The brown coal resources of the Latrobe Valley, which include over thirty thousand million tons of coal suitable for open cutting, provide the main source of fuel for the power generation for the State of Victoria. They also provide the basis for the development of a supply of cheap hard fuel for industrial and domestic use, and for the development of the Lurgi process for manufacture of town gas for most of the State. The production of hard char for metallurgical processes and liquid hydro carbons will each, no doubt, play its part in the industrial growth that will be based on these resources.The State Electricity Commission of Victoria, which has been allocated the task of developing these deposits since the early 1920's, is faced with problems of economic selection of deposits for development, and excavation and transport of huge tonnages of coal and overburden-in this year, 19'59, about 12,000',000 tons of brown coal will be won, and over 7,000,000' cu. yd. of overburden will be removed in the four open cuts operated by the Commission; by 1967, eight years from now, the demand will have doubled.This paper deals with the nature and importance of various factors effecting the planning of the development of these resources. It is in essence an introduction to the papers by C. S. Gloe, H. C. G. Rodgers and J. M. Alexander, also being -presented at the Institute conference in Victoria in August, 1959.INTRODUCTIONIt is the intention in this paper to define the factors that come under consideration in the planning and development of the brown coal fields in the Latrobe Valley, whose exploitation by the State Electricity Commission of Victoria was initiated almost 40 years ago. It is proposed to enumerate, and in sorile cases evaluate, the physical and economic criteria that play their part in determining planning for the future.

This work was instituted to investigate the microscopic structure of brown coals by means of microtome sections cut from them. It was found to be essential to impregnate the coal with some material prior to cutting, because of its powdery and crumbly nature. Of a number of impregnating materials tried, e.g., glycerine gum, gelatine, by far the most satisfactory was paraffin wax. Samples of brown coals for section cutting must be moist. When obtained, they should be put immediately into air-tight tins, and, if they are not to be used for some time, it is desirable to keep them under water containing a small amount of formalin. If the sample is allowed to dry in air, it becomes too hard to be cut. It cannot be softened again even by prolonged soaking in water.PREPARATION OF COALSmall rectangular, blocks were cut from the sample with a chisel and a strong scalpel. The largest block prepared was 3·2 x 2·5 x 0·6 cm. The faces of the block from which sections were to be cut were approximately levelled before treatment. The block was then painted carefully on all sides with two coats of warm aqueous agar, approximately 2 %. This prevented crumbling and breakage of the block during treatment. When the agar was set, the block was placed in water, and all the air removed with a vacuum pump. The water was replaced first by alcohol, then by chloroform, by the usual step transference of a series of liquids, in each of which the block was placed for 24 hours: Ethanol %, 10, 20, 30, 50, 70, 85, 95, 100 (three changes); Ethanol-chloroform, 3: 1, 1: 1, 1 : 3, chloroform pure (three changes) '. DURING the four years, 1922, 1923, 1924, and 1925, China produced the following quantities of non-ferrous metals and ores: Antimony Products - 67,869 (long) tons. The production for 1925 was 20,869 tons, of which 80% was regulus, 14% crude,and 6% oxide.Arsenic (White) - 4200 tons. The production for 1925 was 1200 tons, but only 90 tons were exported, some 25% of which to Hong-Kong, France, and U.S.A. each, and the rest in small lots to other countries. Domestic consumption was 1110 tons, and thelocal price for "cake" was around £47 per ton on 1925 exchange.Arsenic Ore (Realgar) - 1400 tons.Lead Ore (Galena) - 44,853 tons. The production for 1925 was 10,853 tons, of which 16%, produced in Korea, went to Japan, and 84% produced in Hunan, went to Europe.Manganese Ore (Pyrolusite) - 142,567 tons. The production for 1925 was 42,567 tons, of which 94.3% went to Japan.Tin Ingot - 33,480 tons. In 1925 the exports to Hong-Kong were 8880 tons of usual rough tin of 94% to 96%. Most of this was refined to No. I Chinese quality of 99.3% and exported to U.S.A. and Europe, owing to the good price ruling.Sulphur - 12,000 tons. Sulphur is included in this list in order to explain how its production led to the discovery of some other ores.Wolfram - 19,668 tons. The production in 1925 was 5868 tons, most of which came from the Quee Mee mountain district in South Kiangsi, from the detrital deposits. A microcomputer based control system has been developed and implemented at ZC Mines (now Pasminco Mining). The control system maximises throughput at a product size set point while maintaining a "safe" cyclone underflow and mill operating pulp density.To characterise mill and cyclone operation over a range of ore types, 60 circuit surveys were carried out by ZC Mines personnel over a period of four months. The data for each test were model fitted to check for data consistency and to accurately estimate circulating loads.The model fitted results were combined with instrument readings (including in-stream analysis probe assays) and the data checked for ability to predict key variables such as product size and underflow density from measurable inputs.In the resulting control scheme, panicle size and underflow density are not monitored directly, but are predicted by regression equation models based on directly measured variables. The tonnage control loop uses a dynamic model to maximise responsiveness.The system provides a data log output to an mM compatible personal computer at programmable intervals. Comparative data logging over a period demonstrates substantially smoothed circuit performance.The grinding control system was originally implemented using Fischer and Porter micro-DCI controllers. The program has also been implemented on a distributed control system using a sequence oriented programming language.

