The CSIRO Division of Mineral and Process Engineering in Melbourne has been developing on-stream analysis sensors based on neutron and gamma radiation for better control of quality and process operations. This has resulted in the development of Ironscan, an on-stream analyser that measures the iron content of both lump and fine iron ore on conveyor belts. It can be mounted under existing conveyors with minimal modifications to the conveyor structure and can cope with steel cables in the belt. An interface gauge and an on-stream coal ash analyser have also been developed, both based on measurement of natural radioactivity. The interface gauge monitors the interface between liquor and mud in thickeners and washers, provided the natural radioactivity of the mud is sufficiently high to detect it above background. The natural-gamma ash gauge is a valuable addition to the Coalscan range of ash gauges. It is applicable to heavily laden coal conveyors or bins where the coal bed thickness exceeds 30 cm, and also to lightly laden conveyors, provided the coal is profiled on the conveyor.

I am honoured and very pleased to have been given the opportunity this evening to say a few words of thanks not only on behalf of all the guests but especially for the delegates and accompanying persons attending the 13th Congress of the Council of Mining and Metallurgical Institutions. Firstly, I would like to congratulate Sir Hamilton Whyte,KCMG for his most interesting address. In his far ranging talk, when he showed knowledge of widely diverse subjects, I had a brief fear that he was going to be talking about the details of support methods in deep level mines, or how to avoid flotation problems in multi-metal mines. Although he did not go that far, he touched on subjects which have arisen this week - long term planning and secure supply of minerals at acceptable prices. The dire predictions of the Club of Rome have been debunked with a far more elastic supply of minerals having been proved. Combined with the importance of a falling birthrate in some parts of the world, this will lead to many changes in the future, when hopefully governments will take the long term view rather than look at the next budget or the next election. Maybe some of them are not too lazy to do this for all of us. However as a fellow Ukranian, I feel that he might have been called something different if he had been in Australia. Sir Hamilton, thank you for your talk. Once upon a time - and this is not a fairy story - there was a cobbler who had two sons; one very bright who became a professor of mathematics; the other, dim, who became a millionaire shoemaker. Asked for the secret of his success, the millionaire attributed it to a vital piece of economics which his father had imparted, "Be content with small margins on a large turnover." "So", said the millionaire, "I make my shoes for $2 a pair and sell them for $5. I am very happy with the three per cent profit."

The mining industry faces concurrent pressures of reducing water use, energy consumption and greenhouse gas (GHG) emissions in coming years. However, the interactions between water and energy use, as well as GHG emissions have largely been neglected in modelling studies to date. In addition, investigations tend to focus on the unit operation scale, with little consideration of whole-of-site or regional scale effects.This paper presents an application of a hierarchical systems model (HSM) developed to represent water, energy and GHG emissions fluxes at scales ranging from the unit operation, to the site level, to the regional level. The model allows for the linkages between water use, energy use and GHG emissions to be examined in a flexible and intuitive way, so that mine sites can predict energy and emissions impacts of water use reduction schemes and vice versa. This paper examines whether this approach can also be applied to the regional scale with multiple mine sites.The model is used to conduct a case study of several coal mines in the Bowen Basin, Australia, to compare the utility of centralised and decentralised mine water treatment schemes. The case study takes into account geographical factors (such as water pumping distances and elevations), economic factors (such as capital and operating cost curves for desalination treatment plants) and regional factors (such as regionally varying climates and associated variance in mine water volumes and quality).The case study results indicate that treatment of saline mine water incurs a trade-off between water and energy use in all cases. However, significant cost differences between centralised and decentralised schemes can be observed in a simple economic analysis. About 74% of global seismic energy release occurs in the Circum-Pacific zone. Worldwide, about 71% of seismic energy release is in the form of shallow earthquakes, 27% as intermediate, and 2% as deep earthquakes. Seismic energy release is variable in time and has been shown to correlate with the amplitude of the Chandler wobble. It was high during the period 1949 to 1967, and is now at a rather low level, with the latest earthquake over M = 8.0 having taken place in Indonesia in 1971. The average worldwide recurrence rate for the expected largest magnitude earthquake (M "9.5) has been estimated as several tens of years, in marked contrast to the several tens of thousands to hundreds of thousands of years separating the largest volcanic eruptions. Geological studies are needed to establish reliable mean intervals between large earthquakes, and to detect the e;:istence of long-term fluctuations in the ste of occurrence. Seismic gaps have proved seful in static forecasting of large earthquakes, by identifying places where closer study of the variation with time of seismicity, deformation, and other parameters, may lead to the dynamic p_ediction of time, place and magnitude of earthquakes. The model of stress concentration at asperities explains the main features of seismicity in the Circum-Pacific. Slow earthquakes have been detected instrumentally, notably an event immediately preceding the 22 May 1960 Chile earthquake, the largest this century. It seems likely that this type of deformation may explain both instrumentally detected and macroscopically observed pre-seismic deformation, as well as unusual animal behaviour reported before some earthquakes. Seismic and volcanic events are interdependent, with large earthquakes commonly triggering eruptions. Melting of rock and intrusion of magma is likely to accompany many earthquakes.

