiative and unorthodoxy that can be mustered then new discoveries will result. Greater attention to the surface expression of orebodies will also lead to new discoveries. Review and follow-up of old data in the light of new concepts will provide yet another discovery route.

The Pacific Mobile Belt (PMB) is characterized by old origin and complex evolution both in time and space. As the global structure, the PMB is a narrow tectonic region dividing two plan-etary hemispheres, viz. the Pacific and IndoAfro-Atlantic ones, the relative shifting of which defines the character of many geodynamic processes in this belt. The PMB features inhomogeneity of structure, special matter composition characteristics, sharply broken-out topography, and intensive fields. Generalized anomalies of the gravitational field closely correspond to the PMB boundaries defined by the real features, i.e. the andesite line and distribution areals of Mesozoic-Cenosoic granitoids. The belt boundary position is controlled also by seismic velocity anomalies at a depth of down to 200 km. The modern PMB deformation is defined by the left-hand equatorial shift and rotation of the Pacific Ocean counterclockwise. This rotation is non-uniform in time and of an oscillating character. The motive forces of the phenomenon are considered.

With the advances in software speed and capability, many of us now are running multiple scenarios on entire models rather than just testing small areas or a few blocks. In the authors experience both the geological and geostatistical academic theory and our rules of thumb, often prove un-useable or incorrect in the real world we work in. The only way to truly validate and tune our models is to complete the entire model and ‘see if it works’. If it lacks some property we were expecting, then we need to find out why and/or run different scenarios to see what changes. This is not always possible with tight project timelines but we find ourselves doing more and more of this sort of thing, and in so doing, understand that every deposit is different and requires its own ‘rules’ to get valid and useful results. For the purposes of this paper, this process is termed Empirical Geostatistics. Take Clayton Deutsch’s ‘all realisations all of the time’ concept a step back. Before you even think of simulating, test the alternate realisations generated by alternate parameters such as different domaining, varying search neighbourhood parameters etc.

Global cement production accounts for about five per cent of man-made CO2 emissions (WBCSD, 2002). Such operating practices will increasingly be considered unsustainable, unless significant reductions in environmental impact can be realised by the industry.Slag is a high volume waste product from ironmaking, with about 300 kg of slag being produced per ton of iron. Critically, one ton of slag waste, if used as a replacement feedstock for Ordinary Portland cement (OPC), can prevent around one ton of emitted CO2 since no calcining is required. Slag cement blends can also show superior properties compared to OPC, such as lower heats of hydration and higher late strengths, but more development is needed to overcome their low early strengths. Rapid quenching of molten slag is required to produce æhydraulically-activeÆ binder when reacting with OPC; but water quenching can also require between five to ten tons of water per ton of slag at the plant. æDryÆ granulation (atomisation) is emerging as an alternative technology, the resulting solid product does not require drying, and possibilities exist for recovering heat energy from the hot slag.CSIRO Minerals has well-developed skills and equipment in pilot-scale pyrometallurgical treatment, and granulation of molten slag, including traditional wet, and also dry methods. Techno-economic desktop studies can also be used to help quantify factors such as value-adding of treated waste products, potential reductions in CO2 emissions and carbon credits, reductions in water consumption, and the possible decreased energy costs associated with fine grinding of dry slag granulate.The authors will present preliminary results from slag atomisation/dry granulation testwork (0.5 - 2.5 kg scale) and associated modelling studies, conducted using a æsyntheticÆ and industrial ironmaking slag. Outcomes from a techno-economic study on production of cement utilising wet or dry atomised slag granulate will also be discussed in detail.