Over the years there have been occasional references in the literature to the activating effect of cyanide in galena flotation with xanthates. These have usually been associated with the processing of lead-zinc or copper-lead-zinc ores. Bubble contact curves for the pure galena-xanthate system show a flotation edge at pH 10.4 independent of sodium cyanide concentration which was thought due to hydroxyl ion, not cyanide ion.Flotation tests were conducted on samples of Mount Isa lead-zinc ore using varying concentrations of sodium ethyl xanthate and sodium cyanide. At low collector concentrations, galena recovery kinetics improved with sodium cyanide addition, and the higher the cyanide concentration, the higher the galena recovery rate. At higher collector concentrations, galena recovery rate was independent of sodium cyanide addition.For a given collector addition, the lead grade-recovery curve shifted to an improved position with increasing sodium cyanide level. For the same recovery there was an increase in the lead grade with increased sodium cyanide addition, and this increase was most dramatic at high sodium cyanide concentrations.The presence of sodium cyanide during the grinding of Mount Isa ore caused surface passivation of the iron sulphides and possibly the sphalerite.These sulphides, therefore, reacted with less of the oxygen present in the pulp, hence more oxygen was directed to the surface of the galena. This resulted in an enhancement in the total amount of xanthate adsorbed on the galena that is reflected in the improved flotation response of that mineral.

In response to requests from the iron ore mining industry, the Commonwealth Scientific and Industrial Research Organisation (CSIRO) Division of Mineral Physics has developed a number of bulk analysis techniques in which analyses are obtained directly from ore samples weighing many kilograms or from ore located on conveyor belts.Because penetrating neutron and gamma radiation is used, measurements are obtained from a large volume of ore, which ensures thal the analyses are represelllative of the bulk.Two different gamma-ray techniques have been developed to measure iron ore grade. The first is based on backscallering of 60CO gamma rays, while the second involves measurement of the annihilation radiation which arises when the ore is irradiated wilh 226Ra gamma rays. Both techniques measure the iron concentration with an accuracy (1 s) of better than 0.4% Fe.A thermal-neutron irradiation technique using a 252Cf neutron source has been developed for the simultaneous determination of iron and the aluminium impurity (expressed as AI2O3) in iron ore fines on a conveyor bell. Because the conveyor speed must not exceed about 0.05 m/s, if good accuracy for AI2O3 is required, an auxiliary analysis bell is required Lo avoid inLerference with normal ore processing. Dynamic trials have demonstrated that accuracies of 0.6% Fe and 0.1% AI2O3 can be obtained.

How to monitor and control the support and surrounding strata system on a longwall face effectively is one of the major research problems in ground control. Based on observations on movements of the support and surrounding strata of face No. 2703 of Dongpang colliery, the relationship between the downtime related to support and surrounding strata and other influential factors is analysed systematically in this paper. Monitoring indices and control measures are then determined by taking corresponding downtime as an objective function. When the monitoring method, developed from the above findings, was used on face No. 2703, the downtime due to support and surrounding strata was remarkably reduced, and the face advanced Normally.

Properties of surface films on chalcopyrite and pyrite differ due to variations in the mechanism of oxidation of the two minerals. In the case of chalcopyrite the first step in the oxidation is the release of iron as ferric ions, which hydrolyse depending upon conditions prevalent in solution. The iron oxide/hydroxide layer formed by hydrolysis of ferric ions is quite porous and easily detachable from the surface of chalcopyrite. When the surface oxide layer is detached a sulphur-rich layer is exposed making chalcopyrite hydrophobic. The thickness and properties of the sulphur-rich layer determine its flotation response, both in the absence and presence of collectors. In the case of pyrite, on the other hand, iron is released as ferrous ions which require much higher pHs to hydrolyse. These ions remain adsorbed on the surface of pyrite making the surface hydrophilic. When the iron species are complexed with chelating agents such as ethylene diamine tetra acetic acid, pyrite was hydrophobic. Siderite forms in the presence of carbonate ions, which might be present in several flotation systems. Siderite nucleated on isolated sites at the surface. The presence of such a precipitate is likely to influence the interaction of pyrite with various reagents thereby altering its flotation behavior. To determine the mechanism of oxidation, kinetics of oxidation of chalcopyrite and pyrite was studied using several electrochemical techniques, namely, cyclic voltammetry, polarisation and impedance spectroscopy. Floatability of the minerals was investigated by measurement of contact angles on mineral electrodes and by Halimond tube flotation. Impedance spectroscopy was especially useful for estimating various properties of surface film for both the minerals. Properties such as charge transfer resistance, porosity, and capacitances of the surface films on the two minerals are compared under several conditions of oxidation. These properties were found to be a strong function of the rate and the extent of oxidation.