This is the time of year tor the presidential address, and with the present incumbent engaged in the coal mining industry, it will therefore come as no surprise to you that the theme of my address this evening is concerned with coal.There are other reasons for this apart from my contact with the coal industry. At present, coal is supplying considerable overseas revenue at a time when the remainder of the mining market is in a somewhat depressed state. That times will change goes without saying, if history is to be believed.However, so far so good for coal. My first reaction when The Institute indicated its wish that I be president for 1976 was to become deeply conscious of the honour bestowed on me.On consideration, I realized that very few past presidents have been intimately connected with the coal mining industry to the extent of indulging in it for lengthy periods as a full time occupation or, conversely, a part time interest for a long time. It also appears that not one had started their career in the industry. In my case, 'also, there were 8 very interesting years ,as a gold miner and metallurgist before commencing in coal.It therefore seemed appropriate to endeavour to discover ,why this should be so, as coal mining is now a very important part of a very important industry. What were the reasons why the industry took so long to emerge when there were ample reserves of easily accessible coal?Frankie and Johnnie in their bar room epic of the depression years concluded, and I paraphrase, that "their story held no moral, their story told no tale". If my story has such a message, it could perhapsbe construed as reinforcing the oft-repeated dictums, true or false, that "history repeats itself" or "man never learns".Coal mining is by far our oldest major Australian industry except for agriculture. Covers on waste rock and tailings remain the primary choice for closure planning where the purpose is to create an environment where water ingress into reactive material can be controlled and/or prevented. In semi-arid and arid environments, dry cover systems are the preferred option with the design intention to absorb rainfall and to prevent deep drainage. Although the average amount of rain typical for semi-arid environments is relatively low and evaporative demand is high, the seasonal and annual distribution may vary greatly. Rocky substrates are often the only choice for the construction of covers due to economic constraints or availability of suitable materials. While the water holding capacity may be suitable for the application of a dry cover design in arid and semi-arid climates, some of these covers bear the risk of preferential water flow when rain events are intensive or occurring at high frequency. The objective of this presentation is to demonstrate the occurrence of preferential flow through rock containing dry cover systems. A regional classification for the applicability of dry covers is attempted to delineate those regions of Australia where the characteristic of the rainfall pattern increases the risk of failure for dry cover designs. The occurrence and deportment of manganese in a number of ferromanganese and Mn-bearing iron ore samples from supergene-upgraded deposits, as well as from magnetite banded iron formation (BIF) and magnetite skarn deposits, was characterised in order to provide a basis for improved understanding of the processing characteristics of different ore types and investigate the potential for development of a robust geometallurgical classification for Mn-oxide ores. An understanding of the Mn mineralogy in mixed Fe-Mn deposits is necessary to inform any attempt to separate the Fe and Mn during beneficiation and to understand and predict the behaviour of lump and fine ore products during processing.A suite of analytical techniques was utilised, including hand sorting of lump ore particles, optical microscopy, X-ray fluorescence (XRF)/inductively-coupled plasma mass spectrometry (ICP-MS) chemistry, X-ray diffraction (XRD), scanning electron microscopy (SEM)/electron probe