A probabilistic system for autonomous tracking of excavated ore in mining would be highly valuable. Currently, mine sites can have a vast array of sensors; examples include excavator load cells, bucket volume estimators and haul truck strut pressures which can be used to gather information about the excavated ore at different locations. These sensors can be utilised efficiently to increase the accuracy of mine estimates by introducing a real-time ore tracking system. This requires the introduction of a probabilistic ore tracking framework to consistently fuse information from any sensor input. Current modelling practices are manually intensive, deterministic (no recognition of the quality of data) and generally not a complete end-to-end system. This paper will provide a novel method for tracking extensive ore properties (mass, volume) and intensive ore properties such as chemical composition (eg Fe per cent, SiO2 per cent, Al2O3 per cent). This method is proved to ensure that correct correlations between states are conserved as material is transferred, combined and/or separated at different locations with any configuration of sensor inputs. This ensures that consistency of estimates is maintained and other benefits such as real-time probabilistic reconciliation can be implemented. A method for combining material of different mass and chemical compositions is also developed to enable accurate and efficient operation of the system. Representative experiments on a small-scale and a larger field trial which mimic the mining processes of excavation, haul and unload to ROM Stockpile will be used to verify the approach.

On the 1 June 1978, the Town and Country Planning Act 1953 was replaced by the revised and more comprehensive Town and Country Planning Act 1977. The new act brings in some substantial changes to the law affecting regional and district planning, and for the first time makes provision for maritime planning. The importance of the Town and Country Planning Act 1977 to the Mineral industry is primarily in the relationship between Regional Planning Schemes and District Schemes as the needs and resources identified in a Regional Planning Scheme will override the underlying District Schemes. The mineral extraction industry must be recognised as a regional responsibility which draws on the resources of a region to satisfy the demand of the communities within that region rather than a purely local operation within one District.

With the increasing rate of tailing production worldwide there is a growing concern about the hazards of tailings storage facilities (TSF). Past and current mining, processing and waste disposal strategies that focus on the extraction of the valuable minerals, and an economic assessment only, are no longer suitable. Social implications and environmental legacies must be included for effective evaluation. This is possible by using an integrated assessment framework to evaluate more alternatives, including the production of additional saleable and benign streams, alternative tailings treatment and disposal as well as options for reuse, recycling and preprocessing of existing tailings. Tailings are not viewed as a final waste product but as part of the resource. From the sustainability perspective the models developed in integrated research programs will contribute to more effective methods for assessing different scenarios and potential processes and lead to better environmental management, increased production of benign tailings and improved efficiency of water and energy use and thus more responsible resource stewardship of the ore resource.This paper presents preliminary results from a multiyear research program on integrated tailings management at the Sustainable Minerals Institute (SMI), The University of Queensland, called ‘Designer Tailings’. The project involves the gathering of experimental and observational information on tailings biogeochemical processes to design and modify the range of activities within mineral processing plants, upstream characterisation ore and gangue, and downstream tailings management for desired tailings properties and outcomes. The application of new and currently practised mining techniques in new areas and at greater depths necessitates considerable and immediate research effort. This effort is aimed at identifying the factors which make a particular method suitable and economically viable in a given geological, structural and operational environment. These factors, together with greatly enhanced knowledge of a deposit at the exploration and planning stage, allow selection of the most appropriate and efficient mining method in a new area such that coal resource recovery is maximised in a cost effective manner. Current research and future requirements for research into mining methods and associated equipment and mine services are reviewed.

This paper describes the new iron and steelmaking process recently commissioned at NZ Steel. Ironsand mined and concentrated at Waikato North head is slurry pumped 18 km to the company's Glenbrook works. Ironmaking includes the direct reduction process pioneered at Glenbrook in the 1970s and a new continuous electric melter. The molten, high carbon pig iron produced is then fed to a vanadium recovery unit and on to the KOBM oxygen steelmaking vessel. Steel is cast into billets or slabs. The new plant, which is the first stage of a fully integrated works at Glenbrook, raises New Zealand Steel's production capacity from 150 000 t/y to 750 000 t/y.

The Australian Mineral Industries Research Association, set up by the mineral industry in 1959, acts as a research and development broker and manager for the industry. In 1984/85 it contracted out just over $3 million of projects. Its structure and method of operation is described and highlights of some of the successful projects are given. The complex process of developing new proposals is described. This involves the establishment of effective communication networks within the industry and between the industry and research personnel working outside it. The advantages of the industry tackling some of its problems on a jointly sponsored basis are listed. Possible avenues for future development by the Association are given.