A system for rapid on-line determination of weight percentage coal in slurry and weight percentage ash in coal has been developed at the Julius Kruttschnitt Mineral Research Centre, University of Queensland. The gauging system is suitable for use with coal flotation slurries or slurries having a maximum particle size of about 1 millimeter. The system is based upon measurement of gamma ray transmission; radioisotope sources emitting photons of two widely different energies are employed. The inaccuracies of measurement that would normally result from variable amounts of air entrained in the slurry are substantially reduced by pressurising the slurry to approximately 2MPa (300 psi) using a Mono pump. The equipment can be used to make measurements on more than one slurry stream by pumping streams sequent- ially. The system is being tested at the Peak Downs Mine of the Utah Development Company in Central Queensland. This paper describes the theoretical principles of the gauge design, the experience gained to date in the commissioning of the equipment, including the installation of a PDP 11/03 computer, and the progress made in developing satisfactory interpretations of the gauge count-rate output.

The easiest way to mine valuable orebodies is through the use of explosives and well-planned blasting layouts that produce fragmentation profiles designed specifically for conveyance equipment in underground mines. The design of blasting patterns is specific to not only the explosives being used but also the rock or ore type being fragmented. Many blasting designs are based solely on the experience of those developed for similar orebodies in terms of properties and orientation or individuals that have some blasting experience.The primary technical objective of this paper is to outline a unique methodology for determining underground blasting methodologies (developing specific blasting parameters) commensurate with explosive energies and rock/ore equations of state for a narrow-vein gold property located in Northern Quebec and for underground mines in general.The procedures developed are to define the desired fragmentation specification so that a specific thermodynamic break is generated, taking into account powder factor, energy factor, tonnages, explosive energies and distribution along with blasthole diameter and orebody orientation for a specific set of explosive and dynamic rock/ore properties. Determining dynamic modulus values for the ore using seismic sensors to measure P- and S-wave velocities, the aforementioned parameters will be utilised to set the design constraints to maximise recovery and minimise overbreak and dilution.New underground blasting software (AEGIS) will use thermodynamic break in conjunction with defined fragmentation profiles to create an array of blasting parameters used to design and plan ring layouts. This software will also allow mining planners, prior to drilling and loading a production blast, to appraise future intended blasting patterns to minimise the potential of diluting ore with host rock and the likelihood of damaging mine support structures.CITATION:Roy, D, Williams, T and Preston, C, 2015. For the past five years the University of Queenslandhas, through its various workshops, been preaching to Australia that there was a potentially hazardous situation from earthquakes for urban Australia. A few people outside The University accepted this, but largely the warnings fell on deaf ears.The 1989 Newcastle earthquake changed that per-ception. The most important lessons to emerge from Newcastle were (i)the realization that in continental areas small earthquakes cause widespread damage:(ii)the local geology of an area is of great importance in the damage done by an earthquake.These two factors clearly indicate that, in the future, we must take far greater account of the "Urban Geology" of an area. This paper discusses the need for urban geology and its impact on seismic risk and compares that with the traditional methods of assessing seismic risk.

The ready availability of powerful desktop workstations, which combine 3D real-time graphics and processing speed better than that of supercomputers of a few years ago, now allows the cost-effective solution of real world geomechanics and underground mining strength simulations. The inclusion of geotechnical factors such as rock joints and porous flow on strength and stability are discussed together with the range of available deformation and failure models for soil, rock and concrete. This paper describes the capabilities provided by finite element graphics and analysis software for modelling and sequential investigation of both excavation and lining, or rock bolting, construction sequences. Examples of the use of finite element models in mining are also included in the paper, together with a discussion of the required people, software and computer hardware resources required to achieve timely and productive results.