microanalysis (EPMA) and gas and solid phase pycnometry, in order to elucidate manganese mineralogy, mineral chemistry and mineral textures. Manganomelane group minerals (eg cryptomelane, hollandite), pyrolusite and lithiophorite were the most common manganese oxides in the samples examined. From the microprobe work, there was evidence of probable substitution of Mn, as well as Al and Si, into the structures of goethite and hematite. Manganomelane minerals were often intimately associated with goethite, in particular, and a clarification of this association and the associated Si and Al impurities is fundamental for improved understanding of beneficiation and sintering behaviour of Mn-oxide ores. Due to the poor or very fine crystallinity of some supergene manganese deposits and of some Mn oxide minerals, in particular the extent of overlapping peaks and their variable mineral chemistry, XRD was a problematic technique to equivocally determine Mn mineralogy.For lower-grade, earthy, poorly microcrystalline ores the mineralogical and textural association between mixed Mn, Fe and Al (¦ Si) phases was also critical. The deportment and potential separation of these elements in these deposits, especially Al, was complex, as they were characterised by forms of æhydrousÆ cryptomelane with higher levels of Fe-Al-Si substitution, as well as intimate intergrowths of ochreous-earthy goethite (probably aluminous in part) with cryptomelane, lithiophorite and/or kaolinite.Trace amounts of alkali elements in ferromanganese deposits were considered likely to be preferentially structurally associated with Mn oxides, while lateritic deposits with significant amounts of lithiophorite could contain elevated levels of deleterious impurities; Co and Ni in particular.A combination of solid and gas phase pycnometry proved to be a useful technique for broadly discriminating hematitic, goethitic and mixed Mn oxide-goethite lump particles based upon differences in their envelope and apparent densities. Based upon these preliminary results and ongoing Raman spectroscopy work on manganese deposits sensu stricto, Raman spectroscopy is a technique considered to have promise during targeted research to better link the optical and compositional properties of ferromanganese ore particles. In the late 1970's Western Mining Corporation, Exploration Division considered the purchase of a major multi-element spectrometer as an adjunct to our existing atomic absorption spectrophotometers. The analytical work proposed for the unit included barium, uranium and rare earth elements from Olympic Dam, uranium, sulphur, vanadium and strontium on Yeelirrie type deposits, major element and whole rock analysis, multi-element analysis of samples from the laterite, chromium and manganese exploration programmes and tin and arsenic analysis. These were all analyses that were not readily or easily performed by flame atomic absorption or were where we expected that a simultaneous multi-element instrument would be an advantage. Also the turnaround times for the commercial laboratories was considered unacceptably long for some determinations. Other factors, important when considering the spectrometer were the ability to ensure confidentiality of results and the ability to assign our own priorities and not to have to rely on commercial laboratories. The two techniques considered were X-ray Fluorescence Spectrometry and Inductively Coupled Plasma Optical Emission Spectrometry. The decision was made in favour of the ICP unit for several reasons. The ICP fitted in with our existing methodology, ie samples digested for atomic absorption or colorimetric techniques would also be suitable for ICP analysis and vice versa. The technique was suitable for water samples and for major element analyses and for rare earth elements. X-ray fluorescence spectrometers were installed at the Kambalda and Belmont laboratories and would be available to us for routine checking and for elements not suitable for ICP analysis. The final consideration was price. ICP was considerably cheaper than XRF.