During the last decades, maintenance has changed from an ordinary repair activity to a complex function that plays an essential role contributing for the companyÆs results. The increasing level of complexity of modern equipment motivates maintenance personnel to improve both techniques, and management systems, in order to face the new challenges. Managing properly those modern means of production requires knowledge of methods and planning systems, controlling and performing maintenance tasks, in such a way that two objectives are achieved at the same time: system efficiency and cost-effectiveness. This paper shows CVRDÆs experience on evolving and implementing a model to plan and manage maintenance activities in order to achieve a higher level of performance on its operations.

This paper reviews the need for, and potential of, dry technologies in mineral processing, and considers the problems that will have to be solved for such technologies to be economic. The need for water in conventional mineral processing is reviewed, together with the advantages and disadvantages of operating wet and dry. A wide range of dry processing techniques have been developed in the past, some of which are in routine use either in mineral processing or in allied industries. However more information is needed to determine which of these is appropriate to replace conventional wet processing. It is concluded that a new paradigm is required for the design of processing flow sheets, which will need to extend to innovative ways of valuing particular process routes. Research is also required to develop current dry methods to increase throughput and overcome other disadvantages, and to develop new or refined dry separation methods, perhaps exploiting alternative mineral properties.

Research activities to classify the quality of iron oxides have a long history but most of such activities are for the existing processes such as blast furnace or DR plant. Therefore the newly developed process, such as the COREX process, needs new standardisation although some basic functions of the new process have similarity to the existing processes. Many researchers (Hauk, 1990; Cho et al, 1998) in the field of COREX process have conducted investigations since the early stages of the process development and activities are underway for further plant optimisation. As Agrawal and Oshnock (1995) pointed out, because coke is not included in the COREX reduction shaft the strength requirement of the feed materials in COREX process will be more demanding than that in the blast furnace. This condition is similar to Midrex DR plant but the main reduction gas of COREX plant is carbon monoxide generated from coal combustion while that of Midrex DR plant is hydrogen from natural gas.

We have been exploring for minerals in Australia for over 100 years and our methods are constantly improving - but why do we pros- pect? Is the effort justified? Obviously the main motive is economic gain. It is now and always has been but conditions are changing rapidly. Once it was the prospector who could cash the nugget. Then it was the syndicate, the small company, an amalgamation of small companies, the large company, the corporation; the multinational corporation - where do we go from there? Early there was personal satisfaction and excitement in out-door activity which gave scope for individual energy, hope and in some cases reward. There still remains the satisfaction, either individual or corporate that a mineral discovery creates new wealth and makes a contribution to the nation's well being. Parallel with developments has always been the growth of restraints on exploration, frequently out of phase with the current mineral developments - miners' rights, licences, titles, royalties, mining laws and regulations, taxation etc. As the operations have become more complex so the restraints have become more confining until it is now very necessary to question whether the chances of economic gain justify the risk and responsibility of mounting costly mineral exploration leading-to extensive capital development.

This paper deals with the Australian taxation laws, and in particular the income tax laws, as they apply to mineral exploration and development both in Australia and off-shore. The Australian tax laws are imposed principally at a Commonwealth level. The most important Commonwealth taxes are Income Tax, including Capital Gains Tax, Fringe Benefits Tax, Sales Tax, Customs Duty, Excise Duty and Bank Accounts Debits Tax. The States of Australia impose Stamp Duties and Financial Duties, Payroll Tax and Land Tax. The Australian Income Tax Law including Capital Gains Tax, is the most significant tax in the country. The principal features of the income tax law are as follows: tax is imposed on a taxable income being the assessable income less allowable deductions; a full imputation system of company tax applies; a foreign tax credit system applies to both companies and individuals; capital gains are taxed as income and subject to income tax rates but the gain is inflation adjusted. Australia has negotiated tax treaties with most of its trading partners based on the OECD model; and special tax concessions apply to the mining industry.