Woodlawn Mines began underground operations in 1986. At the time of going underground it was envisaged that there would be no 'contract' payment to the underground employees. This was a relatively unique step to make, especially as most major underground mines in Australia relied heavily on the contract system to motivate their workforce. (Obviously with varying degrees of success.) Woodlawn faced the task of motivating their employees through a multi-skilled system with a great emphasis on leadership and a genuine care for their employees. The 'proof of the pudding' is that Woodlawn has not lost any time over industrial issues since beginning underground operations in 1986. To achieve success in any operation the organisation must not only be advanced in its management principles but also be prepared to be innovative in the way it deals with physical problems, ie ground control, equipment selection and maintenance. Difficult ground conditions at Woodlawn have necessitated the deployment of two Cabolt Jumbos and the construction of cost-effective shotcrete systems. The shotcrete system now being built has been tested in a prototype form and is proving to be a safe and simple way to manage weak, low stress friable ground. Although the ground at Woodlawn has low stress component by virtue of the fact the ore can have a density of 4.5dm3, cable dowelling has become a necessity. The two cable dowel jumbos install high quality reinforced cables. The pressure of 'production' means that these machines must be consistently available for use and the training of maintenance personnel and operators ensures that a maximum of cable dowels can be installed over any given time span. In any modem mine ventilation is a primary concern and the major area of concern comes from the vehicles themselves. In our recent replacement for the standard 'Toro' loader, three engine options were considered. A relative newcomer to underground mining was accepted. The Detroit 60 series (DDEC) engine came with a great reputation and has lived up to this. The engine has an electronic management system that reduces particulates to a hardly visible minimum, provides great amounts of engine power and reduces fuel consumption by approximately 45 per cent. The operational benefits of such an engine are worth sharing through this conference.

Surface disposal of mining processing wastes is usually perceived as an undesirable consequence of meeting societyÆs needs for metals and minerals. Environmental disasters associated with the discharge or storage of such wastes, though infrequent, can have very damaging consequences for the environment and the industry. Reducing or eliminating the potential for such events may be achieved by placing some or all of these processing wastes back into the voids created by the mining operations. Processing operations may limit or enhance the opportunities for using tailings and other waste products as a backfill material. Backfilling is a truly multi-disciplinary process and requires the informed involvement of mining, metallurgical, engineering and environmental specialists. This paper describes the range of fill types currently being used in Australian mines, particularly those utilising processing wastes as constituents. It focuses on how processing operations can affect the suitability of these materials for the various types of fill, the resulting fill properties, fill performance and costs.

Attempt has been made to determine the nature of charge on activated carbon surface by studying the electro-kinetic properties of the carbon in the presence of cations, anions and aurocyanide solutions. The zeta-potential measurements were made in the presence of individual ions and also in combinations. The cations and anions chosen were those commonly associated with gold bearing ores in Kalgoorlie area. It was found that the iso-electric point of Norit Carbon was at pH 4.45; below this pH the charge was positive, while above, it was negative. In the absence of gold cyanide solutions and in the presence of individual cations the i.e.p. shifted to the alkaline range (pH 7.2-8.5) while in the presence of anions the i.e.p. was shifted to less than pH 3.5. In the presence of aurocyanide solutions, the iso-electric point was still in the acid region irrespective of whether anions or cations were present. The probable mechanism for such a behaviour has been attempted after measuring the specific conductivities of solutions before and after gold adsorption, by studies using the electron- probe-mirco-analyser, and S.E.M. on the carbon surface.

Monolithic packing systems have gained in popularity as a gate side packing method. However, there has been no detailed investigation to assess their underground strength behaviour. This work includes the laboratory and in situ investigation for strength behaviour determined on various monolithic packing materials namely Tekpak-XX, Hydropak-20, Hydropak-30, Astrapak-3R, Flashpak, Thyssen pack and Aquablends. A simple technique for assessing the pack strength was developed at the laboratory by using a penetrometer, of which penetration resistance can be directly correlated with the uniaxial strength of the pack. The in situ strength investigations were made on core samples obtained from three pipes inserted inside the pack, while the penetration test were made on the pack surface. The in situ results indicated that the packing material develops an inconsistent strength on various part of the pack which was mainly related to an inadequate mixing of grouts inside the pack.