LITHOPROBE is a national, collaborative research grogram with the general objective of understanding the teotectonic evolution of the North American continent through multidisciplinary lithospheric studies in carefully selected areas of Canada. Six transect areas are investigating Precambrian evolution, although only in two of these is the research well evolved. The Archean Kapuskasing Structural Zone in Ontario is confirmed as an upthrust slice of upper to mid crust exposed at the surface. The Late Proterozoic Keweenawan mid-continent rift is shown to be the deepest known rift on Earth and the Grenville collisional zone of Ontario and Quebec involves crustal scale imbrication and ramping of deeply buried rocks to the surface. Two transect areas are investigating Phanerozoic evolution. In the Newfoundland Appalachians the geologically defined tectonostratigraphic domains do not coincide with lower crustal blocks defined by seismic reflection data. The Southern Cordillera Transect in western Canada is examining the nature, timing and dynamics of the assembly of the Cordillera, and particularly the role of accreted terranes. Work in the eastern and central segments has extended the known western limit of the North American craton at least IOO km westward and crustal-scale ramps associated with metamorphic core complexes have been identified.

A program of microseismic noise monitor ing for gas outbursts, in conjunction with other mining engineering measurements and observations, is being undertaken at Leichhardt colliery in Queensland. Headings are developed at present by shotfiring. The equipment being used in this study includes piezoelectric accelerometer assemblies to detect microseismic noise which is then transmitted to a surface base station by cable. Data are recorded on an analogue magnetic tape recorder and are also analysed on-line using a commercially-available acoustic emission pulse analyser. It is proposed to re-interpret recorded data using various modes of analysis and to interface a desktop computer to the existing system to permit continuous monitoring on the mine site. No outbursts have been recorded or analysed and only a limited number of develop- ment shots, and the resultant microseismic activity, have been recorded to date.

THE exceptional rainfall characteristic of the West Coast of Tasmania, in conjunction with the rugged topography of the district, has always suggested the utilization of water-power, and from the earliest days of the Mount Lyell Company theeventual installation of a hydro-electric power scheme, making use of some near-lying lake, has constantly been kept in view. At the period of the inception of the company, however, the time was not ripe for such an undertaking, and it is only oflate that the various important considerations involved have sanctioned incun;ing the heavy expenditure necessary, with the positive assurance of permanently reaping the benefits expected. The West Coast of Tasmania contains many lakes of varioussites; situated at high levels, and, although the catchments of these lakes are not very extensive, still, the excessive rainfall is so constant over long periods that its regularity may be relied on as offsetting the limited catchments. The explanation of the abnormal rainfall is simply the circumstance that the West Coast Range forms the first high land barrier which is met by the moisture-laden westerly and north-westerly winds blowing off the Southern Ocean. By the time the clouds strike the mountains they ride very low, consequently the elevation of the range, the peaks of which do not exceed 3000 to 4000 ft. above the sea, is sufficient to cause a copious precipitation. Lake Margaret, which is situated five miles north of the reduction works, was first recognized as a possible source of waterpower by Mr. Hugh Ohrisp, a surveyor, who visited it about 1893-4. An on-stream iron ore analyser has been developed in collaborationwith Hamersley Iron Pty. Limited for determining the iron content ofboth lump (- 30+ 6 mm particle size) and fines ( - 6 mm particle size)on conveyor belts. The analyser, which is called IRONSCAN, is basedon pair production, and is now commercially available from Mineral ControllnstrumentationLimited (MC!) in Adelaide. It can be mounted underexisting conveyor belts with minimal modifications to the conveyor structure,and the presence of steel cables in the belt does not interfere oncethe analyser has been correctly calibrated. The analyser has been extensivelytested on both lump and fines on the shiploading conveyor at Dampier,and typically the root mean square (Lm.s.) deviation between singleIRONSCAN measurements and conventional chemical analyses is betterthan 0.5070 Fe. It is currently being evaluated on - 150 mm ore from theprimary crusher at Mount Tom Price, and initial result are encouraging.The principal advantage of IRONSCAN is that it provides rapid informationon ore grades. But perhaps its greatest potential is at the primarycrusher where conventional sampling and analysis is very expensive toimplement.