The Broken Hill orebody within the leases of ZC Mines is still a major lead-silver-zinc resource after over 80 years of mining. It illustrates particular problems encountered in resource and reserve estimation in old mines. The six mined ore lenses are characterised by three features: ò complex external geometry, ò high internal grade variability, ò bimodal grade distribution. The high grade 3, 2 and 1 lenses and B lode have sharp external contacts but contain some low grade internal zones. By contrast A lode is of lower average grade and comprises an extensive but geometrically variable mineralised zone within which are numerous irregular bodies of high and medium grade ore. Geological factors are the main source of variability in reserve estimation, which historically has been conservative. For many years the geological resource tonnage has been maintained at a level sufficient to make up for extraction but at a gradually declining grade. Using a geological block cut off grade of 10% Pb + Zn the present in situ resource is 53.8 Mt grading 8% lead and 13% zinc. Using empirical cut factors a "recoverable reserve" is derived from this large geological tonnage. There is some doubt that the "recoverable reserve" is conservative enough to reflect mining reality. The most sensitive indicator of forthcoming change in total resource or insufficient drilling and development is given by changes in the tonnage and grade of possible ore from which the proved and probable categories are derived. Examples are given to show that where reserves are drill indicated, the delineation required for proved ore reserves must be enhanced to achieve final stope design. The move in recent years to greater emphasis on non entry mining and lower recovery of in situ material poses a dilemma for a mine which has practised 100% recovery for much of its past. The need for a realistic reserve assessment in current terms needs to be balanced against the fullest possible geological knowledge of the resource to cater for future technological developments.

Barometric pressure and its variation in deep underground workings have a considerable effect on ventilation conditions. Pressure changes which create transient states of air flow and air parameters in workings are especially significant. Experiments have shown that pressure changes have a remarkable effect on air parameters at mine workings and hence, attempts to evaluate the scale of this phenomenon are of value. Continuous monitoring of the barometric pressure on the surface of mines allows for the detection of changes in pressure which undoubtedly influence alternations of pressure in the underground areas of mines. Very important factors are the internal disturbances of pressure within a mine ventilation system due to variable conditions of fan operation and the operation of a winding machine where a mine cage moving in a shaft causes piston like disturbances. Local transient disturbances caused by temporary opening/closing of air stoppings due to personnel or underground transport traffic are of importance. The results of over two years of observations of barometric pressure and its influence on pressure variation in underground mine workings are presented in this paper. The observations were possible through the installation of pressure sensors at selected points of the downcast shaft in a mine. Of interest are the observations of the transient states of pressure and other air parameters caused by emergency fan stoppage, movement of a mine cage and changes due to the opening of air stoppings. Data acquired during experiments of opening and closing air stoppings were used for the validation of a flow model in a long working.

On-land waste rock dumps at BHP Billiton Base MetalsÆ Island Copper Mine (ICM) near the northern end of Vancouver Island, B.C. continue to discharge ARD. These waters, which amount to approximately five million cubic metres each year, are injected into a three-layer, meromictic pit lake for treatment. The top layer is brackish water, replenished by each yearÆs rainfall (amounting to nearly 2 m/year). This top layer of water must meet effluent permit limits for heavy metals. This water eventually exfiltrates through a æbeachÆ waste rock dump, which is 93 per cent submerged along the north shore of Rupert Inlet. The middle and bottom layers of the Pit Lake are saline and currently oxic (2 mg/L dissolved oxygen) and anoxic (0.03 mg/L dissolved oxygen), respectively. Spreading of a liquid fertilizer every ten days throughout the top layer results in plankton and bacterial blooms that scavenge zinc, copper and cadmium out of this layer eventually to become mineral sediment in the bottom of the pit lake. Adsorption on planktonic skeletons and mineral precipitates also scavenges these dissolved metals from the middle and bottom layers to form bottom sediment. Sulfate reduction has recently begun in the bottom sediments. Diagenetic processes in the bottom sediments will eventually transform most of the dissolved heavy metals into insoluble sulfides. Cycling of ferric iron between the sediment and the water column and back seems to contribute dramatically to the biogeochemical metal removal processes. This biogeochemical system serves to maintain the top-layer water well within permit limits for discharge to the environment.

BHP-Utah Coal Limited operates 33 draglines of varying sizes in the Bowen Basin of Central Queensland. The group's operations with draglines commenced in 1963 with the establishment of opencut operations at the then TPM Moura Mine and continued through expansion of that mine, the commissioning of the Utah Development Company Blackwater Mine in 1968, and the subsequent establishment of six (6) other large opencut mines, all in the general area over the next fourteen years. These operations generally commenced with boxcuts on the sub-crop at depths of 15 to 25 metres. Over the years, depths have increased so that average depths now are in the 45 to 50m range. It was soon realised that dragline operations would have to be supplemented with additional stripping equipment. In 1981, a symposium "45m and Beyond" was held in Rockhampton to assess the problems associated with such "deep" stripping. Subsequently, dragline operations have continued and although addi- tional stripping capacity has been added, in many instances, draglines have been used and are being used to dig depths greater than 45m, some- times as much as 65 to 70m.