Over the past decade, the mining industry has come to recognise the importance of water both to itself and to others. Water accounting is a formalisation of this importance that quantifies and communicates how water is used by individual sites and the industry as a whole. While there are a number of different accounting frameworks that could be used within the industry, the Minerals Council of AustraliaÆs (MCA) water accounting framework (WAF) is an industry-led approach that provides a consistent representation of mine site water interactions regardless of their operational, social or environmental context that allows for valid comparisons between sites and companies.The WAF contains definitions of off-site water sources and destinations and on-site water use, a methodology for applying the definitions, and a set of metrics to measure site performance. The WAF is comprised of two models: the input-output model, which represents the interactions between sites and their surrounding community, and the operational model, which represents on-site water interactions.Members of the MCA have recently adopted the WAFÆs input-output model to report on their external water interactions in their Australian operations, with some adopting it on a global basis. To support this adoption, there is a need for companies to better understand how to implement the WAF in their own operations. Developing a water account is non-trivial, particularly for sites unfamiliar with the WAF or for sites with the need to represent unusual features. The Ranger Uranium Mine is surrounded by a World Heritage National Park. The strict environmental controls under which the mine operates are based on scientific and social requirements. Release of non-process storm runoff water to the Magela Creek during flood discharge and under controlled conditions has been identified as Best Practicable Technology for the operation of the water management system. Social and political factors have limited this release to a wet season with an Annual Exceedance Probability of one in ten. The first-generation trigger mechanism was based on a percentile analysis of monthly rainfall. The second-generation trigger is based on cumulative monthly volume increase in the retention ponds and is considered to be more applicable to the operation of the mine water management system.

Field investigations recently undertaken by Utah Development Company (U.D.C.) have been developed to allow the assessment of ground conditions relevant to the use of large bucket wheel excavators for pre-stripping overburden. "Bucketwheel diggability" predictions were made on the basis of a wedge test which was perform- -ed in the field on nominal 150 mm diameter drill core samples. Specific separation force (calculated from the wedge test results) for different rock horizons were theoretically related to the excavation rates of various sized bucketwheels, i.e., "bucketwheel diggability". The specific separation force was shown to vary with lithology, structure, weathering and moisture changes. By correlating these features between boreholes, an overall assessment of bucketwheel diggability was then made. The approach adopted to assess bucket- wheel diggability incorporated various levels of investigation. Initially, a reconnaissance stage provided information from widely spaced 150 mm cored holes to compare and contrast areas with differing bucketwheel digging char- -acteristics. The following stages progressive -ly added to this information, until finally, between hole correlations, allowed calculations to be made of volumes of materials of similar

Kambalda Nickel Mines (KNM) currently have eight operating underground mines, three on care and maintenance and other orebodies at various stages of development. Each operation differs greatly in scale, ore grade, milling characteristics and cost structure. The optimum number of mines operating at any one time and their level of production, within the constraints of mill blending requirements and overall mill capacity, is the key to maximising profit in a climate of fluctuating nickel price. Cost models are developed for each mining operation which relate ore tonnes mined to total cost per pound of nickel produced from that mine. Aggregating the mine cost models provides a composite cost model for the entire operation. The cost models provide the operating levels necessary for each of the mines and hence Kambalda as a whole, to operate at the lowest cost per pound of nickel produced. However, lowest operating cost does not necessarily lead to maximum profit. The level of nickel price above operating cost can dictate maximum profit positions which are contrary to the lowest cost position. In addition, the decision to temporarily shutdown mines or reopen mines in response to nickel price movements comes at a cost. In considering the optimum operating position, the price of production capacity flexibility needs to be taken into account. This paper describes the process used to assess all these factors in arriving at the optimum operating position for Kambalda Nickel Mines for varying nickel prices. The same methodology can be used by corporate management in managing multiple mine sites as well as mine management managing multiple orebodies or stoping blocks for maximum profit.

With a view to characterising activated carbons with respect to their ability to adsorb gold from cyanide solutions, an attempt was made to establish correlations between the equilibrium capacity constant of the activated carbon for gold (k value) and five other parameters. These parameters were percentage ash content, iodine number, methylene blue value, surface area, and pH respectively. Twenty four different proprietary brand activated carbon products were examined, the correlations being established by means of linear regression analysis. It was shown that a significant correlation only existed between k and pH value. This was interpreted in terms of the presence of oxide complexes on the activated carbon surface. Further test specifications as developed at the Anglo American Research Laboratories are also outlined with a view to the selection of activated carbons suitable for use in' a carbon-in-pulp operation. Methods for assessing both the capacity and the kinetic response of carbons for gold adsorption are presented, while the measurement of attrition resistance, particle size distribution and moisture and solubles content is also outlined. The measurement of the capacity constant for gold adsorption together with attrition resistance are considered to be necessary in the initial selection of a suitable carbon.

The ash content of coal can be determined using radioisotope X-ray techniques. A number of overseas applications of X-ray techniques are described; however these suffer from the disadvantage of either not compensating for iron variations or, if compensation is used, using X-rays of low penetration with consequent sampling difficulties. Current Australian Atomic Energy Commiss- ion (AAEC) research on X-ray techniques is aimed at overcoming the limitations of these methods. The AAEC method involves making measurements proportional to mass absorption coefficients of X-rays in coal at two energies. Calculations and experiments with X-rays up to 35 keV have shown that ash content can be determined to about 1 wt.%. This work is being extended to higher X-ray energies to enable the technique to be used directly on a conveyor belt or in a hopper. Neutron techniques can be used to measure the concentration of specific elements such as carbon, hydrogen and silicon in coal. Their con- centration is correlated to the coal parameters of interest. Methods of moisture determination based on hydrogen measurement and ash determina- tion based on silicon and aluminium measurement are described. The Mt Lyell Mine, situated in Queenstown on the west coast of Tasmania, has a production history of more than 100 years. Previous mining activities have resulted in substantial modifications to environmental conditions at Mt Lyell and disposal of sulphidic waste rock across the lease has left a legacy of on-going environmental impacts including acid drainage (AD). In 1995 Copper Mines of Tasmania (CMT) was granted a mining lease Irons the Tasmanian State Government for redevelopment of Mt Lyell and indemnity from actions concerning pollution from previous occupation and use of leased land. The Environmental Management Plan (EMP) for the Mt Lyell redevelopment committed CMT to be responsible for waste rock dumps generated from their activities and to ensure that management is in-line with best practice environmental management principles. CMT commenced commercial production in December 1995 with sulphidic material from development of the underground Prince Lyell mine reporting to a single waste rock dump constructed according to a management plan developed in July 1995 and superseded by a management plan for extension in May 1997. The CMT waste rock dump currently has a total capacity of 220 000 m- and approximately 120 000 m3 of rock have been placed to-date. Material reporting to the dump is placed in a densely compacted state to a controlled surface profile. The dump is clay capped and a final revegetated soil layer placed on top. A rock pitched drain extends down to a wetland area in order to remove stormwater and minimise possible soil erosion on the revegetated sections. An integral part of the management plan for the waste rock dump involves characterisation of waste rock to identify geochemical rock types according to acid forming potential with provision for selective placement within the dump. High-risk materials are selectively placed and covered within the core of the waste rock dump, where possible, to control sulphide oxidation. Monitoring equipment has been installed in the waste rock dump by the Australian Nuclear Science and Technology Organisation (ANSTO) and an on-going monitoring program has been established to demonstrate the integrity of the dump cover as a barrier to the influx of atmospheric oxygen into the dump. The overall objectives of this program of work are to control the oxidation of sulphidic waste rock in the waste rock dump, minimise the risk of AD, prevent pollution of the aquatic environment and thereby demonstrate the integrity of the CMT waste rock dump management Strategy.

Sinter plants currently have to use many types of ores with different properties due to the great demand for iron ores, which was driven by the massive growth in Chinese iron and steel industry. On the other hand, the development of iron ore mines is limited and the quality of iron ores is in a tendency of deterioration. Therefore, the quick evaluation of iron ores has become more important for a stable sintering operation. In addition to such a background, the CO2 gas emission should be decreased from sinter plants according to the Kyoto Protocol on reduction in greenhouse gases. The present paper first describes the methods for testing the metallurgical properties of iron ores, which use a small volume of sample mainly focusing on magnetite ore that is effective for reducing CO2 and NOx emissions from sinter plants. The sintering properties of ores are evaluated separately according to each stage in sintering process, that is: heating stage before melt formation, primary melt formation in adhering fines layer of pseudo-particles, and assimilation of nucleus ore particle with calcium-ferrite system melts.Next, the application of the tests to the blending ores is introduced showing examples of the studies on the effective usage of the magnetite ores with Marra Mamba type ores.
